What has been described as frustrating has now turned to anger, and some local representatives who are convinced that this government has blinkers on when it comes to this area, have had enough. The latest incident which has added fuel to the fire is the refusal of the HSE to fill two front-line community drug worker posts in the North County. The North Dublin Community Care service, which is based in Swords provides support for children, adults and families who are suffering the impact of alcohol and drug use. Up until this point there was no response at all for families in crisis in this area. This latest kick in the teeth for people living north of the airport comes hot on the heels of our report in last week’s edition of the County Leader , where we reported that the delivery of a world class transport service will take up to 10 years to deliver. Added to this is the fact that the last two Ministers for Health were elected by resi- dents of the North County, yet the two main hospitals serving the area, Beaumont and Our Lady of Lourdes in Drogheda are consistently the two worst performing hospital in all of the INMO Trolley Watch figures. The HSE decision has evoked a stinging rebuke from opposition representatives in the area. Senator Darragh O’Brien (FF), the Chairman of the North Dublin Community Drug & Alcohol Taskforce, has accused the HSE of abandoning North County Dublin communities, by refusing the most basic resources needed to support families affected by drug and alcohol abuse. We have a Case Manager, two Case Workers and an Adolescent Counsellor to cover the entire area. At a bare minimum we desperately need two new Case Workers,” he said. “The HSE’s outright refusal to fill these vital front-line posts exposes serious inequalities with the allocation of its resources. The North County Dublin region is by far the largest geographical region in the capital. How can the HSE justify so few workers covering this entire region, when so many other areas are far better resourced? Energy Homes grant.The scheme providesfinancial assistance tohomeowners toimprove the comfortlevels within their

home, while reducingenergy use, costs andgreenhouse gas emis-sions. These grantsare provided to home-owners for measures

such as roof insula-tion, wall insulation,boiler and heatingcontrol upgrades andsolar panels. FundraisingCampaign ForLusk Man

A major fundraising initiative isunderway to support a local manwho was paralysed in a car crash lastyear.Ryan Goldup (19) fromLusk suffered horrificinjuries when the car inwhich he was a backseat passenger, wasinvolved in the crash inLusk. Now his familyand friends have ralliedaround the young manto raise funds to converthis home to a wheel-chair accessible space.Organiser and friend,Shannon Rowley toldthe County Leaderabout the upcomingprogramme offundraising events and is appealingfor the public to support Ryan. Shesaid, “On 27th November last, Ryanwas involved in the accident close to

the secondary school in Lusk. Hewas the only one seriously injured.He could not feel his legs and heknew something was seriouslywrong. It was confirmed that he wasparalysed from the waist down andhas no feeling whatsoever in hislegs. His parents are now saddledwith hospital bills and house conver-sion bills, which will amount toapproximately €40,000 alone. At themoment his family are using tempo-rary ramps to make it possible for

canisters. The Irish Nationalfinals will take place on 29thApril in Dublin Castle. Team Evolution will go head-to-head with teamsthroughout Ireland, testing thespeed and engineering qualityof the F1 model car, which theyhave been working on sinceSeptember. Using Computer-

Aided Design (CAD) softwareto model the car design speci-fication, the team then collab-orated with Blanchardstown ITF1 in Schools Make Centre onits construction. Team Evolution learned fromtechnician Bernard Gaffneyhow to use specialised manu-facturing equipment to convert

the team’s 3D designsinto a real model car.Team evolution’s TeamManager Patrycja claimsthat the team has thor-oughly enjoyed takingpart in the F1 in SchoolsTechnology Challengeso far and is hopeful of astrong performance inthe National Finals. Ifsuccessful at theNational Finals, the teamwill progress to theWorld Finals inSeptember which is tobe held in Singapore.

