  • Godine 2006. navrava se stotinu i deset godina od izgradnje sarajevske Vijenice.

    Barbarskim agresorskim inom zapaljena i potpuno unitena u noi izmeu 25. i 26. augusta 1992.godine, stogodinjica izgradnje ovog objekta obiljeena je poetkom obnove ovog vrijednog kulturno-historijskog spomenika.

    Naredne godine navrit e se ravno stotinu i etrdeset godina od kada je Sarajevo dobilo svoju prvu optinu i gradsku upravu. Kao rezultat velike upravne reforme u Turskoj, provedene po uzoru na Evropu, 1866.godine Sarajevo je dobilo svoje optinsko poglavarstvo Belediju i Vijee gradske uprave.Uspostavljanjem austrougarske uprave u Bosni i Hercegovini, te planskim rastom zemaljskog glavnog grada, javlja se i potreba za savremenom gradskom kuom. Na tu potrebu ukazuje tadanji gradonaelinik Sarajeva, Mustajbeg Fadilpai.

    Na dan 20.aprila 1896. godine barun I. Apel sveano otvara Vijenicu i predaje je sarajevskoj optini na korienje.

    The year 2006 will mark the hundred and tenth anniversary of the construction of the Sarajevo City Hall. In the night between August 25th and August 26th 1992, as a result of a barbaric act by the aggressor, the City Hall has been incinerated and completely destroyed. The hundred-year anniversary of this building has been celebrated with the commencement of the restoration of this valuable historical monument.

    Next year will commemorate exactly hundred and forty years since Sarajevo received its first municipal and city administration. As a result of a great administrative reform in Turkey, conducted after the fashion of Europe, in the year 1866, Sarajevo received its own municipal authorities Beledija and the City Administration Council. With the establishment of the Austro-Hungarian administration in Bosnia and Herzegovina, as well as the planned growth of the earth capital city, there was a growing need for a modern city hall. The mayor of Sarajevo at that time, Mr. Mustajbeg Fadilpai, pointed out the existence of such a need.On the 20th of April 1896, Barron I. Apel formally opened the City Hall and gave it over to the Sarajevo municipal for use.

  • 3NASTANAK

    Poetkom 90-tih godina prolog stoljea,aktueliziraju se aktivnosti oko izgradnje gradske kue. Odobrena je lokacija na desnoj obali Miljacke, na istonom kraju Stare sarajevske arije.

    Jednom od najznaajnijih tadanjih arhitekata Karlu Pariku ( 1857-1942), povjerena je izrada projekta gradske kue. Idejni projekat je zavren 1891. godine i ponuen ministru B. Kallayu. Prema podacima koje je prikupio na historiar H. Kreevljakovi, B. Kallay je zatraio izmjene projekta. Kar Parik nije prihvatio sugestije za izmjenu projekta, pa je ovaj posao ponuen arhitekti Aleksandru Witteku. Wittek je preradio idejni projekat, izradio niz izvedbenih nacrta, zapoeo izgradnju objekta, ali je nakon teke bolesti umro, 1894. godine u Gracu.

    U meuvremenu je daljnja briga o izgradnji objekta i izradi izvedbenih nacrta 1893. godine povjerena mladom arhitekti irilu Ivekoviu. U jesen 1894. godine glavni graevinski radovi su bili zavreni i zgrada djeliminoosposobljena za korienje. U istoni dio je smjeten Okruni sud, a u zapadni Gradsko poglavarstvo. Podrumski prostori prema sjeveroistoku ustupljeni su raznim drutvima.

    Objekat je konano zavren i sveano otvoren 1896.godine.

    INCEPTION

    At the beginning of 90s of the previous century, the activities regarding the construction of a city hall have been coming into effect. The location on the right bank of the river Miljacka, in the Eastern part of the Old Sarajevo arija (arch. market/bazaar), has been approved.

    One of the most significant architects of that time, Mr. Karl Parik (1857 1942) has been entrusted with the development of the city hall project. In 1891, the preliminary design has been completed and put forward to Minister B. Kallay. According to the data collected by our historian, Mr. H. Kreevljakovi, B. Kallay requested that modifications be made to the project. When Karl Parik did not accept the suggestions for project modifications, this job has been offered to Architect Aleksandar Wittek. Wittek reworked the preliminary design, developed a series of executive drafts, commenced the construction of the building, but died in 1894 in Gratz after a serious illness.

    In the meantime, the further care concerning the construction of the building and the creation of the executive drafts has been entrusted to a young architect, Mr. irilIvekovi. In the fall of 1894, the main construction work has been completed and the building has been partially readied for use. In 1896, the building has been finally completed and formally opened.

  • 4ARHITEKTURA

    Arhitektura eklektike u Sarajevu, prezentirana na brojnim objektima, nije pokazala nita novo niti pak razliito u odnosu na istovremenu arhitekturu ostalih srednjoevropskih gradova. Izuzetak predstavljaju izgraeni objekti u Sarajevu i Bosni i Hercegovini, na kojima je primijenjen eklektiki metod izborom nove teme, tzv. orijentalnog ili maurskog sloga, u sutini usmjerenog ka izrazu orijentalne graditeljske batine.

    Upravo arhitektura Vijenice sadri sve elemente i oznake orijentalnog ili maurskog sloga, koji se u BiH javlja u vrijeme nastojanja evropskih arhitekata da stvore nacionalni stil u umjetnosti.

    Za razliku od veine javnih objekata u Sarajevu na kojima se pseudomaurski stil uoava preteno kao likovno dekorativni repertoar razvijen na fasadama, objekat gradske Vijenice karakterie pomenuti stilski izraz proet kroz dekorativno, prostorno, pa i konstruktivno rjeenje.

    ARCHITECTURE

    The architecture of eclectics in Sarajevo, presented in numerous buildings, did not present anything new or different in comparison to the contemporary architecture of other Central European cities of that time. An exception to that are the buildings constructed in Sarajevo and Bosnia and Herzegovina, for which construction an eclectic method has been applied with the selection of a new subject, the so-called Oriental or Moorish bond, in essence directed towards an expression of an oriental construction heritage.

    Precisely the City Hall architecture contains all elements and marks of Oriental or Moorish bond, which appears in BiH at the time when the European architects strived to create a national style in art.

