The same image of Tsarnaev, an eth- nic Chechen who came to the U.S. as a child, was widely circulated and used by newspapers and magazines before, but the music magazine is being criticized for turning it into something more ap- pealing — and making Tsarnaev look like a rock star. “I can’t think of another instance in which one has glamorized the image of an alleged terrorist. This is the image of a rock star. This is the image of someone who is admired, of someone who has a fan base, of someone we are critiquing as art,” said Kathleen Hall Jamieson, director of the Annenberg Public Policy Center at the University of Pennsylvania. Public outrage was swift, including tough words from the Boston mayor, bombing survivors and the governor of Massachusetts. At least five retailers with strong New England ties said they would not sell the issue that features an in-depth look into how a charming, well-liked teen took a dark turn toward radical Islam. The magazine uses Tsarnaev’s playful nickname in a headline: “Jahar’s World.” Its cover teaser declares for the story: “The Bomber. How a Popular, Promising Student was Failed by His Family, Fell Into Radical Islam and Became a Monster.” The story was made available on the magazine’s website Wednesday. A brief Rolling Stone statement offered condolences to bombing survivors and the loved ones of the dead. Three people were killed in the bombing, and dozens were wounded. “The fact that Dzhokhar Tsarnaev is young, and in the same age group as many of our readers, makes it all the more important for us to examine the complexi- ties of this issue and gain a more complete understanding of how a tragedy like this happens,” the statement said. That’s little consolation for James “Bim” Costello, 30, who needed pig skin grafts on most of his right arm and right leg after the bombing. His body was pebbled with shrapnel, including nails he pulled out of his stomach himself. Three of his close friends lost legs that day, and others suf- fered serious burns and shrapnel injuries. “I think whoever wrote the article should have their legs blown off by some- one,” struggle through treatment “and then see who they would choose to put on the cover,” Costello said. Lauren Gabler had finished her fourth Boston Marathon and was two blocks from the finish line explosions that April day. At first she thought the Rolling Stone photo, first released on the magazine’s website and Facebook page, was of a model or a rock star. “All of a sudden you realize that’s the Boston bomber,” said Gabler. “The cover almost tricks you into what you’re look- ing at. A “House of Cards” best drama nod would weaken cable’s near-monopoly on the category last year, aside from PBS contender “Downton Abbey.” The 2012 winner, “Homeland,” likely will be back to defend its crown, with other possible nomi-nees including “Breaking Bad,” ‘’Game of Thrones” and “Downton” again.

NEW YORK — Scheduling the release of a summer movie isn’t exactly a science. It clearly isn’t an art, either. It’s more akin to a contact sport: Seize the advantageous position, sustain as little damage as possible, and score.

All of which makes this weekend’s open-ing of both “Red 2” and “R.I.P.D.” a little like sacking your own quarterback. Both films are action-thrillers. Both are about over-age law enforcers (in “R.I.P.D.,” some are so old, they’re dead). And both make a virtue of their, shall we say, mature stars.

Those stars include Bruce Willis (58), An-thony Hopkins (75), John Malkovich (59) and Helen Mirren (67) in “Red 2” and Jeff Bridges (63) and Kevin Bacon (55) in “R.I.P.D.,” which, by the way, stands for “Rest in Peace Department.”

It may not make a huge difference at the box office, but both films also feature the less-than-prolific Mary-Louise Parker, who has a solid base among discriminating male viewers

but is better known for her work in cable TV’s “Weeds.”

Add to all this the fact that Robert Sch-wentke, the director of Universal’s “R.I.P.D.,” had directed the original “Red” of 2010 from Summit Entertainment and for whatever reason (Schwentke didn’t want to talk about it) lost the sequel to director Dean Parisot.

Assuming there’s no ill will involved, that’s a lot of coincidence, said distribution consul-tant Richard Abramowitz, who teaches film production at New York University and runs the film company Abramorama. “It seems like too big a mistake to be a mistake.”

But the “Red 2”/’’R.I.P.D.” collision may simply be a symptom of the state of Holly-wood. There have been very few weekends since May that haven’t been dominated by a big-budget, major-studio release — a so-called “tent-pole” picture. There was “Iron Man 3” on May 2, “The Great Gatsby” on May 10, “Star Trek Into Darkness” on May 15, “Fast & Furious 6” on May 24, “After Earth” on May 31 and so on.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Deputy Chairman of the Bali House, Ida Bagus Putu Sukarta, said on Tuesday (Jul 16) that reclamation plan was better to be stopped. The executive had to ab-sorb the aspirations of Balinese people. “We do not agree to the reclamation plan. Therefore, let’s absorb the aspirations of Balinese people. Simply stop the recla-mation,” said Sukarta.

Sukarta doubling as Chairman of the Gerindra Party of Bali Chapter empha-sized the importance for the executive to absorb the people’s aspirations and respond to the rejection revealed by component of Balinese people against the reclamation plan. It should not think about the reclamation and development of tourist accommodation facilities in the form of marine residence, apart-ments, Disneyland-like recreational park, golf courses and yacht harbor that would make Balinese community more prosperous. The reclamation would only plunge the Balinese into the abyss of the economic inequality. Balinese people would race in the competition against large capitalists.

On that account, as a Balinese peo-ple’s representative he firmly rejected the reclamation plan. “Let absorb and listen to the aspirations of Balinese people and let’s be on our mettle. Simply stop the reclamation because it’s more harmful to Balinese people,” he said.

Likewise, he asked the executive to refer to the rules in relation to the recla-mation plan. This politician from Sanur also requested all the components of

society to understand about the interests of large capital owners behind the rec-lamation plan because the reclamation was only for business interests, not for preservation of the environment. “We indeed have to think dynamically, but the structure of the environment and Balinese culture may not change fun-damentally,” hoped Sukarta who would put up in the legislative election 2014 to represent Bali in the House of Represen-tatives of the RI.

He added the reclamation would have a negative impact on the structure of socio-culture. The behavior of Balinese humans would change and they would be getting involved in the increasingly high-er competition. He cited the reclamation of Serangan Island that had changed the socio-cultural order of local community such as the increasingly higher crime and more rampant HIV/AIDS. Physically, the reclamation of Serangan Island had caused Sanur, Padanggalak and Lebih Beach to be exposed to abrasion due to changing ocean currents. “So, do not let similar condition happen due to reclama-tion at Benoa Bay,” he hoped.

Besides, the economy and business activities would be concentrated in Southern Bali, so that the balance and distribution of economy and develop-ment could not be realized. “It is certainly not in accordance with the development plan to balance the development for the entire region of Bali,” he said.

Mobilization of the population would also increasingly concentrated in Southern Bali, so that the conges-tion would be getting more severe. “By increasing the facilities and tour-ist accommodation in Southern Bali, the population movement will grow faster so that it also causes more serious congestion,” he concluded. “Provision of infrastructure poses the duty of the gov-ernment. Do not only make programs on paper, while they cannot be realized. For instance, the Kuta-Soka road plan is not materialized until now, so that investors do not want to in-vest there and prefer to choose Southern Bali though it has been crowded,” said Ramantha in Denpasar, Wednesday (Jul 17).

According to him, with the availability of adequate infra-structure in Northern, Eastern and Western Bali, the investors would flock to the regions to invest. For example, the plan to build the airport at Sumberkima, Buleleng, although it was unclear yet, the investors had been eyeing the region to invest.

“The government does not need to drive out the investors from Southern Bali especially

Badung. Even, the moratorium is not required because investors will invest to Northern and East-ern if the adequate infrastructure has been available,” he said.

He added that in terms of economic standpoint, investing in Northern and Eastern Bali was not currently profitable. It happened because the road ac-cess to the regions took a long time, so that tourists coming to Bali were reluctant to visit the regions. Actually, the tourist at-tractions existing in the regions were no less interesting than the ones in Southern Bali.

“For instance, dolphin tour in Singaraja cannot be found in other regions. Due to travel time is longer, guests must spend the night there. There has been no road access to shorter the travel time, so that tourists are lazy to visit the region. As

a result, the investors are also lazy to invest because it is not economically feasible. To that end, it is required an adequate infrastructure first to encourage the investment there,” he said.

Aside from providing in-frastructure, Ramantha also expected the government not to promise the investors any regions that were clearly im-possible to invest because such a pattern would make the investors give up investing in Bali. “It must be clear which regions will be intended for investments and which regions will not. It means to give cer-tainty to investors so that they do not give up after investing because in fact they are faced with some problems or it is not feasible. DENPASAR - The potential of salt farming in Bali, especially in three counties namely Karangasem, Klungkung and Buleleng, is quite high. Unfortunately, according to a member of Commission IV of the House of Representatives from Bali in charge of agriculture, livestock, fisheries and forestry sector, AA Bagus Jelantik Sanjaya, the potential had not been worked on optimally due to lack of technology touch. “The potential of salt production in Bali has not been worked on optimally because the process stays traditional, without the use of technology. Therefore, local governments and farmers need to be encouraged to work on the potential,” said Sanjaya Jelantik in Denpasar.

