Particularly, plans and projects could have been implemented to provide health care for the people residing in border regions. Lately, the news team of Myanma Alin daily paid a study visit to the nursing and midwifery school in Myitkyina while in Kachin State to write articles about its developments. “In the past we had only an eight-month midwifery course in Myitkyina. In the time of the present government, a three-year nursing diploma course started on 1 July, 1993. Up to course No (13) in November 2008, the school had trained (See page 11) tract in Hlegu Township, Yangon North District, yesterday morning and inspected plantations of various paddy strains and high quality strains and scattering of fertilizers. Next, they looked into roadworks being done on Hlegu-Phaunggyi road. (See page 9) NAY PYI TAW, 6 Sept—Lt-Gen Tha Aye of the Ministry of Defence, on 3 September, visited the briefing hall at Kintha junction on No. 2 inter-district road at the gateway to Nay Pyi Taw Tatkon Township. The government is working hard to boostproduction of industrial items for industrialdevelopment with the aim of industrializingthe nation.

In that regard, 18 industrial zones havebeen set up in states and divisions so as touplift the role of private-owned industries.

The government encouragesestablishment of factories of import-substituteproducts, improving the capacities of State-owned heavy industries. The greater scalethe industrial zones boost production ofquality items, the greater momentum theMyanmar’s industrial sector will pick up.

Now, measures are ongoing to improvethe position of the private-owned industriesin order to meet the economic policies thegovernment has laid down. The governmenthas given entrepreneurs the green light tooperate all forms of industries except heavyindustries as private-owned or joint-ventureones.

In addition, the government is promotingthe education standard of the nation to bringabout a growing number of highly-educatedpeople in the industrial sector for greaterindustrial development. In order to achievesuch a prudent plan, it is opening more andmore technological universities andgovernment technical institutes across thecountry and nurturing younger generations.The State’s industrial sector will make a betterheadway if the processes are implemented ina well-organized way.

So, the government, industrialists andresearchers should work more closely by allmeans for industrial development in orderthat the nation will be able to transform itselfinto an industrialized one in the near future.

China starts developing Long Marchsix carrier rockets for space mission

BEIJING, 6 Sept — China has started developing theLong March six carrier rockets for its space pro-grammes, the China National Space Administrationannounced on its official website.

The Long March six rockets will be non-toxic andpollution-free while featuring a number of new tech-nologies used for the first time in China, according tothe administration.

The Long March 6 rockets are expected to be readyfor blast off in 2013, it said.

The rockets will be designed by the China Aero-space Science and Technology Corporation, developerof the Shenzhou VII spacecraft, from which Chineseaeronauts carried out the country’s first space walk in2008.—Xinhua

Small plane crashes intoOkla park, five dead

OKLAHOMA CITY, 6 Spet — A small aircraft plummetedinto an Oklahoma park and burst into flames on Satur-day after hitting a guide wire from a communicationstower, killing all five people on board, investigators said.

The six-passenger plane was on its way to Dallaswhen it crashed amid heavy fog near a baseball field inTulsa, said Oklahoma Highway Patrol Lt George Brown.

“The wings came off. The engine came off,” Brownsaid. “When it hit, it rolled. It did catch fire. It rolled atleast a couple of times, ejecting the occupants.”

Brown said the victims, who all died at the scene,were pilot Dr Stephen Lester, 48; his wife Dana, 48;daughters Laura, 16, and Christina, 13; and Dr. KenVeteto, 50. All were from Tulsa. No one on the groundwas injured.—Internet

MOSCOW, 6 Sept — Russia and theUnited States have started drafting a newnuclear arms reduction treaty, the ForeignMinistry said on Saturday.

“The sides have started working onspecific articles of a future treaty, andagreed that work on them will be carriedout by special working groups,” RIANovosti and Itar-Tass quoted a foreignministry official as saying.

The two countries concluded their fifthround of talks on an arms reduction treatyin Geneva on 2 Sept. Foreign Ministryspokesman Andrei Nesterenko said onThursday that another round of talks willbe held in Geneva on 21 Sept.

During their last meeting, the nego-tiators discussed the parameters of a newtreaty, formulating wording that the presi-

dents of both countries can agree to,Nesterenko said. President DmitryMedvedev and US President BarackObama agreed in July in Moscow on theoutlines of a deal to replace the StrategicArms Reduction Treaty (START 1).

