issues or actually address them and move forward. Jerry Hodnett knows that levee improvements and

coastal projects are vital to protecting our lives and communities against hurricanes and storm surge.

Over the next few years, the Restore Act and other sources will give our region the opportunity to rebuild our coast. We must have a leader who makes sure we spend these funds efficiently to

protect our community and restore our wetlands without permanently damaging existing

industries or ecosystems.

Working with federal and state leaders, Jerry will ensure that funds are invested in

coastal restoration to build habitat and marsh and that all of Plaquemines gains greater flood

protection. Both are integral to a healthy future for Plaquemines.

Sure hope you had a great weekend. Did you get a chance to make it to O.L.P.H.’s annual fair? We did and had a blast! Saturday night we enjoyed the show Bag of Donuts put on. I really do like this band. They put on a great performance! There were a couple light showers during their performance but nothing compared to Sunday when our grand daughter’s class performed. By the time they took the stage there were just a handful of people around the stage watching. And there I was, umbrella in hand, sitting on a wet bench that was getting wetter by the second. My daughter was drenched, and decided to stick it out without the shelter of an umbrella. The rain didn’t seem to bother the children though. They seemed to be enjoying the excitement of their Big day They got on the stage and danced away! It was a great weekend. And I must say I enjoyed it immensely. Looking forward to next year’s fair.

Now on to our project. W i t h s u m m e r drawing to close (or has it already closed?) I decided to paint another Renee Mullins design. I just love her designs, she has the cutest things! I chose to paint a note pad holder. This also, is something to brighten up my desk at the office. This note pad holder has interchangeable designs that can be changed with the seasons, or when your mood changes. I also purchased the w o o d b l a n k s f o r t h e f a l l / Thanksgiv ing season, a cat w i t c h f o r Halloween, A Santa and elf for Christmas, and a chilly Snowman for winter! A 4x6 note pad fits into the holder very nicely. You can either purchase them or make one yourself. Making the note pad is also easy to do. You can find a template on the internet, insert a graphic on the corner and edges, and print as many pages as you would like in your pad. Cut a backing for your note pad from thin cardboard or a heavy folder, secure everything together with paper clips or rubber bands, apply Elmers glue to the top edge and allow to dry. now you have a note paper to match your insert. These are really easy to do. If you have any questions about making or getting the supplies to make this please feel free to email or facebook me and I will gladly help in any way I can.

Well, that’s my project for now. Something fast and easy! So what is your next project going to be? I think I know what I will be doing. I need the other inserts for the note pad and I want to make some Christmas ornaments! So.…I am going have some FUN! Hope you are too!

On October 9, 2014, at the Belle Chasse High School Auditorium, Plaquemines Parish residents are invited to attend a parish presidential debate. Candidates for councilmen for districts 1-9 will introduce themselves and answer a short series of questions. After a brief intermission, Jeff Crouere, political analyst on ABC-26 TV and radio talk show host of Ringside Politics on WLAE-TV and WGSO 990 will host the presidential candidate debate. Please submit questions for the debate at www.ppdebates.com by filling out the questionnaire form behind the red “question” button. Short questions (to the point) may also be mailed to PPDebates 115 Noble Dr. Belle Chasse, LA. 70037. Please provide a brief background to the question and state the intended recipient of the question. Jeff Crouere will receive all questions and select the wording and content of the questions.

The Plaquemines Parish Debates will air on the parish cable station three times and be posted to YouTube for all citizens to view. We are currently seeking volunteers and sponsors. The debates are produced by Patricia McCarty, a resident of Plaquemines Parish.

“Out of the ruins of Katrina, something beautiful came out,” said Plaquemines Medical Center, Hospital Service District Boa rd Cha i rman , J immy Cappiello. He with fellow board members recent ly presented the newly opened Plaquemines Medical Center to elected officials and residents of Southern Plaquemines.

Not far from its former home, and its temporary facility in Port Sulphur, the Plaquemines Parish Medical Center boasts a heliport and state-of-the-art equipment. Residents, employees and business leaders are calling the center one of the final steps of Katrina recovery.