Further, he said the potential of salt production in some regions in Bali was quite high. As in Karangasem, the salt production had reached 920 tons per year on an area of 8 hectares.

In Buleleng, the production reached 5,855 tons of salt per year on the land of 149 hectares. Both regions had been included in the program known as the People’s Salt Business Empowerment (Pugar) of the Ministry of Marine Affairs and Fisheries and the production continued to increase each year. “Meanwhile, in Klungkung the potential is high but so far the salt production remains in small number because it has not been taken seriously,” he said.

He added that salt production in Bali remained to be mostly used to supply the demand in Bali, while the rest was sent to outside Bali and abroad.

He pointed out that salt farming at Tejakula, Buleleng, had been ex-ported to Japan for the manufacture of cosmetics and pharmaceuticals. As being exported, the price would surely be more expensive reaching IDR 10,000 per kg compared to salt for domestic consumption only lying in the range of IDR 2,000 to IDR 3,000 per kg. “Such great potential has not been worked on optimally. So, we ask the salt farmer group and local government to proactively develop the region and explore the potential so that it can improve the welfare of salt farmers,” said the politician from Karangasem.

Nationally, the demand for domestic salt consumption could have been met by domestic production. Even, Indonesia had reached production surplus of salt for consumption amounting to 1,538,616 tons. Meanwhile, for the salt of industry, Indonesia had not been able to meet the domestic demand and was forced to import from other countries.

“There were 119,900 tons of imported salt to meet the demand for industry. Compared to the previous two years, the number of imported salt for industry dropped from 60 percent to 30-40 percent,” he said while adding that government was attempting to boost the production of salt for industry so that it was no longer needed to import. “Now, we are boosting the production of salt for industry and some regions in Bali like Karangasem chiefly Amed have such potential,” said the Gerindra politician. It was revealed in a roundtable discussion taking the theme ‘So-cial Inequality amidst the Rapid Growth of Bali Development.’ The discussion held on Tuesday (Jul 16) presented some academicians such as Prof. Dr. Wayan Ramantha, from the Udayana University, Prof. Dr. Ida Bagus Raka Suardana, the Dean of Faculty of Economics, Undiknas University, I Gusti Agung Oka Mahagangga, the Head of Tourist Destination Study Program, Faculty of Tourism, Udayana University.

Prof. Dr. Wayan Ramantha, said that Bali as a world tourist destina-tion should have a comparative advantage, not artificial tourism. To that end, the island known as the paradise of travelers should maintain its cultural tourism hav-ing become the icon of tourism in Bali.

“It isn’t different from a suicide if we leave cultural tourism. How silly it is if we leave the cultural tourism. Why must we preserve the cultural tourism? It is our comparative advantage, while if we think about the other kinds of tourism (new destination at Benoa Bay—Ed) denoting the comparative advantage of other countries, we would not have been able to catch it up,” he said.

According to him, every country had its own advantage in develop-ing tourism in their country. Singa-pore, for instance, had been known worldwide for shopping tourism and Thailand for nightlife tourism. Each of these countries sold their

potential considered to have strong competitiveness, so as to compete in the tourism sector.

“For instance, if Singapore wants cultural tourism, of course it cannot do it. On the contrary, if Bali wants to develop shopping tourism it has been left behind for 30 years. There-fore, we have confidence to fail because our comparative advantage has failed, why must we plan some-thing that will fail?” he said.

Ramantha added the develop-ment of Bali was only on paper whereas in terms of vision and mis-sion it was extraordinary because having taken sides with the growth (pro-growth), creation of job oppor-tunities (pro-job), poverty allevia-tion (pro-poor) and preservation of environment (pro-environment).

Taking sides with the growth was indeed correct, but the growth averagely 6 percent achieved at this time could not be proud of. The government had not made long term investment in the form of community empowerment to alleviate poverty.

To that end, he said, the urgent measure that should be taken by the stakeholders was the empow-erment of community, namely the improvement of entrepreneurship. Although they could not become entrepreneurs, they could at least have the working skills.

Similar opinion was revealed by the Dean of Faculty of Economics, Undiknas University, Prof. Dr. Ida Bagus Raka Suardana. Reclamation of Benoa Bay was a very basic mis-

take. The government should reflect on the reclamation of Serangan Island that had not been clear so far. Even, it was detrimental to the environment, society and culture.

According to him, economically the rapid development in Southern Bali would boost the economic growth of Bali. Unluckily, the growth happening deviated from the expectations and the gap was increasingly wider. “The current growth is ambiguous because there was no equalization. The growth (in Southern Bali—Ed) does not absorb the competence of the Balinese,” he said.

Other than causing congestion and social impacts, the rapid devel-opment of tourism in Southern Bali, especially in Badung County, would also lead to economic leakage. When an investment was financed by foreign or corporate network, then the goods required would be supplied from outside, so that the money generated would not be circulating in Bali, but evaporated back to the country of origin of the investment.

The Head of Tourist Destination Undergraduate Study Program, Fac-ulty of Tourism, Udayana Universi-ty, I Gusti Agung Oka Mahagangga, also agreed that the government and the whole community of Bali upheld their cultural tourism. “Bali is small, so that it must be set in order to achieve a sustainable tourism conceptually. We’ve got cultural tourism and this must be preserved,” he said. (par)

second attempt in three years to sell the company. But Fri-day’s announcement suggests the bids were too low. Reports pegged the high end of bidding

around $1 billion, which is half of what Hulu was valued at when the existing owners bought out Providence Equity Partners’

10 percent stake for $200 mil-lion in April 2012.

Among the bidders were DirecTV as well as AT&T in partnership with a group led by former Fox executive Peter Chernin. Time Warner Cable Inc. was reportedly interested in buying a stake in Hulu, rather than taking

The $8-a-month plan allows greater access to back episodes and lets viewers watch content on multiple devices like mobile phones, tablet computers and game consoles. A free version of Hulu only allows viewing on computers. Both versions come with ads. Last year, the service generated about $690 million in revenue, but it wasn’t profitable.

The end of the sale process still leaves open the possibility that Time Warner Ca-ble or other interested TV industry players will take a stake in Hulu, according to a person familiar with the matter, who was not authorized to comment publicly.

The person also said the announcement suggests that both the free and paid ver-sions of Hulu will continue.

The injection of funds from the owner companies will go toward programming, marketing, technology and expansion costs, the person said.

Currently, Hulu has a hodge-podge of offerings. Fox, for example, provides next-day access to recent TV episodes, but only to people who subscribe to regular pay TV. It makes other viewers wait eight days be-fore they can see recent reruns. ABC and NBC do not impose such a wait.

The broadcast networks also offer full episode viewing for free on separate apps on mobile devices. On its app, NBC doesn’t require viewers to prove they are pay TV subscribers, but Fox does. ABC requires proof for live TV viewing on its app, but not for reruns.

If the networks aligned their strate-gies, next-day access on Hulu could be touted as one of the benefits of paying for a traditional TV subscription. Tying online access to a regular TV subscription is part of an industry initiative called “TV Everywhere.” But that initiative is marred by inconsistency across shows, networks and TV providers.

The 70-year-old Wolfgang Schaeuble is widely seen in Greece as an enforcer of the country’s harsh austerity measures and has been often singled out for criticism by protesters.

Schaeuble, on his first visit to Greece since its financial crisis broke out in 2009, said the country had made impressive progress in efforts to balance its budget. But he added that the debt-strapped coun-try had little choice other than to press ahead with painful reforms.

said. More than 4,000 police offi-cers were on duty Thursday for his one-day visit, which occurred a day after Parliament narrowly agreed to thousands of public-sector job cuts.

Demonstrations have been banned throughout Athens during the trip. The German minister is due to meet conservative Prime Minister Antonis Samaras and other senior Greek officials.

Police placed parliament and the city’s main Syntagma Square off lim-its to protesters, in security measures that were more extensive than those reserved for heads of government. Busy downtown subway stations

were also closed for the day, while traffic restrictions were imposed along the route from Athens Interna-tional Airport into the capital.

KIROV, Russia - Alexei Navalny, one of the Russian opposition’s leading figures, was convicted of em-bezzlement Thursday and sentenced to five years in prison. Navalny and his supporters claimed the case was politically driven to try to shut down the vehement Kremlin critic and intimidate his supporters.

Navalny was found guilty of heading a group that embezzled 16 million rubles’ ($500,000) worth of timber from state-owned company Kirovles in 2009 while he worked as an unpaid adviser to the provincial governor in Kirov, about 760 kilome-ters (470 miles) east of Moscow.

The 37-year-old lawyer played with his smartphone for much of the nearly 3 ½-hour verdict reading. A post on his Twitter account after the sentence was pronounced said, “Oh, well. Don’t get bored without me. And, importantly, don’t be idle ...”

Navalny handed the phone and his watch to his wife, Yulia, before bailiffs took custody of him and co-defendant Pyotr Ofitserov, who was given a four-year sentence.

Navalny first came to wide at-tention for vigorous blogging about

corruption. He was a top leader of the wave of massive protest rallies that broke out in late 2011 after a national parliamentary election scarred by allegations of widespread fraud. It was Navalny who first called the dominant United Russia party “the party of crooks and thieves,” a phrase that became a rallying cry for the nascent opposition to Russia’s leader, Vladimir Putin.

