BY WILLIAM ROLLER In an effort to generate rev- enue through increased sales tax, the Calexico City Council on March 7 voted in favor of allow- ing automobile dealers to hold sales events on properties other than the dealership's location. Specifically, the council approved amending the city code to allow such "tent sales" until March 2019. After that time, the measure will be assessed to determine its effectiveness in generating revenue. Mayor Maritza Hurtado was the sole vote in opposition. While the measure was origi- nally set to be in effect only until July, the council agreed at the urging of Councilman Jesus Escobar to extend it to next March on the condition its results be reviewed to determine viabili- ty. A permit fee will cost $135 and a business license, with the amount to be determined based on projected sales, will also be required. Ben Horton of Horton Professional Services, a develop- ment consultancy, presented the argument in favor of the tent-sale ordinance. "A unique thing about it, all sales taxes remain in Calexico," said Horton. "Although it will by no means eliminate our financial difficulties ($700,000 city budget deficit), it will help move it for- ward " So far Imperial Valley Auto has committed to offer vehicles for sale from March 22-27 at Crossroads Plaza. Site and aerial maps have been sent to I.V. Auto to alert it to traffic ingress and egress to alleviate congestion. Meanwhile, interim City Attorney Carlos Campos notified the council the tent sales must be open to all and not just county dealerships, to avoid any impro- priety. "This will be a boon," said Horton. Under the public hearing seg- ment, with no action, the council heard a proposal to rezone three project developments from resi- dential single family and com- mercial highway to residential apartment. The proposal also calls for approval of resolutions adopting a negative declaration and a general plan amendment. A negative declaration is a docu- ment that states a development will not have an effect on the environment and the developer will not have to file an environ- mental impact report. hard work and dedica-tion, and even

futures, rode onthe outcome of

what is known inImperial Valley as "Pay

Day."Bidding for hogs was

expected to begin at $3-4 apound and possibly

fetch $20 in someinstances, noted auc-

tioneer PaulCooper. Studentswho raise ani-

mals have muchinvested in their projects; along

with the purchase price there is feed,

veterinarian bills, brushes, combs andfeed buckets.

"They get rewarded for doing agood job and devotion to their proj-ect," said Cooper. "They learn aboutsuccess and failures of business, butthat's life. It's fun to try and understandthe dynamics--how the auctioneerextracts another bid from buyers."

Cooper explained he is a bit like areferee and that he works for the seller(students) so they get the best price fortheir product.

"It's a lot of fun," he added. "But Idon't make a living at this anymore. Ido it because I like it."

Filling much of the bleachers werethe bidders, such as Ben Jenkins, whohad some skin in the game, or at leasthis own flesh and blood, as his grand-son, Stetson McCoy, owned the hog onwhich he was planning to bid.

The reason bids advance steadily isbecause, "everybody has a kid orgrandkid going to college," remarkedJenkins. Stetson is already slated to go

to a technical school to lean farmmachinery repair, among other disci-plines.

"It's amazing how they bid up theprice and amazing how some go for$25 a pound," said Jenkins.

One of the fortunate was MayriahBostic, a senior at El Centro'sSouthwest High School and memberof the Mt. Signal 4-H Club. He 262-pound hog, "Lister," brought in $11per pound. Even though it was her sev-enth year raising hogs, she maintainedshe still enjoys the process.

"I like forming a bond with my ani-mal but there can be challenges if theirpersonality is stubborn," said Mariah."But I'll use the money for a collegefund and I plan to attend SouthwesternCollege in San Diego."

Before getting to the auction, ani-mals go to the market call and arejudged on marketability--their confor-mation or the ideal of that particularanimal.

"When judges work the market

they look for the best one and studentshave to be able to present animals to ajudge, showmanship," Cooper pointedout. "A student has to show off to ajudge what you brought. And out of aclass of 20 hogs you can get lost in theheard. There's a real specific methodof how to present properly to a judge."

At the fair on March 3, LexisSmith of the Holtville FFA was gettingher lamb, "Saphira," ready for thearena.

