Report No. 563, as reported out by the Committee on Suffrage and Electoral Reforms and the Committee on Appropriations.

REP. BONDOC. Mr. Speaker, the Sponsor, Chairman of the Committee on Suffrage and Electoral Reforms, Hon. Fredenil “Fred” H. Castro from the Second District of Capiz, is present and he has indicated, Mr. Speaker, his desire that we consider the Explanatory Note of said measure as its sponsorship speech.

REP. ATIENZA. Again, we take note that when we are taking up matters on Second Reading, pagbigyan po naman ninyo ng pagkakataon ang mga Miyembro na makapagtanong. So, do not close the period of debate when there has been no debate yet. Give us an opportunity to ask questions to the Sponsor, para po naman malinaw na malinaw ang pinag-uusapan natin at bago natin ma-aprubahan ito ay nasagot na po lahat ng katanungan.

REP. BONDOC. Mr. Speaker, our parliamentary status is that we are in consideration of House Bill No. 5412, as contained in Committee Report No. 563. Earlier, I made a motion to reopen the period of sponsorship and debate, and in addendum to that, moved for the recognition of the author of the measure, the Hon. Antonio L. Tinio from the Party-List ACT Teachers to sponsor said measure.

explain the very essence of the measure.

REP. TINIO. Thank you, Mr. Speaker.Mr. Speaker, ang bill na ito, in Committee Report No.

563 of House Bill No. 5412, entitled: AN ACT MAKING ELECTION SERVICE NON-COMPULSORY FOR PUBLIC SCHOOL TEACHERS, PROVIDING FOR COMPENSATION AND OTHER BENEFITS ay isang tugon sa matagal nang hiling at hinaing ng ating libu-libong mga public school teachers.

Sa kasaysayan ng eleksyon sa Pilipinas, itinatakda ng ating batas na compulsory o sapilitan ang election service para sa mga public school teachers. At dahil dito, sa mga nakalipas na taon, ay maraming bilang na ng mga public school natin, sa mga public school teachers natin, ang nagsakripisyo, kasama na ang pagsakripisyo ng sarili nilang buhay para magkaroon tayo ng credible na eleksyon. Hindi ko na babanggitin ang iba’t ibang mga biktima.

Ang ginagawa ng panukalang batas na ito ay gagawin na lamang boluntaryo, hindi compulsory, ang election service para sa mga public school teachers. Hindi po kailangang mangamba ang ating mga kasamahan dito sa Kapulungang ito dahil hindi ibig sabihin ay hindi na maglilingkod ang mga public school teachers. I can assure you, sa ating mga konsultasyon sa hanay ng mga public school teachers, handa pa rin ang marami, ang vast majority ng mga public school teachers natin na magsilbi sa mga eleksyon. Ngunit ang ginagawa lamang ng batas na ito, inaalis na ang posibleng parusa sa mga public school teachers na sa iba’t ibang kadahilanan ay hindi makapaglilingkod.

Mayroon ding mga probisyon ang ating batas, ang panukalang batas na ito, na kung sakaling hindi makapaglilingkod ang public school teacher, sino ang maglilingkod? So, may mga—mamaya, sa debate

natin, maaari sigurong ipaliwanag natin kung sino pa ang nakahanay para magsilbi sa eleksiyon kung hindi makapagsisilbi ang isang public school teacher, Mr. Speaker.

Sana po ay masuportahan ng Kapulungang ito ang mabilis na pagpasa ng batas na ito dahil matagal na na hinaing ito ng ating public schools teachers, at tunay na kikilalanin ng ating mga guro ang pagtugon, ang positibong pagtugon ng Kapulungang ito sa pagpasa ng batas na ito.

REP. ATIENZA. At the outset, we would like to stress that the reason why we asked that we start this measure on the right footing at pabayaan po nating talakayin ng malaya on Second Reading sapagkat iyan po ang tamang paraan ng paggawa ng batas.

