L ow-doc loans were shunned following the global fi nancial crisis but with more people
becoming self-employed, they are returning to favour.
Low-doc or low-documentation loans are designed for borrowers, generally the self-employed, who have diffi culty getting the required paperwork together to apply for a more traditional loan.
The beauty of these loans is that they have allowed thousands of borrowers to take out a mortgage, who otherwise wouldn’t have been able to because of their fl uctuating income or other circumstances.
Candidates for these loans still need to satisfy certain criteria. Previously, just a statement confi rming a borrower’s income was adequate but more emphasis is now placed on income verifi ca-tion.
If self-employed, lenders will look for consistency of income to ensure minimum repayment requirements can be met.
Often a letter from an account-ant will be required, or a bank statement that outlines income and expenses.
Some mortgage insurers may want to see a borrower’s BAS history before they insure for a low-doc loan.
Since the GFC, there are some lenders who are reluctant to lend more than 60 per cent of the value of the property so shop around as this does vary. Some low-doc loans also attract a higher interest rate but this isn’t always the case. And these days, low-doc loans generally off er all the features of traditional loans, such as redraw, off set accounts, and interest-only options.
Borrowers considering taking out a low-doc loan should read the fi ne print and make sure they are aware of all terms and condi-tions. And if unsure about any of the conditions, seek advice from a qualifi ed adviser or accountant.

F igures released by the Australian Bureau of Statistics (ABS) have revealed that home loan
approvals grew 11 per cent in the fi rst quarter of 2014 compared to 2013.
Loan Market director Mark De Martino said record low interest rates and strong real estate sales were the catalyst for the highest Q1 growth since 2002.
“The fi rst quarter of 2013 only grew two per cent from the previ-ous year so to see the fi rst quarter of 2014 rebound so strongly means consumer confi dence has rapidly returned,” Mr De Martino said.
Mr De Martino pointed out the data released for March showed a small one per cent drop from February and that April would likely show little, if any growth because of the extended holiday period.
“The key to maintaining the same levels of approvals and purchasing is low interest rates. The Reserve Bank of Australia (RBA) has been very clear that rates are likely to stay where they are for an indefi nite period of time,” he said.
“By setting a rate-hold mental-ity, home owners and buyers will remain confi dent knowing their repayments will stay low and they’re saving money in interest charges.”
Stats point to active market
The data for all states showed Q1 growth with New South Wales and Queensland leading the way at 15 per cent. South Australia and Western Australia both grew nine per cent and Victoria six per cent.
Mr De Martino said the ABS stats showed particularly strong growth in March for new home purchases, up 13 per cent from February and refi nancing of exist-ing dwellings, up 12 per cent for the same period.
“Even without cash rate move-ments by the RBA, this data supports the fact competition between lenders is high and they’re attracting new custom-ers,” Mr De Martino said.
“The cash rate has only dropped 50 basis points over the past year and we’re seeing 11 per cent quarter-on-quarter growth for home loans. Whilst the low cash rate is the primary driver, the lack of rate movements hasn’t slowed down growth.”
Meanwhile, according to data from Mortgage Choice, investors currently account for almost 30 per cent of all home loans written.
Mortgage Choice spokesperson Jessica Darnbrough said it is unsurprising to see an increasing number of investors entering the property market given that inter-est rates are currently hovering around record lows and property prices are on the rise.
“Research conducted by RP Data found dwelling values climbed 11.5 per cent across the combined capital cities over the last calendar year, while rental yields grew 2.3 per cent,” she said.
“While the growth in rental yields is largely out of step with dwelling values, both are still climbing, which would be consid-ered good news by investors.”
The 30 per cent fi gure is higher than in recent years, proving investors are currently very active in the market.

The Federal Government’s failure to address issues with the Goods and Services Tax (GST) in the Budget released last week is of major concern, according to the Real Estate Institute of New South Wales. “For some reason it appears that the need to review the taxation system is being avoided,” REINSW Presi-dent Malcolm Gunning said. “Everyone knows we need to get rid of our ineffi cient state taxes, including stamp duty, land tax
and payroll tax, and implement a broad based tax system. The sooner the Government recog-nises this, the sooner we can move forward with working out the logistics of what needs to be done.”
Recent reports that national licensing will be back on the agenda in 2015 for property professionals may be premature. The government body pushing the reform has started review-ing a licensing framework for other industries, but says there is no urgency for the real estate industry. The Council for the Australian Federation (CAF) has come out and said state and terri-tory governments have agreed to review the licensing frameworks for the electrical and plumbing industries. However CAF has said that there is no urgency to review a national licensing framework for the property industry after the disestablishment of the National Occupational Licensing Authority was announced late last year.

