AboutThis information package is for applicants applying to the Performing Arts Regional Touring Boost Grants Program.

The Performing Arts Regional Touring Boost Grants Program is funded by Royalties for Regions and administered by the Department of Culture and the Arts (DCA) on behalf of the State of Western Australia.

What is the Performing Arts Regional Touring Boost Grants Program?The Performing Arts Regional Touring Boost is a $900,000 grants program over three years funded by the Western Australian State Government’s Royalties for Regions (RfR) program.

The aim is to increase the number and diversity of professional small to medium circus, comedy, dance, music, theatre and multi–arts shows touring regional communities in Western Australia for the next three years.

Applicants are encouraged to familiarise themselves with the cultural, social, and economic profiles of the regions of Western Australia by visiting the Department of Regional Department’s website at www.drd.wa.gov.au

A feature of the Performing Arts Regional Touring Boost Grants Program is that applicants must demonstrate they have worked closely with the presenters to deliver a show that has the capacity to engage with the broader community to engage and develop audiences.

Am I eligible to apply?To be eligible to apply for a touring grant you must meet the following program-specific criteria as well as DCA's general eligibility criteria (outlined in Appendix A):

• be from a Western Australian small to mediumprofessional performing arts organisation, group(including a collective) or an individual producer;

• be a performing arts tour of regional Western Australia; and

• be a “tour ready” show that that has been publicly performed and reviewed.

Applications which do not meet the eligibility criteria will be returned without assessment.

How to applyTo apply for the first round of Performing Arts Regional Touring Boost Grants Program, ensure that an application form and all essential supporting material is received by the Department of Culture and the Arts by close of business on Friday, 5 December 2014.

Applications will be assessed by a peer panel and applicants will be notified by the end of February 2015.

Required Support MaterialApplicants to the Performing Arts Regional Touring Boost Grants Program need to provide the following support materials:

• Performing Arts Regional Touring Boost GrantsProgram Application Form;

• Budget, itinerary and signed presenter confirmationform/s;

• Performance excerpt (reviews and/or short video,audio recording, photographic stills); and

• CVs of Key Personnel.

Applications that do not include the required support material will be returned without assessment.

Note:Organisations that receive triennial or multi-year funding from DCA or recurrent funding through any DCA portfolio organisation (such as ScreenWest) are eligible to apply.

The Major Performing Arts Companies are not eligible to apply to the Performing Arts Regional Touring Boost Grants Program.

Is there a funding cap to the Boost Grants Program?There is a total of $900,000 over the three years available for touring in regional Western Australia. Funding is available for touring activity in for the calendar years 2015 - 2017.

There is no cap on the amount of funding applicants can request for touring. Applicants are reminded that DCA will not fund 100 per cent of any project. Refer to Appendix A for a list of ineligible activities.

When do applications close?The second round of the Performing Arts Regional Touring Boost Grants Program is open.

Second round Closing date: 5 December 2014 Notification date: by the end of February 2015.For activity starting after 1 July 2015

How will my application be assessed?Your application will be assessed against the assessment criteria. DCA funding applications are assessed by peer panels. Peer assessment has been used as part of the grants process since 1986. It allows all applications to be evaluated by people with industry experience, up-to-date knowledge and specific areas of expertise.

Do not assume that the panel has knowledge of you or your project.

What are the assessment criteria?1. Artistic merit and qualityIn assessing artistic merit and quality of the tour the panel will consider:

• The artists and arts workers involved in deliveringthe production;

• the quality of the production; and

• the reviews and/or short video, audio recording,photographic stills.

2. Regional reachIn assessing regional reach the panel will consider tours that:

• Include a minimum of four communities in one ormore WA regions;

• demonstrate knowledge and relevance to cultural,social and economic conditions of the regions beingvisited; and

• include smaller and remote communities in thetouring itinerary.

3. Community Engagement PlanIn assessing the Community Engagement Plan the panel will consider tours that:

• Are designed to engage the local community in thecontent and themes of the work;

• contribute to the presenter’s audience developmentstrategies and goals;

• offer participatory experiences such as workshops,masterclasses and pre-show activities; and

• include signed presenter confirmation forms.

