Indra had said that security condition of Bali stayed conducive, policeauthority would not be negligent in the matter of anticipating the entry ofterrorist groups into Bali. Moreover, Bali Province was listed in the 14terrorist propagation areas in accordance with the monitoring result of theNational Antiterrorism Agency (BNPT).

To counteract the entry of radical groups and anticipate the propaga-tion of terrorism in Bali, Bali Police ranks were always taking measures. His party would increase vigilance to anticipate undesirable things. Theconsistent measures undertaken were intensifying sea patrol and guard-ing the entrances into Bali.

Such measures were disclosed by Division Head of Public InformationServices of Bali, Pol. Gr. Com. Adj. Sri Harmiti, when asked for her con-firmation on Tuesday (Jul 26). It was said, of the nine regencies in Bali, tourist objects were potential areas for terrorism propagation. On that ac-count, Bali Police gave priority to security in tourist resorts like Kuta,Legian and other areas.

In addition, said this officer from Bangli, strict guard was also con-ducted in the entry points like Gilimanuk, Padangbai, Celukan Bawang,Benoa Harbor and Ngurah Rai Airport. Not only that, traditional harborsand unofficial stripes also got serious attention. “To safeguard the ports ofentry and unofficial stripes, police must cooperate with local fishermen inparticular and the people of Bali in general,” she explained. The troops of Kuta Policechaired in person by Chief I GedeGanefo organized a raid againstfishermen on Kelan Beach onWednesday (Jul 27). other than targeting the fishermenwithout identity, his party also ex-amined fishermen who were notregistered in the fisherman groupwho usually hung out in the re-gion. Such a measure was in-tended to curb illegal fishermenbecause Kelan Beach belonged tovulnerable beach. Moreover, itwas feared that terrorist groupcould enter through the beach ifit was not maintained and moni-

days like biking, running or otheractivities. “We’re not imitatingother regions, but it’s a necessityto provide a space for people toexercise. Hopefully, all peoplecould support it,” said Artha. There were some who claimed tobe harmed by the temporary clo-sure of the main road section, especially the entrepreneurs whowere running their business alongthe road. However, it would bebetter if employers could alsoappreciate the movement and didnot only pursue a profit. “It’s im-possible if they cannot spare theirtime for three hours and it’s onlycarried out on Sundays,” he said.

His party also considered theneeds for an evaluation against

the road closure because in real-ity there remained passing motor-ists despite had been guarded bythe officers. According to him, itwas very dangerous because theusers of car-free lane had felt freeto use the road and if vehiclessuddenly coming in they couldget an accident.

On that account, when the car-free day would have been offi-cially inaugurated later his partyexpected to set up movable bar-rier to prevent vehicles fromcoming in. “Perhaps, the officersknew the offenders and lacked ofdiscipline, so there are still pass-ing vehicles. It should be imme-diately evaluated,” added Artha.(kmb26)

Orr said the aid would be distributed to medical facilities to treat themalnourished children. WFP spokeswoman Challiss McDonough said this

is first of several planned airlifts in coming weeks. She said Wednesday’sshipment of peanut butter-based nutritional paste will treat 3,500 malnourishedchildren for one month.

McDonough said WFP decided to send in the airlift because of an urgent needto treat the growing number of internally displaced children suffering from mal-

nutrition before their condition deteriorates. She said about 18,000 children aresuffering from malnutrition and that the number is expected to grow to 25,000.

WFP says it cannot reach 2.2 million people in need of aid in the mili-tant-controlled areas in southern Somalia because of insecurity. Soma-

lia has been embroiled in conflict for two decades, since the last leaderwas overthrown by warlords who then turned on each other. Islamistmilitant groups have spent the last few years battling the weak U.N.-backed government in an attempt to overthrow it.

Al-Shabab — the most dangerous militant group in Somalia —said last week it will not allow the aid groups to operate in its terri-

WENZHOU, China - A Chinese railway research institute took responsibility on Thursdayfor a flaw in signaling equipment that led to a deadly accident and stoked widespread publicanger and suspicion of the government’s high-speed rail plans.

that should have turned red afterlighting hit the stalled train remainedgreen, and rail staff then failed to seesomething was amiss, the state-runXinhua news agency said.

The Beijing National RailwayResearch & Design Institute ofSignals and Communications Co.Ltd., in a rare admission of respon-sibility for a disaster, issued anapology, acknowledging that itwas the source of the deadly flaw.

