    Iknow who runs this city, itsMarlene, said the late Rick Huin Come On Down, his 2003

    CD release. A lot o things have changedin the seven years since 2003, but onething has remained constant: City ClerkMarlene Estridge has run this little city bythe sea or 48 years.

    Estridge and her amily moved to FollyBeach when she was eight-years-old. Sheattended school on James Island and wentto North Greenville Junior College. Shemarried Marvin Estridge, her high schoolsweetheart, and raised two sons here.

    She came to work or the City o FollyBeach in 1962. Shes been here, donethat, and seen it all. Shes known all themayors, all the councilmen, all the cityadministrators, every person who hasworked at City Hall in the past 48 years.

    Although she was just a child back then,Estridge remembers the World War II years when Folly Beach was a hub o activity.Tere was no Myrtle Beach back then,

    she said. So many people came to FollyBeach that my Daddy used to rent out ourbedroomsand myb ro t he r sand sisters

    and I had to sleep on the ront porch.

    Tere was only one policeman at FollyBeach back in those days, according toEstridge, who remembers the blackout andthe 10:00 p.m. curew that was strictlyenorced. Later, when she was a teenager,she and her boyriend Marvin would goto McKevlins bowling alley not to bowl,but to dance. Tey also danced to the big

    name bands on the Folly pier.

    It was only natural that Estridge wouldput her secretarial and bookkeeping skillsto work in the place she loved best. FollyBeach was a township and Frank Heinsonwas chairman o the own Council whenEstridge came on board in 1962. I usedto count the money rom the parkingmeters, Estridge said. I wouldnt take abreak or go get a Coke until Id countedall the money. You have to be careu l aboutthings like that.

    Folly was a small town back then, saidEstridge. Tere were dirt roads and no city water. We bought water o a

    truck or fve cents a gallonin fve gallon jugs. imes were tough. Tere weretimes when Wallace(Benson) was Chie oPolice, when the Citydidnt have enough

    money to

    meet its payroll, Estridge continued, sowe worked without pay.

    I learned the rest o that story later romMayor im Goodwin. Marlene wantedto be sure the sanitation workers andpolicemen got their paychecks. Tey haveamilies to support, she said. Make sureyou pay them. Tats the kind o personMarlene is, he said.

    Goodwin talked about the frst timehe met Estridge. He had bought a houseon Folly and discovered there was anoutstanding balance on his water bill. Hewent to City Hall to protest, but Estridgewouldnt let him o the hook, telling himsomebody had to pay or that water. I wasthinking, Who does she think she is? Sheacts like she runs this place. Well, it wasntlong beore I ound out she did run thiscity. She contacted the closing attorney onthe house and got the money or the waterbill. She was going to make sure somebodypaid or that water.

    Ive worked almost every job at City

    Hall. Ive done the payroll, kept the books,issued business licenses and permits,collected water bills, anything thatneeded to be done, Estridge said.You might fnd me unstopping thetoilet or cleaning out the rerigerator.I pay taxes here. I I can do it mysel,

    Im not going to pay somebody tocome out and do it or me.

    Estridge is oten the frstperson people meet when theymove to Folly Beach and go toCity Hall to pay their waterbill. Estridge doesnt juststand behind the counterand collect the money. Over

    the years she has gone to thehomes o the elderly andshut-ins hundreds o timesto pick up their water bills.She said she has notarized

    countless wills and other legal documentsor residents o the island.

    I called her just last week to comeout and notarize a neighbors will, saidCharlotte Goodwin, wie o Mayor imGoodwin, and she was here in 30 minutes.Marlene is the most gracious, caring personI have ever known. She is absolutely thesalt o the earth. She added that Estridge

    still cooks or shut-ins on the island, wholove her tomato pie and clam chowder.City Hall and her church is her lie. Shesall about helping people, Goodwin said.Tats just the way Marlene is.

