Operational Readiness
Why assess readiness for the Lab?
• Laboratory operations using dilute agent must begin before the balance of plant operations to support systemization of the agent monitoring system
• The Laboratory and supporting systems introduce new hazards at PCAPP The Laboratory Operational Readiness Review (LORR) fulfilled
multiple purposes:
• Provided a documented basis for management to accept that the Laboratory, supporting documentation, and personnel are ready for Stock A dilute agent operations
• Provided experience to PCAPP personnel in the execution of the readiness assessment process
To declare readiness
• Meet 52 LORR criteria
• Successfully complete seven Laboratory Demonstrations

What is an Operational Readiness Review?

Declare Readiness – by Project Manager
Accept Readiness – by ACWA
• The ORR process is used to validate that PCAPP “plant, paper, and people” collectively meet the required criteria to allow a new operation to begin
• PCAPP ORR process is led by the systems-contractor (SC) to support a declaration of readiness
• ACWA provides ORR oversight; independent validation is used to support the SC’s declaration of readiness
• Stakeholders may observe the ORR process

Laboratory ORR Demonstrations
Seven Demonstrations completed 14-17 October:
1. Receipt, inventory, and storage of RDT&E Stock A standards
2. Simulation of working standard (water) preparation
3. Waste handling
4. RDT&E Stock A monthly accountability
5. Industrial chemical (simulated) spill, including injury
6. RDT&E (simulated) spill, including injury
7. Partial or total impairment of LAB HVAC system
Each Demonstration was assessed as passing.
The Laboratory declared readiness and concurrence was received by ACWA
The Laboratory transferred the Stock A solutions from the PCD Laboratory to the PCAPP Laboratory (where it was stored until ACWA concurrence of readiness was received)

Method development of MINICAMS and DAAMS in order to initiate interference testing
203 Products have been tested to date by Battelle’s corporate Laboratory
Continued interference testing has been transitioned to the PCAPP Laboratory
Systemizing MINICAMS at the plant monitoring locations - function tested 19 MINICAMS
Received hydrolysate from corporate Laboratory in January 2014
• 2 liters of HD and 2 liters of HT resulted in 53 liters of hydrolysate using bench scale reactor
• Method development of hydrolysate analytical method initiated

Partnered with CSU-Pueblo student to provide 30 hours of course credit for class
Employed four interns in Summer of 2013 from CSU-Pueblo
Focused on Staff Training and Certification• Technical training• Human performance error recognition• Front Line Supervisory Leadership training
Continued with Laboratory Information Management System programming
• MINICAMS, Agent Standards and Inventory Modules fully implemented and tested. DAAMS to be completed in next two weeks.
Continued development and validation of analytical methods
Continued documentation development• MOPs are complete and LOPs at 92% (4 LIMS outstanding)• Analytical Methods at 78% complete
