CITY OF SAN FERNANDO – The provincial government of Pampanga distributed yes-terday P3,284,000 worth of fi -nancial assistance and goody packs to some 3,284 Cabalen undergoing chemotherapy and dialysis during the Cancer and Dialysis Patient’s Day held at Lubao Gymnasium and Bren Z. Guiao Convention Center respectively.

Gov. Lilia ‘Nanay’ Pineda along with Board Members Cherry Manalo, Salvador Dim-son Jr, Fritzie David-Dizon and Rosve Henson, Provincial Ad-ministrator Atty. Andres Pan-gilinan Jr and Capitol depart-ment heads led the distribution to benefi ciaries from the four districts of the province.

According to Nars sa Nay-on Chief Ruby San Miguel, 2,686 of the benefi ciaries are patients undergoing dialysis while the remaining 598 pa-tients are undergoing chemo-therapy.

Capitol distributes P3.28-M to cancer, dialysis patients

San Miguel said the provin-cial government will give addi-tional 4 sessions of dialysis to chronic kidney disease (CKD) patients.

“Aside from the 90 sessions of dialysis from Philhealth, the provincial government is also providing additional four ses-sions to CKD patients. We’re also giving medicines such as epoietin to patients whose di-alysis center is not accredited by the provincial government,” San Miguel said.

The Nars sa Nayon chief also disclosed that cancer patients are also receiving P10,000 to P15,000 worth of assistance quarterly for their chemotherapy.

Provincial Social Worker Elizabeth Baybayan said the distribution of assistance to the patients is a regular pro-gram of the provincial govern-ment to augment the resourc-es of the patients. – Liezel Cayanan/Pampanga PIO

boat crews were injured, eight with severe burns, in an ex-plosion of still undetermined cause late afternoon Wednes-day inside the engine room of a motor tanker docked along Manila Bay here.

Police said the injured were fi rst brought to the St. Michael Hospital in Orion, Bataan but later some were transferred to the Bataan General Hospital (BGH) in Balanga City.

Left at the St. Michael Hos-pital were four crews with sec-ond to third degree burns and other crews although far from the engine room who suff ered cuts and bruises from broken window glasses.

Dr. Noel Laxamana, head of BGH Emergency Room, said six were rushed to the govern-ment hospital. “Anim ang isinu-god dito na ang apat ay may

He said they were docked in the Limay waters while wait-ing for their turn to be loaded with oil products from an oil re-fi nery.

Police said they were still in the process of investigation.

Twenty-eight schools and universities parad-ed their colorful ‘parols,’ made of indigenous ma-

terials, from Pampanga High School going to the city hall.

The presentation and judging of lanterns was attended by Vice May-or Jimmy Lazatin and

the Giant Lantern Festi-val 2016 executive com-mittee chaired by Jim Jimenez.

In an interview, May-or Edwin ‘EdSa’ San-tiago said the annu-

al competition seeks to keep the lantern industry alive by encouraging the youth to practice making parols trough their own means.

“Our city is known as the country’s Christmas capital for its well-craft-ed lanterns and we want to inspire the next gen-eration to engage them-selves in the art of lan-tern making so as to pre-serve the industry,” add-ed Mayor Edsa.

Meanwhile, Panda-ras Integrated School bested 11 contenders in the lantern parade com-petition for the elementa-ry category. San Fernan-

do Elementary School and San Jose Juliana Elementary School were awarded as second and third place, respectively.

For the high school category, winners were Lara Integrated School (1st place), Pampanga High School (2nd place) and St. Nicolas College of Business and Technol-ogy (3rd place).

The University of the Assumption (1st place), City College of San Fer-nando (2nd place) and Systems Plus College Foundation (3rd place) were awarded as win-ners for the college cat-egory. –CSFP-CIO

Déjà vuBUSINESSLIKE BUT not dour. In fact, they’re all smiles. That’s the photograph the Clark International Airport Corp. issued Wednesday of its still-OIC head signing a memorandum of agreement with the top brass of Philippine Airlines.