Budget provides wins for the west
W estern Sydney’s property market has been under-pinned by the
Abbott Government’s Federal Budget, with new road networks facilitating economic growth and improving access to employment hubs, major real estate network LJ Hooker said.
LJ Hooker National Research Manager, Mathew Tiller, said the capital works injection, coupled with the lowest interest rates in 60 years, would lift property markets around major project zones, spurred on by employment opportunities.
“The infrastructure package will help alleviate housing aff ord-ability issues by bringing new housing markets closer to centres of employment,” he said.
“A number of the projects will help ensure employment oppor-tunities are evenly spread across
cities and regional areas and ensure housing demand and price growth is not distorted.”
Western Sydney will benefi t from:
* A $2 billion concessional loan will be provided to expedite stage 2 of the Westconnex project
* $2.9 billion has been allocated towards the Western Sydney Infrastructure Plan. This will enhance traffi c capacity in the South West Growth Centre and assist in the development of an airport at Badgerys Creek.
Christopher Mourd, LJ Hooker’s Head of Residential, said fringe and outer suburban markets will be the biggest winners from the infrastructure program.
“Those who purchase property in the outer suburbs will see the social and lifestyle benefi ts of having a shorter commute to work, alleviating pressure on the inner city areas,’’ he said.
“In particular, suburbs includ-ing Liverpool, Campbelltown, Camden, Oran Park, Penrith, Silverdale, Parramatta and Strath-fi eld will greatly benefi t from the spending program, placing them under the radar of buyers and investors.’’
Mr Mourd also predicts the major projects will extend the current price growth experienced across major capitals, as more investors follow the infrastruc-ture program.
“Money has never been so cheap and prices have never been posi-tioned better. Now with world-class infrastructure on the way, we will see steady price growth continue.”
Mr Tiller said the Badgerys Creek airport would provide major economic benefi ts for the state and national economies, potentially increasing national GDP by $24b by 2060.
“Four thousand jobs will be created in the construction phase with 35,000 jobs when it’s opera-tional,’’ he said.
“The 33km Westconnex will address the missing link in Sydney’s motorway network, connecting the western suburbs with the (existing) Airport and Port Botany precinct.”
Mr Tiller said other major infrastructure announced in the Budget would benefi t Melbourne and Toowoomba.
“The $1 billion Melbourne’s East-West Link, including a second river crossing, will lessen capacity constraints on the congested Monash West Gate freeway, the West Gate Bridge and Hoddle Street,” Mr Tiller said.
Mr Tiller said the 41km Toow-oomba Bypass, running from the Warrego Highway at Helidon to the Gore Highway at Athol, would be a real winner.

Australia (REIA) Presi-dent, Peter Bushby says the housing sector is not
immune to the Treasurer’s call for everyone to contribute to the Budget repair.
In REIA’s response to the Federal Budget, Mr Bushby says fi rst home buyers saving for a deposit have lost yet another incentive with the abolition of the First Home Savers Account scheme.
“We would like to have seen the scheme reviewed and improved rather than simply thrown on the scrap heap because of an initial low uptake,” he said.
“With home ownership in Australia declining and fi rst home buyers fi nding it increasing diffi -
cult to enter the housing market, this will not help the situation.
“By contrast, the Government has indicated that the National Rental Aff ordability Scheme (NRAS) should be reviewed – an action REIA supports.
“We’re pleased to see no change to negative gearing in its current form for the purpose of property investment.
“It is complementary to the goals of the Housing Aff ordability Fund (HAF) in addressing the supply of rental accommodation.
“Abolition of negative gearing would result in a dwindling supply of properties for rent and escalating rents and reduced opportunities for low to middle income earning Australians to
create wealth for self-funded retirement.
“With Budget forecasts of moderate growth, a slight increase in unemployment and
infl ation well within the RBA’s target zone, interest rates should remain low for some time and that is good news for home owners and prospective buyers.”