Local councillor, GráinneMaguire (Ind) has said she ishappy that the proposedCastlemill Link Road inBalbriggan is progressing. Sheasked the County Council foran update on the project at arecent Council meeting andwas told that the tenderingprocess should take place this year. “Discussions are underway with repre-sentatives of the Department of

Education and Skills regardingthe acquisition of a portion ofthe grounds of the BalbrigganEducate Together NationalSchool. These have not beenfinalised at this time. As soonas the outstanding issues havebeen resolved it is proposed to

invite tenders for the construction ofthe project,” the Council explained.“The tendering process is programmed

to commence in the second quarter ofthis year with construction followingon after the appointment of thesuccessful tenderer shortly thereafter,”the local authority added. “This is a vital piece of infrastructurethat urgently needs to be completed,as it will made a difference to thepeople that live and work in NorthWest Balbriggan,” Maguire said. “I amcommitted to ensuring that this projectproceeds and welcome the fact thatthe process has started, as this is veryimportant to the people of Balbriggan.The money has been put aside for theroad, so it’s vital that it gets completedas planned,” she concluded.

Minister James Reilly TD haswelcomed the announcement byGovernment that additionalresources will be allocated toschools, as an interim measure tosupport those children with DownSyndrome, who are not alreadysupported through the NationalCouncil for Special Education(NCSE) annual allocation process.

He told the County Leader, “I amdelighted that schools will nowreceive 2.5 resource teacher hoursper week for each qualifying child.Many children in the North Countywill benefit from this decision.Children with Down Syndromeexperience a wide range of difficul-ties, and it is vital that this step isbeing taken to support their

education.” “As Minister forChildren and Youth Affairs, Iunderstand that we have morework to do in assisting childrenwith special needs, but I hope thatthis announcement will go someway towards improving theireducational experience.”Further information will be madeavailable shortly to schools onhow to apply for these supports onthe NCSE website.

New ProgrammeFormed To TacklePoverty IssuesThe County Council along withtwo other groups have signedan agreement to tackle povertyand social exclusion across thecounty. An agreement was signed on23rd March last by the CountyC o u n c i l , t h e F i n g a l L o c a lC o m m u n i t y D e v e l o p m e n tCommittee, and BlanchardstownArea Partnership Ltd to deliverservices to tackle these issues.They will work with groups and

The community centre playedhost to a celebration of diversity in Balbrigganand in the North County as a whole. The eventwas part of ‘Polska Eire’,a week-long series ofevents across Irelandthat was run in advanceof the Poland versusIreland Euro qualifier atthe Aviva Stadium thefollowing day. The event was initiatedthrough the office of theMinster of State for NewCommunities, Cultureand Equality, Aodhán ÓRíordáin. The Ministerhimself was present onthe day, along with theCounty Mayor, Cllr. MagsMurray, Deputy Head ofMission from the PolishEmbassy, Piotr Rakowski,and the Chief Executive of Fingal County Council,Paul Reid. The event was a family day for thepeople of Balbriggan with a special emphasis onthe Polish community. It was organised by theFingal Irish Polish Intercultural Organisation(FIPICA) in conjunction with the CommunityDevelopment Office of the County Council. A

major volleyball tournament took place in thecommunity centre along with talks on PolishCulture, martial arts displays, music therapy,bouncy castles, face-painting and more.Olaf Berthold and Jacoob Zajac from FIPICA were

delighted with the turnout on the day and saidthat the event was special for all those Poles whochose Balbriggan as a place to make their home.Chief Executive of Fingal County Council, PaulReid said that there were over 900 people ofPolish decent in the town and that they havemade a very positive contribution locally.

year and the strong performance weexperienced in 2014 is set to continue in2015. Figures from the Central StatisticsOffice have shown that, betweenNovember 2014 and January 2015, thenumber of overseas visits increased byalmost 10 per cent. This will be welcomenews for many businesses and commu-nities throughout the North County.