    Tats the way Estridge was whenHurricane Hugo struck in September, 1989.I couldnt live in my house or 10 months,Estridge said, but I came to work the dayater Hugo. She said things were hectic inthe atermath o Hugo and she spent longdays issuing business licenses and buildingpermits, dispensing donations o oodand water, helping people fnd contractorsand a place to live while their homes werebeing repaired or replaced. I never wantto live through something like that again,Estridge said.

    But, she would. I the residents o FollyBeach needed her, she would be there allday long with a smile on her ace and theright answer to any question anyone mightask. Te liner notes o Come On Downsay it all. Shes seen Mayors and Councilpeople come and go and shes still here. Sheknows, as we say in the South, where thebodies are buried and the mules are tied.I simply cant imagine City Hall withoutMarlene.

    Neither can I. In a place where we arebattling to preserve our sense o community

    amid the orces conspiring to turn our littleisland into Any Beachtown, USA, CityClerk Estridge provides the continuity andconnectiveness that reminds us all o whywe stay here in spite o everything.

    When I moved to Folly Beach the week aterLabor Day in 1976, it was the most aordableplace to live in the Charleston area. In 1974,

    there were no neon lights on Folly. Parking meters wereremoved and the stop light would switch to a blinkingcaution ater Labor Day. Tere was no Mariners Cay.

    Te boat landing was a campground. Te HolidayInn site housed the remains o an amusement park andthe dance pier was a ailing business. Sunset Point was a

    jungle with a neat hiking/running trail through it. Follywas small enough that, in the o season rom Labor Dayto Memorial Day, the locals would know almost everyonethey encountered in a restaurant or on the street. A letter

    with only a rst name would nd the correct mail box. Iliked it that way.

    I was an avid, though untalented, surer. Follygovernment was hostile toward surers. I sued FollyBeach in Federal Court on a Civil Rights theory (theConstitution protects even surers!). Te Judge saw it my

    way. A ter that case, Dennis McKevlin convinced MayorAdams and the Council to h ire me as City Attorney in Juneo 1976. Most o what ollows is rom my recollection. Iapologize in advance or any omissions or errors.

    When I picked up the les rom the previous CityAttorney, he gave me two le olders. I did not anticipatethat Folly would take up much o my time.

    Developers discover Folly Beach

    Almost immediately, developers rom Columbiaappeared with a plan to build hundreds o units wherethe County Park on the West End is located. Tey

    wanted to construct an iron rame and slot what lookedlike mobile home bodies into the rame. Council was

    lukewarm, as I recall. Opponents o the plan scheduleda press conerence at the site on a seven-oot tide. Whenphotographs showed a oot o water over much o thehighland, the project was deeated.

    Another group came to the city with a plan to buildCharleston-style homes on what is now known asMariners Cay. Tey signed a contract or the propertybut did not proceed. Instead, they sold the land to thegroup that developed Mariners Cay. Tese developersbrought sewer to the oot o the bridge rom JIPSD, adistance o almost our miles. Tis same group startedbuilding the units on Little Oak Island, which had beena campground run by Captain Blackie.

    Planning Commission: August 2Te new buzz phrase or the Planning Commissionis orm-based codes. According to Zoning Ocial

    Aaron Pope, City Council has asked the PlanningCommission to come up with some denitive standardsor new construction and ownership changes o

    businesses in the downtown commercial district,ormerly reerred to as C-1.Pope stressed that the new regulations would apply

    only to the downtown business area and would notaect residential properties. We dont want to tellpeople they have to have so many windows or paintthe walls a certain color. We are not looking or acookie cutter approach, Pope said, but we need someobjective standards other than height and mass or theDesign Review Board (DRB) to look at when it comesto commercial properties.

    Te Planning Commission viewed a lengthy andcomprehensive on-line presentation o orm-basedbuilding codes by the Form-Based Codes Institute,

    which led to a discussion among the planningcommissioners. Most vocal was Carl Hally, who

    wondered how the recent regulations enacted throughthe Comprehensive Plan that Planning worked on ortwo solid years would be impacted by the orm-based

    codes. Not much, according to Pope, who said presentcodes are very basic and they do not address the actualorm a building may take.

