Whereas, the use of Aadhaar as an identity

document for delivery of services or benefits

or subsidies simplifies the Government

delivery processes, brings in transparency

and efficiency, and enables beneficiaries to

get their entitlements directly in a convenient

and seamless manner by obviating the need

to produce multiple documents to prove one’s

identity;

And whereas, the Department of Animal

Husbandry and Veterinary Services, Patto,

Panaji-Goa (hereinafter referred to as the

Department), is administering the

Gramashakti - Supply of Low InputTechnology Poultry Birds to Rural Farmers

2018 (hereinafter referred to as the Scheme)to take care of initial investment of purchaseof birds and the feed requirement. TheGovernment will supply free of cost thegrown up poultry birds and feed to the ruralfarmers worth Rs. 1000/-, which encourage

and enable rural farmers to venture in forpoultry production and increase poultry meatand egg production and consumption in theState. This scheme is aimed at increasing theper capita availability and consumption ofpoultry eggs and meat at rural level which is

being implemented through the Departmentof Animal Husbandry and Veterinary Services,Patto, Panaji-Goa (hereinafter referred to as

the Implementing Agency);

And whereas, under the scheme, theGovernment will supply free of cost thegrown up poultry birds and feed to the ruralfarmers (hereinafter referred to as the benefit)

is given to the rural farmers with hired/rentedhouse with backyard can avail this scheme(hereinafter referred to as the beneficiaries),by the Implementing Agency as per the

extant scheme guidelines;

And whereas, the aforesaid scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government of

Goa.

Now, therefore, in pursuance of section 7

of the Aadhaar (Targeted Delivery of Financial

and Other Subsidies, Benefits and Services)

Act, 2016 (18 of 2016) (hereinafter referred to

as the said Act), the Government of Goa

hereby notifies the following, namely:—

1. (1) An individual eligible for receiving

the benefits under the Scheme shall hereby

be required to furnish proof of possession of

the Aadhaar number or undergo Aadhaar

authentication.

(2) Any individual desirous of availing

benefits under the Scheme, who does not

possess the Aadhaar number or, has not yet

enrolled for Aadhaar, shall be required to

make application for Aadhaar enrolment

before registering for the Scheme provided

that he is entitled to obtain Aadhaar as per

section 3 of the said Act, and such individuals

shall visit any Aadhaar enrolment centre (list

available at the Unique Identification

Authority of India (UIDAI) website

www.uidai.gov.in) to get enrolled for

Aadhaar.

(3) As per regulation 12 of the Aadhaar

(Enrolment and Update) Regulations, 2016,

the Department through its Implementing

Agency, is required to offer Aadhaar

enrolment facilities for the beneficiaries who

are not yet enrolled for Aadhaar and in case

there is no Aadhaar enrolment centre located

in the respective Block or Taluka or Tehsil,

the Department through its Implementing

Agency shall provide Aadhaar enrolment

facilities at convenient locations in

coordination with the existing Registrars of

UIDAI or by becoming a UIDAI Registrar

themselves:

Provided that till the time Aadhaar is

assigned to the individual, benefits under the

scheme shall be given to such individual,

subject to the production of the following

documents, namely:—

(a) if he has enrolled, his Aadhaar

Enrolment Identification slip; and

(b) any one of the following documents,

namely:—

(i) Bank or Post office Passbook with

Photo; or

(ii) Permanent Account Number (PAN)

Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA card; or

(vii) Kisan Photo passbook; or

(viii) Driving license issued by the

Licensing Authority under the Motor

Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo

of such person issued by a Gazetted

Officer or a Tehsildar on an official letter

head; or

(x) Any other document as specified

by the Department:

Provided further that the above

documents may be checked by an officer

specifically designated by the

Department for that purpose.

2. In order to provide benefits to the

beneficiaries under the Scheme conveniently,

the Department through its Implementing

Agency shall make all the required

arrangements to ensure that wide publicity

through the media shall be given to the

beneficiaries to make them aware of the said

requirement.

3. In all cases, where Aadhaar

authentication fails due to poor biometrics of

the beneficiaries or due to any other reason,

the following remedial mechanisms shall be

adopted, namely:—

(a) in case of poor fingerprint quality, iris

scan or face authentication facility shall be

adopted for authentication, thereby the

Department through its Implementing

Agency shall make provisions for iris

scanners or face authentication along with

finger-print authentication for delivery of

benefits in seamless manner;

(b) in case the biometric authentication

through fingerprints or iris scan or face

authentication is not successful, wherever

feasible and admissible authentication by

Aadhaar One Time Password or Time-based

One-Time Password with limited time

validity, as the case may be, shall be

offered;

(c) in all other cases where biometric or

Aadhaar One Time Password or Time-based

One-Time Password authentication is not

possible, benefits under the Scheme may

be given on the basis of physical Aadhaar

letter whose authenticity can be verified

through the Quick Response code printed

on the Aadhaar letter and the necessary

arrangement of Quick Response code

reader shall be provided at the convenient

locations by the Department through its

Implementing Agency.

4. In addition to the above, in order to

ensure that no bonafide beneficiary under the

Scheme is deprived of his due benefits, the

Department through its Implementing

Agency shall follow the exception handling

mechanism as outlined in the Office

Memorandum of DBT Mission, Cabinet

Secretariat, Government of India dated 19th

December, 2017.

5. This Notification shall come into effect

on the date of its publication in the Official

Gazette.

Panaji-Goa (hereinafter referred to as the

Department), is administering the Renovation

of Cattle Shed under WGDS (hereinafter

referred to as the Scheme) to assist farmers

to construct/repair existing cattle shed and

thereby adopt modern animal husbandry

practices and rear healthy animals, which is

being implemented through the Department

of Animal Husbandry and Veterinary Services,

Patto, Panaji-Goa (hereinafter referred to as

the Implementing Agency);

And whereas, under the scheme, subsidy

of Rs.15,000 shall be released to the farmers

on completion and verification of work by the

local Veterinary Officers/Assistant Directors

(hereinafter referred to as the benefit) is given

to all the farmers in the Western Ghats area

having minimum of five milch animals

irrespective of income status are eligible,

farmers who have availed such benefits in

the past shall not be eligible for the scheme

and the farmer need not apply for Bank

finance and can utilize money from his own

resource.(hereinafter referred to as the

beneficiaries), by the Implementing Agency

as per the extant scheme guidelines;

And whereas, the aforesaid scheme

of Milch Animals under WGDS (hereinafter

referred to as the Scheme) to help the farmers

of Western Ghat area to get financial

assistance for the purchase of crossbred cows

and improved breed she buffaloes, which is

being implemented through the Department

of Animal Husbandry and Veterinary Services,

Patto, Panaji-Goa (hereinafter referred to as

the Implementing Agency);

And whereas, under the Scheme promote

self employment in dairy sector, to increase

the milk production in the State, to strengthen

the Dairy Co-operative movement in the State

and to provide improved income and

livelihood (hereinafter referred to as the

benefit) is given to the any person residing

in Western Ghat Area i.e. Canacona, Sattari

and Sanguem Talukas, knowledge or

experience in Dairying desirable and

Applicant should have a cattle shed and land

Whereas, the use of Aadhaar as an identity

document for delivery of services or benefits

or subsidies simplifies the Government

delivery processes, brings in transparency

and efficiency, and enables beneficiaries to

get their entitlements directly in a convenient

and seamless manner by obviating the need

to produce multiple documents to prove one’s

identity;

And whereas, the Department of Animal

Husbandry and Veterinary Services, Patto,

Panaji-Goa (hereinafter referred to as the

Department), is Administering Community

Dairy Farming Scheme (Amended 2019)

(hereinafter referred to as the Scheme) to

encourage farmers/Community groups to

take up dairy business as an industry, to make

the state self sufficient in milk production, to

generate self employment to the unemployed

youth. Subsidy limited to maximum of Rs. 1

Crore at the rate of 50% of permissible unit

cost. which is being implemented through

the Department of Animal Husbandry and

Veterinary Services, Patto, Panaji-Goa

(hereinafter referred to as the Implementing

Agency);

And whereas, under the Scheme, Subsidy

limited to maximum of Rs. 1 Crore at the rate

of 50% of permissible unit cost (hereinafter

referred to as the benefit) is given to the any

group having minimum 5 members and

registered with competent authority, should

compulsorily possess irrigated land for Green

Fodder Cultivation at the rate of minimum 5

acres for 50 animals besides the area for

infrastructure development, the scheme is

applicable only for new unit and each

member of the group shall be resident of Goa

for at least preceding five years, with

experience in dairy management (hereinafter

referred to as the beneficiaries), by the

Implementing Agency as per the extant

Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government of

Goa.