Emergencies

Whether it is a fisherman who hooked himself or a more serious accident, the new Plaquemines Medical Center is now available to help. With the amount of industry in Plaquemines and offshore, injuries occur.

The medical facility, whose emergency facility is open 24-hours, can stabilize patients before sending them to full hospitals up the road. For those still offshore, emergency medical doctors using video tablets will be able to instruct trained medics when those injuries take place far away from the center.

Today, the facility is considered an urgent care center, where everything but major surgery can take place, but Cappiello said they are seeking the licensing of a rural hospital. The process takes about a year.

More than Emergencies

“We can offer multiple specialties that [residents] would otherwise have to go up to town for,” said Dr. Michael D. Kolter, Medical Director of the Plaquemines Medical Center.Pharmacy services, vision and hearing screenings and employment drug testing are available. But unique to Plaquemines is the modular set up.

MEDICAL CENTER OPENS

There are three full modules, a procedure room and a dentist module. These modules will be rented out to specialists who will come to a turn-key facility, fully equipped and staffed. The hope is that specialists rent the office for short spans of time on a regular basis. For example, a Dermatologist could be in the office on Tuesdays, while a Family Medicine doctor could rent on Wednesdays and a Cardiologist on Thursdays. The schedule is still being worked out and space is available for rentals, although Cappiello said several major hospitals have sent representatives to scout the center.

This saves South Plaquemines residents from making the long trip to Belle Chasse or even Gretna or Algiers for preventative care and annual check-ups.

This also helps patients who need follow-up visits after an emergency. For example, if someone breaks his or her leg, they will be treated at a facility in Orleans or Jefferson Parish. But the follow-up check ups could be conducted at the Medical Center.

There will also be programs for the uninsured and community health classes. Cappiello said he and the board are contacting LSU to use the facility to teach. A semi-private room is available for temporary care, such as an IV of fluids overnight, said Dr. Kotler.

Health of a community

“This is the biggest thing I’ve been involved with in my life,” said Cappiello. “The board made it real easy to accomplish what we have here today. This building means so much to the community to bring people back.

“And industry notices all this stuff,” said Cappiello.

Jodi Guilbeau, Chairman of Plaquemines Association of Business and Industry, agrees. With the parish port expanding and new businesses building and considering building in Plaquemines, a centrally located medical center was “critical.”

Large businesses want to know that there are schools and medical facilities for employees in place before they invest in a new location, he explained. With South Plaquemines High and Elementary opening their doors to students last month, the medical center is the final step in a full service community.

Being Prepared

During an emergency, the medical center’s decontamination room can transform into a command center. In the case of a flood event, the first floor of the center, built 26 feet off of the ground, has water holes and breakthrough walls, and no equipment—the state-of-the-art medical tools are located higher up.

CAPT HOOP -- OUR FREEDOMWords to GROW by!The garden pea or English pea as we call it in the South is a cool season crop, one of the legume family. It thrives in cool weather with ample soil moisture.

To produce a successful fall crop of English peas in Louisiana, peas must be planted early enough for the crop to be harvested before the first heavy frost and late enough so that the plants are not blooming while the temperature is too high for proper fruit set. Young plants will tolerate considerable cold and light frosts, but the flowers and green pods are often injured by heavy frost. The entire month of September is the best time to plant English peas. Most varieties require 70 to 80 days from planting until they are ready to be harvested.

Varieties recommended for planting in Louisiana are Wando (a non-staking type), Thomas Laxton and Premium Gem. Other varieties should be grown on a small basis to determine if they are adapted to this part of the country.

A new variety and type of pea that should be given a try is Sugar Snap. This variety is an All-American selection, meaning that it was outstanding in plantings made all across the nation. The pods of Sugar Snap are quite fleshly and edible. They’re similar to snap beans. The plants will attain a height of 4 to 6 feet and will need a fence or trellis for support. They are harvested in the fully mature, green stage, which means many more edible pounds per unit of garden.