    Te present codes talk about mass and scale, but arevery vague about such things as community character.Its wide open. We dont have anything concrete. Itheyre in a litigious mood, Pope continued, ownerscould say Were sorry you dont like it, but theresnothing in your regulations that says we cant do it.Under current rules, there is really nothing we could doabout it.

    Much o the discussion centered on reasure Island,the inamous t-shirt store on Folly Road that wasbeore the DRB or eight or nine months and underwentmany revisions beore the DRB nally gave hesitantapproval, according to Pope. How did we get reasureIsland? he asked. We want Folly to be quirky andeclectic, but . . .

    Has the Mayor indicated that he wants this? Hallyasked. Tis has come through City Council, Poperesponded. We dont expect a major code adjustmentthat wil l take years to hammer out. Were not going tobe redeveloping the whole town, but we do need somearchitectural standards that are enorceable.

    Some people will be adamantly opposed to the idea,Pope continued. It will take a balancing act to get itthrough, but we need it.

    We have a window right now while the economyis down, Hally said. Its a good time to makesome concrete decisions about maintaining thecharacter o our community. Im assuming we makerecommendations, send it to City Council, the usualprocedures?

    Yes, said Pope, but he added that maintaining is

    one thing, while rebuilding is an entirely dierentmatter. What i a hurricane wipes us out and we haveto rebuild? What would you want Folly Beach to looklike? Pope asked.

    So the members o the Planning Commission agreedto knock around some ideas and send a proposal to City

    Council, which would then have its own input beoresending it back to Planning or a public hearing.Pope said later that orm-based codes are most useul

    in large areas and with new developments, but theycan also help dene a community vision. He said thistype o regulation takes into account actors such as theconguration, eatures and unctions o buildings basedon the objectives o the community and also considersactors like pedestrian use and social interaction.

    Form-based codes are prescriptive in that they statewhat you want, rather than what you dont want, Popesaid. Folly Beach residents will have a real opportunityto make an imprint here. I hope they will show up thistime and tell us what they want their community tolook like.

    What do you want Center Street to look like? Call AaronPope at City Hall (588-2447) or come to City Council andPlanning Commission meetings and the public hearing,

    which will be held later in the year. City Council Meetings arethe ourth uesday o the month. Te Planning Commissionmeets the frst Monday o the month. Both meetings arebroadcast on Comcast channel 60.

    City Council: August 10All Council members were present or the short meetingollowing a Council Work Session in which water andsewer rates were discussed and Steve Robinson broughtcouncil members up to speed on waterline confictsinvolved with the building o the new bridges.

    Resolution R26-10, which added an additionalamount not to exceed $19,250 to the cost o engineeringservices or relocation o the sewer main and thedevelopment o plans and specications or the waterline conficts, received unanimous approval.

    I really do think we need to quickly pull together toput orth a plan to dea l with DO, said Paul Hume. I

    think we have cards that we can play. I think we need toorm a game plan, and I think that the sooner we do itat this point, the better o we are.

    In a later conversation, Mayor im Goodwin saida civil engineer had been hired to act as a liaisonbetween the City o Folly Beach and the Departmento ransportation (DO) and to explain changes andprocedures to council members as they occur. It is well

    worth the money, Goodwin said. Tese bridges willaect us or a long time to come and we need to get itdone right.

    Te next City Council meeting will be on uesday, August24, at 7:00 p.m. in council chambers. Te meeting will alsobe broadcast on Comcast channel 60.

    While development was notembraced by all, it met little resistance. Inact, it rapidly gained momentum. TeMariners Cay developers proposed 700units on what is now known as SunsetPoint. Tis would have doubled thenumber o housing units on the island.Te City contested this in court.

    Sewer comes to Folly

    Te developers also wanted to extendthe sewer line rom Mariners Cay,underneath the river, directly to theproperty. Prior to this, Folly residents hadrejected an island-wide sewer system.