Dati-rati po ay hindi na natin idinadaan sa Second Reading, wala na pong paliwanag, numero na lamang ang naririnig natin, at inaaprubahan natin ito on Second and Third Reading na hindi po alam ng mga Miyembro ng Kongreso kung ano ang inaprubahan.

Ngayon, binabati ko ang Kapulungan, ang ating Presiding Officer, na hinayaan niya ang malayang talakayan sa ating panukalang batas na ito na napakahalaga sa ating sistema.

In the past, when our elections were more credible and the democratic system was in full swing, ang ating halalan ay ibinibigay sa kamay ng mga boluntaryong partilista, the Liberal Party Inspector and the Nacionalista Party Inspector, and the position of chair of the election committee in every precinct was given to a teacher, a public school teacher. Iyon po ang mga halalang paraan na ginawa natin noong ang ating demokrasya ay hindi po ginagambala pa ng batas military. Ito po ay nabago.

Ngayon, dahil wala na pong Nacionalista, wala na pong Partido Liberal, and there is no more two-party

system in existence, the election process in the precinct level is now supervised by three public school teachers. Why public school teachers? Because it is provided for by law that they are the most trusted members of the community, and should be trusted with the election process in the precinct level.

Kung ang batas na ito ay ating aaprubahan at hindi po gagawing compulsory ang pagsisilbi sa halalan sa presinto upang bigyan ng patnubay ang maayos na paraan sa halalan in the precinct level, ang tanong ko po sa ating Sponsor ay, sino po ang magpapatakbo ng halalan sa ating mga presinto kung ang mga guro ay hindi po maisipan o magustuhang maglingkod? Sapagkat alam nating sakripisyo ang ibinibigay nila at kung mayroon man silang gustong gawin at umayaw, sino po ang ating ipapalit ayon po sa batas na ito?

REP. TINIO. Mr. Speaker, maraming salamat sa katanungan.

REP. TINIO. Thank you, Mr. Speaker.Sa Section 4 ng panukalang batas na ito, malinaw

po ang kasagutan sa tanong ng kagalang-galang na Kinatawan ng BUHAY Party-List. “Rendering of Election Service.” Una po, nililinaw dito na ang Board of Election Inspectors, Board of Election Tellers sa iba’t ibang mga eleksyon ay “shall be composed of a Chairperson and two (2) members, all of whom shall be public school teachers who are willing and available to render election service.”

Kailangang linawin po natin na sa batas na ito, ang unang-unang aasahan ay ang mga public school teachers.

Ngayon, sabi din naman dito, kapagka kulang o kapos ang public school teachers who are willing and available to render election service, inihahanay po ang mga maaaring pagkunan ng COMELEC na bubuo sa Board of Election Inspectors in the following order of priority: "a. Private School Teachers; b. National Government Employees."

At may qualification dito sa mga national government employees:

1. Department of Education Non-Teaching Personnel.

2. Other national government officials and employees holding regular or permanent positions, excluding members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP).

3. Members of COMELEC-accredited citizen's arms and other COMELEC-accredited civil society organizations and non-governmental organizations.

4. Any citizen of known probity and competence who is not involved with any candidate or political

party. Provided, That such person to be appointed is a registered voter.

So, mayroon pong ganoong hanayan at karagdagang paliwanag sa aktuwal na kalakaran ng COMELEC sa mga nakaraang eleksiyon ay actually sinusunod na ang ganitong pagkakasunud-sunod sa appointment ng mga miyembro ng Board of Election Inspectors. May mga lugar talaga na for one reason or another ay nagkukulang ang mga public school teachers kaya ang ginagawa nila ay kumukuha na sa hanay ng private school teachers o ng mga other government employees at iba pa, Mr. Speaker.

REP. ATIENZA. Mr. Speaker, elections are very partisan, and we know that. We are all politicians, we are all participating in the process of election. Kaya po pinili ng batas na ang mga guro ang siyang maglingkod at humawak ng kapangyarihan sa presinto ng halalan, dahil po upang matiyak na ang halalan ay maging patas at walang pinapanigan.