The Institute would “face up toshouldering responsibility, and ac-cept any punishment that is due,and will strictly undertake pursu-ing culpability of those respon-sible,” Xinhua reported, citing aninstitute statement.

“Safety overrides all else, andhigh-speed rail safety is of evenmore overriding importance,”said the Institute.

The admission of guilt came inthe face of public ire about the ac-cident that has escalated into an-gry accusations that officials hadcovered up facts and stifled mediacoverage to protect an ambitiousrail expansion plan and the Com-munist Party’s image of unruffledcontrol.

Wen, who is aged 68 and willretire from late next year, said hecould not visit the accident site ear-lier because he was sick in bed. Hedid not specify the nature of theillness that kept him hospitalizedfor 11 days.

Rescuers carry out rescue operations after two carriages from a bullet train derailed and felloff a bridge in Wenzhou, Zhejiang province July 24, 2011.

Garuda, which has 900 pilots and 395 flights daily, leased anew fleet of Boeing 737 Next Generation last year but the planeswere forced to sit in hangars because there were not enough pi-lots to fly them.

Rather than risking further financial losses, the airline broughtin about 40 foreigners to operate the new planes and train newpilots.

Risking passengersGaruda Indonesia pilots accused management Thursday of in-

timidation and taking risks with passengers’ lives as theylaunched a 24-hour nationwide strike over pay.

The Garuda Pilots Union senior official Jose Rizal said thecompany’s strike-breaking tactics included picking pilots up fromtheir homes and forcing them onto planes.

Union members responded by broadening the strike, whichbegan at midnight Wednesday, from outbound Jakarta flights toall domestic and international routes across the archipelago.

“We decided for a full (nationwide) strike today at around5:00 am (2200 GMT Wednesday) when we found out three ofour pilots had been intimidated and forced to fly by the manage-ment,” Rizal told AFP.

“This could risk the safety of the flights as we’re not trainedfor that kind of situation. It seems that the intimidation processis still ongoing now.”

Company officials said the striking pilots had been replacedwith training pilots and those in management desk jobs, andpromised there would be no disruptions to flights.

Union members are demanding equal compensation betweenthe flag carrier’s Indonesian and foreign pilots, who they sayare paid double the amount locals receive.

Rizal said the strike was called after a week of talks with man-agement went nowhere.

“Flight disruptions are yet to be felt this morning because themanagement anticipated this. But there will be an impact as theday goes. They have their limitations,” he said.

“We really want to sit down with the management and fix thisproblem together.”

Garuda spokesman Pujobroto said there had been no disrup-tions.

The company has hired about 34 foreign pilots since Octoberas it seeks to expand following a $500 million listing on theJakarta stock exchange.

Garuda posted net profits of 515.50 billion rupiah ($59.2 mil-lion) in 2010, down about 40 percent on the previous year due toan aggressive expansion plan including the recent purchase of25 new Airbus planes.

Revenue rose 9.4 percent to 19.5 trillion rupiah and the air-line carried 13 million passengers compared to 10.3 million in2009, the company said.

I have confidence that all hotels, both star and boutique hotelshave implemented it,” he said.

He said that hotel management was required to apply securitystandards that had been determined, moreover, during peak seasonas today. “Hotel management may not be inattentive. Whether thereare terrorist threats or not the security standards should be appliedaccordingly,” he said.

Meanwhile, related to the current occupancy rate of hotels inBali, Ferry Markus explained that it reached 70 percent and domi-nated by foreign tourists from Australia, China and Japan. On thecontrary, the arrival of domestic tourists decreased.

“Decline in domestic tourists before the fasting month is a com-monplace. Those who celebrate usually prefer to focus on celebra-tion rather than on holiday. Their arrival will increase significantlybefore the Eid,” he explained.

In the meantime, Governor of Bali, Made Mangku Pastika, statedthat Bali had implemented the security effort based on internationalstandards, moreover, before the arrival of President Barack Obamato Bali. Governor Made Mangku Pastika admitted that he had pre-pared everything to welcome Obama. “It’s a trust to Bali. SINGARAJA - Indonesia’s cultural diversity is a blessing, Cul-ture and Tourism Resources Development Agency spokesman Pitanasaid here on Wednesday.