English peas respond to organic matter added to the row before planting. They are very sensitive to drought and also to water-logged soils; therefore, where soil drainage may be a problem, build a high row. Be prepared to irrigate if rainfall is not sufficient. This crop, just as most other legumes, prefers a slightly acid soil, although it will not tolerate excess soil acidity.

Before planting English peas, apply 2 to 3 pounds of a complete fertilizer such as 8-24-24 per 100 feet of row. No additional side-dressing of nitrogen is necessary. One or two drills on a row is suggested for planting English peas. Plant the seed about 1 inch deep and about 2 inches apart within the row. If two drills per row are planted, space the drills 8 to 12 inches apart. Most varieties need some type of support, such as a trellis or fence. The variety Wando, is a bush type pea that doesn’t need a trellis to run on. When harvesting English peas, pods should be picked when fully grown and well developed and before the peas start to get hard.

Guidelines on Using Color

Roses are generally pruned around mid- to late August in North Louisiana and in late August or the first week in September in South Louisiana. This pruning is not as severe as the one done in late winter, and it prepares roses for the outstanding October/November blooming season. For vigorously upright-growing hybrid teas and grandifloras, this pruning is particularly important to control height and produce a more pleasingly shaped shrub. These roses should be pruned back to about 2 to 3 feet (cut back larger, more vigorous cultivars at the lower level). Remove any dead canes and thin weak canes the size of a pencil or smaller.

Old garden roses, such as China, Bourbon, Noisette, Tea and others, would likely benefit from a late summer pruning, but such pruning is more optional. Trim these roses as needed to keep them shapely and the desired size. Modern shrub and landscape roses also may be pruned now. Generally, these roses are cut back about one-third their height, but the amount of pruning is generally determined by the situation and desires of the gardener. It is particularly important to cut back any especially long, vigorous shoots that make the shrub look less shapely. Bushes that are pruned to keep them smaller will need more pruning than those that can be allowed to grow to their natural size.

It is also a good idea to fertilize roses at the time they are pruned. Choose a con¬trolled-release fertilizer that will feed the roses over an extended period. Using fertilizers that contain systemic insecticides and fungicides may help control these pests during the fall bloom season.

Creating an attractive, colorful look with bedding plants is easier than ever, but it’s a good idea to do a little thinking and planning before you go to the nursery, and you will generally be more pleased with the results.

Lots of warm-season bedding plants are added to landscapes in April and May to provide color through the summer months. Now, and through the summer, you can evaluate the colors you chose and where you used them. If the color scheme isn’t as great as you thought it would be, it’s only there for a season. You can always try something different next time. Here are some basic guidelines for using color in the landscape.

Combine cool colors together (reds with a blue tint, burgundy, rose, pink, magenta, purple, violet, lavender, blue, navy and any variations of those colors) or warm colors together (reds with an orange tint, orange, gold, yellow, rust, peach and any variations on these colors) for reliably harmonious results. Use color where you want to focus attention, such as at your front door. Never use color to “beautify” an unattractive feature in your landscape such as a trash can area. You will simply make sure everyone notices it. Generally, reduce the number of colors you use for best results. In other words, use the colors you like in combinations that you like, but don’t use every color you like at the same time in the same bed.

It is also important to plant individual colors in masses or groups, especially if the bed will be viewed from a distance (as in a front bed being viewed from the street). Use pastel colors in area that will be viewed primarily in the evening as they show up better in low light. Pastel colors make a space look larger and more open and tend to create a serene, restful mood. Vibrant, rich colors, on the other hand, energize the landscape and can help make a larger area seem smaller and more intimate. The large amount of green foliage that appears in the landscape makes it more forgiving of wild color combinations, but its best not to push it too far.

