The actress testified during a Senate Foreign Relations Committee hearing that she plans to launch a campaign to raise awareness and spur action against human trafficking and slavery. She said the “old monster” of slavery “is still with us,” almost 150 years after President Abraham Lincoln issued the Emancipa-tion Proclamation that freed slaves in the U.S.

“Fighting slavery doesn’t cost a lot of money. The costs of allowing it to exist in our nation and abroad are much higher,” the actress said. “It robs us of the thing we value most, our freedom.”

She said the issue was brought to her attention by her daughter Willow, 11, who sat nearby with actor Will Smith, Pinkett Smith’s husband and Willow’s father.

The Smiths all wore blazers over T-shirts that read, “Free Slaves.” The hear-ing room was filled mostly with young

people, some trying to take photos of the famous family.

The actress called for an extension of the Trafficking Victims Protection Act, which provides funding to combat traf-ficking and help trafficking victims. The act also created a task force, chaired by Secretary of State Hillary Rodham Clin-ton, which coordinates among federal agencies to implement policies against human trafficking.

Sen. John Kerry, D-Mass., pledged to try to gather bipartisan congressional support to further fund the act. The State Department estimates that at least 14,500 people are trafficked to the U.S. annually.

NEW YORK — Could Charlie Sheen be a judge on “American Idol”? The actor says he’s game. In an in-terview Tuesday on Ryan Seacrest’s radio show, Sheen said “Idol” producer Nigel Lythgoe publicly threw his name out there as a possible judge and the idea piqued people’s interest — including his own.

“It seems so out of the blue that it almost made per-fect sense. I thought this could be a lot of fun,” he said. “Seriously ... I’m genuinely interested. It’s so different, it could be radical.”

“This agency will conduct the promotion. It will get in touch with corporate decision makers and organiza-tions related to MICE. It is an independent agency but financially supported by the government,” said Rizki Handayani in Denpasar.

She said that a number of countries such as Thailand and Singapore had been implementing such an effort. Similarly, Jakarta had established an independent agency called the Jakarta Convention Bureau.

The new rules limit ownership of new acquisitions by financial institutions to 40 percent, non-financial institutions to 30 percent and families or individuals to 20

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Information compiled in the field last Tuesday mentioned if the boat led by Abdul Rahman, 30, from Sumbawa departed from Se-rangan around 8:00 a.m. local time. However, in the sea voyage exactly 500 meters from Jumpai Beach, Klungkung, the boat was suddenly penetrated by sea water or leaked out.

It was unknown why the boat equipped with four outboard en-gines leaked out. However, there was allegation if the boat leaked out as hitting a timber when sail-

ing from Serangan. Moreover, the boat was made from fiberglass. Obviously, when it occurred, the captain immediately attempted to take the boat ashore. At the end, the boat ran aground on the beach of Kusamba Kampong, Dawan, Klungkung around 9:45 a.m. after struggling against the waves for hours in the sea.

All passengers aboard could finally survive. Even, it was men-tioned that one of them cried when arriving on the beach. Having reached the beach, all the pas-sengers, mostly foreign nationals, were finally transported into a car for further taken to Padang Bay. Captain of the boat, Abdul Rahman, when met said that he did not know exactly why the boat leaked out. The boat never had a problem since he had carried it for six years. As far as he knew, the sea water penetrated

the rear bottom of the boat. There-fore, he immediately berthed the boat to the nearest beach. “I do not know the cause. Sea water suddenly penetrated the rear bottom and I immediately took it to the beach,” said Abdul Rahman.

Meanwhile, such boat incident drew the attention of the Chief of Dawan Police and Klungkung Police. Chief of Klungkung Police, Tri Wahyudi, directly came down to location to monitor the situation. Even, when asked for his confir-mation, the police chief admitted that his party would investigate by asking for clarification to the captain and crew. “We are still investigating the case whether it was caused by the factor of nature or not. Denpasar (Bali Post)—Four days the tragic kite case that

killed Made Adi Yudi Sastrawan has gone by. However, the investigators of East Denpasar Police have not determined any suspect in this case. They still focus on the examination of witnesses. So far, the investigators have examined 10 witnesses taken from the kite pullers and people watching during the incident.

Examination of the 10 witnesses was justified by Chief of East Denpasar Police, I Wayan Parwata, Tuesday (Jul 17). “On the third day, we are still fo-cusing on the examination of witnesses. We just examined 10 witnesses,” he said. According to him, examination against the organizing committee of the Kite Festival had not been done yet so far. As in previous news, the Kite Festi-val taking place on Padanggalak Beach, East Denpasar, claimed a casualty. An eight-year old boy named Made Adi Yudi Sastrawan, a resident of Titih ham-let, Kapal village, Mengwi, Badung, was horribly killed by a falling giant kite on Sunday (Jul 15). The victim’s brain leaked out and finally died in Sanglah Hospital after getting medical treatment for few hours.

Such unfortunate incident occurred around 1:30 p.m. local time where hundreds of kites were competed on Padanggalak Beach. Not only kites of big size, but hundreds of spectators were also visible there. Well, sud-denly the fish-shaped kite belonging to Batu Yang village, Sukawati, Gi-anyar, fell down and hit the victim. “The challenge now is to enable people, businesses, and governments in developing countries to develop their own locally-relevant mobile applications so they can take full advantage of these opportunities.”

Scientists have outfitted two snow leopards in a wild corner of Afghani-stan with satellite-tracking collars, a first for the country and a boon for researchers trying to better understand the habits and favored habitats of the endangered cats.

The snow leopards, both male, were captured in Afghanistan’s north-eastern Wakhan Corridor, a narrow strip of desolate, windswept mountains sandwiched between Pakistan and Tajikistan, and a spot where camera traps first snapped the elusive cats in 2011.

The first snow leopard was captured and released on May 27, the second on June 8. Researchers weighed and measured the animals, took DNA samples and fitted them with satellite collars before sending them on their way.

In the intervening weeks, the first cat has traveled more than 78 miles (125 kilometers) and the second cat has traveled more than 95 miles (153 km), according to a statement from the Wildlife Conservation Society, one of the main participants in the field work.

A film crew from Nat Geo WILD was on hand to document the research, for a film that is slated to air in December.