START I, signed in 1991 and due toexpire in December, places a limit of 6,000strategic or long-range nuclear warheadson both countries and allows the inspec-tion of weapons.—Xinhua

MANILA, 6 Sept — Atleast three peopledrowned and more than800 terrified passengers,many roused from theirsleep, were rescued earlyon Sunday from a ferrythat listed and then sankin the southern Philip-pines, officials said. More

Coast guard chief Ad-miral Wilfredo Tamayosaid 880 of 964 passengersand crewmen on board theSuperferry 9 were trans-ferred to two nearby com-mercial ships and a navygunboat hours after theferry began to list offZamboanga del NorteProvince before dawn.

A search was underway for more than 80 peo-ple who remained miss-

ing, Tamayo said, addingthat they may have driftedwith their life jackets orhave been rescued butwere not yet listed as sur-vivors.

“We really hopethey’re just unaccountedfor due to the confusion,”Tamayo told The Associ-ated Press.

Macedonia mourns boataccident victims

TIRANA, 6 Sept— Macedonia canceled all publicevents on Sunday to mourn 15 people who died whena tourist boat sank in a southern Macedonian lake,local media reported.

“I was deeply shaken by the tragic accident in theOhrid Lake and the death of the Bulgarian citizens. Inthese difficult moments of national mourning, I wouldlike to extend my deepest condolences to you and yourpeople on behalf of the Macedonian government,” hesaid. There were 57 people, mostly Bulgarian tourists,on board. Fifteen passengers drowned, while 42,including two crew members, survived the accident.

Earlier reports had put the number of passengerson-board at 73. Police later corrected the number.

The boat, with a capacity of 42, was built inGermany in the 1930s. It was examined and given alicense to operate last May.—Internet

Russian economy to growin third quarter

LONDON, 6 Sept—The third quarter will mark theend of the recession as the Russian economy will grow,the country’s finance minister says.

In London Friday to attend a ministerial meetingof the BRIC union countries — Brazil, Russia, Indiaand China — on the sidelines of a Group of 20 pre-summit conference, Russian Finance Minister AlexeiKudrin told reporters that the third quarter would markthe beginning of a turnaround in Moscow’s hard-hiteconomy, RIA Novosti said.

“We still do not have the final data for the secondquarter, but we expect Russia’s economy to grow inthe third quarter compared to the second quarter, andthe third quarter will mark the end of recession,”Kudrin said.—Internet

Nokia strikes back against‘smart’ rivals

HELSINKI, 6 Sept—Faced with increasedcompetition from up-and-coming rivals, Finnishtelecom giant Nokia plans to launch a slew of newproducts this year but analysts say it faces a toughbattle to hold on to its position as the world’s numberone mobile phone manufacturer.

To fight back against Apple’s iPhone and RIM’sBlackberry, Nokia announced plans to launch threenew smartphones with touch screens, a portablenotebook PC, and will tie up with Microsoft to use itspopular Office software on its handsets.

Industry observers criticised the Finnish giant forits aging product lineup and for not bringingsmartphones to market quickly enough to take on theirup-and-coming rivals.

Analysts interviewed by AFP agreed that Nokia hadnot yet found a product to challenge the iPhone asmost new Nokia devices use an outdated operatingsystem to drive their phones.

“It is going to be 2011 before they have the rightsoftware to make a really competitive product,”Richard Windsor, a London-based technology analystfor Nomura Securities, told AFP.

The poor rains are “anear-term hiccup in theevolving rise of the Indianeconomy,” said RajeevMalik, economist atAustralia’s MacquarieSecurities.

Analysts are bettingdemand generated byIndia’s population ofnearly 1.2 billion people

and the need to moderniseits dilapidated airports,roads, ports and otherinfrastructure will keepAsia’s third-largesteconomy humming.

“Like China, India hasample long-term growthpotential, especially withits large population and

domestic product of 0.1percent in June, the firstgain in 11 months. Kokang group of Shan State (North) SpecialRegion is the first of its kind in returning to the legalfold. It returned to the legal fold in March 1989 andopened its headquarters in Laukkai. Since then it hasbeen joining hands with the government in the tasksfor regional development. Kokang Region has en-joyed peace and progress at the unprecedented levelfor a couple of decades, as a result. However, it wasin August 2009 when the region saw an incident thathad a strong negative impact on the peaceful life oflocal people.

