production.

Need for the Project and its importance to the country or region

The main quality requirement for building stone is its hardness, compressive strength, dimensional, and the charnockte rocks having all the quality is occurring in this site. The project site is situated in the, interior, rural area. The proposed quarry and crusher operations can give employment to about 20 direct and indirectly to about 100 persons. The quarry project will full fill the end users need for building construction, bridges, paving and other local project The village people’s lifestyle, conditions of living, educational and health status etc will be considerable improved. For local peoples, provides to do material transport lorry services. As for the importance relating the project to the national arena, it can be stated the granite aggregate production from the quarry contributes in its own role towards betterment of infrastructural facilities like road improvement, construction activities, etc and nearby areas as well as in area outside of the state.

Besides that the state in larges measures is benefited by financial receipts on account of royalties, cess, etc while Central govt also derives benefits due collection of GST .

Life of mine 23 Years Topographically the area is an undulating elevated with slope towards south. Part of the proposed land is under the operation of the quarry and there is no vegetation in that due to rocky terrain .The lease area is located in an hill where highest level is 200 m above MSL while the lowest level is 120 m above MSL .Rain water flow is through the natural minor water courses towards east joining with seasonal nallah.

3.0 GEOLOGY 3.1 Regional Geology &

Local geology . Geology: The lease area is situated in granite terrain occurring in high hill ranges. Entire lease area is exposed by charnockite rock. The rock type in the area is mainly quartz-biotite-gneiss. The feldspar is seen

occurring in the porphyritic structure. The charnockite rocks are igneous in origin and the massive rocks are in the deep seated nature and also exposed in the elevated hills. General strike : The charnockite rocks are occurring in a massive from in the entire regional areas with a general strike of NE/SW Dip : dipping SE Length of the deposit :220 mtr Width of the deposit : 192 mtr.

In this area , the building stone exposures are bordering to the lease boundary. It is planned to leave 7.5 m in compliance Mineral concession rules. 3.3 Details of mining In this area , the granite rocks exposed to surface level , it massive and hard , suitable for building stone and is having local market demand , therefore the applicant have proposed to open an quarry and supply the jelley stone to the local market.The quarry operation will be open cast semi-mecanised.

4.0 Method of mining The mining will be done open cast semi-mechanised method. The bench height and width wll be maintained at 5 m and 6 m respectively. Excavated material is transported to the crusher located with in 150 m towards western side of mining pit.

4.1 Extent of machinery The Rock material will be removed by shovel and tipper combination. The production of granitic stone will be done by front loader and tipper.

4.2 Drilling Drilling will be carried out with hydraulic /pneumatic drills and compressors for production. Besides, Jack hammer and compressor will be used for secondary blasting and also some times in the production faces. About 50 holes per day of 32 mm to a depth of 1 to 1.5 m will be adopted for drilling.

4.3 Blasting The controlled is proposed by adopting all the safety measures as per MMR-1961 and with the permission of DGMS.

In the production and development faces, drilling will be carried out with Track drill and diesel compressor. The diameter of the hole is 64mm and maximum depth will be 6 meters inclusive of 1.0m sub grade drilling with burden and spacing of 3m each.

Secondary drilling will be done with the help of Jackhammers by using compressed air. The average depth of the hole will be 1.6m and the diameter will be 33mm. About 250 to 300 gms of explosives will be charged per hole along with ordinary detonators and Blue sump fuse and then ignited with cotton rope pieces.

4.3A Conceptual mining In the applied area , building stone is existing through

out the area in depth .The geological reserve for the

quarry operation , is estimated as 75,88,697 tonnes .

After deducting the quantity blocked in the Mine safety

benches, the mineable reserve is arrived as 39,15,637

tonnes. The annual production is proposed as 1,67,000

tonnes and the life of the quarry would be 23 years.

4.4 Mineral transportation Loading of jelly will be done by excavator and will be

send to the crushing unit at 150 mtrs. Truck / Tippers

of 20 tonne will be used transportation of rock jelly

from mine site. It is expected that 3 trips will be

required to transport on daily basics For this

movement of truck will be 3 only.

6.0 Water requirement & sources

The water requirement is 5 KLD as follows Domestic purposes : 3.0 Dust suppression : 1.0 Green belt : 1.0 Total : 5.0 KLD The rain water collected in the mining pit will be used .

7.0 Power The total power requirement will be 75 KW will be

drawn from KSEB.