The caption said it all: “CIAC Acting President and CEO Alexander Cauguiran signs a memorandum of agreement with Philippine Airlines offi cials Stewart Lim, executive VP, treasurer and chief administrative offi cer; president and COO Jaime Bautista; PAL Express president Bonifacio Sam; and senior VP for airline operations Ismael Augusto Gozon at the PAL corporate headquarters in Pasay City specifying the commitments of both entities for the operation of domestic and international fl ights by the fl ag-carrier from the Clark International Airport (CRK) in Pampanga. The fi rst of these fl ights, a daily fl ight to Caticlan from Clark, will start on Friday, December 16. Flights to Cebu, Davao, Cagayan and Incheon, South Korea will follow in the fi rst quarter of next year.”

Wowoweeee!Everybody hereabouts is celebrating. But

not me. Have not only heard of but even been part

of this exhilaration that always comes with the happy news of increasing fl ights at Clark. Only to crash in disappointment, not so soon though thereafter.

So, PAL is fl ying Clark-Caticlan-Clark this Friday, Dec. 16.

Yeah, some portent to come in the timing there which is but a day to the very day this following piece appeared here three short years ago: Clark’s roar.

TIGERAIR PHILIPPINES starts today, Dec. 17, 2013, its thrice weekly Clark-Davao fl ights.

Reopening the route AirAsia Phil accessed on March 29, 2012, only to abandon in October this year.

This coming and going was foremost in the collective media mindset at Friday’s launch of this newest ticket at the Clark International Airport. Having been there in all the maiden fl ights of AirAsia Phil to both domestic and regional destinations, hearing – and feeling – its advocacy for the CIA as “most ideal” gateway.

“Clark International Airport is a vital location for our operations, especially in our fl ights in the Asia-Pacifi c region, and we intend to expand our presence in the area,” Tigerair Phil President Olive Ramos declared.

Qualifi ed the lady boss: “Tigerair will maximize its presence in Clark and as a hub for its fl ights because of its ideal location. Unlike the Ninoy Aquino International Airport in Metro Manila, it is not as busy and congested.”

And then some more: “Operating in Clark off ers many incentives, such like the fuel is tax free, and fuel is 60 percent to 70 percent of the cost of operating carriers, that’s why it is cheaper to fl y out of Clark.”

Capped with the come-on: “With these fl ight, travellers from Northern and Central Luzon no longer need to drive all the way to Metro Manila to take their fl ights to these destinations.”

Haven’t we heard all these before? Actually, a recurring refrain in all of AirAsia

Phil’s maiden fl ights – Hong Kong, Macau, and Taiwan, Davao, Puerto Princesa and Kalibo too – alas, all gone.

Virtually verbatim at the Emirates’ daily Dubai-Clark-Dubai launch last October 1. Which moved Business Mirror’s Joey Pavia to ask, rather pointedly, Mohammed Mattar, Emirates divisional senior vice president: “How deep is your pocket? Will you not pull out (of Clark) once your planes fl y way below their passenger capacities?”

Rather than a straight answer, we heard Mr. Mattar tell the story of Emirates’ maiden fl ight to Mumbai with only fi ve passengers and the low, low pax volume in the succeeding fl ights, only to culminate to the now fully booked, fi ve-times-daily Dubai-Mumbai fl ights.

“We are sure that we will do good in Clark after many studies in the market. We are not worried and we will do good here in Clark just like in Manila.” So was Mr, Mattar quoted in news reports then.

While, far from fully-packed, the Clark-Dubai fl ight has markedly risen in capacity, and is expected to increase some more, with the holiday seasons.

Why, our family has been rather busy lately with arriving relatives from Saudi Arabia at Clark via Dubai.

Faced with the same Pavia poser, Tigerair’s Madame Olive did a Mattar: “We are here to stay. Focused as we are on what the people of Central and Northern Luzon need and want.”

Not only to stay – if we may give our one-way ticket’s worth – but to grow. As indeed Tigerair has – the Singapore-fl agged parent company opening at Clark with daily fl ight to the “fi ne” city-state, then veritably absorbing Seair, evolving into its present corporate body with expanded reach to Hong Kong, Bangkok, Kalibo, and now Davao, seeking to reach further in 2014 to Incheon and Tokyo.

What mighty roar there. So that when Clark International Airport Corp. President-CEO Victor Jose Luciano was asked how viable has Clark remained in the wake of AirAsia Phil’s pull-out, his snap-of-the-fi nger answer: “Take a look at Tigerair.”

