Van Rooyen sê dit is nie nodig om te bewys dat die Parow-Wes-buurtwag, wat in Desem- ber deur die GPF opdrag gegee is om te ont- bind, as vigilantes opgetree het nie.     dervoorsitter van die gemeenskapspolisi-

    ringsforum (GPF).

    VanRooyen s dit is nie nodig om te bewys

    dat die Parow-Wes-buurtwag, wat in Desem-

    ber deur die GPF opdrag gegee is om te ont-

    bind, as vigilantes opgetree het nie.

    Volgens hom bestaan die persepsie reeds,

    en is dt genoeg rede dat die buurtwag nie

    langer namens die gemeenskap as o en ore

    vir die polisie optree nie.

    Francois Binneman (voorsitter van die

    buurtwag) het meer as een geleentheid ge-

    had om die lug te suiwer, maar hy het nie

    onder die invloed van drank was en met wa-

    pens gepatrolleer het en by verskeie geleent-

    hede gewelddadig opgetree het.

    stil. Terwyl ons om die tafel sit, haal die

    man weer die diamante uit, maar ewe skie-

    lik kom daar vier ouens in wat s hulle is

    van die polisie. Daar sit ons met diamante

    voor ons en besef toe ons is nou in groot

    moeilikheid. Ek het probeer verduidelik,

    maar hulle wou nie verstaan nie. Dis toe dat

    een oumy eenkant roep en vrawat ons gaan

    doen om die situasie te laat weggaan, s

    Wolfaardt. Volgens homwou die mans hom

    en sy seun sielkundig afbreek. Ek het n

    windbuks inmymotor. Hulle het dit gevind

    en elke keer hier naby ons die sneller getrek

    dat ons moes skrik. In n stadium het ek be-

    sef dis nie regte polisie nie, maar het kalm

    gebly vir my seun se onthalwe.

    Uiteindelik moes Wolfaardt se vrou

    R5 000 oorbetaal sodat haar man en seun

    vrygelaat kan word.

    Mense van so ver as Namakwaland het

    TygerBurger met identiese stories gekon-

    tak. n Man van Durbanville het sowat twee

    jaar gelede ook sy motor probeer verkoop

    en dieselfde ding het amper met hom ge-

    beur. Hy het egter kopgehou om n foto van

    die beweerde swendelaar te neem.

    Lt.kol. Andr Traut, provinsiale-polisie-

    woordvoerder, s hierdie soort ding komge-

    reeld voor. Die slenter is nie nuut nie en

    baie mense was al slagoffers hiervan. Soos

    die meeste slenters, maak die swendelaar

    gebruik van die mens se eie gulsigheid. Die

    slagoffers glo hulle kan n groot som geld

    maak. Omdat handel in diamante onwettig

    is, gaan mense nooit na die polisie nie, om-

    dathulle dinkhullehet deel aandie transak-

    sie. Dis presies wat die swendelaar wil h.

    Hier is van die terugvoer wat ons van le-

    sers ontvang het oor di diamant-slenter:

    die saak by die polisie aangee, het die poli-

    sieman ges ek was ook betrokke by die

    nie vertrou het nie. Toe ons by n plek stop

    waar die ou glo die diamante wou ver-

    koop, het ek buite gewag. Hy bel my toe

    na n rukkie en s ek moet ry; die polisie

    is op pad. Dit was die laaste wat ek van

    hom gehoor het. - Anoniem

    . Ek weet van baie mense wat al deur

    die ouens uitgevang is. Hulle wou my al

    by twee geleenthede inloop. - Anoniem

    S is ander lesers al ingeloopmet slenter

    Die Kaapse stadsraad het hom onlangs tot

    die gemeenskap gewend vir hulp om koper-

    diefstal hok te slaan.

    In n verklaring wat skokkende ho ko-

    perdiefstalstatistiek aan die lig bring, s Er-

    nest Sonnenberg, die stad seburgemeesters-

    komitee-lid vir nutsdiense, al meer bronne

    word jaarliks aangewend om vir diefstal te

    vergoed, terwyl daar eintlik veel belangri-

    ker onderhoudswerk en verbetering is wat

    gedoen moet word.

