Affordable housing is on the cards forElsies River.At a recent Subcouncil 4 meeting
city officials and councillors got insight intoa report from the Domus Housing Groupabout the E-Junction development that aimsto bring new affordable living to the area.Grant Kolbe and Matthew Quinton of the
Domus Housing Group presented the reportwhich detailed how the housing projectwould provide for approximately 1 000 af-fordable housing units to be built near theElsies River station.Their report pointed out that the project
will be completed in three phases.In Phase One, a total of 120 units will be
constructed. Work on this phase waslaunched in June this year and is expectedto be completed by August 2014.In Phase Two, an additional 278 units will
be built. Construction on this phaselaunched in August and will run until No-vember 2014.In Phase Three, another 690 units will be
added. Work on this phase will run fromApril 2014 until October 2015.
RentalsThis housing project aims to cater for
young working-class professionals, single-parent households or starter families witha good credit history.Rents will range from R750 per month for
a bachelor’s flat to R2 250 per month for two-bedroom apartments.The aim is to provide affordable accommo-
dation that will allow people from decentral-ised communities to move closer to the eco-nomic hub of the city, and to make a contri-bution to the economic growth of the area.The City of Cape Town supports urban re-
generation initiatives as a way of upliftinglocal communities, and is actively involvedin supporting a number of long-termprojects including the Voortrekker RoadCorridor Improvement District (VRCID)and the proposed Halt Road regenerationproject.It welcomes partnerships with the private
sector in striving to meet its social develop-ment goals.Social Development Strategy and Eco-
nomic Growth Strategy policy documentshave been drawn up to facilitate this proc-ess.

Mobile learning is in action for learners,thanks to the efforts of an Elsies River en-trepreneur.Llewellyn Scholtz has developed an appli-
cation for cellphones and computers to helplearners who are doing CAT (computer ap-plication technology) at school, and it’s al-ready making a big difference for learners.The former teacher, now a web designer,
is still passionate about imparting hisknowledge about the subject and wanted tomake a difference in the lives of learners,not just in his community, but across thecountry.“Since leaving teaching, which I still do
part-time, I devoted my time to research onhow to enhance the subject that I taught forso many years,” he said.“That is when I decided to build an An-
droid app which learners can download ontheir phones. Youngsters love playing withtheir phones, so now they can have funwhile learning with everything they needto know at their fingertips.”Scholtz pointed out thatwith this applica-
tion on their phones they really didnot needa textbook.“Everything that you need to learn is
there,” he says excitedly.“There’s interaction all the time because
it marks multiple choice questions andmatching items electronically. The bestpart is that it’s free.”While Scholtz has developed this applica-
tion for CAT, he already has his eyes set onlooking at how applications can help out inother subjects as well.“Mobile learning represents a way to ad-
dress a number of our educational prob-lems,” he says.“It is themobile aspect of this application
that makes it stand apart from other typesof learning. Children love cellphones, sowhy can’t we use it to enhance their educa-tion?“Devices such as smart phones and tab-
lets enable innovation and help students,teachers, and parents gain access to digitalcontent, and are essential tools to improvelearning for students.”Scholtz added thathehadhoped to release
the application earlier this year but he hadto be patient to allow the education depart-ment to approve it.“Now it canhelp learners across the coun-

Ever wondered how the criminal justicesystem works?Lt Col Patrick Jacobs, station com-
mander of the Bothasig police shared hisknowledge on this topic at a recentmeet-ing on Friday 4 October at the Bothasigpolice station.
VThe crime is reported to the nearestpolice station.
VThe police open a docket and investi-gate the crime.
VThedocket is then sent to courtwherethe prosecutor will decide if more inves-tigation is needed.
VThe National Prosecutor (NPA) willdecide whether or not to prosecute.
VThere are three ways of going aboutthis.
VFirstly, if theNPAdecidesnot topros-ecute it will be because the case is notstrong enough because of a lack of evi-dence.
VIf they decide to prosecute the casegoes to court for charges.
VThe prosecutor may also decide to di-vert the matter for alternative resolu-tion.
VFrom there, in court, the accusedmay apply to be released on bail whilewaiting for the trial to conclude afterthere is a bail hearing. The trial may bepostponed numerous times to collectmore evidence orbecause the accused re-quires a lawyer.
VThe prosecutor will be first to call awitness to present some evidence toprove the accused is guilty or not guilty.
VThe accused or his/her lawyer maythen also call a witness to present evi-dence.
VAfter both sides have been heard, thepresiding officer decides if the accusedis guilty or not.
VIf they are guilty the accused is sen-tenced by the presiding officer and mayspend time in jail and be released on pa-role.The accused may also have to pay a
fine or compensation to the clerk of thecourt or other sentencing options mayapply.