    Te City Council asked the citizensto approve a sewer system only orthe commercial district. Tey passedan ordinance restricting sewer to thedowntown commercial area unless anextension was approved by a reerendum.Several such extensions have beenapproved - Sunset Point being the mostsignicant. wo decades later courtdecisions weakened this ordinance. It waselt that i Folly had its own sewer systemwe could control it more eectively than ia private developer built his own.

    Te Holiday Inn

    Te Holiday Inn was built in 1982or 1983. It was original ly proposed as athree or our-story building. Just prior tothe construction o the Holiday Inn, thedevelopers discovered that Folly did nothave a height limitation in our commercialdistrict. One was immediately added, butnot without signicant resistance.

    Te Holiday Inn project representedthe rst real ght and several lawsuitswere led to stop it and stop the relocationo easements required or its construction.Not too long ater the Holiday Inn wasbuilt, two twelve-story buildings wereproposed, one on each side o the HolidayInn. Folly said, No. Tat case wentto court in 1984, and the Folly IslandResidents Association (FIRA) wasorganized to oppose most o the newdevelopment on Folly Beach.

    A house divided

    Many o the residents o Folly lovedthe island just as it was then. However,others elt that Charleston, Isle o Palms,and Sullivans Island were ourishing andthat Folly was stuck in the back-water.Folly Beach was not considered a chic placeto live.

    At the time, City Council was dividedthree-our on most development issues.It was a hostile and ugly time. Councilmeetings oten lasted until midnight withlibusters and more than once, councilmembers would skip the meeting so thatthere would not be a quorum. Tis wasdone to avoid a vote being taken. I wasordered by Council to sit at the ront table

    with them where I acted as the ofcialparliamentarian. It seemed to me thatone-third o each meeting was consumed with procedural maneuvering andarguments about Roberts Rules.

    Folly gets toughDuring this period, Folly Beach dened

    the outer limits o the Pending OrdinanceDoctrine in the Supreme Court. Beyondthat, Folly was one o the rst cities to

    use the initiative and reerendum process when City Council passed an ordinancegoverning height limitations.

    Te water system was upgraded in 1985ater we learned that we were losing about30% o the water we were buying. FollyBeach was involved in several lawsuitsduring the next two years, including amobile home suit in 1985, sewer rate suitsin 1985 and 1986, a major sign ght thatlasted most o 1985, another suit withMariners Cay in 1986 and then the big

    one - the Dry Stack suit in 1986.Tis is Part I of a two-part series on how

    Folly Beach developed from the bohemiancommunity of the 1970s to the currenttourist destination and commercial beach ithas become today.

    gol cart use. Would you pleaseveriy what you consider a main

    street? We live at 11th and Ashley Ave. and many, many times weve

    seen gol carts driving up and down Ashley, holding up trafc. Many

    o the drivers are kids. Isnt Ashley

    Ave. considered a main street asit runs north to south? I would

    appreciate you clariying that orus homeowners. I have threatened

    to call the police, but the gol cartdrivers say they can drive on Ashley,

    just not main streets. Tank you.

    Beach City Administrator oniConnor-Rooks, a main street is the

    same as a primary road. Only Center

    Street and Folly Road on Folly Beachare considered primary roads and

    all other roads are secondary, whichmeans that golf carts are allowed to

    drive on them. Golf carts are also permitted to cross primary roads to

    reach secondary roads.

    Summer is beginning to wind down,and as we dive deeper into hurricaneseason, wind patterns and tides are

    becoming increasingly unpredictable.

    Already there have been several near-drowning instances this summer, andthe local Fire and Police Departmentshave done great work in rescuingstranded beachgoers o all ages; which just goes to show that despite yourability level or age, undercurrents andincoming tides are a ormidable oe oranyone attempting to cross.

    Here are a few tips from Isle of PalmsFire Chief Ann Graham to insure thatyour next trip to the beach is a safe one:

    Never swim alone1. . I you are withsomeone else, or have someonewatching you, the odds are in youravor or a successul rescue i thingsprove disastrous.

