    Te Easter sunrise service at Folly Beach has beena tradition since the mid 1940s. Every year since thenmembers rom all o Follys churches meet togetherat 6:30 a.m. Te service was originally held on the oldPavilion, and when the Pavilion burned to the ground in1957 the service was moved to the smal l adjacent pier that jutted less than 100 eet into the ocean directly across

    rom the old amusement park on East Arctic.Mary Rhodes remembers the men o Folly Beach

    Methodist Church rolling the piano out the side dooro the church and loading it into a pick-up truck. SueDanner, who taught most o Follys children how to playpiano, would pound out the hymns rom the back o thepick-up truck while a choir o angels rom all the Follychurches raised their voices, literally, to the heavens. JerryBraddock remembers the sun popping up out o theocean as the minister gave his message o rebirth.

    In the old days attendancewas 60 to 75 people, but that was practically every church-goer on the beach at that time,according to Rhodes. Mostadults wore regular churchclothes, but some came inrobes and slippers and the

    children would be toted to theservice still hal asleep in theirnighties. Rhodes said her girls would go in their pajamasand slippers with their hair inrollers. It was cold sometimes,and people would sit on the wooden planks on the oorand cuddle together under blankets.

    When the pier burned down in 1977, services wereheld on the beach at the site o the present Holiday Inn

    and later at the County Park on the West end o theisland. Services were moved to the new pier when it wascompleted in 1995. Over the years music was providedby a blended choir rom all the churches, but somewhere

    along the way it became a traditionor pastors rom the three Folly Beachchurches to take turns preaching.Tis years Easter message will bepresented by Mike Reed o the FollyBeach Baptist Church.

    Many things have changed overthe years. Folly has grown rom asleepy beachront community to abustling tourist destination and hometo 2,500 permanent residents, andthe sunrise service has changed, too.Now we have electric keyboards andspeakers, said Chel Whaley, andabout 250 people attend the service.But its still a come as you are eventand youll still see olks in everythingrom PJs to their Easter nery.

    In a time when Folly Beach is beingpulled in diferent directions andrancor among Council members andresidents alike threatens to disruptwhat has made Folly so unique, olksstill come together on the pier, thesun still pops up out o the ocean,and the Easter sunrise goes on much

    as it has or the past sixty years.

    It sure is time to take a new approach to the dogrestrictions out here at Folly Beach and while we areat it, to mention the dog-riendly businesses. Dog

    restrictions go way back to when ormer mayor RichardBeck was a council member and Regis Kennedy was themayor who took an initiative to completely ban dogs onthe beach ater a child stepped in some dog poop on thebeach. Tere were no real restrictions back then and thebeach was a vast playground or people and pets to walkor run reely. Yet there were a ew people, as always, whoallowed their uncontrolled dogs to disrupt the peace,

    which led to the dog laws we have now. No one likesa rowdy dog running on the beach blanket or maulingtheir poodle. Fortunately there are just a ew, but theyruin it or all.

    Dog restrictions now cover ve months o the year andeight hours a day and it does not take a $30,000 study tosee that the large number o Folly resident dog owners arethe ones who are inconvenienced the most by this rule.

    During the weeks o summer between 10:00 a.m. and6:00 p.m. I have walked out to the beach and there werehardly any people there, most at the county park and nearCenter Street. I have time and dated pictures to provethis. High tide, a little rain and overcast days always clearthe beach and yet we cannot take the Folly Dogs outbecause the law is not balanced and not really air.

    Tere is just cause or some rules or the busy times closeto Center Street and the county park when, and I repeat,

    when it is really busy! Most o the weekdays the beach iswide open with ew people out. So why do our Folly Dogshave to stay in during those times? Its a good question andone I have been asking or many years, not to mention the

    way my dog Snapper looks when I head to the beach andhave to leave him behind. So we real ly need some changesand it would seem more logical to have restrictions onFolly Dogs somewhat like the surng restrictions, whichare in the interest o saety. Tere should be areas Eastand West o Center Street when Folly Dogs are allowedall day with a leash. During the peak beachgoer trac,have the three blocks on either side o Center Street andthe county park restricted during June, July, and Augustrom 11:00 a.m. 5:00 p.m. or weekends and holidaysonly. Signs could be posted letting the public know thatdogs have reedom all day with a leash in these sections.I you dont know it already, even leashed dogs are notallowed on the East end walk to the Morris Island lighthouse in order to protect nesting birds.