Ang pangamba po ng inyong lingkod ay malinaw na malinaw at simple lang. Kapagka ang proseso ng halalan sa presinto ay ibinigay natin sa kamay ng mga taong gobyerno na mismo na mayroong kandidato, katulad po sa darating na halalan, may kandidato po ang administrasyon, iyan po ay ipinangangalandakan na sa lahat ng sulok ng bansa, at ang ating pauupuin sa mga presinto ay mga taong gobyerno. Sinubukan na po ito sa ibang bansa at hindi po nag-succeed sapagkat naging highly personal and partisan ang pagpapatakbo ng halalan doon sa lugar na iyon.

So, it would be very dangerous if we do not make it a compulsory duty of our public school teachers, and I would like to stress at this juncture, I come from a family founded by a public school teacher. Alam ko po na kung ang pag-uusapan ay integridad at ang pagkatao ng ating mga public school teachers ay pasado po more than any other sector probably in society. That is the very reason they are the ones trusted by the law to run the elections in the country, both local and national, including the barangay elections. Alam ko rin po na ang ating mga guro ay nagsasakripisyo ng napakalaki kaya medyo dumarami ang humihingi ng paraan kung puwede ayaw na nilang maglingkod. Nandiyan na po ang delay ng suweldo, nandiyan na po ang panganib, nandiyan na po ang long hours of work that is not commensurate with the pay that they are getting.

The problem, Mr. Speaker, kailangang bayaran nang maayos at mabilisan ang mga naglilingkod sa ating halalan. But to give the process to the ranks of non-teachers would be a very dangerous beginning. We do not see any problem with that except that the teachers are complaining that they are not getting paid accordingly, their remuneration is not fair with the amount of work involved, madaling araw po gumigising sila at hatinggabi na nakakatulog pagkatapos ng paglilingkod.

We definitely put forward the observation that giving the election process to government men and women would be a very dangerous precedent. It could be a very dangerous situation where the ones running the elections in the precincts of our country would be partisan people, working only for one candidate. This could mean a travesty of our election process and this could revive the questionable elections that we have had in the country. Magiging questionable po ito sapagkat pag hindi na guro ang nagpapatakbo, whether volunteers from the national government, whether people appointed by the COMELEC, e lalo na pong peligroso kung COMELEC pa ang pipili ng mga magpapatakbo sa precinct level. Marami pong mangyayari diyan na hindi kanais-nais at hindi magiging credible ang ating election.

REP. TINIO. Mr. Speaker, noong una, isang mahalagang component ng Bill na ito, bukod sa pagdeklara na hindi na compulsory para sa public school teachers ang election service ay ang usapin ng honoraria, allowances, benefits, legal protection para sa mga magsisilbi sa eleksyon. So, may mga probisyon po dito providing for honoraria, travel allowances and other benefits, providing for service credit for those serving in the government, providing for death and/or medical assistance for election-related risks, providing—ito napakahalaga din po—providing for legal assistance para doon sa magse-serve sa election, providing for indemnification for legal costs incurred by those who have to face election-related charges afterwards. Ito ay isang napakalaking burden para sa mga teachers natin. Ang punto po, ke isang buong pakete ang batas na ito, at uulitin ko, at ito rin naman ang pagtingin ng COMELEC at maging ng Department of Education, kaya buung-buong ineendorso nila ang pagpasa ng Bill na ito ay dahil sa buong pakete ng mga benepisyo at proteksiyon na ibibigay ng panukalang batas na ito. Matitiyak natin na ang pinakamalaking mayorya, the vast majority ng mga election workers natin ay mananatiling mga public school teachers.