Speaking at a public discussion in the framework of NationalCreative Week at Banyualit Buleleng Hotel in Buleleng districttown of Singaraja, Pitana said the cultural diversity in Indonesiawas among others in the form of traditional dances, music, artperformances, fabric motifs, and handicrafts across the country.

He said the national cultural diversity should continue to bepreserved and maintained in the face of various global culturalchallenges.

According to him, the cultural diversity was the capital to de-velop a better life because it was a base for the nation’s cultural, tourism, and economic development in a creative way.

Pitana explained that conservation and development of culture andtourism should use the concept of democracy or community empow-erment in accordance with the objective of tourism development.

He pointed out that in the other parts of the world, creativeindustry had positive impact on national and regional economy.

In England for example, Pitana said creative industry rankedsecond as a pillar of the country’s economy from the music, arts, and films.

While in Canada, creative industry in 2002 contributed 5.4 per-cent of gross domestic product and 6 percent against the United Stategross domestic product.

Therefore cultural and social observer Made Metra said Indonesiashould empower and develop its creative industry as the identity ofthe nation.

Presentation of this dance can be said so unique. The dancers arenot required to speak, but their hand movement known as ‘mudra’and unique facial expressions implied a meaningful sign language.Though the performance was only accompanied by vocal music, per-cussion and a cymbal, the dance-drama could become an attractivespectacle for tourists. Unique make-up and vivid colors of their cos-tume indicated the nature of character they played.

It’s called ‘Kathakali,’ a drama-dance depicting the Mahabharataepic staged in front of tourists at Queen’s of India, Kuta. Presenta-tion of the Kathakali in the form of drama was danced with elaboratemasks and costumes. By and large, it had longer duration. With com-bination of dance and dialogue, it showed off the myth and livinglegend in the temple courtyard of Kerala becoming a very uniqueperformance. In the presentation, the dancers used amazing costumesand make-up with the accompaniment of drums and vocals.

“Kathakali shows off story play denoting a classical dance-dramaof Kerala originating from the seventeenth century and rooting in theHindu mythology. The unique combination of literature, painting, music, acting and dance was staged for the first time in Bali and evenin Indonesia,” said Neeta Malhotra, the owner of Queen’s Tandor, coordinating the travel of Indian artists to Bali.

All kinds of the art in this combination were arranged like litera-ture containing narration, poetry and drama. Costumes with vibrantcolor and make-up were prepared by the artists themselves and adifferent head covering made of wood was worn during the play. TheAharya (players) had a lot of faces like Pacha, Kathi, Thadi, Minukkuand many others.

Duration of the show was only 1.5 hours, but make-up should beprepared for 7 hours starting from facial make-up until clothing. As inundated byflooding, visitors of her stall im-mediately grew lonesome.

According to Yuli, the flood-ing surge was triggered by aclogged ditch and narrow riverbasin. As consequence, when itrained, the river water always

Aside from soaking the roadsection, the rain also caused therubbish strewn on the edge of wa-terways. Furthermore, she explained, as other regions inIndonesia, Bali also had a lot of typical andtempting snacks to enjoy. So far, she added, thecurrent dominant market share for distinctive snackof Bali came from domestic tourists. Wheneaten, people would taste a tenderly ground peanutsauce inside. She said it was very unique anddelicious as the batter of black sticky riceprocessed into rubbery taffy cake wasencapsulated by ground peanut. That’s why manydomestic tourists such as from East Java, Jakartaand Bandung were always interested to purchase itas snack souvenirs when they paid a visit to Bali.

Witari, another perpetrator of similar business, expressed the same opinion. She said that gambierconfectionary had become one of the targets for anumber of domestic tourists visiting Bali so far.During their visit to Bali they considered itincomplete before enjoying and bringing alonggambier cake as souvenirs. Nevertheless, sheadmitted that the gambier cake business wasinseparable from some problems. One of themoccurred when the price of ingredients such assticky rice increased.

Visa Chief Executive JosephSaunders, in a conference call withanalysts, said the payment proces-sor would introduce a network par-ticipation fee in the United Statesfor all of its debit, credit and pre-paid card services.

As part of the new policy, Visaalso will lower the variable ratecharged for transactions.

Visa’s shift away from per-trans-action fees is a large departure forthe San Francisco-based company. It is being done in advance of newfee caps that take effect later thisyear as part of the 2010 Dodd-Frankfinancial reform law.

