The Louisiana Department of Wildlife and Fisheries (LDWF) Enforcement Division along with the Ascension Parish Sheriff’s Office and the St. Amant Fire Department began searching for Allen Fitzgerald, 24, of Prairieville, last night, April 27, around 10 p.m. According to the passenger in the front of the boat the two men were out boating in a 12-foot bateau with a six horsepower engine. They were travelling on Bayou Manchac about three to four miles upstream from the Amite River when they began taking on water. The passenger in the front of the boat was able to jump in the water before the boat sank. Fitzgerald was in the back of the boat when it was taking on water and it is unknown at this time of his location. The passenger was able to make it to shore and to a house where he called 911 for help. LDWF will be the lead investigative agency for this boating incident. According to the passenger neither of the men was wearing a personal flotation device. The search crews looked for Fitzgerald till 3 a.m. and resumed the search at daylight this morning. Search and rescue crews are currently looking for a missing boater on Bayou Manchac in Ascension Parish. Plaquemines Parish Sheriff Lonnie Greco reported that on Tuesday, April 7, 2015, a federal civil lawsuit filed against him and the Plaquemines Parish Sheriff’s Office (PPSO) by former PPSO employee Carol E. Ruggles was dismissed with prejudice by United States Magistrate Judge Karen Wells Roby of the United States District Court, Eastern District of Louisiana. The suit was dismissed last week after Sheriff Greco filed a motion for summary judgement. Ruggles, who was a former PPSO Grants Manager, filed the lawsuit on May 5, 2014, alleging that the Sheriff sexually harassed her and violated her rights under the Equal Protection Clause of the 14th Amendment of the United States Constitution. In September 2013, Sheriff Greco admitted to the personal indiscretion, which was a consensual relationship between the two. It began in April 2012, prior to the Sheriff being sworn in on July 1, 2012, and ended on August 25, 2013. “I offer my sincere apologies to the citizens of this parish for this indiscretion on my part. It was an inappropriate relationship, but I am relieved the Court saw this for what it was, a consensual relationship, outside my duties as Sheriff, and at no time was Mrs. Ruggles’s rights ever violated,” Sheriff Greco said. Since the civil and criminal cases are now considered closed, Sheriff Greco is releasing the details that lead to the lawsuit and investigation. On August 2 and 16, 2013, the PPSO received two separate complaints that Ruggles, who was an employee of the Sheriff’s Office, was engaged in “doctor shopping” for prescription drugs. It was alleged that Ruggles utilized her cellular telephone to conduct her illegal activity. On August 22, 2013, PPSO investigators confirmed the allegations of “doctor shopping” by Ruggles and a formal criminal investigation was initiated. Two days later, a search warrant for her cellphone was obtained. On August 25, Ruggles met with Greco and his wife at his home and told them she was going to sell her house and leave the area to make a fresh start. On August 26, a meeting was held with Ruggles at the Sheriff’s Office, during which time she was confronted about the “doctor shopping” allegations. Ruggles denied the allegations and refused to cooperate with the investigation. Because of her refusal to cooperate, Ruggles voluntarily resigned to avoid an administrative investigation. At the meeting, Ruggles was served with a lawful search warrant for her cellular telephone. It was during this meeting that Ruggles admitted to her superiors that she had been involved in a consensual, extramarital relationship with Greco. The following day, Ruggles executed a second resignation letter to Sheriff Greco, with an effective date of September 10, 2013. Ruggles’s criminal investigation was turned over to the Louisiana State Police, who conducted an investigation. State Police Investigators determined that there was probable cause to arrest and charge Ruggles with 28 counts of Louisiana Revised Statute (LRS) 40:971, as it relates to “doctor shopping.” Ruggles was arrested on October 15, 2013. The Plaquemines Parish District Attorney’s Office referred the case to the Louisiana Attorney General’s Office. On November 19, 2013, Ruggles filed an Equal Employment Opportunity Commission (EEOC) complaint against the PPSO alleging discrimination based on retaliation and sex (gender). Upon reviewing Ruggles’s criminal case, the Attorney General’s Office determined