Yeah, right there is the new poster boy for the Clark airport.

ONLY, IN but a few months thereafter, there was no Tigerair to look at around Clark. After its absorption by Cebu Pacifi c Air, Tigerair Phil ceased all its operations in then-Luciano’s now-Cauguiran’s airport.

We do remember too that after so much pronouncements of bullishness, PAL Express, then called Airphil Express, did indeed put up some fl ights at Clark. Only to silently slip away in less than a year.

Still here’s hoping against hope that this time PAL’s fl ights at Clark will take longer spans, if not for keeps.

But sorry, I just can’t put down my guarded pessimism, having been burned so many times. Count now airlines that have come to and gone from Clark – Asian Spirit, Zest Air, Seair, Emirates, AirAsia Phil, AirAsia Berhad, Airphil Express, Tigerair.

Playing ScroogeSILENT NIGHTS maybe but the days are disquiet at the Clark Freeport of late.

Members of the Association of Concerned Clark Development Corp. Employees (ACCES) have been in protest mode for the last two weeks demanding that CDC management honor their collective bargaining agreement (CBA).

“For six years now we have not received the benefi ts due to us under the CBA. The previous CDC administration has taken away all benefi ts invoking Republic Act 10149,” charged Paul Mamangun, ACCES rank and fi le president.

RA 10149 is titled, rather lengthily, as “An Act to Promote Financial Viability and Fiscal Discipline in Government-Owned or -Controlled Corporations and to Strengthen the Role of the State in its Governance and Management to Make Them More Responsive to the Needs of Public Interest and for Other Purposes.”

In short, RA 10149 is – to workers in GOCCs – a government mandate for penny-pinching.

“Ayaw nilang makipag-usap,” Mamangun lamented CDC management’s snooty stand to not come to the dialog table.

Though the CDC, in a statement issued by its Communications Department, has rather fi rmly, if succinctly, riposted: “ACCES offi cers have been told many times over that the CDC’s arms, as a government corporation, are tied by certain prohibitions imposed by the new prohibitions and rules against new economic benefi ts.”

“Prohibitions imposed by new prohibitions.” A double take there, if only to impact the stringency of RA 10149?

ON DECEMBER 15, 1875, Emilio Jacinto, the so-called “Brains of the Revolution”, was born in Trozo, Tondo, Manila to Mariano Jacinto and Jose-fa Dizon.

Jacinto, one of the young-est members of the revolution-ary society at the age of 18, stopped his law schooling at the University of Santo Tomas to join the Katipunan.

Emilio Jacinto wrote the

“Kartilya ng Katipunan”, the primer of the revolutionaries, he was the founder and edi-tor of the society’s newspaper Kalayaan (Freedom) which voiced the aspiration of the people. He also served as Bonifacio’s secretary and fi s-cal, as well as supervised the manufacture of gunpowder to be used by the Katipuneros in battle.

After Bonifacio’s death, Ja-

cinto continued fi ghting the Spaniards but refused to join the forces of General Emilio Aguinaldo.

Jacinto was wounded criti-cally during one of the battles in Majayjay, Laguna and even-tually contracted malaria which led to his death on April 16, 1899 at the young age of 23.

His remains were later transferred to the Manila North Cemetery.

ANGELES CITY- A warrant of arrest has been issued here for the arrest of three securi-ty personnel for the killing of a policeman in the parking lot of SM City Clark mall here on the eve of Christmas Day last year, but the names did not include that of a retired gen-eral who was then the securi-ty chief of the Clark Develop-ment Corp. (CDC).

The warrant named only CDC security personnel Jake Machinal and mall security guards Wilson Laza and Hon-ey Bernardo, said a local po-lice source who asked not to be named for lack of authority to talk about the arrest order. The source also declined to reveal which court issued the arrest warrant.

The three were accused in the killing of PO1 Jomar Batul whom the CDC security depart-ment, then headed by retired

Air Force Gen. Ricardo Ban-ayat, accused of attempting to steal a motorcycle within Clark Freeport and then comman-deering a van up to the area of SM Clark where he was shot dead at the parking lot in the afternoon of Dec. 24 last year.

Batul, who was assigned at the Mindoro Oriental police, was vacationing with his family at the Fontana Leisure Park at that time.