Clearly, this is great news for DublinAirport, in its 75th year,” Farrell said.“The North County has many touristattractions, pleasant scenery andinviting towns and villages which, I’msure, will entice a greater number of visi-tors into our local area. Balbriggan Scouts All Fired UpRecently, Balbriggan Fire Station played host to a party of 20 Scouts and theirleaders from Balbriggan 34th/161st Scouts group. The scouts visited the stationto complete their Emergency badges and each scout got to try out the verypowerful hose and see the equipment used by the fire men. Almost 1.5 million passengers trav-elled through Dublin Airport lastmonth, which was a 17 per centincrease on last year. Passenger volumes to and fromcontinental Europe increased by 25per cent, with more than 700,000passengers travelling to Europeandestinations. UK traffic recordedan increase of nine per cent, withalmost 632,000 passengers travel-ling to and from UK destinations.Passenger volumes to and from

North America grew by seven percent with almost 82,000 passen-gers travelling on flights to andfrom the United States and Canadain February.Other international traffic, princi-pally to the Middle East and NorthAfrica, increased by 32 per cent,with almost 51,000 passengerstravell ing these routes inFebruary.Just over 5,000 passengers trav-elled on domestic routes lastmonth, a 23 per cent increase overFebruary 2014. New Tourism Policy ToBenefit North CountyLocal TD, Alan Farrell (FG) hasstated that the new tourism policy,‘People, Place and Policy – GrowingTourism to 2025’, which has beenlaunched by the Minister forTransport, Tourism andSport, Paschal Donohoe TD,will be of great benefit to theNorth County.“The new tourism policyaims to increase the numberof overseas visitors to 10million from 7.6 million in2014, and generate €5billion per year in 2025, from €3.5billion in 2014; this revenueexcludes air fares and ferrycharges. This would also allow foremployment in the tourism sectorto increase to 250,000 from its

current level of 200,000.“The ‘People, Place, Policy –Growing Tourism to 2025’ strategyconfirms this Government’s

commitment to promotingtourism as a means ofeconomic growth. NorthCounty Dublin, with the pres-ence of Dublin Airport, is in aprime position to benefitfrom any increase in thenumber of overseas visitorsand the amount of revenuegenerated through tourism.

Great Rush Bake OffThere was great excitement at Rush National School on Thursday last,when pupils partook in an Easter fundraising cake sale at the school.This is a twice yearly event, which is organised by the ParentsAssociation, with the other cake sale taking place at Halloween. Theschool hall was laid out with some wonderful creations, as the chil-dren brought in cakes and other treats. They also decorated cakes,which were then entered into a competition. School principal, MorganDoran was very proud of the great effort put in by the enthusiasticpupils. He told the County Leader, “The two cake sales are a greatsource of funding for the school. The proceeds of the Halloween eventlast year was used to purchase an interactive whiteboard andprojector in the hall. The standard of cakes is amazing and the compe-tition is getting stiffer each year. It creates a great atmosphere comingup to the holiday period, and is a wonderful way to end off the schoolterm,” he said.

Swords Girl TakesTop PrizeA young girl from Swords has come up trumps and taken thetop prize at the ‘Sightsavers Junior Painter of the YearAwards.’ Nine-year-old Katie O’Brien (pictured above) beatthousands of artists from around the country and wasannounced the overall winner last week. The artistic young-sters were tasked with creating a painting inspired by thetheme ‘I want you to see…’. The talented Swords girlattends Holy Family Senior National School in Swords andshe was awarded the top award for her wonderful creation, ‘IWant You To See Books Fly’. The winners were joined at theceremony by TV3 presenter and TV personality, SheanaKeane who was lending her support to the initiative. Over5000 budding young artists from over 200 primary schoolsfrom every corner of the North County and beyond enteredthis annual art competition, devised by Sightsavers to inspireIrish children to express their artistic talent through paintingwhilst developing an appreciation of the importance andvalue of their sight. O’Brien Questions Cycleway ProjectGreen Party representative for the North County, JoeO’Brien has questioned the County Council’scommitment to the long overdue Skerries toBalbriggan cycleway. He has asked the ChiefExecutive of the County Council what has happenedto the initial allocation of €750,000. “It’s been fiveyears since the money was allocated by theDepartment of Transport, and bar some smallsections between Balbriggan and Balrothery, wehave still to see any work being carried out on theSkerries-Balbriggan cycleway. At this stage I wouldhave to question commitment levels to the project.”O’Brien explained.