"At 142 pounds, she's a good size,"said Lexis. "I hope she wins a ribbon.But when I started off with lambs itwas a bit more challenging because Iwas tinier."

Raising a lamb in the Brawley FFAwas Isabella De Loera, who thought itwas fun yet still a responsibility.

"I think it's challenging because wedon't work with halters and we have tolearn to keep the animal under con-trol," she said. "They're naturally skit-tish and not accustomed to being han-

dled. But when you start working witha lamb they'll get accustomed to youand get affectionate. I feed "Barb"twice a day and walk her long enoughto get her tired."

Despite everybody's valiant effortsthere could be only one champion.Winning the purple ribbon wasMonica Ruiz's lamb "Xander" of theCalipatria FFA.

"It can be nerve racking," sheadmitted. "You try to make family andfriends happy. But now I'm excited-and happy."

The Imperial County Boardof Supervisors took up the causeof the Mayan Hotel former ten-ants who were evicted from thedwelling when El Centro officialsclosed it for health-code viola-tions.

At their March 13 meeting,

supervisors voted 5-0 to approverecommendations fromEsperanza Colio Warren, countycommunity and economic devel-opment manager, to establish acounty bank account for formertenants. Warren noted $18,000was raised in donations fromnonprofits and businesses to help18 residents who lived at thehotel, plus help two persons

already receiving county assis-tance for temporary shelter, to getvouchers for hotel stays.

"I needed board approval todeposit the money into a countygovernment account and thendistribute checks to tenants," saidWarren. "We're getting another$5,000 from Clinicas de Saluddel Pueblo. The additional fundsare very helpful and will sustaineverybody for a month."

Complaints against MayanHotel owner Jack Rafiq weredocumented back to the begin-ning of 2011. Grievances focusedon bed bugs, cockroaches, mold,neglected trash and other build-ing code violations. But the cityis trying to work with Rafiq, whowas informed by the city's CodeEnforcement Department toclean up the dwelling, remarkedWarren.

The hotel is located at SouthSixth and West State streets.

"The owners must get every-thing up to code,"said El CentroCity Councilman Jason Jackson."But talks about tenants returningare extremely premature. Theyhave a lot to do to come up tocode."

In other business, the boardapproved havingBlackhawkEnvironmental, Inc.,provide

third-party environmental moni-toring at the Mount Signal IISolar Farm project as recom-mended by Jim Minnick, countydirector of planning and develop-ment services.

Minnick informed the boardhe was contacted by the appli-cant, D.E. Shaw & Co. L.P., inJanuary requesting the countyuse Blackhawk for the environ-mental monitoring. In a matrix toevaluate five responding propos-als,Planning and Development

learned Blackhawk has success-fully completed numerous priorthird-party environmental proj-ects located nearby the proposedproject area.

Minnick added Blackhawkhas met all previous environmen-tal work timelines and cost esti-mates. Also, there will be no fis-cal impact to the county's generalfund as all costs of the project areassumed by D. E. Shaw.Construction is anticipated tostart in April.

The council also voted unani-mously to partner with theImperial Valley Small BusinessDevelopment Center to establisha "business hub" under which thetwo will work to attract and growmore businesses in Calexico,specifically by encouragingentrepreneurs to access SBDC'sfree consulting services. There isno financial component to theagreement.

"Our focus is on long-termplans, such as access to capital,"SBDC Director Meredith Garciatold the council, adding Calexicois an active area.

"We had 72 clients fromCalexico. that was 28 percent of

our business in Imperial County,and expended 155 client hourswith a capital infusion of over$111,000," she said.

"SBDC is about being cre-ative," Garcia added. "There are anumber of services lacking inImperial Valley. We'd like to see

the (Imperial) Valley as a centerof innovation. But businessesmust set goals and start with abusiness plan, one that works foryou, and know where you want tosee yourself years down theroad."

A planned medical center inEl Centro that would include in-patient mental health care is earn-ing praise of local officials whosay the project provides advan-tages the county has long lacked.

