Course Registration Information

We will continue to use MTP (member tracking program) to register for classes. This program keeps track of past and future training classes for each member. One of the features of this program includes a web module for members and business agents to log in and access training records. This includes certifications; if you forget your MSHA or OSHA card and can’t get onto a job site, you should be able to access your record online through MTP. If you have any certifications that aren’t uploaded into MTP, bring them with you to training and a staff member can put them into the system. This website is also available in an app for your phone.

Instructions for Registering

In an attempt to reduce no-shows, members will only be allowed to register for equipment classes thirty-days in advance of a class. You will see the entire schedule in this book, so keep track of the classes you would like to attend; registration will open at 5:00pm October 4th. Subsequently, registrations will open the 1st Sunday of the month, prior to the next month’s classes. For example, registration for all December classes will open on Sunday, November 1st at 5:00pm. For health and safety classes, registration will open October 4th and remain open. If a safety class is full, be sure to register for another session or get on the waitlist. Go to: www.local49training.org (or use the app!) Click on: “Register for Training” Select “Member Log In,” you will log in by entering either your union registration number or social security number. The program has pre-assigned your password as the last four digits of your social security number. You can either leave it as is, or change it to your desired password. Once logged in, you will answer a few basic questions and hit “submit.” You will then have the ability to click on tabs for your training records, classes attended, and class registration. Click on “Class Registration” to sign up for new classes. Our staff will process the entries, and members will be entered into classes on a first-come, first-serve basis assuming the member is eligible to attend training and meets the criteria for the class.

IMPORTANT WAITLIST INFORMATION If you would like to get on the waitlist for a class, you will need to register on the online waitlist the Monday prior to the class you would like to get in (if the course starts Monday the 27th, you would need to register for the waitlist Monday the 20th). The waitlist slots will be on a first-come-first-serve basis depending on the registration order.

From your Directors:

Brothers and Sisters,

We hope everyone has had a safe construction season and that everyone has remained healthy. The year 2020 has definitely come with some challenges; COVID-19 was a major disruption to our training schedule at the end of last year and was a challenge for everybody. Whether you or your family were affected by the illness or not, all of us were affected by the challenges that came with adapting to a new way of living during the pandemic. We hope our season can go on this year without a hitch, but we ask for your patience as we continue to monitor changes with COVID-19.

If the state determines we are unable to gather in large groups, we will quickly work to adapt our training schedule to incorporate online training and individual seat time. We’ve spent a lot of time this summer continuing to update curriculum and develop material that can be shared online. More than anything, we want our members to be able to access the information they need from wherever they are.

We received a lot of feedback last year on issues with our registration system. That’s one thing we’ve work diligently on correcting this summer. You will no longer need to put in a credit card number as the first thing you enter when registering for class. You will now be able to view classes first and check-out with your credit card at the end. Additionally, we’ve updated the course catalog; all course dates can be found in the back of this schedule. Your feedback is very helpful, so please continue to let us know if there are other changes you would like to see.

As always, we are constantly looking for ways to improve our training—don’t hesitate to reach out to us with new ideas and suggestions for training. We want this place to be the best it can be.

In Solidarity,

Be prepared to go outside for all of your classes and dress accordingly (hats, gloves, jackets, and other winter-wear). Personal Protective Equipment All members must wear a hardhat, safety vest, safety glasses and hearing protection for outdoor equipment classes. There are only a limited number of hardhats and safety vests available to use at the Training Center, so please remember to bring your own if you have it. Classroom Policies Treat instructors and other students with respect. Show up on time and ready to learn. Carelessness, lack of interest, lack of attention, or lack of cooperation will be cause for dismissal. Attendance There is a $75 fee for not showing up to equipment classes. That fee will double for each subsequent offense. If you repeatedly fail to report to a class for which you’ve signed up, you may lose your training privileges for the remainder of the training season. If you cannot make it to class, you must call the Monday before your class starts (1 week ahead). If there are any extenuating circumstances causing you to miss class, it will be up to the discretion of the Training Director if you will be charged or not. Pre-Requisites If there are any fees, paperwork or other eligibility requirements associated with a specific training program, it must be taken care of prior to the start of class. Non-Discrimination and Anti-Harassment Pledge The Training Center will not discriminate against apprenticeship applicants, apprentices or journey-workers based on race, color, creed, religion, national origin, sex (including pregnancy and gender identity), age, marital status, status with regard to public assistance, familial status, sexual orientation, genetic information, or because they are an individual with a disability. We believe and support the policy that all persons have the right to attend school in an environment free of harassment of any kind. Students, instructors or any other persons affiliated with this school who have a complaint of harassment should direct that complaint to the Training Director or the Director of Education, if circumstances permit. If this does not render a satisfactory resolution, the harassed party may also contact any member of the Board of Trustees. Names and contact information of Board members is available upon request

SPECIAL THANKS AND CONGRATULATIONS TO MARK “GRIZ” ADAMS ON HIS MANY YEARS OF SERVICE AT THE LOCAL 49 TRAINING CENTER. GRIZ RETIRED IN MAY OF 2020. HE WILL BE GREATLY MISSED!