    Unlike the majority of public buildings in Sarajevo, in which the pseudo- Moorish style is mostly detected as a pictorial decorative repertoire developed on facades, the City Hall building is characterized by the above mentioned stylistic expression permeating through the decorative, spatial, and even structural design.

    Osnova objekta, preuzeta iz idejnog rjeenja Karla Parika, je skoro istostranini trokut, sa duinom june i sjeveroistone strane (fasade) 56m, a sjeverozapadne 52m. Prema Parikovom projektu, objekat je planiran sa suterenom, prizemljem, mezaninom i jednim spratom. Izvedbeni objekat ima etau vie, prema Wittekovoj izmjeni, koja je najvjerovatnije rezultat tenje za veom monumentalnou objekta Vijenice. Izmjene su nastale i u obliku osnove ugaonih kula, te postavci centralnog rizalita na sjeverozapadnoj fasadi. Na svim stranama objekta su rizaliti u sredinjem dijelu, od kojih je onaj na junom, glavnom proelju objekta, naroito naglaen i veoma reprezentativan. ini ga prilazno stepenite sa trijemom, iznad kojeg je loa. Iz trijema nad kojim su kupole, ulazi se u prostor kvadratne osnove, sa devet potkupolnih polja, visine dvije etae. Iz ovog prostora se ulazi u centralni, prostrani estougaoni hol koji je konstruktivno razvijen iz trougaone osnove. Ovo je najvrijedniji prostor u objektu, iz kojeg se trokrakim stepenitem penje na galeriju, koju nose stupovi sa dekorativno izvedenim kapitelima i lukovima. Sa galerije se ulazi u glavne reprezentativne prostore Vijenice, veliku salu, dvije manje, te nasuprot njima, u manju dvoranu za sjednice. Sve sale imaju visinu dvije etae, a ostali prostori su razvijeni kroz etiri etae iznad suterena.

    LAYOUT

    The foundation of the building, taken over from Karl Parik's conceptual design, is almost an isosceles triangle, with the length of the South and the Southeastern side (of the wall face) being 56 m, and the Southwestern one 52 m. According to Parik's project, the building is planned to consist of a basement, ground floor, mezzanine, and one floor. Due to an alteration made by Wiittek, which is most probably the result of an aspiration for a greater monumentality of the City Hall building, the structure of the final building design has one floor more. The changes were also made in the form of the base of the angular towers, as well as the setting of the central overhang on the Southwestern facade. On all sides of the building, there are overhangs in the central part, of which the one on the Southern main front of the building is especially prominent and very representative. It consists of an access staircase with a porch, above which there is a loggia.. From the porch, above which there are domes, there is an entrance into a space of a square foundation, with nine semi-dome bays, two stories high. From this space, there is an entrance into a central, spacious hexagon (honeycomb-shaped) lobby, which has been structurally developed out of a triangle base. This is the most valuable space in the building, out which a doublereturn staircase leads to the gallery, which is born by pillars with decorative capitals and arches. From the gallery, there is an entrance into the main representative City Hall spaces, the large hall, two smaller ones, and, opposite of them, into a smaller conference hall. All of the halls are two stories high, while the other spaces are developed through four stories above the basement.

  • 7PLASTIKA I SLIKANA DEKORACIJA

    Reprezentativnost, izraenu arhitektonskim rjeenjem Vijenice, u velikoj mjeri pospjeuju stilske odlike plastike i slikane dekoracije. Skulpturalno-slikani elementi enterijera i eksterijera, kao i zidne dekoracije, rijeeni u duhu historicizma, odnosno u pseudomaurskom stilu, predstavljaju realizacije koje doseu sam vrh pomenutog stila u Bosni i Hercegovini.

    Nain dekoriranja vanjskog plata objekta ispoljava stilske elemente preuzete iz mamelukog perioda u Kairu (1250-1517). Ovi elementi su prisutni u stilizaciji potkoviastih lukova, tranzena, na toridiranim polustupovima ugaonih tornjeva, na zavrnom krovnom vijencu i drugdje.

    Iz epohe Fatimida, sa prostora Magreba, preuzeti su neki elementi umjetnikogoblikovanja plastike i slikane dekoracije. Prije svega, to je polihromija fasade sa altemiranim prugama crveno-ute boje, zatim upotreba stalaktitne plastike, ornamentiranje reljefnom keramikom i sl. Keramika na Vjenici izraenaje u tvornici olnaj u Ugarskoj.

    PLASTIC ART AND PAINTED DECORATION

    The representative quality, expressed in the architectural design of the City Hall, is to a great extent accelerated by the stylistic characteristics of the plastic art and painted decoration. The sculptural painted elements of the interior and the exterior, as well as the wall decoration, designed in the spirit of historicism, that is, in the pseudo-Moorish style, present realizations that reach the very pinnacle of the above-mentioned style in Bosnia and Herzegovina.

    The mean of decorating the external shroud of the building expresses the stylistic elements taken over from the Mameluc period in Cairo (1250 1517). These elements are present in the stylization of the horseshoe arches, screen walls, on the semi-pillars of the angular towers, on the finishing roof cornice, and in other places as well.

    From the Fatimid epoch, from the territory of Maghreb, certain elements of artistic modeling of plastic art and painted decoration have been taken over. Above all, that is reflected in the polychrome of the facade with the alternating red and yellow stripes, then in the use of stalactite plastic art, the ornamenting with relief ceramics, etc. The ceramics on the City Hall has been manufactured in the factory of olnaj in Hungary.

  • 8Djelimino su iz fatimidskog perioda preuzeta rjeenja balkona, nain upotrebe raznobojnih vitraa kao i nain oslikavanja ravnih tavanica. Po uzoru na hispano-arapski mudehar stil izveden je plastini i bojeni dekor u enterijeru, sa najraskonijim partijama u potkupolnim dijelovima hola, gdje se nalaze stalaktitne i sae povrine, ukraene polihromnom ornamentikom i pozlatom.

    Refleksije ovog stila prisutne su i na vanjskoj fasadi. Matovita arabeskna i maureskna ornamentika naslikana je na kupolastim svodovima i na arkadnim lukovima u hodnicima prvog kata, na stropovima loe na katu, na zidnim povrinama iznad podesta glavnog stepenita, te na ravnim tavanicama reprezentativnih dvorana Vijenice. Ispod ostakljenog svoda kupole, iznad centralnog hola, izveden je vitra od arabesknih zvjezdolikih motiva, koji su povezani u tzv beskonanu ornamentiku, karakteristinu za iroke prostore islamske umjetnosti. Iznad podesta glavnog stepenita smjeten je drugi vitra od raznobojnog stakla intenzivnog kolorita, geometrijskih formi arabesknih motiva, koji ispunjavaju biforu i rozetu iznad njega.

