1.1 Scope of this manual

This manual is compiled to give general guidance, to all Personnel licensing division staff of Lithuanian CAA (further on LT CAA), about their duties and responsibilities in the different stages of the qualification of a Flight Simulation Training Device (FSTD) as well as additional information on their duties. Therefore some clause are written providing information for both operator and authority (references from Part-ORA and Part-ARA). The procedures are written in such way that FSTD qualifications (initial and recurrent) are conducted with the objective of issuing qualifications in accordance with CS-FSTD (A/H) and other applicable regulations. The procedures comply with EASA and Lithuanian regulations to allow standardization. Adherence to national regulations and standard procedures will ensure that FSTD certificates are issued, varied, suspended or revoked in a consistent manner. The use of a common legal format also facilitates effective and consistent compliance with and enforcement of the regulations. This Manual is not:

• a step-by-step guide to work processes; or • a replacement for the legislation that governs FSTD and/or operations.

1.2 Means of Compliance

Ref.: ARA.GEN.120 AMC1 ARA.GEN.120(d)(3) GM1 ARA.GEN.120 ORA.GEN.120 AMC1 ORA.GEN.120(a) ARA.GEN.125 At the time beeing, the LT CAA doesn‘t use own alternative means of compliance and therefore all Acceptable means of Compliance (AMC) and/or Guidance Material (GM) with later ammendments provided by Agency shall be used for all organizations operating and/or indended to operate Flight Simulation Training Devices (FSTD‘s) which principal place of business is within Lithuanian theritory (ORA.GEN.105). Each operator, which principal place of business is within Lithuanian theritory, has the right to propose to LT CAA any alternative means of compliance and LT CAA shall evaluate all alternative means of compliance proposed by an organisation in accordance with ORA.GEN.120 by analysing the documentation provided and, if considered necessary, conducting an inspection of the organisation. LT CAA will notify the agency about proposed by operator and approved by LT CAA alternative means of compliance in acordance with ARA.GEN.125 requirements. In order to demonstrate that Implementing Rules are met, the operator should make a rist assesment (as per AMC1 ORA.GEN.120(a)), which should demonstrate, that an equivalent lavel

of safety to that established by the Acceptable Means of Compliance (AMC) adopted by the EASA is reached. NOTE: Only LT CAA approved alternative means of compliance can be implemented by the operator. 1.3. Definitions Ref.: AMC1 FSTD(A).200 and ARA.GEN.105 The following principal terms and abbreviations should be used in order to comply with this procedure manual.Further terms and abbreviations are contained in AMC1 FSTD(A).200 and ARA.GEN.105 Definitions Here bellow are presented only those definitions, which are related to FSTD’s. Basic instrument training device model (BITD model)

Means a defined hardware and software combination, which has obtained a BITD qualification;

BITD manufacture Means that organisation or enterprise being directly responsible to the competent authority for requesting the initial BITD model qualification.

Certification specifications (CS) Are technical standards adopted by the Agency indicating means to show compliance with the Basic Regulation and its Implementing Rules and which can be used by organisation for the purpose of certification;

Grandfather Rights Means the right of an FSTD operator to retain the qualification level granted under a previous

regulation of an EASA Member State. It also means the right of an FSTD user to retain the training and testing/checking credits that were gained under a previous regulation of an EASA Member State;

Flight simulation training device (FSTD) means a training device which is: (a) in the case of aeroplanes, a full flight simulator (FFS), a flight training device (FTD), a flight and navigation procedures trainer (FNPT), or a basic instrument training device (BITD); (b) in the case of helicopters, a full flight simulator (FFS), a flight training device (FTD) or a flight and navigation procedures trainer (FNPT)

Full Flight Simulator (FFS) Means a full size replica of a specific type or make, model and series aircraft flight deck, including the assemblage of all equipment and computer programmes necessary to represent the aircraft in ground and flight operations, a visual system providing an out-of-the-flight deck view, and a force cueing motion system.

Flight Training Device (FTD) Means a full size replica of a specific aircraft type’s instruments, equipment, panels and controls in an open flight deck area or an enclosed aircraft flight deck, including the assemblage of equipment and computer software programmes necessary to represent the aircraft in ground and flight conditions to the extent of the systems installed in the device. It does not require a force cueing motion or visual system, except in the case of helicopter FTD levels 2 and 3, where visual systems are required.

Flight and Navigation Procedures Trainer’ (FNPT)

Means a training device which represents the flight deck or cockpit environment, including the assemblage of equipment and computer programmes necessary to represent an aircraft type or class in flight operations to the extent that the systems appear to function as in an aircraft.

FSTD Approval (User Approval) The extent to which an FSTD of a specified Qualification Level may be used by persons, organizations or enterprises as approved by the Authority. It takes account of aeroplane to FSTD differences and the operating and training ability of the organization.

FSTD Operator That person, organization or enterprise directly responsible to the Authority for requesting and maintaining the qualification of a particular FSTD.

FSTD User Means the organisation or person requesting training, checking or testing through the use of an FSTD to an ATO;

FSTD Qualification Means the level of technical ability of an FSTD as defined in the compliance document;

Qualification test guide (QTG) Means a document designed to demonstrate that the performance and handling qualities of an FSTD represent those of the aircraft, class of aeroplane or type of helicopter, simulated within prescribed limits and that all applicable requirements have been met. The QTG includes both the data of the aircraft, class of aeroplane or type of helicopter and FSTD data used to support the validation.

MQTG Means the competent authority approved QTG which incorporates the results of tests witnessed by the competent authority. The MQTG serves as the reference for future evaluations.

Other training devices (OTD) means training aids other than flight simulators, flight training devices or flight and navigation procedures trainers which provide means for training where a complete flight deck environment is not necessary.

Proof-of-match (POM)

Means a document that shows agreement within defined tolerances between model responses and flight test cases at identical test and atmospheric conditions.

Snapshot Means a presentation of one or more variables at a given instant of time.

Statement of compliance (SOC Means a declaration that specific requirements have been met.

Update Means the improvement or enhancement of an FSTD.

Upgrade Means the improvement or enhancement of an FSTD for the purpose of achieving a higher qualification.

Validation data Means data used to prove that the FSTD performance corresponds to that of the aircraft, class of aeroplane or type of helicopter.

1.6 Fees The FSTD operator will be charged by the CAA for the involvement of its staff in the certification procedure (Order of Lithuanian Government no. 1458, Žin., 2000, Nr. 108-3463). A fee has to be paid:

1) by the FSTD operator, before the issue of the FSTD initial qualification; (in case of initial evaluation)

2) by the FSTD operator, every year before recurrent qualification.

There will be no invoice issued for the service mentioned above and it is the responsibility and duty of the FSTD operator to pay the required fees in due time to the CAA. Aviation Personnel Licensing and Medicine Division is responsible for evaluation and control of Approved Training Organizations (ATO), Aeronautical Personnel Licensing (pilots, instructors, and examiners) and certification and qualification of FSTD. Refer to PR-PEL-05 section III for detailed information and division structure. 2.2 FSTD qualification team In the rear cases, when LT CAA has no experienced inspectors, it’s possible to negotiate with another NAA to provide appropriate auditor (example Mi-171 flight inspector). 2.3 FSTD qualification activities

The Lithuanian CAA FSTD qualification activities and its related procedures require the application of:

1) CS-FSTD A/H (Annex to ED Decision 2012/010/R and 2012/011R)

2) Commission Regulation (EU) No 1178/2011 of 3 November 2011 (with all ammendments);

3) Regulation (EC) No 216/2008 of the European Parliament and of the Council of 20

February 2008 (with all ammendments). The CAA FSTD qualification activities are limited to the FSTD’s located on Lithuanian territory. When a foreign FSTD operator voluntarily applies for FSTD qualification, the CAA must notify EASA and, if requested, get an approval and/or authorization from EASA. The CAA FSTD qualification activities include:

1) Receiving, recording, reviewing and processing the expressions of interest received from an intending applicant for a FSTD qualification;

2) Receiving, recording, reviewing and processing the formal application for a FSTD

qualification, including the initial audit covering the review of the FSTD operator’s Quality Manual, on-site verification and testing of the FSTD, facilities and maintenance equipment;

3) Grant or refusal of a FSTD certificate;

4) Collecting the cost of the qualification;

5) Receiving, recording, reviewing and processing applications for the relocation of a

FSTD;

6) Grant or refusal of the transferability of a FSTD qualification;

7) Receiving, recording, reviewing and processing applications for the variation of a FSTD qualification;

8) Variation, suspension and revocation of a FSTD qualification;

9) Grant of an interim FSTD qualification;

10) Scheduling and performing on-site qualifications of the FSTD / audits of the quality

system;

11) Reviewing follow-up action of qualification findings.

Section III. QUALIFICATION AND TRAINING 3.1 General All inspectors involved in the process of qualifying FSTD’s must be suitably trained, qualified and experienced for their role. It is most important that in every circumstance, an inspector should, by background and experience, command the professional respect of the FSTD operator, training manmagers etc. The selection process is described in LT CAA Procedure PR-03 “Personnel Training”. Requirements for aviation specialist acting as inspector are described in EC regulation No. 290/2012, EC regulation No. 965/2012 and EC regulation 1321/2014. The LT CAA retains a record of all specific training courses undertaken by inspectors, together with a record of an inspector’s previous experience in a specific training folder called “FSTD ASSESSOR‘S personal record“ (Appendix 10), which includes (but not limits):

• Persons CV with general education background and work experience; • Certificates of High/higher education; • Certificates and authorizations related to aviation education, flight experience, training

etc. • Records of FSTD evaluations;

The LT CAA may provide training through its own training organisation with qualified trainers or through another qualified training source. When training is not provided through an internal training organisation, adequately experienced and qualified persons may act as trainers, provided their training skills have been assessed. If required, an individual training plan should be established covering specific training skills.