Ako rin, masasabi ko, batay sa araw-araw halos na pakikitungo natin sa mga public school teachers, gusto nilang mag-serve sa election. Bakit? solusyon po na inihahapag ng panukalang batas na ito ay tiyakin ang election service ng mga guro natin sa pamamagitan ng mga tamang incentives at protection at hindi sa pamamagitan ng sapilitang pag-obliga sa kanila, on pain of punishments or penalties.

In other words, gamitin natin ang incentives, hindi ang pananakot. Sa kasalukuyang batas, pananakot, the stick rather than the carrot. Ang gagawin po ng panukalang batas na ito ay ang kabaligtaran.

REP. ATIENZA. Maraming salamat po, Mr. Speaker.

Nasakyan ko po ang benepisyong dagdag na nilalayon nitong batas. Kung iyon po ang pag-uusapan, pagtulung-tulungan nating maaprubahan ito. Kulang pa nga po ang sinabi ninyo. Siguro idagdag po natin pati insurance at iba pang mga benepisyo. Bakit apat na libo, anim na libo? Gawin nating sampung libo ang isinusuweldo sa mga guro, sapagkat sila talaga ang inaasahan ng ating demokrasya sa matinong halalan. But why make it non-compulsory? May I ask the Sponsor, ano po ba ang kanyang prayoridad, not making it compulsory or a package of benefits that will be commensurate to the sacrifices of our public school teachers?

REP. TINIO. Katulad ng sinabi ko, Mr. Speaker, magkaugnay po iyon. Para maging matagumpay ang pagtanggal natin ng compulsion sa batas, kailangang igarantiya natin ang sapat na benepisyo, kasama na po ang binanggit ninyo. Mayroong insurance, nandito po iyon, sapat na benepisyo, sapat na legal protection.

Ang kagandahan po ng panukalang batas na ito, kasama ang legal protection. Alam po ninyo matagal nang natapos ang eleksyon, nakaupo na ang mga nanalo, pero ang karanasan ng mga public school teachers natin, sinasampahan sila ng kaso, election-related, at umaabot ng taon. Kailangang harapin nila ito sa korte ng walang anumang tulong o suporta ng gobyerno para sa kanilang legal defense.

Sa panukalang batas na ito ay mayroong probisyon para sa ganoon. Pero ang punto ay magkaugnay po. Sa halip na pamimilit at pananakot, incentives at protection ang sasandigan ng batas para matiyak na ang mga public school teachers ay magaan ang loob na magbo-volunteer at maglilingkod sa election.

REP. ATIENZA. Mr. Speaker, I would like to stress the obvious that if we do not make it a compulsory responsibility of the teachers, there may be a situation where we have no teachers in one province who would be willing to serve and handle the election.

May I ask the Gentleman from ACT Party-List, Congressman Tinio, the very simple question of an eventuality where there are no teachers wanting to serve. Shall we give now the election process to what he said

as COMELEC people, government people, and the list that he just mentioned, nominees of the citizen’s arm, meaning that they could be partisan also for one candidate or the other? They will not be sworn to be neutral as the teachers are. Kaya ang akin pong -objection ay ang alisin natin ang tungkulin ng pagpapatakbo ng halalan sa kamay ng ating mga guro, giving them the maximum. Kulang pa siguro ang binanggit niya, dagdagan pa natin, gawin nating sampung libo ang special duty ng isang guro na maglilingkod so that magiging consistent tayo. Kung ang ating problema bigyan natin ng benepisyo, ibigay na natin ang full benefits that we can possibly give the teachers who are sacrificing, no doubt, there is no question about that. But, to endanger the whole process, because ang election process ay babantayan ng mga taong-gobyerno, napakahirap po niyan. Whether local government or national government, mayroon po silang mga kandidatong papanigan. Hindi katulad po ng isang guro na haharap sa tungkulin, hahawak ng kapangyarihan subalit hindi kakampi sa sinumang politiko na kandidato.

Papayag po ba ang ating Sponsor kung gagawin nating compulsory pero bibigyan natin ng maximum benefit that we can afford to provide the teachers commensurate pay for the sacrifices that they are performing?

