M ulti-storey short and long term stay accommodation is going to ignite the

Penrith CBD, bringing 250 beds above a brand new commercial precinct.

Last Friday, local and family-owned Astina Serviced Apart-ments tested the soil at their newly contracted site on Woodriff Street next to Judges Car Park – a milestone in the future of the CBD.

Astina Serviced Apartments Operations Manager, William Schrumpf, said the build by Astina Group is going to be a landmark in the area upon its completion in two years.

“At this point, it has a double basement, with seven levels, and it’s a bit hard to determine right now, but approximately 250 beds,” he said.

“There’s going to be cafe and

commercial areas downstairs, and a recreational area on the site, complete with a gym, pool and spa, either on the rooftop or on Level 1.”

It will open up toward Memory Park and Mr Schrumpf said it will captivate and engage the area.

“We may have a fountain or street art feature in the front, but the facade of the building will be attractive and a draw card, funnelling naturally to our site,” he said.

“Hundreds of people will stay here, and if they’re here for one night they may not want to cook a meal. They may walk down the street to grab food, ice-cream or go to the movies, encouraging businesses to stay open later than 7 or 8pm.”

It’s still too early to tell whether demand will see the new building replace the two current locations

of Astina Serviced Apartments in Lethbridge Street and Dent Street or complement them.

Parking was unavailable for the day last Friday, but will remain at the site until construction begins next year.

Councillor Ross Fowler said there was strong indication to the community that the parking was only temporary.

“We put signs up in the area that this was only temporary parking, so people who parked there knew this was happening,” he said.

Cr Fowler said the development will answer Council’s calls to provide alternative accommoda-tion for anyone from athletes to business people.

“I got a big smile on my face when I drove past this morning. We identifi ed the need for more beds in the Penrith region through our Penrith Progression.”

P enrith residents are being encouraged to look further north for investment opportuni-

ties with housing prices in Bris-bane set to boom.

While Penrith has just about reached its real estate peak, Bris-bane is next on the list with prices expected to soar, according to real estate forecasters.

Director of Harcourts 360 Degree Realty in Victoria Point in Queensland, Garry Ahearn, said he knows both the Penrith and Brisbane markets well after being in real estate for some 35 years.

“I know Penrith people really well after selling houses in the area for 25 years, and right now it’s better value for people to buy in Brisbane,” he said.

Investors urged to consider Brisbane

“It’s all about the real estate cycle, which has been growing in Penrith for the past fi ve years, and is now about to hit Brisbane.”

Mr Ahearn said people like prop-erty powerhouse John McGrath are all indicating now is the time to look in the Brisbane market

place for an investment property. “It all comes down to the high

rental yield for investment in Brisbane and the lower property prices,” Mr Ahearn said.

“Those two ingredients make for a successful recipe and an entertaining opportunity.”

An alternative market to Penrith, Mr Ahearn said Brisbane has everything on off er right now.

“It’s not that I don’t want to invest in Penrith or that people shouldn’t; it’s just the right time for the Brisbane market,” he said.

“You can be 10 minutes away from the city, three major hospi-tals, and just 40 minutes away from the Gold Coast.”

Mr Ahearn said both Penrith and Brisbane market places are exceptional.

“In my opinion, and based on facts, Brisbane is ready to go through the growth phase just like Penrith did,” he said.

Annuity investments make a comeback

F or the fi rst time in a long time clients are now asking me about annuities and specifi cally

lifelong annuities. So what is an annuity? In basic terms an inves-tor purchases an annuity with a lump sum which guarantees a specifi ed income from the invest-ment for a set period of time. The term can range from one year through to a lifetime and the investor can in most cases elect to receive their initial investment or part thereof back at the end of the term. The annuity provider bares all the investment risk, but at the same time there is no fl exibility for the investor.

The lifelong annuity was reason-ably popular up until 2004, with the main reason being that funds invested in an annuity were not assessable for Centrelink purposes.