3.2. Initial Training All new staff members related to an FSTD evaluation, in addition to those requirements mentioned in clause 3.3.1 above and LT CAA Procedure PR-03 “Personnel Training”, should have an individual training programme prepared by head of Aviation personnel licencing and medicine division and are taken in charge by experienced staff during a variable period, depending on the level of and the experience gained in the past by the new staff. The CAA inspection staff that is recruited, must preferably be in possession of a diploma of the non-university or university higher level education system. At least the FSTD qualification inspection team members should by preference have technical qualifications (electro-mechanics, electricity, electronics, construction, aviation, pilot …). In addition to technical qualification, FSTD qualification team members should have a high degree of integrity, be impartial in carrying out their tasks, be tactful, be a good observer, listener, and communicator and have a good understanding of human nature. Minimum requirements for person acting as a Technical inspector, to start the initial training are:

1. Preferable higher education in field of hardware, software and computer modelling; or aviation technical or engineering background; or other technical background;

2. Minimum one year experiance in the field of aviation; 3. Knowledge of English language.

Minimum requirements for person acting as a Flight inspector, to start the initial training are:

1. Aviation technical or engineering background; 2. Class or type rating qualification (not necessary to be valid); 3. Qualification in flight crew training procedures3 4. Knowledge of English language

If the minimum requirements are met, the person has to undergo training process according the table in clause 3.5 bellow.

3Qualification in flight crew training procedures mean, that inspector have or had had the instructor’s qualification on either class (FI, IRI, CRI, STI, MCCI) or type (TRI/SFI) of aircraft.

3.3. Recurrent training

Once a year the recurrent training will be organized in form of the seminars (in house) or training courses organized by the third party organization. In case of in house training (in form of seminars), the items mentioned in Table 1 of clause 3.5 should be reviewed. LT CAA use JAA TO Training organization for recurrent training course in the field of regulations (CS-FSTD), auditing techniques etc. Other organizations also can be selected depending on the course syllabus, course date, location, etc. The head of the Aviation Personnel Licensing and Medical Division is responsible for the training of his inspectors. He will decide which specific training is required for each individual, taking into account his / her background. Evaluation together with other NAA can be difficult to organize and can be replaced by auditing techniques or course related to FSTD evaluation, such as: FSTD Qualification & Operation, FSTD Evaluators course etc. 3.4. Training and auditing techniques All FSTD qualification team members should have followed a course on auditing techniques, either in house or on location. Each separate evaluation should be led by short introduction (briefing) to the operator’s staff before the audit by the Head of evaluation team. This includes but not limits:

1) Introducing auditors their roles during the audit; 2) Overall audit process including coffee brakes (if any); 3) Documents to be checked (QTG, MQTG, QMS, technical logs etc); 4) FSTD evaluation process, fly-out profile; 5) Briefing to the operators presented pilot. It’s essential to explain, that the purpose of the audit is not to check pilots experience or procedure knowledge, but evaluate the fidelity of the simulator; 6) During the evaluation rerun few QTG’s (spot check) if equipment permits;

After the audit, debriefing should be organized with explanation of raised findings, references (if applicable) and other comments in the form of evaluation report (see appendix 4). Detailed briefing content and “rules of the game” are described in chapter 7.8.2. of this manual.

4.2. FSTD qualification team composition Ref.: AMC4 ARA.FSTD.100(a)(1) 4.2.1 General The LT CA appoint a technical team to evaluate an FSTD in accordance with a structured routine to gain a qualification level. The team normally consist of at least the following personnel:

1) A technical FSTD inspector of the LT CAA, or an accredited inspector from another competent authority, qualified in all aspects of flight simulation; hardware, software and computer modelling or, exceptionally, a person designated by the LT CAA with equivalent qualifications; and

2) One of the following: a) a flight inspector of the LT CAA, or an accredited inspector from another

competent authority, who is qualified in flight crew training procedures and holds a valid type rating on the aeroplane/helicopter (or for flight navigation procedures trainer (FNPT) and basic instrument training device (BITD), class rated on the class of aeroplane/type of helicopter) being simulated; or

b) a flight inspector of the LT CAA who is qualified in flight crew training procedures, assisted by a type rating instructor holding a valid type rating on the aeroplane/helicopter (or for FNPT and BITD, class rated on the class of aeroplane/type of helicopter) being simulated; or, exceptionally,

c) a person designated by the LT CAA who is qualified in flight crew training procedures and holds a valid type rating on the aeroplane/helicopter (or for FNPT and BITD, class rated on the class of aeroplane/type of helicopter) being simulated and sufficiently experienced to assist the technical team. This person should fly out at least part of the functions and subjective test profiles.

Additionally, the following persons should be present:

1) for a full flight simulator (FFS), FTD and FNPT a type or class rated instructor from the ATO operating an FSTD or from the main FSTD user (please refer to section 2.1. for approved type or class rating instructors used by LT CAA). In case of the listed instructor is not available, LT CAA can select other pilot, which has appropriate SFI/TRI/TRE/FI/FE qualification and has minimum of two years operational experiance on type or class simulated by an FSTD.

2) for all types, sufficient FSTD operator support to assist with the running of tests and operation of the instructor’s station: engineer, FSTD User or other.

4.2.2 Exemptions On a case-by-case basis, when a FSTD is being evaluated, the CAA may reduce the evaluation team to a CAA flight inspector supported by a type rated training captain from a main flight simulator user for evaluation of a specific flight simulator of a specific FSTD operator, provided:

1) this composition is not being used prior to the second recurrent evaluation;

2) such an evaluation will be followed by an evaluation with a full CAA evaluation team;

3) the CAA flight inspector will perform some spot checks in the area of objective testing;

4) no major change or upgrading has been applied since the directly preceding evaluation;

5) no relocation of the FSTD has taken place since the last evaluation;

6) a system is established enabling the CAA to monitor and analyze the status of the FSTD on a continuous basis;

7) the FSTD hard and software has been working reliably during the previous years. This should be reflected in the number and kind of (technical log) discrepancies and the results of the quality system audits.

For a flight training device (FTD) level 1 and FNPT Type I, one suitably qualified inspector may combine the functions mentioned in 4.2.1. For a BITD this team should consist of an inspector from a LT CAA and one from another competent authority, including the manufacturer‘s competent authority, if applicable.

Ref.: AMC and GM to Part-ORA AMC and GM to Part-ARA 5.1 Register of qualified FSTD’s The CAA maintains an updated register of qualified FSTD’ in the paper format (separate book). Electronic format will be available in the future. The register shows those essential details of the FSTD which will facilitate rapid dissemination of important information or directives to those whose attention might be required:

1. Name of the operator and principal address; 2. Contact details: phone; fax and e-mail address; 3. Key management staff: CEO and Compliance Monitoring Manager; 4. Details of an FSTD and FSTD specifications; 5. Guidance information for training, testing and checking considerations 6. Other information.

5.2 The FSTD documentation The CAA FSTD documentation is defined as follows. 5.2.1 EASA FSTD documentation

1) Commission Regulation (EU) No 1178/2011 of 3 November 2011 (with all ammendments);

2) Regulation (EC) No 216/2008 of the European Parliament and of the Council of 20 February 2008 (with all ammendments);

3) CS-FSTD A/H (Annex to ED Decision 2012/010/R); 5.2.2 National FSTD and other related documentation

5.3 Use of language This procedure manual is issued in two languages: English and Lithuanian. For FSTD Evaluation and Qualification purposes and keeping in account that STD can be used not only for Lithuanian users, this procedure manual and all related documentation (evaluation reports, certificates etc.) will be in English Language. In case, when Lithuanian procedure manual version contradicts the English language, procedure manual in English language should be followed. 5.4. Confidentiality of documentation All documentation, information and reports that are used as part of the qualification process, including those that are the property of the FSTD operator, will be protected from disclosure to third parties or persons. The CAA will confirm this on request of the FSTD operator. 5.5. Other documentation The documentation related to FSTD’s must be kept at the CAA, including all letters on the subject to or from the FSTD organization except in those cases, when CAA transfers all responsibility of simulator qualification to a third party organization, approved by CAA. 5.6 Record keeping 5.6.1. General Ref.: ARA.GEN.220 All documents related to a qualification of a FSTD are kept in a binder (with a specific NOTE related to the operator, example: name of operator) and classified as:

1) Applications for FSTD evaluation with all leading documents;

2) FSTD utilization information reports, Compliance monitoring checklists, payment orders; yearly QTG printing schedules;

3) correspondence: all letters to and from the CAA related with the FSTD;

4) certificates: these will carry a serial number which is prefixed by a code in letters (LT for Lithuania). Where a FSTD qualification is revoked or not renewed, the number of that FSTD qualification should not be used again;

5) Findings follow-up form and answers to findings;

6) mid-checks (if applicable);

7) general info about the simulator, operator, aircraft;

8) Information related to the evaluation: technical reports, QTG samples, copies of audit reports etc.

When all applicable acivities for that simulator were completed after the initial/recurrent evaluation, the “File Cover Letter” should be inserted showing, that the evaluation process was completed. The content of the “File Cover Letter” is described in the Appendix No.: 9. In addition to the standard procedures of LT CAA and documents required by ARA.GEN.220 folowing information should be kept:

a) update a list of the qualified FSTDs under its supervision; b) the dates when evaluations are due, and; c) when such evaluations were carried out.

