    On May 10, City Council approved a rst readingo the water and sewer budgets or the 2010-2011 scal year, less than two months beore

    the July 1, 2010, to June 30, 2011, time period ends.

    Te Citys approval o a budget just weeks beorealling out o compliance with the State Budget andControl Board brings to light what will likely be arequent topic o discussion among Council this summer:

    water and sewer rates. Te City currently awaits ndingsrom the Black and Veatch consultants review o a rate-study they conducted or James Island. Te inormationgleaned rom that, along with last years Folly Beach ratestudy by BP Barber, will produce a recommended rateincrease or the 2011-2012 budget.

    With charges poised to increase or most Follyresidents, calls or more oversight o the City-ownedutilities have increased in turn. Chie among theseconcerns is the Payment in Lieu o axes (PILO)surcharge the City accrues through the utilities. TePILO ees collect 10 percent o the sewer utilitys gross

    sales, and 15 percent o the water utilitys gross sales.Tis und is capped at $120,000 annually rom the waterutility, and $60,000 annually rom sewer.

    City Administrator oni Connor-Rooks explains thatthe water PILO ees are used entirely to pay of thedebt accrued or building the current City Hall building,

    which was built in 1997 at a cost o $1.3 million. TePILO program was born in December 1996, in directresponse to the need to provide a consistent paymentsource or the Citys $987,000 loan taken out to undthe project, and as an alternative to raising propertytaxes to do so. Only one payment remains on that debt,and uture ees will go toward the new public saety andre department building, which will take an estimated15 years to pay back. Sewer PILO ees are used to payof the purchase o the Folly River Park.

    Te ordinances (numbers 17-11 and 18-11) regarding

    New Dog Possibilities A Pet Owners Club?Council began their 6 p.m. WorkSession dealing with the amended DogOrdinance or the City o Folly Beach.

    Council member Paul Hume proposedthat a community dog club, FIDO (FollyIsland Dog Owners), be held responsibleor the registration o dogs and members.Te amended ordinance would allowdogs on the beach without leashes romthe hours o 7 to 10 a.m., rom October 1to May 1. FIDO would be sanctioned toregulate its members.

    Council member DJ Rich said thata bunch o groups on Folly tend to becliquish, and that some members maybe excluded rom the club or personalreasons. Hume encouraged Councilto give the club a chance to manageitsel, minimizing the City's ocialinvolvement.

    Mayor Goodwin stated that at theCoast Guard base, dogs are not allowednear the high tide line because migratorybirds are eeding there. He urther addedthat, through this amended ordinance,that the City is basically sanctioning adog club.

    Council member Charlie McCartyelaborated that Council needs to haveregulations in place or this club, and thatthey really need to be reviewed throughthe Citys Attorney. He urther addedthat when people sue, they look intodeeper pockets. In any case, the Citywould be responsible.

    Hume inquired i a riend who did notlive on Folly would be al lowed to joinFIDO. Council members elt that the

    club would not exclude members basedon residency.

    Rich continued that Council needs toknow that FIDO is being responsiblebeore they vote on this issue. Hebelieves that this is a great idea, and thateverything seems plausible, but that heneeds to know more in regards to thisclub. Council member Hume then askedRich to vote on this issue tonight, andthat Council will look into the issueurther.

    At 7 pm, Council began their regularmeeting. Council members Beck and Elliswere not present due to personal illness.

    Staying Safe Tis Summer NationalSafe Boating WeekDr. Philip Cool, a Coast Guard votinginstructor, pastor, and nautical pilot,emphasized the promotion o wearingliejackets. Tere were 27 drowningsin South Carolina last year. He urtherlisted the importance o vessel saetychecks, oat plans, and boater saetycourses.Council passed a resolution establishingMay 21 - May 27 as National SaeBoating Week. Tis is in conjunctionwith the year-round boating saety eort.PERSONAL APPEARANCESWolfes on the Beachwas presentbeore Council in regards to a sign

    request. Carl Wol requested permissionto display a plywood double-sidedA-rame which would stand 48 x 24,and include some o his concessions menuat the parking lot on the corner o EastArctic and East Ashley Avenues. Councilapproved the motion.

