LUNGSOD NG MA-LOLOS –Sana ay hu-wag magkakasunog sa aming bayan.

Ito ang panalangin ng mga residente ng magkatabing bayan ng Guiguinto at Balag-tas sa Bulacan ngay-ong buwan ng Marso kung kailan ginuguni-ta ang fi re prevention month.

Ang panalanging ito ay may kaugnay na sa kalagayan ng mga fi retruck sa dalawang bayan. Ngunit hindi ito dahil sa walang la-mang tubig, sa halip ay luma na ang mga fi retruck at laging may sira.

Batay sa paglalar-awan ni Guiguinto Mu-nicipal Administrator Edilberto Cruz, ang fi retruck ng kanilang bayan ay matanda na dahil sa ito ay 45 taon na.

Ang fi retruck naman sa bayan ng Balagtas ay nabili noong 1997 at pala-giang sira.

Katunayan, noong nakaraamng taon, nagkasunog sa Guiguinto Elementa-ry School na katapat lamang ng munisipyo ng Guiguinto at agad na rumesponde ang mga bumbero dala ang fi retruck.

CABANATUAN CITY – Gov. Aurelio Umali has realigned P20-million from his intelligence fund to fi nance a multi-pur-pose building at the Nue-va Ecija Police Provin-cial Offi ce (NEPPO) at Burgos Street here that will serve as venue for conferences and hostel for policemen and their visiting family.

Umali, who led the ground-breaking cere-monies along with PNP Director Gen. Alan Puri-sima, said the project is a fi tting recognition to the contribution of the police in keeping sound peace and order of the prov-ince, especially during the last two elections.

BALANGA CITY - Senator Cynthia Villar on Thursday greeted women of Bataan in the celebration of the Provin-cial Women’s Day here, an-nouncing her advocacy in the empowerment of women across all sectors of society in the country.

“When we empower wom-en, we empower families and generations of people. In fact, by empowering women, soci-ety is doing itself a favour,” the senator said.

She expressed the belief that women play an import-ant role in nation-building. “We need more empowered wom-en to participate and take the lead,” she said.

Villar said it was heart-warming that in the leg-islative sector of government, in the Senate, the 16th Con-gress recorded the presence of many women lawmakers among them Senators Miri-am Santiago, Pia Cayetano, Loren legarda, Nancy Binay, Grace Poe and herself.

“Marami kayong kakamp-ing kababaihan sa Senado,” she said.

Villar said she has fi led many bills in both the House and the Senate in the protec-tion of women and provisions

She promised that she would not stop helping wom-en and asked other women to go on helping the poor and de-pressed women towards the success and progress of the country.

Villar said she has made arrangement with the Depart-ment of Agriculture to provide women’s groups composting facilities for turning wastes into fertilizers and with the Philippines Coconut Authori-ty for machines in the produc-tion of coco nets from coconut husks.

Vicky Garcia, chairperson of the Provincial Women’s Commission, said women in Bataan are interested in liveli-hood projects.

“Maging matatag sa lahat ng paghamon sa buhay na da-rating, kayang-kaya natin ‘yan basta huwag tayong maka-kalimot sa Diyos,” Garcia ad-vised women.

Gov. Albert Garcia said Vil-lar should be lauded for her advocacy on women’s em-powerment and social justice.

“I greet all women in Bata-an and the country in the cel-ebration of International Wom-en’s Day,” the bachelor gover-nor said.

HAGONOY, Bulacan—Nagpahayag ng pangam-ba ang mga residente at opisyal ng bayang ito dahil sa patuloy na nilalamon ng Manila Bay ang baybaying bahagi nito.

Apektado na ang halos 800-ektaryang pribadong palaisdaan bukod pa sa ma-higit 400-ektaryang palais-daang pag-aari ng pamaha-laang bayan ng Hagonoy.

Ayon kay Louie Libao, fi shery offi cer ng bayang ito, ang pagkawasak ng mga pi-lapil ng 800-ektaryang prib-adong palaisdaan ay nag-simula may tatlong taon na ang nakakaraan.