Snow leopards make their homes in the harsh, rugged mountain regions of 12 Asian nations, yet despite their wide range and impressive survival skills, the spotted cats’ numbers are dwindling. The species has declined by as much as 20 percent in the last 16 years, and only 3,000 to 7,500 individuals remain in the wild, according to population estimates.

Officials with the WCS lauded the recent capture and tracking of the Afghan snow leopards as a milestone in the fight to save the big cats.

“The information garnered from the tagging will assist researchers as they learn more about the range, behavior, movements and habitat used by snow leopards,” Peter Zahler, WCS’s deputy director of Asia Programs, said in a statement.

Today, Balinese characters still have restricted use, namely at school for local subject from elementary school to senior high school. It is becoming the responsibility of local government to preserve and develop Balinese language in order it could survive in the midst of the growth of other languages like Bahasa Indonesia and foreign languages.

Balinese language poses a me-dium and spirit of Balinese culture. To preserve Balinese culture should also simultaneously maintain and use of Balinese language in daily life. In other words, speaking Balinese language also characterizes one of the identities as a Balinese. Among the use of other languages, Balinese language should remain to give a space to grow and develop. Other

than speaking and teaching it at schools, it should also accommodate the need of modern community or use in wider functions of language.

Balinese community receives abundant heritages of lontar or palm-leaf manuscripts from the predecessors retained by individu-als and museums. They carry many aspects of knowledge, ranging from philosophy, local healing, literature, architecture, agriculture, herbal practice, astrology and so forth. Therefore, if they could be inter-preted and presented in popular lan-guage, they could become attractive information for young generation and saleable books for commercial needs. Today, there is also a trend of poising the tradition with modern science namely by re-interpreting the indigenous wisdoms that are relevant to the current time. People will get balanced inputs from the past and current orientation.

Of course, such treasures will be beneficial for the conservation and future development of Balinese culture because it stays in touch with its original roots. Young generation should be introduced to these roots at early stage. Later, they will not lose their identity and even could feel proud of it. Moreover, it could give them inspiration in making their creativities, either in fine arts, performance, traditional architecture or herbal healings.

Thanks to modern technology, the writing of Balinese characters now can be made easy by Bali Simbar font. It is the innovative thinking of I Made Suatjana (1986) lies behind the composing of this font. His work has helped the writing of Balinese characters in word processing ap-plication like Microsoft Word. The Head of Denpasar Industry and Trade Agency, Wayan Gatra, said the raid involving a team composed of several relevant agencies targeted a number of traditional markets such as the Badung, Sanglah and Kreneng Market. Nevertheless, celebration of the Fasting Month and Eid did not have significant effect on the price hikes of basic needs in Bali compared to the celebration of Galungan, Kuningan and Nyepi. “Any increase in the price of chicken flesh and eggs happens due to production decreases so that it has an impact on the price,” he said.

Price hikes of basic needs also led to inflation. By and large, the price of basic needs would rise from the regular price because the community averagely demanded for the same items. Such a trend had already happened today. Nev-ertheless, the increase would only last temporarily.

“We guarantee the availability

of basic needs of the public during the fasting month until the Eid. At the moment, the price fluctuations in the market remain quite reason-able,” he said.

Annan, in turn, said, “I would hope that the Council will continue its dis-

cussions and hopefully find language that will pull everybody together for us to move forward on this critical is-sue.” There were no comments from Putin after the meeting, but at its opening he promised Russia would do all it could to support Annan.

Russia, which incurred interna-tional criticism by twice vetoing U.N. resolutions to increase pressure on Syrian President Bashar Assad and his regime, has staked its posi-tion on Annan’s six-point plan for ending the fighting that activists say has killed some 17,000 people.

The plan was to begin with a cease-fire between government forces and rebels, followed by politi-cal dialogue, but increasingly intense fighting has called into question whether the plan is obsolete.

The United States will present its highest award to Myanmar’s democracy icon Aung San Suu Kyi in September when she makes her first US trip in more than two decades, congressional aides said.

Suu Kyi, who was elected to par-liament this year in a dramatic sign of Myanmar’s reforms, will travel to Washington in September to receive the Congressional Gold Medal, the aides told AFP.

The medal is the top honor be-stowed by the US Congress, with the ceremonies often bringing together the president and top lawmakers. Congress

voted to give the medal to Suu Kyi in May 2008 when the prospect of her leaving Myanmar looked remote.

It will be the 67-year-old Suu Kyi’s first visit to the United States since she was put under house arrest fol-lowing her party’s victory in

1990 elections, the results of which the military junta refused to accept.

Suu Kyi did not travel abroad again until May this year when she went to Thailand. Last month, she made an extensive tour of Europe, where she belatedly accepted her Nobel Peace Prize, was feted in major capitals and admitted that she was exhausted.

Secretary of State Hillary Clinton invited Suu Kyi to Washington when

the top US diplomat paid a landmark visit to Myanmar, also known as Burma, in December.

State Department spokesman Pat-rick Ventrell said he had no announce-ment to make on Suu Kyi’s travels but told reporters: “We look forward to, at an appropriate date, welcoming Aung San Suu Kyi here.”

Suu Kyi will also visit New York on September 21 to accept an award at a dinner of the Atlantic Council, said Taleen Ananian, a spokeswoman for the think-tank.

The dinner takes place in New York at the same time as the United Nations General Assembly, which each year brings world leaders to Manhattan. Suu Kyi lived in New York and worked at the UN secretariat from 1969 to 1971.

PYONGYANG — North Korean leader Kim Jong Un has been granted the title of marshal, state media reported Wednesday, cement-ing his status as the authoritarian nation’s top military official as he makes key changes to the million-man force.

The decision to award Kim, who already serves as supreme com-mander of the Korean People’s Army, was made Tuesday by the na-tion’s top military, government and political officials, state media said in a special bulletin. The formal move to bestow the title of marshal to Kim comes seven months into his rule and follows several days of reshuffling at the highest levels of the military.

On Monday, North Korea announced that the chief of the army, Ri Yong Ho, a high-ranking figure in both political and military circles, was dismissed from all posts due to illness. The following day, a little-known general, Hyon Yong Chol, was promoted to vice marshal, one of four named to that position since Kim Jong Un took power.