A community is in mourning after amother and two childrenwere found deadinside a backyard dwelling in Bonteheu-wel. It caught alight early on Sundaymorning.According to Wilfred Solomons-Johan-
nes of the City of Cape Town’s DisasterRisk Management Centre, an emergencycall was placed around 03:10 on Sunday toreport the fire at 68 Rooihout Road.Fire crews from the Epping and Brack-
enfell fire stations along with officersfrom Fire and Rescue Services respondedto the call.
They arrived to find the two backyarddwellings engulfed with flames, andwhile the fire was swiftly brought undercontrol there was nothing that they coulddo for those who were trapped in theflames.
BodiesThe bodies of Portia Julius, Ryan Ju-
lius, and Na-eem Solomons were discov-eredby firefighters inoneof thedwellingswhile they were still fighting the fire.Solomons-Johannes said it is believed
that the victims were asleep when the in-
cident occurred and that they died fromthermal injury and carbonmonoxide poi-soning. An autopsy will be performed toconfirm the cause of death.He added that investigators with the
help of a dog from the police’s canine unitwere still searching through the debrisleft behind by the fire to establish thecause of the tragic incident.Local police have also opened an in-
quest docket to investigate the incident.

Former learners from Arcadia Senior Sec-ondary have launched an association tomake a difference at the school.OnSaturday theyhosted the launch of the
Alumni Association and one of the mem-bers, Zelda Lategan, feels that it bodes wellfor the future of the school.“We had quite a few ex-students as well
as community members and most impor-tantly some educators of the school whojoined up,” she said.“It also motivated us to see that members
of the community were getting involved be-cause they have come on board to help usmake thepositive changes andbe thewatch-ful eyes in the area.“It shows that the surrounding communi-
ty also feels that enough is enough when itcomes to people wanting to destroy theschool. Now they want to take ownershipand take care of the school as it is important
for their children.”Lategan said this event on Saturday was
just to get adatabaseof peoplewhoare inter-ested in giving back to the school and com-munity fromwhich they come. “We are stilllooking for more ex-Arcadians to join us onthis journey,” she adds.“Our plans for the future include our first
AGM, at which the office bearers for theAlumni Association will be elected. We arealso busy with the drafting of our constitu-tion and registration of the organisation.”She also pointed out that the idea was not
only to beautify the buildings of the school,but also to change the mindset of the learn-ers to realise their potential.“They must realise and learn about the

The Cape Restoration Centre is all about re-storing damaged lives to become positiveforces in their community.
Based in Bellville South this facility hostsan in-house six-month programme with 12steps to recovery which helps drug addicts,gangsters, murderers and ex-prisoners re-form and transform their lives.
Marvin Constant is the manager at thecentre and points out that the programme isimportant to help their clients build theirspiritual capacity.
“Wewant to help them to recover fromdis-torted images of themselves, rebuild theircharacter and train them in life skills,” hesays.
“We alsomediate sessions between the cli-ents and their families to help them to re-store their broken relationships.
“Near the end of the six months we also
try to find them jobs or get them back intocollege for those who wants to further theircareers, or for those who didn’t matriculateto finish matric at the college.”
Constant also pointed out thatwhile in theprogramme they also participate in aware-ness preventative outreach projects inschools and surrounding communities.
“We want them to see how they can playa positive part in their community, andreach out to the youth and adults caught upin the drug and gangsterism lifestyle.
“They also form part of the communityproject that was initiated, which includescounselling and feeding 150 andmore peoplefrom the community every Thursday.”
Constant pointed out that the programmewas also showing you how former enemiescan be reconciled towork together to restoretheir lives.
“We have former 28 gang members, 26s,Junky Funkies, Americans and Mongrelswhowere at warwith each other, now living
together in the Cape Restoration Centrebound by brotherly love and by the powerof God that is in the process of restoringtheir lives.”
There was also a proud moment at the fa-cility recently when 10 of the participantsgraduated the programme successfully.Eight of them have found full-time employ-ment.
Constant concluded by saying that theywere an NPO that receives no funding fromthe government or any organisation, butthey were making a huge difference in thelives of these former gangsters who wantedto turn their lives around.
“Weare showing theworld that these livescan be turned to building their communitiesinstead of destroying it, but we need help todo more,” he said.