We only had a short window with a front due here around noon. After the day before I had only one place in mind. Where I left them biting. It was not long before we were on. This first one starts running out and manages to wrap a piling. I had to pick up the power pole and use the big motor to get around the piling. By the time I did this the braid line had cut a groove in the wood and I had a bit of a challenge getting the line off the piling. Once free I maneuvered the boat so that the bull could not get back into that area. This customer had only caught land locked stripers and was not expecting what was being handed to him by the stud on the end of the line. What a way to break his cherry.

We found a few more and then we had what seemed like a little one come right to the boat.

Just out of net range it decides to play with us. A few minutes later I am looking at this.

The fish went from right next to the boat to half a spool of braid out in front of us. Turned out the fish was not as small as first thought.

LAFAYETTE MAN ARRESTED FOR DWI ON THE WATER

Louisiana Department of Wildlife and Fisheries Enforcement Division agents arrested a Lafayette man for allegedly operating or driving a boat while intoxicated (DWI) and other violations on the Vermilion River in Lafayette Parish on Sept. 20.

Agents arrested Benjamin J. Pooler III, 46, for DWI, reckless operation of a vessel and three counts of aggravated assault and booked him into the Lafayette Parish Jail.

Agents were notified around 10:30 a.m. on Sept. 20 about a man operating a vessel while intoxicated near Southside Park. The complaint came from three people kayaking in the river whom claimed that the operator of a white cigarette boat appeared to try and run them over and was traveling at a high rate of speed in a no wake zone. The kayakers said the operator of the vessel circled them multiple times eventually swamping one kayak before they were able to call 911.

When agents arrived on scene they received another tip about the same white cigarette boat operating a boat in a reckless manner and that the vessel was stopped on the bank of the river appearing to have struck a tree.

Agents observed Pooler III on the Vermilion River operating a vessel that matched the description just south of Ambassador Caffery Parkway. Agents made contact with Pooler III and after doing a field sobriety test arrested him for DWI, reckless operation of a vessel and aggravated assault.

Agents noted that Pooler III’s vessel had green leaves inside and that tree limbs were stuck to the side of the vessel indicating he hit a tree somewhere on the river.

DWI brings a $300 to $1,000 fine and up to six months in jail. Reckless operation of a vessel carries up to a $200 fine and up to 30 days in jail. Aggravated assault brings up to a $1,000 fine and up to six months in jail.

Agents participating in this case are Sgt. Ryan Faul and Senior Agent Thomas Ashley.

We were taking over where I had left off yesterday. Life is Good! Some of the fish had such big shoulders you could almost jump in and ride them around the gulf. Our biggest one of the day went 42 pounds.

Here is one in front of my 94 qt. cooler just for a size comparison.

From there we moved in looking for something for the table. The rat reds and catfish were giving us some action and suddenly the water starts boiling and a rod bends as the line slices through the shallow water along the shoreline. My first thought was a bull had followed the boat here because this is not a place that you would see a bull redfish. It turned out to be just a very good redfish with an attitude. This fish would be a very good one for a tournament. After thought; I should have gotten a weight on it. It had some good shoulders and a nice gut.

The search for the slots was slow today but we were picking away at them. To add to the box we found a few black drum also. We ended with 4 of them being keepers.

As scheduled at noon the sky opened up. We all had rain gear and used it when I noticed the rigs and land mass disappear in the rain as it headed towards us. We stayed out as long as I could before heading in. We were the last boat to head in. There was no lightning around and we were not very far from the marina by this time anyway.

With a few in the box I was doing better than I had been doing the last few weeks. The day turned out to be a respectable day after all even though the weather drove us in early.

Life is Good! Fishing is not a matter of life or death. It’s more important than that.

By working together with local and regional delegations we can concentrate our efforts on developing a Policy of Fairness which will look at current, proposed, future and completed coastal development/restoration projects to lower insurance costs.

Propose utilizing Bond Indebtedness fund to pay for levee enhancements which will speak to our federal delegation that PPG is truly vested in protecting our people and revitalizing our coast. As well as, eliminating the cap on said fund to increase revenue for bonding which will allow more levee projects to be started and completed.

