TygerBurger previously reported (“Taking care of the many problems at Delmar”, 29 May) that measures were being put into place to tackle the various issues. It was also re- ported that drugs were allegedly be- ing sold by the vagrants after 17 par- cels of dagga were confiscated last week when the District Watch, Pan- orama, Welgelegen and Plattekloof (PWP) Neighbourhood Watch and Parow police did a random site in- spection. A meeting was held on Thursday at Northlink College where various roleplayers met to discuss the plans which have been implemented. . To date, the security at the cen- tre has been jacked up with District Watch being employed; . Vagrants no longer loiter on the open plot situated opposite the Del- mar Centre after the Vloks, who own the property, put up a sign and are looking at enclosing it, and . The taxis which have been problematic in the past are current- ly being monitored. “We are happy to report that the problem at the Delmar Centre has been cleaned up extensively,” says Lynette Norman, a (PWP) Neigh- bourhood Watch committee mem- ber. “We will however continue to monitor the area and ensure that it stays in a good condition. The feed- back we received from the commu- nity has also been positive as they can shop at the Delmar Centre and walk the streets without being ap- proached by vagrants. We can al- ready see the difference now that District Watch has been employed.” Present at the meeting was Vin- cent Hendricks, the owner of Hen- dricks Taxi Association who runs the taxis operating in the Panorama area.     it was any drivers who were selling drugs,but I saw that it wasnt.

    Hendricks says he noticed a man on a bicy-cle and from observation he was the one sell-ing drugs. People dont always see the posi-tive side of the taxi industry, but if any ofthe people driving my taxis were involved indrugs I wouldnt hesitate to contact the po-lice myself, he said.

    Steven Williams, a community memberwho used to work with taxi associations de-livered a clear message that people who com-plain over taxis that dont obey the road

    rules should get the registration number andnot paint all with the same brush.

    There are various taxi organisations andoften people are not informed or accuse thewrong taxi association. When Panorama res-idents complain over the taxis who jump therobots and stop streets, they should get asmuch information as they can get. Not all thetaxi associations can be accused one maybe obeying all the rules, but then anotherdoesnt and thats not fair. The registrationof the taxi must be written down.

    If residents want to raise their concernsover the taxis in the area they can contactthe ward councillor, Sakkie Pretorius, on

    The Department of Social Developmentconducted an inspection of Huis Eber-sohn in Welgelegen two days after Ty-gerBurgers article appeared and theinvestigation found that all was in or-der.

    This newspaper nonetheless received fi-ve written complaints from readers whoalso feel aggrievedat the treatment of fami-ly members at the retirement home.

    On 9 May, the article (Home accused ofneglect, TygerBurger Goodwood) high-lighted 90-year-old Edward Drakes allegedmistreatment at the home.

    A family member of Drake, NatashaMcQuirk, said at the time that Drake wascovered with 85 percent bedsores when hewas rushed to Karl Bremer Hospital foracute dehydration.

    Ebersohn, his staff, and a nurse at thehospital who wished to stay anonymous,all said the 85 percent claim was a grossexaggeration. The nurse, however, addedthat Drake looked neglected.

    Ebersohn has in the meantime acquireda lawyer, Piet Nel from Heyns and Part-ners, to protect his rights. Melany Khn,spokesperson for Albert Fritz, the Western

    Cape Minister of Social Development, con-firmed this week that their recent investi-gation showed that all is in order at thefacility.

    She continues: Strictly speaking wedont have to announce these visits before-hand. We dont fund this particular old agehome, but as the custodians of the OlderPersons Act, we are at liberty to do site vi-sits.

    They (Huis Ebersohn) have met all theregistration requirements from local go-vernment and should have their registrati-on with our department finalised in thenext month or two.

    Since the article appeared, however, fivereaders have thrown their weight behindMcQuirk and Drake.

    Bronwen Weppenaar had similar com-plaints about the home.

    My aunt of 82 has been a resident at thehome for three months since January thisyear and I removed her at the end of Aprilafter she was sent to Karl Bremer Hospital.Our experience was the same regardingbed sores not attended to correctly, dehy-dration and she had contacted scabies.

    My concern is for people who are still re-sident in this place, Weppenaar said.