4. Viability, logistics and good managementIn assessing a tour’s viability, the panel will consider:

• Evidence of a realistic and accurate budget;

• logic of the itinerary and the impact it has on thetouring budget;

• evidence of good governance and management ofthe group or collective;

• evidence of appropriate rates of pay for artists andarts workers; and

• evidence appropriate level of support from othersources.

Completing the application formMany applications are unsuccessful due to poor planning and lack of detail, so make sure you:

• Answer all parts of every question, regardless of thetype or level of assistance you are requesting;

• use plain English and be clear and concise;

• answer the questions within the limits noted on theform; and

• use 12 point Arial font or handwrite your applicationin black ink on white A4 matte paper.

Remember that your application will be assessed against the assessment criteria for your funding program as outlined on the DCA website and assume the panel does not have any prior knowledge of you or your project. When your draft application is complete, you can ask the relevant project officer to review it and provide feedback.

Applicant detailsFor individuals• The application name must be

the same as the legal name orregistered trading name withthe Australian Business Number(ABN) supplied.

• If you don’t have a registeredABN, use your full name as theapplication name and providethe details of the personor organisation who will beadministering the grant on yourbehalf (if awarded) in section six.

Equity and evaluation questionsThe equity and evaluation questions are optional and will not affect the assessment of your grant application. The information you provide will assist DCA to improve its services through statistical research and evaluation of the equity and accessibility of grant programs.

For groups (including collectives)• Groups are not legally

constituted and may includeunincorporated bodies,partnerships, and individualsinformally collaborating on aproject.

• The group application namemust be the same as the legal ortrading name registered with thegroup’s ABN.

Section one

All applicantsDo you have overdue DCA or ArtsWA acquittals?Applicants who have an overdue DCA or ArtsWA acquittal at the application closing date will have their application deemed ineligible for assessment. The application and support material will be returned without assessment.

For further details on general eligibility criteria, refer to page 18.

Do you have key personnel with overdue acquittals?The applicant will be contacted by DCA if it is found that a member of the key personnel listed in the application has an overdue DCA/ArtsWA acquittal at the application closing date. The applicant will have the opportunity to nominate a replacement up to two weeks prior to the application assessment date in order for the application to be eligible for assessment. If the applicant does not nominate a replacement at least two weeks prior to the assessment date, the application will be deemed ineligible and will be returned without assessment.

Ensure the amounts written as the ‘Total cost of your activity’ and ‘Amount of your request to DCA’ match the amounts in your budget in section three. DCA will not fund 100 per cent of your activity so ensure you have other forms of income in your budget.

Section one

Other important pointsStart date and promotion of your activityYou should not plan to start the activities for which you seek funding before the nominated start date of the funding program. Further, you must not begin public promotion of your activity before this start date. Applicants intending to undertake marketing and promotion to support their activity should ensure they apply with adequate lead time.

If your activity will be included in a program that will be publicly released before funding is secured, you must notify DCA in advance. DCA will require a written statement outlining the rationale for early promotion and an explanation of how the activity will go ahead if the application for funding is unsuccessful.

Applications involving non-WA residentsApplications which include payments to personnel who live outside Western Australia need to be argued in terms of the benefits that the individual or their work will bring to Western Australian artists or practitioners (which may include you) or the Western Australian arts, cultural and creative industries sectors. Please discuss this further with the relevant DCA project officer.

Application questionsQuestion 1: What is the touring show andwhen was it first showcased?Approximately 1500 characters (including spaces)

Clearly and concisely describe the touring show. Ensure that you include in your essential support material reviews and/or short video, audio recording, photographic stills of the show. List details in section five of this application.

Question 2: Who are the key creative,performers and/or administrative personnel involved in the tour?Approximately 1500 characters (including spaces)

List the names and position of the key people developing and delivering the regional tour, remembering to include yourself. You will need to indicate whether their commitment to your activity has been confirmed.

Written confirmation for any partnerships with other individuals, groups or organisations should be included in your support material. Ensure that you attach CVs or biographies for all the relevant personnel.

Question 3: How is this production relevant tothe regions you will visit?Approximately 1500 characters (including spaces)

Consider the cultural, social and economic profile of the regions and outline why the production will be suitable for these regional communities. If relevant include any feedback on previous tours in these communities.

