• It is policy in the Philippines involves implementation of local mother tongues as the language of instruction in Kindergarten to year three (K -3), with the official languages (Filipino and English) being introduced as the language of instruction after grade three.

Mother tongue-based multilingual education (MLE) is education, formal or non - formal, in which the learner’s mother tongue

Learners begin their education in the language they understand best their mother tongue

Develop a strong foundation in their mother language before adding additional languages.

II- Definition of Terms

Mother Tongue - usually refers to a person's first language .The language that a person has learned from birth.

Language- is the human ability to acquire

and use complex systems of

communication

Linguistics- the scientific study

of language.

Dialect- is applied most often to regional speech

patterns, but a dialect may also be defined by other factors, such as social class.

Pangasinan- it is used to refer a person and a dialect of

the province of Pangasinan.

K–12 (spoken as "k twelve", "k through twelve", or "k to

twelve") is a term for the sum of primary and secondary education.

Multilingual Education- typically refers to

"first-language-first" education, that is, schooling

which begins in the mother tongue and transitions

to additional languages.

Instruction- is based upon the belief that students learn best when they make connections between the curriculum and their diverse interests and experiences.

IV-Causes

The purpose of a multilingual education program is to develop:

Appropriate cognitive and reasoning skills

enabling children to operate equally in

different languages - starting in the mother

tongue.

Maintains local language and culture.

Promotes learners’ integration into the national

society without forcing them to sacrifice their

linguistic and cultural heritage

Using the culture the child knows enables immediate

comprehension from which new concepts can be built -

going from the known to the unknown.

MLE aims to produce learners who are:

• Multi-literate —they can read and write competently in the local language, the national language, and one or more languages of wider

communication, such as English;

• Multi-lingual—they can use these languages in various situations;

harmoniously with people of culture backgrounds that are different from their own.

EDUCATION SYSTEM BY STRENGTHENING ITS CURRICULUM AND INCREASING THE NUMBER OF YEARS FOR BASIC EDUCATION, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES“

DepEd Order No. 31 s. 2013 issued on July 16, 2013 right after RA 10533 became law clarifies DepEd Order No. 31 s. 2012, thus:

• a. Mother Tongue is used as a Medium of Instruction (MOI) for Grades 1 and 2 for teaching Mathematics, AralingPanlipunan (AP), Music, Arts, Physical Education and Health (MAPEH) andEdukasyon sa Pagpapakatao (EsP);

• b. Mother Tongue is taught as a separate Learning Area in Grades 1 and 2;

• c. Filipino, as a Learning Area, is first introduced in Grade 1 during the second quarter (2nd Q)/grading period;

• d. English, as a Learning Area, is first introduced in Grade 1 during the third quarter (3rd Q)/grading period…