    Know your tides and local weather2.conditions. I there is inclement weather, stay out o the water.Although storms create nice breezesand cool the beach down, the wind is a dangerous actor in ripcurrents.

    Rip currents are more prevalent near3. piers or sandbars. When the tidebegins to rise, the currents aroundthe sandbar intensiy rapidly, oten

    catching swimmers o-guard. Icaught in a rip current, swimmersshould stay calm and go with it.Trying to fght a rip current will waste a lot o necessary energy toget back onshore.

    Call 911 immediately i you see a4.swimmer in distress!

    Watch your children constantly while5.they are swimming, no matter howshallow the water is in which theymay be wading or swimming.

    While these may be obvious tips, they arevery necessary. Understand that you are outo your element in the water, and that theserip currents and undertows are extremelydeadly. It is o the utmost importance thatwe respect the sea and its powerul majesty,but at the same time realize that it has noregard or human lie.

    Most Lowcountry citizens have beenthrough some serious storms intheir lietimes and when hurricane

    season rolls around, a palpable level o anxietyis present; especially on the barrier islands.But while the rest o the coastal communityis Saran-wrapping their valuable documentsand stocking up on canned goods, surers arewaiting or that rst storm like a kid waits orChristmas morning.

    As most beachgoers are aware, Charlestonis not exactly the wave capital o theSoutheast, but when tropical depressionColin swung by about 800 miles of o ourcoast on August 7, it kicked up some amazingswell. Waves ranging rom chest-high to theoccasional head-high set brought tons oactivity out to the Isle o Palms, SullivansIsland, and Folly Beach breaks. Severalamateur and proessional photographers

    with high-resolution lenses also appearedalong with the surers, snapping pictures osurers hitting the high waves and occasionalbarrels. It was a great change o pace romthe hot, lazy days o an otherwise swelteringand uneventul summer.

    As tropical depression Colin began todissipate on August 8, our sur began toreturn to normal, though many onlinesurng sites predicted that the efects o the

    storm could be seen in the swell upwards oWednesday.

    Surers do look orward to swell generatedby storms, but not hurricanes or stormsdangerous enough to threaten the saety oresidents. One item o concern is the saetyo surers during large swells. I the sur isrougher than normal, sur with a buddy,wear your leash and dont let the current dragyou too ar rom your original position.

    Ater ofcially releasing the Mark ClarkExpressway Drat Environmental ImpactStudy (DEIS) and the Recommended

    Preerred Alternative on July 28, 2010,some concern was expressed that havingtwo public hearings at one central locationcould limit the ability to reach all o thepeople who may want to share theirthoughts and comments.     Charleston is a great place to beshing. No matter what type osh you want to catch, they are all

    active and biting! While shing or redshremains strong, weve seen a pickup in thetrout bite even with increasingly warmer water temperatures. Seasonal species likeSpanish mackerel, ladysh, bluesh andshark are also still available.

    Using live bait or redsh can be veryeective. However, during this time oyear, little sh that will quickly devouryour bait can make lie dicult. Somedays they even make my two avorite livebaits, shrimp and blue crab, unshable.Fortunately, you can solve thi s problem byjust bringing your cast net along. Te wateris teeming with nger mullet, menhadenand more. You can rig these baitsh underpopping corks or on the bottom. Bothways, redsh will nd them and it is hardor a redsh to resist struggling bait!

    Te trout bite has markedly improvedin just the last ew weeks. Te number osmall and medium size trout is noticeableas compared to earlier this year when youwould only nd a ew large trout. Poppingcorks are your best bet or trout that willalso eagerly eat nger mullet. ry shingover oyster beds, in creek mouths oraround structure. Make sure to reel back

    the corks at an even pace, letting the baitall in the water and appear natural.

    My avorite summertime sh isdenitely the ladysh. I you havent seen

    one beore, it looks like a small skinnytarpon. Just like a tarpon, ladysh put upantastic ghts with acrobatic jumps andast runs. Oten a sherman thinks he has

    hooked a big trout only to see a ladysherupt and tail walk across the water. Youllnd these sh along oyster beds and shellrakes. Live shrimp under a popping corkis very eective.