The dismissal of Ri, who had been promoted to vice marshal in 2010 and had been seen as a mentor to Kim Jong Un, was a surprise to many outside observers. Kim Jong Un took over as North Korea’s leader following the death of his father, longtime leader Kim Jong Il, in December, and has continued to maintain his father’s policy of “songun,” or military first.

The position of marshal had been left vacant following the death of Kim Jong Il, who posthumously was made grand marshal — the nation’s top military title — in February on what would have been his 70th birthday. He had been named marshal 20 years ago when North Korea founder Kim Il Sung was promoted to grand marshal. Aside from Ri and Hyon, eight other generals hold the post of vice marshal in North Korea.

Dozens of beggars captured in the operation would be returned to their home village. “Before returned, we will provide them with guidance in

halfway house at Kesiman Kertalangu to make them aware so they will no longer return and beg to Denpasar,” he said.

From January to July 2012, Erwin Suryadarma said the number of beg-gars captured and returned to their native region reached 215 people. In details, they consisted of 98 people from Munti Gunung, 68 people from Pedahan, 12 people from Trunyan, 2 people from Abang and another from Manggis. Meanwhile, the beggars from outside Bali captured in the operation were 10 people from Bon-dowoso, 10 people from Banyuwangi, 9 people from Madura, 2 people from Jember and another from Situbondo. “They have been returned to their native origin. Hopefully, they will not come again to Denpasar to beg,” he said.

Further, Erwin Suryadarma said that installation of billboards contain-ing an appeal not to give anything to beggars was effective enough to sup-press the amount of beggars roaming around in Denpasar. Many city dwell-ers set to be reluctant to give alms to the beggars hanging out at traffic lights. “Since no longer people giving alms on the streets, those beggars set to target people’s homes. A forced born foetus body was found rotten in a plastic bag last Tuesday (17/7) at Ujung Pesisi River, Tumbu Village, Karangasem by two kids who were going to bathe, Fina (9) and Sabina (11). The siblings were there around 8 am and smelt something rotten which they thought it was a dead cat. Sabina, still not knowing it was a baby, dragged the plastic bag to the river and when it hit a rock then it revealed hands and feet. The two witnesses got scared and told their parent at home, Syakban, about it. After seeing it for himself, he then reports it to the Village’s Peace and Order Board (Babinkamtibnas), I Gede Sudarman. This police officer

then forwarded it to Karangasem Police.

The foetus with tragic condition was then evacuated. It has its head organs up to the stomach all dam-aged including its gender could not be figured out. The foetus was then sent to Karangasem Hospital to be further checked which then Doctor I Made Japa Sumantra stated still can’t figure out its gender and age as it seemed the foetus was thrown away for quite sometimes already and has been in water since it was thrown. Meanwhile Ujung resi-dents were shocked and suspected that the forced born foetus was thrown away from a bridge without being wrapped. On Wednesday, Air China Ltd., one of three main government-owned airlines, warned first-half profit will fall by at least half from a year earlier. State-owned ZTE Corp., one of the world’s biggest producers of telecommunications equipment, is projecting a decline of up to 80 percent.

The woes facing even politically favored companies that benefit from monopolies, low-cost bank loans and other government aid highlight the challenges for the authoritarian country’s leaders who are trying to pull China out of its deepest slow-down since the 2008 crisis.

Forecasters say the slowdown might have bottomed out after growth fell to a three-year low of 7.6 percent in the second quarter but the timing and strength of a rebound are uncertain. Premier Wen Jiabao warned last weekend a recovery was not yet stable. On Tuesday, he said the employment outlook “will be-come more complex and severe.”

“Economic growth will be un-stable for the next six or even 12 months at quite a low level,” said

Zhang Jiuhui, an analyst for Great Wall Securities in Beijing.

Beijing has cut interest rates twice since the start of June and is pumping money into the economy through spending on building low-cost housing and other public works. It is trying to use targeted measures instead of flooding the economy with money after a binge of spending and bank lending that helped China rebound quickly from the 2008 crisis fueled inflation and a wasteful building boom.

China’s expansion is still far more robust than the United States and Europe but its companies have come to depend on unusually high growth to stay profitable.

Industries that rely on demand for new factories and equipment have been hurt as struggling manu-facturers put off spending and Beijing enforces curbs imposed on home purchases to cool surging prices. The country’s shipbuilding industry association, slammed by weak trade, says May orders for new vessels were half the level of a year earlier.

“We have seen more profit warn-ings than expected in the first half and there might be more than there were in 2008,” said Mao Sheng, a

strategist for Huawei Securities in the western city of Chengdu.

BANGKOK — Oil fell below $89 a barrel Wednesday in Asia as regional stock markets slid on the Fed’s gloomy outlook for the U.S. economy.

Benchmark crude for August delivery was down 29 cents at $88.93 a barrel at late afternoon Bangkok time in electronic trading on the New York Mercantile Exchange. The contract added 79 cents to end Tuesday at $89.22 per barrel in New York.

Brent crude was down 29 cents at $103.71 on the ICE futures exchange in London.

Oil has gained the past few days but is sig-nificantly lower from its $106 level of about two months ago. Europe’s debt crisis and waning growth in the U.S. and China have added to

expectations of weak demand for crude, pulling down the oil price.

Oil prices got a lift Tuesday from a brighter outlook for U.S. homebuilders and rising in-dustrial production but Federal Reserve chief Ben Bernanke’s warning on the world’s largest economy took its toll in Asia where stock mar-kets were mostly lower.

Investors had hoped that Bernanke would discuss a new stimulus plan before the Senate Banking Committee. He didn’t. Instead, Ber-nanke warned that the country could be headed for another recession, if Congress doesn’t avert a looming budget crisis.

In other futures trading, heating oil was down 0.4 cent to $2.838 a gallon. Gasoline lost 0.1 cent to $2.734 a gallon and natural gas fell 0.5 cent to $2.791 per 1,000 cubic feet.

The brief encounter in the presidential palace press room, recounted by a radio reporter, reflects Fernandez’s distrust of the media in a country deeply polarized by her rule.