    Wayne Turnero Camp Good imesand Man in the Sand Hal Rubberournament spoke beore Council oran event request rom June 11 to 12 onthe beach near the condos by the ides.Meghan Casey, the Vice Chairman o thecamp, also spoke about what their camp'swork with autistic children, pointing outthat their camp is one o ew in the Stateo South Carolina with this purpose. Te

    event would occur rom 9 a.m. to 6 p.m.Council approved the motion.

    Jody Hawkins, Owner o Te Grilleon the Edge," requested permission ora small outside event in his own parkinglot, which would include music, onSunday, May 15, rom 2 to 6 p.m. MayorGoodwin stated that Council does nothave to give a permit or an event held onprivate property. He urther asked Mr.Hawkins to keep the Catholic Church inmind near the end o th is event.

    Lucy Swafeldasked to hold a 5K Runon the beach or the Special Olympics onJuly 9. ables and tents would be at theparking lot o the Folly Beach CountyPark. Te race would begin at 8 a.m.,and the course would be set with orangecones rom 2nd Block to 12th Block. Tegroup would need permission to place thecones on the beach, as well as two waterand aide stations.

    Bender stated that, in the past, theevent had not taken more than two hours.Tere would also be a sweeper ollowingrunners near the end o the line. Tiswould ensure that the event would not beexcessively long.

    Council member DJ Rich asked whythey wanted to hold the race during thehottest month o the year. Bender statedthat they had spoken with a local runningorganization, who had inormed themthat no one was holding an event during

    that month. Also, in regards to athleteswho are training, this is a key time orthem to participate.

    Several Council members expressedconcern about the event date, which isthe end o a holiday vacation week, andthe act that the event would need to beo the beach beore beach-goers arrived.Tey would also need the approval oCCPRC to use the parking lot at the pier.

    Mayor Goodwin inormed themthat they would need to come back tothe Special Events Committee withinormation and more detailed timing.

    CIIZEN'S COMMENSTom Irizzo o Summerville and MarshWindsrequested a change in regard to

    beach parking passes. He said the Cityscurrent policy regarding beach parkingpasses is discriminatory against theproperty owners who do not live on FollyBeach ull-time. He stated that when heasked about this, he was told that peoplewere abusing the passes. He elt that thisis hard to believe because it is not easilyremoved, and the license plate number issynched with the pass. Furthermore, heeels that it is unair that he pays taxes buteels like a second-class citizen.

    Anita Prudero 1670 E. Ashley Avenuestated that she has walked her dogs ona leash by the Coast Guard base since2002. She eels that people who let theircanines run wild are the cause o thecurrent ban on dogs there. She askedthat law abiding citizens o Folly Beachnot be restricted rom bringing their dogsthere.

    Bob Hatchero 801 E. Arctic spoke

    about the encroachment on ArcticAvenue. He asked that an inventorybe done, to fnd out the existingencroachment and perhaps give owners10 years to remove the encroachmentsthey have on their property that they haveon that right o way, and either at the endo the 10 years have the City clean it oand charge the owners, or i the propertyis sold between now and 10 years, to haveit done at the time o sale.

    Lynn Mathiso Marsh Winds camebeore Council, saying that she comesto Folly rom October to March. Shereiterated Irizzos comments aboutsecond-class citizenry in regard to parkingpasses. She added that Council should

    reconsider this issue.

    Commission, Board, and CommitteeReportsCouncil then discussed the proposal orsigns on Center Street pointing to o-Center Street businesses. Te idea wassent to the Design and Review Board.

    NEW BUSINESSResolution No. R23-11: A resolutionproclaiming the week o May 21 throughMay 27, 2011, as National Sae BoatingWeek. Te resolution carried unanimously.

    Resolution No. R24-11: A resolutionapproving the surplus o various itemswhich are no longer used by Folly Beach.

    Ater discussion and uncertainty aboutwhich vehicles were being replaced,Mayor Goodwin suggested postponinga vote on the resolution until Councilmembers could speak with departmentheads.

Council Member Clampexpressed concern about paying or astudy where the outcome is unsure.Mayor Goodwin pointed out that thestudy had to be done in order to apply orthe Greenbelt unding. Council MemberMcCarty said that even i the studydoes not lead to purchasing the propertywith Greenbelt unds, the inormationgleaned rom the study will help the Cityunderstand what could be done with theproperty.Te resolution carried unanimously.