    The design concepts for the balconies, the mean of utilizing the multi-colored glass screens as a mode for painting the flat ceilings have all been partially taken over from the Fatimid period.The plastic art and colored decor in the interior has been modeled after the fashion of the Hispano-Arabic mudejar style, with the most lavish lots in the semi-dome parts of the hall, where the stalactite and honey comb surfaces are found, adorned with polychrome ornamentation and gilding.

    The reflections of this style are present on the external facade as well. An imaginative arabesque and Moresque ornamentation has been painted on the dome ceilings and on the arcade arches in the halls on the first floor, on the ceilings of the loggia on the floor, on the wall surface above the landing of the main staircase, as well as on the flat ceilings of the representative halls of the City Hall. Below the vitrified dome ceiling, above the central hall, a glass screen of arabesque star-like motifs, which are linked into so-called infinite ornamentation, characteristic for the wide spaces of Islamic art, has been constructed. Another glass screen, made out of multi-colored glass of intensive color, geometric forms of arabesque motifs, which fill out the byphore and the rosette above it, is positioned above the landing of the main staircase.

    Vijenica, kao namjenski izgraena graevina,sluila je svojoj osnovnoj funkciji, gradskoj upravi, sve do 1949. godine. U objektu je, u jednom periodu, bio smjeten Okruni sud i Bosanskohercegovaki sabor.

    Dugi vremenski period Vijenica je korienaza potrebe Nacionalne i Univerzitetske biblioteke. U funkciji ove, najuzvienije kulturne namjene, objekat je 1992.godine uniten. U poaru koji je uzrokovan agresorskim projektilima zauvijek je nestala bogata riznica duhovnog stvaralatva naroda Bosne i Hercegovine.

    FUNCTION

    The City Hall, as a purposefully constructed building, had served its basic function, city administration, up to the year 1949. For a period of time, the District Court and the Parliament of Bosnia and Herzegovina have been located in the building.

    For an extended period of time, the City Hall has been utilized to serve the needs of the National and University Library. In the function of this, most sublime cultural end, the building has been destroyed in the year 1992. A rich treasury of spiritual creation of the peoples of Bosnia and Herzegovina forever disappeared in the fire caused by the aggressors projectiles.

    ... Nakon razaranja ...

    KONSTRUKCIJA

    U poaru je potpuno uniteno krovite i meuspratna drvena konstrukcija. Stropna konstrukcija je ouvana iznad suterena, ali je potpuno zatrpana utom unitenih stropnih konstrukcija iz zone viih slojeva. Stropna konstrukcija je sauvana na dijelu zgrade ispod loe i na nivou izmeu I-og i II-og kata ugaonih kula. estokutno jezgro zgrade hol, devastirano je u poaru, u prizemlju su potpuno nestali etiri stupa, a ostali su jako oteeni, a takvo stanje je i na katu. Ostala je ouvana elino-reetkasta konstrukcija nad kupolom. Na zidovima estokuta pod kupolom, u visini zavrne etae, vidljive su pukotine koje su nastale zbog teko poremeene statike nosaa u niim nivoima. Reprezentativno trokrako stepenite u holu sa kamenom ogradom je potpuno uniteno, kao i sva ostala stepenita. Svi pregradni zidovi na objektu su uniteni, postoje samo tragovi njihovog postojanja. Nosivi zidovi unutar objekta su takoer teko oteeni u viim nivoima, djelomino su obrueni, a djelominosu uoljiva raspuknua zbog poremeenestatike objekta.

    ... After Destruction... CONSTRUCTION

    The fire completely destroyed the roof and the wooden floor structure. The ceiling structure above the basement has been preserved, but it is completely covered with the debris of the destroyed ceiling structures from the higher layers zone. The ceiling structure has been conserved on the part of the building below the loggia and on the level between the first and the II floor of the angular towers. The hexagonal (honeycombed pattern) core of the building the lobby, has been destroyed in the fire; the four pillars on the ground floor have completely disappeared, while the others are extremely damaged, and the situation is similar on the floor. The steel-truss structure over the dome has been preserved. On the walls of the hexogen below the dome, on the level of the last floor, there are visible cracks that are a result of an extremely contorted statics of the girders on the lower levels. The representative doublereturn staircase with a stone railing in the lobby has been completely destroyed, as have all other staircases.. All the partition walls in the building have been destroyed, and there are only traces of their former existence. The bearing walls within the building have also been severely damaged; on the higher floor levels, they have partially caved in, and there are partially visible cracks that are the result of the disturbed statics of the building.

  • Najouvaniji dijelovi zgrade su fasadna platna, od kojih je u najboljem stanju juna fasada, okrenuta prema Miljacki, sa loom i trijemom. Brojna su oteenja po frizu, a nastala su direktnim pogocima eksplozivnim sredstvima. Vidna su i oteenja u zavrnom dijelu krovnog vijenca, koji je izveden sa ukrasnim elementima u vidu zubaca (poput zubaca na tvravama).

    PLASTIKA I SLIKANA DEKORACIJA

    Gradska Vijenica je teko oteena uslijed granatiranja i poara izazvanog zapaljivim projektilima. Enterijer objekta je bio zatrpan utom i raznim obruenim elemetnima graevine.

    Uoljiva je znaajna razlika u ouvanosti vanjske fasade Vijenice i onoga to je s unutranje strane u enterijeru. Na vanjskoj fasadi su, u velikoj mjeri, ouvanielementi plastike izvedeni u kamenu, opeci, terakoti, tuku i fajansu. Njihovi bojeni dijelovi su na nekim mjestima promjenili prvobitni tonalitet uslijed djelovanja poara, to je naroito primjetno u promjeni utog okera prema crvenoj gami.

    Ono to je sauvano prua dovoljno materijala i podataka za mogui zahvat konzervacije i restauracije.

    The best-preserved parts of the building are the face sheets, of which the Southern facade, turned towards the river Miljacka, with a loggia and a porch, is in best shape. There are numerous damages of the frieze, and they are the result of direct hits of explosive devices. Also very evident are the damages to the finishing part of the roof cornice, which has been constructed with decorative elements in the form of dentils (much like dentils found on fortresses).