Now, therefore, in pursuance of section 7

of the Aadhaar (Targeted Delivery of Financial

and Other Subsidies, Benefits and Services)

Act, 2016 (18 of 2016) (hereinafter referred to

as the said Act), the Government of Goa

hereby notifies the following, namely:—

1. (1) An individual eligible for receiving

the benefits under the Scheme shall hereby

be required to furnish proof of possession of

the Aadhaar number or undergo Aadhaar

authentication.

(2) Any individual desirous of availing

benefits under the Scheme, who does not

possess the Aadhaar number or, has not yet

enrolled for Aadhaar, shall be required to

make application for Aadhaar enrolment

before registering for the Scheme provided

that he is entitled to obtain Aadhaar as per

section 3 of the said Act, and such individuals

shall visit any Aadhaar enrolment centre (list

available at the Unique Identification

Authority of India (UIDAI) website

www.uidai.gov.in) to get enrolled for

Aadhaar.

(3) As per regulation 12 of the Aadhaar

(Enrolment and Update) Regulations, 2016,

the Department through its Implementing

Agency, is required to offer Aadhaar

enrolment facilities for the beneficiaries who

are not yet enrolled for Aadhaar and in case

there is no Aadhaar enrolment centre located

in the respective Block or Taluka or Tehsil,

the Department through its Implementing

Agency shall provide Aadhaar enrolment

facilities at convenient locations in

coordination with the existing Registrars of

UIDAI or by becoming a UIDAI Registrar

themselves:

Provided that till the time Aadhaar is

assigned to the individual, benefits under the

Scheme shall be given to such individual,

subject to the production of the following

documents, namely:—

(a) if he has enrolled, his Aadhaar

Enrolment Identification slip; and

(b) any one of the following documents,

namely:—

(i) Bank or Post office Passbook with

Photo; or

(ii) Permanent Account Number (PAN)

Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA card; or

(vii) Kisan Photo passbook; or

(viii) Driving license issued by the

Licensing Authority under the Motor

Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo

of such person issued by a Gazetted

Officer or a Tehsildar on an official letter

head; or

(x) Any other document as specified

by the Department:

Provided further that the above

documents may be checked by an officer

specifically designated by the

Department for that purpose.

2. In Order to provide benefits to the

beneficiaries under the Scheme conveniently,

the Department through its Implementing

Agency shall make all the required

arrangements to ensure that wide publicity

through the media shall be given to the

beneficiaries to make them aware of the said

requirement.

3. In all cases, where Aadhaar

authentication fails due to poor biometrics of

the beneficiaries or due to any other reason,

the following remedial mechanisms shall be

adopted, namely:—

(a) in case of poor fingerprint quality, iris

scan or face authentication facility shall be

adopted for authentication, thereby the

Department through its Implementing

Agency shall make provisions for iris

scanners or face authentication along with

finger-print authentication for delivery of

benefits in seamless manner;

(b) in case the biometric authentication

through fingerprints or iris scan or face

authentication is not successful, wherever

feasible and admissible authentication by

Aadhaar One Time Password or Time-based

One-Time Password with limited time

validity, as the case may be, shall be

offered;

(c) in all other cases where biometric or

Aadhaar One Time Password or Time-based

One-Time Password authentication is not

possible, benefits under the Scheme may

be given on the basis of physical Aadhaar

letter whose authenticity can be verified

through the Quick Response code printed

on the Aadhaar letter and the necessary

arrangement of Quick Response code

reader shall be provided at the convenient

locations by the Department through its

Implementing Agency.

4. In addition to the above, in order to

ensure that no bonafide beneficiary under the

Scheme is deprived of his due benefits, the

Department through its Implementing

Agency shall follow the exception handling

mechanism as outlined in the Office

Memorandum of DBT Mission, Cabinet

Secretariat, Government of India dated 19th

December, 2017.

5. This Notification shall come into effect

from the date of its publication in the Official

Establishments of Backyard Poultry Unit for

Scheme) Under this Scheme a Scheduled

Caste or Scheduled Tribe beneficiary is

supplied a backyard poultry unit worth Rs.

2000/- free of cost, which is being

implemented through the Department of

Animal Husbandry and Veterinary Services,

Patto, Panaji-Goa (hereinafter referred to as

the Implementing Agency);

And whereas, under the Scheme, Back-

yard poultry units Scheme aims at increasing

the poultry production in small units through

the masses of socially and economically

backyard Tribes Schedule Cast/Schedule

Tribe, primitive Tribes or other section as

sizeable population of the Tribe live in the

remote areas. This section of the society needs

upliftment of the both financial and social

status of the families which is taken care by

providing these Low Input Technology birds

(Backyard) units (hereinafter referred to as

the benefit) is given to the Under this Scheme

a Scheduled Caste or Scheduled Tribe

beneficiary is supplied a backyard poultry

unit worth Rs. 2000/- free of cost (hereinafter

referred to as the beneficiaries), by the

Implementing Agency as per the extant

Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

Subsidy on loans for Agriculture and Allied

activities (hereinafter referred to as the

Scheme) to provide credit facilities to the

farmers at subsidised rate of interest and to

accelerate investment in agriculture and

allied sectors in the State, which is being

implemented through the Department of

Animal Husbandry and Veterinary Services,

Patto, Panaji-Goa (hereinafter referred to as

the Implementing Agency);

And whereas, under the Scheme, Interest

over and above 4% is borne by the

Government with loan component of upto Rs.

5.00 Lakhs (hereinafter referred to as the

benefit) is given to the all bonafide

agriculturists, individuals under animal

husbandry sector and fisheries sector with

or without Kisan Credit Cards from the State

of Goa are eligible to apply under this

Scheme. Each beneficiary shall be eligible

for interest subsidy to a maximum loan

amount of Rs. 5.00 lakhs either as one or more

loans taken for one or more purposes i.e. on

total repayment of one loan, the farmer will

be eligible for another loan subject to an

overall ceiling of Rs. 5.00 lakhs (hereinafter

referred to as the beneficiaries), by the

Implementing Agency as per the extant

Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government of

Goa.

Scheme (hereinafter referred to as the

Scheme) to provide employment opportunities

to seasonally employed rural farmers and

supplement their income to improve their

living standards, which is being implemented

through the Department of Animal

Husbandry and Veterinary Services, Patto,

Panaji-Goa (hereinafter referred to as the

Implementing Agency);

And whereas, under the Scheme, to provide

financial assistance for purchase and rearing

of exotic/crossbred Pigs, to augment the pork

production in the State and to make the state

self sufficient in pork production, to provide

subsidiary occupation to unemployed youth,

to motivate farmers to undertake scientific

and intensive pig farming and to upgrade

local stock to make piggery farming profitable

(hereinafter referred to as the benefit) is given

to the any farmer residing for minimum 05

years in the state, should have undergone

training in Piggery Management and the

scheme is applicable for any individual in the

State however, area of operation shall be only

Panchayat (hereinafter referred to as the

beneficiaries), by the Implementing Agency

as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government of

Goa.