Ito ay nangangahulugan na umaabot sa 266.6 ek-

Libong ektaryang palaisdaan, nilalamon ng dagatLibong ektaryang palaisdaan, nilalamon ng dagattarya ng palaisdaan ang nilal-amon ng dagat bawat taon, o 22.2 ektarya bawat buwan sa nagdaang tatlong taon.

Sa kasalukuyan, kabilang sa mga palaisdaang nawasak ang pilapil ay matatagpuan sa mga barangay ng Tibagu-in, Pugad, San Roque at San Pascual sa bayang ito.

Ayon kay Libao, ang ma-bilis na pagkasira ng mga palaisdaan sa bayang ito ay sanhin ng epekto ng climate change na pinalubha pa ng kapabayaan at pagka-ubos ng mga bakawan at iba pang puno sa baybayin na nagsis-ilbing panangga sa mga alon.

Inihalimbawa ni Libao ang mahigit sa 400-ektaryang pal-aisdaan ng bayang ito na nil-amon ng dagat may anim na taon na ang nakakaraan.

Ang nasabing palaisdaan ay dating nirerentahan ng mga malalaking fi shpond op-erator na sila na ring nagsa-sagawa ng rehabilitasyon sa mga pilapil nito.

Ngunit nang matapos ang kontrata sa renta ng nasa-bing palaisdaan, hindi agad narentahan ito dahil ang nais ng dating punong bayan ng Hagonoy ay maging mas mataas ang renta bawat taon.

Ngunit isa sa argumento ng mga rerentang fi shpond operator ay ang malaking gastos sa buong taong reha-bilitasyon ng pilapil.

Ang kalagayang ito, ayon kay Libao ay malaking banta hindi lamang sa kabuhayan ng mga residente at mga namamalaisdaan. Ito ay ban-ta rin sa mga pamayanan,

partikular na samga barangay na malapit sa baybayin.

Inayunan din ito nina Kon-sehal Elmer Santos at Maxi-mo Crisostomo, ang tagapa-muno ng Municipal Cooper-ative Development Council (MCDC), isa sa mga pangu-nahing grupo na nagsusulong ng malawakang pagtatanim ng bakawan sa baybayin dagat ng bayang ito.

Iginiit ni Santos ang ma-daliang rehabilitasyon sa mga palaisdaang nakaharap sa Manila Bay na karaniwang hi-nahampas ng alon kapag tag-ulan.

Para naman kay Crisosto-mo, dapat ring magsagawa ng malawakang pagtatanim ng bakawan upang magsilbing proteksyon. Iginiit pa niya na maging mga pilapil ng mga

palaisdaang nasira ay dapat taniman ng bakawan. Ito ay dahil sa mga nasalantang palaisdaan ay nai-convert na fi shpen ng ilang malalak-ing fi shpond operator.

Ito ay sa pamamagitan ng pagbabakod ng mataas na lambat sa paligid ng pal-aisdaan upang kahit wasak ang ilang bahagi ng pilapil ay mapanatiling nakakulong sa loob ang mga isdang al-aga tulad ng bangus, sugpo at iba pang produkto.

Sa kabila naman ng pat-uloy na operasyon ng pal-aisdaang ginawang fi sh-pen, nagpahayag din ng pangamba ang maliliit na mangingisda dahil sa epek-to ng aqua feeds na ginag-amit ng mga operator ng fi shpen.

BUSINESS LEADER John Gokongwei, Jr has been conferred the 2014 Lifetime Achievement Luminary Award by Channel NewsAsia (CNA) for his contribution to the growth of Philippine indus-try and the Asian economy. Gokongwei is the fi rst Filipi-no to receive that recognition from the Asian TV News chan-nel.

In ceremonies at the Ful-lerton Hotel in Singapore on February 25, the entrepre-neur-turned-industrialist and founder of one of the coun-try’s largest conglomerates became the fourth recipient of the prestigious award given previously to business leaders from India, Thailand and Indo-nesia.

During his dialogue with CNA’s Timothy Go, Gokong-wei said that he never imag-ined he would one day be one of the wealthiest men in the country. “I knew I could make it in Cebu but I never thought I could make it in Manila,” he said.

