PRE FEASIBILITY REPORT 1. EXECUTIVE SUMMARY Shri. Anil K N is the Owner residing at Kaprakkattu House, Okkal P.O, Ernakulam District, Kerala. Shri. Anil K N was granted Letter of Intent over an area of 0.9985 Ha of Private land in Sy.No. 406/2,422/1,422/2,422/3 of Thenkurrisi-2 Village, Alathur – Taluk of Palakkad District, Kerala State under 3(1) and 9 of rule Kerala Minor Mineral Concession Rule 2015. • Shri. Anil K N is the owner of the quarry Permit area. • Shri. Anil K N is the Authorized signatory for the Quarry operation. Quarry Permit details : • Extent of quarry: Area 0.9985 Ha • Type of mine Permit area : Private Land. • Letter of Intent issued by Department of Mining and Geology on -DOP 2236/2017/A1 2. INTRODUCTION OF THE PROJECT / BACK GROUND INFORMATION The Environmental Clearance application for quarrying of Granite building stone applied by Shri. Anil K N is situated in Sy.No- 406/2,422/1,422/2,422/3 at Thenkkurissi-2 Village, Alathur Taluk, Palakkad District, Kerala State.The subject area is owned by the proponent. The subject and is Private Land and does not belong to government or reserved for any other purpose.The subject area is also not fit for agriculture and is away from public properties and there is no objection of the public or any litigation. The Quarrying plan is being prepared under 3(1) and 9 of rule Kerala Minor Mineral Concession Rule 2015”& the same is approved by the office of the Department of Mining and Geology, Palakkad.The applicant that to obtain Environmental clearance in accordance with EIA Notification 2006 and its amendments thereafter, from DEIAA, constituted inaccordance with the notification dated January 15th 2016 by Ministry of Environment & Forest, Govt. Of India. 8

The area is found to have prominent exposure of building stone covering most of Permit area. Detailed study of the area has been done by the applicant by sampling exposed blocks of building stone and depth of the surrounding working pit. In view of the proposal for development and production of building stone, the applicant end stop produce with a maximum capacity of 53,028 TPA by carrying out medium scale quarrying by engaging semi-mechanized. Opencast method of quarrying. The quarrying plan is prepared for an extent of 0.9985 Ha and the application for Environmental clearance along with this report is here with submitted to DEIAA constituted by MOEF for obtaining Environmental clearance. Present Proposal: The present proposal is submitted to the District Level Environmental Impact Assessment Authority, notified by ministry of Environment & Forest under the EIA Notification 2006 as per the order soft he honorable Supreme Court dated 27.02.2012 directing that lesse of Minor Minerals including their renewal for an area of less than 5.0 ha be granted/renewed after getting Environmental Clearance from MOEF and recent Notification of January 15, 2016 of MoEF, Govt of India. Need for the project: Rapid industrialization and growth in infrastructure has made global as well as domestic demand for building stone.So number of building stone manufacturing quarries & crushing units with manufactured-sand Units (industries) are coming up in this sector. Building stone is the chief raw material in this sector, for building constructions & road formations. The size & quality parameters for supply of the mineral will be as per the requirements of the user industry. Based on the demand, the applicant intend produce the required quantum of building stone for the developmental projects. As per EIA notification 2006 project proponent is submitting the proposal to get clearance for production capacity of 53,028 tons/ annum from District Level Environmental Appraisal committee /District level Environmental Impact Assessment Authority of Kerala constituted by MOEF, GOI for the purpose of grant quarry Permit for which notification for grant is issued. The extent of the area is small and shall be worked bysemi-mechanized method. 9

Employment potential: The proposed Man power is around 12 including technical & professional competent staff experienced in quarrying &allied activities. The employees will be assigned job relating to drilling, the handling of the building stone and waste & other routine works in the quarry. The quarry shall provide direct employment to 12 people. The working hours at the quarry will be 8 hours/day for 300 days/year. 3. PROJECT DESCRIPTION The site is geographically located between North Latitude 10°39'13.16"N to 10°39'11.65"N and East longitude 76°37'29.65"E to 76°37'33.65"E.In the field studies it is observed that the quarry Permit are falling in uncultivable waste lands, non-forest .The area is essence consists of stone/rocky ridges and slope/gradient in all directions. The highest elevation is 107m and lowest elevation is 97m above MSL. GEOLOGY OF THE AREA The quarry area is located E-W direction of trending hill which is sloping towards Western side. The quarry is under mining operation , where granite building stone are very well exposed. The observation of rock formations and megascopic study in quarry area shows medium to coarse grained halo–crystalline texture which consist of Quartz, Feldspar, Mica and Amphibole minerals which forms an interlocking somewhat equi - granular matrix of 10

quartz with scattered darker biotitemica.Thin vegetation is seen towards the northeastern portion where top soil exist of 0.2-0.5m thickness. A geological plan showing the surface geology and the geological cross-sections is prepared on 1:1000 scale. 5.MINING METHOD The proposed method of mining will be semi mechanized opencast mining. The basic mining techniques adopted will be use of machines .For systematic working of opencast mines, the main development work will be the forming of systematic benching. The height of the bench will not be kept more than 5.0m and the width of the benches will always be kept safe according to the provisions of MMR 1961.The Mining will be done with the help of tools such as drills, jackhammer, compressors, handshovels,picks,excavators etc. The targeted annual production is about 53,028MTA Table: Production of building stone for permit period Sr No. PERMIT TONNES I I 55,038 2 II 50,700 3 III 52,225 4 IV 53,240 5 V 53,940 TOTAL 2,65,143 Working pit plan and working sections for three permits are shown in plate no.VI and VII respectively. 11