Whereas, the use of Aadhaar as an identity

document for delivery of services or benefits

or subsidies simplifies the Government

delivery processes, brings in transparency

and efficiency, and enables beneficiaries to

get their entitlements directly in a convenient

and seamless manner by obviating the need

to produce multiple documents to prove one’s

identity;

And whereas, the Department of Animal

Husbandry and Veterinary Services, Patto,

Panaji-Goa (hereinafter referred to as the

Department), is administering the Subsidy for

Transportation of Ready Poultry Feed From

Outside Goa (hereinafter referred to as the

Scheme) to encourage farmer to go in for

poultry from outside Goa production and

increase poultry meat and egg production in

the state, which is being implemented

through the Department of Animal

Husbandry and Veterinary Services, Patto,

Panaji-Goa (hereinafter referred to as the

Implementing Agency);

And whereas, under the Scheme, Subsidy

@ Rs. 200/ per metric ton of feed (hereinafter

referred to as the benefit) is given to the

poultry farmer should be registered with the

Directorate of Animal Husbandry and

Veterinary Services with full details including

capacity of birds etc., the farmer should be a

bonafide resident of Goa for last 10 preceding

years at the time of making application, the

farmer should have the Unit of Layers or

Broilers within the State of Goa only and the

farmer should be a producer starting from

day old chicks and sell his final produce in

the market and not a trader bringing birds

from outside Goa (hereinafter referred to as

the beneficiaries), by the Implementing

Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund the Government of

Goa.

Now, therefore, in pursuance of section 7

of the Aadhaar (Targeted Delivery of Financial

and Other Subsidies, Benefits and Services)

Act, 2016 (18 of 2016) (hereinafter referred to

as the said Act), the Government of Goa

hereby notifies the following, namely:—

1. (1) An individual eligible for receiving

the benefits under the Scheme shall hereby

be required to furnish proof of possession of

the Aadhaar number or undergo Aadhaar

authentication.

(2) Any individual desirous of availing

benefits under the Scheme, who does not

possess the Aadhaar number or, has not yet

enrolled for Aadhaar, shall be required to

make application for Aadhaar enrolment

before registering for the Scheme provided

that he is entitled to obtain Aadhaar as per

section 3 of the said Act, and such individuals

shall visit any Aadhaar enrolment centre (list

available at the Unique Identification

Authority of India (UIDAI) website

www.uidai.gov.in) to get enrolled for

Aadhaar.

(3) As per regulation 12 of the Aadhaar

(Enrolment and Update) Regulations, 2016,

the Department through its Implementing

Agency, is required to offer Aadhaar

enrolment facilities for the beneficiaries who

are not yet enrolled for Aadhaar and in case

there is no Aadhaar enrolment centre located

in the respective Block or Taluka or Tehsil,

the Department through its Implementing

Agency shall provide Aadhaar enrolment

facilities at convenient locations in

coordination with the existing Registrars of

UIDAI or by becoming a Unique IdentificationAuthority of India (UIDAI) Registrar

themselves:

Provided that till the time Aadhaar isassigned to the individual, benefits under theScheme shall be given to such individual,subject to the production of the followingdocuments, namely:—

(a) if he has enrolled, his AadhaarEnrolment Identification slip; and

(b) any one of the following documents,namely:—

(i) Bank or Post office Passbook withPhoto; or

(ii) Permanent Account Number (PAN)Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA card; or

(vii) Kisan Photo passbook; or

(viii) Driving license issued by theLicensing Authority under the MotorVehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photoof such person issued by a Gazetted

Officer or a Tehsildar on an official letterhead; or

(x) Any other document as specifiedby the Department:

Provided further that the abovedocuments may be checked by an officer

specifically designated by theDepartment for that purpose.

2. In order to provide benefits to the

beneficiaries under the Scheme conveniently,

the Department through its Implementing

Agency shall make all the required

arrangements to ensure that wide publicity

through the media shall be given to the

beneficiaries to make them aware of the said

requirement.

3. In all cases, where Aadhaar

authentication fails due to poor biometrics of

the beneficiaries or due to any other reason,

the following remedial mechanisms shall be

adopted, namely:—

(a) in case of poor fingerprint quality, iris

scan or face authentication facility shall be

adopted for authentication, thereby the

Department through its Implementing

Agency shall make provisions for iris

scanners or face authentication along with

finger-print authentication for delivery of

benefits in seamless manner;

(b) in case the biometric authentication

through fingerprints or iris scan or face

authentication is not successful, wherever

feasible and admissible authentication by

Aadhaar One Time Password or Time-based

One-Time Password with limited time

validity, as the case may be, shall be offered;

(c) in all other cases where biometric or

Aadhaar One Time Password or Time-based

One-Time Password authentication is not

possible, benefits under the Scheme may

be given on the basis of physical Aadhaar

letter whose authenticity can be verified

through the Quick Response code printed

on the Aadhaar letter and the necessary

arrangement of Quick Response code

reader shall be provided at the convenient

locations by the Department through its

Implementing Agency.

4. In addition to the above, in order to

ensure that no bonafide beneficiary under the

Scheme is deprived of his due benefits, the

Department through its Implementing Agency

shall follow the exception handling

mechanism as outlined in the Office

Memorandum of DBT Mission, Cabinet

Secretariat, Government of India dated 19th

December, 2017.

5. This Notification shall come into effect

on the date of its publication in the Official

Gazette.

Department), is administering the Goatery

Scheme Assistance for Goat Rearing

(hereinafter referred to as the Scheme) to

provide financial assistance for purchase and

rearing of indigenous breeds of Goats which

are suitable to the climatic conditions of the

state of Goa, to augment the meat production

in the State and to make the state self

sufficient in meat production, to provide

subsidiary occupation to unemployed youth

and women, to motivate farmers to undertake

scientific, intensive and semi intensive Goat

farming and to upgrade local stock to make

Goat farming profitable which is being

implemented through the Department of

Animal Husbandry and Veterinary Services,

Patto, Panaji-Goa (hereinafter referred to as

the Implementing Agency);

And whereas, under the Scheme, provide

employment opportunities to unemployed

rural youths and farmers thereby providing

supplementary income, to provide financial

assistance for purchase and rearing of

indigenous breeds of Goats which are

suitable to the climatic conditions of the state

of Goa, to augment the meat production in

the State and to make the state self sufficient

in meat production and to provide subsidiary

occupation to unemployed youth and women,

to motivate farmers to undertake scientific,

intensive and semi intensive Goat farming and

to upgrade local stock to make Goat farming

profitable (hereinafter referred to as the

benefit) is given to the any farmer residing

for minimum 5 years in the state and should

have undergone training in Goat

Management (hereinafter referred to as the

beneficiaries), by the Implementing Agency

as per the extant Scheme guidelines.

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government of

Goa.

Now, therefore, in pursuance of section 7

of the Aadhaar (Targeted Delivery of Financial

and Other Subsidies, Benefits and Services)

Act, 2016 (18 of 2016) (hereinafter referred to

as the said Act), the Government of Goa

hereby notifies the following, namely:—

(viii) Driving license issued by the

Licensing Authority under the Motor

Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo

of such person issued by a Gazetted

Officer or a Tehsildar on an official letter

head; or

(x) Any other document as specified

by the Department:

Provided further that the above

documents may be checked by an officer

specifically designated by the

Department for that purpose.

2. In order to provide benefits to the

beneficiaries under the Scheme conveniently,

the Department through its Implementing

Agency shall make all the required

arrangements to ensure that wide publicity

through the media shall be given to the

beneficiaries to make them aware of the said

requirement.

