The Foster R.I.-based company started humbly on a farm with a hard-working pair of boys. Albert (known as “Chic” to most) Gervasio started A. Gervasio Construction Company back in 1966. The life of the new company actually began with a death in 1963, when Gervasio’s dad passed away. Gervasio and his brother Bobby were left in charge of running the farm where they were raised. Gervasio bought a desperately needed piece of equipment for the farm, a brand new John Deere shovel dozer (model 20-10) for $6,600, which was needed to move corn silage and feed the cows. Now that he had a monthly note to pay on this piece of equipment, he needed to find a way to make it pay for itself. Gervasio started working the night shift at Pratt & Whitney as an apprentice sheet metal welder from midnight to 7 a.m., five to six days a week. But there was no rest. During the daylight hours, 8:30 a.m. to 4:30 p.m., he would work on the farm. He then started doing other side jobs with the shovel dozer. Before he knew it, the earthmover was paid off. The Start of ‘Something Bigger’ Realizing this could be the start of something big, Gervasio bought a six-wheeler International truck and trailer to haul the machine around. With this mobility, he was on his way. For a few years, this was a one-man operation. growing steadily. Gervasio then decided to buy a brand-new 1979 Mack tri-

axle 10-wheeler, the first tri-axle in the state of Rhode Island

at the time. It affectionately came to be known as “Smokey.”Gervasio still recalls how his friends and colleagues in thebusiness all laughed at him for buying it. Connecticut hadjust passed new weight regulation laws on commercial vehi-

cles requiring tri-axles, but Rhode Island hadn’t done so yet,and would not pass such regulations until the early 1980s.

By those 1980s, A. Gervasio Construction would growagain, adding another Mack truck (three in all), two excava-tors, one backhoe and a bulldozer. It also grew as a full fam-ily business, as, with this growth spurt came Mark Gervasio,Gervasio’s second son, and Jim Griffen, Gervasio’s nephew.

“We made money in the 80s, got everything just aboutpaid off, in spite of the rising interest rates,” Gervasiorecalled. “People were building, and, as a matter of fact, oneyear, we dug almost 100 swimming pools.”

Credit to His FamilyGervasio credits all of his family employees for the com-

pany’s ongoing success. He further believes that being con-servative in spending greatly contributed to longevity in thefield of construction. He also said that versatility in the fieldhelped mightily.

“We do anything, from digging pools to building smallroads, to rock walls and commercial endeavors,” he said.

Being in the business for nearly a half-century bringsexcellence in your trade. For example, to watch Peter manip-ulate an excavator is like seeing the machine as an extensionof his very arms. Many times, Mark can be seen in a hole,shoveling, while Peter and machine are lurking over hishead. Mark has complete faith in his brother’s ability toexpedite the job without a glitch.

A. Gervasio Construction is based in bucolic Foster, themost countrified corner of northwest Rhode Island, an exca-vated stone’s throw from Connecticut. If you ask Gervasio,“Why Foster?” he says, “Why not? I’ve been here since1945, the end of World War II.”

Foster is a rural town with many back roads. The compa-ny is located on Jencks Road, along the Connecticut border.Many a time, the company has had to fix or repair the localroads, so they are passable, especially in winter when snowoften prevents buses from picking up and/or delivering thelocal children to school.

The Johnson Pond Community where A. Gervasio worked on the septic system, putting in two leach fields thatwere 27 ft. (8.2 m) wide and 196 ft. (59.7 m) long and a third that was 27 ft. wide and 165 ft. (50.3 m) long.

While working on the New England Tech project, thecrew found that the material was not virgin material,so they had to dig a 24-ft. (7.3 m) wide by 16-ft. (4.9 m)deep hole, and pour flowable fill to stabilize the base.

Vermont’s Gov. Says CircHighway Won’t Be Built By Dave GramASSOCIATED PRESS

WILLISTON, Vt. (AP) After more than50 years of planning, environmentalreviews, lawsuits, $97 million of spendingand more planning, state officialsannounced May 20 they’re giving up on theChittenden County CircumferentialHighway (Circ). Gov. Peter Shumlin cited dwindling fed-

eral funds available for major highway proj-ects, continued opposition and the threat ofmore legal challenges, and the fact that eventhe two key federal agencies reviewing theproject had recently issued conflictingreviews of it. “The Circ ... will not be built,” Shumlin

said at a highway rest area east ofBurlington near where the road was to con-nect with Interstate 89. “Let’s face that real-ity while also recognizing that significanttransportation problems exist in this regionthat need to be addressed.” The road would have run through

Williston and Essex before reconnectingwith I-89 north of Burlington in Colchesterand continuing on to Vermont Route 127 inMallets Bay. A 4-mi. (6.4 km) section inEssex is complete. The state was furthest along in planning a

next section of the road from Williston toEssex, with a tentative start date of 2014.But the $60 million segment depended onfederal funding, now uncertain, and gettingseveral state and federal permits, whichwere likely to draw more fights from envi-ronmentalists, said Sue Minter, deputy sec-retary of the state Agency of Transportation. Shumlin said a new planning process

would begin to address the county’s trafficproblems with a series of smaller projects,most still to be designed. “I believe we will find more cost-effec-

tive and modern solutions to our currentchallenges.” The decision appears to close an epic

political battle in Vermont that has contin-ued through the administrations of five gov-ernors. It came nearly a decade after formerRepublican Gov. Jim Douglas won his firstterm in 2002 after running TV ads accusingDemocratic Lt. Gov. Doug Racine of flip-flopping on the Circ. “Today the state received the record of

the decision from the Federal HighwayAdministration granting approval for theoriginal project to move forward. However,on May 9, the state received a letter from theEPA indicating they would veto any suchapproval,” said a statement issued byShumlin’s office. The EPA cited likely harm to the wet-

lands that the road would pass through. Longtime supporters of the project said

they were disappointed but not surprised.Among them was Rep. Patrick Brennan, R-Colchester and chairman of theTransportation Committee in the VermontHouse “I’ve been a supporter of it for years,

since I was old enough to understand con-gestion and safety issues that Colchester haswithout a highway such as the Circ.However at this point, after 53 years of plan-ning and fighting the environmental peopleout there and the special-interest groups,we’re at a point now where we need to lookto the future,” Brennan said May 20. Environmentalists cited studies indicat-

ing the highway could contribute to subur-ban sprawl and would not bring the jobgrowth its supporters promised. Sandra Levine, senior attorney with the

Conservation Law Foundation, whichbrought a lawsuit that ended with a judge’sruling that an environmental review had tobe redone, said she was encouraged by theannouncement, and particularly byShumlin’s statements that he wanted tofocus on smaller projects to address thetransportation problems of Vermont’s mostpopulous area. “It’s great to focus on solutions. It’s won-

derful to pull all of the interests together andfigure out what can move forward, and welook forward to being part of that process,”Levine said. The Conservation Law Foundation and

other environmental groups joined severalyears ago to form the Vermont SmartGrowth Collaborative. The group had pro-posed addressing one of the region’s mostcongested roadways — Route 2A fromWilliston to Essex, by replacing its trafficlights with traffic circles called roundabouts.Supporters of that traffic management tech-nique say the circles slow traffic withoutstopping it and causing idling, improvingsafety and reducing pollution.