    Veronica Greenway said her 64-year-oldsister Pat McKnight was admitted to Mil-

    nerton Mediclinic due to what she believesis neglect. McKnight was also dehydrated,had bedsores and a bruised swollen ankle.

    Another individual who wished to re-main anonymous said that every time thefamily visited her father-in-law, they hadto first dress him in clean clothes and cleanthe bedding, which apparently alwayssmelt of urine.

    She adds they were dismayed when theyarrived for a visit and saw her father-in-law sitting in faeces while tied to a chair.

    Another family member said they al-ways had to bring food when they visitedtheir father and alleged that her father waswet nine times out of ten.

    Amanda Pienaar alleged her grandmo-ther, Ria Hougaard, is a diabetic and dranksweet tea during her one-night-stay atthe retirement home, her medication waswithheld and they finally had to pay R2 200for just one nights stay (of which R2 000was for administration fees). When Eber-sohn spoke to TygerBurger in May, he andhis staff said they are passionate about thejob. He was very upset when the articleappeared and has since sought legal advi-ce.

    A month ago, TygerBurger sent the com-plaints to Ebersohn and to his lawyer.

Daar is etlike uitdagings waarmee diepersoneel en bestuur op n daaglikse basis

    gekonfronteer word, insluitend moeilikepersoonlikhede (veral van di vereensaamdeinwoners wat nie gereeld deur familie ofvriende besoek word nie), geestesongesteld-heid (demensie en Alzheimers), persoonlikeversorging, wisselende gesondheidstoestan-de tot onvergenoegde en onredelike optredevan diegene wat nie uit vrye wil daar woonnie, maar deur familielede (wat soms geenander heenkome kan vind of bekostig nie)daar gelaat word.

    Almal word egter op gelyke grondslag metdeernis en menswaardigheid behandel inomstandighede en in n omgewing wat n re-delike tuiste vir elkeen skep. Hiervan kan in-stansies soos die kerk en die Wes-Kaapse de-partement van maatskaplike ontwikkelinggetuig.     Parow police nabbed armed robbers afterthey tried to break into a construction com-pany on Friday.

    Through swift action of the police fourrobbers were caught in the act in Beacon-vale, Parow Valley.

    Lieutenant Colonel Andr Traut, provin-cial police spokesperson says informationthat an armed robbery was planned at abusiness in Parow was investigated.

    When the suspects made their appear-ance, police arrested the suspects withoutany shots being fired.

    Police found two firearms, a 9mm pistoland a .38 revolver, in the possession of thesuspects.

    The serial numbers of both firearms hadbeen removed. The motor vehicle used bythem was also seized.

    The suspects, aged between 27 and 41years old, are detained and will be chargedwith attempted armed robbery and the un-lawful possession of firearms and ammuni-tion, Traut said.

    The City of Cape Town is determined toeradicate the vagrancy problem in theWestern Cape and has donated close onR2,5 million to NGOs that assist streetpeople across Cape Town.

    This was highlighted by Clive Justus inthe Subcouncil 4 meeting which was held onThursday at the Parow offices.

    many people live on the street presently, sothat follow-up interventions can be devel-oped such as reintegrating these people backinto society, especially where they comefrom..Home-based social care project whereby

    pensioners and the frail can be offered homebased care by local networks of care in thehost communities.

    . Substance abuse information dissemi-nation drive where EPWP workers hand outinformation leaflets detailing the currentservices available to those wishing to be as-sisted and raising awareness of the destruc-tive impact the abuse of drugs has on the in-dividual and community.. EPWP workers will visit childrens cen-

    tres to assist in the identification of healthand safety needs according to the ChildrensAct.

    Residents are reminded of the citys ongo-ing Give Responsibly Campaign in which weare urged to give a food token, redeemableat Pick n Pay, rather than cash to those beg-ging on the street, says Justus.

    The subcouncil is organising a HomelessSummit in August and makes an appeal tointerested and affected individuals and or-ganisations wanting to contribute to findingsolutions to register with the Subcouncil 4manager as soon as possible on 021 938 8254.

    Hoewel die koor minstens tot die einde vandie jaar sal kan aanhou sing, moes sowat nkwart van die koor voor die naweek hul tassepak as gevolg van groot finansile probleme.

    Andr de la Harpe, interim-voorsitter vandie koor, s die koor mag dalk hul repertoireverander om die kleiner groep te akkommo-deer, maar hulle sal vir so lank as moontlikaanhou sing.