8.0 Mine closure Plan Various works that are to be taken up under the mine closure plan includes

(i) Re vegetation It is proposed to develop greenbelt to an extent of more than 25% which includes areas like all along the mine boundary (7.5 mtr width), all along the periphery and other places surrounding lease areas.

(ii) Water Resource Management Prior to the commissioning of the project area , the water run off used to flow naturally and used to join the near by drainage nallahs / streams. Thequarry operation will not be causing any alteration to the drainage pattern of the area. The rain water collected in the mine pit will be used for plantation.

9.0 Cost towards Environmental management

To monitor EMP parameters an amount of Rs 2.00 lakh will be spent annually

10.0 Conclusion It is predicted the socio-economic the impact due to this project will positively increase the change of more employment opportunities for local inhabitants. There are no resettlement and re habitation issuse involved in this project The project infrastructure will be of use to people of the area The revenue of the state government will be definitely increasing due to the proposed activity.

The entire project area is devoid of any endangered flora and fauna. Thus the proposed project is not likely to affect the environment or adjacent eco system adversely. In view of tangible benefits on all fronts, as mentioned above, the project may kindly be approved operation of the quarry.

APPENDIX - III

ENVIRONMENT MANAGEMENT PLAN

11.0 : BASE LINE DATA COLLECTION

to 32 degree on the plains but drops to about 20 degree in the high lands. The high lands of Kerala enjoys a cool and in vigour ting climate the year- round.

Relative humidity : In general the relative humidity in the area is observed to be high due to its proximity to the sea. During the summer it varies from 36 to 93, during monsoon it varies from 22 to 90 and during winter it varies 80 o 90.

Rain fall : Generally there are two monsoons in Kerala, the onset monsoon is known as Southwest monsoon which commence from June and ends in September. The second monsoon is known as Northeast monsoon and also as Reverse monsoon which commences from October and ends in November. The average rainfall is around 3000 mm annually. In Kottayam district it is about 2700 mm annually.

The site base Environment quality represents the background environmental scenario of various environmental components such as air, Noise, Land, Ecological and Socio-economic status of the study area. Field monitoring studies was carried out by M/s. POLUCHEM Laboratories Pvt Ltd, Kochi (NABL accredited) to evaluated the base line status of the project site in compliance with state SEIAA guidelines.

11.2 11.3

Air environment Water environment

The prime objective of the base line Air Monitoring

is to evaluate the existing Air quality of this area.

This will also be use full for assessing the conformity

to standards of the ambient Air quality during the

operation of the proposed quarry.

The ambient Air quality monitoring ( 24 hours ) was carried at the boundary of the Project site by engaging M/s. POLUCHEM Laboratories Pvt Ltd, Kochi and the Test results are enclosed. The purpose of this study is to:-

• Assess the water quality characteristics for critical parameters,

• Evaluate the impacts on agricultural productivity, habitat conditions, recreational resources and aesthetics in the vicinity; and

• Predict the likely impacts on water quality due to the project and related activities

The sample was collected by grab sampling technique. Water Test report is enclosed.

11.4 Hydrogeology The area applied for quarry lease is on the top of an hillock where in the rain water flows toward North and South Sides. The foot of the hills consists of 1 to 2 m of weathered formations. Below which massive charnockite rock is occurring vertically deep inside the ground. Ground water occurs under phreatic , semi-confined and confined in these formations. The shallow aquifers of the archean rocks are made up of the highly decomposed weathered zone or partly weathered and fractures rock. Weathered formation is seen along the mid land of the two hillock out crops. In the hill ranges, thin weathered

zone is seen and on gentle slopes. In areas along the hill range generally rock exposures are seen. The depth to water level in the aquifer varies 2 to 16mgbl and the yield of the open well ranges between 2 to 10m3 per day. Ground water is drained from elevated places and slopes through the weathered formation, at the shortest duration after monsoon to low lying areas. Hence ground water does not exist in the elevated places and on slopes. The quarry operation will not touch water table.

11.5 Noise environment The main objective of noise monitoring in the study area is to establish noise levels and assess the impact of the total noise expected to be generated during the period of quarry operations. Instant sound level meter is used for the collection of data related to noise at an interval of one hour per reading. Noise level for 24 hours was conducted in a day. Noise level Test report is enclosed

11.6 Biological Environment Study of Biological environment is one of the important impact assessments in view of the need for conservation of Environmental quality. A study has been carried out enumeration of species. Occurrences of flora in the project site were observed. The visual observations of plants were recorded with a view to obtain some idea about the relative density of certain species and their predominance. Primary survey for flora and fauna studies has been conducted in the core zone.

