Reshuffle of several parliament ministers on July 27th 2016 is expected by many parties to be the last reshuffle until the ending of Joko Widodo’s first term on October 2019. Economy and political stability is at stake if reshuffle is keep being done over and over again. In the other way, Jokowi’s biggest challenge is to boost the national economy. The last reshuffle was actually being awaited by the public since last February, where not long after the first reshuffle on August 2015, the office share signals that there will be another reshuffle awaiting. This is a sign that the new cabinet hasn’t satisfied the President yet. Assessment and meetings with those who determined not yet fully meet the expectation has already been done by the President since early beginning of this year. Careful steps in lobbying political parties supporting the government as well as searching for minister candidates were also taken to avoid troubles in social politics.

In the same time, the government planned to discuss about the National Budget for 2016 along with people’s representatives. Dissatisfaction from political parties could erupt in legislative by pressure in discussion of the national budget. Economy and investment can go downward spiral if the stability of politics be disturbed by recurring reshuffle.

Focus on economy improvement is stated through the newest line-up of the team. Sri Mulyani Indrawati, Managing Director of World Bank finally can be recruited to fill the position of Minister of Finance. Indeed high hopes were aimed at her, including making sure the Tax Amnesty program could go on board to control the income from tax sector.

Sri Mulyani seems like to not worry any longer about Century’s Rp 6.7 bio that hovers her in Susilo Bambang Yudhoyono’s era – the topic that sends her away to the States 6 years ago. The two political parties that were so close to her tails are now already being ‘tamed’ and together they support Jokowi, Partai Demokrasi Indonesia Perjuangan and Partai Golkar.

Composition of professionals inside the working cabinet is also more than political parties. Beforehand, there were 14 from parties and 20 from professional. Now are 15 from parties and 19 professionals.

Eventhough, two new ministers from political parties also have professional background, they are Minister of Trade Enggartiasto L u k i t o a n d M i n i s t e r o f V i l l a g e s , Disadvantaged Regions and Transmigration Minister Eko Putro Sandjojo. According to the information from NasDem Party, Enggartiasto was not appointed by the party but being asked by Jokowi.

This reshuffle also marked the addition of government’s political power and new balance in national scale. Hati Nurani Rakyat (Hanura) Party that has supported the government since the beginning was cut loose on their share of ministers, from two people to one only. Nevertheless, Hanura gains their share of Coordinating Ministry for Political, Legal and Security with their chairman, Wiranto. However, the past of this ex-Commander of the military of Indonesia gains protests from human rights activists that demands he is responsible for many human rights violation happening in the past.

Besides that, Golkar Party and PAN join after being the opposition on 2014’s elections in Merah Putih Coalition. Both of the parties were given each one minister inside the parliament. That makes total of seven government-supporting parties, while the three others – Gerindra, PKS, and Demokrat – are still outside the circle.

How Golkar joins the circle is not without the involvement of Luhut Binsar Pandjaitan, appointed as Coordinating Minister for Maritime after finishing since August 2015 as Coordinating Minister for political and security. Close relationship between Jokowi and Luhut as well as Luhut’s strong position inside Golkar with their new chairman Setya Novanto becomes the main key. Political power possessed by Golkar has also become a fact that cannot be denied.

Meanwhile PAN party by Soetrisno Bachir’s lobby, their ex-chairman was appointed by Jokowi to become Chairman of Economic and National Industry Committee in January 2016. Soetrisno is active in Jokowi’s campaign in 2014’s Presidential election even though PAN at that moment casts their vote for Prabowo Subianto-Hatta Rajasa.

Only Demokrasi Indonesia Perjuangan Party with their five ministers are safe from the July 2016’s reshuffle. However, Minister of Cooperatives and Small and Medium Enterprises Anak Agung Gede Ngurah Puspayoga was almost being substitute by Puspayora, assessed that he is not quick enough in his work.

In the final moment, PDIP hasn’t got any changes inside the cabinet. Information from the party stated that the failed reshuffle is more towards the party’s interest, not Jokowi’s.