More recently, he pushed his ambitions by declaring himself a candidate for this fall’s Moscow mayoral election. The head of his campaign staff, Leonid Volkov, said a decision on whether to pull out of the race would be made only after he could consult with Na-valny, according to the ITAR-Tass news agency. Russian news reports said Navalny would be taken to a detention facility in Kirov before being sent to a prison.

BANGKOK - He’s known as Thailand’s jet-setting fugitive monk, and his story has riveted the country with daily headlines of lav-ish excess, promiscuity and alleged crimes ranging from statutory rape to manslaughter.

Until a month ago, 33-year old Wirapol Sukphol was relatively unknown in Thailand. Now he is at the center of the biggest religious

scandal the predominantly Buddhist country has seen in years.

Despite the vows he took to lead a life of celibacy and simplic-ity, Wirapol had a taste for luxury, police say. His excesses first came to light in June with a YouTube video that went viral. It showed the orange-robed monk in aviator sunglasses taking a private jet ride with a Louis Vuitton carry-on.

The video sparked criticism of his un-monkly behavior and a

stream of humorous headlines like, “Now boarding, Air Nirvana.”

Since then, a long list of darker secrets has emerged - including his accumulated assets of an estimated 1 billion baht ($32 million). This week, authorities issued an arrest warrant for the disgraced monk after having him defrocked in absentia.

Wirapol was in France when the scandal surfaced after leading a meditation retreat at a monastery

near Provence. He is believed to have then fled to the United States but his current whereabouts are unknown.

The arrest warrant implicates him on three charges including statutory rape, embezzlement and online fraud to seek donations. He is also under investigation for money laundering, drug trafficking and manslaughter for a hit-and-run accident. Authorities are struggling to figure out how he amassed so

much money.“Over the years there have been

several cases of men who abused the robe, but never has a monk been implicated in so many crimes,” said Pong-in Intarakhao, the case’s chief investigator for the Department of Special Investigation, Thailand’s equivalent of the FBI. “We have never seen a case this widespread, where a monk has caused so much damage to so many people and to Thai society.”

The Head of Bali Plantation Agency, I Dewa Made Buana Du-wuran, explained on Wednesday (Jul 17) the plantation license was a legality requirement as well as a guarantee for the sustainability of

the cultivation business and planta-tion product processing. “The area of plantation in Bali reaches 157,061 hectares (Statistics of Bali Planta-tion Agency, 2011). Of the acreage, 99.38 percent or 156,095 hectares belong to smallholders, while the remaining is managed by company. In Bali, there are three companies managing the plantation business namely the Bali regional company, autonomous company and PT. Bali Anacardia,” he explained.

He explained that plantation area in Bali was very small and meaningless compared to other regions in Indonesia. Though Bali plantation area was small, in terms

of product quality, the commodities of smallholders in Bali had been recognized by international market. “The Arabica coffee, for instance, has got a trademark ‘Kintamani Bali Arabica Coffee’ and poses the first commodity getting the Geographical Indication certificate issued by the Ministry of Justice and Human Rights of the Republic of Indonesia,” he explained.

Aside from coffee, the other com-modities such as cashew, according to him, were being pioneered to get the same certificate as the Arabica coffee. According to Dewa Buana, existence of the company engaged in the plantation business in Bali

was expected to serve as a busi-ness partner of the farmer groups or Subak Abian considering 99.38 percent of the Bali plantation area belonged to smallholders.

When asked about the business policy of smallholders in Bali, Dewa Made Duwuran said that for a number of leading commodities like the Arabica coffee, Robusta cof-fee, cocoa, cashew, coconut, clove, vanilla and tobacco were focused on the improvement of productivity and quality. Meanwhile, the guidance and supervision against the Pri-vate National Plantation Company (PBSN) in Bali was based on the results of reclassification toward the

plantation maintained by the PBSN under coordination of Bali and County Plantation Agency in charge of the plantation whose territory had the PBSN such as Jembrana, Bule-leng and Karangasem County.

“Result of the reclassification by the BPSN through the Bali Gu-bernatorial Decree stated that Bali in 2012 only had one plantation company namely PT. Bali Anacar-dia which could be upgraded from class IV in 2009 to class IV in 2013, while the plantation owned by two other companies namely the Bali regional company and autonomous company remained to belong to class III. Strong wind engulfing the area of Jembrana on Tuesday afternoon (Jul 16) swept a house of poor family at Tengah hamlet, Tegal Badeng village, to the ground. The home owner, Ko-mang Sudiana, 29, when the incident occurred was out of the house, but his wife, Ni Putu Eli Suyanti, was almost struck down if she did not immediately go out of the house.

Eli Suyanti claimed the incident occurred at 6:00 p.m. when the wind blew from the East. Shortly before the plaited bamboo house measur-ing 7x6 meters collapsed, she was still inside the house. “I’m looking for the missing cell phone of my husband, while my husband was out with my son to look it for at his workplace,” said the brick labor. A moment later, she heard the roaring wind accompanied by the sound of splintering timber. As she worried if the house built eight years ago would collapse, Eli rushed to go out. “As soon as leaving the porch, the house collapsed to the rear (northwards), luckily I promptly went out,” she explained. All the furniture such as bed, dresser, chair and rice were buried by roofs.

Komang Sudiana admitted that at that time he was back to his workplace to look for his missing cell phone with his son. He just knew if his house collapsed after arriving at home. “Indeed, the

WASHINGTON - Apple’s iP-hone sales are sputtering as rival smartphone makers ramp up their offerings, a market research firm said Wednesday. The survey by IHS iSuppli said smartphones are still going strong around the world, but that Apple is lagging.

WASHINGTON - The US econo-my grew at a “modest to moderate” pace in recent weeks, with the hous-ing market and construction improv-ing nationwide, the Federal Reserve said in a report Wednesday.

The Beige Book’s overall as-sessment of the US economy was unchanged from the June 5 report.

“Overall economic activity con-tinued to increase at a modest to moderate pace since the previous survey,” said the report covering late May through July 8.

The rebounding housing market continued to be a bright spot in the recovery.

“Residential real estate and con-struction activity increased at a mod-erate to strong pace in all reporting districts,” the report said.

Most of the Fed’s 12 districts reported a pickup in manufactur-

ing, consumer spending and auto sales, while hiring “held steady or increased at a measured pace,” the report said.

The Beige Book is used by Fed policymakers to frame monetary policy decisions.

Based on anecdotal information gathered in the central bank’s 12 districts, the report is published eight times a year roughly two weeks ahead of Federal Open Market Com-mittee meetings.

The FOMC is scheduled to meet on July 30-31. At its June meeting, the FOMC kept its stimulus program locked in place, saying unemployment remains high and growth was curbed by sharp federal spending cuts.

The latest Beige Book said that manufacturing activity had increased in almost all districts, boosted in part by “strong demand in residential construction” and automobile pro-duction.

Consumer spending -- which accounts for two thirds of US eco-nomic activity, overall increased but there were pockets of retail softness, particularly in the New York region.

An unusually wet June appeared to damp down consumer spending and tourism in the eastern half of the country, according to contacts surveyed.

But the picture on the slowly recovering jobs market highlighted deep woes.

US Federal Reserve Chairman Ben Bernanke reiterated Wednes-day that the Fed stimulus could be wound down next year if economic growth remains steady as forecast.

But with unemployment still high and falling slowly and inflation very low, he said, “a highly accommoda-tive monetary policy will remain appropriate for the foreseeable future.”

A fourth round of talks about the complex again ended without agreement, but the two sides will meet again next Monday, said Seoul’s chief delegate Kim Ki-Woong.

proceeds from the auction will help fund PCU clean-up projects and environmental initiatives at world-famous Uluwatu beach, one of the planet’s most iconic surf spots.

Specifically, the money raised at last weekend’s fundraiser will go directly towards the completion of an 18-cubic meter bio-digester waste water tank to manage all the liquid waste from the many local warungs (small restaurants) lining the cliffs at Uluwatu. The tank will sit in a protec-tive housing alongside the lowest point of the Uluwatu riverbed, so that all the warungs can hook into it by gravity. The fundraiser money will also go towards installing the central plumb-

ing links for all the warungs as well as individual grease traps in each of the 20 or more warungs with kitchens.

“Installation of the waste water tank should be finished by the end of October, weather dependent,” said PCU committee member Ol-lie Crowell. “The next phase is installing all the pumps and creat-ing a waste water garden for the processed water, so no more liquid waste can pool up in the riverbed.”

Crowell noted how important the Rip Curl and Uluwatu Surf Villas fundraiser was for PCU’s ongoing cleanup work at Uluwatu, in terms of both funding and support from the local community.

“This was incredibly important since PCU is operating by piecemeal and the contractors were due for another pay-ment,” he said. “This new funding will get us into the final phase of the waste water treatment system before the rainy season starts, when it becomes impos-sible to build in that riverbed. The tank is big enough to sustain an average of 500 visitor per day, and if we need more than that in the future, it’s easy to add another tank next to it.”