    Die waarde van gesteeldemetaal het van

    R10 miljoen in 2013 tot R13,5 miljoen in 2014

    gestyg.

    Dit is geweldig frustrerend dat ons infra-

    struktuur so geteiken word. Metaaldiefstal

    veroorsaakgereeld onderbrekings inwater-

    toevoer, wat eerlike en hardwerkende men-

    se raak, en dit stuur ook geld weg van nood-

    saaklike projekte en onderhoud.

    Uit n verslag wat die departement saam-

    gestel het, blyk dit dat die diefstal van veral

    dreindeksels dramaties toegeneem het.

    Dit is nie net duur om te vervang nie,

    maar as dit nie gerapporteer word nie, kan

    dit ernstige blokkasies veroorsaak, omdat

    ongewenste materiaal in die gate kan val,

    s Sonnenberg.

    Hyvradat die gemeenskapenigeverdagte

    of onwettige aktiwiteite of inligting wat tot

    die inhegtenisname van oortreders kan lei,

    aan die metaaldiefstaleenheid rapporteer

    by 0800 222 771. Volgens Sonnenberg kan ge-

    meenskapsbetrokkenheid help dat daar n

    kultuur geskep word waar dit moeiliker

    raak om onwettig op te tree.

    Nie alleen sal meer kriminele gevang

    word nie, maar voornemende metaaldiewe

    sal tweekeerdinkvoordathulle die gemeen-

    skap se infrastruktuur teiken, s hy.

    ity law enforcement cracked down on

    drug trafficking and lawlessness on

    the roads in a number of operations

    across theMetropole over the past weekend.

    Metro police officers arrested 85 suspects,

    including 65 drunk drivers, during road-

    blocks, operations and patrols in, amongst

    others, Parow, Goodwood and Table View.

    Motorists were arrested for drunk driving

    and reckless and negligent driving.

    Meanwhile, the Citys traffic service arre-

    sted 36 suspects and issued 1 169 fines for va-

    rious offences during operations.

    Officers issued 415 fines for various other

    offences.

    During a roadblock in Kraaifontein, offi-

    cers arrested 21 suspects for driving under

    the influence of alcohol and issued 55 fines

    for various other offences.

    City traffic officers held a taxi operation

    in the same area and arrested one suspect

    for driving under the influence of alcohol

    and another seven suspects for outstanding

    warrants.14 Minibus-taxis were impounded

    and 507 fines issued for offences.

    TheMetro police gang and drug task team

    has also made inroads in the Manenberg

    area with various arrests for possession of

    drugs and illegal firearms, says JP Smith,

    City mayco member for safety and security.

    Most of the arrests and successes are as

    a result of tip-offs from the community and

    a good working relationship with the police.

    Wehave steppedupouroperational capacity

    in the Manenberg area in recent weeks in

    response to a flare-up in gang violence and

    our efforts are paying off, as is evident from

    these arrests. I thank the community for

    doing their bit and providing crucial infor-

    mation that has resulted in a number of ar-

    rests. Only by working together will we be

    able to make a meaningful difference.

    City law cracks down

    on various offences

    Sir David deVilliers Graaff (74), eienaar van

    De Grendel-wynlandgoed langs Plattekloof-

    weg, is op 24 Januarie n n kort siekbed by

    sy huis in Durbanville oorlede.

    Sir David, n derde generasie sir, was n

    bekende sakeman, politikus enwynboer. Hy

    word oorleef deur sy vrou, Sally, en vier kin-

    ders. Sy oudste seun, De Villiers, wat in die

    Hexrivier vallei boer, sal sy sirskap oor-

    neem.

    A group of businesspeople purcha-

    sed a building in Parow Industria

    and launched a church called New

    DirectionGraceChurchon25Janua-

    ry.

    According to Zimkhitha Mquthe-

    ni, a spokesperson for the church,

    twelve congregations in the Belhar,

    Delft, Eerste River, Uitsig, Stellen-

    bosch,MatroosfonteinandKraaifon-

    tein areas recently closed their doors

    to join the New Direction Grace

    Church.

