    Aproposed playground at the intersection o 5th Street West and

    West Cooper is one step rom approval, despite the oppositiono at least two rustrated neighbors.

    Folly Beach s existing playground, the imothy . Goodwin PiratesCove Playground (under the water tower on the 500 block o Ea st Erieand East Hudson), was approved and constructed in 2004. At thattime, a 50-oot by 110-oot city-owned right-o-way between 5th block

    West Cooper and West Beach Court was also approved or a park orplayground.

    Its nothing new, says Mayor im Goodwin. Te concepts beenaround since 2004, when Vernon Knox was the mayor. Te concept

    when they built the frst park was to have one on the west end or thoseolks.

    On December 14, City Council is expected to consider a $18,425bid by the Just For Fun Playgrounds company to construct the newpark. Te playground will incorporate a surfng theme, catering to boththe two-to-fve and fve-to-twelve-year-old age ranges. Play equipmentincludes a custom-made lieguard stand jungle gy m,a bobble rider, a gyro twister, saddle spinners,and a swing set. Te cost incorporates landscaping,mulch, encing, and equipment that complies withthe Americans with Disabilities Act.

    Teres a lot o prep work to be done or thesite and to make it ADA compliant, says Parks andRecreation Board Chairwoman Sharon Hally. Temulch has to be certain depths and some o theequipment has to be accessible to children (withdisabilities). Were not just going to Wal-Mart andpicking up a play set and sticking it out there.

    Te playground will include a bike rack, trashcan, two benches, a picnic table, and attractiveencing (not chain-link). Initially, it will not includea bathroom or a picnic shelter gazebo in order tomeet the parks budget. Te $18,000 is alreadyearmarked or a park or playground on the beach,in part through the Sea and Sand Festivals annualcontributions to the Parks and Recreation Board.

    that the land and money could bebetter utilized in the short-term. Richexpresses the need or a dog park onthe island. No legal o-leash publicareas currently exist or dog owners onFolly Beach. He cites a resident who wasrecently ned $500 or swimming withhis dog, suggesting that a dog park is agood solution to exercise dogs until the

    details o an o-leash area on the beachcan be established.

    We dont have a lot o land where wecan do these kinds o things, says Rich.I think it would be more benecialto everyone on the island to constructsomething where more people arecovered, instead o just one age ra nge.

    Rich says that a simple dog parkwould be inexpensive and leave the landavailable or a new use in the uture.He also suggests a skate park as analternative use, providing an approvedhangout or the teenagers and kids whoride their bikes a round.

    Not unexpectedly, the homeowners

    closest to the right-o-way propertyhave expressed their disapproval o theproject. In a letter to Council, Gregoryand Diane Saylors o 501 West BeachCourt pointed out that the park

    would literally be 35 eet rom theirback yard, in clear view o their amilyroom, dining area, master bedroom,deck and kitchen.

    Would you like to overlook and hearthe noise o a public park a ew eet romthe main living areas o your home?they asked. A vote in avor o the West5th Street Park will deny us and ourneighbors that to which we are legallyentitled under South C arolina law.

    Although the possibility o developingthe city-owned right-o-way has alwaysexisted, now that its an imminentpossibility, the Saylors ear a park will

    attract problems to their quiet street.Unlike the Pirates Cove playground,the West Cooper parcel is sandwichedby private property lines, instead oexisting thoroughares and the Cityspublic works acility.

    Picnickers will utilize the adjacent woods as restroom acilities, trashreceptacles, or illicit activities out othe purview o law enorcement, they

    wrote. Other complaints they raisedinclude the use o playground parking bybeachgoers; issues with trash, garbage,and security; a nd the residence o Follysonly registered sex oender our blocksaway. Finally, they ear the depreciationo their property value.

    Te Saylors next door neighbor, JohnGreene o 503 West Beach Cour t, echoestheir concerns. A letter rom Greeneto Council complains that police havenot responded quickly to complaintsabout parties at his neighbors house,and worries that the police orce is notcapable o adding another area o patrolto their duties.

    I suggest Council does not haveenough inormation or plans to properlyevaluate and vote on this project, saysGreene. I also dont think you havethe money to do it and maintain itproperly.

    Greene even points out that a neighboro the park on Ash ley Avenue sunbathesnude, complementing the sex oenderproblem. He also expresses support ora dog park on the property, believing

    that it would generate less trafc andnoise pollution than the kiddie park. A grandather, Greene says he loveschildren, but eels the lot may be bettersuited or the birds and wildlie thathide in the thick underbrush around itnow. He ears hell lose the serenity ositting on his back porch with a beer anda pot ull o oysters.

    I am convinced you will do somethingon this property without considering theunintended consequences to my amilysand others detriment, wrote Greene. Ido not eel I am being protec ted I eellike I am all alone.