12.1 Land Environment

Mining activities will generate certain quantities

of dust during Drilling, Blasting , Loading and

measures will be taken to mitigate the fugitive

dust from different operation

Management :

4.5. Ground vibration

Impact

The only source of ground vibrations is due to blasting operations. Based on the ground vibration studies made, proper care will be taken during blasting operation.

Controlled blasting techniques will be adopted in order to reduce blast vibrations. Further, charge per delay shall be regulated to minimize blast vibrations. Proper hook up shall be adopted while firing the drill holes. More over the experience gained in the other Open cast mines would be gainfully utilized to limit the ground vibration levels within the prescribed limit of 15mm/per Sec (As per DGMS.)In practices this is kept, much less to about mm / sec even 8mm/sec. Blasting will not be done in unfavourable weather conditions. Air Blast Control Measures The release of Explosive energy through Air and movement of fragmented rocks are primary causes for noise and air over pressure during blasting. The measures follow will be :

12.6 .Land end use pattern :

The total land required for the project is 4.3086 Hect. As a result of phase wise working Area 3.3007 hect , Dump area is 0.2900 hect and 7.5mtr Safety Zone (Mining Done) area 0.70790 hect . The Balance land will account for drains , greenbelt / plantation (striping limit) and safety zone and future exploitation

13.0. Socio – Economic

Parameter Significance Employment Generation

The following measures will be taken up to improve the socioeconomic condition of the area

Ø Local people 20 will be employed on priority basis as per their skills

Ø Direct and indirect development of the society Ø As a part of CORPORATE social responsibility, it is proposed

to spent Rs 3.00 lakhs per annum for various local development activates like conducting medical checkups for the local people, road development , providing scholarships for the backward and girls students , financial assistance for physically handicapped etc..

Ø Medical facilities to the worker employed at site.

Greenbelt development

The year wise program of afforestation is about 100 Trees will be planted in an areas of 0.0850 Hect. In safety zone area, Dump Slopes, inside the Quarry pit benches.

15.0. RISK ASSESSMENT AND DISASTER MANAGEMENT PLAN

15..1 Fall of sides

• Flatter slopes angles are adopted were occurrences of loose earth are encounter.

• Unmanageable heights are not created • Loosed rocks are properly dressed • The faces will slope at 45 to 60 deg . • The hanging wall , Foot wall are massive and hard , competent to

stand safely for long time.

15.2 Storage of oil and fuel

Due care will be taken to avoid oil spillage

Storage will not be allowed beyond capacity

Fuel oil and lubricants will be stored in approved containers in separate rooms .

Match box, lighters, mobile phones, dry wood , plastic paper sheets will not be allowed near the storage area.

15.3 Disaster Management

In order to handle disaster /emergency situations, an organisational chart entrusting responsibility to various project personnel will be prepared with their specific roles during emergency

16.0 OCCUPATIONAL HEALTH AND SAFETY

The main areas of concern for ensuring adequate occupational health and safety are:

• All working places will have safe means of access : safe working platform and exist . Persons working in hazardous dust prone area will be provided with dusk mask.

• Personal protective equipments like respirators, ear plug noise muff, helmet etc will be provided to workers .

• Adequate arrangement of drinking water will be done . • Education & training will be provided to the workforce about facilities,

protective equipment , risk associated, potential health effects , etc • Display board will be provided showing the hazards associated and

recommended precautionary measures. • In order to execute safety parameters, Safety Circle consisting of 5 to

6 employees from that area will be formed. They will meet for about an hour every week and follow the process.

17.0 ENVIRONEMNTAL MONITORING PROGRAMME

A centralised environmental monitoring cell will be established for monitoring of important and crucial environmental parameters which of immense importance to assess the status of environment during the mines operations.

Besides monitoring the programmes, the compliance to all environmental clearance conditions and consents from KSPCB/ MOEF will be monitored and reported periodically.

18.0 COST TOWARDS IMPLEMANTATION ENVIRONMENTAL PARAMETER.

It is predicted on the socio economics, the impact due to this Project will positively increase the change of more employment opportunities for local habitants.

There are no resettlement and rehabilitation issue involved in this Project.

The Project infrastructure will be of use to people of the area.

The revenue of the State Government will be definitely increasing due to the proposed activity.

The entire Project area is devoid of any endangered flora and fauna.

Thus the Project is not likely to impact the environment or adjacent eco system adversely.

CONCLUSION :