    Free RunHave you ever tried to play etch with a dog on a

    leash? It kind o deeats the purpose, especially when thesur is involved. Folly Dogs need to have a place or reerunning or ball tossing and etching through the waves.Folly residents should not have to leave our home beachto go somewhere else to let our dogs run ree. As long asthe dog comes back when called, this should not presenta problem. Tis was tried beore by Eddie Ellis and

    abandoned because badowners let their dogs run

    wild and did not clean upbehind them. I doubt thata ree run rule would work,but maybe when no one isaround, a 15- minute runand etch time with dogsstaying within 50 eet o

    the owner could be looked into. Edisto Beach is a reerun beach.

    Pet FriendlyMore and more dog-riendly business with pet areas

    are opening up like Lost Dog, Sur Bar, Crab Shack,Ritas, Woodys Pizza and Snapper Jack s rootop, whichreally makes it nice to walk with your dog to brunch ordinner. Tey all provide water dishes and another sourceo entertainment or us as the dogs break the ice orconversations. I have met so many dog lovers this wayand the dogs love seeing their beach buddies. More oten

    we know the people better by recognizing their dogs.

    Bad OwnersAs or those dog owners whose pet s are not so riendlyor not trained in the basics, better of to leave them homeor teach them some social skills. I did have a dog lungeout at Snapper walking into the Crab Shack one day andthe owner did not seem to care. Tats what the problemreally is - owners who dont care or dont know better.Te good Folly Dog owners should not have to suferbecause o the bad owners, but as in many walks o lie,the innocent sufer or the guilty.

    It really is time or the Folly Crew to take a new lookat these unnecessary restrictions.

    CORRECTIONWe would like to apologize to Laura Beck, whose statement regarding stop signson the East end o the island, which was made during her interview or the FollyCurrent, was unintentionally misinterpreted. Ms. Beck supports reversing the stopsigns on the island-long streets, such as Erie, Cooper and Hudson, at the even blockintervals to slow trac on those streets, but believes that E. Ashley should be let as isto keep it as a through-way and main artery.

    You know summers right around thecorner when City Council spends hal itsmeeting hearing requests rom groups

    wanting to hold events on the beach. OnMarch 23 Council heard requests or thethird annual Army Wives Beach Party at

    which 250 guests are expected, the BigGay Beach Party or 300-400 peopleand a Post Palmetto Relay Party or 400racers and their riends. Ten o coursethere was the request or street closingsand open-container permits or the 20thannual Sea & Sand estival. Omar Colon

    was on the agenda, but did not appear, torequest permission or Berts Customer

    Appreciation Part y, which used to be heldevery year and closed o 2nd Street Eastbetween Ashley and Cooper Avenues andoered ree wine and beer to everyone

    who showed up.

    agenda concerned how the City will dealwith events such as these. Te ordinance(02-10) creating the Sta Event PlanningCommittee was enacted into law.Te one dissenting vote came romCouncilman McCarty, who reserved theright to cast my standard vote againstmore bureaucracy. Te law establishesa committee composed o the City

    Administrator; the Director o PublicSaety or police alternate; the DeputyDirector o Public Saety (Fire Chie)or alternate re ofcial; the Director oPublic Works, or public works alternate;and the Comptroller or nancial alternate.Its purpose is to al low or a comprehensivereview o public events that utilize publicproperty within the City limits to insurethe saety and welare o those attendingthe event. Councilman Dave Stormervoted to postpone an ordinance (03-10)dealing with where and under whatcircumstances open containers o alcohol

    would be allowed until the new CityCouncil meets on May 25. It would takeup a lot o time to talk about it tonight,he said. Let the new City Council deal

    with it.