Question 4: How will regional communities beable to engage with the production?Approximately 1500 characters (including spaces)

Outline how regional communities will be able to engage with the production, for example participatory experiences such as workshops, masterclasses and pre-show and/or post-show activities.

Question 5: How will these engagementactivities contribute to the presenters’ audience development strategies?Approximately 1500 characters (including spaces)

Summarise the statement made by the presenter using responses from the Presenter Confirmation Form (refer to the DCA website at www.dca.wa.gov.au/funding/boost)

Indicate how your community engagement activities will contribute to their audience development strategies.

Question 6: Outline your plans for marketingthis regional tour?Approximately 1500 characters (including spaces)

In this application, marketing includes audience engagement, promotion and distribution strategies.

Describe the different methods you will employ to market your tour.

A marketing plan of up to three pages may be attached as part of your support material and may also include marketing that a venue or other partner is undertaking

on your behalf.

Question 7: Identify the copyright holder(s),intellectual property arrangements and distribution of royalties as relevant to this activity.Approximately 1500 characters (including spaces)

Intellectual property refers to inventions of the mind, including copyright, designs or patents. Patents, trademarks and designs require registration to exist; whereas copyright automatically exists when a work is produced.

Copyright protects the original expression of ideas, not the ideas themselves. It provides exclusive rights to the copyright holder to copy the work, perform it in public as well as broadcast, publish and make adaptations of it.

It is your responsibility to ensure you have acquired all relevant permissions to use any work involved in your activity. This includes images you may have had taken of a work, performance or event for promotional purposes. You must also pay particular attention to all aspects of Intellectual Property (IP) or copyright arising from your proposed activity.

You need to ensure everyone involved is correctly acknowledged, consulted and has given appropriate written permission for you to use or reproduce the work.

In preparing your budget, you should consider including costs for licence fees and/or royalties for the use of any images, music or other IP created by other people. If your project involves collaboration with Indigenous communities, you must give careful consideration to cultural ownership and Indigenous protocols. DCA's Indigenous Arts Project Officer can provide further advice.

Section three

Viability of the tour - budget and touring itineraryPreparing your budgetComplete the summary of anticipated expenditure and income set out in section three of the application form as accurately as you can. Your final calculations should show a shortfall between anticipated expenditure and income. This will be the amount you request from DCA. You should use budget notes to explain how you arrived at the figures listed.

DCA provides a budget form template in Microsoft Excel on the DCA website at www.dca.wa.gov.au/funding/boost Replace the blank page in the Performing Arts Regional Touring Boost Grants Program Application Form with the completed, printed version when it is complete, or if submitting on CD or USB, save as an additional file.

Expenditure

Eligible items for regional touring expenditure include preproduction and productions costs:

• Remount/preproduction costs(wages, venue costs, setmodification and marketingmaterials)

• community engagement (wages,travel, materials transport)

• running costs (wages equipmenthire, insurance administration)

• travel allowances

• accommodation

• airfares

• freight

• vehicle hire (transport and fuel)

• tour coordination fees

• royalties

DCA does not fund the purchase cost of capital equipment (which includes the purchase of instruments, equipment, computers, software or uniforms); however, leasing of capital equipment may be an eligible cost.

DCA supports appropriate rates of pay for artists and administration staff involved in any application to DCA funding programs.

If these standards do not apply to your activity, describe in the budget notes how reasonable rates have been calculated. For long-term activities, it may be appropriate to pay artists a rate based on a yearly salary for a similar kind of work. If this is the case, you need to clearly explain the rationale for the pay rate in the budget notes.

Please note that the cost of an audit is an eligible expenditure item.

IncomeEarned

It is important to show all forms of anticipated earned income applicable to your activity. Earned income does not include subsidies (funding from DCA or other agencies).

In-kind

The term ‘in-kind’ refers to goods and services that have been contributed for free or at a reduced rate and can include borrowed equipment, the use of a rehearsal space, donated goods, discounted goods or services (the discount is regarded as an in-kind contribution) or volunteer labour – including your own. Contributions should be valued on the basis of what is agreed between you and your sponsor or participant. If the contribution is an unconditional donation, the value is what these services, facilities or equipment would normally cost within the marketplace. It is important to include in-kind costs as they contribute to the total cost of your activity.