that she qualified for their Diversion Program as a first time offender. On February 11, 2014, as part of a plea agreement, Ruggles admitted to one felony count of LRS 40:971, and accepted the offer of diversion in lieu of facing criminal prosecution.On May 4, 2014, Ruggles filed a federal lawsuit in the United States District Court, Eastern District of Louisiana, alleging four causes of action: (1) sexual harassment, and the Equal Protection Clause of the 14th Amendment of the United States Constitution; (2) retaliation for filing an EEOC Complaint; (3) malicious prosecution in violation of the 4th and 14th Amendment of the United States Constitution; and (4) malicious prosecution in violation of laws of Louisiana. On March 27, 2015, Ruggles voluntarily dismissed all of her claims with the exception of her first cause of action for sexual harassment and the Equal Protection Clause. Ruggles alleged that because she terminated the relationship, the Sheriff embarked upon a course of conduct to force her to resign. Sheriff Greco argued that he was entitled to summary judgement because Ruggles’s claim was baseless under the facts of the case. He contended that the doctor shopping investigation was unrelated to the termination of their relationship because it began weeks before the relationship ended on August 25, 2013. In making her ruling, Judge Roby found that Ruggles was not subjected to unwelcome sexual harassment by Sheriff Greco, during and after the relationship ended, the relationship was consensual, and that Ruggles had occasionally initiated the activity. Judge Roby also found that the timeline of events did not support Ruggles proposition that Sheriff Greco orchestrated the meeting on August 26, 2013 because she terminated their relationship. In reaching her decision that the case be dismissed with prejudice, Judge Roby wrote, “Ruggles is not able to establish that there is genuine issue of material fact as to whether she was subjected to unwelcome harassment or that her rejection of Sheriff Greco caused her constructive discharge. It is well established that their relationship was consensual and she has presented no evidence of Sheriff Greco subjecting her to unwelcome conduct before or after she terminated the relationship. Additionally, evidence demonstrates that the meeting that led to her resignation was planned in advance of her ending the relationship and not as a result of the relationship terminating.” From the very beginning, Sheriff Greco admitted to the personal indiscretion and said he would aggressively defend himself against Ruggles’s baseless claims. He also said that there was absolutely no gender discrimination or retaliation practiced with regard to Ruggles’s resignation. Furthermore, Sheriff Greco had no involvement with Ruggles’s doctor shopping criminal investigation. The Sheriff has steadfastly said he made a mistake as a man as far as violating the trust of his wife. He said, “She has forgiven me, supports me 100%, and we continue to move forward.” Furthermore, the Sheriff said, “This lapse in judgement, which was strictly a private matter, has had absolutely no factor in effectively operating the Sheriff’s Office. In less than three years, under my direction, we have reduced crime by double-digits, cut wasteful spending without affecting any services, increased training and community outreach, and are in the process of moving out of temporary trailers, which a majority of our personnel have been in since 2002.”

Federal Judge Dismisses Former Employee’s Lawsuit Against Sheriff

Hope things have been going well for you all and that everyone has been crafting away. I have been busy with work and when off I am cleaning out the craft room. It has gotten to the point where I am not sure what I do and don’t have. So, when things get that disorganized it is time to stop everything and get it all back in order. Goodness knows it is going to take a long time to get that accomplished! Summer is nearly here and I have lots of crafting plans.

So with that being said, Carlea’ said she had, “ a good idea for a craft for this column”. And the best part about it, she completed this within 5 minutes! I was totally floored! I do believe I have created a craft lover! It makes my heart feel good knowing she will never be bored. She loves duct tape and always wants us to buy it for her. She has been creating all sorts of things with duct tape including barrettes, purses, and key chains. Today we will tell you about her barrette.

These are the instructions she gave me. Cut a piece of duct tape 7 inches long and fold in half (sticky sides together). Fold the tape in half and crease it, than open it up again. Using the center crease you already made as a guide fold the other 2 sides up to meet it, making an accordion fold. Cut a small piece of duct tape and wrap around the center of the fold. Slide in a bobby pin and you have an beautiful barrette to wear.

District Attorney Charles Ballay and American Legion, Post 320come together to donate Easter Baskets Forty-five Easter baskets were assembled and delivered to the Plaquemines Parish District Attorney’s Office by the American Legion, Post 320 members. The handmade Easter baskets were delivered to needy families and kids throughout Plaquemines Parish. This is the 5th year that the American Legion and District Attorney Charles Ballay have come together to donate, assemble, decorate and deliver the baskets. Inside each basket were items such as treats, are supplies, toys and games. Parents and kids were very thankful as the baskets were delivered to them on Holy Thursday.

GARDEN VEGETABLES

Most gardeners hope that home-grown vegetables come off the vine perfect in every way.That’s why most people have a vegetable garden. They not only want produce fresher than they can find in the supermarket, but they also enjoy picking it at the peak of perfection.

Perfect fruit starts with good pollination and growing conditions. Conversely, poor pollination is often the reason for misshapen fruit or no fruit set at all. Some plants, like sweet corn, are wind-pollinated. The wind carries the pollen from the tassel to the silks. Each silk must receive a pollen grain for the kernel to fill. To achieve a good ear of corn, plant in blocky patches rather than in single rows. With this configuration, pollen from neighboring plants can help the pollination process.