3. In all cases, where Aadhaar

Department), is administering the Revised

Modern Dairy Scheme and purchase of dairy

Farm Equipments (hereinafter referred to as

the Scheme) to enhance productivity,

profitability, stability and sustainability and

to create self employment to educated and

unemployed rural youth, to reach self

sufficiency in milk production, which is being

implemented through the Department of

Animal Husbandry and Veterinary Services,

Patto, Panaji-Goa (hereinafter referred to as

the Implementing Agency);

And whereas, under the Scheme, the

beneficiary can start the unit with his own

finance or by taking loan from financing

Institution. For Milking Machine subsidy is

@ 30% of the cost of the Milking Machine

(hereinafter referred to as the benefit) is given

to the minimum unit size is of 10 cross-bred

Cows or 10 adult improved she-buffaloes, the

unit should be located in Goa, the unit should

be maintained for a minimum period of 10

years. The animals should be purchased from

outside Goa. the subsidy will be released only

after completion of the unit in all respects

and the project report of the proposed units

is to be submitted to the Director of Animal

Husbandry and Veterinary Services through

the Area Government Veterinary Officer/

Assistant Director, along with the following

documents (hereinafter referred to as the

beneficiaries), by the Implementing Agency

as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government of

Goa.

Now, therefore, in pursuance of section 7

Assistance for Infrastructure of Poultry Farm

(2018) (hereinafter referred to as the Scheme)

to encourage farmer to go in for poultry

production and increase poultry meat and

egg production in the state, which is being

implemented through the Department of

Animal Husbandry and Veterinary Services,

Patto, Panaji-Goa (hereinafter referred to as

the Implementing Agency);

And whereas, under the Scheme, the

maximum quantum of Financial assistance

will be as Broiler farmer subsidy amount upto

Rs. 6,00,000/-, Layer farmer subsidy amount

upto Rs. 21,00,000/- and L.I.T. birds farmer

subsidy amount upto Rs. 6,00,000/-

(hereinafter referred to as the benefit) is given

to the any individual farmer who wishes to

start poultry farm within Goa State

(hereinafter referred to as the beneficiaries),

by the Implementing Agency as per the

extant Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government

of Goa.

or subsidies simplifies the Government

delivery processes, brings in transparency

and efficiency, and enables beneficiaries to

get their entitlements directly in a convenient

and seamless manner by obviating the need

to produce multiple documents to prove one’s

identity;

And whereas, the Department of Animal

Husbandry and Veterinary Services, Patto,

Panaji-Goa (hereinafter referred to as the

Department), is administering the Dairy Kits

Scheme (For Schedule Caste/Schedule Tribe)

(hereinafter referred to as the Scheme) to the

Scheduled Caste/Scheduled Tribe families

have been encouraged to take up Dairy and

Poultry Farming. However, the same has not

found favour with the community because

they are basically poor and do not have the

infrastructure and equipments to carry on the

trade. The community has on the overall

remained backward due to social stigma and

due to their poor financial background.

Special schemes have to be allocated so that

the benefits proposed by the Government

reach the beneficiaries which is being

implemented through the Department of

Animal Husbandry and Veterinary Services,

Patto, Panaji-Goa (hereinafter referred to as

the Implementing Agency);

And whereas, under the Scheme, a kit will

be provided to each eligible beneficiary free

of cost. Items of general use of a Dairy farmer

will be given to the farmers as assistance.

The total value of items given shall not exceed

Rs. 5000/-. Each family is entitled to one kit.

The items from the kit shall consist of ghamella

steel bucket, steel cans, steel vessels, spade,

brush, steel pot, feeding trough and a storage

tank for storage of water (hereinafter referred

to as the benefit) is given to the proposed

beneficiaries/Farmer should have at least one

milch animal (Local Cow/Buffaloe) Scheduled

Caste/Scheduled Tribe certificates from the

Sarpanch or Mamlatdar Xerox copy of Ration

Card duly certified by Gazetted Officer

(hereinafter referred to as the beneficiaries),

by the Implementing Agency as per the

extant Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government of

Goa.

Now, therefore, in pursuance of section 7

of the Aadhaar (Targeted Delivery of Financial

and Other Subsidies, Benefits and Services)

Act, 2016 (18 of 2016) (hereinafter referred to

as the said Act), the Government of Goa

hereby notifies the following, namely:—

1. (1) An individual eligible for receiving

the benefits under the Scheme shall hereby

be required to furnish proof of possession of

the Aadhaar number or undergo Aadhaar

authentication.

(2) Any individual desirous of availing

benefits under the Scheme, who does not

possess the Aadhaar number or, has not yet

enrolled for Aadhaar, shall be required to

make application for Aadhaar enrolment

before registering for the Scheme provided

that he is entitled to obtain Aadhaar as per

section 3 of the said Act, and such individuals

shall visit any Aadhaar enrolment centre (list

available at the Unique Identification

Authority of India (UIDAI) website

www.uidai.gov.in) to get enrolled for

Aadhaar.

(3) As per regulation 12 of the Aadhaar

(Enrolment and Update) Regulations, 2016,

the Department through its Implementing

Agency, is required to offer Aadhaar

enrolment facilities for the beneficiaries who

are not yet enrolled for Aadhaar and in case

there is no Aadhaar enrolment centre located

in the respective Block or Taluka or Tehsil,

the Department through its Implementing

Agency shall provide Aadhaar enrolment

facilities at convenient locations in

coordination with the existing Registrars of

UIDAI or by becoming a UIDAI Registrar

themselves:

Provided that till the time Aadhaar is

assigned to the individual, benefits under the

Scheme shall be given to such individual,

subject to the production of the following

documents, namely:—

(a) if he has enrolled, his Aadhaar

Enrolment Identification slip; and

(b) any one of the following documents,

namely:—

(i) Bank or Post office Passbook with

Photo; or

(ii) Permanent Account Number (PAN)

Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA card; or

authentication fails due to poor biometrics of

the beneficiaries or due to any other reason,

the following remedial mechanisms shall be

adopted, namely:—

(a) in case of poor fingerprint quality, iris

scan or face authentication facility shall be

adopted for authentication, thereby the

finger-print authentication for delivery of

Low Input Technology Poultry Birds (2018)

encourage and enable farmers to venture in

for poultry production and increase poultry

meat and egg production in the State. The

Scheme is focused to settle the issue of

economic viability in view of Goan market

scenario and prepared a Financial Assistance

Scheme so that returns are secured and

assured. The Scheme will certainly provide

an opportunity and will play a pivotal role to

And whereas, under the Scheme, the

maximum quantum of financial assistance per

month will be as under:- Broiler farmer Rs.

56,000/-, Layer farmer Rs. 48,000/- and L.I.T.

birds farmer Rs. 4,000/- (hereinafter referred

to as the benefit) is given to the any individual

farmer who wishes to start poultry farm

within Goa State (hereinafter referred to as

the beneficiaries), by the Implementing

Agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme

(hereinafter referred to as the Implementing

And whereas, under the Scheme, subsidy

@ 75% of the permissible cost of the

equipment as per Annexure- II enclosed shall

be limited to Rs. 2.0 lakhs only on the total

equipments purchased (hereinafter referred

to as the benefit) is given to all the farmers

having dairy milch animals. Farmer should

be a bonafide resident of Goa for at least

preceding 5 years, own a cattle shed with

milch animals in the state of Goa (hereinafter

referred to as the beneficiaries), by the

Implementing Agency as per the extant

Scheme guidelines;

And whereas, the Department of AnimalHusbandry and Veterinary Services, Patto,Panaji-Goa (hereinafter referred to as theDepartment), is administering the Incentiveto Green Fodder Cultivation for Perennial andSeasonal and Fodder Development in the State(Amended) 2017-18 (hereinafter referred toas the Scheme) The major constraint in thefield of dairy development in the State of Goais the lack of green fodder for the Milchanimals. The nutritive value of feed and fodderhas a significant bearing on productivity oflivestock; as such a provision of the GreenFodder for feeding Milch animals is veryessential. Keeping this in view fodderdevelopment has been made an integral partof Livestock development which is beingimplemented through the Department ofAnimal Husbandry and Veterinary Services,Patto, Panaji-Goa (hereinafter referred to asthe Implementing Agency);

And whereas, under the Scheme, the

subsidy is Rs. 65000/- per hectare, and

provide irrigation assistance to take up the

perennial green fodder cultivation having

water source. Provision have also been made

for purchase of implements like water pump,

PVC pipes, sprinklers etc. with 75% subsidy

on the total cost. (hereinafter referred to as

the benefit) is given to any individual/farmer/

agricultural labour/Dairy Society/Farmers

club/Self Help Group can take up the scheme.