Argentines have many news outlets to choose from, and nearly all of them take strong positions for or against her gov-ernment, and frequently spend ink and airtime accusing the other side of bias. With few op-portunities to establish a dialogue with officials on neutral ground, the two camps depend to an un-comfortable extent on leaks and rumors, reducing the credibility of all involved.

One side is led by the news-papers La Nacion and Clarin and their sister broadcast stations

and magazines, which generally portray Fernandez as a power-hungry despot who is increas-ingly mismanaging Argentina’s affairs.

On the other side are a grow-ing number of media outlets staffed by Fernandez supporters who call themselves advocacy journalists and describe the presi-dent as a transformative figure who is challenging entrenched economic interests and redistrib-uting wealth to the poor.

It’s a profound divide, but re-porters on both sides say the split has been encouraged by Fernan-dez, who has found a politically useful enemy in the opposition media. “There’s an ideological and I would say even philo-sophical attitude here against

the press,” said Jorge Lanata, a leading Argentine journalist who has challenged authorities on both sides.

Fernandez’s supporters say her critics in the media just can’t s tomach the pos i t ive impact her politics are having on Argentina. “If you want to ask a question you must be willing to accept the answer,” says Luciano Galende, host of a state-run television program called “6,7,8” that has guests pick apart each day’s criticism of the president.

Argentine society has long been polarized, but the media divide worsened after Fernandez succeeded her husband, Nestor Kirchner, as president, and tried to raise taxes on grain exports.

Billionaire Hans Kristian Rausing, the heir to the Tetra Pak fortune, was on Tuesday charged with preventing the lawful and decent burial of his US-born wife Eva, British police said.

Police discovered the body of Eva Rausing at the couple’s home in Lon-don’s upscale Belgravia district last week after they detained her husband over drugs charges.

Rausing will appear in custody at West London Magistrates’ Court on Wednesday, police said in a statement.

At the opening of an inquest into her death on Friday, Scotland Yard de-tective Sharon Marman said Hans Kristian Rausing, 49, was under medical supervision and detectives had been unable to interview him.

MINNEAPOLIS — Jim Tonjes was high above North America when he bit into a hot turkey sandwich aboard a Delta Air Lines flight and felt a sudden jab in his mouth.

Glancing down, he noticed what looked like a sewing needle in the food. Another passenger on the plane reported the same thing.

At first, he thought a toothpick meant to hold the sandwich together had punctured the roof of his mouth. When he pulled it out, “it was a straight needle, about one inch long, with sharp points on both ends.”

Now U.S. and European authorities are trying to determine how the needles got into meals served on at least four Delta flights from Amsterdam to the U.S. and why anyone would place them there.

“We are keeping all options open because at this moment, we have no idea why somebody or something put needles inside the sandwiches,” said Robert van Kapel, a spokesman for Amsterdam’s Schiphol airport.

The FBI and the airport’s police department have opened criminal inves-tigations. The U.S. Transportation Security Administration said it does not view the matter as a national security threat.

A Delta spokeswoman said the needles were found Sunday in six sand-wiches on four flights. Passengers discovered four of them. The flights included one to Minneapolis, one to Seattle and two to Atlanta.

Tonjes was returning after a visit to Amsterdam for his mother-in-law’s 90th birthday. The nine-hour flight was about 90 minutes from Minneapolis when flight attendants offered Tonjes, who was seated in business class, a cold Mediterranean salad or the hot turkey sandwich.

“I’ll be very honest, the first bite, I thought, ‘Boy, this is pretty good,’” Tonjes said. “It was the second bite that got me.”

Now Tonjes is on a 28-day course of pills (at a cost of $1,400) aimed at warding off any infection, including hepatitis or HIV. His doctors have asked the FBI to tell them right away if they find any residue on the needle.

sia has allowed them to be tagged with low-cost technology usually used on pets, conservationists said Tuesday.

Experts in June injected tiny pill-sized radio transmitters be-neath the skin of 30 whale sharks in Cenderawasih Bay in the eastern province of Papua, conservation group WWF said.

And it was only made possible because the giant animals, which measure up to 45 feet (13.7 metres) but are harmless to humans, were gathered to feed on fish caught in fishermen’s nets, WWF Indonesia project leader Beny Ahadian Noor told AFP.

The unemployment rate in recession-hit Brit-ain fell to 8.1 percent in May from 8.2 percent in April, official data showed on Wednesday, as the jobs market was boosted by temporary hiring for the Olympics. “The unemployment rate for the three months to May 2012 was 8.1 percent of the economically active population,” the Office for National Statistics said in a statement.

DUBAI - Former Senegal and United Arab Emir-ates coach Bruno Metsu has replaced the sacked Diego Maradona in charge of Al Wasl, the Dubai-based club said on Tuesday. The unemployment rate in recession-hit Brit-ain fell to 8.1 percent in May from 8.2 percent in April, official data showed on Wednesday, as the jobs market was boosted by temporary hiring for the Olympics. “The unemployment rate for the three months to May 2012 was 8.1 percent of the economically active population,” the Office for National Statistics said in a statement.

“The total number of unemployed people fell by 65,000 over the quarter, but increased by 132,000 on the year, to reach 2.58 million.”

The brief encounter in the presidential palace press room, recounted by a radio reporter, reflects Fernandez’s distrust of the media in a country deeply polarized by her rule.

Argentines have many news outlets to choose from, and nearly all of them take strong positions for or against her gov-ernment, and frequently spend ink and airtime accusing the other side of bias. With few op-portunities to establish a dialogue with officials on neutral ground, the two camps depend to an un-comfortable extent on leaks and rumors, reducing the credibility of all involved.

One side is led by the news-papers La Nacion and Clarin and their sister broadcast stations

and magazines, which generally portray Fernandez as a power-hungry despot who is increas-ingly mismanaging Argentina’s affairs.

On the other side are a grow-ing number of media outlets staffed by Fernandez supporters who call themselves advocacy journalists and describe the presi-dent as a transformative figure who is challenging entrenched economic interests and redistrib-uting wealth to the poor.

It’s a profound divide, but re-porters on both sides say the split has been encouraged by Fernan-dez, who has found a politically useful enemy in the opposition media. “There’s an ideological and I would say even philo-sophical attitude here against

Billionaire Hans Kristian Rausing, the heir to the Tetra Pak fortune, was on Tuesday charged with preventing the lawful and decent burial of his US-born wife Eva, British police said.