Drilling :- Drilling of hole is done by hand held Jackhammer powered by tractor or Mobile compressor. The depth of the hole drilled up to 1.5to 1.8metres and its diameter is 32 mm. Holes are adequately spaced following the optimum drilling parameters adapting control blasting technique. Blasting:- The controlled blasting is proposed in compliance of all the safety measures as per the “MMR 1961” and with the permission of DGMS. In this area for fragmentation of granite the 12

blasting will be out as per requirement at specified time of the day. Multiple blast holes of 1.5 to 1.8m depth will be drilled with the help of 32mm drill rod. Jack hammer and Air Compressor of 100 cfm capacity. A licensed magazine is provided at the site and blasting is carried out under personal supervision of blaster/mate. The quarrying operation will be in medium scale and average monthly production will be 4756 tons. Blasting parameters are as given below. Depth of the hole : 1 metres to 1.20 metres. Diameter of hole : 30 -33 mm Blasting pattern : Multi row blasting and depends entirely on the Situation of the joints present in the rocks . Drilling Is done as per the requirement of the rock fragmentation with desired production of mineral. Space between holes : 1 - 1.50 metres. Charge per hole : 375gram of nitrate mixture along with ordinary detonator. and adequate lengths of safety fuse. Type of explosive Used : Only class 2 and class 6 explosives is proposed for use , Booster (20%)----------Slurry Explosive Explosive (column Charge -80%)----- Nitrate Fuel Oil (NFO) NFO mixture can be readily produced at the site by mixing Nitrate (94.5%) with diesel oil (5.5%). Initiator---------------Ordinary Detonators. Storage of Explosives : Considering the low consumption, a 100kg magazine is provided 13

For storing the explosive.The magazines are located within the and blasting will be performed as per the requirement of the face.Controlled blasting is proposed by adopting all the safety precautions as per MMR 1961 and with the permission of DGMS. Safety fuse 6 1 5380mts. Loading:- The loading operations of the blasted materials will be carried by the excavator and will be sent to the destination. Haulage and transport:- It is small mine and transportation of granite will be carried out by tractors/trucks/tippers from the mine site on daily basis. On an average about 12-15 trips will be required to transport on a daily basis and the movement of trucks per hour on the road will be 1-2 only. Thus the impact due to movement of trucks from the mine will be marginal and well within the capacity of the roads. Medium size tippers are used for final dispatch to the customers. 7.LOCATION AND ACCESSIBILITY a) Details of Area ( with Location Map) The Location Map of the Permit area has been given in plate no.II. 8.TOPOGRAPHY There is little vegetation in the area. The proposed land is with native trees, shrubs,herbs,grass. Bushes etc. The highest elevation of the Permit area is 107 MSL and lowest is 97 m above MSL and the area being hill rock, the drainage of the Permit area is towards West to east. No habitants are located in the Permit area. Normally the mine will be closed during rainy season, however in case ofnecessity,accumulated rainy water (free from suspended solid material) from the pit bottom may be pumped out and may spilled over adjoining area,which may be used by native plants such as rubber/coconut and the same shall be used for watering saplings /trees in the plantation side. Existing Land Use Pattern:- Existing Land use pattern has been described for land use in Permit area, core zone and buffer zone separately. Land Use in Permit Area:- The land in the Permit area is private owned land. The proposed land is mostly covered with grass, herbs,bushes etc. Land Use in Core Zone:- The land in core zone i.e. 500m around is generally hillock and rubber,jackfruit and coconut plantation. The other rocky area is used for mining. In addition to above ,there are several houses within 500m radius from the proposed quarry and the nearest house is located at outside the 100m of the mine boundary. Area is covered with different types of grass, bushes and forest trees. The density of vegetation is about 30% Land Use in Buffer Zone:- Area around the Permit area within a radius of 10km is dominated by hillocks and valleys and more coconut/rubber & mixed plantation and water body is flowing far away from the mine boundary . In addition to the above , there are villages, Panchayat roads, perennial water body,power transmission lines and telephone lines etc. & Development plan. The future proposed 16

reclamation is by suitably sloping the quarry benches at the end of quarry Permit period of the quarry and by way of afforestation on the dumps and open places outsidetheworking and Permit areas. Total 0.9985 Ha 9.ENVIRONMENTAL MONITORING:- An environment protection cum afforestation cell has been proposed . It will be responsible for implementing the proposed measures and monitor the progress of the implementation and reinforce them wherever necessary. Land Use Management:- Top Soil Management The entire area in the Permit area is exposed by Charnockite and hence no top soil will be generated in the quarry. Overburden Management TheMarginal overburden removed during the mining operation will be utilized in management of roads and low spot fillings. At the end use overburden if any shall be reutilized as soil base for plantation. End Land Use Plan As a result of phase wise working of the pit, area will be reclaimed at the end of mining operation leaving no void.

