Project Summary Located in Quezon City, Philippines, Bayan Telecommunications (Bayan) provides more than 500,000 subscribers with residential and business communications solutions including wireless, land- line, traditional phone, and connectivity services. As part of its efforts to continuously improve its services, Bayan saw a way to serve customers faster without sacrificing the quality of its services by eliminating backlogged records and digital maps that were stored in filing cabinets. Bayan worked with partner PDR Technology to build an online sys- tem to share the records and maps with employees companywide. Using Autodesk geospatial software, Bayan Telecommunications is now able to: • Increase engineers’ productivity up to 80% • Complete tasks up to 40% faster • Reduce overtime expenses • Integrate multiple GIS formats • Guarantee service 24 hours a day The Challenge When company executives asked Bayan’s Network Engineering and Applications Department to improve network facility record management, the team was surprised by nearly 5,000 backlogged records in a storage room and disorganized digital drawings stuffed in filing cabinets. Engineers were at a disadvantage without easy access to these records. When the company needed to expand network services or troubleshoot a specific area, missing records slowed productivity and increased customer wait times and frustration. Locating records, researching as-built drawings, and then conducting real-life surveys of the records took a full week to complete. “We didn’t want our customers to get irritated and seek services from other telecommunications pro- viders,” says Engr. The SolutionBayan management appointed Gaitana to select software that would meet the company’s asset management needs. Already familiar with Autodesk products such as AutoCAD and AutoCAD Civil 3D, Gaitana chose Autodesk geospatial software, in-cluding AutoCAD Map 3D and Autodesk MapGuide Enterprise, to design its interactive online geospa-tial system.

Gaitana noticed that AutoCAD Map 3D would enable Bayan to work more efficiently than using AutoCAD. “With AutoCAD Map 3D, we can at-tach, read, and edit files in multiple formats. We can quickly and easily assign local or international coordinates to our existing geo-referenced maps. And, the transition between AutoCAD Map 3D and Autodesk MapGuide Enterprise couldn’t be any smoother,” says Gaitana.

Using AutoCAD Map 3D, Bayan updated its as-built drawings and base map. They started with the raw data – converting AutoCAD-based .DWG drawings to geospatially aware digital maps using AutoCAD Map 3D and then delivering these online using Autodesk MapGuide Enterprise software.

System designers maintain the drawings using AutoCAD Map 3D by editing the facility and base maps. Finally, Autodesk partner PDR Technology ensures that there is a real-time connection from the drawing file to the object that is easily seen on the Web.

FDO Data AccessBayan’s user-friendly online GIS helps staff throughout the company to quickly understand the company’s network assets and use this information to make informed decisions. FDO data access tech-nology included with Autodesk’s geospatial soft-ware is an open source software tool that provides seamless data access and integration for multiple proprietary GIS formats. Using FDO, employees have a single view of their information and save

time by reviewing data directly from the source file or database without the hassle of any data transla-tion or conversion.

“Basically, with Autodesk MapGuide Enterprise, we can easily integrate disparate files for a complete view of our data,” says Gaitana. “While disparate data is not a big problem now, it’s nice to know that our system can easily integrate it when the need arises.”

Subscription Keeps the System Up-To-DateAutodesk MapGuide Enterprise is part of Autodesk’s Subscription Program, which ensures customers have the latest software at the low-est price. Subscription customers, such as Bayan Telecommunications, pay an annual fee, which re-duces initial costs and helps the finance department predict budgeting, Gaitana adds, “With our partner PDR Technology and Autodesk’s Subscription Program, we can easily manage software upgrades throughout the organization, ensuring everyone is working with the most current technology.”

The ResultAlthough not yet fully deployed, Bayan estimates that the online GIS will increase engineers’ pro-duction by up to 80% in the near future. “With complete, up-to-date network information available at their fingertips, our engineers can focus on ex-panding the network, troubleshooting maintenance issues, or solving outage problems,” says Gaitana.

For example, the old system required at least one week for a network engineer to design a new cable extension without the online GIS. Now, using the new system reduces the work to three days – a full 40% faster.

In addition, the Autodesk solution saves Bayan a significant amount of money on operating expenses such as gasoline used to physically conduct field surveys. With up-to-date information in the system,

Keeping An Eye Toward the FutureWith the great benefits the company now sees since deployment many months ago, Bayan Telecommunications hopes to build on this suc-cess. “We plan to connect our online geospatial system, in real time, to our IBM-based integrated customer management system database,” says Engr.