Police discovered the body of Eva Rausing at the couple’s home in Lon-don’s upscale Belgravia district last week after they detained her husband over drugs charges.

Rausing will appear in custody at West London Magistrates’ Court on Wednesday, police said in a statement.

At the opening of an inquest into her death on Friday, Scotland Yard de-tective Sharon Marman said Hans Kristian Rausing, 49, was under medical supervision and detectives had been unable to interview him.

MINNEAPOLIS — Jim Tonjes was high above North America when he bit into a hot turkey sandwich aboard a Delta Air Lines flight and felt a sudden jab in his mouth.

Glancing down, he noticed what looked like a sewing needle in the food. Another passenger on the plane reported the same thing.

At first, he thought a toothpick meant to hold the sandwich together had punctured the roof of his mouth. When he pulled it out, “it was a straight needle, about one inch long, with sharp points on both ends.”

Now U.S. and European authorities are trying to determine how the needles got into meals served on at least four Delta flights from Amsterdam to the U.S. and why anyone would place them there.

“We are keeping all options open because at this moment, we have no idea why somebody or something put needles inside the sandwiches,” said Robert van Kapel, a spokesman for Amsterdam’s Schiphol airport.

The FBI and the airport’s police department have opened criminal inves-tigations. The U.S. Transportation Security Administration said it does not view the matter as a national security threat.

A Delta spokeswoman said the needles were found Sunday in six sand-wiches on four flights. Passengers discovered four of them. The flights included one to Minneapolis, one to Seattle and two to Atlanta.

Tonjes was returning after a visit to Amsterdam for his mother-in-law’s 90th birthday. The nine-hour flight was about 90 minutes from Minneapolis when flight attendants offered Tonjes, who was seated in business class, a cold Mediterranean salad or the hot turkey sandwich.

“I’ll be very honest, the first bite, I thought, ‘Boy, this is pretty good,’” Tonjes said. “It was the second bite that got me.”

Now Tonjes is on a 28-day course of pills (at a cost of $1,400) aimed at warding off any infection, including hepatitis or HIV. His doctors have asked the FBI to tell them right away if they find any residue on the needle.

Animals including tigers and elephants are coming into closer contact with people in Indonesia as forests are destroyed for timber or to make way for crops such as palm oil.

The 18-year-old female worker was killed Friday in the village of Indragiri Hulu, in Sumatra province, said provincial con-servation agency chief Bambang Dahono Aji.

“Some of her co-workers were

there when the tiger attacked the worker and tore her apart,” he said.

He added that about two weeks ago a Sumatran tiger was killed in the vicinity after getting snared in a trap villagers set to catch wild boars.

Estimates of the number of Su-matran tigers remaining in the world range from 300 to 400. Several die each year as a result of traps, poach-ing or other human actions.

JAKARTA - The “unique habit” of whale sharks that con-verge to feed from fishing nets in Indone-

sia has allowed them to be tagged with low-cost technology usually used on pets, conservationists said Tuesday.

Experts in June injected tiny pill-sized radio transmitters be-neath the skin of 30 whale sharks in Cenderawasih Bay in the eastern province of Papua, conservation group WWF said.

And it was only made possible because the giant animals, which measure up to 45 feet (13.7 metres) but are harmless to humans, were gathered to feed on fish caught in fishermen’s nets, WWF Indonesia project leader Beny Ahadian Noor told AFP.

On Wednesday, Air China Ltd., one of three main government-owned airlines, warned first-half profit will fall by at least half from a year earlier. State-owned ZTE Corp., one of the world’s biggest producers of telecommunications equipment, is projecting a decline of up to 80 percent.

The woes facing even politically favored companies that benefit from monopolies, low-cost bank loans and other government aid highlight the challenges for the authoritarian country’s leaders who are trying to pull China out of its deepest slow-down since the 2008 crisis.

Forecasters say the slowdown might have bottomed out after growth fell to a three-year low of 7.6 percent in the second quarter but the timing and strength of a rebound are uncertain. Premier Wen Jiabao warned last weekend a recovery was not yet stable. On Tuesday, he said the employment outlook “will be-come more complex and severe.”

“Economic growth will be un-stable for the next six or even 12 months at quite a low level,” said

Zhang Jiuhui, an analyst for Great Wall Securities in Beijing.

Beijing has cut interest rates twice since the start of June and is pumping money into the economy through spending on building low-cost housing and other public works. It is trying to use targeted measures instead of flooding the economy with money after a binge of spending and bank lending that helped China rebound quickly from the 2008 crisis fueled inflation and a wasteful building boom.

China’s expansion is still far more robust than the United States and Europe but its companies have come to depend on unusually high growth to stay profitable.

Industries that rely on demand for new factories and equipment have been hurt as struggling manu-facturers put off spending and Beijing enforces curbs imposed on home purchases to cool surging prices. BANGKOK — Oil fell below $89 a barrel Wednesday in Asia as regional stock markets slid on the Fed’s gloomy outlook for the U.S. economy.

Benchmark crude for August delivery was down 29 cents at $88.93 a barrel at late afternoon Bangkok time in electronic trading on the New York Mercantile Exchange. The contract added 79 cents to end Tuesday at $89.22 per barrel in New York.

Brent crude was down 29 cents at $103.71 on the ICE futures exchange in London.

Oil has gained the past few days but is sig-nificantly lower from its $106 level of about two months ago. Europe’s debt crisis and waning growth in the U.S. and China have added to

expectations of weak demand for crude, pulling down the oil price.

Oil prices got a lift Tuesday from a brighter outlook for U.S. homebuilders and rising in-dustrial production but Federal Reserve chief Ben Bernanke’s warning on the world’s largest economy took its toll in Asia where stock mar-kets were mostly lower.

Investors had hoped that Bernanke would discuss a new stimulus plan before the Senate Banking Committee. He didn’t. Instead, Ber-nanke warned that the country could be headed for another recession, if Congress doesn’t avert a looming budget crisis.

In other futures trading, heating oil was down 0.4 cent to $2.838 a gallon. Gasoline lost 0.1 cent to $2.734 a gallon and natural gas fell 0.5 cent to $2.791 per 1,000 cubic feet.

