INTRODUCTION

The Republic of South Africa represents a significant source of revenue and intellectual capital to the island of Mauritius. And with its favorable business environment, first world infrastructure and stable economic and political situation, Mauritius represents an enticing investment destination for South Africans. The primary mandate of The South African Chamber of Commerce in Mauritius is the representation and development of commercial relations between Mauritius and South Africa. It is government’s role to ensure that the appropriate trade agreements, incentives and processes are in place to facilitate this course. The Chamber endeavors to guide the public sector on matters concerning lateral trade relations and to ensure that its members in the private sector can benefit from what each economy can bring to each other. Data provided by Statistics Mauritius provides a recent historical snapshot of some key market indicators from the Island’s perspective:

South African business travelers have always been significantly higher than any other country. The expectation is that this trend will strengthen into 2018/19. The Mauritius - South Africa route is served by South African Airways and Air Mauritius with an average of 30 flights per week. All members of the Chamber benefit from a Tier Level 1 corporate rate with South African Airways. As far as external trade is concerned, South Africa represents an important partner both as a purchaser of

Mauritian goods and supplier of products to the Mauritius market place.

With the completion of a third full year of operation, the success of South African Chamber of Commerce in Mauritius bears testament to the increasing demand for formal representation of commercial relations between the two countries. The objectives of the Chamber are as follow:

to promote, encourage and facilitate trade, services and investment between South Africa and Mauritius;

to promote the role of Mauritius as a regional hub and the destination of choice for the establishment of investment opportunities into the African continent;

to promote and facilitate the integration of businesses owned/managed by South Africans in Mauritius with the wider Mauritian business community;

to represent and promote South African interests on specific and general issues with the Government and other relevant authorities;

to promote generally the mutual interests of its members.

In order to fulfil these objectives, the Chamber provides its members with:

PRESIDENT’S REPORT

It seems incredible that the Chamber has already reached its 5th year of operation. We have grown, not only in membership, but in experience, exposure and recognition beyond what we first imagined in 2013. It’s been a great journey highlighted for me by meeting so many like-minded members. One of the downsides of living as an expat is the transient nature of friends on the island, however it seems of late that far more people are arriving than leaving. From a business perspective the Chamber hosted a number of events again over the course of the year but two stood out for me due to their popularity and unusual content. I would like to thank Afrasia Bank and Sanlam for their kind sponsorship of Anton Musgrave and Dr Adriana Marais respectively. Whilst these talks were not our usual fare, the feedback from members was incredibly positive. We will continue to deliver relevant and thought-provoking forums to members. If circumstances allow we will also seek to try and formalise the event calendar well in advance. Once again, my personal thanks go to our two employees, Catherine and Aurore, for their efficiency and commitment, but also to the executive team for their support and input. Most important however are the members, who continually provide encouragement and make steering the Chamber, deeply rewarding.

CORPORATE GOVERNANCE

The Chamber was first registered as an Association on 6th March 2013 and conforms to the Registration of Associations Act 1978. The rights, powers, duties and obligations of the Chamber, the Executive Committee and the members are governed by the Constitution of the Chamber and the Act. A full version of the constitution is available on the Chamber website www.sachamber.mu under the section About Us. All members were issued with a Certificate of Membership according the Constitution rules. Since the Chamber holds personal contact details of its members and employee, it is registered with the Data Protection Office. In terms of the law, the Chamber is required to store and handle data securely using both physical and digital safeguards. From 1st July 2017, the Executive Committee comprised 11 members. Mr Mark Elsbury and Ms Hannelie Strydom tendered their resignations in September 2017 owing to work commitments. Mr. Searle Govender, Mrs. Parveen Mactoom and Mr. Patrice Tze were as executive board members. The Chamber therefore ended its financial year with 12 executive committee members. For the year under review, the Executive Committee considered its composition as adequately balanced and that the Committee members had the range of skills and expertise required to adequately fulfil their tasks and promote the interests of the Chamber. All Executive Committee members and post holders are eligible for re-election. An invitation to all members for written nominations for the Executive Committee has been distributed. The fourth Chamber AGM was held on the 26th September 2017, at Northfields International High School. The required number of members were present and a quorum was achieved. The Annual Report and Financial Report were proposed and adopted. Nominations to the Executive Committee were approved. The Executive Committee held 4 board meetings during the year under review, with the required minimum quorum.