    Ordinance No. 16-11: Tis ordinancewould allow the FIDO club discussed inthe work session to acilitate an o-leashdog area and time in the mornings.Council member Rich said that legalcounsel would review the ordinancebeore the next reading.Te resolution carried unanimously.

    Ordinance No. 17-11: Tis ordinanceestablishes the sewer utility budget or thescal year 2010-2011.

    Council member McCarty recalledthat Council had elected on June 22,2010, to approve the budget, but didnot approve it or sewer and water.Administrator Connor-Rooks stated thatMr. McCartys observation was correct.McCarty urther elaborated that therehas been some concern with negotiationswith their suppliers. Folly doesn't have

    a reservoir or treat wastewater, so theymust utilize James Island and CharlestonCounty acilities. Tey are waiting or anegotiation strategy to be discussed withJames Island. Right now, all they arelooking at is why they need to take actionon what is a continuing resolution thatthey approved last June.

    Connor-Rooks said that they have spentmoney or the past ten months, and thatthe resolution is now out o date. Tishas nothing to do with the rate study; theCity simply has two months let in thebudget up or approval. Frankly, theywould be doing the City a disservice notto pass this, she said.

    Council member Clamp stated thateveryone should see more transparency

    in the water and the sewer budget ornext year. I youre going to run it likea business, run the damn thing like abusiness, he asserted.

    McCarty stated that, in their Aprilmeeting, they had a resolution to amendtheir stealth advisory board on utilities.He eels that, hopeully by their nextmeeting, they will have an amendmentratiying their budget accountabilities onexpenditures.

    Mayor Goodwin believes that they havebeen working on transparency or one year.Clamp stated that he is concerned about Pand L price and losses. He would like aquarterly statement proving so.

    using a rate study to set a budget. MayorGoodwin stated that the rate study acts asan estimate as to what it will cost.Te frst reading carried unanimously.

    Ordinance No. 19-11: Tis bill wouldadopt design standards or construction

    projects. Hume pointed out that withoutguidelines specied by DRB, anyonecould pass the design with no conditionswhatsoever on the main corridor (CenterStreet). Te DRB was very much aninstigator o the design you see onreasure Island, said Hume.     Te meeting began with a discussioninvolving ongoing work at Loggerheads,which involved the extension o the

    second story porch.A representative or the construction

    company spoke beore the board,apologizing or their lapse incommunication. He urther statedthat they had some early is sues with theexisting deck, in that it was two eet overthe property line. When the original barstructure went up, one o the columnswas near the end o the handicap ramp, sothey worked on getting that re-drawn andre-engineered.

    Te last time he came beore the board,he stated that the board members hadsome concerns about the wall betweenrestrooms. Tey addressed this issue,making some small positive changes.Administrator Connor-Rooks said

    that she has seen the new angling o theporch, and that it looks beautiul. DRBthen motioned to approve the proposedchanges or Loggerheads.Te board unanimously approved thesechanges.

    Te issue o exterior duct work at23 Center Street was discussed. Teproject would involve extending an airconditioning duct within the vicinity othe buildings neighbors. It was statedthat the old duct work cannot be replaced,and runs in a small area beside the wallat the new City Hall and 23 CenterStreet. Te old duct work was squashedby the new building, so they will have tocomplete the project on the opposite side.

    Some board members had concernsover the structure, mainly because o itslocation in respect to the building, as wellas the color scheme. Tey elt as thoughblue would make a better color or someexterior piping.

    Te discussion then moved towardsan application by urres-River, who isrepainting a building or the City. All othe doors will be red, and the exterior othe house will be a tan color.

    Te Design and Review Board will beurther involved in designing street polesor o-Center Street businesses, so theywill be able to have some advertising onCenter Street.

    Some things never change. Im rolling my eyes,but with relie. Folly is still Folly.

    Te unky olk o Folly are still oolin around.Te cops are lurking, the drunks are oblivious. Bertslooks like Grand Central Station on the Andy Warholplanet, and the politicians never tire o carrying on theirverbal euding.

    Its a delicate art, that o verbal confict. Ocials andtheir ilk must say the most destructive things possibleabout their opponents and their positions, while notquite overstepping the vague boundaries o ethics andgood taste. I they slip and say whats really on theirminds, it might be the end o their petty politicalcareers. So they parry and thrust, and somehow we haveto watch it uncomortably, like seeing a couple at thenext table ght. Well, politicians are like sma ll children.I you can keep em busy somehow, they might notscrew up anything important.