In 2004 changes were intro-

duced to have half of the value assessed in the assets test and after 2007, the annuity became assets test assessable. Once the favourable Centrelink treatment was removed the annuity went out of fashion, but recently has made a resurgence.

There a few key factors that have led to this revival; most notably improvement in the annuities themselves and again changes to Centrelink.

One of the biggest reasons many have previously not considered an annuity is that once the policy is commenced there is no opportunity to exit and there is no fl exibility whatsoever.

One of the leaders in the annu-ity market has made signifi cant improvements to the lifelong annuities solving these issues by introducing a withdrawal period that allows clients to access their funds (or part thereof) and exit the

annuity inside the fi rst 15 years, albeit with some conditions. Inside that period there is also a guaranteed death payment to the estate. These improvements alleviate the major concerns that many investors had with annui-ties and makes the option more viable.

The major driver however has been the changes to Centrelink income tests for the most popular income stream, the allocated pension. Until recently for Centrelink income test purposes, assessable income for an allocated pension was calculated by using a formula based on the initial investment and life expectancy which determined a fi gure known as the deductible amount that was subtracted from the actual income received. This is no longer the case, with assessable income now being determined by using the deeming rates.

Spending more than you earn

L ast week I participated in a series of presentations to kids in our region for Global Money Week – an

initiative to foster fi nancial education in our children to better their futures and break the taboo around talking about money.

While the actual presentation was less than a stellar success (please don’t remind me!) the outcome I was actually really pleased with.

From a group of nine to 12-year-old children most of them understood saving, most of them understood the need for saving and most of them had at least one saving goal.

Many of the kids planned to save everything they earn – which is admirable innocence and I love it, but equally many of them had thought about saving one third to half of the money they have, and they knew they could have bank

accounts and money boxes – or put their money in a safe!

Clever kids! We discussed wants and needs

and I’m sure they all understood that chocolate is a want – while doing chores is a need.

So it seems the fi nancial messages are getting through to our kids and I know I meet plenty of young people who are focused and saving and buying property in their early 20s to set them selves up well.

However life gets in the way at times and I also meet lovely people who are watching credit card or personal loan balances grow each year and are unable to get on top of them.

The cold hard reality of this is you’re probably spending more than you earn if your debts are growing each year.

At times this happens because of a temporary change in our

circumstances – like maternity leave or illness, particularly unex-pected – and while this is not ideal it’s something we can address when things reverse.

But if this continues you can fi nd yourself in a situation where the interest itself will feel crippling – let alone actually moving forward in the debt.

There are only two ways you can improve this situation, increase your income or cut your expenses.

I know this is easier said than done.

Before the situation gets out of control take a hard look at your budget and talk to someone who can help you look at your options.

It’s amazing what you can do for a short period of time that might help you make a long term gain.

As well as a weed mat it’s impor-tant to mulch your garden, as this will help combat weeds while also

locking in moisture and helping to provide your plant with all the nutrients it needs.

Raised garden beds are another way to keep your garden low maintenance. Not only does the height make for easier access, but they’re also ideal for plant growth as they provide improved drain-age and warmer soil.

Another option that’s very much on trend right now is a vertical garden which is a great way to bring life to a boring wall.

Backyard cleaning tips

High pressure cleaning: Seriously, if you haven’t purchased a high pressure water cleaner, you need to get yourself down to Bunnings or Masters and buy one. You won’t believe just how good your paved areas or bricks look once you’ve given them a good once over. Do this 2-3 times a year and you will notice a huge difference.

Don’t forget: It can be very easy to forget about your backyard during winter. But to avoid more work when it warms up again, make sure you keep up the maintenance of things like your BBQ and outdoor setting.

Clean the pool: If you have a pool, keep an eye on it during the winter months and don’t let it get dirty or out of control. It can be hard to find the energy to clean the pool during winter given you won’t be using it, but it’s really important to keep the water healthy.

Window cleaning:

Have you looked at your windows lately? Get some old newspaper (not the Week-ender though, of course) and some window cleaner and get to work. Your windows will sparkle and you’ll be able to see outside into the yard very clearly. It’s hard work but well worth it.