The one-story, 10,600-square-foot facility would be built on a1.28-acre lot at 2354 S. SecondSt., south of Interstate 8 behindThe Home Depot store. The proj-ect by BH-IC Real Estate, LLC,got the go-ahead on Feb. 13 in aunanimous vote from the cityPlanning Commission.

"It'll be a crisis center licensedby the state Department of SocialServices under the rubric of com-munity care licensing," saidAndrea Kuhlen, Imperial CountyBehavioral Health Services direc-tor, adding, "It'll be strictly volun-tary, not a 5150."

A 5150 designation is a sec-tion of the California Welfare andInstitutions Code that authorizes aclinician to involuntarily confinea person who is a danger to them-selves orothers, or whose disorderhas rendered the patient incapableof making their own medicaltreatment decisions.

Construction will comprise anoffice of 3,350 square feet whilethe remaining 7,250 square feetwill be an in-patient clinic withspace for up to 15 residents.Patients could have stays of sevento 21 days. Patients would betreated for a variety of impair-ment from a brief episode of men-tal illness, such as that related to afamily crisis, to long-term mentalillnesses such as schizophrenia orbi-polar disorder.

Kuhlen remarked it was notexceptional for numerous personsto have mental health issues yet itisless common when someonereaches out for treatment. Abouthalf of those who experience amental health disorder do notinquire about therapy.

"Hopefully the complex helpspatients step down sooner fromin-patient care," said Kuhlen. "It'salso nice it's in Imperial Valley sopatients can get this level of careright here, which has beenunavailable until now."

The rehab center will have24/7 service and Behavioral

Health looks forward to havingsuch a high level of care in thecounty so those experiencing amental health crisis can be treatedeffectively close to home, Kuhlenadded.

"It reduces stress for patientsbecause to achieve this level ofcare a patient would have to goout of county, whether short orlong term, and (that) usuallymeans a two-hour or more drive"said Kuhlen. "It also lessens stresson the family since they can paydaily visits with loved ones."

Kuhlen added she does notanticipate any backlash from resi-dents and is eager to see the build-ing open for service. The closestresidential neighbor will beDesert Trails RV Park and GolfCourse at 225 Wake Ave.

It is expected the facility willbe ready for occupancy by the endof the year.

County Probation Chief DanPrince pointed out the not so intu-itive, that offenders can both com-mit infractions and suffer mentaldisorder.

"We don't excuse aberrantbehavior because the first placethey'll go is jail, but an offendercan benefit from mental healthintervention," said Prince."There'll be an assessment at thejail because we have profession-als there, but if we go to courtthere could be recommendationsfor mental health treatment."

He continued that jail policyhas changed over recent decadesand views mental disordersthrough a treatment approach.Numerous detention facilities arenow assigned a psychiatrist,social worker and a case manage-ment worker.

"We contact therapists andcheck to see if whatever treat-ment--behavioral therapy, med-ication, psychiatrist or all ofthem--are getting to the patient,"said Alyra Cibrian, acountydeputy probation officer. "TheProbation Department has goodcommunications with case man-agers we're in frequent contactwith."

An in-patient facility such asthe one planned for El Centro islong overdue in Imperial County,she noted, and addedthere is apsychiatric social workerassigned to the jail.

"We all work together to getthose in custody the help theyneed," she said.

"They (mental health patients)

are not going to go away," saidCibrian. "So a facility in ImperialCounty is very helpful."

daring escape, he moved back toBritain. Succat furthered his stud-ies of Christianity, became apriest and changed his name toPatrick. After experiencing avision, he decided to return toIreland as a missionary. He con-verted and baptized thousands ofpeople, established monasteries,churches and schools. He devot-ed the rest of his life to the evan-gelization of heathenIreland.According to tradition,Patrick died on the 17th of Marchtoward the end of the 5th century.