The CDC claimed Batul was the fi rst to fi re at the secu-rity men, but paraffi n tests later showed negative results. The CDC also failed to produce the victim’s alleged gun, as well as his handbag that reportedly contained P40,000.

A copy of the paraffi n test result dated December 25, 2015 said that “qualitative ex-amination conducted on the paraffi n cast taken from both hands of the above-cited ca-daver gave negative result to the test for the presence of

gunpowder nitrates.”An initial report of the An-

geles police named Banayat among the suspects. Ban-ayat was recruited to head the CDC security department by then CDC president Arthur Tu-gade, who is now Transporta-tion secretary under the Duter-te government.

A CDC report claimed Ba-tul possessed drug parapher-nalia, including a tooter and aluminum foil and an empty plastic sachet purportedly con-taining shabu, but these were turned over to the police only fi ve hours after the shooting.

Suspects identifi ed by the police were noted to have ig-nored summons to shed light on the shooting.

Batul suff ered two gunshot wounds on his head, one on his right shoulder, one on his left arm and one on his foot. He died two hours after he was brought to the Ospital Ning An-geles.

CLARK FREEPORT— The offi cers of Clark Locators and Investors Association (CILA) lauded the appointment of Noel F. Manankil president and chief executive offi cer of Clark Development Corpo-ration during the 4th Quarter General Membership meeting (GMM) of the association.

Manankil was the guest speaker during the 4th GMM of CILA held at the Convention Center of Widus Hotel and Ca-sino here.

Manankil is an accountant and fi nished his baccalaureate degree at the Dela Salle Uni-versity in 1991 in Manila and taught part time accountancy subjects at the two universi-ties in Angeles City. Manankil started as a rank and fi le em-ployee of the state-owned fi rm

CILA lauds Manankil’s appointmentin 1995.

Before the presentation of Manankil on the plans and programs of CDC for the 2017, CILA President Joselito Go said that their group is looking forward to establishing a close working relationship with CDC to achieve more milestone in-side this Freeport.

“Congratulations to NFM as the new President and CEO of CDC. We are looking forward for continuing part-nership and more collabora-tive discussions on issues and concerns that will make the lives of locators and investors of Clark easier and more con-venient, worthy and produc-tive, Go said.

“Good luck to all the up-coming big projects and CILA will always work hand in hand

with you because we believe… Everything Clark!,” Go said.

Likewise, CILA Chairper-son Jeannie Ng said “he is unique (referring to Manankil) because unlike previous pres-idents who came from the out-side, he has been with CDC for 21 years and he rose from the ranks. Because of this, he has the potential to be the best president of CDC.”

In the meeting, Manankil presented to the CILA mem-bers programs lined-up for 2017, especially during the ASEAN Summit which will be held in this Freeport.

Manankil in his 10-min-ute presentation also updated the group on various develop-ments inside and outside of the Freeport.

WHEREAS, the City Government of San Fernando, Pampanga has enacted Ordinance No. 2015-024, otherwise known as the Games and Amusement Code of the City of San Fernando, Pampanga, to regulate and protect people going and employed in amusement centers, carnivals, fairs, amusement parks, cockpit arenas, videoke bars, internet shops and café, on-line gaming and sports betting, e-bingo, e- games and the traditional bingo parlors, among others;

WHEREAS, the DREAMSPEED INTERNET CAFÉ, MARKRING INTERNET CAFE AND BHOYZONE COMPUTER RENTALS through

their proprietors have communicated requests for a franchise to operate which were subsequently included in the Order of Business of the Sangguniang Panlungsod

to continue its operations;

WHEREAS, the applications were forwarded to the Committee on Games and Amusements which subsequently conducted a series of committee

hearings, studies and ocular inspection to determine the merit and purpose of the applications to operate;

NOW THEREFORE, BE IT ORDAINED by the Sangguniang Panlungsod of City Government of San Fernando, Pampanga, in session assembled,

adopts as it hereby adopts the following Ordinances:

Section 2. Defi nition of Terms – As used in this Ordinance, the following terms shall mean:

2.1 Business – refers to the trade or commercial activity regularly engaged in as a means of livelihood or with a view of profi t;