    Te biggest and most ar-reachinglegislation the new zoning ordinance

    - was passed unanimously with littlediscussion. Zoning Administrator AaronPope came to the podium to discuss theresults o the Planning Commissionspublic hearing on the ordinance. Hesaid eight people had commented on theproposed law and six o them had beenresidents o multi-amily complexes who

    were mostly concerned about being able

    to rebuild in the event o a catastrophe.Te Planning Commission had sentthe ordinance back to Council withno changes. Pope told Council thatany changes they made tonight wouldresult in the ordinance being sent backto Planning, which would hold anotherpublic hearing. He recommended thatCouncil pass the ordinance and ne-tuneit later. Several Council members saidthere were minor changes they wouldlike to discuss later, and im Goodwinechoed their sentiments by saying, Tisis a cohesive piece o legislation and a vastimprovement and Im not going to bringup any minor changes that would preventits passage tonight. Mayor Beckmannthanked Council and PlanningCommission members or their hard

    work and said it normally takes three toour years to pass such a comprehensive

    legislative product. Were right on trackas ar as the time-line is concerned, hesaid.

    Te resolution (R14-10) awardingthe bid or the expansion o the PublicSaety Department acilities to HillConstruction Company or $1,396,621generated quite a bit o discussion, but

    was passed with dissenting votes romDave Stormer and Eddie Ellis. I wevote on this tonight, were buying intoan unknown, said Stormer, who wasconcerned that costs or reurnishing orrelocating personnel were not included inthe gure.

    Mayor Beckmann said these costs

    had been taken into consideration andthat the City planned to relocate PublicSaety equipment and personnel to theCounty boat landing on the Folly Riveror approximately six to eight months.Beckmann said the re trucks would behoused in a large tent (40 eet x 80 eet)the City plans to buy at a cost o $12,000and on-duty personnel would sleep in atrailer the City plans to rent or $400 permonth.

    he Civic Clubs Meet theCandidates night is a Follytradition and it was standing

    room only at the Folly Beach CommunityCenter on March 16.

    Te ormat never changes. Moderator

    Chris Lewis read a short bio o eachcandidate, who then gave a brie stumpspeech. Attendees wrote questions that

    were collected during the rereshmentbreak and in round two the candidatesanswered these questions. Lewis asked orshort questions aimed at improving FollyBeach. And please remain civil and quietno matter how outrageous the statements,he quipped.

    Pencils scratched uriously on the whiteindex cards as the candidates came orwardto say things residents had already read incampaign literature. Tey had come oranswers, not more rhetoric.

    During the break, residents expressed

    opinions on what they hoped to learnrom attending the orum and i anythingthey heard made a dierence in how they

    would vote.

    Gay Pardee came because she didntknow enough about the candidatesand was concerned about the partyatmosphere at Folly Beach. I dont thinkthis is where we want our beach to go,

    she said. I havent heard enough aboutamily values. I want to hear a candidate

    who wants a wholesome atmosphere orFolly Beach.

    Former mayor Bob Linville quippedthat he was there because there wasnt no

    basketball on but he added that althoughhe already knew who he would vote or, he

    wanted to hear what the candidates hadto say.

    Laura Dunlap came to support hercandidate, but ound it interesting tomeet everyone and hear the wide rangeo viewpoints. I was surprised at thediversity o candidates in such a smalltown, she said.

    Ken Holland thought he had madeup his mind who to vote or, but was inlimbo ater hearing the candidates speak.Now Im not sure, he said. Ill waituntil they answer the questions to makeup my mind.

    Nita Rodemann had already decided which candidates would get her votebeore the orum, but she thought all thecandidates were well-inormed and hadgood things to say.

    Sidney Riggs said he loves politics andis extremely interested in government,particularly the government where he lives.

    Although he knew most o the candidates,

    he came to get a better eel or those hedidnt know. I got a good three minutes

    worth rom each o them, he said, nowIm ready or the questions.

    Pauline Ray hadnt made up her mindand wanted to hear the candidates and see

    what they had to oer. She said she wouldvote or the ones she elt were down toearth and she wanted to see how theyanswered the questions.