“Everything was done in accordance to what is right. It takes time and devotion… you rely on your family for help and if they’re a dedicated group, they will help you. And that’s what happened to me.”

The awards ceremony, at-tended by some 250 guests that included business and in-dustry leaders, coincided with the celebration of the 15th an-niversary of the English lan-guage Asian TV news chan-nel.

Gokongwei took his fi rst steps in entrepreneurship at age 15 in the family’s home-town in Cebu in the central Philippines where he engaged in a buy-and-sell operation us-ing a bicycle.

From these humble begin-nings, he grew his fortunes on hard work and frugality while taking calculated risks and embracing competition. Today, Gokongwei’s business em-pire includes JG Summit Hold-ings, Inc. (JGSHI), Robinsons Retail Holdings, Inc. (RRHI), Universal Robina Corporation (URC), Cebu Pacifi c Air (CEB) and Robinsons Land Corpo-

ration (RLC), with a combined market cap of over USD18 bil-lion.

The 87-year-old self-made billionaire now sits as Chair-man Emeritus of JGSHI, the family’s fl agship that was cho-sen by Forbes as among Asia’s Fab 50 best publicly-traded companies in 2011 and 2012. When he turned 80, Gokon-gwei donated half his shares in JGSHI to the Gokongwei Brothers Foundation (GBF), which in turn, has given signif-icant endowments to various educational institutions in the Philippines.

JG Summit has interests in food and beverage, real estate and hotel, airlines, banking, power, telecommunications, petrochemicals, retail and publishing. The conglomerate earned a net profi t of P13.3 billion as of end-September 2013.

The tycoon received a Master’s degree in Business Administration from the De La Salle University, Manila, an Honorary Doctorate degree in Humanities from the Ate-neo de Manila University and an Honorary Doctorate degree in Science in Business and Enterprise Development from the University of San Carlos in Cebu. He also attended the Advanced Management Pro-gram at Harvard University in

Boston, Massachusetts.His wealth and infl uence

notwithstanding, Gokongwei said in one interview that he is proud of his family fi rst and his business only second. He has fi ve daughters and a son who

are all involved in running their conglomerate. His son Lance is president and chief oper-ating offi cer of JGSHI, while his brother James Go is the conglomerate’s chairman and chief executive offi cer.

All suspended for alleged “irregularities in the conduct of anti-illegal drugs operation” on November 29, 2013 where a total of P182 million worth of suspected shabu was confi scated during a buy-bust operation at Woodbridge Subdivision of The Lakeshore in Barangay Divisoria, Mexico, Pampanga.

The confi scated items, it was learned belatedly, were not included in the list of evidence. And the target of operations, one Chinese national named Ding Wenkun, aka Mister Lee, conveniently escaped.

CASE 2. “Agaw Bato.”Inspector Bienvenido Reydado, chief of the

Criminal Investigation and Detection Group-Pampanga and his civilian agents Adriano Laureta, Arnold Sanggalang, Eric Reydado, Pedrito Tadeo, Alberto Reydado and Edwardson Sisracon, identifi ed as the Number 2 in the Most Wanted List in Naic, Cavite. (Wow, most wanted in Cavite, police asset in Pampanga!)

All arrested by the CIDG operatives and Philippine Drug Enforcement Agency for helpings themselves with the money and drugs they confi scated during raids on traffi ckers.

Seized from them were unregistered fi ve high-powered fi rearms, 11 pistols, ammunition, P2.6 million in cash believed to be earnings from the sale of suspected shabu, fi ve sports utility vehicles and two motorcycles.

CONCLUSION. The Pampanga police offi ce has now a new Rogues’ Gallery – of its own men involved in the very criminal activities it is mandated to prevent.

Oca’s vindication“I AM vindicated.”

Quoted Sun-Star Pampanga’s very headline recently of defeated 3rd District Rep. Aurelio Gonzales over the dismissal by the House of Representatives Electoral Tribunal of the electoral protest he lodged against his nemesis, Rep. Oscar S. Rodriguez.