    Fly shing has also experienced a goodseason.     Te truth hurtsFolly Beach Public Saety stopped avehicle with three occupants about 3:00a.m. on July 12 because it didnt havea month sticker on the license plate.Te driver admitted to driving under asuspended license. Te passenger in theback seat was constantly moving aroundand when the ocer asked him i there

    were any illegal substances in the vehicle,the woman in the ront passenger seattold him to tell the truth. He admitted tohaving an open can o beer. A personalsearch o the occupants was conductedand the ocer ound a plastic baggie onthe man with the beer. When the ocerasked him what was in the baggie, thesubject looked down at the ground andsaid he didnt do drugs. ell the truth,the woman said again and the subject saidYes, sir, I smoked weed the other nightbut I was real drunk. Te subject, whoexplained that he was active duty Army,

    was arrested or open container and the

    policeman spoke with his commandingocer in Fort Bliss, exas, regarding hisdrug use. Te vehicle was released to the

    woman and the two men were transportedto the County Jail.I dont remember what happened

    About 9:30 p.m. on July 16 a Public SaetyOcer dispatched to a drunken driver call,saw a car parked partially in the roadwayright beore the intersection o SecondStreet and East Cooper. Te drivers sidemirror was smashed and broken glass wason the window sill. Te driver was highlyintoxicated and had apparently run intosomething, but he couldnt remember whathappened. He had blood splattered all over

    him and was treated by EMS at the scenebeore being transported to jail and charged

    with public drunkenness.

    I the shoe ts . . .A man who was hitting his girlriend in theace with his shoe about 5:00 p.m. on July17 was arrested or assault and battery. Tey

    were arguing in the street in ront o theirhouse because the woman had caught himtrying to steal her prescription Aderol. Tegirlriend, who admitted to having slappedhim when she rst caught him trying tosteal her pills, reused EMS services.

    Hit and runA Public Saety Ocer was agged downabout 9:00 p.m. on July 18 by a witness

    who said a man almost ran over him thenplowed into another vehicle and ed thescene. Te ocer ound the driver parkedabout a block away behind Snapper Jacks.He admitted driving into the vehicle asit was legally parked just o East Cooperand Second Street. Te two people, who

    were sitting in the parked vehicle whenit was struck, conrmed the identity othe suspect, who ailed the nger-to-noseand ABC tests on the scene. He was takento the County Jail, where he reused abreathalyzer test and was booked on DUIand hit and run.

    Im grumpy til I get a cup o cofeeA woman who had been reported sleepingon the beach about 10:00 a.m. on July21 apparently walked to the Crab Shackand sat down on the bench in ront o therestaurant, where Public Saety Ocersmade contact with her. Te subject wasvery agitated and said she had come to

    the beach with a man she met whosename she didnt remember and that shewas homeless. When the woman startedswearing at people who were passingby on the sidewalk, she was arrested ordisorderly conduct and transported to theCharleston County Jail.

    Tats no way to treat a thieA man cal led the Folly Beach Departmento Public Saety to complain about the

    way his girlriend had been treated whenshe was caught shopliting at Folly Girlzabout 7:30 p.m. on July 22. Te unknownsuspect let the store ater pulling on ablack bikini bottom under her clothingand was not apprehended. Te man

    let his phone number and asked theresponding ocer to ca ll him. Police wereable to identiy the caller through hisphone number, but he would not identiyhis girlriend or answer any questions. Hesaid he just wanted to complain about theunair treatment she had received.

    We just cant get along anymorePublic Saety was dispatched to theHoliday Inn about 2:00 a.m. on July 23or two guests who were involved in anargument. Te couple, who were bothhighly intoxicated, stated that they hadbeen making the rounds o the Folly

    Beach bars and just couldnt get alonganymore. Te responding ocer removeda .44 revolver rom the mans dufe bagand placed it in the evidence locker.He was arrested or drunkenness anddisturbing the peace. Te woman wastaken to the Folly Beach Public SaetyDepartment to await a ride home.

