In 1973, the organizations were reconstituted in a systematic way. The constitution and principles for war veterans organizations were adopted and promulgated in 1975. They were reconstituted in successive periods. According to the objective conditions, the Central Organizing Committee of the Myanmar War Veterans Organization was re- formed with repre- sentatives including those in service in October 1998. Then, supervisory committees at state/ division level and organizing committees at township level were formed. The Myanmar War Veterans Organiza- tion held its first conference in June 2001, and the second conference in June 2005, and the third conference, in October 2009. It is a pleasure for me to see all the representatives of war veterans organizations from the four corners of the nation happy and healthy at this conference. Comrades,War veterans, who

had done their bit in theindependence strugglesand retired from the armedforces for various reasons,formed war veteransorganizations on self-reliance basis region-wisefrom 1948 onwards. In1973, the organizationswere reconstituted in asystematic way. Theconstitution and principlesfor war veteransorganizations were

In building a new modern and developednation, fit and qualified human resources areindispensable. The Ministry of Health is provid-ing health care services to the people with the aimof bringing about healthy and fit people.

The ministry has been trying its utmostfor the people to enjoy longevity, to live a peace-ful life and to be free from all forms of diseases.In that regard, it is extensively engaged in im-parting knowledge on health to rural people,prevention of diseases and effective treatment incase of disease outbreak.

In providing health care services to thepeople, prevention is as important as treatment.In the process of taking measures against thespread of diseases and preventive measures, it isnecessary to equip the people with knowledge onhealth. Paying serious attention to personal hy-giene, every citizen is to widely develop the habitof washing hands with soap, of discarding lefto-vers in a systematic way and of keeping theirenvironment clean.

As mothers and children constitute over60 per cent of Myanmar’s population, nutri-tional development and health care servicesshould be carried out on a wider scale. Mean-while, vaccination, distribution of Folic Acid andVitamin B1 to would-be mothers and provisionof Vitamin A1 to children under five are to becarried out right down to rural regions.

At present, health week activities arebeing launched in the states, divisions, districts,wards and villages, and arrangement are beingmade for mothers and new-born children to beable to enjoy nutritious foods, to be healthy andfree from diseases.

At a time when health care services arebeing extensively provided to people from differ-ent regions it is incumbent upon the entire na-tional people to impart knowledge on healthright down to rural regions, and only then, willevery citizen be able to fully enjoy health andhappiness throughout their life.

Roadside bomb kills five,wounds four in E Afghanistan KABUL, 9 Oct— A roadside bomb struck a vehi-

cle of a road construction company in Pakti Prov-ince, east of Afghanistan, killing five persons andwounding four others on Friday, a local official said.

“The bloody incident occurred at 6 am local timethis morning in Auzi district leaving five employeesof the company dead and four others injured,” gov-ernor of Auzi district Abdul Wali Zadran told Xinhua.

All the victims are Afghans, he added. He alsoadded that the company is a local one and is involvedin road building activities in east Afghanistan.

The official blamed “the enemies of peace,” a termused against Taleban militants for organizing theblast.—Xinhua

Bomb explosion kills threesouth of Baghdad

BAGHDAD, 9 Oct — A bomb explosion at a barbershop in a town south of Baghdad killed three peopleon Thursday and wounded 10 others, a well-informedpolice source said. “An explosive charge left at the door of a barbershop in the town of Yousifiyah, some 20 km southof Baghdad, detonated before sunset, killing threepeople and wounding ten others,” the source toldXinhua on condition of anonymity. The blast destroyed the shop and caused severe dam-ages to nearby shops and buildings, the source said. Iraqi security forces sealed off the scene and im-mediately started an investigation, he added. Sporadic attacks continue in Iraq as part of recentdeterioration in security which shaped a setback tothe efforts of the Iraqi government to restore nor-malcy in the country after more than three monthsof US troops pullout of Iraqi cities and towns.

US, Afghan forces killAfghan child in raid

KABUL, 9 Oct— The US military says Americanand Afghan forces accidentally killed a child during araid on a Taleban compound in eastern Afghanistan.

Civilian deaths threaten to undermine Afghan sup-port for international forces, and the US commanderin Afghanistan has made protecting innocent Afghansa priority. Wednesday night’s incident in Logar Prov-ince is a reminder of how difficult the task can be.

A military statement says the troops came underfire as they entered the compound. They shouted foreveryone to come out multiple times before attack-ing, and some women and children complied. Africa meet to discussdevelopment, climate change

DAKAR, 9 Oct — African policy makers meet inOuagadougou on Friday to discuss climate change justtwo months before a critical UN summit where Afri-can countries are poised to seek billions in compensa-tion for the effects of global warming.

Experts say Sub-Saharan Africa is one of the re-gions most affected by global warming. The WorldBank estimates that the developing world will sufferabout 80 percent of the damage of climate change de-spite accounting for only around one third of green-house gases in the atmosphere.

At the seventh World Forum on Sustainable De-velopment organised by the government of BurkinaFaso together with the United Nations and the AfricanUnion several African heads of state will meet keypolicy makers to discuss the opportunities climatechange could offer for sustainable development.