Management of Mining Environment Degradation( General):- Control measures will be taken to abate the deteriorating impact on environment and improving the same. For effective management of this , a few persons will be exclusively provided who will be responsible for implementing the control measures and to monitor the progress of implementation of these measures in order to minimize environmental degradation. Solid Waste Management:- The mine waste and other are proposed to be stacked in the dump area specially provided for the purpose. Care has been taken in selecting the site for the stacking yards for the stacking purpose. It is located in a secure place and having solid base and on a non-used zone. Monitoring of Air Borne Dust:- Silica dust in very fine form is harmful to human beings. It is also known that dust between 0.2 to 5 microns is harmful to the lungs. Prolonged inhalation of fine dust leads to the decease of the lungs known as silicosis. Thus it is very important to know the dust concentration in the air where there is mining activity. Vegetation cover will restrict the spread of dust in surrounding area. The bushes and scrubs will also act as barriers for arresting spread of dust .In the mine ,dust is generated mostly due to plying of trucks/tractor .Air borne dust generated by plying of trucks and work area can be considerably reduced bysprinkling water on the roads and work area to suppress the dust. A tanker of 1000 litres capacity shall be deployed for this purpose on hire or on contract basis. Management of Noise Problem:- Source of noise pollution have already been dealt. To reduce the noise caused by machineries and equipments at the mine, mufflers of adequate size and capacity shall be provided with equipments at the mine. Vehicles are the chief sources of noise pollution in the mine. Based on the ILO practice ,in Directorate General of Mines Safety circularno-158 (Tech.)of 1975, noise standards have been recommended. According to this, there is a warning limit value of 85db(A)by which the danger of hearing impairment and deafness may result from unprotected ear. 18

Personal protective equipment have to be used if there are single isolated out bursts of noise which can go above 130db(A) impulse or 120 db (A). Noise from trucks can be reduced by using mufflers of adequate size and strength and better maintenance of the equipments. Noise will not be the problem as the mining has been proposed by semi-mechanized open cast method. Management of Ground Vibrations:- Controlled blasting shall be carried out during mining operations to reduce the noise and vibrations. Muffle blasting technology also shall be adopted and blasting will be carried in odd and defined hours. There are no human settlements or structure in the core zone or in the vicinity of the buffer zone. The above measures should be enough to achieve result. Management of Land Slide :- The final pit slope is kept at not steeper than 45 degrees which is not likely to cause any problem in respect of slope stability and also the strata being hard .Thus there is no likelyhood of any land slide at any stage in future. Management of Human Settlement Problem:- The mining activity will be confined to remote area away from the villages. No population will be affected by such mining activities . As such the question of rehabilitation of the people displaced by mining operations does not arise. Management of Wild Life Habitate:- No specific management is proposed because there is no wildlife , sanctuary etc. within and around the mining area. Management of Flora:- Existing Flora shall be improved by plantation of trees. Management of overburden:- Top overburden if any will be stored in the non used zone and shall be sold out as per the market and local demand. 19

Management of Cropping pattern:- No management is specifically being proposed because of no apparent adverse impact on cropping pattern due to mining operation. Management of Places of Tourist Importance:- Since there is no place of tourist interest in the area, therefore no management has been proposed and hence not applicable. Management of Water Course s , springs Etc . There are no water body and springs in and around the the area ,therefore is not applicable. Management of Socio-Economic Problems:- There will be positive impact on socio-economic conditions of the area due to mining . Locals will be given preference in the matters of employment. Management for Climate Improvement:- Proposed Plantation will improve present climatic conditions. This will be continuously monitored by environment management cell. 10.PROGRAMME FOR AFFORESTATION:- The year wise programme of eco-restoration for the life of the mine,about 1110trees will be planted in an area of 0.9985Ha. Biological reclamation/ecological restoration of the mined area by plantation of the species as per the time schedule is suggested .Selection of species is based on the high Dust capturing, soil holding capacity, ground water recharge capacity etc. Afforestation will be carried out along the boundary of the Permit to improve the environment and the ecology and to increase the green cover and create harmony with nature. The area will be afforested with variety of local sapling. This will help to have polyculture. The details of afforestation programme are given below. 11.ABANDONMENT COST Abandonment is not proposed during three years of Mining operation. But implementation of waste management like retaining wall and afforestation is proposed as continuous process.