With Uluwatu beach reaching criti-cal mass with surfers and tourists during the current high season in Bali, moving the liquid waste system at Uluwatu for-ward into the final stages is crucial.

“All the engineering is super

basic and has been proven success-ful many times over all around the world,” said Crowell. “It’s just been slow getting people to trust in us initially and then join with us. But we now have all the local Uluwatu beach warung owners’ support and they all contribute each month to-wards the solid waste collection and recycling system we put in place two years ago. They are empowered and amping to get the liquid waste treatment system finished ASAP. When it’s all complete, this will be a model for all beaches in Indonesia suffering the same pollution woes, and it will be that much easier to repeat in the future.”

The Sad Ripu or six self-enemies were the kama (desire), loba (greed and avarice), kroda (anger), moha (confusion), mada (drunk) and mat-sarya (envy). Essentially, said Satria, it was not to eliminate the Sad Ripu itself but to get power to control them because human needed them all for self-motivation. For example,

everyone should have a desire but it should lead to a positive one. Anger and emotion were also important to flog people to attain advancement. Envy was also needed to get motiva-tion, not to destroy others.

According to Satria, the dead person whose teeth had not been filed was also required to do so. Therefore, before being bathed the dead man should follow the tooth filing procession. However, it was not carried out by a sangging (filer) but by the oldest child or the elder. The tool used was not shaper but lo-tus bud.Nevertheless, not all people could join the tooth filing ritual. Its requirement was teenager or those

who had performed the ritual of ngeraja sewala, menek kelih (grow-ing up) for girls and ngeraja singa for boys. Pregnant women were not allowed to attend the tooth filing ritual because it could damage the fetus in the abdomen.

Tooth filing ritual was usually held when organizing a mapedudus agung, ngenteg linggih, mamukur (post-cremation) and mesakapan (marriage). Poor people usually joined a mass tooth filing ritual. “Mass tooth filing is legitimate, considering if the ritual is organized individually will be very costly. By doing so, it will not cost too much,” he added.

It was a calculating display of cool by an army general plotting the overthrow of his commander in chief. Just over a week later, el-Sissi slid in the knife, announcing Morsi’s ouster on state TV on July 3 as troops took the Islamist leader into custody.

The move was the culmination of nearly a year of acrimonious relations between el-Sissi and Egypt’s first freely elected — and first civilian — president.

A series of interviews by The Asso-ciated Press with defense, security and intelligence officials paint a picture of a president who intended to flex his civilian authority as supreme com-mander of the armed forces, issuing orders to el-Sissi. In turn, the military chief believed Morsi was leading the country into turmoil and repeatedly challenged him, defying his orders in at least two cases.

The degree of their differences sug-gests that the military had been plan-ning for months to take greater control of the political reins in Egypt. When an activist group named Tamarod began a campaign to oust Morsi, building up to protests by millions nationwide that began June 30, it appears to have pro-vided a golden opportunity for el-Sissi to get rid of the president. The military helped Tamarod from early on, com-

municating with it through third par-ties, according to the officials.

The reason, the officials said, was because of profound policy differ-ences with Morsi. El-Sissi saw him as dangerously mismanaging a wave of protests early in the year that saw dozens killed by security forces. More significantly, however, the military also worried that Morsi was giving a free hand to Islamic militants in the Si-nai Peninsula, ordering el-Sissi to stop crackdowns on jihadis who had killed Egyptian soldiers and were escalating a campaign of violence.

“I don’t want Muslims to shed the blood of fellow Muslims,” Morsi told el-Sissi in ordering a halt to a planned offensive in November, retired army Gen. Sameh Seif el-Yazl told AP. Seif el-Yazl remains close to the military and sometimes appears with el-Sissi at public events.

And at root, the military estab-lishment has historically had little tolerance for the Muslim Brotherhood, Morsi’s Islamist group. The military leadership has long held the convic-tion that the group puts its regional Islamist ambitions above Egypt’s security interests.

Its alliances with Gaza’s Hamas rulers and other Islamist groups alarmed the military, which believed

Gaza militants were involved in Sinai violence. The officials said the military leadership also believed the Brotherhood was trying to co-opt commanders to turn against el-Sissi.

The military has been the most powerful institution in Egypt since officers staged a 1952 coup that top-pled the monarchy. Except for Morsi, the military has since given Egypt all of its presidents and maintained a powerful influence over policy. Hav-ing a civilian leader over the military was entirely new for the country.

The Brotherhood accuses el-Sissi of turning against them and carrying out a coup to wreck democracy. Since being deposed, Morsi is detained by the military at an undisclosed De-fense Ministry facility.

The Brotherhood had believed that el-Sissi was sympathetic with their Islamist agenda. A senior Broth-erhood official told AP that Morsi installed el-Sissi, then the head of military intelligence, as defense minister and head of the armed forces in August 2012 in part because he had been the contact man between the Brotherhood and the military junta that ruled Egypt for nearly 17 months after the February 2011 fall of autocrat Hosni Mubarak.

NEW YORK — Cooler temperatures are within sight but likely not soon enough and cool enough for a large swath of the country hit with dangerously high temperatures for days as the largest heat wave of the summer failed to budge from South Dakota to Massachusetts.

The relief is expected to begin arriving Thursday in some regions of the country as a cold front drops south from Canada. But it is not soon enough for others. New York City, for instance, is bracing for another day of temperatures in the high 90s.

Cooler temperatures are likely to sweep through the Midwest and into the Mid-Atlantic and Northeast regions by Saturday. They might be ac-companied by severe thunderstorms.

The largest heat wave of the summer has stagnated over large regions, bringing sizzling temperatures and little hope of relief without rain, a grow-ing possibility for some hard-hit areas as the weekend approaches.

Most states in the U.S. had at least one region where the temperature hit 90 degrees Wednesday, according to the National Weather Service, though the worst heat was in the Midwest to Northeast. Humid air just made it all feel worse, with heat indexes in some places over 100.

It was hot enough to buckle highway pavement in several states. Fire-fighters in Indianapolis evacuated 300 people from a senior living com-munity after a power outage knocked out the air conditioning. The state of Illinois opened cooling centers. France has long had a reputation - particularly in the English-speaking world - for being a bit difficult to visit. We love to hate it, with its surly wait-ers and superior shopkeepers. But we also love to love it: More people visit France than any other country in the world.

But now, after years of casually riding a reputation for stunning monu-ments and world-class food, the French are starting to talk about tourism as an economic benefit - and one they need to do more to capitalize on. This is a sea change in a country that has long prided itself on not doing anything as gauche as catering to visitors.

“The problem is that in France we don’t value jobs in tourism,” says Di-dier Arino, a director of the consultancy Protourisme. “We conflate services with servitude.”

The numbers show that something is amiss. With the draws of Paris, Alpine skiing and some of the ritziest Mediterranean resorts, France has been the most-visited country for every year there are statistics in the World Bank database, welcoming 83 million foreign tourists in 2012. But it has never sat atop the list of places where visitors spend the most. There, it has been No. 3, behind the U.S. and Spain, for several years. France’s Socialist government has vowed to change this.

“I want to make France No. 1, period,” Tourism Minister Sylvia Pinel told reporters last year as a new government took the reins and laid out its priorities. Improving France’s “welcome” was one of those - creating a true tourism policy for the first time, Pinel said.

“After the Muslim holiday of Lebaran, members of all regional wage councils representing work-ers will gather in Jakarta and Makassar to struggle for a 50 percent increase in minimum wages,” he said.

The government raised the prices of subsidized gasoline and diesel oil to Rp6,500 and Rp5,500 respectively from Rp4,500 a liter last month.

LONDON - Formula One boss Bernie Ecclestone has been charged by German prosecutors with pay-ing a $44 million bribe, placing his future as head of the motor sport series in doubt. The 82-year-old British billionaire has been under investigation since a German banker was convicted of taking the pay-ment from him in connection with the sale of a stake in F1.

The Munich state court said Ecclestone has until mid-August to respond to charges of bribery and incitement to breach of trust in con-nection with Gerhard Gribkowsky’s management of the bank Bayern-LB’s 47 percent stake in F1.

Ecclestone, the longtime com-mercial head of F1, acknowledged during Gribkowsky’s trial in 2011 that he made the payment five years earlier but said he was pres-sured to do so. Ecclestone’s indict-ment was dated on May 10 and has since been translated into English and delivered to Ecclestone and his

lawyers, the court said. “The law-yers have accepted an indictment,” Ecclestone told The Associated Press. “It means they have to reply to the indictment, which they are strenuously doing.”

“We didn’t do a political debrief-ing, but we did emphasize the fact of this social unrest being there for the entire duration of the Confederations Cup,” he said. “The government is now aware that next year the World Cup shouldn’t be disturbed.

“To me, these protests were like alarm bells for the government, the senate, the parliament. They should work on it so that this is not going to happen again. Though protests, if peaceful, are part of democracy and therefore have to be accepted ... we are convinced the government, and especially the president, will find the words and the actions to prevent a repeat. They have a year to do so.”