    Vince Perna lives on James Island, butworks on Folly Beach. Although he cantvote, he said what happens in the electionis important to his job in real estate. He

    wanted to hear the candidates viewson the zoning rewrite and controllingdevelopment.

    Judith Gilbreath has been a Follyresident or less than a year. She saidalthough she had attended several CityCouncil meetings, she wanted to knowmore about the candidates or Council . I

    had narrowed it down to ve, she said.Now I know the three I ll vote or.

    Jim Nicklaus said although everyonehad done a good job and seemed sincere,he had not seen anything to sway himrom his previous assessments. Tat couldchange though, he said. I try to stayneutral until they ring the bell.

    Te Mayoral candidates were rst totake the podium ater the break. CarlBeckmann was not present at the orumdue to a previous engagement at theNational League o Cities in Washington,DC.

    Eddie Ellis got the rst question,which asked his opinion o the proposed

    new County Park on E. Arctic Avenue.It bothered Ellis that no assessment hadbeen made regarding loss o revenue or

    who would control the trac and pick upthe cash. As a rule o thumb, he said,its not a good idea to establish ongoingexpenditures when our revenues aredeclining.

    Ellis was also asked questions aboutpaid-parking, the Beach ManagementPatrol and the prolieration o under-the-radar rental additions to homes insingle-amily residential areas. Ellis saidFolly Beach currently gets a percentage

    o Palmetto Parkings prots which hetermed a risk-ree deal or Palmetto and said it would be more advantageousor Folly to get a set amount. He woulddecrease the amount o money spent onseasonal augmentation o Public Saety

    and use that money to und a Folly-riendlybeach patrol. As or the illegal conversions,Ellis said Folly Beach Building OcialEric Lutz does not have time to ridearound looking or illega l conversions, butLutz would enorce the law. We have torely on you to tell us about it, he said.

    im Goodwin was asked why he votedor the C-4 Commercial Corridor and ihe still thought it was a good idea. Hesaid the annexation was done to capturerevenues rom the Piggly Wiggly whichhe estimated at $75,000 annually andsaid he would not vote or any additionalannexations. Regarding the BeachManagement Patrol, Goodwin said last

    year was a test that showed the programwas successul. He encouraged people tosign up or the volunteer patrol the City istrying to set up. He considers Community

    Watch Programs the best way to deal withthe issue o illegal rental additions ratherthan having the City directly involved.Im not or looking in your windows tosee whos sleeping in your bedrooms, hesaid.

    Ten came the City Council candidates, who were asked questions in a rotatingmanner, but whose responses are groupedtogether or organizational purposes in theorder in which each candidate was askedhis rst question.

    DJ Rich said he was opposed to a trac

    circle at Center and Indian Streets, but would work to get a trac light at thatlocation and to get a recycling center onFolly Beach. When asked i he thought hisposition as the owner o a Center Streetbusiness (Planet Follywood) would presenta confict o interest, Rich said Being abusiness owner keeps me in touch withFolly Beach citizens on a regular basis.

    Just because I own a business doesnt makeme pro-business any more than being a

    (March 19, 2010) and ound out onceagain that residents have been deceivedand lied to by the mayor o our little

    island. It amazes me that a small islandlike ours is not more cohesive. It amazesme that decisions rom the mayor andthe city council are not made in the bestinterest o the residents who live here. Teone shining light rom this asco is that itis an election year and we should let ourvoices be heard and vote or change. Ithas also brought our residents together tovoice our anger and discuss local politics which is a good thing. I we start on asmall barrier island now; just think whatwe can start to do at the local, state, andnational levels. When people show youwho they are - believe them!

    Dear Editor,Te high season or Folly Beach

    is rapidly approaching and the tracnightmares on Folly Road have alreadybegun to maniest themselves. Tere aremany problems that exist, however theone I wish to address is the approach tothe bridge at Crosbys Seaood.

    Tis is the point on Folly Road wherethe road narrows to two lanes. When youpass Bowens Island Road there is a NOPASSING sign that is totally ignored. Tesign was placed at a point where driversshould begin to merge into the let laneo trac. However, drivers run the rightlane all the way to the bridge and in therudest ashion possible jam into the let

    lane without even looking to see what iscoming.