    Best herb Ive had in a long timeOn July 24 about 3:30 a.m. a PublicSaety Ocer spotted a man lying undera truck on East Second Street. Teocer woke the man up and got him outrom under the truck. Te subject wasclearly intoxicated and stated that he wasplanning on sleeping under his truck thatnight because he was too drunk to drivehome. On the ground next to him werehis cell phone and a small wooden boxcontaining a green leay substance. Whenasked about the substance in the box, thesubject said it was his herb and it wasthe best herb Ive had in a long time.He was issued a City citation or simplepossession o marijuana and allowed to

    call his brother to come pick him up.

    Show me how to walk the dogA man walking on the beach was bittenby a male boxer-pointer mix that lunged athim around 7:30 p.m. on July 24. Te dog

    was on a leash, but the owner did not haverabies or tag inormation or the dog. Teman received a six-inch bruise and a smallpuncture on his thigh. Its not clear whathappened to the dog or his owner.

    Where did you leave the car keys,honey?

    A man said that when he and his wiewent to bed about 11:00 p.m. on July 24,

    the keys to their car were on the nightstand and when they woke up the nextmorning the keys and the car were bothmissing rom their home in the 400 blocko East Arctic. Te victim said his walletand his wies pocketbook were in thecar as well, and the gas tank was ull.Tere were no signs o orced entry, butthe victim said the sliding glass door atthe rear o the house was not locked. Hesaid neither he nor his wie heard anythingduring the night and he had no idea who

    would have taken the car. No evidencewas collected rom the scene.

    When ya gotta go, ya gotta goJust ater bar closing time on July 25,Public Saety Ocers on oot patroldiscovered a man with a beer in one handand his penis in the other urinating inan alley behind 21 Center Street. Aterallowing him to nish the business athand, the subject was cited or opencontainer and disorderly conduct and thenreleased to his riends.

    Renter bewareA North Carolina woman who had wired$320 through Western Union as a depositon a beach house, walked into the FollyBeach Police Department to report thatshe was the victim o a raud. She oundthe house listed on Craigs List and aterreceiving an emailed contract, she wiredthe money to an address in Laayette,Indiana. When she arrived at the beachhouse, someone else was renting it. Policein Indiana said the man had deraudedother tourists, but they had been unable toidentiy or apprehend him.

    Movies in the middle o a series are like middle children. Te rst one isamazing and new and gets lots o attention, and the last one, the baby, is oten

    a memorable summation and celebration. Te Girl Who Played with Fireis theneglected and not-so-interesting middle child o Stieg Larssons thriller trilogy.

    Te movie has all o the elements that made the rst lm, Te Girl with the Dragonattoo, outstanding. Noomi Rapace has reprised her role as Lisbeth Salander, the Goth-

    girl super hacker who smoothly disappeared with a boat load o cash at the end o the

    rst lm. Our avorite letist magazine reporter Michael Nyqvist returns as MikaelBlomkvist, but missing rom the lm was the connection between these two characters.

    In the rst lm, the story brought this oddly-matched pair together with explosivesexual chemistry and quirky interactions, while Te Girl Who Played with Fire keeps

    them apart the entire lm, pulling away rom the lms energy.

    Te Girl Who Played with Fire seemed to not know what story it wanted to tell.

    Tere were a couple o storylines introduced in the rst hour o the lm, which wereinteresting i they would have been given the chance to play out, but as soon as you

    began to wrap your head around one you were suddenly thrown into another plot.What the lm is about then has nothing to do with the rst hour. Lisbeth is ramed or

    a series o murders and she is on the run. While spending most o her time in hiding,

    Mikael tries to gure out who ramed her and why.Te one interesting part o th is lm is that we delve more deeply into Li sbeths violent

    past, but this tidbit does nothing to help the lm in the long run. It was like watchinga V crime series mixed in with a James Bond lm. Tere is one random incident ater

    another with a seven-oot-tall Bond-esque villain who cant eel pain. I elt the directorwas trying to pull one over on us; like we wouldnt notice that this lm was boring and

    played too many action movie clichs.