‘Singing In The Rain’At Loreto BalbrigganLoreto Balbrigganheld a highlysuccessful musical,‘Singing’ in the Rain’at the school lastweek. The showplayed to packedhouses at the schooland was presented bythe Transition Yearstudents.This was a year longmodule, so theTransition Yearstudents have beenpreparing for the showfor two hours a weeksince last September.The rehearsal timewas increased closerto the show, with fullday rehearsals overthe last two weeksand it involved thestudents coming in ona Saturday.Everything on thenight is created anddesigned by the

students. There is a setdesign class, a propsand lighting class, acostume and makeupclass and a productionclass, all behind thescenes, as well as theactors on the stage.

This was Loreto’s20th production, andthey produce oneeach year.The event was a hugesuccess with greatacting and singing.The audience werelaughing along withthe story throughout,as they rememberedmany of the oldsongs.

Three secondary schools aroundthe North County have reachedthe coveted semi-final stages ofthe Bank of Ireland Junk Kouturerecycled fashion contest.Students from Loreto Balbriggan,Donabate Community College andMalahide Community Schoolwowed the judges with theirincredible outfits and creations.The three local secondaryschools will now battle it out tobe crowned the overall winner inthe grand final in April. The students beat of f st i f fcompetition, as eighty studentsbattled it out when they took tothe stage with carefully choreo-graphed 90 second routines toshowcase their designs. Thestudents were battling it out towin one of the twenty placesavailable in the coveted GrandFinal. The best twenty designs werechosen by the judges on thenight and have al l secured aplace in the grand f inal in

There isno way that this would be toleratedon the Southside, where wepresently have city-centre disruptionso that the LUAS upgrade and inter-connection can proceed, to add tothe multiple bus routes and DARTthat are already in place!!We are the ones who listen to dailyreports of the crisis in our local hospi-tals, Beaumont and Drogheda,standing out as the hardest hit interms of conditions and people ontrollies.” “Those in government fromthis area haven’t even been able todeliver the necessary sewerage

upgrade to halt raw sewerage beingpumped into the sea at Rush, despitethis being promised years ago. Itdoesn’t get much more basic thanthat,” she said.Sinn Fein’s election candidate, LouiseO’Reilly agreed with the sentimentswhen she said, “It is clear that thepeople of the North County havebeen forgotten by this government. Ithink they have been left behind, asthere are people here who are notenjoying any benefit from the so-called recovery. Issues surroundinglocal policing have been raised, aswell as housing problems, wherepeople are on long waiting lists, withrents spiralling out of control. Decentjobs and investment must be apriority, and issues around healthand education must be addressed asa matter of urgency,” she said.Senator O’Brien concluded by saying,“Why should residents of NorthCounty Dublin not have the same thesame access to supports as peopleliving in other areas? Some smallerparts of Dublin have a range of HSEfunded community based services.We do not begrudge them this andthere is no question that thoseresources are needed. HoweverNorth County Dublin deserves thesame treatment,” he fumed.

North County Loses Out Again!

The Front National continues to gainelectoral ground in France. Theirleader Maine le Pen in a recent GreekTV interview said in respect of hercandidacy for the Presidency in 2017.“My idea is to tell the French peoplethat, if they elect me six monthslater there will be a refer-endum.” She went on to say“The EU is death, the deathof our economy, our socialwelfare system and ouridentity”. The Greek liquidity positionseems to be heading for stale-mate and even if there is an imme-diate formula found to overcome theobjections which that Governmentholds to the bailout terms, one maywell ask if it will be possible for thecurrent Government to survive. Thereis growing speculation that the FinanceMinister Yanis Varoufakis is ready toresign. Should the government fall, aresulting General Election may well seethe incoming Government proposing areferendum to decide Greece’s rela-tionship with the EU.