Blatter was speaking at the start of a two-day conference on sports,

media and economy set up by German great Franz Beckenbauer in Austria. FIFA later verified the comments were accurate.

The Confederations Cup, which was won by Brazil, angered citizens who are upset with the billions of dollars spent on the tournaments while they endure underfunded schools and hospitals.

Protesters aired a wide spec-trum of grievances, including the high cost of hosting the 2016 Rio Olympics.

LONDON - Formula One boss Bernie Ecclestone has been charged by German prosecutors with pay-ing a $44 million bribe, placing his future as head of the motor sport series in doubt. The 82-year-old British billionaire has been under investigation since a German banker was convicted of taking the pay-ment from him in connection with the sale of a stake in F1.

The Munich state court said Ecclestone has until mid-August to respond to charges of bribery and incitement to breach of trust in con-nection with Gerhard Gribkowsky’s management of the bank Bayern-LB’s 47 percent stake in F1.

Ecclestone, the longtime com-mercial head of F1, acknowledged during Gribkowsky’s trial in 2011 that he made the payment five years earlier but said he was pres-sured to do so. Ecclestone’s indict-ment was dated on May 10 and has since been translated into English and delivered to Ecclestone and his

lawyers, the court said. “The law-yers have accepted an indictment,” Ecclestone told The Associated Press. “It means they have to reply to the indictment, which they are strenuously doing.”

Ecclestone, whom Forbes mag-azine reports is worth $3.8 billion, said he is yet to read the indict-ment. “They are alleging I bribed someone,” Ecclestone said, while insisting he did “nothing illegal.”

Sentences in Germany for bribery range from three months to 10 years in prison. CVC Capital Partners, the investment group that has owned F1’s commercial rights since 2006, issued no direct com-ment Wednesday about the future of Ecclestone.

“Mr. Ecclestone has six weeks to provide a response to this bill of indictment prior to a deci-sion being made by the court on opening proceedings,” the board of Formula One Group said in a statement. “The board will con-tinue to monitor developments in this situation accordingly.”

It was a calculating display of cool by an army general plotting the overthrow of his commander in chief. Just over a week later, el-Sissi slid in the knife, announcing Morsi’s ouster on state TV on July 3 as troops took the Islamist leader into custody.

The move was the culmination of nearly a year of acrimonious relations between el-Sissi and Egypt’s first freely elected — and first civilian — president.

A series of interviews by The Asso-ciated Press with defense, security and intelligence officials paint a picture of a president who intended to flex his civilian authority as supreme com-mander of the armed forces, issuing orders to el-Sissi. In turn, the military chief believed Morsi was leading the country into turmoil and repeatedly challenged him, defying his orders in at least two cases.

The degree of their differences sug-gests that the military had been plan-ning for months to take greater control of the political reins in Egypt. When an activist group named Tamarod began a campaign to oust Morsi, building up to protests by millions nationwide that began June 30, it appears to have pro-vided a golden opportunity for el-Sissi to get rid of the president. The military helped Tamarod from early on, com-

municating with it through third par-ties, according to the officials.

The reason, the officials said, was because of profound policy differ-ences with Morsi. El-Sissi saw him as dangerously mismanaging a wave of protests early in the year that saw dozens killed by security forces. More significantly, however, the military also worried that Morsi was giving a free hand to Islamic militants in the Si-nai Peninsula, ordering el-Sissi to stop crackdowns on jihadis who had killed Egyptian soldiers and were escalating a campaign of violence.

“I don’t want Muslims to shed the blood of fellow Muslims,” Morsi told el-Sissi in ordering a halt to a planned offensive in November, retired army Gen. Sameh Seif el-Yazl told AP. Seif el-Yazl remains close to the military and sometimes appears with el-Sissi at public events.

And at root, the military estab-lishment has historically had little tolerance for the Muslim Brotherhood, Morsi’s Islamist group. The military leadership has long held the convic-tion that the group puts its regional Islamist ambitions above Egypt’s security interests.

Its alliances with Gaza’s Hamas rulers and other Islamist groups alarmed the military, which believed

Gaza militants were involved in Sinai violence. The officials said the military leadership also believed the Brotherhood was trying to co-opt commanders to turn against el-Sissi.

The military has been the most powerful institution in Egypt since officers staged a 1952 coup that top-pled the monarchy. Except for Morsi, the military has since given Egypt all of its presidents and maintained a powerful influence over policy. Hav-ing a civilian leader over the military was entirely new for the country.

The Brotherhood accuses el-Sissi of turning against them and carrying out a coup to wreck democracy. Since being deposed, Morsi is detained by the military at an undisclosed De-fense Ministry facility.

The Brotherhood had believed that el-Sissi was sympathetic with their Islamist agenda. A senior Broth-erhood official told AP that Morsi installed el-Sissi, then the head of military intelligence, as defense minister and head of the armed forces in August 2012 in part because he had been the contact man between the Brotherhood and the military junta that ruled Egypt for nearly 17 months after the February 2011 fall of autocrat Hosni Mubarak.

NEW YORK — Cooler temperatures are within sight but likely not soon enough and cool enough for a large swath of the country hit with dangerously high temperatures for days as the largest heat wave of the summer failed to budge from South Dakota to Massachusetts.

The relief is expected to begin arriving Thursday in some regions of the country as a cold front drops south from Canada. But it is not soon enough for others. New York City, for instance, is bracing for another day of temperatures in the high 90s.

Cooler temperatures are likely to sweep through the Midwest and into the Mid-Atlantic and Northeast regions by Saturday. They might be ac-companied by severe thunderstorms.

The largest heat wave of the summer has stagnated over large regions, bringing sizzling temperatures and little hope of relief without rain, a grow-ing possibility for some hard-hit areas as the weekend approaches.

Most states in the U.S. had at least one region where the temperature hit 90 degrees Wednesday, according to the National Weather Service, though the worst heat was in the Midwest to Northeast. Humid air just made it all feel worse, with heat indexes in some places over 100.

It was hot enough to buckle highway pavement in several states. Fire-fighters in Indianapolis evacuated 300 people from a senior living com-munity after a power outage knocked out the air conditioning. The state of Illinois opened cooling centers. The Environmental Protection Agency said the heat was contributing to air pollution in New England.

France has long had a reputation - particularly in the English-speaking world - for being a bit difficult to visit. We love to hate it, with its surly wait-ers and superior shopkeepers. But we also love to love it: More people visit France than any other country in the world.

But now, after years of casually riding a reputation for stunning monu-ments and world-class food, the French are starting to talk about tourism as an economic benefit - and one they need to do more to capitalize on. This is a sea change in a country that has long prided itself on not doing anything as gauche as catering to visitors.

“The problem is that in France we don’t value jobs in tourism,” says Di-dier Arino, a director of the consultancy Protourisme. “We conflate services with servitude.”

The numbers show that something is amiss. With the draws of Paris, Alpine skiing and some of the ritziest Mediterranean resorts, France has been the most-visited country for every year there are statistics in the World Bank database, welcoming 83 million foreign tourists in 2012. But it has never sat atop the list of places where visitors spend the most. There, it has been No. 3, behind the U.S. and Spain, for several years. France’s Socialist government has vowed to change this.

“I want to make France No. 1, period,” Tourism Minister Sylvia Pinel told reporters last year as a new government took the reins and laid out its priorities. Improving France’s “welcome” was one of those - creating a true tourism policy for the first time, Pinel said.

“After the Muslim holiday of Lebaran, members of all regional wage councils representing work-ers will gather in Jakarta and Makassar to struggle for a 50 percent increase in minimum wages,” he said.

The government raised the prices of subsidized gasoline and diesel oil to Rp6,500 and Rp5,500 respectively from Rp4,500 a liter last month.

WASHINGTON - Apple’s iP-hone sales are sputtering as rival smartphone makers ramp up their offerings, a market research firm said Wednesday. The survey by IHS iSuppli said smartphones are still going strong around the world, but that Apple is lagging.

“Apple’s iPhone franchise ap-pears to be stalling as first-quarter shipments of 37.4 million fell below expectations,” the report said.

“With the next iPhone model not expected until the second half of the year, there is a real possibility that the full-year 2013 sales volume of the iPhone may be essentially flat at around 150 million units, compared

to 134 million units in 2012.”IHS analyst Wayne Lam said

the volume of new flagship smart-phones from top manufacturers this year “has been astounding,” citing the new BlackBerry Z10, HTC One, and updated Samsung Galaxy S4.

“The possible slowing growth of the iPhone and the rapid pace of competitive smartphone releases

speak to the ferocious nature of the handset business, especially now as the market continues to pivot from a market dominated by lower-end handsets known as feature phones to one that is increasingly smart-phone-centric,” Lam said.

IHS said smartphones are likely to make up more than half of the 1.5 billion handsets sold in 2013. It said

that by the end of 2013, the number of mobile subscribers worldwide is projected to reach seven billion, an increase of 6.5 percent from the end of 2012. Recent surveys have shown Google’s Android operating system is used on around three-fourths of new smartphones. Apple’s iOS ac-counts for around one-fifth of the worldwide market.

