Smart CitiesHow can this help Local Authority Asset Owners
Stuart Wilson BEng (Hons) MSc MHEADirector
Presentation Outline
• Introduction• The Future is Smart• Main Considerations• Pressures on Asset Owners• Highways Asset Management• The key driver• The Key Issues
• A new hope• Summary
The Future is SmartCulture• People want instant information• People also want to feel safe and
ensure their data is secure
Technology• Rapid advancement in new
technology and consequent availability of hardware
• Adoption of open standards = more vendor choice and innovationEnvironment
• Increase in urban population• Increase to detrimental effects
from pollution• Restrictions on available resources
Considerations
The Silo Effect• To achieve the greatest reward we need
to promote cross departmental collaboration
The Chief Digital Officer• Promote dynamic horizontal integration
Considerations
• Why do we need to deploy additional infrastructure if it is already collecting useful data?
• Use open platforms to allow interoperability
Transport for London and Bristol is Open• Release of data such as traffic
promotes innovation
ConsiderationsInfrastructure• The UK does not have the luxury of new
infrastructure• Therefore need investment and strategic
management
Street LightingThe Smart City Enabler?• Great timing with LED technology, giving
impetus for joined up business cases• Provides network infrastructure that can be
truly open (network and software) and totally interoperable – opening up vendor choice and innovation.
The Smart City Creator?• Are street lighting owners the most tech
savvy?• Do you know what urban users need?
Pressure on Asset Owners
Budget Cuts - CSR
More for less including resources
Public expectations of 1st class cities
Highway Asset ManagementTo help Local Authority Asset Owner they need
• A strategic approach to manage their infrastructure• that can influence funding decisions and investment by
their Cabinet Member• and ensure that highway maintenance is optimised
and meeting the required levels of service whilst being efficient
Key DriverAsset Management is about making the right strategic decisions to provide the most “whole life value” and not giving the “biggest bang for the buck”
It is all about:• Knowing your assets• What is it’s current condition• How it degrades• How and when to fix it, and• When is the optimal time to replace it
And it gives you the tools like• “What if” decision making tools
• Lifecycle planning• Degradation modelling
Key Issues
If Asset Management can give us this insight and deliver both efficiencies whilst ensuring fit for purpose infrastructure for the Smart City agenda, what are the key issues?• General adoption from local
authorities• Resource hungry• It is a day job• Has been a lack of guidance• It’s Expensive• Due to large amounts of data
and difficulties collecting it
A New Hope? With the advancement of Smart Cities we can now start looking away from Central management Systems (CMS) to Asset Intelligence Platforms• Using technology to the benefit of asset owners &
key stakeholders• Use of real time conditional data• Targeted/ risk based approach to maintenance• Degradation modelling• Whole life costing• “What if” analysis• CIPFA returns
…….Whilst still delivering a 1st class connected City