REP. TINIO. Mr. Speaker, katulad ng binanggit ko kanina, sa actual, sa mga nakaraang election ay ginagawa na po ng COMELEC ang pag-appoint, hindi lamang ng mga public school teachers kundi mga private school teachers, ng mga other government employees, ng mga private ordinary citizens, as long as they are qualified. So, hindi po bago ang ipinapanukala sa batas na ito, pinahihintulutan na ito ng mga regulasyon ng COMELEC. Ang ginagawa po natin dito ay isinasabatas ang kalakaran na ito.

Sa mga nakaraang election ay mayroon nang partisipasyon, hindi lamang ng mga public school teachers sa pagpapatakbo ng eleksiyon at maidagdag ko po, hindi po ito unique sa Pilipinas. Kung tingnan po natin ang kalakaran sa ibang mga bansa, maging sa mga first world countries katulad ng US, Canada or ang mga bansa sa Europa o kaya puntahan din natin ang mga developing countries katulad ng India, katulad ng Thailand, katulad ng Singapore, bukas po ang pagsisilbi sa eleksiyon sa mga mamamayan at hindi lamang sa iisang partikular na grupo o kategorya ng mamamayan. In other words, may karanasan sa buong mundo ng pagbubukas ng election service sa lahat ng mamamayan. Kaya ang dinidiin po natin, sa mga nakaraang eleksiyon ay nagkaroon na ng partisipasyon ang iba’t ibang uri ng mamamayan. In other words, it is a myth that only public school teachers serve as election inspectors in our elections. That is simply not the case. What this Bill is doing is simply placing into law, enacting into law what has been the practice as defined in the COMELEC resolutions and regulations, Mr. Speaker.

REP. ATIENZA. Mr. Speaker, ang binanggit po ni Ginoong Tinio ay exceptions. Right now, it is happening that exceptionally there are non-teachers who are appointed to serve as election committee members—exception, not the rule, but this law will make it a rule that service in the election process in the precinct level will no longer be compulsory. Meaning, it could happen na lahat ng halalan sa lahat ng probinsiya ay ang magpapatakbo na ay national government. Napakahirap po yata asahan natin na magiging patas ito.

Pangalawa, ang sinabing mga ehemplo katulad po sa Amerika, doon po ay matatag na matatag ang two-party system. Ang halalan doon, mayroong isang Republican, mayroon isang Democrat na nagpapatakbo ng halalan nila katulad po ng ating sistema noong matatag ang two-party system sa ating bansa. Hindi po maaari mangyari sa Amerika na ang magpapatakbo ay mga kung sinu-sinong walang party affiliation sapagkat pinoproteksiyunan po nila ang kandidato. Ano ang mangyayari kapagka ganito pinatakbo ang halalan sa atin, and Gentleman from ACT Party-List will not be able to guarantee that it cannot happen that the whole election process in the country will be run by the government. Ano na po ang mangyayari sa atin? Magiging tunay tayong Banana Republic kapagka ang magpapatakbo ay partisan government men, promoting their own candidate, officially endorsed by the government. Mahirap po yatang payagan natin ito at isipin ang maaaring mangyari kapagka ito ay ginawa nating isang batas. As an exception to the rule, the COMELEC should really act accordingly to fill in any vacancy, but to make it a rule that service to our election process in the precinct level is not the compulsory duty of the teachers and the Department of Education would be a very dangerous situation. This could mean the destruction of people’s trust in the whole process of election which could put all of us who believe in democracy in jeopardy.

REP. TINIO. Mr. Speaker, first of all, this proposed Bill does not make it a rule that election service will be open to everyone. As I read earlier, Section 4 clearly provides that the priority for election service shall always be for public school teachers. That is very clear. In other words, exception pa rin po ang pag-appoint ng COMELEC ng mga members ng Board of Election Inspectors labas sa hanay ng mga public school teachers. May I emphasize that point, Mr. Speaker.