WASHINGTON - The US econo-my grew at a “modest to moderate” pace in recent weeks, with the hous-ing market and construction improv-ing nationwide, the Federal Reserve said in a report Wednesday.

The Beige Book’s overall as-sessment of the US economy was unchanged from the June 5 report.

“Overall economic activity con-tinued to increase at a modest to moderate pace since the previous survey,” said the report covering late May through July 8.

The rebounding housing market continued to be a bright spot in the recovery.

“Residential real estate and con-struction activity increased at a mod-erate to strong pace in all reporting districts,” the report said.

Most of the Fed’s 12 districts reported a pickup in manufactur-

ing, consumer spending and auto sales, while hiring “held steady or increased at a measured pace,” the report said.

The Beige Book is used by Fed policymakers to frame monetary policy decisions.

Based on anecdotal information gathered in the central bank’s 12 districts, the report is published eight times a year roughly two weeks ahead of Federal Open Market Com-mittee meetings.

The FOMC is scheduled to meet on July 30-31. At its June meeting, the FOMC kept its stimulus program locked in place, saying unemployment remains high and growth was curbed by sharp federal spending cuts.

The latest Beige Book said that manufacturing activity had increased in almost all districts, boosted in part by “strong demand in residential construction” and automobile pro-duction.

Consumer spending -- which accounts for two thirds of US eco-nomic activity, overall increased but there were pockets of retail softness, particularly in the New York region.

An unusually wet June appeared to damp down consumer spending and tourism in the eastern half of the country, according to contacts surveyed.

But the picture on the slowly recovering jobs market highlighted deep woes.

US Federal Reserve Chairman Ben Bernanke reiterated Wednes-day that the Fed stimulus could be wound down next year if economic growth remains steady as forecast.

But with unemployment still high and falling slowly and inflation very low, he said, “a highly accommoda-tive monetary policy will remain appropriate for the foreseeable future.”

A fourth round of talks about the complex again ended without agreement, but the two sides will meet again next Monday, said Seoul’s chief delegate Kim Ki-Woong.

The Kaesong estate in North Korea, the last remaining symbol of cross-border cooperation, shut down in April as military ten-sions mounted after the North’s February nuclear test and South Korean-US war games.

The North’s official Korean Central News Agency (KCNA) said Pyongyang negotiators had advanced “sincere and practical proposals” and blamed the failure of the talks on the South.

“The talks ended without fruit due to the unreasonable assertions and insincere attitude despite the north side’s sincere efforts,” it said, confirming the next round of talks for Monday.

proceeds from the auction will help fund PCU clean-up projects and environmental initiatives at world-famous Uluwatu beach, one of the planet’s most iconic surf spots.

Specifically, the money raised at last weekend’s fundraiser will go directly towards the completion of an 18-cubic meter bio-digester waste water tank to manage all the liquid waste from the many local warungs (small restaurants) lining the cliffs at Uluwatu. The tank will sit in a protec-tive housing alongside the lowest point of the Uluwatu riverbed, so that all the warungs can hook into it by gravity. The fundraiser money will also go towards installing the central plumb-

ing links for all the warungs as well as individual grease traps in each of the 20 or more warungs with kitchens.

“Installation of the waste water tank should be finished by the end of October, weather dependent,” said PCU committee member Ol-lie Crowell. “The next phase is installing all the pumps and creat-ing a waste water garden for the processed water, so no more liquid waste can pool up in the riverbed.”

Crowell noted how important the Rip Curl and Uluwatu Surf Villas fundraiser was for PCU’s ongoing cleanup work at Uluwatu, in terms of both funding and support from the local community.

“This was incredibly important since PCU is operating by piecemeal and the contractors were due for another pay-ment,” he said. “This new funding will get us into the final phase of the waste water treatment system before the rainy season starts, when it becomes impos-sible to build in that riverbed. The tank is big enough to sustain an average of 500 visitor per day, and if we need more than that in the future, it’s easy to add another tank next to it.”

With Uluwatu beach reaching criti-cal mass with surfers and tourists during the current high season in Bali, moving the liquid waste system at Uluwatu for-ward into the final stages is crucial.

“All the engineering is super

basic and has been proven success-ful many times over all around the world,” said Crowell. “It’s just been slow getting people to trust in us initially and then join with us. But we now have all the local Uluwatu beach warung owners’ support and they all contribute each month to-wards the solid waste collection and recycling system we put in place two years ago. They are empowered and amping to get the liquid waste treatment system finished ASAP. When it’s all complete, this will be a model for all beaches in Indonesia suffering the same pollution woes, and it will be that much easier to repeat in the future.”

Essentially, said Satria, it was not to eliminate the Sad Ripu itself but to get power to control them because human needed them all for self-motivation. For example,

everyone should have a desire but it should lead to a positive one. Anger and emotion were also important to flog people to attain advancement. Envy was also needed to get motiva-tion, not to destroy others.

According to Satria, the dead person whose teeth had not been filed was also required to do so. Therefore, before being bathed the dead man should follow the tooth filing procession. However, it was not carried out by a sangging (filer) but by the oldest child or the elder. The tool used was not shaper but lo-tus bud.Nevertheless, not all people could join the tooth filing ritual. Its requirement was teenager or those

who had performed the ritual of ngeraja sewala, menek kelih (grow-ing up) for girls and ngeraja singa for boys. Pregnant women were not allowed to attend the tooth filing ritual because it could damage the fetus in the abdomen.

Tooth filing ritual was usually held when organizing a mapedudus agung, ngenteg linggih, mamukur (post-cremation) and mesakapan (marriage). Poor people usually joined a mass tooth filing ritual. “Mass tooth filing is legitimate, considering if the ritual is organized individually will be very costly. By doing so, it will not cost too much,” he added.

The 70-year-old Wolfgang Schaeuble is widely seen in Greece as an enforcer of the country’s harsh austerity measures and has been often singled out for criticism by protesters.

KIROV, Russia - Alexei Navalny, one of the Russian opposition’s leading figures, was convicted of em-bezzlement Thursday and sentenced to five years in prison. Navalny and his supporters claimed the case was politically driven to try to shut down the vehement Kremlin critic and intimidate his supporters.

Navalny was found guilty of heading a group that embezzled 16 million rubles’ ($500,000) worth of timber from state-owned company Kirovles in 2009 while he worked as an unpaid adviser to the provincial governor in Kirov, about 760 kilome-ters (470 miles) east of Moscow.

The 37-year-old lawyer played with his smartphone for much of the nearly 3 ½-hour verdict reading. A post on his Twitter account after the sentence was pronounced said, “Oh, well. Don’t get bored without me. And, importantly, don’t be idle ...”

Navalny handed the phone and his watch to his wife, Yulia, before bailiffs took custody of him and co-defendant Pyotr Ofitserov, who was given a four-year sentence.

Navalny first came to wide at-tention for vigorous blogging about

corruption. He was a top leader of the wave of massive protest rallies that broke out in late 2011 after a national parliamentary election scarred by allegations of widespread fraud. It was Navalny who first called the dominant United Russia party “the party of crooks and thieves,” a phrase that became a rallying cry for the nascent opposition to Russia’s leader, Vladimir Putin.

More recently, he pushed his ambitions by declaring himself a candidate for this fall’s Moscow mayoral election. Until a month ago, 33-year old Wirapol Sukphol was relatively unknown in Thailand. Now he is at the center of the biggest religious

scandal the predominantly Buddhist country has seen in years.

Despite the vows he took to lead a life of celibacy and simplic-ity, Wirapol had a taste for luxury, police say. His excesses first came to light in June with a YouTube video that went viral. It showed the orange-robed monk in aviator sunglasses taking a private jet ride with a Louis Vuitton carry-on.

The video sparked criticism of his un-monkly behavior and a

stream of humorous headlines like, “Now boarding, Air Nirvana.”

Since then, a long list of darker secrets has emerged - including his accumulated assets of an estimated 1 billion baht ($32 million). This week, authorities issued an arrest warrant for the disgraced monk after having him defrocked in absentia.

The Head of Bali Plantation Agency, I Dewa Made Buana Du-wuran, explained on Wednesday (Jul 17) the plantation license was a legality requirement as well as a guarantee for the sustainability of

the cultivation business and planta-tion product processing. “The area of plantation in Bali reaches 157,061 hectares (Statistics of Bali Planta-tion Agency, 2011). Of the acreage, 99.38 percent or 156,095 hectares belong to smallholders, while the remaining is managed by company. In Bali, there are three companies managing the plantation business namely the Bali regional company, autonomous company and PT. Bali Anacardia,” he explained.

He explained that plantation area in Bali was very small and meaningless compared to other regions in Indonesia. Though Bali plantation area was small, in terms

of product quality, the commodities of smallholders in Bali had been recognized by international market. “The Arabica coffee, for instance, has got a trademark ‘Kintamani Bali Arabica Coffee’ and poses the first commodity getting the Geographical Indication certificate issued by the Ministry of Justice and Human Rights of the Republic of Indonesia,” he explained.