Saunders did not disclose whatthe participation fee will be, but saidit will be based on a merchant’ssize, and the merchants’ number oflocations. He also said the new feesdid not rule out future pricechanges.

Due to the overhaul and the newfee caps imposed by Dodd-Frank,Saunders said 2012 will be a “lowpoint” for debit card processing fees.

Already, some investors aretaking precautions. RichardShortt, 66, of Somerville, Mass.,worries that a default, or even justa downgrade of U.S. debt, couldcause bond and stock markets totumble. Last week he sold about10 percent of his stock holdingsand put the proceeds into amoney-market mutual fund.

“It might just be a short-termdecline in the markets, but itcould last a week or two whilethis gets resolved,” said Shortt, asemi-retired small business con-sultant. “If we do get any sort ofdebt downgrade, even if we avoida default, that will change thegame a bit.”

Financial advisers typicallytell their clients not to tinker withtheir portfolios or try to play ashort-term move in the market totheir advantage. Of course, leav-ing investments alone could be atest of patience for the rest of thisweek.

On Friday afternoon, for ex-ample, it’s plausible that Con-gress could reach a deal in mid-afternoon and send the Dow soar-ing 300 points in the final hourof trading. It’s also plausible thatthere’s still no deal and tradersdecide staying in the market overthe weekend is too risky, and sendthe Dow plunging.

Investors who rode out the fi-nancial turbulence in 2008 with-out rejiggering their portfolioshave made up most of theirlosses. The stock market has al-most doubled since its post-melt-down low in March 2009. Many

people who withdrew their moneyfrom the stock market during theworst haven’t come close tobreaking even.

The memory of the fall of 2008remains vivid. The Dow plunged778 points in a single day whenCongress surprised investors byrejecting an early version of $700billion legislation to bail out thenation’s biggest banks.

“We’ve been through this, orsomething like it,” said LeisaAiken, a financial planner in Chi-cago. “I think what we wentthrough in 2008 has toughenedclients up a little. They realize thatthey will get through it if theydon’t give in to a knee-jerk reac-tion.”

This time around, analysts say,the chances of similar turmoil aresmall but growing. Standard &Poor’s, one of the rating services, has said that “the reverberationsof the showdown may be deep andwide — particularly if Washing-ton does not come to a timelyagreement on the debt ceiling.”

Bond traders were still bettingon a last-minute deal on the debt. The yield on the 10-year Treasurynote, which should rise when in-vestors believe there is a greaterrisk they won’t get their moneyback, has stayed near 3 percent allmonth.

Even if Washington sails pastthe deadline without raising thedebt limit, bond traders believethe Obama administration willkeep up its interest payments andcut spending on everything else. The resulting shock to theeconomy and other financial mar-kets would make Treasury bondsa safe place for investors to hide, which could result in lower yields.

One measure of investor con-cern, the Vix, or volatility index, shot up 14 percent on Wednesday. The tone of the market changedthis week, as nervous investorsbegan moving money out ofstocks, said Howard Ward, a chiefinvestment officer at asset man-ager GAMCO.

He said the stock market willlikely become more volatile as theweekend nears, and while he saidhe was not repositioning his port-folio, he admitted: “Right nowI’m pretty worried.”

NASHVILLE, Tenn. — Already secure as country music’s kingof the road, Kenny Chesney is really flexing his muscle now. Chesneyis poised to reach a milestone — and perhaps clear a path — as hereadies for an Aug. 13 visit to New Meadowlands Stadium in NewJersey. Chesney has already sold more than 43,000 tickets, makingit the hottest single paid country show in the New York City-NewJersey area since Willie Nelson, Waylon Jennings, Merle Haggardand Linda Ronstadt drew more than 51,000 in 1983.

“I don’t know if taking a chance is the right word, but to be hon-est with you it was a little bit of a risk to play Meadowlands Sta-dium,” Chesney said. “But my whole touring life has been a risk. ...One day I said, ‘You know, I want to be able to say I played the NewYork-New Jersey area and I did it in a football stadium.’ We almostdid it two years ago, and so now I felt like the time was right. I’mglad I was right.”

Playing against the odds is paying off. The greater New Yorkmetropolitan area has traditionally been a no-fly zone for countryartists. But Chesney is matching artists like Jon Bon Jovi stride forstride in his home state and with other artists like Taylor Swift —who recently played in front of 52,000 fans in four sold-out arena

LOS ANGELES — Christina Aguilera (ag-wuh-LEHR’-uh) and Selena Gomez are the leading nomi-nees for the ALMA Awards, which honor the artistic ac-complishments of Latinos in music, television and film.