5.7 FSTD forms All forms / documents requested / given by the CAA, required in the FSTD qualification process, are included in the appendix and stored on the: http://www.caa.lt/ There are certain requirements about the content of the documents. Main requirements are for the file of initial evaluation and for recurrent evaluation as bellow. All forms related to FSTD and used by LT CAA have or may have electronic version in form of fillable PDF file or HTML format. Such forms can be used by FSTD inspectors, organization operating FSTD or other organizations related to use of FSTD (e.g. OAC operators to obtain FSTD User Approval). Electronic forms can be filled-up by using PC or other portable device, such as notebooks, tablets etc. To sign the electronic form, electronic (ink) signature can be used or form can be printed and signed using normal signature. If electronic form is available, it can be downloaded from http://www.caa.lt 5.7.1. Information for initial FSTD evaluation The FSTD operator, seeking for an Initial FSTD qualification should fill in the all three parts of an LETTER OF APPLICATION FOR INITIAL AND RECURRENT QUALIFICATION OF AN FSTD (except Basic Instrument Trainig Device BITD) (Appendix 2): Part A of the form is to be completed in full not less than 3 months prior to requested qualification date for INITIAL evaluation. Part B - To be completed with attached QTG results (Initial qualification only) Part C - To be completed not less than 7 days prior to initial evaluation The application should contain following information:

1) Type of simulator and qualification level requested;

2) evaluation agenda, including: data of evaluation, name of people involved for the CAA, contact details for the FSTD operator, schedules for the subjective flight profile, QTG rerun;

3) simulator identification, including: type of simulator, manufacturer, registration number, date of entry into service, host computer, visual system, motion system, type of IOS, simulated version(s), standards of all the aircraft computers (if applicable);

4) recent and planned modifications;

5) subjective open defect(s);

6) airport visual databases, for each visual scene: name of the airport, IATA and ICAO

codes, type of visual scene (specific or generic), additional capabilities (Snow model, WGS 84 compliance, EGPWS);

7) QTG status: the list should include for each QTG test available the status of the tests following the FSTD operator and CAA reviews;

8) additional white pages to take NOTE’s. 5.7.2. Information for recurrent FSTD evaluation The FSTD operator, seeking for an recurrent (or special) FSTD qualification should fill in the Part A of an LETTER OF APPLICATION FOR INITIAL AND RECURRENT QUALIFICATION OF AN FSTD (except Basic Instrument Trainig Device BITD) (Appendix 2): Part A of the form is to be completed in full not less than 30 days prior to requested qualification date for RECURRENT evaluation. The application should contain following information:

1) type of simulator and qualification level requested; 2) evaluation agenda, including: date of evaluation, name of people involved for the CAA,

contact details for the operator, schedules for the subjective flight profile, QTG rerun and QTG review;

3) simulator identification, including: type of simulator, manufacturer, registration number, date of entry into service, host computer, visual system, motion system, type of IOS, simulated version(s), standards of all the aircraft computers (if applicable);

4) status of items raised during the last evaluation and date of closure; 5) reliability data: training hours month by month during the past year, numbers of

complains mentioned in the Technical Log, training hours lost, availability rate; 6) operational data: a list of the simulator users during the 12 last months should be

provided with number of training hours; 7) failure tabulation including categorization of failures (by ATA coder, see appendix 8); 8) detail of main failures, during the 12 last months, leading to training interruption or

multiple occurrences of some failures; 9) recent and planned modifications; 10) subjective open defect(s); 11) airport visual databases, for each visual scene: name of the airport, IATA and ICAO

codes, type of visual scene (specific or generic), additional capabilities (Snow model, WGS 84 compliance, EGPWS);

12) QTG status, the list should include for each QTG test available: the date of run during the past year, any comments and the status of the tests.

5.8 Qualification test guide (QTG) Ref.: CS-FSTD (A/H) Initial issue The QTG is the primary reference document used for evaluating an FSTD. It contains test results, statements of compliance and other information for the evaluator to assess if the FSTD meets the test criteria described in this AMC. The operator may want to use of an electronic qualification test guide (eQTG), which can reduce costs, save time and improve timely communication. The eQTG should meat standards defined in ARINC Report 436.

Section VI. USER APPROVAL Ref.:

(EEC) 3922/ 91 Annex III, OPS 1.003 and 1.005; Commision Regulation (EU) No 965/2012; EC Regulation 1178/2011; ICAO Doc. 8335 Chapter 5, 5.4.11; ICAO Doc. 9625 Chapter 2, 2.4.

6.1 General This procedure will be applyed to examine whether the equipment of the simulator corresponds to that of the type of aircraft used by the operator, and whether the simulator is suitable for training purposes. In addition, this procedure examines whether there are any discrepancies between the simulator and the operator’s aircraft, which could have a negative effect on training and/or may require differentiated training. The user approval will be issued by Aviation Personnel Licensing and Medicine division and signed by Head of the division. 6.2 Applicability The requirement for a User Approval is set out in the operational requirements of EU-OPS for aeroplanes and, from late 2014, in the Commision Regulation (EU) No 965/2012 as noted above. The CAA may grant a User Approval to an Organisation wishing to use a particular qualified Flight Simulation Training Device (FSTD), which is either a Full Flight Simulator (FFS) or a Flight Training Device (FTD) for the purpose of training, testing and checking its flight crew (including Flight Engineers as appropriate). Organisations applying for a User Approval will normally hold a valid Air Operator Certificate (AOC) for the relevant aircraft type. Other cases for granting a User Approval are considered by FSTD Standards on an individual basis taking into account the need for and the competences required for the training activity. In case of Approved Training Organizations (ATO), the user approval will be granted for those simulators only, which are listed under ATO certificate.

NOTE: With ORA.GEN.130 (c), the ATO has the ability to implement changes that do not require prior approval from LT CAA. However, a proper internal procedure must be developed within the ATO OMM and be approved by the LT CAA. The ATO will then have the ability to only notify the LT CAA of the changes.

User Approvals remain valid only if the FSTD maintains its specified qualification level and if all related conditions and limitations listed on the Qualification Certificate for the FSTD and User Approval are complied with.

In case if FSTDs Qualified by other National Aviation Authorities and that do not hold a valid European Qualification (Certificate), users, wishing to seek training, testing and/or checking credits from such FSTDs, should contact LT CAA for further guidance. 6.3 Procedures 6.3.1 Issue FSTD User Approval to and AOC holder The process of issue of an FSTD User approval to AOC holder requires a declaration to be made in respect of the differences between the FSTD and the User's aircraft for which training is being undertaken. Additional information concerning identified differences and training mitigation must be submitted with the application and signed by the related aircraft TRI/SFI or TRE/SFE. NOTE: Differences list should be implemented into the Operations Manual Part D for OAC

Step 1 - Formal application AOC operator should send official request to LT CAA using b: “Application for User Approval to use a Synthetic Training Device (STD) or Flight Simulator (FFS)” together with:

• Differences list5 • Copy of FSTD Qualification certificate • Copy of the latest FSTD evaluation report.

Step 2 - Evaluation of the FSTD by the LT CAA The inspector will evaluate the capabilities of the FSTD to perform training activities for the course(s) the FSTD will be used in. In order to evaluate the FSTD capabilities, the inspector shall use the following legal references ORA.ATO.135 and AMC1 ORA.ATO.135 and the content of the training course(s) where the FSTD is used. For that reason, operator may be asked to provide training program syllabus.

Step 3 A – The FSTD is refused Step 3 B – the FSTD is accepted The LT CAA inspector will notify the AOC holder that the proposed FSTD is refused and on what grounds the decision was made. This can be done either using e-mail, or formal letter.

The formal User Approval will be issued to and AOC holder using Appendix 8

Validity of the User Approval will be the same as FSTD Qualification Certificate. In case of any changes or modification to the FSTD, the User shall apply for the new User Approval.

User approval will be recorded into User Approvals register as per clause 6.5 bellow.

A FSTD, during its working life, may be purchased by another Operator, relocated, modified, updated or upgraded. Such changes may affect the User Approval. It is the responsibility of the User to ensure that the device being used remains qualified to the appropriate level that supports his training needs.

6.3.2 Issue FSTD User Approval to and ATO holder

A new/updated FSTD list will be signed and send to the ATO. The aircraft can now be used to provide training. (The formal User Approval will be issued using Appendix 8)

If the ATO has developed an approved procedure to add a FSTD without prior approval from the LT CAA, the ATO only has to notify the changes to LT CAA using the proper documents. The FSTD may immediately be used. User approval will be recorded into User Approvals register as per clause 6.5 bellow.

6.4 Differential List and Compliance Levels Differences between the FSTD and the aircraft on the AOC, as well as procedures not trainable on the FSTD, have to be stated by means of a Differential List. The Differential List shall describe, in addition to the differences, the ‘Level of Compliance’, the effect on flight characteristics (FCHAR), the effect on procedures (PROC) and the reference to the Syllabus. The Differential List shall be integrated in the OM-D or ATO Training manual. The attached matrix serves as a guideline only. Neither the list of systems nor the listed examples of differences are complete. The applicant bears the full responsibility for the completeness of the list with regard to the identification of all differences between his aircraft and the FSTD. Differences between the FSTD and the aircraft, (A/C) as well as procedures not trainable on the FSTD, have to be stated by means of a Differential List. addition to the differences, the “Level of Compliance” for training and checking, the effect on flight characteristics (FCHAR) and the effect on procedures (PROC).

Level A differences can be adequately addressed through self-instruction by a crew member through page revisions, bulletins or differences handouts. Level A introduces for example a different version of a system or component, which the crew member has already shown the ability to use and understand. The differences result in no, or only minor, changes in procedures.