Aside from coffee, the other com-modities such as cashew, according to him, were being pioneered to get the same certificate as the Arabica coffee. According to Dewa Buana, existence of the company engaged in the plantation business in Bali

was expected to serve as a busi-ness partner of the farmer groups or Subak Abian considering 99.38 percent of the Bali plantation area belonged to smallholders.

When asked about the business policy of smallholders in Bali, Dewa Made Duwuran said that for a number of leading commodities like the Arabica coffee, Robusta cof-fee, cocoa, cashew, coconut, clove, vanilla and tobacco were focused on the improvement of productivity and quality. Meanwhile, the guidance and supervision against the Pri-vate National Plantation Company (PBSN) in Bali was based on the results of reclassification toward the

plantation maintained by the PBSN under coordination of Bali and County Plantation Agency in charge of the plantation whose territory had the PBSN such as Jembrana, Bule-leng and Karangasem County.

Strong wind engulfing the area of Jembrana on Tuesday afternoon (Jul 16) swept a house of poor family at Tengah hamlet, Tegal Badeng village, to the ground. The home owner, Ko-mang Sudiana, 29, when the incident occurred was out of the house, but his wife, Ni Putu Eli Suyanti, was almost struck down if she did not immediately go out of the house.

Eli Suyanti claimed the incident occurred at 6:00 p.m. when the wind blew from the East. Shortly before the plaited bamboo house measur-ing 7x6 meters collapsed, she was still inside the house. “I’m looking for the missing cell phone of my husband, while my husband was out with my son to look it for at his workplace,” said the brick labor. A moment later, she heard the roaring wind accompanied by the sound of splintering timber. As she worried if the house built eight years ago would collapse, Eli rushed to go out. “As soon as leaving the porch, the house collapsed to the rear (northwards), luckily I promptly went out,” she explained. All the furniture such as bed, dresser, chair and rice were buried by roofs.

Komang Sudiana admitted that at that time he was back to his workplace to look for his missing cell phone with his son. He just knew if his house collapsed after arriving at home. “Indeed, the

house has been porous and was formerly occupied by my father. Now, my father has got house refur-bishment assistance,” explained Sudiana equally working as a brick labor. Temporarily, the victim with his wife and son occupied one of the rooms in the house assisted by the government. Other than his father, the house was also occupied by his brother and his mother. “For the time being, we will stay there together as there is no other place to stay,” he added.

Chief of Tengah hamlet, Putu Wirawan, when met at the location with the village representative agency (BPD) of Tegal Badeng Barat, Sukirman, said that his party had reported the incident to village authority and resumed the proposal for the handling to Jembrana and Bali government. The victim was a poor family and was recorded in the red book. Meanwhile, the victim’s father, Ketut Pasek, pre-viously recorded as poor family had been delisted after receiving the house refurbishment assistance. “The victim has also been proposed to get such house refurbishment assistance,” he explained.

DENPASAR - The potential of salt farming in Bali, especially in three counties namely Karangasem, Klungkung and Buleleng, is quite high. Unfortunately, according to a member of Commission IV of the House of Representatives from Bali in charge of agriculture, livestock, fisheries and forestry sector, AA Bagus Jelantik Sanjaya, the potential had not been worked on optimally due to lack of technology touch. “The potential of salt production in Bali has not been worked on optimally because the process stays traditional, without the use of technology. Therefore, local governments and farmers need to be encouraged to work on the potential,” said Sanjaya Jelantik in Denpasar.

Further, he said the potential of salt production in some regions in Bali was quite high. As in Karangasem, the salt production had reached 920 tons per year on an area of 8 hectares.

In Buleleng, the production reached 5,855 tons of salt per year on the land of 149 hectares. Both regions had been included in the program known as the People’s Salt Business Empowerment (Pugar) of the Ministry of Marine Affairs and Fisheries and the production continued to increase each year. “Meanwhile, in Klungkung the potential is high but so far the salt production remains in small number because it has not been taken seriously,” he said.

He added that salt production in Bali remained to be mostly used to supply the demand in Bali, while the rest was sent to outside Bali and abroad.

He pointed out that salt farming at Tejakula, Buleleng, had been ex-ported to Japan for the manufacture of cosmetics and pharmaceuticals. As being exported, the price would surely be more expensive reaching IDR 10,000 per kg compared to salt for domestic consumption only lying in the range of IDR 2,000 to IDR 3,000 per kg. “Such great potential has not been worked on optimally. So, we ask the salt farmer group and local government to proactively develop the region and explore the potential so that it can improve the welfare of salt farmers,” said the politician from Karangasem.

Nationally, the demand for domestic salt consumption could have been met by domestic production. Even, Indonesia had reached production surplus of salt for consumption amounting to 1,538,616 tons. Meanwhile, for the salt of industry, Indonesia had not been able to meet the domestic demand and was forced to import from other countries.

“There were 119,900 tons of imported salt to meet the demand for industry. Compared to the previous two years, the number of imported salt for industry dropped from 60 percent to 30-40 percent,” he said while adding that government was attempting to boost the production of salt for industry so that it was no longer needed to import. “Now, we are boosting the production of salt for industry and some regions in Bali like Karangasem chiefly Amed have such potential,” said the Gerindra politician. Prof. Dr. Wayan Ramantha, said that Bali as a world tourist destina-tion should have a comparative advantage, not artificial tourism. To that end, the island known as the paradise of travelers should maintain its cultural tourism hav-ing become the icon of tourism in Bali.

“It isn’t different from a suicide if we leave cultural tourism. How silly it is if we leave the cultural tourism. Why must we preserve the cultural tourism? It is our comparative advantage, while if we think about the other kinds of tourism (new destination at Benoa Bay—Ed) denoting the comparative advantage of other countries, we would not have been able to catch it up,” he said.

According to him, every country had its own advantage in develop-ing tourism in their country. Singa-pore, for instance, had been known worldwide for shopping tourism and Thailand for nightlife tourism. Each of these countries sold their

potential considered to have strong competitiveness, so as to compete in the tourism sector.

“For instance, if Singapore wants cultural tourism, of course it cannot do it. On the contrary, if Bali wants to develop shopping tourism it has been left behind for 30 years. There-fore, we have confidence to fail because our comparative advantage has failed, why must we plan some-thing that will fail?” he said.

Ramantha added the develop-ment of Bali was only on paper whereas in terms of vision and mis-sion it was extraordinary because having taken sides with the growth (pro-growth), creation of job oppor-tunities (pro-job), poverty allevia-tion (pro-poor) and preservation of environment (pro-environment).

Taking sides with the growth was indeed correct, but the growth averagely 6 percent achieved at this time could not be proud of. The government had not made long term investment in the form of community empowerment to alleviate poverty.

To that end, he said, the urgent measure that should be taken by the stakeholders was the empow-erment of community, namely the improvement of entrepreneurship. Although they could not become entrepreneurs, they could at least have the working skills.

Similar opinion was revealed by the Dean of Faculty of Economics, Undiknas University, Prof. Dr. Ida Bagus Raka Suardana. Reclamation of Benoa Bay was a very basic mis-

take. The government should reflect on the reclamation of Serangan Island that had not been clear so far. Even, it was detrimental to the environment, society and culture.

According to him, economically the rapid development in Southern Bali would boost the economic growth of Bali. Unluckily, the growth happening deviated from the expectations and the gap was increasingly wider. “The current growth is ambiguous because there was no equalization. The growth (in Southern Bali—Ed) does not absorb the competence of the Balinese,” he said.

Other than causing congestion and social impacts, the rapid devel-opment of tourism in Southern Bali, especially in Badung County, would also lead to economic leakage. When an investment was financed by foreign or corporate network, then the goods required would be supplied from outside, so that the money generated would not be circulating in Bali, but evaporated back to the country of origin of the investment.

The Head of Tourist Destination Undergraduate Study Program, Fac-ulty of Tourism, Udayana Universi-ty, I Gusti Agung Oka Mahagangga, also agreed that the government and the whole community of Bali upheld their cultural tourism. “Bali is small, so that it must be set in order to achieve a sustainable tourism conceptually. 21st Century Fox last month split from News Corp., which maintains the conglomerate’s publishing assets. Hulu’s

other owners are The Walt Disney Co. and Comcast Corp.’s NBCUniversal. Comcast is a silent partner as a condi-tion of its purchase of NBCUniversal in January 2011.

Hulu, which carries older movies and recently aired TV shows from Disney’s ABC, Fox, NBC and other networks, has more than 4 million paying subscribers to its Hulu Plus premium plan. The $8-a-month plan allows greater access to back episodes and lets viewers watch content on multiple devices like mobile phones, tablet computers and game consoles. A free version of Hulu only allows viewing on computers. Both versions come with ads. Last year, the service generated about $690 million in revenue, but it wasn’t profitable.

The end of the sale process still leaves open the possibility that Time Warner Ca-ble or other interested TV industry players will take a stake in Hulu, according to a person familiar with the matter, who was not authorized to comment publicly.

The person also said the announcement suggests that both the free and paid ver-sions of Hulu will continue.

The injection of funds from the owner companies will go toward programming, marketing, technology and expansion costs, the person said.