The city has invited the public tocome and frolic in its publicswimmingpools as these ameni-
ties recently opened ahead of sum-mer.“Safety remains a priority at thecity’s public swimming pools, whichopened on 1 October,” Wilfred Solo-mons-Johannes of the city said.He said the Sport, Recreation andAmenities Department made everyeffort to ensure facilities were readyfor the public.In summer fans can visit most ofthe swimming pools from 10:00 and17:00, or from08:00 to 17:00 onparticu-larly hot days, he said.Over onemillion people visited thecity’s 35 swimming pools during thelast summer season – a recordnumber, with no drownings record-ed, the statement said. But they’retaking no chances.
Lifeguards“The City has intensified safety ar-rangements at all public swimmingpools.” In this respect, the city hasover 200 lifeguards on duty for thesummer.“Wewould like to appeal to all poolusers to obey the instructions andguidance of lifeguards and city staff.A lifeguard’s most important role isthe prevention of drowning inci-dents, but they also serve to teachpool users about water safety.“Our municipal pools should beplaces of funand recreation –withoutany fear of irresponsible behaviourthat can place other bathers at risk,”said the city’s Belinda Walker.There will also be Learn to Swimprogrammes hosted across CapeTown again.“Many people are prevented fromlearning to swim due to a lack of ac-cess to swimming pools. The city iscommitted to providing increased ac-cess to swimming pools aswell aswa-ter education programmes,” Walkersaid.
RulesResidents were urged to followthese rules:
VNo alcohol or banned substancesmay be brought into the facility.
VNoglass containers are allowed inthe facility.
VNo weapons of any kind are al-lowed on the premises.
VNo running or horse-play is al-lowed in and around the pool.
VNo dunking or diving off otherpeople’s shoulders is allowed.
VNo ball games are allowed in oroutside the pool area.
VNo pets may be brought into thefacilities.
VNo tents or similar structuresmay be brought into the facilities.
VNo one may push others into thepool.

some of their hardwork as someof the crim-inals in their investigations were locked upafter sentencing.The result of their hard work has come
to the public’s notice with some cases fromprevious years finally coming to an end inthe courts with sentencing for the guiltyparties.During January, 2001, the 15-year-old Fa-
bian Jacobs from Elsies River was mur-dered. His badly battered bodywas found ina deserted railway shed at Bishop Lavis sta-tion, just 150 m from his home in MayvilleCourt, Clarke’s Estate.At the timehismother could only identify
him by his crooked little finger.Investigation led to thearrest ofChristian
JamesSmith, now44, andhewas eventuallysentenced to 15 years’ imprisonment lastmonth.In another incident dating back to 2011,
Constables Kurt Groenewald and FrancoisPhilander, were busy with patrols on June25.At about 21:00 they received information
about a man who was reported to be carry-
ing a firearm in Leadwood Street, Bontehe-uwel.As police approached the suspect they
sawhimhiding something in a post box andtheir search revealed that it was indeed agun.The 16-year-oldwas arrested and the juve-
nile has been sentenced to four years sus-pended for five for possession of an illegalweapon.In February this year, Andrew Franscis-
cus from Kalksteenfontein, threatened avictim at the Netreg station with a knife.He robbed the man of his false teeth at
knifepoint, but investigation led to his ar-rest and he now faces eight years behindbars for robbery with a deadly weapon.Grant Keiller (19) from Kalksteenfontein,
also faces eight years in prison, after his ar-rest in January this year.He attacked a Gugulethu resident at Ne-
treg station, robbing him after throwingstones at the victim and stabbing him.Luckily police were patrolling the area
and when the victim stopped them they ar-rested the perpetrator.Ashley Malgas (22), from Valhalla Park,
was sentenced to eight years, for possessionof an illegal gun in 2012.The police would like to thank the public