The UK has entered into their generalelection with the result far from clear.Should the Conservatives be returned,Cameron has committed them to a

referendum on EU membership in2017. Polls suggest that a

majority of UK voters wouldsupport remaining in the EUshould there be an agree-ment to reduce its powers.British farmers will be big

influencers in any “in out”debate and right now they are

not happy as they return to fillingout paper forms to claim from CAPsBasic Payment Scheme which thisyear replaces the Single PaymentScheme as the online system fails tocope. TTIP is the trade agreement currentlyunder negotiation between the EU andthe States which has resulted in amovement across the EU called TheStopTTIP. They consist of 340 organi-sations and have collected over1,260,000 signatures over the past

three months. In a press release theystate that in a Commission organisedpublic consultation engagement, 97per cent of respondents opposed theISDS (Investor States DisputeSettlement) aspect of TTIP. They statethat ISDS would give foreign investorsthe right to sue in private arbitrationcourts for any action by domesticgovernments that could damage theirprofit expectations. StopTTIP state thatinvestors have used similar agree-ments to sue states for compensation.Their spokesperson Karl Bar said,“Such cases show that ISDS can beused to undermine environmentalstandards, to prevent regulation or topocket taxpayers’ money. It’s badenough that some investment agree-ments already include ISDS. It shouldcertainly not be included in any futuretrade and investment deals.“ StopTTIPhave a mass movement rolling outacross Europe with a planned Globalday of Action on the 18th next. Theyare seeking volunteers to assist ingathering signatures to support theirposition of opposition to ISDS.

Small BusinessesCan Apply ForVouchers Up to forty small local businesses will beapproved for E-Commerce vouchers each ofwhich is valued at €2,500, from the FingalLocal Enterprise Office (LEO). The FingalLocal Enterprise Office (LEO) announceddetails of a new call for Online TradingVouchers at the latest half-day seminar heldin the Carnegie Court Hotel on 25th March.The information seminar, which attractednearly 100 potential applicants, gave smallbusinesses an insight as to how they canuse E-Commerce and digital marketing toboost sales. The Local Enterprise Office hassecured funding from the Department ofCommunications and Natural Resources toaddress this imbalance by helping smallerbusinesses to sell online. A grant of €2,500

is available to small businesses who wish toinvest in growing their E-trading capabilitiesunder the voucher scheme. Speaking at theInformation Seminar, Head of Fingal LocalEnterprise Office, Oisín Geoghegan, urgedany businesses who are serious aboutselling online to submit an application. “Weapproved 53 Online Voucher applications in2014. This has been a huge help to manysmall businesses in the region. This year, Iwant to see this increase further.”Responding to a question as to what wouldhappen if Fingal LEO is over-subscribed withapplications for the scheme, the ChiefExecutive of Fingal County Council, PaulReid, replied: “I am confident that we willsecure the resources that we need to meetthe demand from qualifying businesses”. Headded: “I would urge as many local busi-nesses as possible to apply, bearing in mindthat the majority of Fingal businesses areeligible for the scheme.” Further informationabout the Online Trading Voucher scheme isavailable through the LEO website.

Beach MaintenancePromised ForBalbrigganThere is good news on the way forbeach users in Balbriggan, withthe news that both the CountyCouncil and Irish Rail have givenan undertaking to local councillor,Tony Murphy (Ind) that thelatter’s plans for cutting thebeach embankment, will synchro-nise with the council’s timetable.Murphy has encouraged Irish Railto enhance the beach entrance tothe tunnel and it is hoped that theproject wil l be carried out inconjunction with a local youthgroup. The train station wallfacing the beach, is alsoearmarked for upgrade and plansto remove graffiti.

John (Jack) “Rover”McCann was born atBallykea Loughshinnyand reared in Lusk.The Rover was a member of the LUSKCompany of theVolunteers and tookpart in Easter Week.He was the explosivesman when the rebelsattempted to blow upRogerstown Railway Bridge. He marrieda Rush girl Annie Cosgrove in 1917. Theylived with her mother on Quay Lane. On the night of Bloody Sunday, TheRover was taken from his pregnant wifetheir home, and his two children by aparty of Black and Tans who shot andkilled him. Annie gave birth to their sonon the 6th Dec. The on Quay Lane memorial was erected in 1966. All Welcome

He turned outin Easter Week actingas the explosivesexpert when therebels attempted toblow up RogerstownBridge; he saw actionat the Battle of