Layaya is holding our first Plaquemines Parish teen & youth talent search for ages 8-18 for our beginner & intermediate levels in visual arts, performing arts & creative writing. Each department has a limited number of available membership spaces. Application/interview appointments can be made by calling (504) 330-0846. Membership is limited to Plaquemines Parish residents. Members meet weekly at the Layaya Art Conservatory and benefit from some of the best professional mentors in the arts field. Currently we have Jamar Pierre, award winning visual artist and muralist mentoring and instructing in visual arts for an art residency that will span the rest of 2014. Mr. Pierre has exhibited his works in Europe, Japan and the US in addition to being named one of the “40 people under 40 to watch” by Gambit magazine. Our theater & performing arts department will welcome Michael Martin, stage director, actor and producer to a performing arts instructing residency in October. Mr. Martin has produced, directed and acted in countless stage and film productions from New Orleans to Chicago in his long career. Among his most recent awards, Mr. Martin was named the best male actor in a stage role by The Big Easy Awards for his role in “Who’s afraid of Virginia Wolf?” Mr. Martin has served on the Layaya Advisory Board since 2013. The Layaya creative writing department boasts 7 published authors for 2014, all Plaquemines Parish youth under the age of 19! Their books are available at bookstores nationwide and online – both in print and digital format. In October our creative writing team will host Ms. Heidi Poche, published author who will hold a Q&A with the members.

Layaya also has a culinary arts department. There is no space available for culinary arts at this time. An additional session in the spring/summer of 2015 will allow Layaya to accept new applications for membership in that department where another group of young chefs will learn the basics of culinary arts as well as learn the cultural aspects of our local dishes. Currently our culinary arts department members are cooking up classic south Louisiana dishes using fresh local ingredients from Plaquemines Parish like seafood and fresh produce grown locally. They are learning why we eat the things we eat and the historical and cultural significance behind our

wonderful cuisine in south Louisiana. VISUAL ARTS – The Layaya artists have designed and are building the first piece of public art in the history of Plaquemines Parish. The 36ft wide fountain and sculpture piece will highlight the best things about Plaquemines Parish in a mosaic mural that spans the fountain. The installation of the piece will be at the entrance to the new Plaquemines Parish Government Complex on F Edward Hebert Blvd. The Layaya visual artists will participate, for the second year in a row, in the Rock Art Circus – an art show at the Oblique Gallery in New Orleans in November. The art show is in it’s 10th year and hosts some of the most talented working and professional artists that Louisiana has to offer. Most recently the Layaya artists assisted with the Community Garden project for YMCA by cutting, sanding, designing and painting the signs for each section of the garden.

PERFORMING ARTS – The young actors and performers of LAYAYA are in rehearsal for “Dorothy’s Adventures in OZ” and will perform it several times before the end of 2014. Sept 27 is the by invitation only premiere at the Layaya Art Conservatory. The general public can see the production locally at the Belle Chasse Auditorium on Nov. 15 before the cast takes the show to New Orleans to be performed at other venues. This is the second stage production for LAYAYA performing arts. They performed an original play last October called “Seeing Beyond” that was a great success. In addition to the theater troupe, Layaya Performing Arts has a new show choir that it is forming now.

CREATIVE WRITING – Layaya has 7 published authors as part of the creative writing department, with an additional 4 writers being published this year. All of the young authors retain the royalties for their books and are paid directly by the publisher. In addition to fiction projects the writers also do poetry, current event reporting and more.

On August 29 and September 3, 2014, Sheriff Lonnie Greco and several members of the Plaquemines Parish Sheriff’s Office (PPSO) participated in the Belle Chasse Primary School Community Helpers Program. All first grade students were provided with information on what a police officer does on a daily basis, what to do if they need the police and dangers to look out for.

Students explored a Sheriff’s Office motorcycle, Patrol Division SUV, Marine Division boat, and Aviation Unit helicopter. The scholars were provided with an opportunity to try on duty gear, bulletproof vests and play with some equipment. At the end of the presentation, each student received a PPSO coloring book, sticker sheet, Junior Deputy badge and tattoo.

