4 JulyMCRD Parris Island Parade DeckGates open at 1700Fireworks start atapproximately 2115 Join us at MCRD Parris Island for a Fourth of July Celebration. There will be FREE hot dogs, chips, soda, water, cotton candy and cracker jacks. Mobile Mountain Kids Zone, as seen at the 2011 MCAS Beaufort Air Show, will be providing FREE quad jumps, a rock climbing wall, and a paintball combat zone in addition to the FREE bounce houses. Tux the Clown will also be making an appearance. For adults, beer will be available for purchase. To round out the night, the Parris Island band will be performing. This year’s Fourth of July is packed with family fun!

Perfect Picnic Pointers

Use these tips to ensure your summer picnics are safe and full of family fun:

• Bring moist towelettes or soap and water to wash your hands before, during, and after preparing foods.

• Defrost meat at home in the refrigerator, never at the picnic site, and don’t reuse marinade unless it has been boiled.

• Keep raw or thawed meats tightly sealed and away from other foods. Pack meats in a separate cooler if you can. To prevent cross-contamination, bring two sets of cook-ing utensils - one for raw food, one for cooked food.

• Use a meat thermometer to make sure hamburgers and bratwursts are cooked to 160°F and chicken breasts to 165°F.

• Pack the cooler with plenty of ice or ice packs to keep food at a temperature of 40°F or below.

• Carry coolers in the back seat of an air conditioned car instead of in the hot trunk. If possible, park in the shade at the picnic site. Make sure cooked meats, potatoes, and eggs are cooled to 40°F if they are used to make salads prepared with mayonnaise.

• Eat take-out foods like fried chicken within two hours or make sure they are chilled properly before you put them in the cooler.

• Discard any food that has been left out of the cooler for more than two hours. Bac-teria can start to grow quickly after two hours.

recipePasta with Fresh tomato-Basil sauce Though we paired this chunky sauce with fettuccine, it would also be nice with short pasta shapes like penne, gemelli, or farfalle. For a more dramatic presentation, use multicolored cherry tomatoes, or a combination of cherry and pear (or teardrop-shaped) tomatoes. YIELD: 4 servings (serving size: about 1 1/2 cups pasta and about 2 tablespoons cheese)TOTAL: 15 MinutesCOURSE: Main Dish

Ingredients

1 (9-ounce) package refrigerated fresh fettuccine2 tablespoons olive oil3 garlic cloves, minced4 cups cherry tomatoes, halved1/2 teaspoon salt1 cup fresh basil leaves, torn1/4 teaspoon freshly ground black pepper2 ounces Parmigiano-Reggiano cheese, shaved (about 1/2 cup)

Preparation

1. Cook pasta according to package directions, omitting salt and fat. Drain; place pasta in a large bowl.2. While pasta cooks, heat oil in a medium saucepan over medium heat. Add garlic to pan; cook 1 minute, stirring fre-quently. Add tomatoes and salt; cover and cook 4 minutes. Remove from heat; stir in basil and pepper. Add tomato mixture to pasta; toss well to combine. The Tri-Command and surrounding commu-nities are in full swing with the summer sea-son. This time of year brings fun and people together; however, without good planning and use of safe practices, the fun can turn dangerous.

It is vital to be conscientious and respectful with the combination of alcohol and sun. Of-ten people think of a cold beer as the ultimate refreshment on a hot and humid day. While drinking a cold beer at a softball game or a picnic is usually done with little or no con-cern, the combination of heat exposure and the excessive use of alcohol can be a problem. The final breakdown of alcohol in the body is through the release of H2O (water). With the increased use of alcohol in these hot, humid conditions, the greater the release of water within the body. This is setting the stage for dehydration and the risk for other heat relat-ed illnesses increases. Stay alert to the signs of over-exposure (dizziness, racing heart, vi-sion impairment to name a few) and keep in mind, that alcohol is a drug, not just a “social lubricant.”

Beneficiary Advisory Panel Gives you a Voice in your trICAre Pharmacy Benefit

The Department of Defense (DoD) Ben-eficiary Advisory Panel (BAP) is designed to enhance transparency and provide an op-portunity for you to comment on the DoD Pharmacy and Therapeutics (P&T) Commit-tee’s formulary recommendations before they are submitted to the director of TRI-CARE Management Activity for approval. The BAP meets in a public forum about six weeks after each DoD P&T Committee meeting.BAP members are appointed on an annual basis by the secretary of defense to repre-sent the interests of TRICARE beneficiaries. BAP members come from nongovernment organizations and associations that repre-sent the views of a large number of eligible beneficiaries. These members include con-tractors responsible for the retail pharmacy network, TRICARE Pharmacy Home Delivery and TRICARE network providers. Members also come from beneficiary organizations such as the Fleet Reserve Association, the Military Coalition, the National Military Fam-ily Association, the Military Officers Associa-tion of America, the Military Alliance and the National Military and Veterans Alliance.

Information discussed at BAP meetings does not include specific drug pricing or financial information. The meetings focus on the uni-form formulary recommendations and prior authorization criteria recommended by the DoD P&T Committee. The BAP does not re-view Military Treatment Facility Basic Core Formulary/Extended Core Formulary recom-mendations or quantity limits.

A major focus of the BAP is the process of implementing uniform formulary decisions, especially communications with beneficia-ries. The BAP has been instrumental in DoD’s decision to send letters that target affected beneficiaries during the implementation pe-riod before drugs are designated non-formu-lary (Tier 3).

BAP Meeting Information

The Federal Register announces all BAP meetings at least two weeks in advance and provides necessary supplementary informa-tion. Meeting information and supporting materials can also be obtained by visiting

(ID) cards as part of the continued effort to protect the privacy and security of TRICARE’s 9.6 million beneficiaries. Before June 2011, SSNs will begin to be replaced with a DoD Benefits Number. This process is expected to last several years, until all current uniformed services ID cards are replaced as they come up for renewal.

Note: You do not need to make a special trip to have your ID card updated until it expires. Your health care providers and pharmacists will be able to access your benefits using ei-ther your SSN or your DoD Benefits Number.

The new 11-digit DoD Benefits Number can be found above the bar code on the back of your ID card. This number is a unique num-ber, like your SSN, and it will ensure that your records are clearly aligned with you and your treatments. If you have questions, please visit www.tricare.mil/ssn.
