Yes, some people could think that it was okay to let their children go in a car with no seat belt. Now the law says that you have to drive or sit with a seat belt, they can not believe that anymore.

A developed country would have more people and a warmer climate since they have more money.

A developing country would have less people and a warm climate not a lot of animals since they have the least amount of money.