As said in the news media, leaders of KokangSpecial Region (1) U Phon Kya Shin, U Phon KyaPhu, U Phon Tar Shwin and U Phon Tarli breachedthe peace agreement and violated the law, and causedan undesirable problem, thus dragging the name oflocal people through the mire.

The issue rocked the region to some extent.Nonetheless, all the terrible problems went away andthe region rose from the nightmare some time later.

Neo-colonialists, cohorts and certain westernradio stations that resort to all possible ways andmeans to trouble Myanmar took full advantage ofthe incident by exaggerating the news with wildspeculation. They drove a wedge between na-tional races. However, the serious blow they dealtto the nation did not work at all because theinhabitants of Kokang Region by nature lead astable, peaceful life with prosperous business.

Here, I would like to make some clarification tothe historical backgrounds of Phon Kya Shin, PhonKya Phu and Kokang Region. The Burma Commu-nist Party (BCP) led by Thakin Than Tun that wantedto come to power through an armed struggle linewent underground on 28 March 1948. At first, theBCP with some strength could occupy many townsand villages. However, it was reduced to a status inwhich its members stayed hiding in mountainousregions due to opposition of the public and the attackslaunched by the Tatmadaw.

In the end, BCP troops with their bases deep inthe Bago Yoma mountain ranges in Central Myanmarsuccumbed to the military operations jointly con-ducted by the people and the Tatmadaw, leading tothe falls of Thakin Than Tun, Thakin Zin, ThakinChit and Bo Zeya and devastation of the headquar-ters. The remnant BCP troops fled to the borders inthe northeast part of Myanmar in 1970, and theyestablished their Northeast BCP Headquarters. Theylived on smuggling of precious stones and opium inborder areas. Then, they started to organize localpeople for military purpose. Phon Kya Shin and some170 troops active in Kokang Region fled to theneighbouring country due to the attacks of theTatmadaw in 1967. The BCP troops in the neigh-bouring country politically mobilized Phon Kya Shinand members, providing them with funds and arms.

Kokang Region remains peaceful and prosperousMaung Nwe Sit

Ba Thein Tin, who became BCP Chairman in borderareas following the assassination of Thakin Than Tun,mobilized national race armed groups.

They successfully organized leader Naw Hsai ofKachin insurgents, leader Phon Kya Shin of Kokanginsurgents and national race armed groups, and theneighbouring country no longer accepted them. So,they reentered Myanmar and settled down in the north-east part of the nation. They were no longer aided byforeign countries, so they turned to smuggling of gemsand narcotic drugs to raise their funds. The majority ofthe leaders became rich through such businesses.

Whenever BCP members had to launch attacks,they did not spare even minors of national races, butthey dominated all the leading posts. So, national racesbecame their slaves and broke away from the BCP inMarch 1989.

After taking up the State's duties in 1988, theTatmadaw spent huge sums of funds and humanresources on the projects for peace and progress ofborder areas. So, border areas developed leaps andbounds. Seventeen national race armed groupsthat abhorred the BCP and realized the benevolentattitude of the government returned to the legalfold and made peace. Then, they got involved inregional development undertakings. Kokang Re-gion made peace earlier than any other armedgroup.

The mouthpieces of western neo-colonialists, al-lergic to peace and development of the whole Unionresulting from armed groups' returning to the legalfold, aired that the national race armed groups, that hadentered the legal fold, would continue their armedrevolt against the government in a few months. How-ever, peace groups threw themselves to the tasks forpeace and development of their races, sustainablepeace and development of the Union. They did notwant to relapse in the armed insurgency through whichthey troubled the country and the national race of theirown. Then, pessimists applied a different tactic, sayingthat the national race armed groups that had madepeace were making money through narcotic drugs.

In practice, Mongla Region in Shan State (North)announced itself to be a narcotic drugs (poppy) freeregion in April 1997. Then, Wa, Kokang and Kachinpeace regions tried to become poppy-free regions.Kokang Region saw buckwheat farms in place ofpoppy fields first.

