Pursuant to section 17.1 of The Oil and GasConservation Act, approval is granted to Husky Energy Inc. to modifya waterflood project in The Butte West Voluntary Unit No. 2.Permission is granted to drill two oil wells on reduced well spacingin Section 17-12-19 W3M, in accordance with plans filed withSaskatchewan Energy and Mines as Document No. P.M. 865.

OTHER AREAS — CONCURRENT PRODUCTIONMRO 804/01. Pursuant to section 17 of The Oil and Gas

Conservation Act, approval is granted to Ravens Cross Energy Ltd.to produce oil and gas concurrently from the (11) 11-29-30-23 W3Moil well, from the Bakken Sand, subject to the following:

1 The gas produced from the well must be gathered and utilized orsold pursuant to section 71 of The Oil and Gas ConservationRegulations, 1985.

2 The well shall be produced according to “good production practice”as defined in clause 2(r.1) of The Oil and Gas ConservationRegulations, 1985.

3 This approval may be withdrawn, in whole or in part, if theoperator demonstrates that the gas production is no longer significantand that gathering and utilizing or selling of the gas is no longerjustified.

SODA LAKE CUMMINGS SAND POOL —PRESSURE MAINTENANCE

MRO 806/01. Pursuant to section 17.1 of The Oil and GasConservation Act, approval is granted to Baytex Energy Ltd. todispose of salt water recovered from oilfield production, byinjection into the Cummings Sand through the well Dorset SodaLake HZ 4C4-36-2A7-36-46-24, in accordance with plans filed withthe Department as Document No. P.M. 1399 and subject to thefollowing:

1 Installations shall be subject to the approval of a fieldrepresentative of the Department prior to the commencement of saltwater injection and subsequent to any modifications to suchinstallations.

2 The wellhead injection pressure shall be limited to a maximumof 5 700 kilopascals (kPa).

3 All injection volumes shall be metered with a Departmentapproved method.

This approval does not authorize the applicant to dispose of saltwater without the consent of all the mineral owners, other than theCrown, that might reasonably be adversely affected by such disposal.

1 A maximum allowable rate of production shall be assigned.2 MRO 68/88 PO 13, dated April 29, 1988, does not apply.3 Pursuant to section 17 of The Oil and Gas Conservation Act, the

drainage unit shall consist of legal subdivisions 2, 3, 6 and 7 ofSection 25-9-8 W2M and may contain more than one well capable ofproducing oil or gas.

Pursuant to section 17.1 of The Oil and GasConservation Act, approval is granted to ARC Resources Ltd. to drilland complete one horizontal well in the Frobisher-Alida Bedsunderlying the south-west quarter of Section 25-2-30 W1M, inaccordance with plans filed with Saskatchewan Energy and Mines asDocument No. H.W. 582 and subject to the following:

1 A maximum allowable rate of production shall be assigned.Dated at Regina, Saskatchewan, November 20, 2001.

OTHER AREAS — SALT WATER DISPOSALSMRO 810/01. Pursuant to section 17.1 of The Oil and Gas

Conservation Act, approval is granted to Kleiman Enterprises Ltd. todispose of salt water recovered from oilfield production, by injectioninto the Mannville Formation through the well Kleiman WeirHill 13-25-5-6, in accordance with plans filed with the Department asDocument No. S.W.D. 838 and subject to the following:

1 Installations shall be subject to the approval of a fieldrepresentative of the Department prior to the commencement of saltwater injection and subsequent to any modifications to suchinstallations.

THE SASKATCHEWAN BROILER HATCHING EGGPRODUCERS’ MAREKTING BOARD —

BASE QUOTA AUCTIONSORDER NO. 32/01. The Saskatchewan Broiler Hatching Egg

Producers’ Marketing Board, pursuant to the provisions of TheBroiler Hatching Egg Marketing Plan Regulations and The Agri-FoodAct, hereby determines and orders as follows:

1 All producers on The Saskatchewan Broiler Hatching EggProducers’ Marketing Board official producer list as of June 26, 2001will have 1,000 units of quota rights added to their production quotarights at no cost. These quota rights will be added in conjunction witha schedule developed by the Board.