Griz started working for the Union in April of 1978 in the Kansas and Missouri area, Local 101. He worked there until December of 1995 when his wife got a job in Minnesota. Griz transferred out of Local 101 and into Local 49 in 1996. He was primarily a finish blade operator, although was versatile on a multitude of equipment. In the fall of 2003, Griz was hired as a part-time instructor for Local 49 out of the Rosemount facility. In 2014, Griz began instructing full time for Local 49 until his retirement in May 2020. Griz mentioned the biggest highlight of his time instructing was meeting all the members. He’s looking forward to seeing the progression of the Training Center and urges all members to strive towards being the best, most versatile operators they can be. “It starts with one piece of equipment, and then you add from there.” Griz was an invaluable asset to the Local 49 Training Center, and we’re sure his presence will still grace the Training Center on occasion. A big thanks to Griz and his many years of service!

A Note to Apprentices…

Welcome to the training season! We hope you take the opportunity to get in a lot of training hours this winter. As apprentices, we are giving you the first opportunity to register for classes. In an attempt to shorten the waitlist, members will only be allowed to register thirty-days in advance of a class. You will see the entire schedule in this book, so keep track of the classes you would like to attend; apprentice registrations will open at 8:00am October 3rd. Subsequently, registrations will open the 1st Sunday of the month, prior to the next month’s classes at 8:00am. For health and safety classes, registration will open October 3rd and remain open. If a safety class is full, be sure to register for another session or get on the waitlist. There are certain, mandatory trainings you must attend as apprentices. Please reference the charts on the next two pages to see which classes you must attend.

Be sure to set some goals for yourself and consider taking classes pertinent to the industry in which you are employed. The more equipment you can operate, the more valuable you are as an employee. For those of you closing in on your training hours required to graduate, make every attempt to get it done this season! Please look at the next page to see required coursework for 1st and 2nd year apprentices.

As always, please feel free to reach out with any questions or concerns regarding your apprenticeship.

Steve Tuhy Apprenticeship Coordinator (320)385-0019

Reminders for Apprentices:

Dues: These are due every month unless you pay quarterly or yearly. If your dues are delinquent, you become suspended by Local 49; therefore, you are not supposed to be working on a union jobsite. If a Business Agent comes on site and you are suspended, you will either be asked to pay on the spot, or you will have to walk-off the job.

Timecards: Due by the 10th of the following month. For every 1,000 hours worked, it is approximately a $3/hour raise.

Training Hours: Apprentices need to complete their required training hours for their program before they reach their on-the-job work hours. An apprentice whose training hours are incomplete may be up for review and subject to suspension or dismissal.

Contractor/Sponsor: Apprentices are required to work for the contractor to whom they are sponsored/dispatched through. Changing employers is not allowed without prior approval of the Apprenticeship Coordinator and the employer. Apprentices who are on the out-of-work list may be requested by an employer. Questions about changing employers should be brought to the apprenticeship coordinator.

Address & Phone Number: Please contact the Training Center immediately if your number, email, or address changes. If we do not have your correct information, we cannot inform you of any issues that may need to be taken care of.

Responsibility: Show up to the jobsite on time and be respectful of your supervisors and coworkers. Remember, if this was your company, what kind of work ethic would you expect from your employees?

Out-of-Work List: Apprentices need to call the Training Center to be placed on the apprenticeship out-of-work list this fall after being laid off. Remember to call every thirty-days to remain on the list. Remove yourself from the list in the spring if/when you go back to work.