The 17 major armed groups and over 20 smallarmed groups that had made peace took part in demo-cratic processes ranging from drawing the State consti-tution at the National Convention to approving it.Now, they are working hard in concert for stability anddevelopment of the nation. But, Kokang Special Re-gion (1) has seen four black sheeps who do not quitBCP-like habits and the practice of poppy growing fortheir wealth.

They are U Phon Kya Shin, U Phon Kya Phu, UPhon Ta Shwin and U Phon Tarli. They came toengage in narcotics smuggling again, sidelining theinterests of their own people. What’s more, theycommitted an act that could harm the State as well asthe region by violating the law. U Phon Kya Shin andhis accomplices built an illegal arms factory inYanlonkyaing Village in Laukkai and sold arms andammunition. These amounted to encouragingtransnational crimes and terrorist acts. Businesses ofnarcotic drug and arms smuggling are only beingdone by Mafia gangs from the western world. Theyare unacceptable and unforgivable. Destruction ofpeace and stability is a big crime committed againstthe people.

In connection with the case of the arms factory,Police Lt-Col Yin Htay of the Criminal InvestigationDepartment filed a lawsuit at Lashio Police Station(1) on 18 August, 2009. Responsible persons SpecialRegion-1 Chairman U Phon Kya Shin, Vice-Chair-man U Phon Kya Phyu, Vice-Chairman U Phon TaShwin and U Phon Tarli were summoned to deal withthe issue. But they did not turn up.

While fleeing Kokang region without trying toaddress the issue, U Phon Kya Shin and his accom-plices took police force members from Yanlonkyaingborder checkpoint at Myanmar-China border as hos-tages. Security force members tried to negotiate withU Phon Kya Shin’s group to rescue the hostages.However, they did not accept and started firinginflicting casualties so the security troops had to openfire on them. We saw the news about their attacks onTV. Police force members were brutally killed.

After the attack, 11 Tatmadaw members fell and34 wounded and 15 MPF members fell and 13 otherswounded. From the side of Phon Kya Shin, eightdead bodies and 640 small and heavy weapons wereseized. A battle by nature causes casualties from bothsides. Nonetheless, U Phon Kya Shin’s group com-mitted treason against the State and brutally killed 15of the captured police force members. They commit-ted the massacre. They violated the terms of theagreement reached at the time of making peace withthe State.

Many of the local people from Kokang regionfled to China. But they have now returned to Laukkai. Kokang Region Provisional Leading Commit-tee of Shan State (North) Special Region (1) ismaintaining regional peace and stability and protect-ing the local people in cooperation with the State. Asa result, the region has returned to normal. Theleading committee has urged the group of U PhonKya Shin to address the issue in accord with the lawand invited those who fled with U Phon Kya Shin tocome and cooperate with the committee as they hadnothing to do with the case. I have noticed that thepersons acting as reporters for BBC, VOA, RFA andDVB to broadcast slanderous news about Myanmarby encouraging the rapacious acts of U Phon KyaShin and his accomplices from the border region arePo Than Gyoung and Aung Kyaw Zaw, BCP com-munist remnants. Oh dear! leftists with extremeviews become rightists.

46 new A/H1N1 flu casesconfirmed in Europe

STOCKHOLM, 6 Sept—A European health agencysaid on Saturday that 46 new A/H1N1 flu cases wereconfirmed in European countries within the last 24hours.

The news cases were reported from two countries,24 from Luxembourg and the rest from Switzerland,the European Center for Disease Prevention and Con-trol (ECDC) said in its daily situation report.

The cumulative number of confirmed cases of theA/H1N1 flu virus in the EU (European Union) andEFTA (European Free Trade Association) countriesincreased to 48,269, with 16,835 cases in Germany,13,192 in Britain, 2,624 in Portugal, 2058 in Italyand 1,839 in Greece, the ECDC said.

The ECDC publishes a daily situation report aboutthe H1N1 flu cases in the EU and EFTA countriesbased on official information from these countries.

forces and Taleban fighters left three insurgentsdead in Farah province west of Afghanistan, anofficial said on Sunday.

“Taleban attacked a patrol team of Afghansoldiers in Pushrod district on Saturday night andtroops returned fire, killing three rebels on spot,”Abdul Basir Ghori, the spokesman of AfghanNational Army (ANA) in the region, told Xinhua.