In case of Hydroponic Fodder production and

Silage making, beneficiary must have

minimum 5 Milch animals and minimum 5

years residence in State of Goa. Requirement

of land documents in Form I & XIV and

Affidavit in prescribed format. (hereinafter

referred to as the beneficiaries), by the

Implementing Agency as per the extant

Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government of

Goa.

Now, therefore, in pursuance of section 7of the Aadhaar (Targeted Delivery of Financialand Other Subsidies, Benefits and Services)Act, 2016 (18 of 2016) (hereinafter referred toas the said Act), the Government of Goa

hereby notifies the following, namely:-

1. (1) An individual eligible for receiving

the benefits under the Scheme shall hereby

be required to furnish proof of possession of

the Aadhaar number or undergo Aadhaar

authentication.

(2) Any individual desirous of availing

benefits under the Scheme, who does not

possess the Aadhaar number or, has not yet

enrolled for Aadhaar, shall be required to

make application for Aadhaar enrolment

before registering for the Scheme provided

that he is entitled to obtain Aadhaar as per

section 3 of the said Act, and such individuals

shall visit any Aadhaar Enrolment Centre

(list available at the Unique Identification

Authority of India (UIDAI) website

www.uidai.gov.in) to get enrolled for

Aadhaar.

(3) As per regulation 12 of the Aadhaar

(Enrolment and Update) Regulations, 2016,

the Department through its Implementing

Agency, is required to offer Aadhaar

enrolment facilities for the beneficiaries who

are not yet enrolled for Aadhaar and in case

there is no Aadhaar enrolment centre located

in the respective Block or Taluka or Tehsil,

the Department through its Implementing

Agency shall provide Aadhaar enrolment

facilities at convenient locations in

coordination with the existing Registrars of

UIDAI or by becoming a UIDAI Registrar

themselves:

Provided that till the time Aadhaar is

assigned to the individual, benefits under the

Scheme shall be given to such individual,

subject to the production of the following

documents, namely:—

(a) if he has enrolled, his Aadhaar

Enrolment Identification slip; and

(b) any one of the following documents,

namely:-

(i) Bank or Post office Passbook with

Photo; or

(ii) Permanent Account Number (PAN)

Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA card; or

(vii) Kisan Photo passbook; or

(viii) Driving license issued by the

Licensing Authority under the Motor

Vehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photo

of such person issued by a Gazetted

Officer or a Tehsildar on an official letter

head; or

(x) any other document as specified

by the Department:

Provided further that the above documents

may be checked by an Officer specifically

designated by the Department for that

purpose.

2. In order to provide benefits to the

beneficiaries under the Scheme conveniently,

the Department through its Implementing

Agency shall make all the required

arrangements to ensure that wide publicity

through the media shall be given to the

beneficiaries to make them aware of the said

requirement.

3. In all cases, where Aadhaar

authentication fails due to poor biometrics of

the beneficiaries or due to any other reason,

the following remedial mechanisms shall be

adopted, namely:-

(a) in case of poor fingerprint quality, iris

scan or face authentication facility shall be

adopted for authentication, thereby the

Department through its Implementing

Agency shall make provisions for iris

scanners or face authentication along with

finger-print authentication for delivery of

benefits in seamless manner;

(b) in case the biometric authentication

through fingerprints or iris scan or face

authentication is not successful, wherever

feasible and admissible authentication by

Aadhaar One Time Password or Time-based

One-Time Password with limited time

validity, as the case may be, shall be

offered;

(c) in all other cases where biometric or

Aadhaar One Time Password or Time-based

Department through its Implementing Agency.

4. In addition to the above, in order to ensure that no bona fide beneficiary under the

Scheme is deprived of his due benefits, the Department through its Implementing Agency

shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT

Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.

5. This Notification shall come into effect on the date of its publication in the Official

Gazette.

Department), is administering the PashupalanScheme (Amended) Modified (hereinafterreferred to as the Scheme) to assist the farmerfinancially in stall feeding the local animalsand rearing of the cross-bred calves and

improved buffalo calves/Indigenous Breedcalves namely Sahiwal, Gir and Red Sindhi],which is being implemented through theDepartment of Animal Husbandry and

Veterinary Services, Patto, Panaji-Goa(hereinafter referred to as the ImplementingAgency);

And whereas, under the Scheme, thebeneficiary will be provided subsidy @ 75%of the estimated expenditure, thus motivatingmore farmers to rear the female calves under

Pashupalan Scheme. In case of ScheduleCaste, Schedule Tribe and DhangarCommunity beneficiary, 100 % subsidy willbe provided. (hereinafter referred to as thebenefit) is given to the all farmers availingthe Artificial Insemination facility for cattle

and buffalo and registered with the localGovernment Veterinary Services. NGO’s/

farmers irrespective of their financial status.

All the farmers having cross-bred female

calves/improved buffalo female calves born

out of AI or calves born to cows purchased

under any Scheme of the Department. All

Indigenous breed calves namely Sahiwal, Gir

& Red Sindhi born out of AI or Natural service

(by the same breed bull). In case of natural

service, the same should be reported to the

local area Officer in writing (hereinafter

referred to as the beneficiaries), by the

Implementing Agency as per the extant

Scheme guidelines;

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

Department), is administering the Revised

Scheme for Incentives to Milk Producers

(hereinafter referred to as the Scheme) The

scheme is prepared with the objective to

encourage farmers to go in for dairy business

and make it more lucrative which will help

to increase the local milk production, to

encourage youth to take up dairy as a

business and to make State self sufficient in

Milk Production, which is being implemented

And whereas, the aforesaid Scheme

involves recurring expenditure incurred from

the Consolidated Fund of the Government of

Goa.

Now, therefore, in pursuance of section 7of the Aadhaar (Targeted Delivery of Financialand Other Subsidies, Benefits and Services)Act, 2016 (18 of 2016) (hereinafter referred toas the said Act), the Government of Goahereby notifies the following, namely:—

1. (1) An individual eligible for receivingthe benefits under the Scheme shall herebybe required to furnish proof of possession ofthe Aadhaar number or undergo Aadhaarauthentication.

(2) Any individual desirous of availingbenefits under the Scheme, who does notpossess the Aadhaar number or, has not yetenrolled for Aadhaar, shall be required tomake application for Aadhaar enrolmentbefore registering for the Scheme providedthat he is entitled to obtain Aadhaar as persection 3 of the said Act, and such individualsshall visit any Aadhaar enrolment centre (listavailable at the Unique IdentificationAuthority of India (UIDAI) websitewww.uidai.gov.in) to get enrolled forAadhaar.

(3) As per regulation 12 of the Aadhaar(Enrolment and Update) Regulations, 2016,the Department through its ImplementingAgency, is required to offer Aadhaarenrolment facilities for the beneficiaries whoare not yet enrolled for Aadhaar and in casethere is no Aadhaar enrolment centre locatedin the respective Block or Taluka or Tehsil,the Department through its ImplementingAgency shall provide Aadhaar enrolmentfacilities at convenient locations incoordination with the existing Registrars ofUIDAI or by becoming a UIDAI Registrarthemselves:

Provided that till the time Aadhaar isassigned to the individual, benefits under theScheme shall be given to such individual,subject to the production of the followingdocuments, namely:—

(a) if he has enrolled, his AadhaarEnrolment Identification slip; and

(b) any one of the following documents,namely:—

(i) Bank or Post office Passbook withPhoto; or

(ii) Permanent Account Number (PAN)Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA card; or

(vii) Kisan Photo passbook; or

(viii) Driving license issued by theLicensing Authority under the MotorVehicles Act, 1988 (59 of 1988); or

(ix) Certificate of identity having photoof such person issued by a GazettedOfficer or a Tehsildar on an official letterhead; or

(x) Any other document as specifiedby the Department:

Provided further that the abovedocuments may be checked by an officerspecifically designated by theDepartment for that purpose.