    Mayor Goodwin stresses that the

    land has been zoned or a playgroundor six years, and has always been apublic right-o-way with the possibilityo construction. He doesnt supportthe dog park idea, and says that whenthe City last attempted to open ano-leash area on the beach, it attractednon-residents and was a nightmare tokeep it clean.

    Goodwin says it will be a simple toiletand sink, with no lights, open onlyduring the daytime. He also points outthat no grand trees will be cut down,and a big live oak will oer shade to theplayground.

    Lest opponents accuse Goodwin osupporting a pet project, its importantto note that in last years election,incumbent Carl Beckmann listednishing the new playground as his rst

    priority amongst cosmetic improvementsand amenities on the island. Goodwinincluded a bike lane on West Ashleyand saety improvements, but did notmention the playground.

    Te Mayor does emphasize that themoney or the playground is alreadyallotted and cant be spent on anythingother than parks and recreation purposes.He believes that once its built, citizens

    will util ize and enjoy the park as they dothe others on the island.

    Tis isnt the rst time a park hascome up, says Goodwin. Every timethat we as a city have endeavoredto build a park, including the Folly

    River Park, which I was not initiallyin avor o spending the money or, tothe basketball courts and tennis courtsand playground on the east side, theresbeen a little bit o pushback rom a ewresidents. Ten you go rom there.

    Letter from the editor...

    Many o you know how dicult these past six months have been orme. My ather passed away on October 7 ater a valia nt struggle withlung cancer. I spent every other week with him in Greenville and I

    was blessed to be holding his hand when he died.

    I continued as editor oTe Folly Current throughout this dicult periodbecause o my dedication to the re aders and my desire to make sure Folly residents

    knew what was going on in their city and, particularly, their city government. Idont regret that decision; I somehow managed to get it all done.

    But, in November I submitted a request or an indeterminate leave o absenceeective January 2011. I wanted to give the publisher oTe Folly Currenttimeto nd a replacement or me and to hang on or a couple more weeks duringthe transition. I have enjoyed my year as editor o the Currentand I leave withmixed emotions, but I am condent that Stratton Lawrence, who will be ta kingover as the new editor, will work hard to give you a quality newspaper andcontinue to provide you with the inormation you need as well as his uniqueperspective on the Folly Beach we al l know and love.

    I know my ather would tell me that theres not enough time let at my age tobe a slave to deadlines. He always said that we are in this lie or one purposeand one purpose only to grow in wisdom and to learn to love. My children,grandchildren, siblings and riends wi ll be my new priority, and I hope to traveland get involved with humanitarian eorts and learn everything I can. Wisdomdoesnt come just through knowledge, though. It requires time or contemplation

    and assimilation. I hope I will u se my newly-acquired time wisely.Youll still see my by-line rom time to time because old writers can never

    stop writing. Ill still be here, and you can expect an occasional article rom meabout the important and very complex issues Folly Beach will be acing in thecoming years.

    A one-way trip to jail

    A woman turning the wrong way ontoEast Arctic just ater 2:00 a.m. on

    November 11 was ound to be drivingunder a suspended license. She was

    arrested or driving the wrong way on

    a one-way street and driving undersuspension and was booked into the

    Charleston County Jail.

    When ya gotta go . . .A North Carolina man discovered

    urinating in the parking lot at theCounty boat ramp about 4:00 a.m. on

    November 21 was issued a city citationor disorderly conduct. When it was

    discovered that he was taking his boat

    back to North Carolina in preparationor going overseas, he agreed to pay his

    ne on the spot and was allowed to getback on his way.

    Enoughs enough

    Around 11:00 p.m. on November 26a Public Saety ocer was dispatched

    to Planet Follywood on a complaintby employees o an assault. When the

    ocers arrived, they were told that a

    regular at the establishment had startedan argument and become disorderly.

    Ater being asked to leave several times,the man nally did leave but continued

    to stand on the sidewalk out ront. Whenan employee walked to the door, the

    subject lunged at him in an unsuccessulattempt to hit him and then walked

    up the street. Te Planet Follywood

    employee ollowed the subject to Snapper

    Jacks, where another argument ensued.Te employees were adamant about notpressing charges and they did not want

    any urther investigation, but they did saythat i the subject returned to the Planet

    that night they would call the police andhave him put on a no trespass notice.