2.2 Charges – refers to a pecuniary liability, as rents or fees against persons or property;

2.3 Tax – refers to an enforced contribution usually monetary in form, leveled by the law-making body on person and property subject to its jurisdiction

for the precise purpose of supporting governmental duties;

2.4 Fee – means a charge fi xed by law or ordinance for the regulation or inspection of a business or activity; it shall also include charges fi xed by law or

agency for the services of a public offi cer in the discharge of his offi cial duties;

2.5 Franchise – is a right or privilege aff ected with public interest which is conferred upon private persons or corporations, under such terms and

conditions as the government and political subdivisions may impose in the interests of the public welfare

ARTICLE II Authority to Operate

Section 1. Authority to Operate – There is hereby granted to the DREAMSPEED INTERNET CAFÉ located at Barangay Sindalan, MARKRING INTERNET CAFE located at Barangay Sindalan and BHOYZONE COMPUTER RENTALS located at San Juan, all in the City of San Fernando, Pampanga,

the authority (local franchise) to operate said internet shops, subject however to all other regulations to be granted by government-controlled corporations and

agencies vested with such power and authority.

Section 2. Duration of the Authority to Operate – The Authority to Operate herein granted to the DREAMSPEED INTERNET CAFÉ, MARKRING INTERNET CAFE and BHOYZONE COMPUTER RENTALS shall be for fi ve (5) years only, retroactive from January 1, 2016 up to December 31, 2021,

subject however to the option of the DREAMSPEED INTERNET CAFÉ, MARKRING INTERNET CAFE and BHOYZONE COMPUTER RENTALS

to renew thereafter.

ARTICLE IIIPayment of Business Taxes

Section 1. Payment of Business, Fees and Charges – Business Taxes, Fees and other charges shall be imposed and made payable yearly by the

DREAMSPEED INTERNET CAFÉ, MARKRING INTERNET CAFE and BHOYZONE COMPUTER RENTALS to the City Treasurer’s Offi ce during

the lifetime of this Ordinance and its subsequent renewal.

ARTICLE IVPenalty Clause

Section 1. Penalty – Failure on the part of the DREAMSPEED INTERNET CAFÉ, MARKRING INTERNET CAFE and BHOYZONE COMPUTER RENTALS to comply with any or all provisions of this Ordinance shall be meted the following fi nes and penalties, over and above the penalties

imposed by the Offi ce of the City Treasurer of the City of San Fernando, Pampanga, to wit:

a. For First Off ense – Any person, natural or juridical, who violates this Ordinance for

the fi rst time shall be fi ned the amount of Three Thousand (=P=3,000.00) Pesos and a stern warning of revocation of the Business Permit to operate and or the

imposition of the penalty of imprisonment for six (6) months;

b. For Second Off ense - Any person, natural or juridical, who violates this Ordinance

For the fi rst time shall be fi ned the amount of Five Thousand (=P=5,000.00) Pesos and the cancellation of the Business Permit to operate with the penalty of

imprisonment of one (1) year;

The offi cers of the juridical person such as the manager, operator/administrator or any person in-charge of the management of the establishment shall be

directly responsible for its operation and shall be fi ned and penalized as that of the natural person.

ARTICLE VMiscellaneous Provisions

Section 2. Repealing Clause – Local Ordinance, Resolutions, Orders, Rules and Regulations and other issuances of the City Government of San

Fernando, Pampanga that are inconsistent with this Ordinance are hereby repealed, amended and modifi ed accordingly.

Section 3. Separability Provision – If for any reasons, any section of this Ordinance, or any portion hereof, or the application of such section or

provision, or portion hereof to any person, group or circumstance is declared invalid or unconstitutional, the remaining provisions of this Ordinance shall its full

force and eff ect.

Section 4. Eff ectivity – This Ordinance shall take eff ect immediately after its approval, publication in a newspaper of general circulation in the Province

of Pampanga and the posting of the same in the city’s Bulletin Board and conspicuous places.