    Daar is sprake van geld wat moontlik kaninkom van die DA af, maar ons gaan nie op-gewonde raak voor ons nie iets op skrif hetnie, het De la Harpe ges.

    Denise Robinson, DA-LP, het vroer vir Dela Harpe ges sy het n versoek vir geldelikehulp aan die DA gerig.     In a bid to assist community memberswith obtaining a learners licence, awhopping amount has been allocated bySubcouncil 4.

    The sum of R135 000 has been allocatedto assist 50 people to obtain their learnerlicence.

    This announcement was revealed inthe subcouncil meeting which was heldat the Parow offices on Thursday.

    The process will be open to anyone inthe appropriate age category who wantsa learners licence.

    Interestedpeople canapply tobepartic-ipants when advertising becomes availa-ble soon.

    The main objective of the project is toassist selected community members inobtaining a learners licence in Code 08category, said subcouncil 4 chairpersonClive Justus.

    The underlying goal is to provide apossible source of livelihood or occupa-tion and skills development for theyouths considering that some of themhave not had the opportunity for formaleducation and hence are unskilled ren-dering them unemployable.

    He says this decision follows after it

    has become increasingly clear that driv-ing is an essential socio-economic skillfor a majority of South Africans.

    The transportation sector has been asource of employment for many peopleparticularly those from disadvantagedcommunities who have been able to makea living off driving as a profession.

    This demand for drivers has not abat-ed over the years; if at all trends show anincrease in the demand for better skilleddrivers in the country. A valid driverslicence has become a prerequisite formost public and private sector jobs with-out which employment is never guaran-teed.

    He added driving has become an em-ployable skill which facilitates the en-trance of South Africans into the job mar-ket either as drivers or any other occupa-tion that requires the possession of adrivers licence.

    We have five wards in Subcouncil 4and 10 people from each ward will standa chance to apply and be a participant,Justus explained.

    We want everyone to take up this op-portunity. They will have their learnerslicence for a year and will be able to accu-mulate the money to obtain their driverslicence, he added.

    The Foundation for Alcohol Related Re-search (FARR) received recognition fromAmerica for the great work they do.

    Professor Denis Viljoen, chairperson ofFARR accepted the prestigious Henry RosettAward for outstanding contributions to theFoetal Alcohol Spectrum Disorders (FASD)Field on Saturday 23 June in the USA.

    This is the first time that the award is be-stowed on a person outside of North America.

    A conference was held in San Franciscowhere a presentation was done on the work inSouth Africa since the founding of FARR in 1997by Leana Olivier from Welgelegen.

    During the visit to the USA, Olivier who isthe FARR CEO, and Viljoen presented a seriesof lectures on invitationat theUniversity of SanDiego and also opened a FASD Centre which ismodelled on FARRs centre in De Aar, NorthernCape and Prince Alfreds Hamlet, WesternCape.

    Working at the Human Genetic Division atUCT in the 1990s, Viljoen was part of the healthdepartments human genetic outreach pro-gramme to rural areas, says Olivier.

    He became increasingly concerned aboutthe number of children referred to these clinicswith, what he suspected was foetal alcohol syn-drome (FAS), which is the most severe form ofthe foetal alcohol spectrum of disorders. At thattime FAS was unknown in South Africa.

    FARR was founded to conduct this study inWellington as Viljoen was the co-principle in-vestigator of the study and the two which fol-lowed in 1999 and 2001. A prevalence rate of88/1 000 was found, says Olivier.

    In 2002 FARR conducted studies in Upingtonand De Aar which, indicated that De Aar hadthe highest reported FASD rate in the world.

    Due to FARRs innovative FASD preventionprogramme in De Aar since 2003, the FASDprevalence rate in this community has droppedby 30 percent, says Olivier.

    The is the first-ever decrease in a FASD com-munity prevalence rate in the world. Under Vil-joens leadership FARR has grown from a re-search based institution to an organisation of-fering holistic FASD prevention programmesin terms of awareness, prevention, diagnosisand training to professionals and communitymembers, she said.

    One out of every five peoplewho make learner driver ap-pointments fail to even showup to be tested.

    This is a massive drain on cityresources according to JamesVos, who discussed this worryingstatistic at last weeks Subcouncil3 meeting.