    That wasnt where I asked you to

    take me

    Public Saety was dispatched to the

    300 block o East Arctic a little ater3:00 a.m. on November 27 by a citizen

    complaint about a man screaming in thestreet. When the ocers arrived, they

    heard a man scream in mock distress andthen laugh and yell some proanity. Tey

    shined their fashlights under the house

    at 301 East Arctic and observed a youngman stumbling around in his stocking

    eet with his pants unbuttoned and hisfy open. Te subject, who was covered

    with dirt and grass, was unsteady onhis eet and smelled heavily o alcoholic

    beverages. He said he didnt know wherehe was and asked the ocers to drive

    him to his residence in Mount Pleasant.When asked or identication, the subject

    said he didnt have any ID on him but

    the ocer saw that he was carryinga wallet, which he removed rom his

    pocket. Te wallet contained an Arizonadrivers license with the subjects name

    and picture. When the license was runthrough the system, it was determined

    to be ctitious. A check o the SouthCarolina DMV revealed that the subject

    was 18, which was two years younger

    than what the phony Arizona licenseindicated. Te subject was given a ride to

    the Charleston County Jail where he wasplaced under arrest or disorderly conduct

    by intoxication and possession o a akedrivers license.

    I dont know how those pills got in

    my pocket

    Ocers were dispatched to the Sur Barat 1:30 a.m. on November 29 by a woman

    who said her purse had been stolen. By

    the time the ocers arrived, the woman

    reported that the bartender had ound

    her purse in the restroom but that aprescription bottle containing her Adderall

    was missing. Te bartender stated that thelast people to use the restroom were a man

    and woman who were together. While theocer was taking the report the bartender,

    who was standing next to them, pointed

    to a man and woman crossing Cooper atCenter Street and shouted Tere they go

    now. Te ocer caught up with them andasked them i they knew anything about

    the victims purse. When they denied anyknowledge o it, the ocer asked the man

    i he had any prescription drugs on him.He pulled two prescription bottles rom

    his pocket and said Tese aremy prescriptions. Te ocer

    could see the victims nameon one o the bottles, so he

    grabbed it out o the mans hand. Inside

    the bottle were 16 Adderall tablets. Tepill bottle was photographed or evidence

    and returned to the victim. Te subjectwas secured in the back o the patrol car,

    where he suddenly complained o havinga seizure. EMS was called to transport

    the man to MUSC and while he wasbeing evaluated, the ocer obtained a jail

    clearance and the subject was booked into

    the Charleston County Jail or receivingstolen goods and possession o a controlled

    substance. Te 29 Lorazepam tablets inthe prescription bottle bearing the subjects

    name were placed into evidence or saekeeping while he was in jail.

    Ihave a eeling Disney is trying to make a come back with this years spirited recounting oRapunzel through the new animated eature, angled. Once Pixar hit the scene, Disneyhas been struggling to regain its title as prime animator. We all know the best ormula to

    bring in the movie crowds is to entice the audiences childhood memories and go old school!Disney has had some bumps recently on the animation road (think Te Princess andthe Frog or, even worse, Chicken Little), so theyve gone back to their basics; but witha modern twist. Using CGI rather than the hand-drawn style o the past, Disney hastaken an old story and breathed new lie into it.

    Te lm has a strong storyline that is loosely based on the tale o Rapunzeland her long golden locks. Forced by an evil woman, whom she believes tobe her mother, to stay hidden in a tower, Rapunzel (voiced by Mandy Moore)dreams o the day she will be able to break ree. She soon nds a way outthrough a endishly good-looking thie (voiced by Zachary Levi) who climbshis way into her tower and nds himsel tangled up in her unconventional lie.

    angled cannot hold a candle to Disneys towering classics, but its certain to

    remain one o the seasons best bets or amily entertainment. I ound the scoreto be a bit disappointing. Te legendary Alan Menken who gave us Te LittleMermaid, Beauty and the Beast and Aladdin seems to have lost a bit o magic with this lm. Te bright and un storyline combined with some great supportingcharacters, though, will charm both kids and adults alike, even i the score is lacking.Just like Rapunzels long golden locks, this lm is a smooth ride or everyone and willspark a bit o magical un or the season.

    Plant an oyster garden, restore fsh habitatBy Kristin HacKler

    Its a act that more and more o the public oyster bedsaround the Lowcountry are closing every year due tocontamination. In act, most o the river-side o the Isle

    o Palms has been shut down due to higher-than-acceptablelevels o ecal coliorm in the water. Tis could be caused byanything rom leaking sewage pipes to waterront propertyowners not picking up ater their dogs, but the end result

    is the same: there is too much pollution in a large portiono our waters and not enough oysters to lter it all.Tats where Stephen Czwartacki comes in.

    A shellsh biologist with the Department oNatural Resources, Stephen has been pulling out allthe stops to get a shellsh recycling and restorationproject going along our coastal waters, and as o lastyear he launched the rst o what will hopeully bean annual seasonal project geared toward restoringand maintaining our precious oyster beds.