Aboot camp in the school holidays has giv-en some learners from local schools a boostto their morale.TheWestern Cape Department of Educa-
tion and the Western Province Regimentwere behind the partnership to host thisboot camp for learners who stay in areaswhich are considered to be crime hotspots.Andre Morgan, one of the facilitators,
pointedout that 90 learners between theag-es of 14 to 16 fromBeauvallon,Modderdam,Spes Bona, Bridgetown Silverstream, Hei-develd, and Crystal high schools attendedcamp.“This is the third venture of its kind,” he
says.
Had help“This time we have also had help from
the Metro Police, parole officers from theDepartment of Correctional Services andpolice from various areas into the fold tohelp us.“The objective of the camp was to have
a transversal approach to child develop-
ment targeting youth at risk.”This boot camp took place at Gordon’s
Camp in Simon’s Town and according toMorgan, was a big success“The youngsters were subjected to mili-
tary discipline and training from the start,and found it a bit strange at first. But, aftergetting used to it, they started to enjoy it.“They discovered that with discipline
they have greater potential, endurance aswell as resolve if they can just tap into itand not give up on themselves.
Leadership“Some of the activities also taught them
about their leadership skills and howworking as a team can be a benefit.”Another important activity was discov-
ering their dreams and asking them toopen up to each other about their fears intheir communities.“This gave them the chance to take off
themasksof their ego, opening theirheartsandminds to share their ideaswith others.“They learned that through planning,
hard work and discipline, you can achieveyour goals and dreams in life,” he conclud-ed.

Hundreds of motorists are swindled out oftheir money by dishonest petrol-station at-tendants by means of a scam known aspump-hanging or pump-jumping.Although the incidence of this trickery
has decreased on a national scale over theyears, many an unsuspecting motorist stillfalls victim.Kraaifontein resident Shahied Samsodi-
en of Bonnie Brook, recently witnessed andthen botched what he alleges was such anattempt.After fuelling his vehicle at a petrol sta-
tion in Kraaifontein about a fortnight ago,Samsodien noticed the nozzle of the petrolpump hanging outside of the pump, after hewas served.“Having been a victim of pump-jumping
myself in the past, I immediately realisedwhat was happening.

left the nozzle hanging noticedme he franti-cally ran towards the pump. After confront-ing him, he swore at me and walked away,”says Samsodien.Samsodien explains the practice as fol-
lows: “The attendant after fuelling a car forsayR100,would leave thenozzle of the pumphanging slightly out.“This prevents the pump from resetting
and when the next motorist pulls up and re-quests a bigger amount such as R200, the at-tendant would use the same pump, fuel thecar with the requested amount (adding onthe the previous amount) and pocket theR100 difference,” he says.Whenhe reported the incident to theman-
ager he was told in no uncertain terms thatthis particular practice does not occur attheir station.“The manager was adamant but changed
her attitude when I showed her the pictureI took. She was visibly shocked,” he toldTy-gerBurger.
TygerBurger questioned other petrol at-tendants at stations in thearea, andwas toldby an attendant at another petrol station ofthe same franchise that pump-hanging isrife where he works.
Syndicate“There are three attendants who operate
in a syndicate at this station and steal a lotof money during the peak times of themonth,” the attendant who wishes to re-main anonymous, said.“They watch the motorists regularly and
know who to target. They are aware of whochecks thepumpsandwhodoesn’t,” he said.According to him it happens quickly and
it is very difficult to catch them out andprove what they are doing, especially whensmall amounts are taken and the cashier isin on it.ATygerBurger source at theMotor Indus-
try Bargaining Council (Mibco), confirmedthat thepractice of pump-hanging, althoughit has decreased in the last decade, is stillquite widespread in the industry.“Ten years ago, about 30 %off all staff dis-
missals at petrol stations was due to pump-hanging and credit card fraud. I think thedecrease in this number correlates with thefact that employees are more careful aboutretaining their employment,” he said.According to the group communications
manager of the petrol company in question,the dealer involved in the first incident in-vestigated Samsodien’s claim and found thefollowing:“After testing the pump again, even with
the pump not properly replaced all the tal-lies at the till and at the pumpwere in order.This includes the customer’s transaction.“The amount of the fuel asked for is re-
flected at the till and the amount of fuel isdispensed and then the transaction is com-pleted with payment so there is very littlegap for the theft of fuel or short changingcustomers,” she said.She stuck to her comment after being re-
minded that Samsodien’s action probablyfoiled the alleged attempt.