    PLASTIC ART AND PAINTED DECORATION

    The City Hall has been seriously damaged due to shelling and fire caused by inflammable projectiles. The interior of the building has been covered with debris and various elements of the collapsed structure. It is easy to observe the significant difference in the conservation of the external facade of the City Hall and what is found from the inside, in the interior. To a great extent, the elements of plastic art on the external facade, built in stone, brick, terracotta, plaster, and faience, have been preserved. In some places, their colored parts have changed their original hue due to the effects of the fire, which is especially visible in the change of the yellow ochre into a red gamma.

    What has been preserved offers sufficient material and data for the possible conservation and restauration procedure.

    Plastika i slikana dekoracija u enterijeru

  • Umjetniki najznaajnija dekoracija-slikana ornamentika, koja je bila na tavanicama reprezentativnih dvorana, je potpuno unitena. Ostali su sauvani samo malobrojni fragmentni slikane dekoracije na zidovima. Na galeriji su takoer ouvani fragmenti plastike i slikane dekoracije kupolastih svodova, lukova i kapitela stupova.

    Na zidovima, uz glavno stepenite, ouvanesu lizene s kapitelima i slijepe arkade iznad njih. U prizemlju, uz hol ispod galerija, sauvane su polukalote i lukovi svodova sa fragmentarno ouvanom slikanom dekoracijom i kapitelima stupova. U bonom dijelu prizemlja, nalazi se oslikana nia, ispod ije kalote je novi premaz, ispod kojeg se naziru prvobitni ornamenti.

    Oba vitraa na Vijenici su unitena. Na velikom vitrau iznad hola ostala je samo metalna konstrukcija, a na vitrau iznad podesta stepenita uoavaju se tragovi raznobojnog stakla. U njegovoj rozeti sauvano je neto vie elemenata bojenog stakla.

    The artistically most significant decoration painted ornamentation, which adorned the ceilings of the representative halls, has been completely destroyed. What remains preserved are the few fragments of the painted decorations on the walls. On the gallery, the fragments of plastic art and painted decoration of the dome ceilings, arches and pillar capitals have also been conserved.

    The lysines with the capitals and the blind arcades above them have been preserved on the walls along the main staircase. On the ground floor, along with the hall below the galleries, the semi-calottes and the ceiling arches, with the fragmentarily preserved painted decoration and pillar capitals, have been preserved. In the lateral part of the ground floor, there is a niche covered with paintings, below which calotte there is a new coat of paint, below which the original ornaments can be discerned.

    Both glass screens on the City Hall have been destroyed. On the great glass screen above the hall, there only remains a metal structure, while on the glass screen above the landing of the staircase, there are traces of multi-colored glass. In its rosette, some more elements of colored glass have been preserved.

    TETE NA KNJINOM FONDU

    Nacionalna i univerzitetska biblioteka BiH je, do rata, vrila funkciju univerzitetske i nacionalne biblioteke BiH. Kroz decenije svog postojanja biblioteka je ostvarila sve funkcije nacionalne biblioteke. U skladu sa svojim zadacima, koji proizilaze iz funkcije univerzitetske biblioteke, ova institucija, zahvaljujui naunoj, strunoj i drugoj literaturi, kao i strunim kadrovima i slubama, bila je osnov naunog rada i nastave na visokokolskim ustanovama.

    Usljed poara, koji je nastupio kao posljedica granatiranja, u plamenu je nestala stara i lijepa Vijenica sa gotovo svim fondovima, koje je godinama briljivo prikupljala, obraivala i uvala. U jednom danu uniteno je sve to je na ovim prostorima stoljeima stvarano. Dragocjene zbirke rukopisa, starih tampanih knjiga, asopisa, arhivske grae i druge vrste dokumentarnog nasljea - pamenje brojnih generacija naroda Bosne i Hercegovine nestali su u plamenu. Izgubljen je centralni katalog, zajedno sa nenadoknadivim kolekcijama bosanskohercegovakih asopisa, koji su publikovani od sredine 19. stoljea pa do 1992. godine.Nauno, knjievno i umjetniko naslijee,prikupljano decenijama sa prostora jugoistoneEvrope, djela pisana rukom ili tampana na bosanskom, hrvatskom, srpskom i drugim jezicima, muziki zapisi, geografske karte, pisma, razglednice, takoer su bili izloeni unitenju.

    DAMAGES TO THE LIBRARY HOLDINGS

    The National and University Library of BiH has, up to the war, served the function of a university and national library in BiH. Over the decades of its existence, the library achieved all the functions of a national library. In accordance with its tasks, which originate from the functions of a university library, this institution, thanks to the scientific, expert, and other literature, as well as expert professional staff and departments, had been the root of scientific work and teaching in the higher education institutions.

    Due to the fire ignited as a result of shelling, the old and beautiful City Hall disappeared in flames with almost all the holdings, which it painstakingly collected, processed, and conserved. In one day, everything that has been created on these territories for centuries has been destroyed. The precious collections of manuscripts, old printed books, magazines, archive material, and other types of documentary heritage the remembrance of the numerous generations of the peoples of Bosnia and Herzegovina has disappeared in the flames. The central catalogue, along with the irreplaceable collections of Bosnia and Herzegovina magazines, which have been published from the mid 19th century up to the year 1992, has been lost. The scientific, literary, and artistic heritage, collected over the decades on the territory of Southeastern Europe, works written by hand or printed in Bosnian, Croatian, Serbian, and other languages, music sheets, geographic maps, letters, postcards, have also been exposed to destruction.