    Te concept is actually quite simple. With the helpo local homeowners with docks on their property,Stephen asks volunteers to spend a couple hoursonce a month putting together oyster collection bags. Tebags - basically large mesh sacks lled with oysters shells

    which have cured in the sun or six months so as to killany potentially harmul bacteria - are then suspendedrom homeowners docks or one month where they collectthousands o little oyster larvae called spats. Te seededbags are then collected by DNR staf and distributed inareas where they can help build new beds. Te process isrepeated three times during the warm summer months,and each bag creates about three-ourths o a square metero new oyster bed. Last years program launch resulted inthe creation o 900 seeded oyster bags which helped tobuild almost an acre o new oyster bed: thats quite a lot

    when you think about the act that a single oyster lters upto 50 gallons o water a day.

    Oysters are a keystone species in our habitats, Stephenexplained. Tey suck in water and lter it, and what theyexcrete is eaten by crabs and shrimp, which come out andpopulate the area. Ten sh come to eat the crabs andshrimp. Tey really do keep a habitat up and running.

    With the successul launch o the program last year,Stephen hopes to bring on even more dock owners and

    volunteers this year, and especially hopes that local

    restaurants and caterers will also participate by donatingtheir used oyster shell s to help with seeding. Even the oystershells let over rom a private oyster party will help.

    We had a community participate last year and theybasically threw a big picnic, during which everyone tooka turn bagging oyster shells, said Stephen. We woundup with more than 200 oyster bags ready to go ater onlya couple hours. Were hoping we can do more communityevents like that next year.

    While South Carolina imports more than hal o itsannual consumption o oysters, Stephen is adamant thatour local oysters are some o the best in the world.

    We have a phenomenal growth rate with our oysters,said Stephen, pointing out that i someone were to take one

    o the programs oyster bags and hang it properly (where theoysters are exposed during low tide) or a year as opposed tothe one month seeding time, a hal pound o oyster shells

    would yield 25 pounds o good-sized oysters.

    Teres a program very similar to this in Chesapeakewhere people pay $70 to participate, said Stephen, pointingout that their program is learning rom the mistakes o

    Chesapeake, where the oyster beds have been seriouslydepleted.

    Te main goal o the oyster re-seeding project isto restore oyster beds and create sh habitat, therebyrestoring the marsh dynamics in sufering areas.Because the goal is to create oysters rather than eatthem, oyster shells can be used rom polluted areas.However, part o the long range goal is that these newoysters in polluted areas will help the beds already inplace by ltering even more water and restoring thebeds so that they can once again be harvested by thepublic.

    Stephen and his team will be ocusing on areas withinthe North Edisto/Wadmalaw River watersheds this comingyear, and hope that residents o Johns, Kiawah, Seabrookand Wadmalaw Islands as well as other coastal barrierislands - will help with the re-seeding project either by

    helping with bagging or allowing the use o their docks orbag seeding. Specic areas on the list or restoration thiscoming year include Leadenwah Creek, oogoodoo, andBears Bluf.

    have been antastic! Fish aredevouring anything thrown at

    them; whether its live bait, articiallures or ies, they are all working well.

    Combined with pleasant sunny days, itsno wonder why anglers love this time o

    year.

    Redsh are continuing to orm in

    bigger and bigger schools. We have

    ound some with more than a hundredsh in them and these schools will only

    continue to swell in numbers. Jerk shadarticial lures are working the best and

    you can watch the redsh bumpinginto one another as they scramble to

    eat them. Since we are trying to imitatesmall baitsh, we are throwing articials

    that have dark grey or blue tops, and

    silver or white bellies. Zmans Jerk Shadin Smokey Shad or Shiner are working

    well and their lures are very durable, aswell.

    Stealth is key when approaching thesebig schools o redsh. Youll certainly

    want to turn your engine of well beoreyou get close to a school. rolling motors

    can be invaluable or getting withincasting range. Tese schools do tend to

    move around, and sometimes the best

    tactic is to anchor and wait or the sh

    to come to you. I have also ound that iyou stir up a school ater catching one ortwo, its best to let them settle down or

    a while instead o continuing to chase

    and agitate them.

    rout are just plain hungry right

    now, and its hard to beat a live shrimpunder a popping cork. Underneath the

    popping cork, Ill tie on a uorocarbon

    leader about 18-24 long and use a size

    1 circle hook. About 6 above the hookIll put a piece o split shot to help theshrimp sink in the water ater I pop the

    cork. Its important to pop the cork at

    a slow enough pace so that the shrimpalls in as lielike a manner as possible.

    Otentimes, its on the all when thosetrout will crush the bait!

    and we are having the most success withpaddletail grub lures. Ill sh these lures

    on a 1/4oz. jighead which I tie to myleader with a loop knot to give the lure

    more action. Te Chicken on a Chainhas been the hottest color, while other

    patterns with darker bodies are workingwell, too. I try to bump these lures along

    the bottom to start, and then increase

    my rate o retrieve to cover the rest othe water column.