Currently, Hulu has a hodge-podge of offerings. Fox, for example, provides next-day access to recent TV episodes, but only to people who subscribe to regular pay TV. It makes other viewers wait eight days be-fore they can see recent reruns. ABC and NBC do not impose such a wait.

The broadcast networks also offer full episode viewing for free on separate apps on mobile devices. On its app, NBC doesn’t require viewers to prove they are pay TV subscribers, but Fox does. ABC requires proof for live TV viewing on its app, but not for reruns.

If the networks aligned their strate-gies, next-day access on Hulu could be touted as one of the benefits of paying for a traditional TV subscription. Tying online access to a regular TV subscription is part of an industry initiative called “TV Everywhere.” But that initiative is marred by inconsistency across shows, networks and TV providers.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Deputy Chairman of the Bali House, Ida Bagus Putu Sukarta, said on Tuesday (Jul 16) that reclamation plan was better to be stopped. The executive had to ab-sorb the aspirations of Balinese people. “We do not agree to the reclamation plan. Therefore, let’s absorb the aspirations of Balinese people. Simply stop the recla-mation,” said Sukarta.

Sukarta doubling as Chairman of the Gerindra Party of Bali Chapter empha-sized the importance for the executive to absorb the people’s aspirations and respond to the rejection revealed by component of Balinese people against the reclamation plan. It should not think about the reclamation and development of tourist accommodation facilities in the form of marine residence, apart-ments, Disneyland-like recreational park, golf courses and yacht harbor that would make Balinese community more prosperous. The reclamation would only plunge the Balinese into the abyss of the economic inequality. Balinese people would race in the competition against large capitalists.

On that account, as a Balinese peo-ple’s representative he firmly rejected the reclamation plan. “Let absorb and listen to the aspirations of Balinese people and let’s be on our mettle. Simply stop the reclamation because it’s more harmful to Balinese people,” he said.

Likewise, he asked the executive to refer to the rules in relation to the recla-mation plan. This politician from Sanur also requested all the components of

society to understand about the interests of large capital owners behind the rec-lamation plan because the reclamation was only for business interests, not for preservation of the environment. “We indeed have to think dynamically, but the structure of the environment and Balinese culture may not change fun-damentally,” hoped Sukarta who would put up in the legislative election 2014 to represent Bali in the House of Represen-tatives of the RI.

He added the reclamation would have a negative impact on the structure of socio-culture. The behavior of Balinese humans would change and they would be getting involved in the increasingly high-er competition. He cited the reclamation of Serangan Island that had changed the socio-cultural order of local community such as the increasingly higher crime and more rampant HIV/AIDS. Physically, the reclamation of Serangan Island had caused Sanur, Padanggalak and Lebih Beach to be exposed to abrasion due to changing ocean currents. “So, do not let similar condition happen due to reclama-tion at Benoa Bay,” he hoped.

Besides, the economy and business activities would be concentrated in Southern Bali, so that the balance and distribution of economy and develop-ment could not be realized. “It is certainly not in accordance with the development plan to balance the development for the entire region of Bali,” he said.

Mobilization of the population would also increasingly concentrated in Southern Bali, so that the conges-tion would be getting more severe. “By increasing the facilities and tour-ist accommodation in Southern Bali, the population movement will grow faster so that it also causes more serious congestion,” he concluded. According to him, with the availability of adequate infra-structure in Northern, Eastern and Western Bali, the investors would flock to the regions to invest. For example, the plan to build the airport at Sumberkima, Buleleng, although it was unclear yet, the investors had been eyeing the region to invest.

“The government does not need to drive out the investors from Southern Bali especially

Badung. Even, the moratorium is not required because investors will invest to Northern and East-ern if the adequate infrastructure has been available,” he said.

He added that in terms of economic standpoint, investing in Northern and Eastern Bali was not currently profitable. It happened because the road ac-cess to the regions took a long time, so that tourists coming to Bali were reluctant to visit the regions. Actually, the tourist at-tractions existing in the regions were no less interesting than the ones in Southern Bali.

“For instance, dolphin tour in Singaraja cannot be found in other regions. Due to travel time is longer, guests must spend the night there. There has been no road access to shorter the travel time, so that tourists are lazy to visit the region. As

a result, the investors are also lazy to invest because it is not economically feasible. To that end, it is required an adequate infrastructure first to encourage the investment there,” he said.

Aside from providing in-frastructure, Ramantha also expected the government not to promise the investors any regions that were clearly im-possible to invest because such a pattern would make the investors give up investing in Bali. “It must be clear which regions will be intended for investments and which regions will not. It means to give cer-tainty to investors so that they do not give up after investing because in fact they are faced with some problems or it is not feasible. Ultimately, the proj-ect is abandoned and fails,” he concluded. (kmb27)

Investors were reluctant to invest in Northern and Eastern Bali and chose to invest in Southern Bali, namely in Badung, Denpasar and Gianyar, due to adequate infrastructure. To that end, both the county/municipal and provincial government should provide adequate infrastructure to the regions rarely touched by investment.

NEW YORK — Scheduling the release of a summer movie isn’t exactly a science. It clearly isn’t an art, either. It’s more akin to a contact sport: Seize the advantageous position, sustain as little damage as possible, and score.

All of which makes this weekend’s open-ing of both “Red 2” and “R.I.P.D.” a little like sacking your own quarterback. Both films are action-thrillers. Both are about over-age law enforcers (in “R.I.P.D.,” some are so old, they’re dead). And both make a virtue of their, shall we say, mature stars.

Those stars include Bruce Willis (58), An-thony Hopkins (75), John Malkovich (59) and Helen Mirren (67) in “Red 2” and Jeff Bridges (63) and Kevin Bacon (55) in “R.I.P.D.,” which, by the way, stands for “Rest in Peace Department.”

It may not make a huge difference at the box office, but both films also feature the less-than-prolific Mary-Louise Parker, who has a solid base among discriminating male viewers

but is better known for her work in cable TV’s “Weeds.”

Add to all this the fact that Robert Sch-wentke, the director of Universal’s “R.I.P.D.,” had directed the original “Red” of 2010 from Summit Entertainment and for whatever reason (Schwentke didn’t want to talk about it) lost the sequel to director Dean Parisot.

Assuming there’s no ill will involved, that’s a lot of coincidence, said distribution consul-tant Richard Abramowitz, who teaches film production at New York University and runs the film company Abramorama. “It seems like too big a mistake to be a mistake.”

But the “Red 2”/’’R.I.P.D.” collision may simply be a symptom of the state of Holly-wood. There have been very few weekends since May that haven’t been dominated by a big-budget, major-studio release — a so-called “tent-pole” picture. There was “Iron Man 3” on May 2, “The Great Gatsby” on May 10, “Star Trek Into Darkness” on May 15, “Fast & Furious 6” on May 24, “After Earth” on May 31 and so on.

The photo of Dzhokhar Tsarnaev sched-uled to hit shelves Friday looks more like a young Bob Dylan or Jim Morrison than the 19-year-old who pleaded not guilty last week, looking casual despite having a swollen face and his arm in a cast.

The same image of Tsarnaev, an eth-nic Chechen who came to the U.S. as a child, was widely circulated and used by newspapers and magazines before, but the music magazine is being criticized for turning it into something more ap-pealing — and making Tsarnaev look like a rock star.

“I can’t think of another instance in which one has glamorized the image of an alleged terrorist. This is the image of a rock star. This is the image of someone who is admired, of someone who has a fan base, of someone we are critiquing as art,” said Kathleen Hall Jamieson, director of the Annenberg Public Policy Center at the University of Pennsylvania.

Public outrage was swift, including tough words from the Boston mayor, bombing survivors and the governor of Massachusetts. At least five retailers with strong New England ties said they would not sell the issue that features an in-depth look into how a charming, well-liked teen took a dark turn toward radical Islam.

The magazine uses Tsarnaev’s playful nickname in a headline: “Jahar’s World.” Its cover teaser declares for the story: “The Bomber. How a Popular, Promising Student was Failed by His Family, Fell Into Radical Islam and Became a Monster.” The story was made available on the magazine’s website Wednesday.

A brief Rolling Stone statement offered condolences to bombing survivors and the loved ones of the dead. Three people were killed in the bombing, and dozens were wounded.

“The fact that Dzhokhar Tsarnaev is young, and in the same age group as many of our readers, makes it all the more

important for us to examine the complexi-ties of this issue and gain a more complete understanding of how a tragedy like this happens,” the statement said.

That’s little consolation for James “Bim” Costello, 30, who needed pig skin grafts on most of his right arm and right leg after the bombing. His body was pebbled with shrapnel, including nails he pulled out of his stomach himself. Three of his close friends lost legs that day, and others suf-fered serious burns and shrapnel injuries.

“I think whoever wrote the article should have their legs blown off by some-one,” struggle through treatment “and then see who they would choose to put on the cover,” Costello said.

Lauren Gabler had finished her fourth Boston Marathon and was two blocks from the finish line explosions that April day. At first she thought the Rolling Stone photo, first released on the magazine’s website and Facebook page, was of a model or a rock star.

“All of a sudden you realize that’s the Boston bomber,” said Gabler. “The cover almost tricks you into what you’re look-ing at.