Level B - No influence on flight characteristics;

- Influence on procedures (normal and/or abnormal);

- Eventually differences in presentation and operation.

Level B differences training can be adequately addressed through aided instruction such as slide/tape presentation, computer based instruction, which may be interactive, video or classroom instruction. Such training is typically used for part-task systems requiring knowledge and training with, possibly, partial application of procedures (e.g. fuel or hydraulic systems etc.).

Level C - Influence on flight characteristics;

- Influence on procedures (normal and/or abnormal);

- Eventually differences in presentation and operation.

Level C differences training should be accomplished by use of “hands on” FSTDs qualified as FTD Level 1 or higher. The differences affect skills, abilities as well as knowledge but do not require the use of “real time” devices. Such training covers both normal and non-normal procedures (for example for flight management systems).

Please proceed to Appendix 8 for more detailed information.

6.5 Register of User Approvals

LT CAA has established an electronic register of user approvals in form of DocLogix which consist of bellow mentioned information:

• Date of issue and registration number;

• Holder of AOC/ATO; • AOC/ATO certificate number; • FSTD Identification and serial

number; • Aircraft type and variant;

• FSTD qualification level; • Organization operating FSTD; • FSTD location; • Date of lated evaluation • FSTD QC issue date;

Section VII. CERTIFICATION PROCEDURES Ref.: Commission Regulation (EU) No. 1178/2011 Commission Regulation (EU) 290/2012 ED Decission 2012/010/R AMC and GM to Part-ORA 7.1 General In this chapter will be listed general information about evaluation (initial, recurrent or special) process. In standard circumstances, the following process will be used: On a case by case basis, the revised process can be used. 7.2 Initial Qualification Ref.: ARA.FSTD.100 AMC1 ARA.FSTD.100(a)(1) AMC2 ARA.FSTD.100(a)(1) AMC3 ARA.FSTD.100(a)(1) FSTDs require evaluation leading to qualification. The required process should be accomplished in two distinct steps: - First, a check should be made to determine whether or not the FSTD complies with the

applicable requirements. When making this check, the LT CAA should ensure that accountability for the issue of an FSTD qualification is clearly defined.

- Second step should be the grant (or refusal) of an FSTD qualification. NOTE: LT CAA will use initial evaluation procedure for those FSTD’s which simulats already known for LT CAA aircraft types, such as B737, A320 etc. For new types (such as B757/767, A330 etc), the applications will be forwarded to EASA.

The following procedure should be used to check compliance with the applicable requirements, during the Initial FSTD evaluation:

1. Regulatory standard Once an FSTD is contracted to be built, the organisation should ensure, that regulatory standard, upon which the FSTD will eventually be qualified against meets then applicable standards. Current applicable version is CS-FSTD(A) or CS-FSTD(H).

2. Written application A written application for an FSTD qualification should be submitted using Appendix 2 at least 3 months before the date of intended operation. However, the qualification test guide (QTG) may be submitted later, but not less than 30 days before the date of intended evaluation.

3. Nominated person LT CAA nominated the focal point for all aspects of the FSTD qualification process including coordination of all procesess. Normaly the person will be the Technical inspector.

4. Compliance Monitoring System (CMS) The ability of the applicant to secure, in compliance with the applicable requirements and certification specifications, the safe and reliable operation and proper maintenance of the FSTD should be assessed using Appendix 3 Verify: allocated resources, personell, documentation and that the system is comprehensive and likely to be effective.

5. Objective, subjetive and functions tests LT CAA will conducts all these tests in accordance with qualification basis and will review the results to approve QTG, which than become Master QTG (MQTG)

6. Final decision The LT CAA should inform the applicant of its final decision concerning the qualification within 14 days of completion of the evaluation process irrespective of any temporary qualification issued.

7. Formal evaluation report Formal Evaluation report (Appendix 4) together with a written recommendation and evidence of the result of all evaluations or assessments, should be presented to the nominated person responsible for FSTD qualification. The presentation should be made by the person with overall responsibility.

8. Issue of an Qualification Certificate (QC) (See clause 7.3) 8.1 Refusal to issue QC 8.2 Issue of QC

If LT CAA is not satisfied, the applicant should be informed in writing of the improvements that are required in order to satisfy the LT CAA.

LT CAA should only issue an FSTD qualification certificate if he is completely satisfied that all requirements have been met. The Qualification Certificate should be issued using Appendix 5

9. Follow-up Following an evaluation, it is possible that a number of defects are identified. Generally, these defects should be rectified and LT CAA notified of such action within 30 days. Serious defects, which affect flight crew training, testing and checking, could result in an immediate downgrading of the qualification level I. If any defect remains unattended without good reason for a period greater than 30 days, subsequent downgrading may occur or the FSTD qualification could be revoked. The foolow-up form (Appendix 6) should be used.

10. Closing When all findings rised during initial qualification were accepted and closed by LT CAA, the final closing statement to an operator will be issued using standard LT CAA letter.

11. FSTD file After the closure of all findings, LT CAA will form internal FSTD file package witch should include at least the following documents (Appendix 9): - Application for an FSTD evaluation (all three parts); - Payment confirmation; - Letter from CAA about agreed date of an evaluation; - FSTD Evaluation Report with all applicable documents and evidences (sample, QTG’s etc); - Copy of and FSTD Qualification report; - Fly-out report; - Follow-up form with all applicable evidences and samples; - Final findings closure letter; - Other related documents, such as e-mail conversations etc.; - File cover page and checklist. 7.3 Issue of an FSTD qualification certificate Ref.: ARA.FSTD.110 AMC1 ARA.FSTD.110 After completion of an evaluation of the FSTD and when satisfied that the FSTD meets the applicable qualification basis in accordance with ORA.FSTD.210 and that the organisation operating it meets the applicable requirements to maintain the qualification of the FSTD in accordance with ORA.FSTD.100, the LT CAA shall issue the FSTD qualification certificate (QC) (Appendix 5) of unlimited duration. The qualification certificate shall be signed by LT CAA director or his deputy acting as director.

In case of BITD‘s: 1. The LT CAA will only grant a BITD qualification for the BITD model to a BITD

manufacturer following satisfactory completion of an evaluation 2. This qualification should be valid for all serial numbers of this model without further

technical evaluation 3. The BITD model should be clearly identified by a BITD model number. A running serial

number should follow the BITD model identification number. 4. The LT CAA will establish and maintain a list of all BITD qualifications it has issued,

containing the number of the BITD model with a reference to the hardware and software configuration

In case of FFS/FTD’s: 1. The LT CAA will issue the Qualification certificate for every type of airplane simulated

by the FSTD. 2. Validity of the QC will be unlimited duration if/until FSTD operator meet’s

ORA.FSTD.100 requirements 3. LT CAA will establish and maintain a list of all FFS/FTD’s qualifications it has issued,

containing the number of QC, FFS/FTD model (and/or variant), name of the operator, operator details and FFS/FTD’s information for training, testing and checking considerations.

In case of FNPT’s: 1 The LT CAA will issue the Qualification certificate for every type and/or class of

airplane simulated by the FSTD. 2 Validity of the QC will be unlimited duration if/until FSTD operator meet’s

ORA.FSTD.100 requirements.

LT CAA will establish and maintain a list of all FNPT’s qualifications it has issued, containing the number of QC, FNPT model (and/or variant), name of the operator, operator details and FNPT’s information for training, testing and checking considerations (Appendix 12). 7.4 Interim FSTD qualification Ref.: ARA.FSTD.115 AMC1 ARA.FSTD.115 GM1 ARA.FSTD.115 7.4.1. General In the case of new aircraft programmes, the aircraft manufacturer’s data partially validated by flight test data may be used in the interim qualification of the FSTD. This is consistent with the possible interim approval of operational suitability data (OSD) relative to FFSs in the type certification process under Part-21. However, the FSTD should be re-evaluated following the release of the manufacturer’s final data in accordance with the final definition of scope of the aircraft validation source data to support the objective qualification of the OSD as approved under Part-21. The schedule should be as agreed by the competent authority, FSTD operator, FSTD manufacturer, and aircraft manufacturer. An interim FSTD qualification level may be issued:

(a) For full flight simulators (FFS) an interim qualification level shall only be granted at level A, B or C.

(b) This interim qualification level shall be valid until a final qualification level can be issued and, in any case, shall not exceed 3 years.

7.4.2. New aircraft FFS / FTD qualification – additional information NOTE: In case of FSTD operator seeks an Initial FSTD qualification for the new aircraft FFS/FTD, LT CAA will forward this application to an EASA.

7.5. Continuous oversight Ref.: ARA.FSTD.120 and ARA.FSTD.100 AMC1 ARA.FSTD.120 AMC2 ARA.FSTD.120 7.5.1.Recurrent evaluation A continuing oversight of the qualification certificate should be performed. The purpose of this procedure is to investigate if the FSTD operator remains compliant with CS-FSTD and the requirements of his qualification. The LT CAA shall continuously monitor the organisation operating the FSTD to verify that:

a) the complete set of tests in the MQTG is rerun progressively over a 12- month period; b) the results of recurrent evaluations continue to comply with the qualification standards

and are dated and retained; c) The operator must provide FSTD Utilization Information reports to the CAA. Every

derogatory value can be a cause of major problems with the FSTD, and must be clarified by the operator;

d) a configuration control system is in place to ensure the continued integrity of the hardware and software of the qualified FSTD.