After Patrick's death, legendsabout his life proliferated, includ-ing the story of how he drove thesnakes of Ireland into the sea.According to another legend, heexplained the Holy Trinity topagans by using a shamrock, asprig whose three leaves are con-nected to the same stalk. In theearly 17th century, Saint Patrick'sDay was officially declared aChristian feast day by theChurch, and Patrick is recognizedas the patron saint of Ireland.

Due to its luscious greencountryside, Ireland becameknown as the "Emerald Isle." Thecolor green has been associatedwith Ireland since the 1600s,

On many Saint Patrick's Daypost cards and other images thephrase "Erin Go Bragh" appears,and means "Ireland Forever." Inthe mid 19th century, more thanone million people died inIreland during the "GreatFamine" when potato crops failedfor successive years. This disas-ter accelerated emigration. It isestimated that over the yearsmore than 10 million people haveleft Ireland and moved to Britain,continental Europe, the UnitedStates, Latin America, and othernations. The Irish have beenextremely influential in all areasof society and culture whereverthey settled. Even the presidencyof the United States has had anIrish influence; according toWikipedia at least 22 presidents

have some Irish origin, includingAndrew Jackson and BarakObama.

Saint Patrick's Day hasbecome a day of celebration andremembrance for the Irish world-wide. Festivities include parades,parties and family dinners.Interestingly, corn beef and cab-bage is an American-Irish tradi-tion. In Ireland some of the morepopular food associated withSaint Patrick's Day include ham,shepherd's pie or roast chicken,usually served with potato bread,colcannon and black pudding.

Imperial Valley is home tomany people of Irish origin, andthrough the Claddagh Club, theynot only promote Irish culture butalso support charitable organiza-tions and provide scholarshipsfor high school students. thousands of dollars in trainingcosts per new officer, while stu-dents completing their trainingfor careers in law enforcement

Module 1, is the final series ofclasses in the CaliforniaCommission on Peace OfficerStandards and Training pro-gram, which debuted Jan. 9 atthe Imperial campus. Each stu-dent who successfully com-pletes the 533-hour, five-day-a-week program by June 7 will beeligible for full-time employ-ment as a law enforcement offi-cer. The program is one of 40POST-certified basic trainingacademies in the state.

"It's a regular, basic coursemodule format academy. Wetook an intensive academy andbroke it into three parts," saidProfessor Edward E. Wells,director of the Public SafetyDepartment, Health and PublicSafety Division at IVC.

IVC has offered Levels 2and 3 POST courses for several

years, but to complete Level 1,students had to travel nearly150 miles to the nearest facilityin San Diego or Riverside coun-ties that offers those courses.

"They have a job, family,but to become a law enforce-ment officer, they would haveto leave home. That costs more- room, board, travel," Wellssaid.

The cost savings is madeeven more significant, he said,as IVC provides training equip-ment students would otherwisehave had to buy themselves.That equipment includesfirearms, duty belts, batons andchemical agents so that studentscan save money to stay here.

In addition, IVC uses astate-of-the-art Force OptionSimulator, with driver-trainingsimulators coming on line inMarch. Courses are held insidea building specifically designed

for this type of training, Wellssaid.

"We're doing all of thethings here you would do in LosAngeles, San Diego, orSacramento," Wells said."Everyone at the college pulledtogether to make this happen."

Wells has put together ateaching staff that includes cur-rent and retired high-rankingofficers from local and statepolice agencies.

"We go after all the talentwe can to educate our students,"Wells said.

Savings to local policedepartments is in the tens ofthousands of dollars per officertrained, Wells said.

"We're helping save depart-ments money, training local res-idents and providing a servicethis county has long needed,"Wells said.

Peggy Dale ran the table inmatch play with a perfect record topost her first Queens WomensTournament title at Strikezone in ElCentro. The Imperial resident wonboth matches on Saturday andequalled it Sunday to earn theChampionship in the tournamentsponsored by the local chapter of theUnited States Bowling Congress.

“I wished I would have bowledbetter,” the newly crowned Queensaid. “But, it was fun and I enjoyedit. It's a great group of women.”