    It is bad enough the plot is erratic, but the characters are played out. Te look o the

    lm is right out o communist Russia. Niels Arden Oplev directed the rst lm andcaptured the dark tone o the trilogy beautiully, while new director Daniel Alredson

    became the middle child. Stieg Larsson is probably rolling over in his grave at the sight

    o this male objectication o the emale gender. It is not true to the authors belies andpassion. Ten we have the 129-minute run time which is just painul to sit through;

    the polar opposite o the rst lm which had you on the edge o your seat rom start tonish!

    Te lm was, at best, disappointing. Lets hope or a better outcome with Te GirlWho Kicked the Hornets Nest.

    For 16 years, Sherry Hering has runa small business on James Island. While a successul businesswoman

    in her own right, Sherry noticed that a loto the nearby businesses were struggling

    and it wasnt just due to the economy,it was also due to a lack o exposure notonly to potential customers, but to otherbusinesses, as well. Tis thought grew inher mind until one day the answer cameto her: the islands needed a proper, locally-ocused Chamber o Commerce, one thatwould draw attention to the sea islands andshare the amazing diversity o businessesand activities that Charlestons barrierislands have to oer.

    Sherry began working on the conceptin early 2009 and immediately beganreceiving positive responses. oday, shehopes to have at least 200 members by theend o 2010.

    Its a big goal, but weve been so wellreceived, said Sherry. Folly Beach, James Island, Johns Island and Kiawahand Seabrook Islands all have individualneeds, but they also have common needs;rom homeowners insurance to coastalpreservation to trac issues. For our frstyear, we will ocus on one individual projectarea or each island and one greater projectwhich will encompass all o the islands.

    According to their membership packet,the goal o the Sea Islands Chamber o

    Commerce is to promote the economicgrowth and quality o lie in the sea islandsarea . o provide a clear, persuasive voiceor the business community in governmentalaairs on ederal, state, county and local

    levels [and to] provide services designedto enable the public and private sectors toimprove productivity and promote the seaislands area as an economic, educationaland recreational center while providingmembership services and networkingopportunities or its members.

    In order to achieve these goals, the SeaIslands Chamber o Commerce, or SICC, will oer everything rom resources orsmall businesses such as managementassistance and unding sources, toChamber membership directorylistings, advertising, networkingevents, business awards,leads groups, culturalassistance such as ESL

    (English as a SecondLanguage) classes,and even group healthinsurance.

    Tis is apart o theC h a m b e rthat is verynear anddear to myheart, said

    Sherry. Te costs o running a smallbusiness are both fxed and variable, andhealth insurance can be a big fxed cost.

    Te Department o Insurance or SouthCarolina has agreed to use the SICC as apilot program, allowing small businesses tocome together as a Health Insurance GroupCooperative. It is the intention o the SICCthat all members o the cooperative willhave access to quality medical care as wellas the option o dental, optical, lie anddisability care. Since this is a pilot program,Sherry is hoping to get as many local smallbusinesses involved as possible so that theDepartment o Insurance will see howbenefcial a program like this can be to

    cash-strapped business ownersand employees.

    Businesses in thearea have been very

    receptive to theidea o having alocal Chamber oCommerce, Sherry

    was happy to note.BB& has given us

    On top o that, three dierent real estatecompanies have oered us the use o anoce space, rent-ree or a year!

    Even Robert Smith o the VisitorsV Network is volunteering his servicesby creating a promotional video orthe Chamber to be shown at the SICCheadquarters and to be distributed tobusinesses and individuals interested inrelocating to the sea islands area.

    Tere are so many amazing things todo and see around here, and we need to getthe word out, smiled Sherry. We want togive the sea islands a voice and we want tounite small businesses in the area; and wecan do it with the Sea Islands Chamber oCommerce.

    Membership in the SICC ranges rom theIndividual level to Admiral, and withannual dues starting at just $250, almostany small business or individual can become