PKB is also quite successfully defending its interests. Public wants that the Minister of Rural Development and Transmigration to be not assigned to party leaders. Approximately 72.944 villages across Indonesia were prone to be politicized for the sake of the party. Not to mention the village planned funding of Rp 1 billion per village in 2017.

Pressure from the public arise because Minister or Rural Marwan Ja’far was reported to use his position for PKB’s interest by appointing as many as possible his party’s representative to several area. Added to that, PDIP also had high ambition to fill those strategic positions to win the general election.

Therefore, Marwan was succeeded by his colleague Eko Putro Sandjojo, who once in PKB appointed as General Treasury.

From the social power side, the position of two biggest Islamic parties which are Nahdlatul Ulama and Muhammadiyah was retained. Muhammadiyah represented by Minister of Education and Culture Muhadjir Effendi, Nahdlatul Ulama with Khofifah Indarparawansa as Minister of Social and Lukman Hakim Saifuddin as Minister of Religious Affairs which is also a figure in PPP.

Traditionally in national politics, especially after 1998’s reformation, NU gains the spot for Minister of Religious Affairs meanwhile Muhammadiyah gains the spot of Ministry of Education.

President Joko “Jokowi” Widodo aims to strengthten Indonesia’s economy with his second reshuffle, highlighting changes to economics-related ministers in order to address global economy chalenges.

Heading towards the second anniversary of his administration, Jokowi pointed out challenges such as poverty, economics inequality, and regional quality, stressing that measures to address these issues need to be stepped up.

Only changes with fast actions and decisions will work to triumph amid tight competition and slow paced global economic growth. He said, speaking on Wednesday at press conference at the state-palace, adding that the cabinet

reshuffle would serve to strenghten the government performance.

“I always want to work optimal, so that my cabinet can work faster, more efficient, more solid, and more supportive, allowing us to see the real result”- Jokowi

Minister of Industry Airlangga Hartanto

§  Airlangga is the son of New Order's three consecutive terms Minister of Industry R. Hartarto. Before stepping in his father's shoes, Airlangga built his political career in Golongan Karya Party (Golkar) where he was the party's Vice Treasury until 2009. From 2009 to 2014, Airlangga was The Chairman of Commission IV on agriculture sector of House of Representatives (DPR).

§  He studied machinery at Gajah Mada University, and obtained his MBA from Monash University in 1996 and Master of Management Technology (MMT) from University of Melbourne in 1997.

§  Airlangga was also Chairman of Institution of Engineers Indonesia (PII), and owned several companies. His name is on the Panama Papers and reported as the owner of Smart Property Holdings Limited and Buckley Development Corporation.

Coordinating Minister for Legal and Security Affair Wiranto

•  Wiranto is a 69-year-old retired General of the National Army (ABRI). His highest position was the Commander of the Military from 1998 to 1999, during the fall of Soeharto's regime.

•  As part of former President Abdurrahman Wahid effort to name a Cabinet which included all elements of Indonesian politics, Wiranto was appointed as Coordinating Minister of Politics and Security.

•  He then joined Golkar Party and ran unsuccessfully for presidency in 2004. After leaving Golkar, Wiranto formed People's Conscience Party (Hanura) and was elected as its first Chairman. He ran unsuccessfully for the second time in the 2009 election as Vice President.

•  Wiranto was indicted for several crimes against humanity by the United Nations. He was said to be aware of the “widespread and organized” violations of human rights that occurred on May 1998 riots, the withdrawal from the occupied territory of East Timor in 1999, and the Military Operation Area in Aceh, just to name a few.

•  Just days after President Joko Widodo appointed him as Coordinating Minister for Politics, Law, and Security, demonstrations took place around the State Palace.

Minister of Education and Culture Muhajir Effendi

•  Muhajir is a 60-year-old rector of Malang Muhammadiyah University (UMM) in East Java.

•  He obtained his doctoral degree from Airlangga Univerity with his desertation titled "Comprehension of Professionalism in the Elite Level of the Army". Muhajir was Chairman of The Islamic Students Association (HMI) Malang Chapter during his bachelor study and held position as Chairman of Golkar's Intellectual from 1984 to 1989.