    Sa aspekta slube zatite spomenika posebno zanimljivo je Odjeljenje za rijetke knjige i rukopise, koje je prikupljalo grau najvie spomenikekategorije: inkunabule, stare rukopisne knjige pisane bosanicom, zbirku orijentalnih rukopisa sa oko 400 kodeksa i 700 pojedinanih dokumenta, rukopise domaih autora na orijentalnim jezicima, izdanja starih tamparija... Tu se uvao bogato ukraen rukopis Kur'ana, etverojevanelje iz Mrkine crkve (1562.g.), Cvjetni triod iz Skadra (1563.g.),vie knjiga iz tamparije Boidara Vukovia u Mlecima (16 st.) i mnogi drugi dragocjeni eksponati. Odjeljenje je posjedovalo i cijele zbirke dokumenata: fermana, berata i brojne druge raritetne grae; vie od 7000 rukopisa, rijetkih knjiga i 3000 rariteta. tete koje su nastupile na fondu ovog odjeljenja su neprocjenjive.U plamenu su nestali notni zapisi muzike zbirke i grafika zbirka, u sklopu koje je uvana velika kolekcija starih razglednica, fotografija i portreta. Sauvana je samo kartografska zbirka, ali je i ona pretrpjela znatna oteenja. U velikoj mjeri stradale su i biblioteke nacionalnih kulturno-prosvjetnih drutava Prosvjete", "Napretka" i "Gajreta", koje su se od 1949. godine nalazile u sastavu ove biblioteke. Izgubljen je i najvei dio fonda naunih radova, magistarskih i doktorskih disertacija, kao i fond stranih publikacija, strane periodike i drugi fondovi koji su sluili za obavljanje univerzitetske nastave i nauna istraivanja. Time su ugaene funkcije ne samo nacionalne, nego i centralne naune biblioteke BiH. Kako su nauka i kultura najdragocjeniji izvori bogatstva jedne zemlje, a kvalitet nacionalnih i univerzitetskih biblioteka skala koja pokazuje kakvi su uslovi za razvoj naunog i strunog rada, jasno nam je koliko su teke i dalekosene posljedice unitavanja ovakvih razmjera.

    From the aspect of the department for the protection of monuments, the Department for Rare Books and Manuscripts, which collected the material/documents of the highest monument category: incunabula, old manuscript books written in bosanica, the collection of oriental manuscripts with about 400 codices and 700 individual documents, the manuscripts of local authors in oriental languages, the editions of old printing shops... This is where the lavishly decorated manuscript of the Kur'an has been kept, the Gospel from the Mrka church (1562), the Floral triodion from Skadr (1563), the numerous books from the printing shop of Boidar Vukovi in Mleci (16th century), and many other valuable displays. The Department also possessed entire collections of documents: edicts (firmans), berats, and numerous other rare documents/materials; more than 7000 manuscripts, rare books, and 3000 rarities. The damages caused to the holdings of this department are inestimable.

    Music sheets and the collection of graphics, within which a great collection of old postcards, photographs, and portraits had been kept, have disappeared in the flames. Only a cartography collection has been preserved, but it suffered significant damages as well. To a great extent, the libraries of the national cultural-educational associations Prosvjeta", "Napretak", and "Gajret", which have been an integral part of this library since 1949, have also been destroyed. The greatest portion of the holdings of the scientific works, Masters and PhD theses, as well as the holdings of foreign publications, foreign periodicals, and other holdings that served for the conducting of university-level teaching and scientific research have been lost.

    Obnova VijeniceIstrani radovi

    U periodu 1995-1998. izvedeni su brojni istrani radovi na objektu, koji su trebali dati odgovore o stanju konstrukcije Vijenice nakon poara i unitenja. Dobijeni su rezultati o stanju openih zidova i konstrukcija; o stanju eline konstrukcije; kompletni rezultati istraivanja kamenih struktura aule, sa determinacijom kvaliteta izvedenih radova i sa prijedlogom tehnikih parametara za obnovu. Svi dobiveni rezultati koriteni su kod izrade projekata obnove I i II faze.

    Godine 1995. firma Ser.CO.TEC iz Trsta, u saradnji sa Institutom za materijale i konstrukcije Graevinskog fakulteta u Sarajevu i Energoinvesta Sarajevo, izvrila je i izradila Dijagnozu i prijedlog sanacije Vijenice. (Investitor: Zavod za izgradnju Kantona Sarajevo).

    Institut za materijale i konstrukcije Graevinskog fakulteta u Sarajevu izradio je Elaborat o pregledu i rezultatima stanja eline konstrukcije Vijenice, maj 1997. (Investitor: Zavod za izgradnju Kantona Sarajevo).

    Zavod za geotehniku i fundiranje Graevinskog fakulteta u Sarajevu izradio je Izvjetaj o realizaciji programa istraivanja u cilju rekonstrukcije objekta Vijenice, mart 1998. godine (Investitor: EUROPEAN COMMISSION PSU Sarajevo).

    The Restoration of the City HallResearch work

    In the period from 1995 to 1998, numerous research works have been done on the building, which were supposed to provide answers regarding the state of the structure of the City Hall after the fire and destruction. Results have been arrived at regarding the state of the brick walls and structures; on the state of the steel structure; the complete results of the research of the rock/stone structures of the aula, with the determination of the quality of the executed work and the proposal for the technical restoration parameters. All attained results have been utilized in the creation of the 1st and 2nd stage of the restoration project.

    In the year 1995, company Ser.CO.TEC from Trieste, in cooperation with the Institute for Materials and Structures of the School of Engineering in Sarajevo and Energoinvest Sarajevo, conducted and developed The Diagnosis and the Proposal for the Rebuilding of the City Hall. (Investor: The Institute for Construction of the Canton Sarajevo). The Institute for Materials and Constructions of the School of Civil Engineering in Sarajevo developed an Analysis of the Overview and the Results of the State of the Steel Structure of the City Hall, May 1997. (Investor: The Institute for Construction of the Canton Sarajevo).

    I faza obnove

    Godine 1996. Vlada Republike Austrije donirala je 750 000,00 Eura za poetne radove na obnovi gradske Vijenice u Sarajevu. Sredstva su namijenjena za realizaciju najnunijih radova na spaavanju preostale strukture objekta. Pored ratnih razaranja, Vijenica je permanentno i dalje propadala, jer su etiri ratne zime doprinijele daljnjem razaranju openih zidova tavana, aule, eline konstrukcije kupole... Posebno su bili ugroeni zidovi prizemlja, koji su konstantno crpili vodu iz ogromne koliine uta i raspadnutog materijala koji se nalazio na konstrukciji prizemlja (prosjeno visine 1,00-1,50 m). Do tada su bila provedena samo prethodna istraivanja stanja na dostupnim konstrukcijama, koje je izvela firma Ser.Co.Tec. iz Trsta. Analizirajui izvornu konstrukciju objekta (nosivi openi zidovi i elini nosai kao konstrukcija koja je savladavala sve bitne raspone, te eline konstrukcije kupole i sputenog stropa kao ukupni koncept izgradnje objekta ), odluili smo se koristiti istim konstruktivnim sistemom u procesu obnove, te definisati rjeenja, zadovoljavajuiprimarni zadatak spaavanja objekta i to kroz sljedee faze:

    1st Stage of Restoration

    In the year 1996, the Government of the Republic of Austria donated 750 000,00 Euros for the initial work on the restoration of the City Hall in Sarajevo. The funds are intended for the realization of the most necessary/urgent work on the salvation of the remaining structure of the building. In addition to the destruction caused in war, the City Hall permanently continued to decay, since the four war winters contributed to the further destruction of the brick walls of the attic, aula, the steel structure of the dome... The ground floor walls, which constantly drew in water from the great amount of waste, debris, and decayed material, located on the structure of the ground floor (average height of 1,00 1,50 m,) have been particularly threatened. Up to that point, the only previous researches conducted were those on the state of the available/accessible structures conducted by the company Ser.Co.Tec. from Trieste. Analyzing the original structure of the building (the bearing brick walls and the steel girders as the structure that has surmounted all significant spans, as well as the steel structures of the dome and the descending ceiling as the overall concept for the construction of the building), we have decided to use the exact same structural system in the restoration process, as well as define the designs and solutions, satisfying the primary task of salvaging the building through the following stages:

    A- stabilizacija konstruktivnog sklopa zidanih konstrukcija

    B- rekonstrukcija krovita sa izvedbom gromobranske instalacije

    C- sanacija eline kupole i sputenog stropa sa obnovom staklenog pokrova

    D- prihvatanje oteene konstrukcije aule tekom nosivom skelom

    A- Na nivou stropnih drvenih konstrukcija izvedeni su elini nosai, na razmaku 3.50-3.80m, povezani elinim dijagonalama, stvarajui horizontalne ajbe koje su u ovoj fazi trebale stvoriti uslove za sanaciju tavanskih zidova i rekonstrukciju krovita.

    B- Prema raspoloivoj arhitektonskoj dokumentaciji, projektovana su i izvedena sva drvena krovita sa gromobranskom instalacijom. Najvei dio openih konstrukcija tavana je obnovljen, kao i dio izvornih dimnjaka.

    Obnovljen je izvorni sistem odvodnje oborinskih voda, putem otvorenih krovnih kanala, koji su prihvaeni u tri postojeevertikale.

    A- On the level of the ceiling wooden structures, steel girders have been constructed with a spacing of 3.50 3.80 m, linked by steel diagonal braces, creating horizontal shafts, which, at this stage, should have created the conditions for the rebuilding of attic walls and the reconstruction of the roof.

    B- According to the available architectural documentation, all wooden roof coverings with the lightning rod installation have been designed and carried out. The majority of the brick attic structures have been restored, as has the portion of the original chimneys.

    The original system of precipitation water runoff via open roof tunnels, which have been captured in the three existing plumb lines, has been restored..

    C - U Elaboratu o pregledu i rezultatima stanja eline konstrukcije Vijenice konstatovano je da je elik u konstrukciji zadovoljavajueg kvaliteta, jer su presjeci solidno dimenzionirani. Ukupna konstrukcija je napadnuta procesom hranja. Oko 20% konstrukcije bilo je deformisano uslijed poara, i odreeni dijelovi su izgubili svoju statiku geometriju.

    U ovoj fazi radova svi oteeni dijelovi su zamjenjeni, ostvarene su veze putem zakovica kao u izvornoj konstrukciji, te je ukupna konstrukcija sa sputenim stropom pjeskarena i antikorozivno zatiena u etirisloja, u debljini od 120 mikrona.

    Armirano staklo kao pokrov je obnovljeno, koristei posebne drae koji su sprijeiliklizanja, to se ranije deavalo. Jarboli na ugaonim kulama i centralnoj kupoli su projektovani i izvedeni.

    C - In the Analysis of the Overview and the Results of the State of the Steel Structure of the City Hall, it has been concluded that the steel in the structure is of a satisfactory quality because the cross-sections are soundly dimensioned. The rusting process has attacked the overall structure. About 20% of the structure had been deformed as a result of the fire, and certain parts have lost their static geometry.

    At this stage of work, all damaged parts have been replaced, joints have been made using rivets, as was the case with the original structure, and the entire construction with the descending ceiling has been sand blasted and protected against corrosion with three layers, 120 microns in thickness.

    The wired glass, as the roof covering, has been restored using special clamps that prevented sliding, which has occurred in the past. The masts on the angular towers and the central dome have been designed and carried out.

    D - Sanirana elina konstrukcija i sputeni strop jednim dijelom se oslanjaju na obodne zidove i konstrukciju aule, koja je dio najvie oteene strukture objekta.

    Projektovana je i izvedena teka elinanosiva skela, sa posebnim masivnim drvenim remenatama, ime je konstrukcija aule prihvaena. Ovom izvedbom sprijeilo se oteenje na ve izvedenim radovima na kupoli i ujedno stvorili uslovi za obnovu strukture aule.

    Radovi su projektovani i izvedeni u 1996-97. godini. Objekat je privremeno zatvoren. Kako je rijeen problem atmosferske vode, dolo je do postepenog suenja ukupnog objekta, te su se stvorili uslovi za daljnje istrane radove.

    D The rebuilt steel structure and the descending ceiling lean, partially, on the perimeter walls and the structure of the aula, which is a part of the most significantly damaged structure of the building.

    The heavy steel supporting scaffold has been designed and constructed, with special massive wooden straps, with which the structure of the aula has been captured. This labor has prevented damages to the work already carried out on the dome and, simultaneously, created conditions for the restoration of the structure of the aula.

    The works have been designed and carried out in 1996-1997. The building is temporarily closed. Since the problem of atmospheric water has been resolved, the entire building has gradually dried out and, thus, conditions have been created for further site investigation work.

    II faza obnove

    Evropska komisija je, kao investitor, 1999. godine obezbijedila sredstva koja su trebala biti koritena za nastavak radova (2. 250 000 Eura). Konsultant (D.D.DOM Studije, projektovanje, inenjering Sarajevo) predloio je da se nastave radovi na obnovi horizontalnih konstrukcija, kao i rekonstrukciju aule, ija je teko oteena konstrukcija traila hitne radove.