Eligibility for Auction of Base Quota2 No later than one month following the day these orders come into

force, (5) five blocks of 2,000 units of quota rights will be offered toexisting broiler hatching egg producers, in accordance with anauction conducted pursuant to these orders. Only existing licensedbroiler hatching egg producers may participate in this auction.Production of these quota rights is to be commenced by the Spring ofthe year 2002, in accordance with a schedule established by theBoard.

3 No later than March 15, 2002, one (1) block of 10,000 units ofquota rights will be offered in accordance with an auction conductedpursuant to these orders. This auction is closed to all producers onThe Saskatchewan Broiler Hatching Egg Producers’ MarketingBoard official producer list as of June 26, 2001. The auction will beopen to any other Canadian willing to commence production inSaskatchewan. Production of these quota rights is to be commencedin the year 2003, in the province of Saskatchewan, in accordance witha schedule established by the Board.

4 No later than March 15, 2002:(a) a total of 20,000 units of quota rights will be offered in

accordance with an auction conducted pursuant to these orders;(b) in the event that market conditions require more

than 20,000 units of quota rights to be offered to producers in theyears 2001 and 2002, the Board may offer such increases inaccordance with an auction conducted pursuant to these orders;

(c) effective at the signing of this order, all allocations, savethose described in Section 1 of this order will be made inaccordance with an auction conducted pursuant to these orders;

(d) adjustments to the above schedule may be made inaccordance with an Order of the Board as approved by theCouncil or as directed by the Agri-Food Act Appeal Committee.

Conduct of Auctions5 Effective at the signing of this order, the Board shall ensure that

all new units of quota rights, save those quota rights described inSection 1, are auctioned to licensed producers and to persons eligibleto receive licences as registered producers based upon the amount ofquota allocation fee the registered producer or person offers and paysto the Board.

6 The Board shall conduct auctions subject to board orders “BaseQuota Limits” and “Quota Allocations”.

7 Proceeds of any auction with respect to the application of thequota allocation fee will be placed in the Saskatchewan BroilerHatching Egg Development Trust Fund.

8 Unless the Board has granted permission, production unitsreceiving new quota rights pursuant to this order shall commencethe production of those quota rights within eighteen months ofreceiving such quota rights.

9 The auctions mentioned in section 6 shall be conducted asfollows:

(a) an applicant may participate in the auction if the applicantproduces evidence to the Board, in a form specified by the Board,that satisfies the Board as to the applicant’s financial capabilityto pay the quota allocation fee;

(b) the amount of base quota rights available, subject tosection 2, shall be auctioned in blocks of 2,000 units of quotarights and the person who bids the highest for a block of quotashall be the successful bidder for that block;

(c) the amount of base quota rights available, subject tosection 3, shall be auctioned in one block of 10,000 units of quotarights and the person who bids the highest for that block ofquota rights shall be the successful bidder for that block;

(d) the quota allocation fee for the units of quota rightsacquired by the bidder shall be the successful bid price.

10 The Board shall allocate quota rights to a successful bidder inaccordance with the bid if:

(a) the bidder has paid the quota allocation fee pursuant toclause 9(d); and

(b) the Board is satisfied that the bidder has complied withthese orders.

11 Order No. 31/01 is hereby wholly revoked.Order No. 32/01 is made pursuant to section 21 of The Broiler

The Chiropractic Act, 1994________

REGULATORY BYLAW AMENDMENTSRegulatory Bylaw 16 is amended by the addition of the

following:

“16(5) Professional Corporations1 An applicant for registration by a Professional Corporation, or

an applicant for renewal of a permit by a Professional Corporation,shall file with the CAS Board Form “A” of these bylaws that:

(a) is legible;(b) contains all of the information required by the form;(c) attaches all documents that are required by the form; and(d) is signed by all persons required to sign the form.

2 The Registrar may refuse registration, or refuse to renew apermit where the form is not completed in accordance with paragraph 1.

3 The Registrar may request additional information relating toan application for registration or an application for renewal of apermit by a professional corporation, and may refuse registration orrenewal of a permit until that information is provided.

4 All advertising by Professional Corporations shall comply withthe provisions of these bylaws pertaining to advertising by members.