Minister of Trade Enggartiasto Lukita

•  He started his career in the industry in 1977 as a Staffer to a Director at private construction company, PT Bangun Tjipta Sarana, where a decade later he was finally promoted as the company's President Director. He also led a number of other companies as well.

•  Enggar was allegedly involved in the 1999 Bank Indonesia liquidity support scandal. He denied the accusations and remained untouched.

•  He paved his political career by serving for Golkar for over three decades. He then jumped ship to NasDem Party in 2013, following former Golkar key member Surya Paloh.

Minister of Transportation Budi Karya Sumadi

•  Prior to replacing former Minister of Transportation Ignasius Jonan, Budi was President Director of state airport operator Angkasa Pura (AP) II. Budi is a 60-year-old professional largely known in the property business.

•  After obtaining his architectural degree from Gajah Mada University, Budi started his career as an architect at the construction company Pembangunan Jaya in 1982. He held the President Director position of publicly listed Pembangunan Jaya Ancol in 2004 and served in that position for nine years. Other companies where he has held Board of Director positions include Jaya Garden Polis, Jaya Real Property, Wisma Jaya Artek, and Jaya Land.

•  Budi's career rocketed when Jokowi was still Governor of DKI Jakarta. Budi, who was the President Director of Jakarta-owned property company Jakarta Propertindo (Jakpro), involved in the regreening and city park construction programs in Pluit Dam, Ria-rio Dam, and the construction of Marunda Rental Flat. He also gained spotlight for the development of Ultimate 3 Terminal of Soekarno-Hatta Airport and Sultan Thaha Airport, Jambi, when he served as AP II President Director.

Minister of Finance Sri Mulyani Indrawati

•  This Forbes' magazine one of the world's most powerful women, finally came home after the President persuaded her to fill her old post, three times, since the beginning of the Cabinet in October 2014.

•  This University of Indonesia graduate gained her Master's degree from University of Illinois at Urbana-Champaign. She then returned to Indonesia and served as lecturer and researcher.

•  Her career boosted when she was appointed as Minister of National Development Planning (Bappenas) in former President Susilo Bambang Yudhoyono's first term. She then fill the Minister of Finance post on the second term.

•  Mulyani flew to America to join World Bank as one of three Managing Directors after she became the target of an opposition campaign accusing her and former VP Boediono of abusing their authority during the Rp 6.7 trillion Bank Century bailout.

•  Widely regarded as tough at managing finance and taxes, Mulyani also earned a reputation of being liberal-minded when it comes to economy.

Minister of Administration and Bureaucratic Asman Abnur

•  Asman paved his way into the Cabinet through his party, National Mandate Party (PAN), where he had served as Chairman of the Central Board (DPP). This Airlangga University graduate was involved in several business and professional association.

•  From 2001 to 2003, Asman was elected as Vice Mayor of Batam, and then served as a member of the House of Representative for two consecutive times before earned his seat in the Cabinet.

Minister of Villages, Disadvantaged Regions and Transmigration Eko Putro Sandjojo

•  Eko graduated from University of Kentucky in 1991, majored in electrical engineering. After graduating, he worked at PT Indonesia Farming from 1994 to 1997 as a general manager. His experience in the farming business led him to the President Director's chair at Grup Humpuss and then PT Sierad Produce Tbk.

•  Eko's career in politics started when in 2010 he was chosen as Head Assistance Team by former Minister of Manpower and Transmigration Muhaimin Iskandar, who was also Chairman of moderate Islamic party, The National Awakening Party (PKB). Four years later, Eko was the party's General Treasury.

•  Eko is no stranger to Jokowi’s administration. He had previously served in Jokowi’s transition team shortly after Jokowi won the 2014 presidential election.

National Development Planning Minister Bambang Brodjonegoro

•  Bambang was previously Minister of Finance before the second reshuffle. On former President Susilo Bambang Yuhoyono's administration, he was Chairman of Ministry of Finance's Expert Team. Bambang had also served as Independent Commissioner of PT Adira Insurance.

•  Bambang, reportedly failed at handling the national finance's problem, so the President shifted him to Bappenas.

•  This University of Indonesia graduate earned his Master's degree on urban, transportation, and economic planning from University of Illinois at Urbana-Champaign.