There must always be a corresponding expense of equal or greater value in the expenditure column for each item of in-kind income.

Grants and sponsorship

All grants and sponsorship being sought from other sources must be listed (eg. from local government, the Australia Council, other state and Australian government departments, other funding institutions or other DCA funding). Indicate whether this support has been confirmed. DCA will attempt to confirm the status of any pending funding applications directly with the funding body prior to the panel assessment. Do not include the grant funds requested as part of this application.

Other

If there is an income source that does not fit within any of the above categories, explain what it is and list it under this heading. If you are covering any cash expenses yourself then you would list this as an ‘artist cash contribution’.

Request from DCAThe amount of subsidy you are requesting from DCA should be the same as your budget shortfall (i.e. the gap between anticipated expenditure and anticipated income).

If your request is more or less than the shortfall, you have not prepared your budget accurately.

Detail the particular expense items you are requesting DCA to fund.

You need to identify which costs you would like DCA to fund, eg. pre-production/remount costs, professional fees, cost of promotion, travel allowances etc. This allows the panel to better understand how its support relates to income to be received from other sources.

Touring Itinerary

DCA provides a touring itinerary template in Microsoft Excel format on the DCA website at at www.dca.wa.gov.au/funding/boost

Complete the touring itinerary as accurately as you can including information on:

• Location details (each town, start and finish dates);

• details of local presenter (venue, number ofperformances, venue capacity and expectedattendance); and

• community engagement strategies.

Budget notes

Explain or expand on budget items, eg. earned income could include the number of performances, average ticket price and projected capacity. Salaries and fees could include the title/position and an hourly/weekly rate multiplied by the number of hours/weeks.

Section four

Previous funding supportPlease list funding support received from DCA from the previous three years and/or any funding received from the other funding bodies. Include also any details of funding received through an auspice body on your behalf.

Section five

Support materialSupport material is essential to the success of your application, and must be submitted with your application. Inadequate support material will impair the panel’s ability to assess your application and is likely to result in it being unsuccessful. Please note the required support material for your program and category, the limits and accepted formats. Please note, required support material on page 3 of the information package.

Applications that do not include the required support material will be returned without assessment.

Applicants have the option to submit their support material in hard copy or on either a CD or USB flash drive (thumb drive, USB stick) which will then be uploaded to a secure website for the peer assessors to view. Applications submitted in hard copy will be scanned and uploaded manually to the secure site by DCA staff.

For digital support material, save your information into five folders only and label them as follows:

• Application form;

• budget, itinerary and signedpresenters confirmation form/s;and

• support material- Performance excerpt; and- CVs of Key Personnel.

Once compiled, all files need to be saved/burnt to a CD or USB flash drive. Clearly label the medium with your name, telephone number and the name of the program you are applying to. Your CD/USB flash drive can be either posted or hand delivered before the deadline.

It is entirely your responsibility to ensure everything listed on the

application form is submitted with the application.

DCA staff will, on receipt, check off these items but will not follow up on any listed material that is not included with the application. DCA takes no responsibility for missing material. Similarly, DCA takes no responsibility for the reliability of web links after submission.

Section six

Declarations and AgreementsWorking with Children Confidential Declaration For projects directly involving children, or where you and/or key personnel in the project will be responsible for, or supervising children, it is necessary for you to sign the Working with Children Confidential Declaration as well as the DCA Declaration.

If your project does not involve working with young people under 18 years, please check box (2) and then complete and sign the bottom section of the form. If your project does involve working with young people under 18 years, please make sure you also provide details regarding aliases or other names.

DCA reserves the right to require any applicant to provide relevant clearances as a pre-condition of funding.

Administering Body

Groups or individuals can arrange to have a grant administered by a third party organisation or individual. The administering body may agree to merely receive the grant on your behalf or they may also agree to manage other aspects of the project or activity. If you decide to have an administering body take financial responsibility for your grant, the grant will be paid to the administering body as per the details supplied in the Administering Body section of the application form.

An administering body can be an organisation or an individual with a registered ABN. The nominated administering body will be responsible for submitting the financial acquittal report once the funded activity is completed. Those undertaking the activity will be responsible for submitting the activity acquittal report.

