The Problem
There is a disconnect between most
Public Service Agencies (Law
Enforcement / Fire / EMS) and amateur
radio / MARS
There are equipment incompatibilities
that still are problematic for first
responders and disaster response
The Solution
Develop a cadre of capable communication specialists that can help merge emergency and auxiliary communications for improved outcomes
To equip these communication specialists with resources that cross platforms, allowing for true interoperability
Provide specialized instruction to facilitate acceptance and incorporation between different disciplines

Policy and Procedures
Always conduct agency interactions with professionalism, courtesy and integrity
Utilize the agency protocols and procedures as instructed
Use the proper chain of command
Integrate and utilize ICS including completing necessary ICS forms
Always have a “go bag” ready for emergent deployment
Support each AUXCOM team member when called upon
Never initiate conversations on DTRS unless authorized to do so by your served agency
Do not use the radio(s) as a scanner as this can consume Public Service talkgroup allocations
StarTAC talkgroup may be utilized at all times between team members. No Agency use is allowed.
Team members may not allow the radio(s) code plug to be copied or modified by anyone, unless authorized by Dan/Emit
Our value and success depends upon adherence to these policies:
Procedures
By accepting equipment, you agree to accomplish transfer of the equipment to a team member on demand for urgent deployment
Non-emergent transfer can occur as negotiated between the transferring and receiving team members
The equipment shall be maintained in a “ready for use” condition at all times
The Chain of Custody forms will be utilized at all times
During a large scale event, reasonable accommodation will be made to locate gear where it can provide the most good as determined by Emit/Dan
Interoperable Communications Request · The Incident Commander will determine when a situation exists that requires use
of a regional interoperability resource and notify the appropriate dispatch center.
· The dispatch center will follow internal agency procedures to contact the
Communications Unit Leader or Radio Cache Agency point of contact (POC) and
relay pertinent information regarding the event. See Appendix A.
· The following information is provided by the requesting agency to the Radio
Cache Agency POC at the time of an activation request:
· User’s agency.
· On-scene agencies requiring interoperability.
· Reason for request/type of event, i.e. wildland fire, etc.
· Equipment required.
· Expected duration of event.
· Location required/access information.
· Incident point of contact.
· User/requestor and/or servicing dispatch contact phone number.

· The Radio Cache Agency determines what regional interoperability resources are
available for use and identifies a specific resource. The Radio Cache Agency
activates the appropriate resource.
· The Radio Cache Agency coordinates the deployment by providing the contact
information for the radio cache to the Incident Commander or their designee.

DTRS Quirks
If you are scanning with the radio and there is no other radio on the frequency you are scanning ON THE TOWER you are connected to… you will not hear the traffic across the system
In an encrypted enabled radio, you will hear encrypted traffic even if your encrypt switch is “off”. You will not transmit in encrypted mode unless your switch is “on”
The radio can be “bricked”, ID removed from any DTRS console over the air and must be reprogrammed before it can be used again
EDACS (Enhanced Digital Access Communications System)
Not compatible with the Motorola DTRS

Operation Vortex FTX
The north central region (10 county area) exercise date has been changed to Oct. 11 and 12 (from the 4th and 5th) (functional aspects the 11th; recovery tabletop the 12th) It is called Operation Vortex and involves a cluster of tornadoes which call for a type 3 management team. There will be search and rescue exercises at DIA and South Metro rubble piles (apparently there are some houses on the DIA grounds they plan to collapse), but hospitals outside of Boulder County will only use “Flat Stanley” patients. Boulder County will use live volunteers and manikins. Boulder EOC may be involved with flood issues/Adams County EOC support. The NCR is expecting FEMA support but it is not yet in place. Longmont United will be impacted so that it needs to evacuate some 150 “patients” to Community, Avista, and Good Sam.