    Speaking o Berts, they now have musical gearsuch as strings, microphones and instrument cords,drumsticks, and even (God bless them) harmonicas!Great! Tey also have Schlitz beer! I didnt know theywere still making that stu. I was so happy to see a beerI remember rom when I was under-age that I boughtsome! M-m-mm-m, beer. Also, they changed the aisleconguration so i you all down you can have a soterlanding. Very considerate.

    I hardly recognize downtown Folly anymore. I wastrying to get a g ig or my band and people directed me

    to three sh stores, a new sur shop, and some kind ojoint or turtle rescue. Where the heck did all the barsgo? Ill gure it out; just let me get some more Schlitz.

    Spoleto and its little brother Piccolo are almost uponus and I am putting together some events at BowensIsland (now known as South West Folly. At least Ithink so. Let me check the compass).

Otherwise,they can take a reasonably priced Folly Beach gypsycab back to Charleston Place or whatever stunninglypriced place they might be staying.

    in sewer expenditures, $148,000 was usedto pay salaries and benets (22 percent).$386,500 covered operational expenses,

    while $43,000 covered depreciation.Proessional services, insurance, andPILO made up the remainder.

    Te water budget was just over onemillion dollars, at $1,056,000. Salariesand benets totaled $199,000 o that tota l(19 percent).

    Te 2009-2010 budget shows that 20percent o the mayors and clerk o cour tssalary is paid rom water and sewer bills.

    Administrator Connor-Rooks and theCitys human resources employee eachdraw 40 percent o their salary romthe utilities, while the City Clerk andComptroller draw hal o their earningsrom these charges. City Council draws10 percent o their salary rom the uti lities.Tose gures are subject to change, butremained the same or the 2010-2011budget.

    Connor-Rooks explains that thosepercentages can be roughly attributed tothe amount o those particula r employees

    work time spent managing the utilities.She also points out that many othercities in South Carolina have similar ratestructures and PILO programs, including

    Anderson, Pickens, and Orangeburg.

    Nonetheless, the PILO chargebothers Folly resident and ormer Councilcandidate Susan Breslin, who has regularly

    spoken about the utilities at publicmeetings. Folly Beachs minimum ratesinclude a base charge o $23.84 or waterand $24.24 or sewer to keep the systemoperational. For water, this includes acredit o 3,000 gal lons o usage, with $3.55charged per 1,000 gallons above that (Tedierent gures posted at the City o FollyBeachs website are out-o-date).

    Breslin points out that she never usesup her credit, thereore having no nancialincentive to x a leaky pipe or aucet.

    For singles or couples who dont water their lawn all the time, theres noincentive to conserve water, says Breslin.Te minimum is too high.

    Breslin suspects that because peopleare accustomed to paying their waterand sewer bill without questioning it, itsrevenues serve as the most convenientsource o unregulated money.

    I call it a slush und, she says.Whenever the City has trouble makingends meet in the budget, we just shit stuover to water and sewer. Te public expectsthat its being billed or the cost o waterand sewer, but its also being billed orportions o a bunch o salaries. Nobodys

    looking at it. I you add a penny to the realestate tax, everybody realizes it.

    Furthermore, Breslin worries thatsucient unds have not been put asideto replace inrastructure, an assertion thatMayor im Goodwin veried when hepointed out at the May 10 Council meetingthat the City spent $13,000 repairing rehydrants whose maintenance had not been

    included in the budget.

    o acilitate a smoothly operating waterand sewer system, City Council discussedreinstating the Utility Advisory Boardat an April 12 work session. Establishedin 2006, the board was never active oreective. At the April meeting, Councilexpressed interest in restructuring utilityexpenditures so that water and sewerrevenue would pay or its own replacementinrastructure.

    Council member Charlie McCartyhas led the eort to oster a healthyAdvisory Board in hopes o creating moretransparency in the utilities.

    Part o our salaries are paid whenyou turn that tap and fush that toilet,said McCarthy in the May 10 Councilmeeting. It is an issue o due di ligence.