Which led to readers wondering over the state of emotional, if not mental, health of Gonzales. As the astute journalist Ashley Manabat wrote in his Punto story: “How can Gonzales feel vindicated when his electoral protest was dismissed by the HRET for lack of merit. It should be Rodriguez who should feel vindicated and not the other way around.”Which led Rodriguez to demand his space in the paper, arguing that the story was far from objective, even farther from accurate, and furthest from the truth. As he told the assembly of journalists belonging to the Capampangan in Media Inc. two Fridays back.

Rodriguez assailed the story for presenting as dispositive fact the arguments of Gonzales that were thoroughly negated by the dismissal.

Read the Sun-Star Pampanga story:The HRET, in its decision, said that Gonzales

“prayed to disqualify protestee (Rodriguez) from holding offi ce as Representative of the Third District of Pampanga, and annul and set aside his proclamation as elected representative of the district, among others. There is, however, no prayer to proclaim protestant as the duly elected Representative thereof…In its ruling, the Tribunal noted that “after a candidate has been proclaimed elected, his disqualifi cation on grounds of vote buying, terrorism, overspending, and other election irregularities can only be sought in an election protest, this time for the purpose of annulling his election. The Tribunal spoke of annulment of election and not disqualifi cation of elected candidate.”

So was Rodriguez disqualifi ed? So was his proclamation annulled? So where’s Gonzales’ vindication there?

“The decision said that my political rival does not deserve to occupy his position because he has betrayed public trust,” said Gonzales, pointing to Paragraph 36 of the HRET Case No. 13-011 resolution, stating that “All told, Protestee failed to prove that the disbursements were made under the exceptions set forth under the law. Therefore, the issuance of checks and release of fi nancial assistance fall within the ambit of vote buying as described in Section 262 of the Omnibus Election Code. Accordingly, Protestee should be held liable for his wrongdoings.”

Still, Rodriguez remains in the House, seated on the high chair of the committee on good governance and public accountability that, only two days ago, started an investigation into reports that P30 billion in infrastructure funds went missing during the last months of the Arroyo administration.

Of much interest to our regional readers is the record of disbursement for Central Luzon in the documents Public Works Secretary Rogelio Singson submitted to Rodriguez’s committee, to wit:

The whole province of Aurora with P25 million.

Bulacan’s 1st District with P10 million; 2nd

District with P13 million; and 3rd District with P8 million.

Nueva Ecija’s 1st District with P32 million; 4th

District with P20 million.Tarlac’s 3rd District with P20 million.Zambales’ 2nd District with P25 million.And, last but certainly not least, Pampanga:

1st District with 35 million; 2nd District with P35 million; and 3rd District with P502.5 million.

A whopper there: Gonzales, the 3rd district congressman at that time, getting much, much, much, more than presidential son Mikey Arroyo representing the 2nd district.

The incredulous Rodriguez stressing the 3rd

district “received a total of P502.5 million in just one month – February (2013) – less than three months before the elections.”

Furthered he: “According to the DPWH project monitoring report, there was zero accomplishment in my district. I am not saying that they funded ghost projects, only that there was no accomplishment. We are asking Secretary Singson to verify these projects.”

No need for Rodriguez to see ghosts there. He has seen so much before and talked about it.

When Gonzales fi rst went on print – in Sun-Star Pampanga, where else – after fi ling his electoral protest, he declared: “The indiscriminate issuance of… checks and the distribution of ‘fi nancial assistance’ to numerous recipients, benefi ciaries and/or scholars just a few days before the elections obviously constitute massive vote buying.”

Gonzales charged Rodriguez of having violated Section 261 of the Omnibus Election Code, which prohibits any public offi cial or employee, including barangay offi cials, from releasing, disbursing or using public funds during 45 days before a regular election, and Comelec Resolution 9585, which implements Section 261 of the Omnibus Election Code that prohibits the release, disbursement and expenditure of public funds effective March 29, 2013 until May 13, 2013.

Of course, Rodriguez paid back Gonzales in kind: “It is all too ironic that he is protesting what he himself precisely did during the campaign and days before the election. I think he is very guilty of that, driving him to desperation.”