    The results for April and Mayof the Goodwood, Parow, Bell-ville, Durbanville and Bracken-fell Driving Licence Testing Cen-tres (amongothers)were releasedduring the meeting.

    Vos elaborates: The munici-pality has 18 driving licence test-ing centres and the statistics forApril and May show a shockinglevel of irresponsibility. It ham-pers the citys service delivery! Iflearner drivers are frustrated bythe length of time they have towait before being tested, theyneed look no further than the fail-ure of their fellow learner driversto honour appointments for theanswer.

    The hundreds of learner driv-ers who fail to keep their test ap-pointments each month contrib-ute significantly to the appoint-ment backlog at the City of CapeTowns traffic services depart-ment.

    Vos continues: Applicants of-ten default on their appointmentsdue to inadequate preparationsfor the tests, which in turn has a

    snowball effect. People complainbecause they dont see enoughtraffic officials on the roads thisis one of the reasons.

    One test lasts about one hour,so one canseewhyVos is soupset,since 376 hours were lost at thesefive centres due to no-shows injust two months.

    Since every appointment costsabout R70, the money lost equatesto R26 320.

    An applicant who misses a testdate or time will forfeit all feesand have to re-submit a new ap-plication.

    Vos concludes: We appeal toall applicants to honour appoint-ments made or to timeously in-form us of their non-availabilityto do the tests. If every learnerdriver was ethical enough to meetthe commitment made or courte-

    ous enough to make alternativearrangements in good time, therewould not be an appointmentbacklog in the city.

    Statistics also revealed that ofall those who actually turned upto be tested at the five centres, 62percent failed.

    The best performing centres interms of passing rates (of thosewho turned up to be tested) wereBellville andParow,which saw42percent and 41 percent respec-tively.

    Just 35 percent passed at Good-wood and Brackenfell and a pal-try 24 percent passed at Durban-ville.

    The City of Cape Towns Subcouncil7 gave the green light for an Alzhe-imers centre in 3 Murray Street inDurbanville at its monthly meetinglast Monday.

    Subcouncil 7 approved an appli-cation for a temporary land use de-parture to accommodate the newcentre.

    Objectors now have a right to ap-peal against the decision.

    The group of owners of the exist-ing house want to utilise the exist-ing house to accommodate 29 Alzhe-imers patients in total.

    They have been operating a simi-lar facility in Regent Street near theDurbanville Race Course and expe-rienced a need for another facilityfor such patients.

    According to the agenda the facil-ity will not have specific visitinghours and there will therefore notbe peak traffic during certain peri-ods of the day.

    The proposed application is fortemporary rights for a period of fiveyears only.

    The approval is also subject to alist of conditions, including amongothers that no advertising signmust be displayed, the road reservemust be landscaped and that noparking must take place in the roadreserve of Murray Street, as well asseveral restrictions regarding thevaluable trees on the property.

    The centre will consist of 13rooms with 29 beds in total.

    The personnel will consist of fourdaynurses, fournightnurses, a sen-ior staff member, an activity leaderand a cleaner.

    Seven visitors parking bays andtwo staff parking bays will be pro-vide on-site.

    Five objections have been re-ceived ranging from too few park-ing spots, that it will restrict futuredevelopment on surrounding ervento insufficient outdoor space for thepatients.

    According to a report by the citysplanning department the proposeduse is not deemed out of place as itis in an area earmarked as a second-ary central business district.

    Such areas generally contain amix of complementary land uses,including residential, office and/ormedical related uses, according tothe report.

    Outdoor space and parking spaceis also sufficient according to the re-port. The application is for anAlzheimers centre only and anyother use will require a new appli-cation.

    The existing house will be re-tained with minor construction in-side the house, including internalchanges and two new bedrooms.

    The proposed Alzheimers cen-tre will be inherently residentialwith special care being provided forpatients who live there.

    It it therefore not viewed as athreat to the existing rights of sur-rounding landowners, accordingto the report.

    Eersgenoemde groep is so bevoorregomdat die klaskamer en die huis al hoemeer elektronies word. Hulle spoed diemoderne wreld in, toegerus met al die ge-reedskap wat nodig is om dit te oorwin.