The following procedure will be used:

1. Written application A written application for an recurrent FSTD qualification should be submitted using Appendix 2 Part A at least 30 days before the date of intended operation, including following: - Payment confirmation for recurrent evaluation; - FSTD utilization information report (Appendix 1) - COMPLIANCE MONITORING ASSESSMENT (Appendix 3)

2. Nominated person LT CAA nominated the focal point for all aspects of the FSTD qualification process including coordination of all procesess. Normaly the person will be the Technical inspector.

3. Review of QTG LT CAA will review, that all set of MQTG tests were rerun progresevely over a 12 month period. Review that recurrent QTG tests are within tollerance as per qualification basis. - At least 30% of tests should be reviewed during recurrent evaluation. - Several tests should be run during the evaluation together with LT CAA (if additional

equipment and time is necesery, this will be agreed with the operator in advance). - NO training is allowed during QTG check.

4. Objective and functions tests At least 4 hours uninterupted fly out (Appendix 11B or Appendix 13) will be performed during recurrent evaluation, from which: - 2 hours LOFT like fly-out; - 2 hours of function tests; - NO training is allowed during objective testing.

5. Configuration control The LT CAA will check that configuration control is in place to ensure the integrity of the hardware and software of the qualifyed FSTD.

6. Formal evaluation report Formal Evaluation report (Appendix 4) together with a written recommendation and evidence of the result of all evaluations or assessments, should be presented to the nominated person responsible for FSTD qualification. The presentation should be made by the person with overall responsibility.

7. Follow-up Following an evaluation, it is possible that a number of defects are identified. Generally, these defects should be rectified and LT CAA notified of such action within 30 days. Serious defects, which affect flight crew training, testing and checking, could result in an immediate downgrading of the qualification level I. If any defect remains unattended without good reason for a period greater than 30 days, subsequent downgrading may occur or the FSTD qualification could be revoked. The foolow-up form (Appendix 6)should be used.

8. Closing When all findings rised during recurrent qualification were accepted and closed by LT CAA, the final closing statement to an operator will be issued using standard LT CAA letter.

9. FSTD file After the closure of all findings, LT CAA will form internal FSTD file package witch should include at least the following documents (Appendix 9): - Application for an FSTD evaluation (Part A); - Payment confirmation; - Letter from CAA about agreed date of an evaluation; - FSTD Evaluation Report with all applicable documents and evidences (sample, QTG’s etc); - Fly-out report; - Follow-up form with all applicable evidences and samples; - Final findings closure letter; - Other related documents, such as e-mail conversations etc.; - File cover page and checklist. The LT CAA shall conduct recurrent evaluations of the FSTD in accordance with the procedures detailed in ARA.FSTD.100. These evaluations shall take place:

a) every year, in the case of a full flight simulator (FFS), flight training device (FTD) or flight and navigation procedures trainer (FNPT); the start for each recurrent 12-month period is the date of the initial qualification. The FSTD recurrent evaluation shall take place within the 60 days prior to the end of this 12-month recurrent evaluation period;

b) every 3 years, in the case of a BITD. 7.5.2 Modifications Ref.: ORA.FSTD.110 If a modification is proposed, the FSTD operator shall seek advice of the LT CAA and give full details of the modifications. If the modification evaluation does not fall upon the anniversary of the original qualification date, a special evaluation can be required. The FSTD operator shall in compliance with the CAA run all, or a set, of validation tests, function and subjective tests for the requested Qualification Level. Results from previous evaluation shall not be used to validate FSTD performance for the current modifications. For the special evaluation, the procedure stated in clause 7.5.1 should be used.

7.5.3. Relocation Prior to returning the FSTD to service at the new location, the FSTD operator shall perform at least one third of the evaluation tests, function and subjective tests to ensure that the FSTD performance meets its original qualification standard. The following information should be provided to LT CAA - Date of relocation; - New address of an FSTD; - Responsible person with contact details; - Information and status of QTG before relocation; - List of QTG to be rerun after relocation; For the evaluation, the procedure stated in clause 7.5.1 should be used. This information should be submitted no later than 30 days before the date of intended relocation, unless otherwise agreed with the LT CAA. 7.5.4. Deactivation The CAA shall be notified and suitable controls established for the period during which the FSTD is inactive. The FSTD operator shall agree on a procedure with the CAA to ensure that the FSTD can be restored to active status at its original qualification level. The following information should be provided to LT CAA - Date of deactivation; - Period of deactivation; - Reason; - Responsible person with contact details; - Description of an procedure to maintain FSTD at its original qualification level; - Description of an restore procedure. This information should be submitted no later than 30 days before the date of intended deactivation, unless otherwise agreed with the LT CAA. NOTE: The operator must inform the CAA if, due to a major technical problem, the FSTD, or a part of it (example: visual, motion, etc.), is temporary deactivated causing reduced level of training. 7.5.5. Changes Ref.: ARA.FSTD.130 AMC1 ARA.FSTD.130 Upon receipt of an application for any changes to the FSTD qualification certificate, the LT CAA shall comply with the applicable elements of the initial evaluation procedure requirements as described in ARA.FSTD.100(a) and (b) and procedure described in clause 7.2 - The LT CAA may complete a special evaluation using procedure stated in clause 7.5.1

following major changes or when an FSTD appears not to be performing at its initial qualification level.

- The LT CAA shall always conduct a special evaluation before granting a higher level of qualification to the FSTD.

1. Writen application

The written application for a change, including appropriate extracts from the qualification test guide indicating proposed amendments should be submitted in a format and manner as specified by the LT CAA. This application should be submitted no later than 30 days before the date of intended change, unless otherwise agreed with the LT CAA.

2. CMS review During the processing of a change request, the continued adequacy of the compliance monitoring should be reviewed.

3. Depth of the inspection When the request has been considered and examined, the LT CAA should decide on the depth of inspection of the FSTD that is required.

4. Revised Qualification Certificate (QC) The LT CAA, if satisfied that the organisation operating the FSTD remains competent and the qualification level of the FSTD can be maintained, should issue revised FSTD qualification documentation (Appendix 5) as appropriate.

5. Formal decision The LT CAA should inform the organisation operating the FSTD of its decision within 30 days of receipt of all documentation where no evaluation is required, or within 14 days of any subsequent evaluation. Such documentation includes the appropriate extracts from the QTG amended, when necessary, to the LT CAA satisfaction. For prior-approval requirements, refer to clouse 7.7. of this manual. 7.5.6 Qualification of new technology or systems Where an update to an FSTD involves a change of technology or the addition of a new system or equipment that is not covered by the qualification basis used for the existing qualification, an evaluation of such changes may not be possible using this original qualification basis. For these cases, the specific changes can be qualified by using newer Certification Specifications, new AMCs or alternative means of compliance, that apply to these changes, without affecting the overall qualification of the FSTD. This approach should be documented. NOTE: The oficial help from other NAA’s or EASA will be requested.

7.6. The Variation by the CAA, suspension and revocation of a qualification Ref.: ARA.FSTD.135 and ARA.FSTD.140 AMC1, AMC2 and AMC3 ARA.FSTD.135 7.6.1. General A FSTD qualification must be varied, suspended or revoked if the LT CAA can no longer be satisfied the FSTD fidelity can be maintained at the required standard for the Qualification Level that it holds. The circumstances which might lead the CAA to this course of action are too many or varied to be listed. The LT CAA’s inspection and monitoring process may serve to confirm the LT CAA’s continued confidence in the effectiveness of the FSTD operators Quality System and his ability to maintain an adequate standard. If the LT CAA is not satisfied, the FSTD operator must be informed by writing about the details of the conduct of his operation, which are causing the LT CAA concern. The LT CAA will require remedial action to be taken within a specific period. In the event a FSTD operator fails, in spite of warning and advice, to satisfy the LT CAA’s concerns, a final written warning should be given to the FSTD operator together with a firm date by which specified action to satisfy the CAA must be taken. It must be made clear that failure to satisfy the LT CAA may result in enforced variation, suspension, or revocation of the FSTD’s qualification. The LT CAA shall limit, suspend or revoke, as applicable, an FSTD qualification certificate in accordance with ARA.GEN.350 in, but not limited to, the following circumstances:

a) obtaining the FSTD qualification certificate by falsification of submitted documentary evidence;

b) the organisation operating the FSTD can no longer demonstrate that the FSTD complies with its qualification basis; or

c) the organisation operating the FSTD no longer complies with the applicable requirements of Part-ORA.

7.6.2. Variation or suspension of a FSTD qualification In the event of full suspension of a FSTD qualification, the FSTD operator must be instructed that all use of the FSTD concerned cannot legally continue. This must be followed by a formal letter giving notice of suspension, or variation, restating the requirement to cease operations as applicable, and also setting out the conditions on which suspension may be lifted. A FSTD qualification cannot remain suspended indefinitely. Further steps may be taken by the FSTD operator to reinstate the FSTD qualification or, in default, must be taken by the LT CAA to revoke the FSTD qualification. Should a FSTD operator wish to dispute the suspension of his FSTD qualification, he must be informed of such rights of appeal as exist under the Lithuanian regulation. Regarding the provisions of Lithuanian administrative law, an action for cancellation can be brought before the administrative court of Lithuania. The admissibility of the action for cancellation is submitted to a 60-day delay starting with the notification of the decision. All letters, carefully motivated, with compliance to the suspension, must be signed by the director general and controlled by the Legal counsel of the LT CAA. If an appeal is logged, the FSTD qualification may remain suspended until the appeal process is complete.