In 1824 the mansion commis-sioned in 1823 by Sir John Jamison was completed and named Regentville in honour of the Prince Regent, later King George IV.
It is thought that this was in gratitude to the Prince Regent for his English confi rmation in 1813, of the earlier knighthood he had been given by the Swedish Government.
When Sir John Jamison arrived in Australia in 1814, he inherited a large area of land along the Nepean River left to him by his father. Over the next few years he progressively added to this land, via grant and purchase. The actual site on which his villa was erected was on 600 acres purchased from the Reverend Robert Cartwright.
The stone for this impressive two-storey mansion was quarried on site and numerous service buildings and workers’ cottages were also built. The estate was extremely prosperous, with vine-yards, livestock, orchards and a horse stud. From 1835 to 1840 a tweed mill was erected on site.
Known as the “Hospitable Knight of Regentville”, Sir John Jamison was famous for his lavish entertainment.
Unfortunately, Sir John Jamison was ruined in the depression of the 1840s. As a major shareholder in the Bank of Australia, formed in 1826, when the bank crashed in 1843, he was left bankrupt. At his death in 1844, his wife Mary and their six children were left with very few assets.
From this time onwards, the property deteriorated. The mansion was used for a short time as a mental asylum, but this venture failed. The mill manager is known to have lived in the house at some time, and it was leased by the Shiels family as a hotel from 1865. On May 22, 1869 however, Regentville was burned to the ground. The inquest concluded that arson had taken place. Some of the stone blocks were then removed and used to build other houses in the area and as gutters in parts of Station and Belmore Streets in Penrith. The only part still remaining of this once great house is the spacious cellar.
The area around and including the small rural village of Regent-ville was gazetted as a suburb in 1970.

A real estate agency well known for its innovation, Starr Partners, has announced the launch of a smartphone tool that will revolu-tionise how Sydney homebuyers search for property via mobile.
The Snaploader app, launched with Starr Partners – who has 28 offi ces across Sydney – enables home buyers to take a virtual tour through a property. Available now, consumers can hold their smartphone over the advertised property image or the 2D fl oor plan to transport into a 3D world. The virtual fl oor plan appears
within seconds providing the user with a more authentic home viewing experience. All the walls, windows and doorways trans-form into 3D in order to refl ect their real life positions.
Using a blend of Image Recog-nition and Augmented Reality technologies, users can access the tool simply by downloading
the app and snapping a Starr Partners property image. The new-to-market technology recog-nises this image and delivers all the relevant property and agent information in a simple carousel where they can also begin their 3D experience.
It’s certainly a massive change for home hunters!
Don’t let it slip
D uring winter, as the weather gets colder, it’s very easy to forget about your pool. After
all no one is using it, so it’s very easy to think you can get away with being a little lax on main-tenance. Well you’re not alone, new research has been released showing that over half of Austral-ians neglect their pool care when the weather turns a little cooler. The data comes from the 2014 Poolwerx Winter Pool Care Survey and while it might seem like less use means less maintenance, it could end up costing up to $1000 to bring your pool back to health once the weather gets warmer and a cool dip becomes more inviting.
Approximately half of all pool owners didn’t test water pH and chlorine levels with 36 per cent never removing fallen leaves from the pool or clearing skimmer baskets. The numbers are pretty poor when you consider that Poolwerx recommends these jobs
are done each week during the off -season.
So what should you be doing to ensure you avoid fi nancial and health impacts from an untreated pool. Poolwerx has some care tips for pool owners to weather the winter months.

tained regularly to ensure they stay within a healthy range. It is also important to remove debris from your pool each week.
A consultation with your pool technician will help you to sort out a winter maintenance sched-ule that suits your pool. Investing in a pool cover is recommended to help reduce evaporation
and chemical usage while also protecting your pool from debris. Lastly reduce the operation time of your pool pump to up to six hours and be sure to switch the timer to off -peak.
While regularly inspecting and maintaining your pool is impor-tant to keep it healthy it’s also a safety measure for your family.
Be sure to check pool fences, ensuring they are closing properly and that there is nothing near the fence that children can climb to help prevent them from accessing the pool area.

That way if the police or emergency services need to contact you for whatever reason, they will have an understanding of where you are and how to contact you.
The little things: If you have someone looking after your house, make sure you give them a proper tour and include little things like where the electricity box is located. If the power was to go out, it could be very confusing for someone unfamiliar with your house to find their way around.
Leave a light on: If you can, leave a light on some-where in the house. That way, the house is not always in complete darkness while you are away.