    Gipsana dekoracija je najveim dijelom unitena, a fragmenti koji su se ouvali biedemontirani, odnosno, za neke dijelove uzet e se otisci u gipsu u mjerilu 1:1. Slikana dekoracija, koja se takoe fragmentarno sauvala u malim kupolama i na lukovima, bie precrtana u mjerilu 1:1, sa naznakom vrste i kvalitete boje.

    Aula predstavlja centralni, najznaajniji prostor u objektu, izveden u formi pravilnog estougaonika, sa vanjskim zidovima od opeke i galerijom koja je formirana konstrukcijom ugaonih i pojedinanih stubova . Konstrukcija galerije iznad prizemlja i prvog sprata presvoena je malim openim kupolama .

    2nd Stage of Restoration

    In 1999, the European Commission, as an investor, provided funds that were supposed to be used for the continuation of the works (2. 250 000 Euros). The consultant (D.D.DOM Studije, projektovanje, inenjering Sarajevo) proposed that work be continued on the restoration of the horizontal structures, as well as the reconstruction of the aula, which damaged structure called for urgent construction work.

    The gypsum decoration has been mostly damaged, and the preserved fragments will be dismantled, that is, for certain parts, squeezes will be made in the plaster on the scale of 1:1. The painted decoration, which has also been fragmentarily preserved in the small domes and on the arches will be traced on the scale of 1: 1,along with a note regarding the type and the quality of the color/paint.

    The aula presents the central, most significant space in the building, built in the form of a regular hexagon, with external brick walls and a gallery formed by a construction of heel posts and individual pillars. The gallery structure above the ground and the first floor has been arched with smaller brick domes.

    Kako su ouvane opene konstrukcije malih kupola i lukova u etiri polja (1,2,4 i 6) sa nosivom konstrukcijom iznad njih (dva polja potpuno unitena ), to je bio jedan od razloga to je projektom predvieno maksimalno zadravanje ove strukture sa zamjenom teko oteenih dijelova konstrukcije (ugaoni stubovi, pojedinani stubovi u poljima , lukovi). U dva polja predviena je potpuna zamjena nosive strukture. Ovaj polazni princip traio je postavku i razradu specifine metodologije obnove i izvoenja.

    U auli je koriteno 10 vrsta kamena, razliitihtehnikih karakteristika i razliitog estetskog i vizuelnog izgleda. Nedovoljni su historijski podaci o nalazitima i lokacijama kamena koji je bio upotrebljen kod gradnje Vijenice, posebno aule (nesigurni podaci govore o granitnim stubovima iz Austrije, mermernim stepenicama iz Maarske i dr.).

    Ovo je ujedno bio razlog da se poduzmu istraivanja i ispitivanje uzoraka postojeegkamena, koji je ugraen u auli Vijenice i da se dobiju podaci koji e posluiti kod izrade projekta i ujedno za odabir kamena za izvoenje.

    Since the brick structures of small domes and arches have been preserved in the four fields (1, 2, 4, and 6) with the bearing structure above them (two fields have been completely destroyed), this is one of the reasons why the project has planned for a maximum retaining of this structure with the replacement of heavily damaged structure parts (heel posts, individual pillars in the fields, arches). In two fields, a complete replacement of the bearing structure has been planned. This archway principle necessitated an identification and development of the specific methodology of restoration and construction.

    10 types of stone, with different technical characteristics and different esthetic and visual appearance, have been used in the aula. The data on the deposits and the locations of the stone that was used in the construction of the City Hall, particularly the aula (unreliable data talk about granite pillars from Austria, marble steps from Hungary, etc.), are insufficient.

    This has both been the reason for the initiation of the research and the examination of the samples of the existing stone, which is built into the aula of the City Hall, in addition to arrive at data which would serve in the design of the project, as well as the selection of the stone for the construction.

    Zbog velikog stepena oteenja, najvei broj stubova (ugaonih i slobodno stojeih) u prizemlju i spratu je zamjenjen, zajedno sa noseim lukovima u prizemlju (polja 1,2,4 i 6). Dva polja (3 i 5) obnovila su se u potpunosti sa lunim i openim konstrukcijama.

    Poslije vie odgaanja, radovi na ovoj fazi su krenuli u novembru 2002. godine i zavreni u februaru 2004.

    Due to a significant degree of damage, the majority of pillars (heel posts as well as free-standing ones) on the ground floor have been replaced, along with the bearing arches on the ground floor (fields 1,2,4,6). Two fields, 3 and 5, have been completely reconstructed with arch and brick structures.

    After various postponements, the works on this stage have commenced in November of 2002 and have been completed in February of 2004.

    PROGRAM I IDEJNA RJEENJA FUNKCIONALNOG KORITENJA

    Zavod za zatitu kulturno historijskog i prirodnog naslijea Kantona Sarajevo izradio je Idejna programska rjeenja funkcionalnog koritenja Vijenice, ime bi se sagledala ukupno raspoloiva povrina objekta i objektivne mogunosti koritenja objekta od strane vie korisnika.

    Nakon rasprave sa buduim korisnicima, prihvaen je prijedlog funkcionalnog koritenja Vijenice, te je Vlada Kantona Sarajevo ovaj prijedlog podrala adekvatnom odlukom.

    Budui korisnici pripremit e detaljne programe sadraja i potreba, koji e biti osnova za izradu Idejnog projekta funkcionalnog koritenja Vijenice.

    THE PROGRAM AND CONCEPTUAL DESIGNS OF THE FUNCTIONAL USE

    The Institute for the Protection of Cultural-Historical and Natural Heritage of Canton Sarajevo created conceptual designs for the functional uses of the City Hall, with which the total available area of the building and the objective possibilities for the utilization of the building by a number of users would be considered.

    After a debate with the future users, the proposal for the functional use of the City Hall has been accepted, and the Government of Canton Sarajevo supported this proposal with an adequate decision.

    The future users will prepare detailed programs of contents and needs, which will be the basis for the development of a Conceptual Design for the functional use of the City Hall.

    Sjedite Gradske uprave bilo bi smjeteno na drugom spratu i dijelu treeg sprata koji je funkcionalno povezan sa drugim spratom (ured gradonaelnika, gradski vijenici, protokol dravnih organa.....). Komunikacija sa sjeditem Gradske uprave odvijala bi se postojeim monumentalnim stepenitem. Centralni hol (aula) koristio bi se i kao javni prostor za kulturne manifestacije (predstave , koncerti, i sl.).