Ashbourne. OnPearse’s order tosurrender, he wasinterned first toKnutsford Jail, and fromthere to Frongochwhere he carved a HolyWater Font which is ondisplay in KilmainhamMuseum. He returned home onhis release inDecember 1916 andmarried the followingyear Annie Cosgrovefrom Quay Lane inRush. Rover wasworking for DublinCounty Council at thattime, but he continuedto be active in theVolunteers. With the arrival of the

Black and Tans in 1919,life became exceedinglydifficult for members ofthe Volunteers. Theautumn of 1920 saw theSacking of Balbrigganin September with thekilling of Gibbons andLawless, followed inOctober by the murderof Terry Sherlock inSkerries. 21st November 1920known as BloodySunday, is the day theBritish Secret Servicewas targeted byMichael Collins anddecimated by the‘Squad’. In retaliation,at a football match inCroke Park that after-noon, men of the British

Auxiliaries opened fireon the football game,killing fourteenpeople including afootballer, MichaelHogan.Later that night, theBlack and Tans wenton a rampage. Firstthey turned overTaylor’s pub inSwords and lootedtheir hardware storeand burned down theadjacent Duff’scottage where StColmcille’s bandstored their instru-ments. They raidedthe Black Ravensband room andremoved their instru-ments. In Skerriesthey shoot but failedto kill Mr. P. Matthewsthe LabourRepresentative.Worse was to follow,on reaching Rushafter midnight theytook Rover McCannfrom his home, hispregnant wife and twoyoung children. Theythen shot and killedhim in an adjoiningfield.On Easter Sunday the Society’s Annual EasterCommemoration willbe held in Rush. Seeadvertisement belowfor details.

Local Kids‘Scoot ToSchool’ Green-Schools National Scoot toSchool Week was held recently. Thiswas the first week-long celebrationof scooting to school in Ireland andthe first of its kind worldwide.Schools around the North Countywho are working towards their GreenFlag for Travel or have already beenawarded the flag, hosted colourfulscooting events and encouragedchildren to scoot to schoolthroughout the week.Scooting to school is on the riseamong local students and last year,Green-Schools launched their firstnational event to mark this: NationalS.O.W Day (Scoot on Wednesday).

This year the event has been trans-formed into a week-long celebrationincluding National S.O.W. Day, withGreen-Schools Travel Officersworking directly with schools topromote scooting all through theweek. To date, over 1500 primaryand secondary schools around theNorth County and beyond havetaken part, or are taking part in theGreen-Schools Travel programme,implementing sustainable travelaction plans in their schools. Since2008, 970 schools have beenawarded the Green Flag for Travel,representing successful completionof the travel theme of the Green-Schools programme.The ultimate aim of the Green-Schools Travel programme is toencourage students, parents andteachers to walk, cycle, scoot, Park‘n’ Stride, use public transport or carpool instead of using the private caron the school run.

Local Families SpendMore On ChildcareA shocking new statistic has revealed that familiesin Ireland spend 35 per cent of their income on child-care, compared to 12 per cent in the rest of Europe.OECD figures show the cost of childcare puts adisproportionately large burden on Irish familieshere in the North County and Ireland. An EU reportlast week also criticised the lack of affordable carersas a barrier to employment. On the back of thesestatistics, local Children’s Minister, Dr James Reillysaid that Ireland had come late to the table on child-care, but his new interdepartmental group wouldreport by the summer on a range of options -including paid paternity leave, tax breaks and after-school care. “The whole point of getting that by thesummer, is to have it ready for the estimates, tohave well-priced properly analysed options availablefor Government so they can act on, if the money’sthere and what will have to wait,” he said.Reilly also said he was “a really strong supporter” ofpaid paternity leave, ideally for as long as mothers,but financial constraints meant they’d have to startat two weeks.

Balbriggan Scouts All Fired UpRecently, Balbriggan Fire Station played host to a party of 20 Scouts and theirleaders from Balbriggan 34th/161st Scouts group. The scouts visited the stationto complete their Emergency badges and each scout got to try out the verypowerful hose and see the equipment used by the fire men. Lots of questionswere asked and fun had. A day to remember for all.