    She says the new church will be

    fully funded by founders Esra Over-

    berg, Pastor Colin Davids, Derrik

    Bredekamp, Theodore Mitchel and

    Apostle Peter Barnes

    The aim is to uplift communities,

    assist them to overcome gangste-

    rism, poverty and joblessness. They

    are not a touch and go kind of a

    church but one thatwants to help pe-

    ople live sustainable lives, she says.

    The church does not expect any

    money from their congregation

    other than living the life that God or-

    dained them to. They (the founders)

    fund the church themselves and they

    have a concrete plan to raise funds

    through doing concerts so they do

    not burden their congregants with

    the maintenance of the church.

    The church was filled with new

    members at the opening concert and

    performances included singers Er-

    nie Smith and Zoe Zana of Idols.

    Honesty is the best policy for a Matroos-

    fontein family that found groceries in

    their car boot.

    The family, who did not want to be

    named,were shopping at the Shoprite cen-

    tre in Parow on Sunday 18 January when

    they experienced the surprise.

    When we opened the boot of our white

    Toyota Corolla we found some shopping

    bags with items in it already, explained

    the mother of the family.

    We thought they belonged to another

    member of the family who used the car,

    but when we asked him he knew nothing

    about it.

    We tried advertising it on radio, and

    putupnotices at the centre, but tonoavail.

    When we arrived at the centre there

    was a similar car parkednext to us somay-

    be they put the stuff in the wrong boot.

    A pet spider who crossed at least three

    streets and an open field, was found un-

    harmed by a Pinelands resident.

    Ricardo Kocks wife and children were

    playing around at his house in Disa Street

    when his eight-year-old son Jordan saw the

    spider.

    He had the fright of his life.When I came

    around the corner I saw it as well and got

    hold of a piece of Tupperware and my fish-

    net. I reckoned the spider could be danger-

    ous, but I realised it was no ordinary one

    so I caught it alive, says Kock.

    He took the spider to the local animal

    shelter, but also got hold of the owner.

    What surprised Kock was that the spider

    walked so far. Im sure a persons first in-

    stinct is to kill it, but Im glad I didnt. It

    would be interesting to know how far a spi-

    der can walk, wonders Kock.

    Afterhepostedpictures of it onFa-

    cebook someone recognised the spi-

    der as one belonging to a woman liv-

    ing three streets away fromKock.He

    reckons the spider walked at least a

    kilometer. The owner of the spider

    says it has been missing for almost

    two months.

    NormanLarsen, anarachnologist,

    says the spider is a Chilean Rose Ta-

    rantula. It is a very harmless spi-

    der, but illegal to own one. The dis-

    tance it covered is not uncommon.

    Spiders will walk and rest. I hoped

    they gave him water as soon as they

    found him because he would have

    beendehydrated after being exposed

    to the sun for that long, says Lar-

    sen.

    I would like to educate people on

    spiders and they can have a look at

    my ten tanks of spiders, he says.

    Music tutors invited to gear up for 2015

    lmost 4 000 traffic violation tickets

    were issued at the intersection of

    Old Paarl Road and Harrod Drive

    in Bellville South in December. This fol-

    lows the installation of new speed and

    traffic light cameras at this intersection

    in November last year.

    Ward 3 councillor Brenden van der

    Merwe says this section of road experi-

    ences high traffic volumes andmotorists

    regularly exceed the speed limit, posing

    a threat to other road users.

    Initial statistics reported during the

    firstmonth of operation a very high inci-

    dence of speeding and traffic light viola-

    tions. In December alone, 2 492 fines we-

    re issued to motorists driving in an eas-

    terly direction above the 60km/h speed

    limit, or for ignoring the traffic signals.

    In the westerly direction, a further 1 321

    fines were issued during December,

    Van der Merwe says

    The offences dropped sharply in Janu-

    ary when word spread about the came-

    ras, to a still very high 963 fines issued

    to date, which highlights the extent of

    theproblemandproved the cost of instal-

    ling the camera system was warranted.

    Drivers have been urged to slow down

    and obey the road rules.