The Championship match camedown to the 2nd seeded AnaniceBush and the 3rd seeded Dale, the

seedings earned from a series withinthe Womens Tournament two weeksago. Despite their close seeds, theirpaths were quite different to thetitle.

Dale started out with a 443-374two-game match win over ToniStauf in the handicapped-basedtournament. A 443-390 win overRita Noden was followed by a nar-row 441-424 win over JessicaPacheco to earn her place in the title.

Bush had a much more difficultpath in the double elimination tour-nament. After dropping a close 426-423 match to Noden, Bush followedup with elimation wins over Stauf(437-328), top seeded Sherry Terrill(416-393), a rematch win overNoden (411-361) and a semi-finalwin over Pacheco (444-420) to lead

to the Championship.Before the title match, there was

mutual respect shown by thebowlers. “She told me when shecame up, she said I'm glad I'm bowl-ing someone I know and I felt thesame way. I felt more comfortable,but wanting to do well. Wanting toat least make my average (of 140).”

While Bush battled withfatigued, having bowled 10 gamesalready in the tournament with thepotential of 4 more to win the tour-nament, Dale fought nervousness.

”I was trying to not let my handsshake so much,” Dale revealed. “Icouldn't control the ball.”

Once the match started, she set-tled down with 141 and 158 scratchgames and her handicapped total of425 defeated Bush's two-game total

of 352. “We need to see more (women)

out here,” Dale said in lookingtoward more tournaments. “We allbowled well and it was a lot of fun.”

When reminded that her namewill be placed along with formerQueens winners on a plaque atStrikezone, the newly crownedChampion had trouble finding thewords to express her feelings.

“It doesn't seem like I belong upthere,” she said, adding “but it's anhonor.”

Freestyle motocross dirtbikes do not have wings, yetthanks to their riders' skills theysnake through the air with graceapproaching a barnstormingpilot.

A sport perhaps not wellknown but often featured atopenings and intermission ofNASCAR auto races, these off-road machines are propelled 40-50 feet in the air from a steepramp and travel 75 feet to the endof a ramp at the back of a tourbus, noted Marc Burnett. He wasFMX producer and stunt-by-stuntannouncer of the California Mid-Winter Fair & Fiesta's grandstandprogram on March3.

The riders do their trickswhatever way they want at nearly100 shows all over the world, heexplained.

"And what's cool out herefans will be able to judge anddepending on how loud theapplause, (that) will determinethe winner," said Burnett. "Thereare three segments: freestyle,competition with best trick andbest whip, where they take thebike sideways in the air."

Destin Cantrell, 28, ofTemecula, said he has been ridingfreestyle since 15. He rides aKTM 450cc. Many riders madethe switch from the 250cc, two-stroke carbureted bike to the 450fuel-injected model that general-ly runs a little more consistently.

What is so appealing about thejarring contortions they put them-selves and machines throughonly a rider could know.

"It's a feeling you can't getdoing anything else--just flyingthrough the air," said Cantrell."And when the fans are judgingthat keeps us wanting to go hard-er when the crowd's louder."

Starting off in Chile and nowa resident of Hemet, JavierVillegas recalled he moved to theU.S.to up his game.

"Freestyle is the main reasonI moved here. It wasn't competi-tive enough in Chile," saidVillegas. "I wanted to competeagainst the best riders."

Riding for more than 20 yearsJeff Griffin is from Bakersfieldand rides a Yamaha 250. Theweather, which needs to be nearperfect to ride safely, can have ahazardous effect with rain andespecially wind. A tail wind canactually be an advantage but thecrosswinds at the Imperial ValleyExpo were especially unpre-dictable.

"Once in the air, the wind cansuddenly change direction andit's a lot more difficult to control(the bike) and that's too danger-ous," said Griffin.