The National Council of La Raza announced the nomi-nations Thursday. Aguilera and Gomez are each up for threeawards for their work in music and on the big and smallscreens. Jennifer Lopez and “Glee” star Naya Rivera havetwo nominations each.

For the first time, fans are being invited to help choosethe winners by voting online. Winners will be deter-mined by fan votes; box-office, Nielsen and Billboardrankings; and the ALMA Awards production team.

The ALMA Awards will be presented Sept. 16during an hour-long special on NBC hosted byGeorge Lopez and Eva Longoria.

Country star Chesney chugs to touring milestoneshows in Newark, N.J. — is helping show there’s room for a littletwang in the shadow of the Big Apple.

Meadowlands CEO Marcus Lamping expects Chesney’s show withZac Brown Band, Billy Currington and Uncle Kracker to sell out ataround 50,000 and notes the show could clear the way for more majorcountry acts to play a market they once wrote off.

“We’ve always believed in the show,” Lamping said. “We wereperhaps a little anxious in the beginning because there hasn’t been abig (country) show here in a long time. But we were confident thiswould be a success and it’s been a success beyond what our originalexpectations were. It certainly gives us a lot of confidence to bringother shows to this market.”

Chesney’s rise in the New York area coincides with a resurgencein the music touring business. After a rough 2010 thanks to the weak-ened economy, musicians are seeing an increase in gross revenue —if not ticket sales.

Trade magazine Pollstar’s editor in chief, Gary Bongiovanni, sayswhile ticket sales are still lagging behind, overall gross revenue is upboth worldwide and in North America. The cumulative gross of $1.65billion by the world’s top 50 tours is up $166 million or 11.2 percent.Ticket sales are down by about 2 percent, Bongiovanni says, butartists have made up for that drop with increased prices.

It is hard to imagine a harder fall from evolutionary grace. Since itsdiscovery 150 years ago in Bavaria, most scientists placed Archaeopteryxsquarely at the root of the broad group of proto-birds, known as Avialae, from which our modern feathered friends have emerged.

The emblematic creature was also held up as a case study — THE casestudy during the late 19th century — of evolutionary transition, to wit,

from dinosaur to bird. Over the years, a few scientists havegingerly expressed doubts, pointing to supposedly defin-ing bird-like characteristics — feathers, the wishbone,

three-fingered hands — that were also showing up in non-avian dinosaurs.

But without hard proof that Archaeopteryx was not really where it be-longed on the so-called phylogenetic tree, the presumed progenitor con-tinued to reign over its feathered kingdom. Enter Xing Xu, a professor atLinyi University in China’s Shandong Province and discovererextraordinaire of dinosaur fossils.

In the new study, published in Nature, Xu and colleagues describe theattributes of a previously unknown dinosaur the fossil of which was foundin Liaoning Province, in China’s northeast.

About the size of a chicken and probably weighing less than a kilo(about two pounds), Xiaotingia shared a host of key characteristics withArchaeopteryx but seemed, at the same time, to fall into another group ofnon-avian dinos called Deinonychosauria.

A standard computer analysis confirmed as much, but at the same timeproduced a stunning result: Archaeopteryx had been reclassified into thesame group. “In other words, Archaeopteryx was no longer a bird,”Lawrence Witmer, a professor at Ohio university’s Heritage College ofOsteopathic Medicine, said in a commentary, also in Nature. Xiaotingia,it turns out, was the smoking gun that sceptical scientists had been look-ing for.

Both viral diseases are debilitating andpotentially deadly, and public health offi-cials must step up efforts to combat blood-borne transmission and to lower treatmentcosts, the researchers urged.

The health and economic costs of hepa-titis C (HCV) spread via injected drugs, onits own, may be as high or higher than forsimilarly transmitted cases of HIV, they said. The study, published in the British journalThe Lancet, found that fully two-thirds ofthe global population of “injecting drug us-ers” have been exposed, and thus infected,

The winged Archaeopteryx, long venerated as the forebear of birds, has been knocked off its hallowedperch on the tree of evolution, according to a study released Wednesday. A new dinosaur species un-earthed in northern China reveals that the iconic 150 million year old “original bird” is probably justanother dino with feathers, of which there are many, the researchers said.