Suspension may be lifted on appeal or if the FSTD operator satisfied the LT CAA as to his effort to restore the FSTD to its previously acceptable standard. In neither case should operations be permitted to restart until necessary inspections have been made. The CAA will issue a formal notice of the lifting of suspension before FSTD operators are permitted to resume use of a FSTD. 7.6.3 Revocation of a FSTD qualification The LT CAA should give the FSTD operator notice that it intends to revoke the FSTD qualification followed by a formal letter of revocation. Should a FSTD operator wish to dispute this revocation, he must be informed of such rights of appeal as exist under the Lithuanian law. Regarding the provisions of Lithuanian administrative law, an action for cancellation can be brought before administrative court of Lithuania. The admissibility of the action for cancellation is submitted to a 60-day delay starting with the notification of the decision. All letters (which should be carefully motivated) with compliance to the revocation, must be signed by the director general and controlled by the Legal counsel of the LT CAA. Once revoked, there can be no further activities under the terms of the FSTD qualification.

The request can be made either using approved application form, either using any written format. LT CAA requires prior approval for the following cases: - Changes in nominated persons:

o Accountable manager; o Compliance monitoring manager; o FSTD cheaf engineer; o Other personnel, that may affect the FSTD certificate;

- Changes to Management documentation: o Compliance Monitoring manual (CMS) o Safety Management System manual (SMS) o MQTG o Any other document, which was approved by LT CAA

- Changes to Organization: o Changes to organization name and status; o Changes to organization address.

- Changes to FSTD: o Location of an FSTD as described in clouse 7.5.3 of this manual o Any upgrade or update to FSTD, which can reflect the capabilities of an FSTD as

described in clouse 7.5.2 of this manual; o Deactivation of an FSTD as described in clouse 7.5.4 of this manual; o Any other changes to and FSTD, QTG/MQTG etc., as described in clouse 7.5.5 of

this manual. NOTE: Form some changes the additional fees can apply. For those changes not requiring prior approval, LT CAA will assess provided information to verify compliance with the applicable requirements. In case of any non-compliance, the LT CAA will: - notify the organization about the non-compliance and request further changes; and - in case of level 1 or level 2 findings, act in accordane with ARA.GEN.350 and section IX of

this manual. For those changes not requiring prior-approval, LT CAA will notify organization within 10 (ten) working days from the receipt of written application as mentioned above. NOTE: Organization should provide all ammendments to each management system documentation, including those ammendments that do not require prior approval from the LT CAA.

Section VIII. COMPLIANCE MONITORING SYSTEM (CMS)

Ref.: ARA.GEN.200 GM2 ORA.FSTD.100 Annex to ED Decision 2012/007/R. Basic Regulation (EC) No 216/20081of the European Parliament and of the Council States, as one of the essential requirements, that the FSTD operators must implement and maintain a Management System. It’s important to keep in mind that the topic of such an assessment is the Compliance Monitoring System (further on text CMS) and not the technical evaluation of the FSTD itself. GM2 ORA.FSTD.100, GM3 ORA.FSTD.100 and AMC3 ORA.FSTD.100 explains in detail how a CMS should be established for the organizations operating or intended to operate FSTD’s. The CAA inspector will review the scope of the FSTD operators CMS and perform an assessment of its integrity before a FSTD qualification is granted to any FSTD, maintained by this FSTD operator. Additional audits of the FSTD operators CMS, or parts of it, can be performed at any time to verify its continued effectiveness. These audits will be performed periodically, preferably at intervals not greater than once a year. An audit by the CAA will consist of at least: a) A document check. These should be checked for completeness, accuracy of content and the quality of the follow-up of report deficiencies. The documents to be checked are:

• the Compliance monitoring (CM) manual; • the compliance measures; • technical logs; • other documents (training records, internal audits reports etc).

As a requirement, the holder of an FSTD qualification certificate shall keep records of all documents describing and proving the initial qualification basis and level of the FSTD for the duration of the FSTD’s lifetime, and any recurrent documents and reports related to each FSTD and to compliance monitoring activities for a period of at least 5 years. FSTD records to be kept should include the following:

1. for the lifetime of the device: i. the master QTG (MQTG) of the initial evaluation;

ii. the qualification certificate of the initial evaluation; and iii. the initial evaluation report;

2. for a period of at least 5 years (in paper or electronic format):

i. recurrent QTG runs;

ii. recurrent evaluation reports; iii. reports of internal functions and subjective testing; iv. technical log; v. CMS report;

vi. audit schedule; vii. evaluation programme;

viii. management evaluation reports; obsolete procedures and forms

b) A verification of the procedures. The purpose is to check that the procedures described in the CMS, in compliance with regulations, are adequate and that they are being followed. For and evaluation of CMS of FSTDoperators, LT CAA uses standart compliance checklist (Appendix 3) named COMPLIANCE MONITORING – ASSESSMENT FOR ORGANISATIONS OPERATING FSTD’s in accordance with GM2 ORA.FSTD.100 Annex to ED Decision 2012/007/R. The following information and provisions given bellow, do not claim to be concluding but are expected to be considered as a minimum, when setting up/verifying the manual(s) for FSTD Operation. 8.1 Definitions

Term Definition FSTD Checker FSTD organisations’ personnel could for example be the evaluation

pilot or the technician running the QTG tests, responsible for a particular device (FSTD).

FSTD Focal point (FFP) The primary point of contact in regards to FSTD operation within the organisation as well as for LT CAA. This function requires sufficient knowledge of FSTD(s) and the technical standards with which they should comply.

FSTD Qualification Certificate Holder / FSTD Organisation

An organisation operating FSTD(s) could for example be an ATO, AOC-Holder or a “standalone FSTD operator” (old term).

8.2 Location, Facilities and Infrstructure Ref.: ORA.FSTD.115 Facilities

- Is there list containing a general description of the location and the facilities? - Is there a clear reference to another manual including the respective chapter if the definition is made outside the OMM. - Is the FSTD housed in a suitable environment that supports safe and reliable operation?

Instalations

- Establish a list of FSTD(s) operated by your organisation including the installations. - Describe how you meet the requirements of providing a safe environment for the FSTD

users and operators (e.g. maintenance personnel). The procedures must also comply with the local safety and health requirements.

- Describe the relevant material such as safety and installations checklists that are regularly applied (e.g. fire and smoke detection and warning systems checks at least annually, etc.) that apply to all existing features of each FSTD installation. Establish appropriate recordings for these checks.

8.3 FSTD Focal Point (FFP) Describe the FSTD Focal Point’s Duties, Responsibilities and Accountabilities taking into account the following:

- the FFP being the interface between the Authority and the FSTD organisation; - the FFP being the interface between instructor and operator; - the FFP being the interface between sub-contractor/manufacturer and operator; - the FFP managing defect reporting systems, preventative maintenance programmes, spare

parts handling, equipment calibration and configuration management of the device; - the FFP having the authority to resolve issues and take action; - the FFP being responsible for the implementation of corrective actions within his/her

field of activity; - the FFP being responsible for ensuring that documentation is processed, stored and filed

according to the requirements defined in the Organisation’s Management Manual; - the FFP being responsible for compiling periodical data evaluation and submit it to the

appropriate manager for further evaluation. 8.4 Hazard Identification and Risk management Consider the following examples for FSTD operation:

- motion runaway; - unidentified false software loads (e.g. QTG load; wrong aircraft variant; etc); - inappropriate training (e.g. special airport training where the scenery is not adequately

qualified; landing crediting on a Full Flight Simulator (FFS) level A; etc); - training of individuals with potential to participate in unlawful acts.

8.5 Audit and Inspections It is expected that the Compliance Monitoring Manager (CMM) and the FSTD Focal Point (FFP) engage in a close cooperation of the workload-sharing regarding audits and inspections in the FSTD area. According to the size of the organisation and type of operational setup there might also be several FSTD Checkers involved. Tasks need to be clearly appointed and described.

- Typical subject areas for FSTD inspections are: o Actual FSTD operation; o Maintenance; o Verification of technical standards through QTG reruns, fly-outs, etc; o FSTD safety features;

- As a minimum, FSTD Qualification certificate holders shall have the following audit scopes:

o Organisation; o Plans and objectives; o Maintenance procedures; o FSTD qualification level; o Supervision; o FSTD technical status; o Manuals, logs and records; o Defect deferral; o Personnel training; o Aircraft modifications; o FSTD configuration management.

FSTD Compliance Monitoring audits and inspections may be documented on the ‘Compliance Monitoring Checklist’ based on “COMPLIANCE MONITORING ASSESSMENT FOR ORGANISATIONS OPERATING FSTDs” as stipulated and illustrated in GM2 ORA.FSTD.100 (Appendix 3). 8.6 Auditors and Inspectors Inspection tasks should be conducted by the FFP and/or appropriate FSTD organisation’s personnel such as evaluation pilots or the technicians running the QTG tests.

- The Compliance Monitoring Manager may perform all audits and inspections himself/herself or ppoint one or more auditors by choosing personnel having the related competence either from within or outside the organisation.

- Inspections and audits should be carried out by personnel not responsible for the function, procedures or products being audited.

- Auditors and inspectors should have and demonstrate relevant knowledge, background and experience as appropriate to the activities being audited or inspected; including knowledge and experience in compliance monitoring.

- If external personnel are used to perform compliance audits or inspections: o any such audits or inspections are performed under the responsibility of the

Compliance Monitoring Manager; and o the organisation remains responsible to ensure that the external personnel have

relevant know ledge, background and experience as appropriate to the activities being audited or inspected; including knowledge and experience in compliance monitoring.

o The organisation retains the ultimate responsibility for the effectiveness of the compliance monitoring function in particular for the effective implementation and follow-up of all corrective actions.