And boomed: “It is very sad to note that he corrupted education. Saan ka makakakita na pati kindergarten binigyan ng P800 tapos scholar na. Iyung iba naman, P10,000 per family… Indeed, his protest is very, very ironic.”

Ironic, indeed. With some sense of poetic justice.

With the latest report of the 3rd district – under Gonzales – getting P502.5 million three months before the May 2013 elections, what had been readily dismissed then as perfunctory counterclaims of Rodriguez are starting to emerge under the very lights of the gospel.

This is pure vindication. For Rodriguez.

Philexport R3 Executive Director Malou V. Balano said the Klas Coffee Table by Tri-boa Bay emerged winner in the furniture category.

In the furnishing catego-ry for lighting, Tripod Lamp by Dale Mathis Studio, Inc. won while in the accessory sec-tion, Timeless by More Than a Chair was judged winner.

The Best Booth was also bagged by More Than a Chair.

Balano said the contest was conducted to encourage Kapampangan furniture man-ufacturers to come up with new designs and innovations for the local market which are displayed at the Deco Central Showroom.

CITY OF SAN FERNANDO – The Department of Labor and Employment Central Luzon (DOLE) encouraged yesterday private companies to give productivity incentives to workers who showed effi ciency and dedication in carrying-out their du-ties.

Atty. Geraldine Panlilio, assistant regional di-rector of DOLE Central Luzon said that an advi-sory from the national offi ce directed them to ask businessmen to reward hardworking employees through perks.

Panlilio said private companies can motivate their workers to be more productive even without salary increase if they will acknowledge their ef-forts by giving them bonuses and incentives.

“Workers will give their best in doing their jobs knowing that they will be rewarded. They will fo-cus on working hard instead of aggressively wait-ing for salary increase ordered by DOLE,” Panlilio said.

The assistant regional director also said giving perks is also advantageous to business since out-puts will be doubled and works will be effi cient.

“No more dilly-dallying of works and no more unnecessary demands if the company will give them credit. Quality service from the employees will also mean good business performance and more income. It is a win-win solution to both par-ties,” she explained.

Jim Jimenez, president of the Pampanga Chamber of Commerce and Industry Incorporat-ed (PAMCHAM) said that some of the members of the chambers are already doing this and others will surely follow if DOLE will ask them especially if business is doing well.

“A Productivity incentive is already a prac-tice of some companies however, we should also consider the condition of the business in giving perks. But defi nitely the members will surely fol-low memorandum from DOLE,” he said.

CABANATUAN CITY – A father and his son, who were former mayor and vice mayor, respectively, of Pantabangan, Nueva Ecija may be re-united in Angeles City anytime soon.

The son, former Vice Mayor Romeo Borja Jr., was arrested by police operatives in Metro Ma-nila, according to Senior Supt. Crizaldo Nieves, Nueva Ecija police pro-vincial director.

The young Borja, Nieves said, was arrest-ed at the vicinity of Pa-vilion Hotel at the Unit-ed Nations Avenue in Manila before midnight Wednesday by Panta-bangan police chief Se-nior Insp. Ranny Casil-la and operatives of the Manila police district and the Regional Intelligence Unit of the National Cap-ital Region police.

They were armed with an arrest warrant is-sued by the regional trial court in Angles City.

The young Borja, along with his father Bor-ja Sr., it was learned, was charged of rape, hu-man traffi cking and child abuse by a former beau-ty pageant contestant.

The elder Borja was arrested in Umingan, Pangasinan last Feb. 8 and pleaded not guilty to the charges when he appeared for his arraign-ment at the Regional Tri-al Court Branch 61 in An-geles City Wednesday last week.

The alleged offend-ed contestant fi led the charges against the Bor-jas fi rst before the De-partment of Justice. The charges were for viola-tions of the provisions of Republic Act No. 10364 or the Expanded An-ti-Traffi cking in Persons Act of 2012, and RA 8353 or the Anti-Rape Law in relation to RA 7610, the Anti-Child Abuse Law.

The victim said her offenders threatened to hurt her and her family if she reported the rape, but promised to reward her with money and gifts if she would cooperate and stay silent.