Recommended climbing gear being a hat, for sun/rain protection, stout boots, gloves (ther are many thorn bushes and plants), warm clothing, rain coat and rucksack. It is also advisable to take along a small first aid kit. Many of the mountain foot hills have quite a number of leeches in particular Mount Batukaru so it is recommended to take along cigarettes (to burn the leeches off) and to tuck your trousers into your socks.

cussions and hopefully find language that will pull everybody together for us to move forward on this critical is-sue.” There were no comments from Putin after the meeting, but at its opening he promised Russia would do all it could to support Annan.

Russia, which incurred interna-tional criticism by twice vetoing U.N. resolutions to increase pressure on Syrian President Bashar Assad and his regime, has staked its posi-tion on Annan’s six-point plan for ending the fighting that activists say has killed some 17,000 people.

The plan was to begin with a cease-fire between government forces and rebels, followed by politi-cal dialogue, but increasingly intense fighting has called into question whether the plan is obsolete.

The United States will present its highest award to Myanmar’s democracy icon Aung San Suu Kyi in September when she makes her first US trip in more than two decades, congressional aides said.

Suu Kyi, who was elected to par-liament this year in a dramatic sign of Myanmar’s reforms, will travel to Washington in September to receive the Congressional Gold Medal, the aides told AFP.

The medal is the top honor be-stowed by the US Congress, with the ceremonies often bringing together the president and top lawmakers. Congress

voted to give the medal to Suu Kyi in May 2008 when the prospect of her leaving Myanmar looked remote.

It will be the 67-year-old Suu Kyi’s first visit to the United States since she was put under house arrest fol-lowing her party’s victory in

1990 elections, the results of which the military junta refused to accept.

Suu Kyi did not travel abroad again until May this year when she went to Thailand. Last month, she made an extensive tour of Europe, where she belatedly accepted her Nobel Peace Prize, was feted in major capitals and admitted that she was exhausted.

Secretary of State Hillary Clinton invited Suu Kyi to Washington when

the top US diplomat paid a landmark visit to Myanmar, also known as Burma, in December.

State Department spokesman Pat-rick Ventrell said he had no announce-ment to make on Suu Kyi’s travels but told reporters: “We look forward to, at an appropriate date, welcoming Aung San Suu Kyi here.”

Suu Kyi will also visit New York on September 21 to accept an award at a dinner of the Atlantic Council, said Taleen Ananian, a spokeswoman for the think-tank.

The dinner takes place in New York at the same time as the United Nations General Assembly, which each year brings world leaders to Manhattan. Suu Kyi lived in New York and worked at the UN secretariat from 1969 to 1971.

PYONGYANG — North Korean leader Kim Jong Un has been granted the title of marshal, state media reported Wednesday, cement-ing his status as the authoritarian nation’s top military official as he makes key changes to the million-man force.

The decision to award Kim, who already serves as supreme com-mander of the Korean People’s Army, was made Tuesday by the na-tion’s top military, government and political officials, state media said in a special bulletin. The formal move to bestow the title of marshal to Kim comes seven months into his rule and follows several days of reshuffling at the highest levels of the military.

On Monday, North Korea announced that the chief of the army, Ri Yong Ho, a high-ranking figure in both political and military circles, was dismissed from all posts due to illness. The following day, a little-known general, Hyon Yong Chol, was promoted to vice marshal, one of four named to that position since Kim Jong Un took power.

The dismissal of Ri, who had been promoted to vice marshal in 2010 and had been seen as a mentor to Kim Jong Un, was a surprise to many outside observers. Kim Jong Un took over as North Korea’s leader following the death of his father, longtime leader Kim Jong Il, in December, and has continued to maintain his father’s policy of “songun,” or military first.

The position of marshal had been left vacant following the death of Kim Jong Il, who posthumously was made grand marshal — the nation’s top military title — in February on what would have been his 70th birthday. He had been named marshal 20 years ago when North Korea founder Kim Il Sung was promoted to grand marshal. Aside from Ri and Hyon, eight other generals hold the post of vice marshal in North Korea.

From January to July 2012, Erwin Suryadarma said the number of beg-gars captured and returned to their native region reached 215 people. In details, they consisted of 98 people from Munti Gunung, 68 people from Pedahan, 12 people from Trunyan, 2 people from Abang and another from Manggis. Meanwhile, the beggars from outside Bali captured in the operation were 10 people from Bon-dowoso, 10 people from Banyuwangi, 9 people from Madura, 2 people from Jember and another from Situbondo. “They have been returned to their native origin. Hopefully, they will not come again to Denpasar to beg,” he said.

Further, Erwin Suryadarma said that installation of billboards contain-ing an appeal not to give anything to beggars was effective enough to sup-press the amount of beggars roaming around in Denpasar. Many city dwell-ers set to be reluctant to give alms to the beggars hanging out at traffic lights. “Since no longer people giving alms on the streets, those beggars set to target people’s homes. A forced born foetus body was found rotten in a plastic bag last Tuesday (17/7) at Ujung Pesisi River, Tumbu Village, Karangasem by two kids who were going to bathe, Fina (9) and Sabina (11). The siblings were there around 8 am and smelt something rotten which they thought it was a dead cat. Sabina, still not knowing it was a baby, dragged the plastic bag to the river and when it hit a rock then it revealed hands and feet. The two witnesses got scared and told their parent at home, Syakban, about it. After seeing it for himself, he then reports it to the Village’s Peace and Order Board (Babinkamtibnas), I Gede Sudarman. This police officer

then forwarded it to Karangasem Police.

The foetus with tragic condition was then evacuated. It has its head organs up to the stomach all dam-aged including its gender could not be figured out. The foetus was then sent to Karangasem Hospital to be further checked which then Doctor I Made Japa Sumantra stated still can’t figure out its gender and age as it seemed the foetus was thrown away for quite sometimes already and has been in water since it was thrown. Meanwhile Ujung resi-dents were shocked and suspected that the forced born foetus was thrown away from a bridge without being wrapped. A massive ice sheet covers about four-fifths of Greenland. Petermann Glacier is mostly on land, but a seg-ment sticks out over water like a frozen tongue, and that’s where the break occurred. The same glacier spawned an iceberg twice that size two years ago. Together, the breaks made a large change that’s got the attention of researchers.