Sheriff Greco and the PPSO thanks BCPS Principal Mrs. Shelley Ritz, and all the first grade teachers for allowing us to be part of the Community Helpers Program, especially Ms. Long for coordinating the presentation with Commander Eric Becnel.

Belle Chasse Academy recently held their annual High School Day. Seventh and eighth grade students and their parents were able to gather information and ask questions from the representatives and current students from 19 area high schools.

Belle Chasse Academy has a monthly Coffee with the Principals, the first one was held September 10th and had a great turnout. Parents are encouraged to attend to voice their concerns, ask questions as well as to meet other parents – especially because BCA has such a large turnover in students each year due to military moves.

Miles Makes Right Decision; Harris Poised to be LSU’s “Brandon Football”

In what would have been an obvious decision for nearly anyone else after last Saturday’s game, LSU football coach Les Miles Monday named true freshman Brandon Harris the starting quarterback for the Auburn game in Jordan-Hare Stadium on October 4th. LSU has not played anything like a hare at Auburn in the past 20 years, eking out tortoise-like wins or losses like 9 to 10, 12 to 10, 19 to 15 or 3 to 7. Harris gives the Tigers their best chance of actually scoring in double digits in the first quarter in recent memory. This kid is smart, articulate and talented….something LSU hasn’t had at quarterback since Herb Tyler or Tommy Hodson. He’s a leader and an athlete. He could be the best thing to happen to LSU’s offense in the Les Miles era.

Like Jordan Jefferson, Jarrett Lee and others before him, sophomore quarterback Anthony Jennings has been set up to fail by a coaching staff not

given the green light by Miles to actually develop his style and abilities. Jennings is too conservative, too “old school” to make an impact on this team. His mental state is a shadow of his physical abilities but unless Cam Cameron grows a pair and tells Miles to completely butt out of “his” offense, the only saving grace will be the ability of confident players like Harris to take the bull by the horns and make it happen. Don’t write off Jennings yet but don’t expect the Marietta, Georgia product to lead the Tigers out on the field for their first offensive snap in any future game in 2014.

So it’s the Bossier City Bomber who goes into the state of Alabama with a bit of a swagger and the hearts of his teammates. The noise level at Jordan-Hare will not approach the noise level produced during the actual ten to 15 minutes that Tiger “fans” filled Death Valley against Mississippi State. However, a sustained roaring crowd at Jordan-Hare could rattle Harris, who has seen a disappearing act rivaling the moves of David Copperfield by the so-called LSU faithful four times this year in Baton Rouge and once in Houston. LSU fans need to find other ways to protest a crappy schedule and “pound the rock” offensive philosophy other than show up for one half of a game and then leave for home or to tailgate on campus. I would rather see 70,000 show up who really support this team through thick and thin and stay to the bitter or boring end than the announced 100,000 plus fair-weather ticket buyers/true fan mixture that leaves Tiger Stadium in the second half looking like the Tulane attendance in the Superdome. You won’t find a thin crowd at the Greenies’ new stadium but you will continue to see the trendy attendees make their cameos in Death Valley before rushing off after offering their symbolic support. What a joke! Try that garbage at a Saints game!

Meanwhile, college football history is being made this weekend as six of the seven Western Division SEC teams play each other with all six being ranked in the top 20 nationwide. Only Arkansas, a team receiving some votes to put them in the top 35 nationally, is not included. LSU plays four of these top 20 teams this year, starting with #5 Auburn this weekend. It’s imperative that Harris gets the reps and reputation that will lead the Tigers to a legitimate shot at winning the SEC West - and with it the accompanying spot in the four-team playoff to determine the national champion in college football for 2014.

The Republican Women of Louisiana held their monthly meeting at Boomtown Casino in the Arcadia Room. The guest speaker was Billy Nungesser, Plaquemines Parish President who updated the club on the state of the parish since Hurricanes Katrina and Isaac as well as aftermath of the oil-spill.