    Die ander groep het buiten handboeke,soms nie eens elektrisiteit en lopende wa-ter by die skool nie. Hulle gaan ook op nhonger maag skool, nadat hulle baie vergestap het om by die skool te kom. Hulleis nie net hopeloos toegerus vir die toe-koms nie, maar het bykans geen hoop omooit die inligtingstroom te haal nie.

    En die regering s die wat het, moet hul-le rykdom meer en meer verdeel, maarteen die middel van die jaar het al sy kin-ders, hulle wat nie kan stem nie, nog nieeens handboeke om basiese kennis mee opte doen nie. Dis n groot sonde wat teen kinders ge-pleeg word, kinders wat geen kans het omooit voor tekomindievoortsnellende lewenie. En wie gaan dan na hulle kyk?

    As temperatures drop and the rain getsheavier, I cant help but spare a thought forthe people of Cape Town who will be left outin the cold.

    I am thankful for my warm bed and the lay-ers of clothes and blankets I can pile on Iwouldnt want to put on a heater, that wouldbe wasting electricity.

    While I wish I could help every homelessperson in the peninsula, I know I, like manyothers, cannot afford to.

    There are however organisations that canhelp us help others.

    Blankets 4 Cape Town for instance are intheir third year of collecting blankets for thegreater Cape Town area.

    Ek is n tuisbly-mamma en gaan stap ge-reeld met my kinders in die area. Dit het noual n paar keer gebeur dat ons tienerseunsmet hulle pitboels raakloop.

    My hart gaan staan wanneer ek sien hoehierdie honde eerder die eienaar beheer asandersom.

    Hierdie jongmanne sit ook met hul hondeop die winkelstoep waar die pitboels vir nieder en elk blaf.

    Is dit nie aggressie aanwakker nie? En nogveel erger, hulle laat die honde los rondhard-loop op die speelparkie (waar my kinders wilspeel)!

    Ek moet nou 10 keer dink voor ons besluitom te gaan stap, n voorreg wat ek my kin-ders ontneem word omdat hierdie jongman-ne dink hulle is in beheer van hierdie hon-de. Is daar n plek waar ek hierdie onbevoeg-de eienaars kan aankla?

    A skills database that will be launched atthe end of June by the Building IndustryBargaining Council (BIBC) Western Capeis good news for residents who are plan-ning additions to their homes.

    The database, a first of its kind for theindustry, is a strategy designed to retainskills of employees considered to be unem-ployed within the building and construc-tion industry.

    The information captured on the data-base is available, free of charge, to all com-pliant employers to ensure that they haveaccess to the skills that are lacking.

    This industry cant afford to lose its

    skilled labour force during a downturn pe-riod, says Arnold Williams, secretary forthe BIBC (Cape of Good Hope).

    The entire database comprises close to500 000 employees records, dating back to1983.

    The database will be comprehensive, fo-cusing on all artisan as well as semi-skilledtrades. In addition, other workers such asdrivers, labourers and cleaners will be in-cluded.

    History was made at the Hugo Lambrech-ts Music Centre when the annual orches-tra concert was held there in June.

    The symphony orchestra took to the stagewith no fewer than five pedal harps liningup at the same time, says Andr Coetzeefrom the Hugo Lambrechts Centre.

    A rare occurrence anywhere in theworld, this was a first for the Hugo Lambre-chts Auditorium in its decade-long exist-ence.

    It was also a first for the music centresince it opened its doors 26 years ago.

    According toharp instructor at the centre,Jane Theron, the harp part in an orchestrais normally played by just one harpist.

    It was a huge treat for so many of us tobe allowed to perform Dance Bacchanale bySaint-Sansasagroup.Forwhatever the rea-

    son, I dont think any orchestra in South Af-rica, professional or student, has ever had asmany as five harps at one time well, apartfrom one Barry Smith performance of the StCecilia Mass at St Georges Cathedral inCape Town some 30 years ago.

    She added that this would not have hap-pened had it not been for the huge invest-ment in instruments by Hugo Lambrechts,for the encouragement of the director LeonHartshorne and for the harpists themselveswho put in many hours of practise to get tothis point.

    The harpists performing at the concertwere Jana Opperman (one of Therons firststudents at Hugo Lambrechts), MelissaMcWalter (from UCT), Lisa Britz (currentHugo Lambrechts student), Nadia van Sta-den (music subject student at Hugo Lambre-chts, from Malmesbury) and Theron.