    Tis condition exists in many locationsin the Charleston area. All those areashave an Alternate Merge sign, like teethon a zipper. Te presence o an alternatemerge sign in place o a NO PASSINGsign creates an orderly approach to abottleneck. A simple sign change wouldallow both lanes to be used to approachthe bridge without ear o being run over.

    Also, this would allow both lanes to moveorward at the same rate.

    Tere is, unortunately, no room onFolly Beach or all the cars that wish tocome to visit. Tat is an entirely diferentproblem that hopeully our elected ocialswill address.

    Te elected ocials should approachSCDO or this signage change soon, assomeone is destined to be hurt, killed, orhave their car damaged with the presentsituation.

    grant in May 2009 and is still waiting. Myprevious letter to the Folly Current Editorconcerned our (4) types o subsidizedmunicipal bonds available to the City oFolly Beach now. Te City has not usedits bonding authority to take advantageo ederally subsidized interest rates. Amunicipal bond is like a construction loanor home mortgage. Bonds are not grants.

    Te mayors response was disingenuous orsimply conused apples with oranges.

    Te City will construct an addition toCity Hall and its re department; it hasolder garbage trucks that will need to bereplaced as they wear out, as do Fire trucks.Tere are automated beach rakes availableto clean our beaches o the garbage andtrash let by visitors. All these long-termcapital investments could be nanced bymunicipal bonds with our interest costs

    subsidized by the ederal government. What I nd most alarming in the

    mayors response is his unsupportedstatement, [t]he type he mentioned isnot in the best interest o Folly Beach.Instead o using any o the our (4)diferent types o subsidized municipalbonds, our Mayor would empty the Citysreserve accounts and give-away a ederalinterest subsidy! I think the citizens andthe City Council deserve more thoughtulnancial reection and ewer of-handeddismissals.Very truly yours,

    Other Folly Beach Easter raditionsinclude Easter Egg Hunts and thePromenade down Center Street. TeMethodist Church has an egg hunt andcovered dish supper ater the Palm Sundayservice to which everyone on Folly isinvited. Te Baptist Church will host

    an Easter Egg Hunt on Saturday, April3 at 11:00 a.m. in the Folly River Park.Te event is or children grade three andyounger and is ree o charge. Pastor MikeReed said children should bring their ownbaskets, but no eggs. Lunch will be servedollowing the Easter Egg Hunt.

    Street and East Indian Avenue was built in1950. Prior to that, the Catholics met at theElks Club, which was located on the frontbeach in the 1000 block of East Arctic.

    Te inormation I received about theCity potentially directing Folly BeachGreen Belt unds to subsidize a purchaseo property by CCPRC was in a veryPUBLIC email that went out to meand six other board members. Te FollyBeach Parks and Recreation Committeedoes not have condential emails orsecret meetings. Tis revelation alarmedme, because we (FBPRC) have beenlooking or potential sites we couldpurchase with these unds or naturalpark spaces. I tried to contact City Hallby questioning some Council membersand the three I spoke to, im Goodwin,Dave Stormer and om Scruggs hadno knowledge o the transaction. LauraBeck knew o it through her relationship

    with Joe Qualey, the attorney or thesellers. When I questioned the Mayorabout the potential use o these unds at

    the last Council meeting, he reused anydiscussion.

    Yes, our Folly Beach Green Beltunds are sae and yes, Council wouldhave to vote to use Folly Beach GreenBelt unds or any use. Te act remains,the Mayor expressed to the CCPRCan interest in potentially directingthese unds ($218,000.00) to a jointpurchase without rst discussing it either

    with Council or the Folly Beach Parksand Recreation Committee. CCPRC

    has had an interest in buying the FBIand surrounding properties or a longtime, but in my opinion it is a discreditto CCPRC to have entered into thistransaction without inorming theresidents o Folly Beach, and giving usan idea o what the park would consisto or look like.