Minister of Energy and Mineral Resources (Discharged) Archandra Tahar

Archandra was only 46 years old when he was appointed as Minister of Energy and Mineral Resources by President Jokowi. He has spent more than 20 years in the oil and gas sector, mostly involved in the offshore business. He earned his machinery and marine engineering degrees from ITB and Texas A&M University.

Since 2009, Archandra was Principal at Horson Wison Deepwater and President Director of Petroneering Houston, Texas. He held a patent for multi column TLP floating platform technology.

Archandra was called to the State Palace several times to consult the government on mining and exploration. He gained access to the President through his friend Darmawan Prasodjo, a key member of Jokowi's campaign team who is now a Deputy Chief of Staff of the Presidential Staff Office.

Archandra served as minister of energy, and mineral resources for only 20 days. He was dismissed after he was discovered to have dual nationality, Indonesian and United States.

Coordinating Minister for Maritime Luhut Binsar Panjaitan

•  Prior to filling the Coordinating Minister of Maritime Affairs post, Luhut was the Coordinating Minister of Political, Legal and Security Affairs. Most of his professional life was spent in the military where he was last promoted as Commander of Army Education and Training in 1997.

•  After retiring his career at the military, Luhut was appointed by former President B.J. Habibie as Ambassador of the Republic of Indonesia to the Republic of Singapore in the early reformation era. Former President Abdurrahman Wahid also named him as Minister of Trade and Industry.

•  Luhut is an influential figures within Golkar. This 69-year-old retired general has been close to the President through business partnership before the President was elected. Luhut was also reported involved in coal business. Several of his companies turned up in Panama Papers though he repeatedly denied it.

Coordinating Minister for Economic Affairs Sofyan Djalil

•  Known of having close relationship with VP Jusuf Kalla, Sofyan joined the administration where he was first appointed as Coordinating Minister of Economic Affairs. On August 2015, the President shifted him to Bappenas before securing his new job as Minister of Agrarian and Spatial Planning/Head of National Land Agency (BPN).

•  This University Medford graduate was also Minister of Communication and Information, and Minister of State Owned Enterprises (BUMN) from 2004-2009 when Jusuf Kalla was VP to former President Susilo Bambang Yudhoyono. Amid suspicion of Sofyan’s appointment is more due to political payback rather than merit-based, Sofyan still earned a seat as Head of Strategic Research Affairs in VP Boediono's office, where Jusuf Kalla no longer served in the administration.

•  Sofyan was also a Commissioner of several state-owned companies such as PT Pupuk Iskandar Muda, PT Perusahaan Listrik Negara, PT Pelabuhan Indonesia III, and PT Kimia Farma.

Minister of Agricultural and Spatial Thomas Trikasih Lembong

•  This 45-year-old professional has been a player in the investment industry for several years. At a very young age, this Harvard graduate had already earned a position as Head Division of Asset Management Investment in the Bank

•  Restructuring Agency (BPPN) from 1998-2000. Prior to that, Tom has worked for Morgan Stanley (Singapore) in the Division of Equity. His bright career drew Jokowi’s attention and he was appointed as Minister of Trade before shifted to The Chairman of the Investment Coordinating Board.

Our people put high hopes towards the new ministers from July 2016’s reshuffle. Shares in stock exchange rose nearly 1 percent after the inauguration, showing business world’s support for the new cabinet.

National survey conducted by Saiful Mujani Research and Consulting (SMRC) in March 2016 shows that public’s satisfaction level towards government’s performance reaches up to 59 percent, only 39 percent responded stated their dissatisfaction from total 1.220 respondents. Meanwhile three months before on December 2015, the level of satisfaction towards the government stays at 53 percent.

People believe that Jokowi’s leadership could bring Indonesia towards a better direction, stated by 72 percent of respondent. This number is almost the same as when the ex-Mayor of Surakarta and Governor of DKI Jakarta appointed back in October 2014 with 74 percent, even if they managed to plunge down a while to 55 percent on June 2015’s survey.