The key contact is the member of the organisation responsible for all primary communication between the organisation and DCA.

Grant Administration Agreement

In order to have a grant administered, a Grant Administration Agreement must be completed. The Agreement provides an outline of the services and support the administering body will contribute to the activity. The Agreement must be completed and signed by both the administering body and those undertaking the activity.

Checklist before submissionBefore submitting your application to DCA, read the checklist at the end of the application form and tick the corresponding boxes to ensure your application is complete.

SubmissionHard copy applications Applications must be printed on one side only. Do not staple, bind or double-side print your application.

Digital applications The CD or USB flash/thumb drive must be clearly labelled with your name, telephone number and Grants program name.

Appendix AGeneral eligibility criteria

Individuals

An individual wishing to undertake an arts and/or creative industries project is eligible to apply, provided they:

• Are an Australian citizen or have Australianpermanent resident status;

• are a WA resident (which is defined as beingresident for at least 12 months prior to making theapplication); and

• are not a DCA staff member.

Staff of DCA portfolio organisations may be eligible to apply as the lead applicant or as a member of an applicant’s project team. For more information refer to DCA’s Code of Conduct and Secondary Employment Policy and discuss your application with the relevant project officer.

Groups

Groups are not legally constituted and may include unincorporated bodies, partnerships and groups of individuals informally collaborating on a project.

If your group does not have a legal or trading name and group ABN, an individual from the group or an incorporated organisation as a third party must be nominated as a Grant Administrator to take legal and financial responsibility for any funding.

A minimum of 50 per cent of the group members must be WA residents.

Organisations

Legally constituted organisations are eligible to apply. Organisations must be either registered under law (eg. incorporated association, company limited by guarantee) or created by law (eg. university or government statutory authority).

Benefits to WA artists, creatives and the local community must be identified when the applicant is from outside WA.

Appendix BIneligible activitiesApplications will be ineligible if they:

• Submitted by Major Performing Arts Companies.

• Request total costs to be covered by DCA. DCA willnot fund 100 per cent of any project. Budgets mustinclude in-kind or cash income from other sources.This may be in the form of self-contribution, sales,sponsorship or other funding.

• Have any personnel with overdue acquittals fromprevious DCA/ArtsWA grants. This applies toapplicants and all participating members.

• Are submitted late, or are submitted by email or fax.Applications must be posted or hand-delivered andmust be received or postmarked before 5pm on therelevant closing date.

• Request funds for retrospective activity. Applicationsthat request funds for an activity starting before thecategory’s stated commencement date, or for anactivity that is already completed will not be accepted.

• Request funds for activities that are curriculumdevelopment based or used for academicassessment. Childcare centres, kindergartens,primary and secondary schools, colleges anduniversities must demonstrate how the proposaladds to, or differs from, the curriculum based artsactivity already being offeredrequest funds forfacsimiles, genealogical works and histories of localgovernments, clubs, districts and organisations.

• Are from individuals requesting funds foractivities related to their membership in a nationalorganisation. However, organisations may be eligibleto apply for funds to support the participation by WAmembers in any significant international activity.

Other requirements

Australian Business Number (ABN)

Applicants who take financial responsibility for a grant, if one is awarded, must have an active ABN.

Where an applicant cannot obtain an ABN they will be encouraged to seek a third party to administer the grant on their behalf. Please speak to a project officer for more information.

Acquittals

Applicants and/or key members of the project team must not have any overdue acquittals from previous funding from DCA or ArtsWA. For details regarding acquittals, speak to a project officer.

Perth International Arts Festival (PIAF) special conditions

Applications for projects which are to be included as part of PIAF may apply for up to $20,000 and must ensure they:

• Demonstrate a confirmed financial commitmentfrom PIAF (in-kind support is insufficient); and

• include a formal letter of invitation from PIAF.

Application limitsApplications to the Performing Arts Regional Touring Boost Program do not count towards the three application limit. You may submit one application only to each program at a time.

You may apply to more than one program if you apply for different projects or for different components of a program of activities. A rationale must be clearly demonstrated in your application and budget. If you intend to submit applications to more than one program, you are encouraged to discuss this with a project officer.