    A bad way to start your dayOn March 12, ocers were dispatchedto the 400 block o E Erie by a woman

    whose white Subaru wagon was reportedmissing. She said she had parked the carunder her house around 9:30 p.m. and

    when she came down the next morning,

    the car was gone. Te victim stated sheusually let the keys under the oor mat.Te neighbors had not seen any unusualactivity. Public Saety patrolled the islandsearching or the vehicle, but saw no carsmatching the description.

    Bad texting results in wardrobemalunctionOn March 12, Public Saety ocers weredispatched to an E. Huron residence by a

    woman who stated her live-in boyriendhad grabbed her and ripped her pantieso. She said he got mad when he sawa text message she had sent to a goodriend saying she missed him, but he let

    when she said she was going to call the

    police and accidentally locked himselout. Te victim stated the subject keptknocking on the door or her to let himback in but she was araid o him. Tevictim did not sustain any visible injuriesand told the ocers she would let herboyriend back in once he calmed down.

    He was just looking or his vacuumcleanerOn March 13 ocers re sponded to acall that an E Ashley home had beenvandalized while the tenant was goneover night and a blue upright vacuumcleaner valued at $100 had been stolen.She said she thought her ex-boyriendhad committed the act because she and

    a girlriend had gotten into a heatedargument with him the night beore atSnapper Jacks when he created a sceneand was kicked out. She said they hadlived together until last January, and hehad a history o being violent with herand she had called the police on himbeore. Te kitchen had ood and drinkthrown and splattered all over the oorand the rerigerator had been let open,causing $500 worth o ood to spoil.Several other large items such as pottedplants had been thrown around the

    kitchen, causing a rip in the linoleumand a large hole in the wall. In the livingroom a large ramed mirror was takeno a wooden chest and smashed againstthe wall. A lamp was damaged and twopaintings were ripped in hal and thrownacross the room, knocking items o theV table. Te victim stated that she hadgiven one o the pictures to her boyriend

    as a sentimental git and that the vacuumcleaner actually belonged to him.

    Underage males arrested or drunksleepingOn March 16 at 2:00 a.m. Public Saetyocers on patrol observed two oyota4-Runners parked diagonally acing the

    wrong way on 6th Street near E. Arctic.Tree individuals were sleeping in oneo the cars. When the ocer rapped onthe ront passenger window to get theirattention, the subject in the back seat

    woke up and got the ront passengerup. Te ocer advised them they werein violation o a municipal ordinanceand requested identifcation. Te ront

    passenger tried to get his wallet rom hispocket and was observed to be heavilyunder the inuence o alcohol. Heclaimed to have no ID on him, but his

    wallet ell open on the seat displayinga Georgia drivers license. Te ocerdetermined that the ID was a ake.Underneath the ake ID was a real SouthCarolina drivers license indicating thesubject was only 20. Ten the ocerapproached the driver side o the vehicle,but the driver would not wake up. Henoticed the driver had vomited down theside o the door. When the ocer fnallygot him awake, the suspect also displayedsigns o gross alcohol intoxication and

    was ound to be 19 and driving under

    a suspended license. Te third subjectdid not appear intoxicated and said hehad driven there in the other vehicle,

    which had an open case o Bud Lighton the oor board that contained ourbeers. Te subject was 20, and was citedand released or under-age possessiono alcohol. Te other two subjects weresecured in the patrol car and booked intoCharleston County Jail.

    Anyone missing a bicycle?On March 16 Public Saety Ocers

    responded to a report o a trespasser at216 E Ashley. Te complainant stated hehad been allowed use o the house by theowner who lives in Columbia, but whenhe arrived at the residence expecting itto be empty, he observed a beat up white4-door sedan parked underneath thehouse. He was met at the ront door bya emale who told him she was renting

    the house. She oered to leave andseemed very nervous and apologetic andseemed to be trying to stall him. Tecomplainant then observed two or threemales run out the back door, jump intothe car and ee the scene. While he wasgetting the license plate number, theemale jumped on a bicycle and triedto ee, but she ell o and ran througha neighbors yard. Te ocers did notfnd any signs o a break-in and nothingappeared to have been stolen. Tere was,however, a strong smell o marijuana.Te complainant only got a good look atthe emale, whom he described as beingabout 56 in her early 20s with longreddish-blond hair and a tattoo across her

    lower back. Te bicycle was placed intoevidence.