“Luckily AFrica has only a very small part in (glo-bal) pollution. The continent emits less than 4 percentof greenhouse gasses,” Burkina’s Environment Min-ister Salifou Sawadogo, a member of the forum’s or-ganising committee, told AFP.

However, Africa needs “to make it clear to coun-tries that have achieved their economic developmentto the detriment of the environment that they have totake responsibility and reduce their greenhouse gasemissions and help the continent most vulnerable toclimate change,” he said.—Internet

The Marshall Islands governmenthas “refused to engage in good faith bar-gaining to secure a new lease”, Kabuasaid.

Since the early 1960s, Kwajalein hasbeen used for US anti-missile defencetesting and is the target for long-rangeintercontinental ballistic missiles firedfrom California.

World Post Day 2009Message from the Director GeneralA postal service committed to green growthEnvironmental protection and climate change

present major challenges, but, despite all the attentionpaid to these issues over the years, our planet and itsinhabitants are still no nearer to achieving air that is fitto breathe. It has now become crucial to rethink theway our businesses are run and to change our patternsof energy consumption.

The world postal sector cannot stand aside and donothing: delivering 430 billion letters and six billionparcels worldwide each year, and operating over600,000 postal establishments and as many vehiclesmakes it a significant producer of greenhouse gas. Likeother organizations, we must look seriously at ways ofbecoming climate neutral.

With the support of its Sustainable DevelopmentProject Group, the UPU, as a UN specialized agencyresponsible for the postal sector, has embarked on theimportant task of measuring the world postal sector’scarbon footprint. We hope to be able to present theresults of this research at the UN Climate Change Con-ference taking place in Copenhagen (Denmark) inDecember. Then, with the assistance of the UnitedNations Environment Programme, with which wesigned an agreement last year, and other partners, wewill propose measures to designated operators to helpthem reduce their CO

2 emissions.

Russia, US to hold 1st roundof talks on missile defence

MOSCOW, 9 Oct—Russiaand the United States willhold their first round oftalks on missile defencesbefore an upcoming visitby US Secretary of StateHillary Clinton, the For-eign Ministry said onThursday.

10 October 2009Following is UN Secretary-General Ban Ki-

moon’s message for World Mental Health Day, to beobserved on 10 October:

As defined in the constitution of the World HealthOrganization (WHO), health is not merely theabsence of disease or infirmity, it is a state of com-plete physical, mental and social well-being. Men-tal disorders contribute more to disease burden anddisability in developing countries than any other cat-egory of non-communicable disease, yet only a smallminority of people with mental disorders in thesecountries have access to mental health services. Theneed is high, and care is inadequate.

World Mental Health Day is an important oppor-tunity to mobilize international resources to meet thegoal of providing adequate mental health care. Gov-ernments and public health organizations, civil so-ciety, multilateral agencies and donors must joinhands to make this happen. Effective treatments ex-ist for a wide variety of mental disorders. Let us uniteto scale up mental health services and involve pri-mary health-care systems in delivering mental healthservices worldwide.

The WHO Mental Health Gap Action Programme(mhGAP) seeks to narrow the distance betweenneeds and services by providing treatment packagesfor mental disorders that can be implemented on alarge scale in low- and middle-income countries.With limited available human and financial re-sources, delivering these services means involvingcommunity-based primary care facilities. Providingeffective mental health services in primary care set-tings would help to reduce the stigma associated withmental disorders and could prevent unnecessary hos-pitalization and human rights violations of peoplewith mental health problems.

Such a strategy makes good economic sense.Mental disorders impair the ability of children tolearn and the ability of adults to function in fami-lies, at work and in society at large. It is also a pro-poor strategy. Research shows that mental disor-ders are overwhelmingly concentrated in lower in-come groups. Poverty and its associated stresses,which include unemployment, violence, social ex-clusion and constant insecurity, are closely linked tothe onset of mental disorders.

Health is an important human right. Let us thisyear resolve to reduce the public health burden andthe individual suffering of people with mental healthproblems worldwide.

looking for a lioness that had beensighted by several witnesses on theloose in the mountains of eastern Spain.

A group of youths notified municipalpolice after they spotted the beast onSaturday near the village of La Senia inthe province of Tarragona.

COLUMBIA, 9 Oct — US electrical engineers say theyare developing a smaller, lighter and more efficientbattery that uses a nuclear energy source.

Much attention has been given to making batteriessmaller and more powerful, but scientists say prob-lems can arise when such batteries become heavierthan the devices they power.

“To provide enough power, we need certain meth-ods with high energy density,” said University of Mis-souri Assistant Professor Jae Kwon, who is leadingthe research. “The radioisotope battery can providepower density that is six orders of magnitude higherthan chemical batteries.” Kwon and his research teamare developing a small nuclear battery, currently thesize and thickness of a penny, intended to power vari-ous micro-nanoelectromechanical systems.

The innovation is not only in the battery’s size, butalso in its semiconductor. Kwon said his battery usesa liquid semiconductor rather than a solid semicon-ductor.

MOSCOW, 9 Oct—Russia on Friday officiallylaunched its bid to host either the 2018 or 2022football World Cup.

“We are a society of sport fans, where no singlesport is more universally revered and passionatelypursued than football,” the bid committee said in astatement on its website.