The producers of the programagreed and canceled the sched-uled 4 p.m. competition. But bythe 6 p.m. start conditions lookedhopeful enough that riders ranpractice runs off the ramp.Completing elementary yet daz-zling aerials, Griffin conferred

with Burnett and the others. Burnett then announced, "We

got three of the best guys outhere, but winds are still over 30miles an hour. We got crosswindsand don't normally ride in theseconditions."

By 9 p.m. the winds had bro-ken, and the riders came roaringback determined to give thecrowd what they came for. Forthose who returned it was a spec-tacular show of swoops, loopsand dive-bomber bravado thegrandstand audience tore intowith gusto.

Fan Richard Ransdell, whowas in the grandstands and is aformer all-terrain-vehicle instruc-tor for the U.S. Border Patrol,admitted the whole off-roadindustry always appealed to himand he still owns a YZ 450Supermoto.

Explaining the appeal ofmotorbikes, Ransdell said,"There's something about beingout there and running across thedesert. I always enjoyed the free-dom of riding out by SuperstitionMountain or out at Glamis orButtercup. It's a family eventwith all kinds of vehicles."

Despite a phenomenal per-formance of all the riders, thecrowd cheers favored Villegas.

"It's my first year on aSuzuki. I used to ride a Honda;you learn something new," saidVillegas. "I enjoy doing combi-nations with back-flips. But ittook me awhile to master it."

For a group of Central UnionHigh School students, theCalifornia Mid-Winter Fair &Fiesta is more than a place tohave a good time, it's where ayear's worth of work pays off in aperformance for a big audience.

Pulsing to south-of-the-bor-der rhythms, Central's LatinDance Club showed off its movesat the fair's Plaza Patio on March8. Among the music the clubdanced to were songs by MarcAnthony, Ricky Martin, Shakiraand Selena.

"We prepare ourselves formany months to perform here atthe fair; it is our highlight of the

year," said Steve Balcom, clubadvisor.

The club is now in its ninthyear. Balcom explained clubmembers make their own choreo-graphies and organize themselvesto achieve its best group perform-ance.

Club President Aileen Ayalais the club's longest-performingmember and helps newer mem-bers with choreography andteaches them the dance pieces sothey can carry on with dancewhen they leave high school,Balcom explained.

"The club is very supportiveof each other and they help them-selves become better dancers," hesaid.

Balcom explained since club

members have the freedom ofmaking their own dance moves, itcreates close friendships sincethey have to be creative and pushthemselves to be better. It alsoprovides an incentive to do betterin school.

Next up for the club is prepar-ing a Selena tribute show atCentral later in March, the pro-ceeds of which will help financetravels and the purchase of danceattire.

The club was invited to per-form at Disneyland this year andis currently fundraising to makethe trip possible. The club alsoperforms once a year at Knott'sBerry Farm and at the San DiegoBachata Festival.

The Inspiration Gallery at theImperial Valley Expo was origi-nally referred to as the Still LifeYouth Exhibit building. Duringthe California Mid-Winter Fairand Fiesta run at the Expo it con-tains the exhibits of more than2,000 youth entries. These entriescome from several different enti-ties; 4-H, FFA, ROP, independ-ent, chartered and public-schoolart programs and clubs. Theseentries represent any projects thatare not "critter-related," hence thename "Still Life Exhibits."

In 2013, it was decided thebuilding needed an update andfurnishings were added to thebuilding so youth exhibits couldbe showcased in a professionalvenue.

The community, individualsand the fair board rallied behindthe project. A committee cametogether representing 4-H, FFA,ROP, independent, chartered andpublic-school programs andformed the working base for thetransformation. As a result, thebuilding has a new name and anew, updated presentation forImperial Valley youth projects.

The upgrades to the facilitieshas shined a spotlight on thewonderful youth still-life entriesthe fair has to offer. The lightingfor the displays adds to the over-all professional level of presenta-tion, while the signage highlightsthe different categories. Thehanging system enhances all thehard work put into the youth proj-ects.