- Auditors are to be listed by name on the audit plan, including their scope of activity. - On the defined inspection scopes, the function, responsible for the inspection should be

named. - The authority, duties and responsibilities of an auditor should include, as a minimum:

o conducts audits and inspections in accordance with the defined processes; o evaluates safety management issues and procedures; o evaluates the compliance of the organisation in accordance with the Compliance

Monitoring Programme; o supports the establishment of audit and/or inspection checklist; o establishes the audit and/or inspection report, as applicable; o reports findings/deficiencies/concerns identified directly to the CMM/SM or as

applicable, in accordance with the audit/inspection processes and provides recommendations for improving the organisation’s operations, in terms of both efficient and effective performace;

o refuses an audit / inspection if: § not trained and qualified as auditor; § not in the position to demonstrate relevant knowledge, background and

experience as appropriate to the activities being audited or inspected; and § responsible for the function, procedure or product being audited (audit

only).

FSTD Checkers - Describe the qualification criteria of the FSTD Checkers by function and assigned

FSTD(s) taking into account the following: - The FSTD Checkers should fulfil at least the following qualification criteria:

o have knowledge of FSTD requirements and operation o be familiar with the company specific audit and device’s QTG procedures o be qualified in crew training procedures and type rated (current) on the aircraft

- Is there a list of auditors by name and inspectors by function? 8.7 FSTD Qualification, Operation and Maintenance This chapter provides guidance which does not necessarily have to be reflected in the Organisation Management Manual (OMM) but may be subject to be part of a separate FSTD manual as reflected in the title “Qualification, Operation and Maintenance”. 8.7.1 Day-to-day Procedures / Working Practices Ref.: ORA.FSTD.100 For each FSTD a day-to-day procedure (e.g. in form of a checklist) that ensures the overall function of the device according to its specifications & qualification level shall be available. How are these procedures applied and by whom? This needs to be traceable. The control of training loads per particular customer should be taken into account in the day-to-day procedures. The defect reporting systems, the defect rectification processes and the tracking mechanisms should be documented in OMM “Reporting and Feedback System”. 8.7.2 Safety Briefings before Operation / Training/ Maintenance Ref.: ORA.FSTD.115 For each FSTD have an appropriate safety and emergency briefing card/booklet available at the briefing room or the simulator bay for example. 8.8 Recurrent Evaluation by Authority Ref.: ORA.FSTD.100 To ensure an efficient recurrent evaluation by the Authority it should be ensured that the following content of the dossier is available for each FSTD:

Section IX. FINDINGS FOLLOW-UP Ref.: AMC1 ORA.GEN.150(b) GM1 ORA.GEN.150 ARA.GEN.350 ARA.GEN.355 9.1 General Generally accepted auditing standards require auditors to follow-up on all significant findings and recommendations to determine whether the areas audited have taken timely and appropriate corrective actions. Continued attention to significant findings and recommendations is necessary to ensure that the FSTD operator realizes the full benefits of the audit process. The corrective action plan defined by the organisation should address the effects of the non-conformity, as well as its root-cause Corrective action is the action to eliminate or mitigate the root cause(s) and prevent recurrence of an existing detected non-compliance or other undesirable condition or situation. Proper determination of the root cause is crucial for defining effective corrective actions. Following an evaluation, it is possible that a number of defects may be identified, generally, these defects should be rectified, and the Authority notified of such action within 30 days. Serious defects, affecting flight crew training, testing and checking, could result in an immediate downgrading of the Qualification Level, or if any defect remains unattended without good reason for period greater than 30 days, subsequent downgrading may occur. NOTE: Whilst it is desirable that all deficiencies should be rectified immediately, practical difficulties may prevent this. Therefore as a guide, items classified as unacceptable and therefore resulting in a downgrading are to be treated as a matter of urgency and may be cleared by a visit or on assurance of work carried out and subject to later spot check. All other items require attention within 30 days of the evaluation unless the team state otherwise and report on progress is to be made to this office at the end of the relevant period. A further updated report at 6 month from the date of evaluation should also be submitted to the Authority. 9.2 Follow-up process In order to make the process more clear, the following process (see the picture bellow) should be used to monitor all findings (follow-up) and track if the findings were closed in agreed time frame (or period extended for the reasonable period of time). Every finding should be closed only when appropriate evidence is presented by the operator. The examples of evidences are: photos, videos, documents (checklists, appropriate forms, FSTD and/or A/C info, procedures, tech. logs, records (training, audit etc)) and any other information related to the finding and LT CAA can determine, that neccesery actions were taken to close the finding and restrict future deterioration (preventive actions).

5. Guidance material 5.1. Classification of items

UNACCEPTABLE An item which fails to comply with the required standard and therefore affects the level of qualification or the qualification itself. If these items are not resolved or clarified within a given time limit (see 5.2), the Lithuanian Civil Aviation Administration may have to suspend, vary, restrict, or revoke the FSTD qualification.

RESERVATION

An item where compliance with the required standard is not clearly proven and issue will be reserved for later decision. Resolution of these items will require either: 1. A Lithuanian Civil Aviation policy ruling or 2. Additional substantiation UNSERVICEABILITY A device, which is temporarily inoperative or performing below its normal level. RESTRICTION / LIMITATION An item which prevents the full usage of the FSTD according to the training, testing and checking consideration due to unusable devices, systems or parts thereof or due to limitations of the capability of the device as designed. RECOMMENDATION FOR IMPROVEMENT An item which meets the required standard but where considerable improvement is strongly recommended. COMMENT Self explanatory

5.2. Period of Rectification

References: AMC2 ARA.FSTD.100(a)(1) (b) Following an evaluation, it is possible that a number of defects may be identified. Generally, these defects should be rectified, and the Authority notified of such action within 30 days. Serious defects, affecting flight crew training, testing and checking, could result in an immediate downgrading of the Qualification Level, or if any defect remains unattended without good reason for period greater than 30 days, subsequent downgrading may occur or the FSTD qualification could be revoked

The Approval is not transferable and remains valid, dependant upon the continued efficiency of the simulator including the visual system, motion system and the regular update of the Navigation Data Base, subject to the FSTD and the holder of the qualification certificate remaining in compliance with the applicable requirements of unless it has been surrendered, superseded, suspended or revoked by Civil Aviation Administration of Lithuania. Differential List and Compliance Levels Differences between the FSTD and the aircraft on the AOC, as well as procedures not trainable on the FSTD, have to be stated by means of a Differential List. The Differential List shall describe, in addition to the differences, the ‘Level of Compliance’, the effect on flight characteristics (FCHAR), the effect on procedures (PROC) and the reference to the Syllabus. The Differential List shall be integrated in the OM-D or ATO Training manual. The attached matrix serves as a guideline only. Neither the list of systems nor the listed examples of differences are complete. The applicant bears the full responsibility for the completeness of the list with regard to the identification of all differences between his aircraft and the FSTD. Differences between the FSTD and the aircraft, (A/C) as well as procedures not trainable on the FSTD, have to be stated by means of a Differential List. The Differential List shall describe, in addition to the differences, the “Level of Compliance” for training and checking, the effect on flight characteristics (FCHAR) and the effect on procedures (PROC).

Level B differences training can be adequately addressed through aided instruction such as slide/tape presentation, computer based instruction, which may be interactive, video or classroom instruction. Such training is typically used for part-task systems requiring knowledge and training with, possibly, partial application of procedures (e.g. fuel or hydraulic systems etc.).

Level C differences training should be accomplished by use of “hands on” FSTDs qualified as FTD Level 1 or higher. General flight profile for CS-FSTD A/H The profile mentioned here below is not intended to be a checklist for each type of evaluation, but as an aide memoire for evaluators, to be used as a guide when planning functions and subjective tests. This profile should be used in conjunction with an aircraft type specific evaluation document. In case when one FSTD represents more than one type external evaluation could be combined, internal cocpit evaluation shall be performed taking in account differencies of each type. On entry to the simulator with no power applied to simulator check no lights illuminated and cockpit noise satisfactory. 21. VISUAL SYSTEM 1. Functional test content requirements Note: The following is the minimum airport model content requirement to satisfy visual capability tests, and provides suitable visual cues to allow completion of all Functions and Maneuvers Tests. If all of the elements can not be found at a single real world airport then additional real world airports may be used. The intent of this visual scene content requirement description is to identify that content required to aid the pilot in making appropriate, timely decisions.

1. Two parallel runways and one crossing runway displayed simultaneously; at least two runways should be lit simultaneously;

2. Runway threshold elevations and locations shall be modeled to provide sufficient correlation with airplane systems (e.g., HGS, GPS, altimeter); slopes in runways, taxiways, and ramp areas should not cause distracting or unrealistic effects, including pilot eye-point height variation;

3. Representative airport buildings, structures and lighting; 4. One useable gate, set at the appropriate height, for those airplanes that typically operate from terminal gates; 5. Representative moving and static gate clutter (e.g., other airplanes, power carts, tugs, fuel trucks, additional gates); 6. Representative gate/apron markings (e.g., hazard markings, lead-in lines, gate numbering) and lighting; 7. Representative runway markings, lighting, and signage, including a wind sock that gives appropriate wind cues; 8. Representative taxiway markings, lighting, and signage necessary for position representative, visible taxy route

signage shall be provided; a low visibility taxy route (identification and to taxy from parking to a designated runway and return to parking; e.g.,SSMGCS) follow-me truck, daylight taxi lights) should also be demonstrated;

9. Representative moving and static ground traffic (e.g., vehicular and airplane); 10. Representative depiction of terrain and obstacles within 25 NM of the reference airport; 11. Representative depiction of significant and identifiable natural and cultural features within 25 NM of the reference

airport; Note: This refers to natural and cultural features that are typically used for pilot orientation in flight. Outlying airports not intended for landing need only provide a reasonable facsimile of runway orientation.