    Speeding is amajor cause of fatalities

    on our roads and the camera systemwill

    serve to deter reckless driving behavi-

    our along Old Paarl Road. This interven-

    tion will hopefully contribute to a safer

    environment for all residents. I appeal to

    motorists to respect the rules of the road

    and their fellow road users and to realise

    that speed in fact does kill. Please drive

    carefully, says Van Der Merwe.

    Taki Amira, chairmann of subcouncil 3, has

    invited people to make themselves available

    for their ward committees.

    I am continuously asked what is happe-

    ning? when people see work being done in

    their areas. It is obvious those that ask are

    taking an interest in their area and I encoura-

    ge this, Amira said in his chairpersons re-

    port at the recent subcouncil meeting.

    I advise them to channel their interest in

    working with the subcouncil and ward coun-

    cillor to become a link between themselves

    and their neighbourhood, he said.

    Headdedoneway is to register oneselfwith

    the subcouncil, in order to be added to a data-

    base and kept informed on activities.

    Our ward committees have a number of

    vacancies. and tobecomepart of the subcoun-

    cil as a ward committeemember the necessa-

    ry forms can be obtained from the subcouncil

    managers office. The closing date for the re-

    gistration is 13 February, Amira said.

    for 2014, Yi-Tin Michelle Yuan, is a young

    ject distinctions (all above 90%) with 100%

    Yi-Tin is an innately respectful young

    lofse, wat die rol van Kipper vertolk.

    Nog opmerkings deur die akteurs oor ver-

    lede jaar se Doha-avontuur sluit in: Dit was

    warm, Jy moet betaal om strand toe te

    gaan en Brandstof is goedkoper as water.

    Maar kla sal hulle nie alles word betaal,

    van salarisse tot verblyf en etes.

    Volgens Margit, wat reeds die afgelope 15

    jaar die teks skryf vir die Vlooi-produksies,

    moeshulle sekerekultuurverskille in gedag-

    te hou toehulle begin voorberei het virVlooi

    animals was so heart-warming.

    This reminded me of bums

    (street people) on the streets of

    Bourton-on-the-Water, London,

    England. May I suggest what

    the local police put into action:

    They took these people off the

    streets, gave each one a dog to

    care for, and they had to keep

    the dog healthy, as ordered by

    the Station Constable.

    The street people were

    required to report to the

    specific police station on a

    regular two week basis.

    Should the dog appear

    healthy, and the street person

    is drug free they will be

    assisted ( by vouchers) to stay

    at an official shelter with

    meals, and receive coupons to

    buy nutritious food for the dog

    from a volunteering pet shop .

    This gives the street people a

    new purpose in life, not just

    fending for themselves from

    drugs and trash, but caring for

    mans best friend.

    This is what I call Humani-

    ty or in Xhosa Ubuntu.

    year, the 2014 academic results

    will be the main topic in school

    staff rooms.

    The inability to read, write

    and calculate properly are the

    main reasons usually given for

    poor academic performance.

    Reading, writing and mathema-

    tics are no doubt the foundation

    of adequate performance in

    school subjects.

    At government schools the

    lack of concentration, parental

    support and intellectual capaci-

    ty and potential, as well as

    poverty, are often cited as the

    root causes of low marks.

    How do these schools, howe-

    ver, determine the extent and

    severity of these causes? What

    percentage of those labelled as

    struggling pupils have been

    formally assessed by relevant

    professionals to accurately

    identify this and to, more

    importantly, successfully and

    concretely assist such pupils?

    The education department has

    support teams consisting of

    social workers, psychologists

    and more in every district. How

    adequate are these teams in

    terms of the number of staff

    available to assist struggling

    pupils in mainstream schools

    and the number of pupils they

    successfully assisted to improve

    their performance? How many

    psychologists, for example, are

    En dit help nie ons kla of kerm nie! Dis

    ook nou te laat om die kortsigtige

    regering te wil kruisig dat hulle nie

    vroer van die Eskom-krisis werk ge-

    maak het nie. Ons moes n paar verkie-

    sings gelede van hulle ontslae geraak het,

    maar ons het nie.

    Ons moet die beste van n vrot saak

    public private partnership between

    the Western Cape Education Depart-

    ment (WCED) and Shoprite/Checkers

    has resulted in the opening of a fully equip-

    ped simulated retail store on the Northlink

    Parow campus in Connaught Road this

    week.