    McCarty expresses concern that twoprevious rate studies by consultant BPBarber on Folly last year recommendedvastly dierent rate increases o 7 and 24percent. In act, BP Barber conducted onestudy, but discovered errors that, oncecorrected, produced a new report and thehigher rate.

    Still, City Comptroller CharlieMcManus explains that those usingless than the minimum credit are asmall minority, and that use fuctuatesdramatically by season. He points outthat most customers are not looking at achange o more than $5 in their water billper month.

    Christophers parents acquired thealluring Brick House Kitchen property in1992, initally opening as a tea room.

    I wouldnt have gotten back into therestaurant business i it wasnt or thisproperty, says Christopher.

    Te locales charming acade, however,remains a feeting glimpse to many oFolly Roads requent travelers. Widelyheld skepticism about the Brick Housestems rom the propertys obscure history,creating wariness among locals.

    I hear people say they drive by allthe time but never turn in, says Crystal.People hear about the place, but theyarent really sure what it is.

    Prior to the Tomas amilys ownership,the building belonged to a local amilyand served as a motel or about ve years.Te property was let vacant or a numbero years, requented by homeless people

    who reportedly caused numerous resand even knocked down the propertyschimney, according to Christopher. Ateryears o rigorous restoration, however, therestaurant has begun developing a distinctreputation.

    Weve worked hard to get the place towhere it is now, says Christopher. Wererunning on a slow plan not a get-rich-quick plan.

    Te propertys interior and exteriorrenovation was embraced withenvironmentally conscious initiatives a undamental aspect o the Tomasamilys liestyle. Recycled, salvaged, andcomposted materials were used in nearlyall o the propertys restoration.

    My amily was green way beore it was cool to be green, says Christopher,who cites his amilys creation o the rstrecycling center on James Island andFolly Beach. Were all very preservation

    touch every aspect o the establishment,including the use o eco-riendly tableware,constant rehabilitation o salvageablematerial, and a compost area, as well as aspacious garden resting in the propertysback yard, producing an abundance oresh herbs and vegetables.

    My parents and grandparents neverliked tearing things down and believedyou should keep what you have, saysChristopher, who relayed his athers

    wisdom in expressing the importance oleaving as little o a ootprint as possible.My dad always used to say we should livelike Indians.

    Preservation tactics are not the onlyquality passed down in the Tomas

    amily; distinct cooking traits also run intheir blood.

    Te Brick Houses Mediterranean-based cuisine a style handed downrom Christophers Greek grandparents is coupled with an American eclecticstyle, oering an assortment o dishes;rom sloppy Joes to quesadillas. Were nota meat-and-potatoes type o place, saysCrystal.

    Despite an array o dishes oered, theBrick Houses cuisine is based on simplicity.Im not a ancy cook-type person. I liketo keep it simple, explains Christopher,

    who says the restaurants approach is anextension o his mother, who oversees the

    kitchen. Christophers mother, Chris, hasull control o the restaurants menu andis well-known or her exquisite dessert-making skills. Shes the puppet master,Christopher smiles.

    Te weekly, changing menu allows orconstant creativity within the kitchen;however, many creations requentlyreappear due to guest requests. Populardishes like angel hair shrimp, artichokehearts, and linguine with black beans andegg rolls are regular menu items.

    Depending on the week, youll encounter

    dishes like grilled shrimp tzatziki wraps,pan ried salmon cakes, lemon and basilseared tuna, grilled portabello and eggplantparmesan, and resh arugula salads withavocado, almonds, and honey. Lunch menuprices range rom $4 to $10, with dinnermenu prices not exceeding $17.

    Beyond Restaurant

    Ater approaching the subject, theocers noticed a baggy o green leay

    substance believed to be marijuana inthe subjects book bag. (otal weight =5.5 grams). Te man was allowed to callor a ride, and was c ited or possessiono marijuana. It was noted that rstresponders treated the man; most likelyby giving him some Reeses Pieces or aGatorade.

    Tis Months ForteAn ocer who was working o dutysecurity on May 12 observed twosubjects on the pier drinking CoorsLight out o bottles. Te respondingocer also noted an open twelve pack

    within reach o the subjects, which is aviolation o pier regulations. Apparently,

    the subjects appeared to be teenage,and admitted to being under age. Teywere then both issued a citation orunderage drinking.