Vine crops such as cucumbers, watermelons, squash and others are pollinated by insects. For fruit development, the insects must transfer pollen from male to female flowers. If the insects are not present, or it there is only one gender of flower present, generally you won’t get satisfactory fruit set. Insecticides can be disastrous to setting vine-crop fruit if applied during the morning or peak of the day while the flowers are wide open. Pesticides should be used late in the afternoon after bee activity has slowed. This way bees are not killed by freshly laid chemicals that fall inside the flowers. The third category of plants are pollinated by a system that uses both insects and wind. A slight breeze or disturbance by an insect on a complete flower (both genders in each) shakes pollen onto the female flower part and causes pollination.Such environmental condition as rain, cold, wind or hot and dry weather also will create problems with flower development or pollen activity and pollination. Some diseases attack flowers and block pollination. These are more of concern in greenhouses or damp areas. Sometimes it is what gardeners’ do that creates barriers to nature at work. Crowded plantings, high or low extremes of fertilization and inconsistent sources of water also can lead to unsatisfactory fruiting.

THINNING PEACHES IMPORTANT TOSIZE OF HARVESTED FRUIT

The production value of thinning peach fruit has been known for centuries. Only in recent years has fruit thinning become a standard practice among commercial growers. Experimental results have shown that thinning not only promotes an increase in fruit size, but it also improves fruit color and quality. Thinning also improves insect and disease control by allowing better pesticide coverage. It takes 293 2-inch peaches to fill a bushel basket, while it only takes 98 3-inch diameter to make a bushel. So with 3-inch peaches the producer is handling approximately 200 fewer peaches per bushel and also receiving premium prices. The stage of maturity at which the fruit is thinned influences both the ultimate fruit size and the time of ripening. It has been shown that the earlier the thinning, the earlier the ripening and the larger the harvested fruit. It is recommended to this peaches according to their ripening sequence, beginning with the earliest-ripening varieties and finishing with the late-maturing varieties. Early-maturing varieties have a much shorter period of development than a late-maturing one, such as the Elberta. So early-ripening varieties must be thinned first for the greatest production benefit. It is doubtful whether the final size of the fruit of any variety is significantly increased by thinning if the procedure is delayed past the time the pits (seeds) begin to harden. This is especially true when dry weather prevails during the latter part of the growing season. It is during the last two weeks of fruit development that the peach has its fastest growth rate, usually increasing 60 percent in size. The amount of thinning (number of peaches removed from a tree) depends largely on tree size and its bearing capacity. Normally, the fruit is thinned so that there are 6 to 8 inches of space between each fruit. Numerous methods of thinning have been successful. Research suggests that the location of fruit on the shoot affects size with fruit toward the end of the shoot (terminal) tending to be larger than that at the base. In some of the early varieties, frost may kill blooms that open first, which makes the next-closet blooms the terminal fruit.For some trees, additional pruning can be used as a cost-effective method to thin out shoots and the overall fruit load per tree.

First concentrate on removing the very short shoots (6 to 8 inches or less) that developed in the shade last season and/or will be shaded this season. These shoots often are developed on the underside of scaffolds, which are beneath healthier fruiting shoots. Fruit on weak shoots will be smaller and later maturing. Hangers under scaffold limbs are shaded and will not product optimum quality fruit. If you don’t remove them now, you will have to pay to have such fruit picked and get lower packout consistency. With 2-year-old branched limb sections exposed to good light, pruning can be used to shorten them back to a lateral shoots closer to the scaffolds. This will thin the fruit and force new growth closer to the scaffold for next year’s crop. Pole thinning can be used to reduce the time and cost of thinning. The method employs a short piece of garden hose attached to a length of bamboo or light wood. A length of plastic pipe can also be use, since it is light and flexible. Pole thin by striking the limb with the hose about 18 inches from the bottom and shattering the fruit. Care should be taken when using this method to prevent permanent damage to the tree. Of course, most homeowners can hand thin, but hand-thinning is very slow and time consuming.

Baltimore, Maryland is one of the most eclectic cities in America. From Frederick Douglass to Nancy Pelosi, H.L. Mencken to Michael Phelps, Babe Ruth to Cal Ripkin, this harbor town straddles a ridge of high land coming down from the north and offers a diverse selection of artists, writers, social activists, politicians, athletes and one of the greatest medical facilities in the world - Johns Hopkins. Into this cauldron of activities lies some of the greatest neighborhoods in America. It’s a city of “Hi, Hon (pronounced “Haun”, Chesapeake crabs, siding salesmen and not much else known to the average American outside of its sphere of influence. But under no circumstances does it deserve the treatment it is receiving this week from national media, an imported group of professional thugs and a cowardly city administration.