2. In order to provide benefits to thebeneficiaries under the Scheme conveniently,the Department through its ImplementingAgency shall make all the requiredarrangements to ensure that wide publicitythrough the media shall be given to thebeneficiaries to make them aware of the saidrequirement.

3. In all cases, where Aadhaarauthentication fails due to poor biometrics ofthe beneficiaries or due to any other reason,the following remedial mechanisms shall beadopted, namely:-

(a) in case of poor fingerprint quality, irisscan or face authentication facility shall beadopted for authentication, thereby theDepartment through its ImplementingAgency shall make provisions for irisscanners or face authentication along withfinger-print authentication for delivery ofbenefits in seamless manner;

(b) in case the biometric authenticationthrough fingerprints or iris scan or face

authentication is not successful, whereverfeasible and admissible authentication byAadhaar One Time Password or Time-basedOne-Time Password with limited timevalidity, as the case may be, shall beoffered;

(c) in all other cases where biometric orAadhaar One Time Password or Time-basedOne-Time Password authentication is notpossible, benefits under the Scheme maybe given on the basis of physical Aadhaarletter whose authenticity can be verifiedthrough the Quick Response code printedon the Aadhaar letter and the necessaryarrangement of Quick Response codereader shall be provided at the convenientlocations by the Department through itsImplementing Agency.

4. In addition to the above, in order toensure that no bonafide beneficiary under theScheme is deprived of his due benefits, theDepartment through its ImplementingAgency shall follow the exception handlingmechanism as outlined in the OfficeMemorandum of DBT Mission, CabinetSecretariat, Government of India dated 19thDecember, 2017.

5. This Notification shall come into effecton the date of its publication in the OfficialGazette.

The Goa Stray Cattle Management

Scheme, 2013 (Amended)

Whereas, the Government of Goa deems it

expedient to amend the scheme for the

purpose of making the scheme more viable.

Although the scheme was started in 2015,

very few Agencies had applied for the same,

as facilities for the operation of the scheme

were not adequate.

Now therefore, the proposed amendments

in the scheme are as follows:-

1. Short title and commencement.— (1) This

Scheme may be called “The Goa Stray Cattle

Management Scheme, 2013 (Amended)”.

(2) It shall come into force with effect from

the date of its publication in the Official

Gazette.

2. Introduction.— The Government of Goa

is concerned about the stray cattle menace

which is causing traffic obstruction, deaths

due to accidents on roads, agricultural

damage and invasion of the touristic places

like beaches. The traffic on Goa’s roads is

ever increasing and with it the road

accidents are on the increase. It is observed

that several of the road accidents are caused

due to direct vehicular hits to the animals or

because the driver of the vehicle had to turn

to avoid hitting the animals on the road.

Animals on the road are accident prone and

pose much problems during the night when

visibility becomes poor and movement of

traffic goes faster.

The animals not only get injured or killed

but invariably involve human beings getting

injured or even killed in the accidents. It is

desirable that animals are not found roaming

freely on the roads and near wayside garbage

bins etc.

Goa being a tourist destination, the stray

animals on the beaches and wayside give an

ugly picture of Goa. These animals should

be shifted to a place where they can be

better looked after rather than being left to

go about as scavengers and be a nuisance

to tourists.

Agriculture today is on the decline. The

few enthusiastic farmers who still would like

to pursue agriculture have to spend large

amount of money to fence their agricultural

crops so as to prevent stray animals from

destroying their standing crops.

To overcome this nuisance on the roads,

to improve the image of the State and to help

encourage agriculture, a Scheme has to be

formulated to control the stray animal menace

by appointing an agency to impound the

stray cattle on the roads.

The Scheme envisages the impounding of

the stray cattle and transporting them by

specialized vehicle to the Cattle Pound where

arrangements will be made to look after the

animals.

To make the Scheme citizen centric, the

Scheme encourages the citizens to inform the

Corporation of the City of Panaji,

Municipalities, Panchayats, AWOs, Goshalas

and Civic & Consumer Forums (CCF)/Person/

Individual nominated by respective

organizations on mobile about the presence

of the stray cattle in their area, the mobile

number shall be widely publicized and

displayed at all the Municipalities,

Panchayats and public places.

3. Objectives.—

(a) To ensure removal of stray cattle from

public areas without injuring them and

carry them safely to a place where they

will be fed properly and looked after in a

humane manner.

(b) To make farmers responsible for

tethering their own animals.

(c) To ensure that animals on grazing be

accompanied by a responsible shepherd/

owner.

(d) To ensure agriculture is not damaged

by stray cattle.

(e) To reduce traffic accidents and

blockades due to stray cattle on the roads.

(f) Facilitate stray cattle vaccination and

disease control.

(g) Facilitate Natural selection of our

Non-descript Local cows and upgrade the

same by cross-breeding with Indigenous

breed.

(h) To promote Organic farming by

generation of processed Farmyard Manure

at these Cattle pounds/Goshalas.

4. Definitions.—

(a) “Agencies” means Animal WelfareOrganizations, Goshalas and Civic andConsumer Forums (CCF).

(b) “Director” means the Director ofAnimal Husbandry and VeterinaryServices;

(c) “Cattle Pound” means a place whereimpounded stray cattle are kept having allfacilities to house and maintain them inthe respective jurisdiction of Corporations,Municipalities, Panchayats, and alsoAWOs, Goshalas, and Civic & ConsumerForums (CCF).

(d) “Stray Cattle” includes all animals ofbovine species found sitting on motorableroads or pavements, animals walking onthe road and found in fields without aherdsman, animals found on beaches andother public places.

(e) “Scheme” means “The Goa StrayCattle Management Scheme, 2013(Amended)”.

(f) “Local bodies” means Corporations,Municipalities, Block level offices,Panchayats.

(g) “Rescue” means the process ofpicking up injured cattle from publicplaces, taking to the Cattle Pound, andtreating the same.

(h) “Impound” means the process ofpicking up stray cattle from public placesand taking to the Cattle Pound.

5. Eligibility.—

(a) The Animal Welfare Organizations,Goshalas and CCF should necessarily beregistered in Goa and working in Goa forlast 3 years in this field.

(b) The AWOs, Goshalas and CCF shouldhave their annual accounts audited.

(c) The Animal Welfare Organizations,Goshalas and CCF having own land orthose who have lease land, for which thelease period should be for a minimumperiod of 10 years are eligible.

(d) Municipal Corporations, Municipal

Councils, BDOs and Panchayats can also

apply.

(e) In case the Agency applies directly

for grant in aid, it shall submit all vital

information such as Articles of Association,

Bye laws, Audited statement of accounts,

and sources and pattern of Income and

Expenditure.

(f) Aadhar Card of the applicant.

6. Procedure.—

(a) The “Agencies” or the “Local bodies”

shall apply for grants, individually or jointly

after signing a MoU, to the Directorate of

AH & VS through the Local Area Assistant

Director/Veterinary Officer of the

Department of AH & VS.

(b) The Agencies/local bodies shall

conduct a survey of number of Stray Cattle

to be picked up and submit the same in

the application for necessary action.

(c) On verification of the contents of the

application, the Local Area Assistant

Director/Veterinary Officer shall duly

recommend and submit the same to the

Directorate of Animal Husbandry &

Veterinary Services.

(d) In case of grants for infrastructure,

documents indicating the ownership of

land or a copy of the lease deed document

(for at least 10 years) registered under

appropriate authority are to be submitted

along with the application. NOC from the

statutory authorities is essential to release

the grants.