    No Bottles on the BeachOn May 5, a group o about twelvepeople were ound drinking on thebeach, and appeared underage. Whenprompted in regards to their age, threeindividuals approached the ocer and

    stated that they werent legal. Teywere then issued citations or minor inpossession o beer, poured out their beer,and threw away their SOLO cups.

    Calling a BlufAlso on May 5, an ocer was on patroltravelling down the west bound lane o

    East Ashley Avenue when he observeda vehicle coming rom the east boundlane, swerving all over the road. Near8th Street at East Arctic and East Ashley,the vehicle was observed crossing let ocenter twice. Ater perorming a tracstop, the ocer immediately noted astrong smell o alcohol coming rom theemale driver. She then stated that she

    was swerving because her black lab wasrunning around the car, and had notbeen drinking. Te driver then oeredto perorm eld sobriety tests, to proveshe wasnt intoxicated. Ater ail ing theone legged stand, she then attemptedthe walk and turn test, to no avail.She then requested a breathalyzer testto prove her innocence, but ended upblowing a BAC o 0.15%. Te subject

    was then booked or DUI, her dog wasplaced in Public Sae tys kennel, and hercar was towed by urkys. Her license

    was immediately suspended.

    Cmon Man!An ocer responded on May 9 to a callregarding two dogs let in an unattendedvehicle. According to the complainant,the dogs had been in a pickup truck orat least an hour. wo mixedbreed chocolate labs werein the back o the oyota,and the windows were loweredslightly. Te ocer noted that thetemperature was in the upper eighties,and the vehicle was in direct sunlight.Unable to get the canines out o thevehicle, the ocer called animal control.

    Once animal control arrived, thesubjects arrived, entered their vehicle anddrove o. As they pulled out, the ocerperormed a trac stop, and then citedeach individual with animal cruelty.

    Keep it Between the LinesOn May 6, ocers responded to the

    100 block o West Cooper Avenue,where a vehicle had overturned. Onarrival, ocers noticed a white Jeep withennessee plates lying on its side. Aterrunning the tags, the ocers were ableto locate the owner. Te Folly BeachFire Department was also on the scene,and helped a white male out o the car.Te man smelled strongly o alcohol and

    was slurring his speech, and although theEMS recommended he go the hospital,he reused. Bystanders said that theyheard the vehicle speeding up on theroad, and then they heard a crash.

    Ater stating that he hada ew drinks, theman was placedunder arrest andtaken to MUSCor examination.He was thentranserred tothe CharlestonCountydetentioncenter ordriving underthe infuence.

    Stomping the stage with a one, two, three, our counton the heel o his boot, Burkes guitar waling per ormancetook o, immediately liting spectators spirits with hispassion-lled song, In the Garden. Indicative o hisambitious, all-or-nothing outlook, Burke chimed in,singing, I I could be a rose in the garden, Id be burningred.

    Accompanied by percussion, a stand-up bass,harmonica, a banjo and a guitar, J.J. and Co.s captivatinglead-ins to each song carried listeners throughout hissoulul, well-received debut album, Southern Son, SoFar.

    His innovative musicianship became evident duringthe ollow-up perormance o his new album, Dark

    Country.Haunting lyrics assuring listeners that no one

    gets away scott ree, and theres no place to run andhide, echoed alongside a persistent drum beat while heperormed the album-titled song, Dark Country.     got through a riend o hermothers, co-rents an apartment with two loathsome Brits, andspends most o her time tryingto convince hersel that it is allokay.

    Its when her best and oldestriend, Lillian (Maya Rudolph),announces that shes getting married that Annie begins to have trouble keeping upappearances. Tings go rom bad to worse when Annie is introduced to Lillians newgirl pal, the grooms gorgeous, poised, and nauseatingly wealthy sister, Helen (RoseByrne).

    One o the rst o many cringe-worthy moments in this lm occurs when these twoget in a tug-o-war over toasting the bride, but the audience has no idea what they arein or when Annie decides to take the bridal party to a unky downtown restaurantbeore a dress tting. What comes next will have you either rolling on the foor inlaughter or send you screaming to the washroom in disgust. On a personal note, Icouldnt watch, but with eyes closed I laughed mysel silly!