Johns Hopkins UniversityBaltimore mayor Stephanie Powers-Blake (of the privileged Powers-Blakes) pulled the silver spoon out of her lovely mouth long enough to insert one of the most inane verbal footnotes ever uttered by a politician when she said she wanted to give “those who wished to destroy space to do that as well”. Although her minions claimed she was quoted out of context, by what stretch of the imagination could that quote be taken as anything more than a tacit move to allow the professional muscle and easily incited local youth to rampage out of control, burning enough items to give story-hungry quasi-journalists grist for another prefabricated story? Unlike Ferguson, Missouri, where the problems were more severe and the community isolated from much of metropolitan St. Louis, the protesters over the death of Freddy Gray live in a city where their voice is better heard. Not to say the Baltimore police department may not be complicit in this manner, but what kind of leader makes statements like Baltimore’s elected first lady?Baltimore showed its blue collar class this week by coming out with brooms and garbage bags to reclaim an area torched by people who only want a paycheck, to inflict pain and stir the pot of discontent with no remedy in sight. When protesters turn to violence over a single incident, when no attempts to reach understanding comes before urban unrest, then the state of our cities’ population needs to be examined. Is it any surprise that sh…disturbers-for-hire Al Sharpton and Jesse Jackson are on their way to Baltimore? Both men must salivate over the dollars such unrest puts in their pockets, directly or otherwise. Have you ever seen a situation where either Sharpton or Jackson made an appearance become a model for peace, harmony and understanding? No way! There’s no money for these guys with peace, harmony and understanding.

If violent protests continue to spread to cities such as Boston, New York, Washington D.C. and other enlightened communities, then where are our truly enlightened communities? Because this country was founded on our finding strength in our differences, we must continue to nurture our differences. Asians, women, Mexicans, Middle Easterners…all have felt the wrath of discrimination over the history of this country. But how many violent protests have you seen involving these factions? Extreme Islamic teachings aside, these groups all have legitimate grievances over their lot in this country. What they don’t have is a terrorist machine of washed-up civil rights has-beens stirring their pot. They don’t have hired henchmen coming to town to burn, curse, throw missiles and loot. How does attacking innocent people, burning their property and terrorizing them advance the cause of equal opportunity, equal voice and equal justice? The more the discontents force the issue, the more the country truly stays divided because fear, terrorism and intimidation don’t create a symposium for the meeting of minds. Trite, overworked civil right phrases, emotionally charged comments and mouths that hate will never create minds that love. Remember that next time the undisciplined try to take over a city that has given more towards social equality and opportunity than any other settlement in the free world. In Baltimore (pronounced BAL’T’-more), it’s “Hi, Hon!,” not “Hi, Hun!” Let the Huns leave and the peace talks begin.

This trip was to be an offshore trip. We decided because of the weather offshore was not an option. I loaded up the bay boat and we went looking for a good day of fishing. My first plan was to run down river. Due to the storms in the area I decided to stay close in case we had to run in.

Once at my destination I had to look for a place to fish. Every place I wanted to go to had a boat there. It seems all the guys had the same idea due to the weather. I picked a place that I never fished before but it looked good enough to start until somebody moves from one of the points or ditches. This spot was good enough for us to start catching fish. Unfortunately there were a lot of small ones to pick through. We had to go through a dozen or so just under the 16 inch limit before we landed a keeper.

We were getting doubles quite a bit. The action was hot and heavy.

To add to the meat locker we found some sheepshead mixed in with the action. Their small mouths make them excellent bait stealers. My 3 pounds of bait was going fast.

About 10:30 the winds picked up and it got choppy in the small cove we were in. This made casting a bit more difficult. My bait supply was almost exhausted.

Another near by boat was close to his limit and had extra bait so he offered it to me. I stayed in the area he was in and we just about finished up right there. Some nice fish were coming out of the canes. Our last keeper of the day was a tagged redfish. It was 16 1/2 inches long and the tag was fresh. I put it in the livewell. We still had some bait left so we kept fishing until it was gone looking for another keeper. I took all the necessary information so we could call in the condition, size, and location of the fish. My goal was to release this fish so it could be further tracked.

As it turned out we did find one more to replace it so we released the tagged fish to continue the study. I forgot to get a picture of it though. The fishing action was so constant.

Around 1:30 we were out of bait and the box was full. so we headed in. At that time Danny said he was glad because he was fished out. His son agreed.