(e) On approval from the Government,

the grants shall be disbursed to the Local

body/Agencies through the Electronic

Clearing System for which these Local

bodies/Agencies shall have to open a

separate account and provide details of the

same in the application. In case the grants

are released directly to the Agencies, the

Account shall be operated jointly with the

Assistant Director/Veterinary Officer under

whose jurisdiction Agency is set up.

(f) To avoid duplication of grants to the

“Agencies” from the Animal Welfare Board

of India, MP funds, etc. and also under

this scheme, the “Agencies” shall submit

an Affidavit to that effect along with the

application.

(g) The Commissioner of the Corporation/

Chief Officer of the Municipality/Secretary

of the Panchayat in whose jurisdiction the

AWO works will verify and certify the bills

towards the cost of the components as

submitted in the application and submit

an Audited report along with Utilization

certificates to the Director (AH & VS) as

required under the existing administrative,

legal and financial regulations.

(h) Where grant in aid is directly

released to the Agency,

(i) The Assistant Director/Veterinary

Officer in whose jurisdiction the

“Agency” works, will verify and certify

the bills towards the cost of the

components as submitted in the

application.

(ii) A performance cum achievement

report specifying in detail the

achievements made by the Goshala/

NGO with the grants should be furnished

to the Director (AH & VS) as soon as

possible after the close of the financial

year together with an Auditors report

signed by a registered Char tered

Accountant, and Utilization Certificate

signed by the Agency, as required under

form G.F.R.-12A as per the existing

administrative, legal and financial

regulations.

(iii) The Agency shall maintain the

account on interest accrued on the

unspent grant balance for the period of

one year till the release of second

installment and shall be asked to refund

the same to Directorate of Animal

Husbandry & Veterinary Services.

(iv) All the Assets acquired or created

from the grants by the Agency shall vest

with the Government and shall not be

disposed off or encumbered or utilized

for purpose other than that for which

the grants has been sanctioned without

the prior permission of the Directorate

of Animal Husbandry and Veterinary

Services.

(v) The Directorate of Animal

Husbandry and Veterinary Services and

the Accountant General, reserves the

right to inspect the books of accounts

for the grants received from the

Government and the Agency shall

comply to the observations.

(vi) In case of misutilisation of grants,

the amount so misutilised shall be

recovered from the Grantee Agency.

(i) The “Agencies”/Local bodies will also

have to maintain the following records and

submit Fortnightly reports through the local

Assistant Director/Veterinary Officer to the

Department of AH&VS.

(1) Record of animals impounded and

duly micro chipped date/area/local body

wise.

(2) Record of animals rescued,

treatment done and outcome. Only

animals which have recovered will be

microchipped.

(3) Record of Dead animals and Post

mortem of microchipped animals.

(4) Register-Cattle feed purchased/

Issued.

(5) Log book of the Vehicle.

(6) Diesel Register.

(7) Inspection/Visiting Register.

(8) The Agency shall maintain a

register of permanent and semi-

permanent assets created out of the

grants in terms of Form G.F.R.-22 and

Form G.F.R.-23.

7. Impounding (Catching and Transpor-

tation) of Stray Cattle.— The Agency shall

be responsible to catch the stray cattle from

the roads, beaches, fields, public places in

their area of operation and transport them to

the Cattle Pound in their respective area of

operation. The Agency shall impound, look

after the animals during the holding period

and transport the animals by specialized

vehicle to the Cattle Pound in their area. The

Police shall render all the protection required

for a successful implementation of the

Scheme.

Co-operation of the concerned

Municipalities and the Village Panchayats

shall be the pivotal factor in the success of

the Scheme.

8. Housing of Stray Cattle:- The impounded

Stray Cattle shall be microchipped and

maintained at Cattle Pounds belonging to

Corporations, Municipalities, Panchayats,

AWOs, Gohalas and Civic & Consumer

Forums (CCF), where feed, fodder, water,

shade and pound keeper will be provided to

the impounded cattle and medical care and

cross-breeding activities will be undertaken

as and when required.

The cattle shall be housed as per the

approved housing regulations for cattle by

Bureau of India Standards, and in a fashion

that they can be easily inspected and counted

by the local verifying Officer of Department

of AH&VS.

In case where a single “Agency” is

impounding cattle for more than one “local

bodies”, the stray cattle from the respective

“local body” shall be housed separately and

presented separately for verification by the

Local Area Assistant Director/Veterinary

Officer of AH&VS.

9. Medical Care.— The AWOs, Goshalas

and CCF will provide for Veterinary care and

assistance. Artificial Insemination, treatment

of sick or wounded animals and other

preventive measures like vaccination against

all the diseases will be undertaken as and

when required, with the help of the Veterinary

surgeon provided to them.

10. Pattern of Assistance.—

1. Vehicle with hydraulic lift up to 90% grant Cost of vehicle upto Rs. 24,00,000/- (Rupees Twentyfour lakhs only) of which entire 90% will be releasedin the 1st Installment.

2. Construction of sheds (subject to NOC Rs. 7000/- (Rupees Seven Thousand only) per sq.from authorities) meter.

3. Cost of Maintenance of Stray cattle @ Rs. 150/- (Rupees One hundred fifty only)/animal/(Includes feed, staff salary, medicines and day.other miscellaneous all included in onecomponent)

4. Other expenses likea) Survey of stray cattle a) Survey of stray cattle @ Rs. 5/-

(Rupees five only) per animal.

b) Burial of dead animals for only scheme b) Burial of dead animalanimals. @ Rs. 3000/-/animal.

7. Impounding cost (Uninjured Stray animals) @ Rs. 2000/- per animal.

8. Feeding of Calf born at Gaushala duly @ Rs. 75/- per calf per day from 6 months until the

9. Provision for payment of fees towards a @ Rs. 5000/- per Audit Report.Registered Chartered Accountant forAudit Reports after every installment ofgrant-in-aid

11. Procedure for release of impounded cattle.—

(a) The claimant will have to prove his ownership by making a representation to the

Director through the Panchayat/Municipality. He shall produce a letter from the Village

Panchayat countersigned by the Assistant Director/Veterinary Officer stating therein that

he is the owner of the impounded cattle. Thereafter, on scrutinizing the application, if the

Director in his opinion is convinced that the claimant is the legal owner of the impounded

cattle, shall direct the Incharge of the respective Cattle Pound to release the impounded

cattle subject to payment of the specified fines in clause (c) below.

(b) The cattle taken to the Cattle Pound shall be released on payment of fine to:-

(1) The Directorate of AH&VS.

(2) Delivery and maintenance for first 15 days, charges shall be payable to the cattle

pound In-charge. In case vehicle is provided by Government, then delivery charges

shall be payable to the Department of AH&VS.

(c) The release of the stray cattle will be subject to the payment of fines as follows:

(i) If stray cattle is claimed within a period of 7 days…….Fine of Rs 3000/- per animal

plus delivery charges.

(ii) If stray cattle is claimed beyond a period of 7 days but within 15 days ….Fine of

Rs. 5000/- per animal plus delivery charges.

In case the stray cattle is not claimed within 15 days, then the Agency shall have the

option to put up the cattle for adoption in lines with the procedure provided under Rule 9,

sub-rule 3, 4, 5, 6, 7, and 8, of the Prevention of Cruelty to Animals (Care and Maintenance

of case Property Animals) Rules, 2017.

The Cattle Pound/Goshala will however have to become self sustainable in a period of 3

years from the date of sanction under the scheme.

12. Visiting Committee.— The Visiting Committee shall consist of representatives of the

Directorate of Animal Husbandry and Veterinary Services, Police Department, Directorate of

Panchayats, Directorate of Municipal Administration, NGO working in animal welfare to be

nominated by the Government.