The second point I would like to make, Mr. Speaker, is that in response to the doomsday scenario being painted by my respected colleague na kung sakaling maisabatas ito, magiging totally partisan na ang magpapatakbo ng eleksiyon at mawawasak ang anumang kredibilidad ng mga eleksiyon.

First of all, tandaan po natin na ang mga public school teacher ay mga empleyado rin ng national government. Pangalawa, huwag po tayong magpanggap na hindi naiimpluwensiyahan ng pulitika ang ating mga public school teachers. Precisely, ang isang objection ng mga public school teachers sa compulsory election service ay napo-politicize ang hanay ng mga public school teachers dahil nagiging interesado sa kanila ang iba’t ibang mga political players precisely dahil sa papel na ginagampanan nila sa eleksiyon. So, kinukwestiyon lang po natin iyong argumento na ginagamit ng ating kasamahan na kapag public school teacher, nonpartisan; kapagka other employees of national government or from an accredited citizen’s arm, necessarily, they will be partisan.

So, ang realidad po sa eleksiyon, talagang lahat po, in one way or another, ay involved sa isang partisan exercise. Kaya nakadepende po ultimately sa mamamayan ang pagtiyak ng tagumpay ng anumang eleksiyon.

REP. ATIENZA. Mr. Speaker, mukhang hindi nasakyan ng Sponsor iyong idinidiin ko kanina pa. Ang isang guro ay iba po ang training, iba po ang kanyang trabaho, iba po ang kanyang pinaka-everyday commitment to his community and to his country. Iba po iyong commitment ng isang taong gobyerno na na-appoint ng nakaupong pulitiko. By the very nature of the two employments, one teacher committed to public service and education, and another enjoying the benefits of a partisan political exercise, kung nanalo iyong kandidato niya, e mahirap po naman yatang payagan nating ganoon ang ating gawing pananaw in considering this measure simply because the teacher is definitely 99 percent dedicated to clean election while the government man is loyal to his appointing power or to whoever is leading the nation. In the coming 2016, if this becomes a law, we can expect the government people to be promoting no less than Secretary Roxas, the candidate of the sitting President. Aba ay hindi po natin nakikitaan iyan ng nonpartisanship. Iyong sinasabi niyang ang ipinipinta ko po ay doomsday scenario, can I ask him the guarantee that teachers will be willing to serve if it is non-compulsory? Iyong akin po ay hindi doomsday. Iyon po ay epekto ng batas na ito kung saka-sakali. Kayo po ba ay makapagbibigay ng garantiya na hindi mangyayari sa isang probinsiya, ayaw na ng mga teacher, therefore, puro mga government people ang magpapatakbo ng halalan. Iyon po ba ay magagarantiyahan ninyo rito sa batas na ito na hindi puwedeng mangyari iyon?

REP. TINIO. Yes, Mr. Speaker, magagarantiyahan po natin iyan, 100 percent, at ang batayan natin ay ang

mga karanasan sa mga nakaraang eleksiyon. Dahil sa automation noong nakaraang dalawang eleksiyon, sobra-sobra na po ang bilang ng public school teachers kumpara sa kinakailangan ng COMELEC.

Noong panahon po na manual ang eleksiyon, actually, kapos pa nga iyong bilang ng mga public school teachers na kailangan kasi mas marami po ang presinto, nasa mga 250,000 ang precincts nationwide kaya when elections were manual, the COMELEC needed 750,000 personnel for the BEI. So, in fact, kailangan nila lahat ng mga public school teacher at kailangan pa ng dagdag na pampuno, kaya diyan pumapasok iyong private school teachers, and so on. Pero noong naging automated po ang election, nabawasan po, significantly, ang bilang ng mga presinto and so, ngayon nasa mga 80,000 na lamang ang mga presinto rito, na nangangailangan ng around 240,000 public school teachers, 240,000 personnel. Currently, the DepEd has 700,000 public school teachers. So, ibig sabihin, para sa bawat BEI, mayroon kang sobra-sobra, by factor of three ang mapagkukunan mong public school teacher. Kaya ang karanasan nga po sa maraming lugar ay nag-aagawan ang mga public school teachers para ma-appoint bilang Board of Election Inspectors because there are more teachers than slots for BEI. This is why I say I can absolutely guarantee na kahit na gawing noncompulsory ang election service ay sobra-sobra po ang bilang ng mga public school teachers na willing and able na maglingkod sa eleksiyon. Ang susi po dito ay ang mga incentives at mga protection, hindi po iyong compulsion.