    At least they cleaned up their messOn March 20 at about 9:00 a.m. thedispatcher received a call that there

    were multiple subjects sleeping on thebeach at 4th or 5th Street East. Ocersresponded and located the subjects. Tearea was littered with beer bottles andcans and what was known by the ocerto be a marijuana grinder was sitting onthe groin just above the subjects. Ocers

    woke the subjects up and asked or IDsand inquired who owned the marijuanagrinder. A backpack was near one o

    the subjects and ocers asked i therewere any narcotics inside. Te ownersaid marijuana was in the ront pocketand the ocers retrieved a zip lock bagcontaining marijuana, which weighed inat 2.2 grams. Te subjects cleaned up thearea and the owner o the marijuana wasissued a citation or simple possession.Te subjects were released and the

    marijuana was taken into evidence.

    But, ofcer, its my birthdayOn March 21 about 3:00 a.m. ocerson patrol in the 700 block o E. Arctic

    were issuing citations to illegally parkedvehicles when two suspects came rombehind the house carrying a case obeer and put it in the back o a truck.Te ocers approached the subjects,

    who appeared to be under-age. Suspect#1 stated he was 20 and had beencelebrating his birthday on the beach

    with some riends. Suspect #2 stated hewas 19 and they had got a guy to buy thealcohol in exchange or a couple o canso beer. Te ocers wrote the subjects a

    citation or liquor law violationsand retrieved the remainingbeers.

    Susan Breslin, who has been vocalabout transparency in government, wasasked what she would do to open theCitys business to Council members andresidents. She said she would update thewebsite and try to have a structured wayor residents to talk to the people who

    represent them such as a Coee withyour Council type orum once a month.She was also concerned about the act thatFolly Beach is losing permanent residentsand would market Folly as a place orpeople to retire and to come to raiseamilies.

    Pennell Clamp, asked i he wouldenorce the policy o having Public Saetyofcers live within a reasonable distanceo Folly, said with only two o the Citys58 employees living on Folly You haveto question whether their heart is at FollyBeach, but the islands size and cost oliving were too prohibitive to make thata requirement. Asked i he avored lettingresidents vote on the City Hall expansion,Clamp said that would be okay with him,but suggested voters would be betterinormed i they could see or themselvesthe cramped the working space Cityworkers now use.

    Joel Flores, a 10-year resident o FollyBeach who works on Center Street saidhe has the pulse o residents, businessowners and tourists. Te business theybring outweighs people alling downdrunk on the street, but we need morepolice patrolling, he said when asked ihe avors street estivals. Flores, who hasbeen regularly attending City Councilmeetings or two or three years, was asked what procedures he would employ to

    make Council more cohesive. He decriedthe bickering and personal attacks he saidhave put issues vital to the town to the side

    and suggested that members meet moreoten outside o Council chambers.

    Laura Beck was asked what she woulddo to change the image o Folly as a partybeach. Having a good time and having aamily beach are not mutually exclusive,she said. Its about responsibility andmoderation. No one wants a drunkenparty beach, but parents like to go outat night and have a drink. Regardingthe recent change to once-monthly ull

    Council meetings, Beck said it slows downthe process but ordinances now requireonly two readings or passage and worksessions are productive, but she thoughtthere should me two meetings a month atwhich votes were taken.

    Bob Hatcher, who owns houses inboth Folly Beach and West Ashley, wasasked how he could be aware o summerproblems when he rented his house outin the summer. Te act that were notsleeping here every night doesnt mean were not aware o whats going on, hesaid.

    Paul Hume was asked what he woulddo to help move trafc on and o the

    island. Were building two new bridges,he said. We need to change them to threelanes two coming in early in the day,two going out later in the day.

    Regarding how he would enorce lawsor year-round residents who leave theirtrash and recycling receptacles out or weeks at a time, his response was thatneighbors should look out or one anotherand Folly doesnt need garbage policewriting citations.

