WHEREAS it is expedient for causes and considerations to convene the Second Session of the Twenty-SixthLegislative Assembly of our Province of Saskatchewan.

WE DO WILL that you and each of you and all others in this behalf interested on WEDNESDAY theTWENTY-SECOND day of OCTOBER, 2008, at 2:00 p.m.at our City of Regina, personally be and appear for theDESPATCH OF BUSINESS, there to take into consideration the state and welfare of our said Province ofSaskatchewan and thereby to do as may seem necessary, HEREIN FAIL NOT.

1 Section 27 of The Provincial Lands Act provides, in part, as follows:

27(1) Subject to this Act and any applicable regulations, the minister may sell provincial lands on anyterms and conditions that:

(a) the minister considers appropriate; and(b) are not inconsistent with any terms and conditions that are prescribed in the regulations.

2 Section 4 of The Crown Resource Land Regulations provides, in part, as follows:

4(1) Subject to the approval of the Lieutenant Governor in Council, the minister may sell Crown resourceland in accordance with this section if the Crown resource land is not part of a provincial forest.

3 All requirements of The Crown Resource Land Regulations and all other relevant laws, regulations andagreements in force have been fulfilled.

4 It is desirable and in the public interest to sell the provinical property identified below to Dean Cattell ofPierceland, Saskatchewan, for residential purposes for the total sale price of $45,500 and to complete thenecessary documents for title transfer.

1 Pursuant to sections 53, 56, 57, 59, and 61 of The Municipalities Act, the Council of the Town of Blaine Lakehas submitted an application to alter its boundaries to the Minister of Municipal Affairs.

2 Upon consideration of the application, the Minister is of the opinion that the municipalities affected will beviable entities following the alteration of boundaries. Therefore, the undersigned hereby orders, pursuant tosections 61, 62, and 63 of The Municipalities Act, that:

(a) the boundaries of the Town of Blaine Lake and the Rural Municipality of Blaine Lake No. 434 bealtered by withdrawing from the rural municipality and adding to the town the territory described inSchedule A;

SASKATCHEWAN WORKERS’ COMPENSATION BOARD – 2009 PROVISIONAL ASSESSMENT RATES

Background To Saskatchewan’s Compensation System

Saskatchewan’s system of workers’ compensation was founded in 1930 by a coalition of business and labour toprovide compensation for workplace injury that would protect both employers and workers from the inequitiesand unpredictable nature of litigation and individual liability. Both employers and workers contributed to thearrangement. Workers waived their right to sue their employer for injuries and losses caused by workplaceinjury, and employers assumed responsibility for the cost of the compensation system. By striking thisagreement, employers and workers turned an adversarial relationship defined by the court system into a workingpartnership that provides for fairness, protection and economic stability when workplace injury or illness occurs.

The Saskatchewan Workers’ Compensation Board (WCB) and its Board Members act as trustees of theagreement between employers and workers by adhering to the five basic principles set out in 1930: no-faultcompensation, security of benefits, collective employer liability, independence of the Board, and exclusivejurisdiction. These principles have been tested during the WCB’s seventy-eight year history, but continue as theessential elements of a compensation system highly regarded as among the most successful in North America.

The WCB’s obligations are set out in The Workers’ Compensation Act, 1979.

Covering the Cost of the Compensation System

The WCB has two sources of revenue: employer assessments based on payroll and return on investments.Employer assessments, or premium rates, are determined annually by the projected claims costs and the injuryrecord, for the employer’s industry classification. There are 54 employer industry classifications used by theWCB. Rates vary considerably between classifications, depending upon injury experience and cost. Discussionswith employer associations are held before rates are set each year. For the 2009 rate setting process, 21 employermeetings were held, involving a number of employer/trade associations representing the majority of employers.

The rate setting process is rooted in the premise that the cost of today’s injuries will be borne by today’semployers.

Employer Assessments – Value of Assessments Paid

The assessments paid into the compensation system provide a number of values to employers:

– paying the full cost of current injury claims and future liabilities on current claims;– protection against the legal costs and court awards which would occur if the workers’ compensation

system did not exist.Each Saskatchewan employer will be notified by letter of specific 2009 rates, based on the safety and injury

experience of the employer’s industry classification.

Pursuant to subsection 135(4) of The Workers’ Compensation Act, 1979, the following are the 2009 provisionalassessment rates for those industry classifications that exceed the 2008 assessment rates by more than 10.5%.