Before you decide to bring someone new into the apprenticeship program, please call the Training Center first. Employers shall give the Union first opportunity to dispatch an apprentice with the qualifications needed for employment. There is always a good chance we have an apprentice waiting in the wings ready to be sent to work! To be qualified for apprenticeship, applicants must be at least 18 years of age, have a valid driver’s license, be legally authorized to work in the U.S., and possess a high school diploma, GED or equivalent. Candidates must also pass an entrance examination covering basic reading and math to be enrolled in our program. Entrance examinations (Ramsay Corporation Basic Skills Test) are administered the 1st and 3rd Tuesday of every month from March through September. Candidates that pass the Ramsay examination will be issued a Letter of Eligibility that they can take with them when applying for work with our signatory contractors. If you know someone you would like to bring into the apprenticeship, call Susie Fore at ext. 1014.

Reading the Schedule This year’s course schedule comes to you in a slightly different format. The courses are broken up into multiple sections:

• Member Education Courses – Page 10• Grading and Excavations Courses – Pages 12-15• Underground and Utilities Courses – Page 16• Crane Courses – Pages 17-19• Directional Drilling Courses – Page 21• Specialty Courses – Pages 22-24• Health and Safety Courses – Pages 25-29

All course descriptions are listed in their respective session in alphabetical order. In the back of the book, you will find all session dates listed by section in alphabetical order. This change was brought in hopes to making the registration process easier with all dates listed in the back of the book.

To go directly to the course schedule, go to page 31.

Prerequisites To take a Level II or higher course, the member must first pass the evaluation of the Level I course. This can be done in one of two ways:

• Take the full Level I course• Put down a $50 deposit to take just the Level I evaluation.

The money will be returned upon a successful passing score on the evaluation. If you do not pass the evaluation, the money will be held and put into an account that will only go to directly benefit the membership (examples may include buying refreshments for the movie night, lunch for MSHA, etc.). We suggest that only journey-workers attempt to take the evaluation without taking the associated coursework.

Any other special pre-requisites for a course will be highlighted in yellow.

CRANE COURSES

NCCCO Crane Operator Certification

The final ruling of the OSHA Cranes in Construction standard regarding crane certification took effect November 10, 2018. This crane standard states that in the United States, you must be certified, by a nationally recognized and accredited certification program, to operate cranes that have a capacity of over 2,000 pounds (this includes articulating overhead and tower cranes). If you would like more information on this ruling, reference CRF 1926.410 regarding “Cranes in Construction.”

Local 49 recognizes and uses the National Commission of Crane Operators as their accrediting body, otherwise known as “CCO.” For more information on CCO, you can visit their website at http://www.nccco.org.

CCO Process Overview

Call the Training Center to get a handbook specific to the type of crane(s) on which you would like to test, and also request the application for the test.

Fill out the application completely with your payment included and send to the Training Center (NOT Florida). Make sure you send your application in prior to the deadline listed at the end of this segment.

Attend review day, take the written exam, and then you will receive a pass/fail letter in the mail. Dates of review days and written exams are included at the end of this segment.

Schedule a practical exam—these can be scheduled before or after the written exam (bring a check, money order or credit card). Call Judy Kaufman at the Training Center to schedule an exam (320)-384-7093 or 1-866-494-8634.

Take the practical exam and receive a pass/fail letter.

Send a copy of CCO certification to the Training Center for reimbursement (if you qualify).

Local 49 Training Center CCO Reimbursement Policy Candidates will be reimbursed after successful completion of the certification/re-certification if his or her employer is (or was) paying into the training fund on the candidate’s behalf. The candidate must also be current on their union dues to qualify for reimbursement. Upon completion of this course, members will have their credentials mailed to them as soon as the Training Center receives them from OSHA. Taking this course will give operators the credentials they must hold as per the Labor Agreement.

There are some online options for this course; they must be taken through an OSHA Authorized Online Outreach Training Provider. The most inexpensive option is CareerSafe for $25. You can go to careersafeonline.com for more information. Make sure you take the OSHA 10-Hour for the Construction Industry. If you bring in your receipt and OSHA 10 card, the Training Center will reimburse you for OSHA 10 taken through CareerSafe and will put your OSHA card on file. If you have questions regarding online OSHA classes, call the Training Center.

OSHA 30

The OSHA 30-hour construction outreach training program is intended to provide training on a variety of OSHA 1926 topics and is something that would only have to be taken one time. The focus of this course is usually towards members who have safety or supervisory responsibility on job-sites. Training will emphasize hazard identification, competent person requirements, hazard avoidance, risk control and injury prevention. If your employer requires you to have this certification for advancement, then this is the class for you.

PIPELAYER’S CERTIFICATION

In this course, members will receive their pipelayer’s card. Topics covered will include MN plumbing code, dig permits, MNOSHA compliance forms, understanding locater marks, and various pipe configurations. Additional safety topics including silica awareness will be covered.