Jokowi’s leadership actually makes it easier for the ministers even when they are expected to work rapidly and come up with new breakthroughs. Different from the previous president, now the parliament conducting president’s program as an operationalization from Nawacita. Therefore Jokowi will not tolerate any chaos in inter-ministerial work. The higher the level of conflict, it is suspected that there is a personal agenda waiting to be realized. Previously before the last cabinet reshuffle, conflicts emerged both inter-ministerial and as the result of performance of the minister.

Minister of Energy and Mineral Resources Sudirman Said engaged in a debate with the Coordinating Minister of Maritime Rizal Ramli about the management of gas exploration project in the Masela block. The argument even reached out to social media. Rizal wanted an onshore management while Sudirman wanted offshore.

Between the tense situations, Rizal Ramli also had problems with Vice President Jusuf Kalla. This is because Rizal changed one-sidedly the title of his ministry to Coordinating Ministry for Maritime and Resources, whereas his title is supposed to be the Coordinating Minister of Maritime. His action was related to his intention to tackle Sudirman Said that was working under his coordination.

President Jokowi finally decided that Masela project will be conducted onshore, according to Rizal’s suggestion. Nevertheless, both Rizal and Sudirman were kicked out from the cabinet. Shortly before the reshuffle, Rizal is involved in a protracted debate in the mass media with Jakarta’s Governor Basuki Tjahaja Purnama, a character that is so close to Jokowi, about the banning of G island reclamation in the Bay of Jakarta.

The problem also occurs before the first cabinet reshuffle in August 2015. But, the source of the problems even managed to survive. For example Minister for Administrative Reform Yuddy Chrisnandi, since the beginning of 2015 was under spotlight because of the appointed officers in his ministry as well as putting his closest individuals inside the government.

Then followed by the issue from the Minister of Rural, Disadvantaged Areas and Transmigration Marwan Ja'far which was indicated to manipulate the positions in ministries. His staff team was dominant in appointing projects using state’s budget. An Echelon I officer stated that he often refuses entrusted projects from Minister’s special staff because he fears the risk of projects that he did not understand its process of composition. Absorption of the state budget in the Ministry of the village is also very low.

In September 2015, another more serious chaotic event occurs. Military annoyed by the gathering event from victims of 1965 Tragedy to discuss about the human rights problem in the past. This symposium was supported by the Coordinating Minister for Political, Legal, and Human Rights Luhut Binsar Pandjaitan.

The military considers problems associated with the Communist Party of Indonesia do not need to be extended again. They assess the issue has already been completed, and PKI was on the wrong side. No need to re-ignite the issue anymore especially if the state had to apologize for the killings and violence as the means of crushing PKI. Tensions arise with unclear completion. Controversy in public stops just like that without any clarity.

The other problem is slowdown in economy. Cabinet’s economic team was considered having less teamwork and slow. Meanwhile, Minister of Trade Thomas Trikasih Lembong hassles with beef imports. He has not managed to cut the meat trade chain length and can not decrease the price down as ordered by President Jokowi.

Now comes the time of reshuffle in July 2016. Problematic ministers were exchanged or shuffled to different position, for example Luhut. Sri Mulyani Indrawati (SMI) reclaims her seat as Minister of Finance, the position she left behind six years ago.

SMI immediately presents a breakthrough by targeting unusual tax income or too high to achieved. The previous Minister of Finance, Bambang Brodjonegoro, set the target of tax income in state’s budget (APBN) 2016 as much as Rp 1.822,5 bio, even in 2017 he adds Rp 30 bio including deliberation of income from Tax Amnesty.

SMI also suggesting the budget cut in state ministries and institution to rejuvenate the state’s budget. State income target also revised to achieve more realistic target. President Jokowi agrees to it immediately. Budget cuts affected include operating expenses and official travel.

Indonesia Politic Indicator National Survey conducted towards 1.220 respondents after July’s reshuffle shows that Sri Mulyani is the most trusted minister by the people, among 13 new officers that recently appointed by president.

Trust value of Sri Mulyani reaches up to 56 percent. Coordinating Ministry for Political, Legal and Security Wiranto secures second position with 54 percent. The majority of respondents believe the reshuffle will make the government's performance better.