    This collaboration forms part of the go-

    vernments mandate for the Technical and

    Vocational Education and Training (TVET)

    sector to increase the number of students by

    four million by 2030.

    The simulation store is a mini-Shoprite

    supermarket with service departments and

    stocked with merchandise, in a learning-

    friendly environment.

    It will provide learnerswith the necessary

    exposure and practical experience in retail

    operations to complete their vocational re-

    tail training.

    Practical skills

    The shop, complete with tills, scanners

    and computers, was ceremoniously opened

    by Niel Schreuder, marketing director of

    Shoprite Checkers, Debbie Schfer, Wes-

    tern Cape minister of education, Northlink

    CEO Leon Beech and Joel Dikgole, CEO of

    wholesale and retail Sector Education and

    Training Authority for the 240 level one and

    33 level two retail students.

    Our primary interest is the development

    of our youth, especially those who find it dif-

    ficult to flourish in the school system and to

    find them a better environment where they

    can reflect on their competencies, skills and

    interests, saidBeech, about this opportunity

    for students to do practical training on cam-

    pus.

    Now the students not only have text

    books and Google, but they will also experi-

    ence the industry, he said.

    Addressing a group of guests and students

    at the opening, Schfer said collaborations

    like these help to address the high drop-out

    rate of many learners who would have had

    no qualification, especially the many who

    drop out in Grade 9.

    Skills development is a top priority for

    the department. It is vital to educate the yo-

    uth for positions that exist in the industry,

    she added.

    Students who did the theoretical course in

    2014 will now be able to do practical training

    in this simulated enterprise, the first Sim

    Shop for the Northlink Colleges.

    Master classes

    Dikgole called this superb learning cen-

    tre in the heart of Parow, where students

    will receive master classes from the biggest

    names in the industry, a recipe for success.

    We hope that all TVET colleges will have

    these centres, to enhance skills develop-

    ment, he said.

    Talking to the guests, lecturers and stu-

    dents, Johan Krotz, a level two youth focus

    project student said: After spending two ye-

    ars in Grade 9, I enrolled at Northlink and

    I passed with flying colours. Here I realised

    this is what I want to do. And I thank you

    from the bottom of my heart. I have learnt

    how to interact well, communicate better

    and I brushed up on my presentation skills.

    Without education you cannot go further in

    life.Guys, pleaseman, I askyounicely, learn

    hard and listen to your lecturers.

    Before he cut the ribbon to officially open

    the store, Schrder told the students: This

    is for you to become the retailers of tomor-

    row, of our country.

    Extolling the need for practical learning,

    he said the action happens on the shop floor.

    That is where you need interpersonal

    skills and be able to deal with difficult custo-

    mers, do financial planning and calculati-

    ons.

    Students cheeredwhen he said Shoprite is

    committed to employ the 33 level 2 retail stu-

    dents when they completed their studies.

    Initially the Shoprite Group will focus on

    the establishment of simulation stores at

    Western Cape TVET institutions, with the

    long term vision to roll it out nationally.

    According to Statistics SouthAfrica latest

    labour force data the unemployment rate in

    the 15 to 24 years age group is 65,4%. This

    is considerably higher than the general

    unemployment rate of 25,4%.

    Brazen Bellville band brews

    their own brand of booze

    Bellville rockers Fokofpolisiekar have re-

    cently added beer brewing to their creative

    repertoire.

    The band is in the process of releasing a

    series of craft beers in association with Sir

    Thomas Brewing Co.

    Their first beer, Dagdronk (directly

    translated to day drunk), is a 440ml blonde

    ale and was released in December.

    Theyareplanning to release an Indianpa-

    le ale in March, a red Irish ale infused with

    rooibos in June and a weiss beer in Septem-

    ber.

    Cape Town fans will get a chance to taste

    Dagdronk at one of two of the beers official

    launch parties.

    The band will be at the Klein Libertas

    Theatre in Stellenbosch onWednesday 4 Fe-

    bruarywith support act, DeWallen. Tickets