“It’s dramatic. It’s disturbing,” said University of Delaware professor Andreas Muenchow, who was one of the first researchers to notice the break. “We have data for 150 years and we

see changes that we have not seen before.” “It’s one of the manifesta-tions that Greenland is changing very fast,” he said.

Researchers suspect global warm-ing is to blame, but can’t prove it con-clusively yet. Glaciers do calve ice-bergs naturally, but what’s happened in the last three years to Petermann is unprecedented, Muenchow and other scientists say. “This is not part of natu-ral variations anymore,” said NASA glaciologist Eric Rignot, who camped on Petermann 10 years ago.

Scientists have outfitted two snow leopards in a wild corner of Afghani-stan with satellite-tracking collars, a first for the country and a boon for researchers trying to better understand the habits and favored habitats of the endangered cats.

The snow leopards, both male, were captured in Afghanistan’s north-eastern Wakhan Corridor, a narrow strip of desolate, windswept mountains sandwiched between Pakistan and Tajikistan, and a spot where camera traps first snapped the elusive cats in 2011.

The first snow leopard was captured and released on May 27, the second on June 8. Researchers weighed and measured the animals, took DNA samples and fitted them with satellite collars before sending them on their way.

In the intervening weeks, the first cat has traveled more than 78 miles (125 kilometers) and the second cat has traveled more than 95 miles (153 km), according to a statement from the Wildlife Conservation Society, one of the main participants in the field work.

A film crew from Nat Geo WILD was on hand to document the research, for a film that is slated to air in December.

Snow leopards make their homes in the harsh, rugged mountain regions of 12 Asian nations, yet despite their wide range and impressive survival skills, the spotted cats’ numbers are dwindling. The species has declined by as much as 20 percent in the last 16 years, and only 3,000 to 7,500 individuals remain in the wild, according to population estimates.

Officials with the WCS lauded the recent capture and tracking of the Afghan snow leopards as a milestone in the fight to save the big cats.

“The information garnered from the tagging will assist researchers as they learn more about the range, behavior, movements and habitat used by snow leopards,” Peter Zahler, WCS’s deputy director of Asia Programs, said in a statement.

As Japanese and Chinese, Bali-nese language also has its own char-acters. They consist of some 18 main characters and 10 vowel sounds. Ordinarily, Balinese characters are used to write palm-leaf manuscript or lontar. Such characters are incised with sharp knife or stylus. When the writing works have completed, they should be rubbed with a blend of oil and lamp shoot to blacken them. So they are visible easily. Since the works were performed manually, the copying of a manuscript took a long time.

At a glance, Balinese characters look like Old Javanese, Tamil (In-dia). It is inseparable from historical aspect where they had similarity of genealogical lines. Today, Balinese characters still have restricted use, namely at school for local subject from elementary school to senior high school. It is becoming the responsibility of local government to preserve and develop Balinese language in order it could survive in the midst of the growth of other languages like Bahasa Indonesia and foreign languages.

Balinese language poses a me-dium and spirit of Balinese culture. To preserve Balinese culture should also simultaneously maintain and use of Balinese language in daily life. In other words, speaking Balinese language also characterizes one of the identities as a Balinese. Among the use of other languages, Balinese language should remain to give a space to grow and develop. Other

than speaking and teaching it at schools, it should also accommodate the need of modern community or use in wider functions of language.

Balinese community receives abundant heritages of lontar or palm-leaf manuscripts from the predecessors retained by individu-als and museums. They carry many aspects of knowledge, ranging from philosophy, local healing, literature, architecture, agriculture, herbal practice, astrology and so forth. Therefore, if they could be inter-preted and presented in popular lan-guage, they could become attractive information for young generation and saleable books for commercial needs. Today, there is also a trend of poising the tradition with modern science namely by re-interpreting the indigenous wisdoms that are relevant to the current time. People will get balanced inputs from the past and current orientation.

Of course, such treasures will be beneficial for the conservation and future development of Balinese culture because it stays in touch with its original roots. Young generation should be introduced to these roots at early stage. Later, they will not lose their identity and even could feel proud of it. Moreover, it could give them inspiration in making their creativities, either in fine arts, performance, traditional architecture or herbal healings.

Thanks to modern technology, the writing of Balinese characters now can be made easy by Bali Simbar font. It is the innovative thinking of I Made Suatjana (1986) lies behind the composing of this font. His work has helped the writing of Balinese characters in word processing ap-plication like Microsoft Word. Hope-fully, there would be more creative software helping the development and learning of Balinese language so it would not come into extinction or be far left behind with the modern life. The Head of Denpasar Industry and Trade Agency, Wayan Gatra, said the raid involving a team composed of several relevant agencies targeted a number of traditional markets such as the Badung, Sanglah and Kreneng Market. “We continue to make a raid in order to anticipate the hoarding. But so far, we have not found any indications of unscrupulous traders that cheat,” said Gatra in Denpasar.

Nevertheless, celebration of the Fasting Month and Eid did not have significant effect on the price hikes of basic needs in Bali compared to the celebration of Galungan, Kuningan and Nyepi. “Any increase in the price of chicken flesh and eggs happens due to production decreases so that it has an impact on the price,” he said.

Price hikes of basic needs also led to inflation. By and large, the price of basic needs would rise from the regular price because the community averagely demanded for the same items. Such a trend had already happened today. Nev-ertheless, the increase would only last temporarily.

“We guarantee the availability

of basic needs of the public during the fasting month until the Eid. At the moment, the price fluctuations in the market remain quite reason-able,” he said.

The Division Head of Coop-eration and Consumer Protection, Denpasar Industry and Trade Agency, Jarot Agung Iswahyudi, previously said that market sur-veillance against the rising prices of basic needs indicated that the increase was below 10 percent.

Though the price hike occurred, Iswahyudi admitted the stock was still sufficient for the next two weeks. His party would continu-ously monitor the prices of those basic needs, especially before the Eid holidays. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Information compiled in the field last Tuesday mentioned if the boat led by Abdul Rahman, 30, from Sumbawa departed from Se-rangan around 8:00 a.m. local time. The boat itself was going to Gili Trawangan, Lombok, carrying 28 passengers including the captain. Of the 28 passengers, 21 of them were foreigners from Spain, Australia, the USA and France. Meanwhile, the others consisted of 3 domestic tourists, 3 crews and a captain. The three crews were Masuri, Wayan Yuliartha and Tangar. However, in the sea voyage exactly 500 meters from Jumpai Beach, Klungkung, the boat was suddenly penetrated by sea water or leaked out.