The Visiting Committee shall visit the Cattle Pound and assist and suggest some remedial

measures, if any, to the Scheme or the condition of the animals, to the Department of Animal

Husbandry and Veterinary Services.

The Visiting Committee shall meet at least once every six months to review the progress

of the Scheme and submit a report to the Government.

Visiting Committee to ensure that Animal Welfare Organizations, Goshalas and Civic

Consumer Forums (CCF) or the Local Bodies are following the scheme in Letter and Spirit,

as there is need of supervision of unit.

The Assistant Director/Veterinary Officer shall visit the cattle pound fortnightly and submit

reports as per Annexure “A”. For this purpose all the animals should be presented as per

clause No. 8, and for agencies housing more than 200 cattle under the scheme, the link

officer may also accompany the local officer during the fortnightly inspection of the cattle

pound. In case of severely injured/diseased cattle for euthanasia, Local AD/VO decision will

be final.

13. Implementing Agencies.— The Animal Welfare Organizations along with Local Bodies

like Municipal Corporations, Municipalities and Panchayats with the help of the Police will

be responsible for implementation of the Scheme.

7. I say that, we shall take the help of Police Officials in the respective Jurisdiction whenever required

for implementation of the Scheme.

8. I say that, The Stray Cattle will be maintained at the Cattle Pound, belonging to our Municipality/

Panchayat/AWO or Goshala.

9. The Feed, Fodder, Water, Shade and Pound keeper will be provided to the impounded cattle and

Medical care and Cross-breeding activities will be undertaken as and when required by us.

10. I say that, we shall follow the procedure for release of impounded cattle as per the norms mentioned

in the scheme.

11. I say that, in case of Leased infrastructure this affidavit is sworn by us for the purpose of only

Utilization of Leased premises and for taking Grant-in Aid benefit under the scheme of Department

of Animal husbandry & Veterinary services only and nothing beyond that and that we shall not

claim any rights/Lien over the said premises/property and the same shall be returned back in the

original form as and when required after the completion of lease period and asked for by the lawful

2. The SECOND PARTY shall bear all the cost of impounding, rescue and maintenance charges for

the stray cows from the jurisdiction of Village Panchayat/Municipal Council.

as obtain/received under “The Goa Stray Cattle Management Scheme, 2013 (Amended)” from

Animal Husbandry & Veterinary Services Department, Government of Goa without any delay to

disburse the amount to the SECOND PARTY after furnishing the Utilization Certificates and

Auditors Report to the Animal Husbandry Department as required under the scheme.

4. This Memorandum of Understanding is signed for the period till all the stray cows survive in the

Goshala which are taken from the jurisdiction of Village Panchayat/Municipal Council.

5. IN WITNESS WHEREOF the parties here to have hereunto set and subscribed their representative

2021-22/448

Government of Goa has approved the

implementation of Diamond Jubilee

Government Investment for Technical

Education Scheme (DJ-GIFT Education

Scheme) to incentivise students’ enrolment

in Technical Degree/Diploma Institutions in

the State of Goa.

Diamond Jubilee - Government Investment for

Technical Education Scheme

1. Short title and commencement.—

1.1. This Scheme shall be titled as

“Diamond Jubilee-Government Investment

for Technical Education Scheme”, or in

short, “DJ-GIFT Education Scheme”.

1.2. The scheme shall come into force

from the date of its publication in the Official

Gazette.

2. Objectives of the scheme.—

2.1. Technical Education contributes

significantly to the socio-economic growth

and development of the State recognizing

the fact that higher fees charged for

technical education courses in comparison

to general courses could be a major factor

dissuading capable, eligible students from

pursuing technical education courses,

thereby leading to a declining trend in

students seeking admissions to technical

courses.

2.2. In view of the above, the

Government seeks to partially alleviate this

financial burden on students and their

parents, by way of providing financial

assistance towards fees payable for

technical education courses.

2.3. The financial assistance provided

under the scheme shall encourage and

facilitate more Goan students to enroll and

avail technical education and training,

thereby enhancing their employment

potential, and consequent contribution to

the State economy.

3. Details of the scheme.—

3.1. The beneficiaries will pay a Base

Fee to be notified by the Directorate of

Technical Education from time to time. The

Government will bear the amount equal

to sum of Tuition Fee & Development Fee

minus the Base Fees.

3.2. The Base Fee shall be notified for a

batch to be admitted in each academic

year. This Base Fee, once fixed, shall

remain the same for the entire duration of

the Programme/Course enrolled for, by the

students of that batch.

3.3. Base Fee will be reviewed and

revised by the Government for each

admission batch year, and notified at the

time of admission.

3.4. In addition to the Base Fee, admitted

students need to pay all other fees, as

applicable except Tuition Fees and

Development Fees.

3.5. Payable amount will be directly

released to the private institutions listed

at para 4 of this scheme, at the time of

admissions, and thereafter, at the

beginning of every semester.

4. To be eligible under this scheme.—

4.1. A student should be admitted under

General, SC, ST, OBC, PWD, EWS, FF

categories and management quota seats,

as per the prospectus for admissions,

issued by Directorate of Technical

Education, Government of Goa.

4.2. A student should be enrolled for

Technical Degree/Diploma courses in the

following institutions in the State of Goa,

from the academic year 2021-22:

5.2. The scheme shall be implemented

for 04 (four) years.

This Notification is issued with the

approval of the Government and concurrence

of Finance (Exp.) Department vide U. O. No.

1895/F dated 21-05-2021.

scheme may be called ‘the Goa State

Journalist Awards Scheme (First

Amendment), 2020’.

(b) Amendment to clause No. 5 by adding

more categories shall be read as point No.:

viii. Reporting on Education.

ix. Reporting on achievement of the

Government.

x. Life time Award to the retired

journalist for serving in the field of

Journalism for at least 25 years. Name for

the award may be recommended by GUJ

along with meeting resolution.

(c) Amendment in clause 8 (b) may be

India, the Governor of Goa hereby makes the

following rules to regulate the recruitment to

the Group ‘C’, Non-Ministerial, Non-Gazetted

posts, in the Directorate of Fire and

Emergency Services, Government of Goa,

namely:–

1. Short title, application and commence-

ment.­– (1) These rules may be called the

Government of Goa, Directorate of Fire and

Emergency Services, Group ‘C’, Non-

Ministerial, Non-Gazetted posts, Recruitment

Rules, 2021.

(2) They shall apply to the posts specified

in column (2) of the Schedule to these rules

(hereinafter called as the “said Schedule”).

(3) They shall come into force from the date

of their publication in the Official Gazette.

2. Number, classification and level in the

pay matrix.— The number of posts,

classification of the said posts and level in

the pay matrix attached thereto shall be as

specified in columns (3) to (5) of the said

Schedule:

Provided that the Government may vary

the number of posts as specified in column

(3) of the said Schedule from time to time

subject to exigencies of work.

3. Method of recruitment, age limit and

other qualifications.— The method of

recruitment to the said posts, age limit,

qualifications and other matters connected

therewith shall be as specified in columns

(6) to (14) of the said Schedule.

4. Disqualification.— No person who has

entered into or contracted a marriage with a

person having a spouse living or who, having

a spouse living, has entered into or contracted

a marriage with any person, shall be eligible

for appointment to the service:

Provided that the Government may, if

satisfied that such marriage is permissible

under the personal law applicable to such

person and the other party to the marriage

and that there are other grounds for so doing,

exempt any person from the operation of this

rule.

5. Power to relax.— Where, the Government

is of the opinion that it is necessary or

expedient so to do, it may, by order, for

reasons to be recorded in writing, relax any

of the provisions of these rules with respect

to any class or category of persons.

6. Saving.— Nothing in these rules shall

affect reservation, relaxation of age limit and

other concessions required to be provided

for Scheduled Castes, Scheduled Tribes, Other

Backward Classes, Ex-servicemen and other

special categories of persons in accordance

with the orders issued by the Government

from time to time in that regard.