MARKETING REPORT

Year 2017/2018 was a very positive year, filled of exiting and enriching events organized for the members. Accordingly, the Chamber hosted a total of 6 breakfast seminars and 2 networking evening functions. Additionally, we partnered in some key events, among which was the “Mauritius Arbitration Week” – a yearly international event organized by the Mauritius Chamber of Commerce and Industry (MCCI). Our social networks, launched a year ago, are now reaching our members on a weekly basis, with events and information being shared instantly. Although growing gradually, the opened channels shows an excellent ‘view’ rate. Videos of key events continue to be posted on our YouTube channel while being shared through all opened channels – twitter, Google+, Facebook & Pinterest. The website has been reviewed, and now includes an ‘Events’ calendar, where pictures/videos of events are shared. It has also been reviewed to be optimized on search engines, allowing for better online referencing. It is of no doubt that the online presence of the Chamber for the past year played an important role in the growing number of members applying for membership through our website. The partnership with our two business news platforms, namely Sundays Magazine and Platform Africa, have been very positive. While offering preferential rates for members wishing to advertise through their media, they are also present at all our events, offering media coverage online and on paper. The Chamber continues to provide a full-page article to each edition of Sundays Magazine, where various topics around the idea of “Living in Mauritius” are discussed. The Chamber’s membership is still growing steadily. With members originating from various industry sectors, the Chamber keeps on increasing its strength as a group. Our affiliations with the French Chamber of Commerce has taken a step forward, with events being planned together for the coming year and a mutual sharing of events organized to respective members. Similarly, we strengthened our bond with the MCCI, and will carry on partnering with them on events, while mutually sharing key events to members. As part of our agenda, and with the aim of continuing to provide added service to our members, we will be including new affiliate members for the coming year. We are currently in negotiation with Yu Lounge, a VIP concierge service handling luggage and immigration formalities upon departure/arrival for those travelling on commercial airlines or private jets. We will also review our current affiliate partners to incite them to give better discounts and share their promotions to our members. This year, we have put a lot of effort in reminding our members of the advantages of travelling through SAA, whereas members benefits from Tier 1 prices when travelling via SAA. Promotions were forwarded via email/social medias, and resulted in an amazing increase of 25% in the travel spend when compared to last year. We thank SAA for their continued participation as patrons of the SA Chamber. INFORMATION & MEDIA A total of 66 emails were sent to members via the Chamber’s Mailchimp account during the 2017 / 2018 financial year at a rate of about 1.4 per week. Average open rate is of 37.4%. FINANCIAL REPORT

The South African Chamber of Commerce (Mauritius), or ‘the Chamber”, has June 30th as its official financial year-end date. The current reporting year-end is 12 months to June 30, 2018. As per the adopted Constitution, the Chamber is subject to a formal audit which was conducted by VBS Business Services Ltd. The Chamber received a clean audit opinion for the year ended June 30, 2018. The Chamber ended this year with a total membership of 180 (2017: 172) which consisted of 122 corporate and 58 Individual members. This resulted in membership fee revenues and other income of MUR 1,312,000 (2017: MUR 1,204,645). Total expenses of MUR 1,106,838 (2017: MUR 1,011,036) ended only marginally higher than 2017. Expenses remained in line with the agreed Budget with all deviations approved by the Board. The key expenses during the year were salary related costs of MUR 974,050 (2017: MUR 842,682) and costs of MUR 58,418 (2017: MUR 30,750) associated with Event costs. The reasons for the higher Events costs compared to last year are due to the sponsorship of the event on Megatrends presented by Anton Musgrave. With total expenses of MUR 1,106,838 and revenues of MUR 1,312,000 the Chamber ended the year with a surplus of MUR 205,162 (2017: MUR 193,609) compared to the budget of MUR 324,690. The Chamber’s financial position ended positively with cash of MUR 731,151 compared to MUR 565,582 last year. The Chamber ended the year with Debtors of MUR 64,000 which relates to outstanding membership fees. The FY2019 budget has a conservative growth target of 12 new members, which will result in revenues of approximately MUR 1,402,000 (an approx. 6.85% increase on membership fees only). With expenses budgeted at MUR 1,222,414 and no capital items, we estimate that the Chamber will end the 2019 year in a healthy financial position. The Executive Committee is working on a number of strategies to deploy some of the excess cash in promoting the stated aims of the Chamber. RUDOLF PRETORIUS Treasurer