It was unknown why the boat equipped with four outboard en-gines leaked out. However, there was allegation if the boat leaked out as hitting a timber when sail-

ing from Serangan. Moreover, the boat was made from fiberglass. Obviously, when it occurred, the captain immediately attempted to take the boat ashore. At the end, the boat ran aground on the beach of Kusamba Kampong, Dawan, Klungkung around 9:45 a.m. after struggling against the waves for hours in the sea.

All passengers aboard could finally survive. Even, it was men-tioned that one of them cried when arriving on the beach. Having reached the beach, all the pas-sengers, mostly foreign nationals, were finally transported into a car for further taken to Padang Bay. Captain of the boat, Abdul Rahman, when met said that he did not know exactly why the boat leaked out. The boat never had a problem since he had carried it for six years. As far as he knew, the sea water penetrated

the rear bottom of the boat. There-fore, he immediately berthed the boat to the nearest beach. “I do not know the cause. Sea water suddenly penetrated the rear bottom and I immediately took it to the beach,” said Abdul Rahman.

Meanwhile, such boat incident drew the attention of the Chief of Dawan Police and Klungkung Police. Chief of Klungkung Police, Tri Wahyudi, directly came down to location to monitor the situation. Even, when asked for his confir-mation, the police chief admitted that his party would investigate by asking for clarification to the captain and crew. “We are still investigating the case whether it was caused by the factor of nature or not. However, if it was caused by the factor of nature, we could not do anything else,” said the police chief last Tuesday. (119)

Denpasar (Bali Post)—Four days the tragic kite case that

killed Made Adi Yudi Sastrawan has gone by. However, the investigators of East Denpasar Police have not determined any suspect in this case. They still focus on the examination of witnesses. So far, the investigators have examined 10 witnesses taken from the kite pullers and people watching during the incident.

Examination of the 10 witnesses was justified by Chief of East Denpasar Police, I Wayan Parwata, Tuesday (Jul 17). “On the third day, we are still fo-cusing on the examination of witnesses. We just examined 10 witnesses,” he said. According to him, examination against the organizing committee of the Kite Festival had not been done yet so far. Even, he could not ascertain when it would be performed.

As in previous news, the Kite Festi-val taking place on Padanggalak Beach, East Denpasar, claimed a casualty. An eight-year old boy named Made Adi Yudi Sastrawan, a resident of Titih ham-let, Kapal village, Mengwi, Badung, was horribly killed by a falling giant kite on Sunday (Jul 15). The victim’s brain leaked out and finally died in Sanglah Hospital after getting medical treatment for few hours.

Such unfortunate incident occurred around 1:30 p.m. local time where hundreds of kites were competed on Padanggalak Beach. Not only kites of big size, but hundreds of spectators were also visible there. Well, sud-denly the fish-shaped kite belonging to Batu Yang village, Sukawati, Gi-anyar, fell down and hit the victim. The actress testified during a Senate Foreign Relations Committee hearing that she plans to launch a campaign to raise awareness and spur action against human trafficking and slavery. She said the “old monster” of slavery “is still with us,” almost 150 years after President Abraham Lincoln issued the Emancipa-tion Proclamation that freed slaves in the U.S.

“Fighting slavery doesn’t cost a lot of money. The costs of allowing it to exist in our nation and abroad are much higher,” the actress said. “It robs us of the thing we value most, our freedom.”

DENPASAR - The development of Meeting, Incentive, Conference and Exhibition (MICE) tourism in Indonesia, especially in Bali, should be followed by promotion. Director of MICE Development and Special Interest Tourism, the Ministry of Tourism and Creative Economy, Rizki Handayani, said that to develop MICE tourism, in terms of promotion, Bali needed to have an independent agency or the convention bureau.

“This agency will conduct the promotion. It will get in touch with corporate decision makers and organiza-tions related to MICE. It is an independent agency but financially supported by the government,” said Rizki Handayani in Denpasar.

She said that a number of countries such as Thailand and Singapore had been implementing such an effort. Similarly, Jakarta had established an independent agency called the Jakarta Convention Bureau.

“In terms of MICE facilities and infrastructure, Bali has been good. Potential buildings for MICE tourism have been widely established. However, Bali remains to face a constraint in the matter of access and it should improve the destinations,” she said.

According to her, the development of MICE in Bali should not stop at that point. The perpetrators of MICE should be able to constantly fill in the opportunity so that the facilities could be taken advantage sustainably.

Meanwhile, Chairman of the Indonesian Tourism In-dustry Association (GIPI) of Bali, IB Ngurah Wijaya, said that Bali was necessary to have a convention bureau. At the same time, all the stakeholders having an interest in the MICE tourism wanted the formation of the bureau.

“If the agency has been established, the MICE industry in Bali will not perform the promotion separately.

JAKARTA - Indonesia’s central bank Wednesday announced new regulations limiting bank ownership to 40 percent.

The new rules limit ownership of new acquisitions by financial institutions to 40 percent, non-financial institutions to 30 percent and families or individuals to 20

percent, said Mulya Effendi Siregar, an executive director at Bank Indonesia (BI), the country’s central bank.

“The ownership of commercial bank shares will apply to foreign and domestic banks to improve the health of banks,” he said. The bank said on its website that under new rules, financial institutions can own more than 40 percent of a domestic com-

mercial bank only under specific criteria and approval from BI.

BI said the rules went into effect on July 13, and that state-owned banks and banks undergoing recovery are exempt.

The bank said in April it would issue new ownership regulations after DBS Group of Singapore made a $7.3 billion bid to acquire Bank Danamon Indonesia, the nation’s fifth-

largest bank. BI declined to approve that deal, saying it would have to wait until new rules on foreign ownership are in place.

It was unclear immediately following the announcement whether the new rules would permit the takeover or not.

The new rules replace regulations that allowed local and foreign investors to own up to 99 percent of Indonesian banks.