    Te moderator thanked the audienceor coming and wished the candidatesgood luck with their campaigns.     Save the Light12 th annual Auction and Gala

    Last week, Save the Light held a contract award ceremony to welcomePalmetto Gunite Construction to their new job conducting the design

    and construction o Phase II o the Morris Island Lighthouse preservationproject. Te plan is to place 70 poured in place micro piles beneath thelighthouse. Te combined weight-bearing capability o these pilings will makethe existing oundation redundant and, once and or all, eliminate the worryabout ship worms damaging the original timber pilings. We expect that thework will be complete by the beginning o September. In eleven years, we willhave raised the unds, designed and built the parts o our plan necessary tocompletely stabilize the oundation o the lighthouse. Ater the expenditureo some ve million dollars, our cofers will be empty and we will need toundraise in earnest again to begin the work o restoring the lantern room,repairing the stairs and painting the structure.

    teadily creeping suspense, anxiety and tension almost suocate Roman Polanskisaudience in his new flm Ghost Writer. I loved every gasping moment o thisflm, which is based on Robert Harris novel Te Ghost. Harris co-wrote the

    movie screenplay with director Roman Polanski and did a superb job o taking thenovel to the screen. Te characters o the prime minister and his wie very closelymirror his ormer riend ony Blair and Blairs wie Cherie. A successul Britishghostwriter named Te Ghost (Ewan McGregor) receives the chance o a lietimewhen he agrees to complete the memoirs o ormer British Prime Minister, AdamLang (Pierce Brosnan), but like all great things in lie, they come with a price. Itcomes out that the only reason he is so honored is that his predecessor, Langs long-term aide, died in an unortunate accident. Tis is just the beginning: Te Ghost isplagued by mysterious troubles rom the moment he says yes.

    Te Ghost is whisked away in the unorgiving winter to an ocean ront house on anisland o the United States eastern seaboard--a perect environment to heighten thetension. With a acade o muted colors, stone, metal and wood, the home is almostlost in the stark, similar surroundings. Te haunting emptiness o a land void oattention with an ever-present storm brewing sets the tone. Te colors thatsurround the cast o characters mimics who they truly are deep inside. Te visual

    aspect o the flm is stunning and reminiscent o flms like Stephen Kings DoloresClaiborne. An Alred Hitchcock vibe envelops this flm, suggestive o North byNorthwest or Vertigo.

    Ghost Writer is ull o stark scenes fl led with a sense o dread. Long shots o peoplejust staring makes you eel like youre in the middle o one o Rod Serlings wilightZone episodes. You dont know what it is exactly, but its real. You know something,but you cannot put your fnger on it. Inormation seeps out like sap down a treemirroring the pace o the flm; slow, but drop by drop important. McGregor pushesorward, masterul ly putting the pieces together, solving one small mystery at a timeas each al ls into place like a giant gray jigsaw puzzle.

    Polanski makes you eel at one withTe Ghost as he stumbles. Not knowing who to trust, knowing that he should

    not be in this situation, but like quicksand losing ground and control, he isnow suocating and there is no way out.He has to solve the mystery! With anygood suspense thriller, you have to beready to wait or it, to allow it to build,and have patience. Dont get caught upin the slow pace o the flm; work with it.Use the stark visual environment aroundyou and camera shots to let your mindponder the players, review the acts youhave and when its time, be present andmove orward with Te Ghost.

    Te most essential part o GhostWriter is the musical score; the musictakes on a lie o its own, becoming adeeply compelling character. Alexandre Desplat achieves perection with this classica l,

    suspenseul score. Te nagging og horn in t he isolated landscapes, prominent use oscreeching strings and over all presence o the entire orchestra brings the true voiceand tone to this flm. Being a huge Hitchcock an, it was very apparent that Desplatwas inspired by Bernard Herrmann in his creative musical combinations which onlyampliy the flm noir awareness.

    Compared to the recent thrillers on the market, Polanski is a master o thisgenre. Ghost Writer is a haunting political thriller that reverberates with currentthemes, and the slow pace and content will speak to a very particular audience.