Section 2. Defi nition of Terms – As used in this Ordinance, the following terms shall mean:

2.1 Business – refers to the trade or commercial activity regularly engaged in as a means of livelihood or with a view of profi t;

2.2 Charges – refers to a pecuniary liability, as rents or fees against persons or property;

2.3 Tax – refers to an enforced contribution usually monetary in form, leveled by the law-making body on person and property subject to its jurisdiction

for the precise purpose of supporting governmental duties;

2.4 Fee – means a charge fi xed by law or ordinance for the regulation or inspection of a business or activity; it shall also include charges fi xed by law or

agency for the services of a public offi cer in the discharge of his offi cial duties;

2.5 Franchise – is a right or privilege aff ected with public interest which is conferred upon private persons or corporations, under such terms and

conditions as the government and political subdivisions may impose in the interests of the public welfare

ARTICLE II Authority to Operate

Section 1. Authority to Operate – There is hereby granted to the BERSIAN COMPUTER CENTER located at Malino, “K AND S” INTERNET SHOP located at Dela Paz Norte and DOOBLE NET INTERNET CAFÉ (WITH RENTAL SERVICES) located at Lara, all in the City of San Fernando, Pampanga,

the authority (local franchise) to operate said internet shops, subject however to all other regulations to be granted by government-controlled corporations and

agencies vested with such power and authority.

Section 2. Duration of the Authority to Operate – The Authority to Operate herein granted to the BERSIAN COMPUTER CENTER, “K AND S” INTERNET SHOP and DOOBLE NET INTERNET CAFÉ (WITH RENTAL SERVICES) shall be for fi ve (5) years only, retroactive from January 1, 2016

up to December 31, 2021, subject however to the option of the BERSIAN COMPUTER CENTER, “K AND S” INTERNET SHOP and DOOBLE NET INTERNET CAFÉ (WITH RENTAL SERVICES) to renew thereafter.

ARTICLE IIIPayment of Business Taxes

Section 1. Payment of Business, Fees and Charges – Business Taxes, Fees and other charges shall be imposed and made payable yearly by the

BERSIAN COMPUTER CENTER, “K AND S” INTERNET SHOP and DOOBLE NET INTERNET CAFÉ (WITH RENTAL SERVICES) to the City

Treasurer’s Offi ce during the lifetime of this Ordinance and its subsequent renewal.

ARTICLE IVPenalty Clause

Section 1. Penalty – Failure on the part of the BERSIAN COMPUTER CENTER, “K AND S” INTERNET SHOP and DOOBLE NET INTERNET CAFÉ (WITH RENTAL SERVICES) to comply with any or all provisions of this Ordinance shall be meted the following fi nes and penalties, over and above

the penalties imposed by the Offi ce of the City Treasurer of the City of San Fernando, Pampanga, to wit:

a. For First Off ense – Any person, natural or juridical, who violates this Ordinance for

the fi rst time shall be fi ned the amount of Three Thousand (=P=3,000.00) Pesos and a stern warning of revocation of the Business Permit to operate and or the

imposition of the penalty of imprisonment for six (6) months;

b. For Second Off ense - Any person, natural or juridical, who violates this Ordinance

For the fi rst time shall be fi ned the amount of Five Thousand (=P=5,000.00) Pesos and the cancellation of the Business Permit to operate with the penalty of

imprisonment of one (1) year;

The offi cers of the juridical person such as the manager, operator/administrator or any person in-charge of the management of the establishment shall be

directly responsible for its operation and shall be fi ned and penalized as that of the natural person.

ARTICLE VMiscellaneous Provisions

Section 2. Repealing Clause – Local Ordinance, Resolutions, Orders, Rules and Regulations and other issuances of the City Government of San

Fernando, Pampanga that are inconsistent with this Ordinance are hereby repealed, amended and modifi ed accordingly.

Section 3. Separability Provision – If for any reasons, any section of this Ordinance, or any portion hereof, or the application of such section or

provision, or portion hereof to any person, group or circumstance is declared invalid or unconstitutional, the remaining provisions of this Ordinance shall its full

force and eff ect.

Section 4. Eff ectivity – This Ordinance shall take eff ect immediately after its approval, publication in a newspaper of general circulation in the Province

of Pampanga and the posting of the same in the city’s Bulletin Board and conspicuous places.

BALANGA CITY – A six-year-old daughter of a tricycle driv-er was sexually molested by another tricycle driver here Monday noon.

Police arrested Raphael Urquiza, 36, of Barangay San Jose this city, after the frail girl pointed to him as the one who placed something on her pri-vate part.