The Youth Still Life entry cat-egories range from fine arts tohome furnishings to Lego cre-ations. Entries are judged in theDutch style, and superior andfirst through third places areawarded based on the merit ofeach entry. High Point Winnersin each category are:

Imperial County is seek-ing a fourth deputy chiefexecutive officer to fill avacant position created dur-ing a recent office reorganiza-tion but not yet filled, saidLinsey Dale, county publicinformation officer.

The position's dutiesinclude strategic planningand budget oversight, accord-ing to a job description pro-vided by the county. Of thecurrent deputy CEOs there isone each responsible for natu-ral resources, intergovern-mental relations and fiscalservices, Dale said.

The county advertised theopen position and acceptedapplications until Jan. 31. Thepay range is $6648-$8087 permonth.

New CEO Tony RouhotasJr. began his job Jan. 2. Dalenoted it was decided thefourth deputy CEO positionwould be filled after Rouhotasstarted.

Filmmakers seeking a post-doomsday aura are partial to theSalton Seaarea of northern ImperialCounty with its vast spaces, hori-zons of jagged mountains and ram-shackle hamlets pocked with aban-doned buildings and the rustinghulks of old cars.

Now, one settlement in theregion faces an actual reckoning thatcould spell its end. Niland, the once-proud tomato capital ofCalifornianow burdened withdecades of decline, could, literally,disappear down the drain. The prob-lem lies with the unincorporatedenclave's insolvent Niland SanitaryDistrict, a sewer provider now underoversight of county-level agencieswhose officials argue its rates mustgo up to set it straight.

"The bottom line is the districtis bankrupt with not enough revenueto cover costs," explained JurgHeuberger, executive officer of theImperial Local Agency FormationCommission that has state authorityto oversee such special districts."The only reason they have beenable to stay afloat is the (Imperial)county is loaning them money."

The district has an annual short-fall of about $240,000, recordsshow.

He added, "People would haveto approve another (measure) toraise rates."

County officials have indicatedthe county may not assume districtoperations without more revenue toovercome the chronic budget short-

falls. The outlook is dire if a rate

increase fails and the county decidesto not to continue funding of districtoperations, Heuberger added.

"If no one does anything, the(sewer) system ceases to function.Then you have a town without afunctional sewer system," hewarned. "The county has the author-ity to run it--or not--and give every-one evictions-red-tag the wholetown because the county has aresponsibility to enforce health andsafety laws."

With a menacing veil of purpleclouds seeping rain from the north-west on a recent Saturday morning,several residents braving theinclement weather were steadfast:they don't support a rate increase.They say it should not be up to themto bail out a district beset by mis-management and alleged corruption.

Moises Rodriguez said he justbought his house on Main Street twomonths ago. As he and another resi-dent, Jose Lizarraga, tinkered with apickup parked in front of the house,both voiced opposition for a sewer-rate increase they agreed would beburdensome to the town's manylow-income residents.

"The price is already high. $500a year for a drain," Lizarraga said."Most of the people that live hereare retired and don't get that muchmoney."

Added Rodriguez, "A lot of peo-ple. Not a lot of jobs."

Standing on the front porch ofhis mobile home on Third Street, anearby rooster crowing incessantly,Antonio Sierra stepped out into a

light rain to speak on the matter."We go to a meeting two weeks

ago. They want to raise the waterand the sewer. They go up too much.We pay almost $500 per year," hesaid. "Up another $100? That's a lotfor us. I don't want it to go up nomore."

While the district's tangledissues have festered for years, finan-cial problems brought them to ahead in 2017. The five LAFCOcommissioners, two of whom arecounty supervisors, voted unani-mously on Aug. 24 to dissolveNiland Sanitary upon the formationof a successor agency that wouldtake over its operations, meetingminutes state.

On March 6, the ImperialCounty Board of Supervisors unani-mously approved the county's intentto start proceedings for a "CountySanitation District" in Niland toreplace the current district.

However, officials agree theviability of the plan tohave thecounty run the district hinges on itscustomers approving a rate increase.Such an effort has already twicefailed, once when the Niland boardvoted it down after its customerspassed it and a second time when thecustomers failed to approve it, min-utes of the Aug. 24 LAFCO minutesstate.