    Nacionalna i univerzitetska bibliotekabila bi korisnik velikog dijela prizemlja objekta (javni sadraji: centralni registar, baza podataka, internet, prezentacije, stalne postavke knjiga, izlobe, knjiara ...), velikog dijela prvog sprata ( za dio matinih funkcija koje bi se prenijele u Vijenicu: itaonica raritetne knjige, periodike, ...), dio treeg sprata i dijela suterena (pomone djelatnosti). Organizacija djelatnosti i koritenja prostora Nacionalne biblioteke uslovljena je funkcionalnom organizacijom (samostalna stepenita prema spratovima, samostalne komunikacije sa suterenom idr.)

    The Headquarters of the City Administration would be located on the second floor and part of the third floor, which is functionally connected with the second floor (the mayor's office, the city councilors, the protocol of national bodies...). Communication with the headquarters of the City Administration would be conducted using the existing monumental staircase.     The National and University Library would be the user of a great portion of the building's ground floor (public uses: central registrar, database, internet, presentations, permanent book promotions and displays, exhibits, bookstore...), a great portion of the first floor (for some of the original functions which would be signed over to the City Hall: the reading room for rare books, periodicals), a portion of the third floor, and a part of the basement (auxiliary activities). The organization of the activities and the uses of the space of the National Library has been conditioned with the functional organization (independent staircases leading towards the floors, independent communication with the basement, etc.)

    Kulturni sadraji javnog karaktera. Iz funkcionalnog koritenja Vijenice jasno se nameu kulturni sadraji javnog karaktera. Zbog ratnog razaranja samog objekta Vijenice i unitavanja Nacionalne i univerzitetske biblioteke potrebno je planirati prostor za Muzej razaranja Vijenice sa prateim sadrajima (suteren). U prizemlju objekta planirana je turistika agencija, kao i drugi sadraji iz domena kulture (prvi sprat, trei sprat).

    Ostali sadraji Drugi sadraj koji smatramo da treba nai svoje mjesto u Vijenici je naconalni restoran, koji je mogue funkcionalno smjestiti u suteren, u dio koji posjeduje samostalni ulaz sa vanjskih komunikacija. Koritenje nije ogranienovremenskim trajanjem.

    Vijenica mora imati nove instalacije i svoj energetski blok, koji e biti smjeten u suterenu (kotlovnica, ventilacija, klimatizacija i dr.).

    The Cultural Events of a Public NatureFrom the functional uses of the City Hall, the cultural events of a public nature are clearly imposed. Due to war damages to the very City Hall building and the destruction of the National and University Library, it is necessary to plan the space for the Museum of the Destruction of City Hall with all the complementary contents (basement). In the buildings basement, a tourist agency, as well as other contents from the domain of culture, has been planned (first floor, third floor).

    Other uses Other elements we find should find their place in the City Hall are the national restaurant, which could be functionally placed in the basement, in the part that has its own entrance with outside circulation. The utilization has not been limited by a determined time period.

  • IDEJNI PROJEKAT FUNKCIONALNOG KORITENJA I PRINCIPI OBNOVE

    Nakon usvajanja globalnog koncepta i izrade konanog programa sa principima obnove, izradio bi se idejni projekat obnove Vijenicei njenog funkcionalnog koritenja, baziran na Projektnom zadatku (ija je izrada trenutno u zavrnoj fazi), definiranom od strane komisije, sastavljene od eminentnh strunjaka Sarajeva i Bosne i Hercegovine.

    Idejni arhitektonski projekat ukljuivao bi programske osnove za projektovanje infrastrukture (elektro instalacije, mainske instalacije, vodovod i kanalizacija, zatita od poara, itd).

  • Planirana dinamika izrade projektne dokumentacije

    Krajem novembra mjeseca 2005. godine planiran je zavretak Programskog zadatka i priprema tenderske dokumentacije, ime bi se stekli uvjeti za raspisivanje otvorenog poziva za izradu projetne dokumentacije, u skladu sa Zakonom o javnim nabavkama Bosne i Hercegovine.

    Obzirom na sloenost budueg tenderskog zahtjeva, minimalno procijenjeno vrijeme za izradu ponude, koja ujedno predstavlja i idejni projektno rjeenje, je etiri mjeseca. To znai da bi ponude bile prikupljene i razmatrane tokom aprila maja mjeseca 2006. godine.

    Pod uvjetom neometanog procesa provoenja procedure izbora najpovoljnijeg ponuaa (bez eventualnih prigovora i albi aktivnih ponuaa), uvjeti za sklapanje ugovora za izradu glavnih / izvedbenih projekata bili bi stvoreni poetkom juna mjeseca 2006. godine.

    The Planned Dynamics for the Development of the Project

    At the end of November 2005, the finalization of the Program Task and the preparation of the tender documentation, with which the conditions for the open tender call for the preparation of the project documentation, pursuant to the Law on Public Procurements in Bosnia and Herzegovina, has been planned.

    Considering the complexity of the future tender request, the minimal estimated time for the development of a bid, which also presents the conceptual project design, is four months. This means that the bids would be collected and considered during the months of April-May 2006.

    Under the condition that the process for the conducting of a procedure for the selection of the best bidder (without possible objections and appeals of the active bidders) proceeds in an undisturbed fashion, the prerequisites for the signing of contracts for the execution of main / construction projects would be created at the beginning of the month of June in 2006.

    Rok izrade izvedbenih projekata biepredmetom dostavljenih ponuda, te eventualno predmetom naknadnog pregovaranja. Prema iskustvu treba biti planiran minimalan vremenski rok od etirido pet kalendarskih mjeseci.

    Procedura javnog nadmetanja za izvoenjeradova arhitektonske obnove i funkcionalnog koritenja objekta gradske Vijenice u Sarajevu mogla bi biti pokrenuta tokom novembra mjeseca 2006. godine, dok bi se na realno otpoinjanje planiranih zahvata, zbog proceduralnih postupaka, moglo raunati poetkom graevinske sezona 2007. godine.

    The deadline for the development of construction projects will be the subject of the submitted bids, and possibly, the subject of negotiations at a later date. Judging by experience, a minimal deadline of four to five months should be planned.

    The open tender procedure for the execution of work on the architectonic restoration and the functional use of the City Hall building in Sarajevo could be initiated during the month of November in 2006, while the planned intakes, due to procedural proceedings, could be realistically counted on to commence at the beginning of the construction season in 2007.