Pangalawang punto, sa batas na ito, ang mga ibang government employees na maaaring i-tap ng COMELEC ay mga regular and permanent po na mga employees. In other words, members of the professional civil service, at hindi po kasama dito iyong mga ina-appoint ng mga, let us say, local government officials who serve at their pleasure. Precisely, alam nating iyong concern regarding obvious partisanship kaya malinaw din po sa batas na hindi kasama sa mga maaaring i-appoint sa puwesto ng Board of Election Inspectors iyong essentially mga contractual employees ng mga local government units, Mr. Speaker.

REP. ATIENZA. We are really sorry that we cannot see the point and the wisdom of this measure because if we follow the logic that the Sponsor is wanting to put into the measure, pabayaan na rin natin iyong mga pulis na maging boluntaryo ang kanilang duty dahil hindi po naliligayahan ang mga pulis na nabibigyan ng election duty. Kung sasabihin natin ang mga teachers ay hindi na compulsory, iyong pulis e di gawin na rin nating hindi compulsory. Iyong militar ay huwag na rin nating gawing compulsory. Sapagkat kanya-kanya pong trabaho iyan. Iyong pulis taga-pamayapa, iyong militar taga-maintain ng kaayusan sa buong probinsiya, iyong

guro ang nagpapatakbo at humahawak ng balota. Iyon po ang hindi ko makitang puwedeng ibigay kanino pa man kung hindi sa guro. Kung hindi sa guro, ibalik natin iyong two-party system, isang Liberal, isang Nacionalista, o whatever two parties the law may create. To give it to government people, as the Sponsor is describing, we are relying on their goodwill, but the process will be subject to abuse, definitely. Kapag mainit na po ang halalan at ito ay minaniobra ng makapangyarihan, ang ilalagay na mga inspektor ay mga tao nila, ay wala na pong pupuntahan ang ating demokrasya.

Maitanong ko lang po, isa na lang pong tanong: sa inyo po bang panukala ay magkano po iyong benepisyong sinasabi ninyong magiging attractive sa isang guro?

REP. TINIO. Sa kasalukuyan po, ang tinatanggap ng isang Board of Election Inspector na teacher ay P4,000 para sa election service. Tapos, may mga additional pa na transportation allowance, that is P500, tapos may mga tinatanggap din na honorarium para sa training, umaabot sa, usually around P2,500, depende sa bilang ng araw. So, total, umaabot sa mga mahigit P6,000 po ang compensation na tinatanggap ng mga public school teachers o kung sino mang maglilingkod sa eleksiyon.

REP. ATIENZA. May we hear again the exact amount that the teacher is given for election duty, magkano po ulit?

REP. TINIO. Four thousand pesos po.

REP. ATIENZA. Total, P4,000. Papayag po ba ang ating Sponsor na gawin nating P8,000?

REP. TINIO. Papayag po tayo at kung nais ninyong ipanukala iyan, bukas po tayong tanggapin ang inyong panukala.

REP. ATIENZA. So, in the period of amendments, I would like to propose that we make it P8,000 to make it really attractive for a teacher to serve rather than avoid election duty.

With that, Mr. Speaker, I am relying on the word of the Sponsor that in the period of amendments, we shall issue that amendment to make it P8,000 for each teacher.