    Overall, audiences are used to seeing such deranged vulgarity rom the men; in act,it is almost accepted and expected.     On April 30, residents o Folly Beach arrived at Our Lady o Good Council tosolve a murder in classic 1920s style. Hosted by the Womens Guild o OurLady o Good Council Parish, this years murder mystery event was set in a

    1920s Chicago speakeasy. A delicious dinner o Chicken Divan, appetizers and dessertwas prepared by Ches Kevin Bruntz o La abella restaurant on Harborview Drive andSteve Martin, President o the American Culinary Federation in Myrtle Beach. Morethan 100 people enjoyed the wonderul dinner and the suspense o learning who wasmurdered and who the murderer was among the guests.

    Guests at this years event included Mayorim Goodwin as Hershey Bar, a multitalented,record-breaking American Baseball League

    Even when you live on Folly Beach,sometimes it helps to get away torelax. Black Mountain, North

    Carolinas Lake Eden Arts Festivalbegan 16 years ago, quickly growinginto a highlight o the year or amilies,modern-day hippies, and those simplyin-the-know.

    LEAF should not be thought o assimply a music estival. Although youcan enjoy the our days o dancing, livemusic, ood, and visual arts however youplease, youre not likely to fnd too manyolks staying up all night with chemicalson their brains. With all o the open-mindedness and wonderul stimulationavailable it tends to happen, but its notthe theme o the weekend.

    I normally attend alone. Mornings arespent reading by the lake and stretchingout at the ree, casual outdoor yoga classes.

    Music kicks up around noon, so Ill shakeit down throughout the day, drink somebeers in the evening, and end the nightaround the giant bonfre. Its a place whereyoull turn a corner and fnd a kirtan groupsinging next to a busy lakeside beach ullo kids playing. Didgeridoo players gatheron the lawn. Giant birds walking on stiltsmove slowly through the crowd.

    Tis May, I camped with my girl riendsamily and their r iends. Tat meant lots okids, early mornings, and an equally great

    LEAF experience. Ive met several o mybest riends at the estival, including mygirlriend, Hunter, who took the photosyou see here.

    Friday aternoon, during Sol Drivenrains headlining set on the main stage, Ilooked around to spot over a dozen aces inthe ront row who either live or have livedon Folly Beach. Another several dozen inthe crowd had connections and riends onour island. About halway through thebands show, a torrential but short-livedrain shower opened up the sky. Everyonein close proximity crowded under thetent, growing the energy or Follys hometown boys to a roaring peak. Sol Drivenrain was called back out or one o theew encores o the weekend.

    I pressed or a genre, one might callLEAF a world music estival. Te lineupis almost irrelevant to my decision to

    attend I know that even i Im notamiliar with the acts, theyll be world-class. Fortunately, this spring eaturedsome avorites, including the Voices othe Wetlands All-Stars, a Louisiana super-group highlighted by Anders Osborne, abBenoit, and the elaborately head-dressedMardi Gras Indian, Big Chie MonkBoudreaux. Teir encore o Jimi HendrixWho Knows turned the rocker into aclassic French Quarter parade song.

    Arican pop superstar Angelique Kidjo

    took the main stage Saturday night, beoreMiamis Spam Allstars kept us groovinglater than we intended. Maceo Parkerbrought the unk on Friday, Umalali(a dance and song group rom Belize)lightened everyones moods, and RickySkaggs closed out Sunday with his classic

    bluegrass country. While the concerts stand out as theobvious highlights, what one remembersmore about LEAF is the overall moodand eeling o serenity. What otherestival allows you to climb a mountainin the morning, then hook a harness to azipline and soar over the crowd or a dipin the lake? Or lets you drop into a hugegymnasium or a quick heartbeat-raisingcontra dance on your way to an outdoordinner o organic coconut curry?

    Te bohemian spirit that earned Follyits reputation still exists on our island, butto see it in its ull utopian state, even oronly our days, there is no greater, happierspectacle than LEAF. Maybe its the excitedenergy o the children running abouteverywhere. Its also one o the ew regular

    events in the world that a grandmother,her children, and their grade-schoolerscan all agree is their avorite weekend othe year. Making it even easier, kids undernine-years-old attend ree.

    Fortunately, we dont have to wait anentire year. ickets or the October 20-23all LEAF go on sale this Wednesday,

    June 1.

    Consider it a mountain version o Folly.