Imperial County officials havesaid the county may not assumeoperation of the district if a rate hikeis again voted down. Additionally,federal grants to help finance $5.8million in needed upgradesat thedistrict sewer plant are contingenton a rate hike and another entity

replacing the current district, theAug. 24 minutes state.

Fair & Fiesta Opens with Uptown FunkTribute to Bruno Mars

Opening day at theCalifornia Mid-Winter Fair &Fiesta-- people from all overflock to Imperial to eat fair good-ies, experience carnival rides,roam exhibits, visit the animals,and attend an array of shows.

This year was no exceptionwith a plethora of energyfillingthe Rabobank Center Stage.Benches jam-packed with fairgo-ers an hour before the show,while others gathered around theoutskirts of the covered stage.

Was it a "Grenade" that star-tled the crowd, or somethingwith a little "Uptown Funk?"That's right, the seven-memberband from the Los Angeles area,Uptown Funk Tribute to Bruno

Mars, began the evening with abang, sharing its musical exuber-ance with giddy fairgoers.

The band quickly launchedinto its dance moves and enthusi-asm with the fauxBruno Marsand other band members leapingon stage to launch a 90-minuteperformance.

Lead singer Evan Saucedonot only had the voice of BrunoMars, but also the appearanceashe moved through the Grammy-winner's chart toppers.

Band members included,Honore, who is the 'PhilipLawrence type,' according toSaucedo, Sam on trombone,Daniel on guitar, bassist Zap,Danny on drums, andJosh play-ing trumpet. They hail fromSouthern California and havebeen playing together for about a

year, including venues in NewYork, South Carolina, Nevada,Arizona and Georgia.

Saucedoand Honoreflirtedwith the crowd as they set thestory for the next song.During"Lay It Back" band membersperformed in sync with Saucedo,walking back with agroove.Other favorite songs per-formed included "Girl You'reAmazing", "When I Was YourMan" and "Locked Out ofHeaven".

Honore encouraged thecrowd in the back to move for-ward to the stage area where theyhad space to get their grooveson. Several spectators tookadvantage of the offer and foundthemselves either singing intothe microphone with Saucedo ordancing alongside the stage.

As thousands of peopleattend the California Mid-WinterFair & Fiesta to have fun, onedisplay has been a mainstay fordecades and brings many fairgo-ers fond childhood memories.

The Imperial Valley Gem andMineral Society was foundedabout 1941 when a group of localresidents began searching for col-lectible rocks and decided toform a club. The group laterestablished its headquarters at thefairgrounds and opened it to visi-tors during the fair's annual run.

The society welcomes thou-sands of residents each year at thefair to showcase unique rocks,and explain the hobby. It hasbecome a traditional attraction asresidents, many of whom saw thedisplay in their youth, bring theirchildren to learn about the rocksand buy rare gems for their per-sonal collections.

John Pyle, society president,said the group's main goal is tofind minerals all over the countryand teach children and peopleabout rocks. Each year, schoolsattend the fair and are given atour of the mineral society build-

ing and students are amazed atwhat they learn about minerals.Pyle said the children's response-watching them learn about gemsand minerals--is one of the high-lights of being a member.

"When you see their eyeslight up and smile while they arelearning something new, it issomething really neat," Pyle said.

The IVGM also does out-reach to schools where memberstake minerals to be shown duringclass and teach students aboutwhat they do and different typesof minerals. Another goal of theoutreach is to spark interest andcreate the next generation of col-lectors and society members,Pyle added.

Pyle said proceeds from soci-ety sales at the fair are used tokeep the club running and giveback to the community throughscholarships and donations tolocal charities. The IVGM has 42active members and does month-ly rock hunts and gold trips.

The Gem and MineralBuilding is located on theImperial Valley Expo grounds inImperial. Society meetings arethe third Wednesday of eachmonth at 7 p.m. Cost for mem-bership is $30 a year.