I can honestly say we caught well over a hundred fish just to get our limit of redfish and 8 sheepshead.

Life is Good!Fishing is not a matter of life or death. It’s more important than that.

Enormous spring rains have washed out much of the easier speck fishing in Plaquemines parish. As fishermen wait for the brown shrimp season, they are finding some success fishing the usual places and structures. Reds are still there for the taking but the water still has a ways to go before it gets warmer and greener. Water flow is heavy and fog still is a concern. Watch for spring runoff debris in the water and make sure you know where you’re going as water levels have changed some of the more fragile landmarks to where the uninitiated may not know where they are. Fish with a guide this spring to help you get through the heavy water levels brought on by a rapid deceleration of winter up north and the additional heavy hydraulics caused locally with nearly unprecedented rainfall totals from Mardi Gras on. Prepare before you come. This isn’t your father’s mid-Spring fishing conditions.

One the east side of the river, from Quarantine Bay to Stone Island, plenty of trout have been biting on live shrimp and artificials under a cork.Remember to pay close attention to the fog this time of the year . Sheriff Lonnie Greco reports that overall crime for Plaquemines Parish for the 1st Quarter of 2015 (January – March) was down 10.2% when compared to the same time period in 2014. The numbers are based on the Plaquemines Parish Sheriff’s Office (PPSO) FBI Uniform Crime Report. Violent crime (homicide, rape, robbery and assault) was down by 16.95%. Total property crimes (burglary, theft and auto theft) decreased by 5.7%. This marks the third year in a row that overall reported crime in Plaquemines Parish was down in the 1st Quarter. In 2012, the 1st Quarter total crime numbers were 186, and in 2013 the numbers were 179. Based on those figures, it equates to a decrease in crime of 29% and 26.3%, respectively.

Sheriff Greco said, “For the third straight year, the men and women of the Sheriff’s Office have done an extraordinary job in keeping our community safe. The combination of our proactive patrols, increased community outreach, intelligence sharing, and thorough criminal investigations, which have resulted in convictions, has played an integral role in protecting our Parish. We will continue these efforts, as well as explore other avenues.”

Of the seven reportable offense categories for this year’s 1st Quarter compared to 2014, two violent crime categories, rape and robbery, saw an increase of just one crime, going from zero crimes to one. Deputies made arrests in both of the investigations and the cases are currently in the judicial system. In the rape incident, a 17-year-old male was arrested on February 4 for the aggravated rape of a 12-year-old relative. He was indicted by a Plaquemines Grand Jury on March 31 on two counts of aggravated rape and two counts of indecent behavior with juveniles. And, on March 25,

Deputies arrested two 15-year-old juveniles for the simple robbery of another 15-year-old. In that incident, two juveniles reportedly used force against the victim and stole a cellular telephone. Of the 47 reported assaults, five were committed with a dangerous weapon, making them aggravated in nature. Deputies made arrests in all five of those incidents. The remaining 42 assaults are considered to be simple, which means no weapon was used. Arrests were made in 34 of those incidents.

The Parish saw an increase in just one of the property crime categories. Auto theft went from three in the 1st Quarter of 2014 to five in the 1st Quarter of 2015. Deputies made arrests in three of those incidents. With the exception of one, all of the vehicles have been recovered. The FBI considers unauthorized use of a moveable as an auto theft. Four of the five reported auto thefts were actually unauthorized use of a movable. These crimes are usually reported when someone borrows another person’s vehicle with permission and fails to return it. Spring is just around the corner, the Louisiana Department of Wildlife and Fisheries announced they will again host a series of Family Fish Fest events across the state. In its second year, this program provides a unique opportunity for families to learn fishing basics and participate in activities to increase fishing knowledge and skill. The first 50 registrants for each event will receive a complimentary rod and reel, and the first 100 registrants will receive a fishing goodie bag. Competitive categories are available for nearly all legal fish species, and every participant is automatically entered into a raffle for outdoors prizes courtesy of event sponsors. Entry for each event is $10 per participant (except for the September 26 event), and includes a t-shirt and lunch. Participants must provide their own fishing equipment and bait. Events will begin shortly after sunrise and will conclude by noon.The competition portion of each event will include divisions for all ages and fishing categories for multiple species, with a boat division at locations that have launch access. Live redfish and speckled trout will be tagged and released by LDWF biologists in conjunction with the Louisiana Cooperative Marine Fish Tagging Program at all saltwater locations. Outside of the competitive arena, numerous additional outdoor activities will be available, including a mobile touch tank, fish identification, fish ageing, knot tying, casting tutorials and arts and crafts.