1. Runway and approach lighting intensity for any approach should be set at an intensity representative of that used in training for the visibility set; all visual scene light points should fade into view appropriately;

2. The directionality of strobe lights, approach lights, runway edge lights, visual landing aids, runway center line lights, threshold lights, and touchdown zone lights on the runway of intended landing should be realistically replicated.

3. Visual feature recognition Note: Tests below contain the minimum distances at which runway features should be visible. Distances are measured from runway threshold to an airplane aligned with the runway on an extended 3-degree glide slope in suitable simulated meteorological conditions.

For circling approaches, tests 3.1 through 3.5) below apply both to the runway used for the initial approach and to the runway of intended landing

- Terminal approach area 1. Accurate portrayal of airport features is to be consistent with published data used for airplane operations; 2. All depicted lights should be checked for appropriate colors, directionality, behavior and spacing (e.g., obstruction

lights, edge lights, center line, touchdown zone, VASI, PAPI, REIL and strobes); 3. Depicted airport lighting should be selectable via controls at the instructor station as required for airplane operation; 4. Selectable, day, twilight and night airport visual scene capability at each model demonstrated.

- Terrain 1. Appropriate terrain, geographic and cultural features.

- Dynamic effects 1. The capability to present multiple ground and air hazards such as another airplane crossing the active runway or

converging airborne traffic; hazards should be selectable via controls at the instructor station.

- Illusions Note: illusions may be demonstrated at a generic airport or specific aerodrome.

1. Operational visual scenes which portray representative physical relationships known to cause landing illusions, for example short runways, landing approaches over water, uphill or downhill runways, rising terrain on the approach path and unique topographic features

5. Correlation with airplane and associated equipment

1. Visual system compatibility with aerodynamic programming; 2. Visual cues to assess sink rate and depth perception during landings; 3. Accurate portrayal of environment relating to flight simulator attitudes; 4. The visual scene should correlate with integrated airplane systems, where fitted (e.g. terrain, traffic and weather

avoidance systems and head-up guidance system (HGS); 5. Representative visual effects for each visible, ownship, airplane external light; 6. The effect of rain removal devices should be provided.

6. Environmental effects

1. The displayed scene should correspond to the appropriate surface contaminants and include runway lighting reflections for wet, partially obscured lights for snow, or suitable alternative effects;

2. Weather representations which include the sound, motion and visual effects of light, medium and heavy precipitation near a thunderstorm on take-off, approach and landings at and below an altitude of 610 m (2,000 ft) above the aerodrome surface and within a radius of 16 km (10 sm) from the aerodrome;

3. In - cloud effects such as variable cloud density, speed cues and ambient changes should be provided; 4. The effect of multiple cloud layers representing few, scattered, broken and overcast conditions giving partial or

complete obstruction of the ground scene; 5. Gradual break-out to ambient visibility/RVR, defined as up to 10% of the respective cloud base or top, 20 ft transition

layer 200 ft; cloud effects should be checked at and below a height of 610 m (2,000 ft) above the aerodrome and within a radius of 16 km (10 sin) from the airport;

6. Visibility and RVR measured in terms of distance; visibility/RVR should be checked at and below a height of 610 in (2,000 ft) above the aerodrome and within a radius of 16 km (10 sm) from the airport;

7. Patchy fog giving the effect of variable RVR; Note: Patchy fog is some referred to as patchy RVR.

8. Effects of fog on aerodrome lighting such as halos and defocus; 9. Effect of ownership lighting in reduced visibility, such as reflected glare, to include landing lights, strobes, and

beacons; 10. Wind cues to provide the effect of blowing snow or sand across a dry runway or taxiway should be selectable from

the instructor station. 7. Scene quality

1. Surfaces and textural cues should be free from apparent quantization (aliasing); 2. System capable of portraying full-color realistic textural cues; 3. The system light points should be free from distracting jitter, smearing or streaking; 4. Demonstration of a minimum of ten levels of occulting through each channel of the system in an operational scene; 5. System capable of providing focus effects that simulate rain and light-point perspective growth; 6. System capable of six discrete light step controls (0-5).

8. Instructor controls

1. Environmental effects; effects described herein should be selectable via controls at the instructor station, e.g., cloud base, cloud effects, cloud density and visibility (kilo meters/statute miles) and RVR (meters/feet);

2. Dynamic effects including ground and flight traffic; 3. Aerodrome selection; 4. Aerodrome lighting including variable density.

22. Motion Effects Note: The following specific motion tests are required to indicate the threshold at which a flight crewmember should recognize an event or situation. Where applicable below, flight simulator pitch roll, yaw and heave motion should produce, were possible, cues which are representative of the airplane as a function of airplane type. It is recommended that when assessing motion cues that several pilots comment on the fidelity of the perceived cues as individual pilots can have significantly different motion thresholds.

- Effects of runway rumble, oleo deflections, ground speed, uneven runway, centerline lights and taxiway characteristics

1. After the airplane has been pre-set to the takeoff position and then released, taxi at various speeds, first with a smooth runway, and note the general characteristics of the simulated runway rumble effects of oleo deflections. Next repeat the maneuver with a runway roughness of 50%, then finally with maximum roughness. The associated motion vibrations should be affected by groundspeed and runway roughness. If time permits, different gross weights can also be selected as this may also affect the associated vibrations depending on airplane type. The associated motion effects for the above tests should also include an assessment of the effects of centerline lights, surface discontinuities of uneven runways, and various taxiway characteristics.

- Buffets on the ground due to spoiler / speed brake extension and thrust reversal

1. Perform a normal landing and use ground spoilers and reverse thrust —either individually or in combination with each other — to decelerate the simulated airplane. Do not use wheel braking so that only the buffet due to the ground spoilers and thrust reversers is felt.

- Bumps associated with the landing gear

1. Perform a normal take-off paying special attention to the bumps that could be perceptible due to maximum oleo extension after liftoff. When the landing gear is extended or retracted, motion bumps may be felt when the gear locks into position.

- Buffet during extension and retraction of landing gear

1. Operate the landing gear. Check that the motion cues of the buffet experienced are reasonably representative of the airplane and vary with IAS.

- Buffet in the air due to flap and spoiler/speed brake extension

1. First perform an approach and extend the flaps and slats, especially with airspeeds deliberately in excess of the normal approach speeds. In cruise configuration verify the buffets associated with gradual spoiler/speed brake extension. The above effects could also be verified with different combinations of speed brake/flap/gear settings to assess the interaction effects.

- Approach to stall buffet 1. Conduct an approach-to-stall with engines at idle and a deceleration of 1 knot/second. Check that the motion cues

of the buffet, including the level of buffet increase with decreasing speed, are reasonably representative of the actual airplane.

- Touchdown cues for main and nose gear

1. Fly several normal approaches with various rates of descent. Check that the motion cues of the touchdown bumps for each descent rate are reasonably representative of the actual airplane .It is more predictable to use the autopilot in the VSI mode with A/T disengaged.

- Nose-wheel scuffing

1. Taxi the simulated airplane at various groundspeeds and manipulate the nose wheel steering to cause yaw rates to develop which cause the nose wheel to vibrate against the ground (“scuffing”). Evaluate the speed/nose wheel combination needed to produce scuffing and check that the resultant vibrations are reasonably representative of the airplane. With some airplanes it is necessary to use a contaminated runway, taxiway.

- Thrust Effect with brakes set

1. With the simulated airplane set with the brakes on at the takeoff point, increase the engine power until buffet is experienced and evaluate its characteristics. This effect is most discernible with wing-mounted engines. Confirm that the buffet increases appropriately with increasing engine thrust.

- Mach and maneuver buffet

1. With the simulated airplane trimmed in 1 g flight while at high altitude, increase the engine power such that the Mach number exceeds the documented value at which Mach buffet is experienced. Check that the buffet begins at the same Mach number as it does in the airplane (for the same configuration) and that buffet level is a reasonable representation of the actual airplane. In the case of some airplanes, maneuver buffet could also be verified for the same effects. Maneuver buffet can occur during turning flight at conditions greater than 1 g, particularly at higher altitudes.

- Tire failure dynamics

1. Dependent on aircraft type, a single tire failure may not necessarily be noticed by the pilot and therefore there should not be any special motion effect. There may possibly be some sound and/or vibration associated with the actual tire losing pressure. With a multiple tire failure selected on the same side the pilot may notice some yawing, which should require the use of the rudder to maintain control of the airplane.

- Engine malfunction and engine damage

1. The characteristics of an engine malfunction as stipulated in the malfunction definition document for the particular flight simulator should describe the special motion effects felt by the pilot. The associated engine instruments should also vary according to the nature of the malfunction.

- Tail pod strikes (tail strike)

1. Tail-strike can be checked by over-rotation of the airplane at a speed below Vr while performing a normal take-off. It could also be verified during landing. The motion effect should be felt as a noticeable bump. Excessive banking of the aircraft during the take-off/landing roll can cause a pod strike. The motion effect should also be felt as a noticeable bump. If the tail and/or pod strike affects angular rates then the cueing provided by the motion systems should have an associated effect.

- Turbulence

1. Atmospheric turbulence can be of many forms, thunderstorm activity, Jet stream turbulence, and terrain disturbances in high W/V, wind shear or unstable cloud formations. The airplane response will also vary with the wing loading and IAS. Initially check for these conditions at the recommended turbulence penetration speeds. The turbulence experienced should also be seen and correlated with the aircraft instruments.

To facilitate the usage of above-mentioned information, the following checklist is to be used for every single evaluation. As there is no possibility to check all systems and malfunctions during single evaluation, it’s recommended to adopt the checklist so as to cover all systems and as much as possible simulator malfunctions within three yars period.