5 Each member who practices chiropractic by, through or in thename of a Professional Corporation is responsible to ensure that alladvertising by the Professional Corporation complies with the bylaws.

6 Any term defined by The Chiropractic Act, 1994 shall have thesame meaning when used in this Bylaw, unless the context otherwiserequires, with the addition of the following:

(a) “CAS” is the acronym for the Chiropractors’ Association ofSaskatchewan;

(b) “CCPA” is the acronym for the Canadian ChiropracticProtective Association.

7 An applicant for registration of a Professional Corporationshall, in addition to and concurrent with the filing of Form “A”prescribed in paragraph 1 of this Bylaw 16(5), provide the CAS witha permit fee in the amount of One Hundred and Twenty-Five($125.00) Dollars Canadian.

8 An applicant for renewal of a permit of a Professional Corporationshall, in addition to and concurrent with the filing of Form “A”prescribed in paragraph 1 of this Bylaw 16(5), provide the CAS witha permit renewal fee in the amount of Seventy-Five ($75.00) DollarsCanadian.

The Optometry Act, 1985________

REGULATORY BYLAW AMENDMENTSThe Bylaws of the Saskatchewan Association of Optometrists

are amended by repealing paragraph 3.1 of the existingBylaws and substituting the following:

“3.1 An Application to the Registrar made pursuant to section 21of The Optometry Act, 1985 for a licence or any renewal thereof shallbe on a form provided by the Registrar, shall be accompanied by thefee prescribed by Council, and shall be accompanied by proof that theapplicant is insured under a contract of malpractice insurance withan insurance company registered to do business in Saskatchewanthat provides a minimum coverage of two million dollars for eachoccurrence. The Registrar may refuse to issue a licence, or renew alicence, unless each requirement of this paragraph has been met bythe applicant”.

The Bylaws of the Saskatchewan Association of Optometristsare amended by adding the following to the existing Bylaws:

“Professional Corporations12.1 An applicant for registration by a Professional Corporation,

or an applicant for renewal of a permit by a Professional Corporationshall file with the Association Form “A” to these bylaws that:

(a) is legible;(b) contains all of the information required by the form;(c) attaches all documents that are required by the form;(d) includes the payment required by these bylaws; and(e) is signed by all persons required to sign the form.

“12.2 The name of the corporation shall depict that the corporationis engaged in delivering optometric services.

“12.3 The Registrar may refuse registration, or refuse to renewa permit where the form is not completed in accordance withparagraph 12.1 or if the name of the corporation does not meet therequirements of paragraph 12.2.

“12.4 The Registrar may request additional information relatingto an application for registration or an application for renewal of apermit by a professional corporation, and may refuse registration orrenewal of a permit until that information is provided.

“12.5 The fees in connection with the registration and issuance ofan annual permit for a professional corporation shall be:

(a) to register a professional corporation: $250.00;(b) to grant an annual permit for a professional

corporation: $50.00;(c) fee on late payment if the fee for an annual permit is not

paid by December 31 of the year immediately prior to theissuance of the annual permit: $25.00;

(d) during the first year of its registration, a professionalcorporation shall be required to pay both the registration feeand the fee for an annual permit;

(e) the fees above shall not be pro-rated for part of a year.

“12.6 All advertising by Professional Corporations shall complywith the provisions of these bylaws pertaining to advertising bymembers.

“12.7 Each member who practices optometry by, through or inthe name of a Professional Corporation is responsible for ensuringthat all advertising by the Professional Corporation complies withthe bylaws.

“12.8 Each member who practices optometry by, through or inthe name of a Professional Corporation is responsible for ensuringthat the professional corporation complies with all of the provisionsof these bylaws relating to preparing and retaining records relatingto care of patients, and is responsible for ensuring that the corporationprepares and maintains the same financial records as are requiredfor members pursuant to the Act and bylaws.

“12.9 In order to be granted registration as a professionalcorporation, or in order to be granted an annual permit, a professionalcorporation shall certify that each member who practices optometryby or through the professional corporation is insured under a contractof malpractice insurance with an insurance company that is registeredto do business in Saskatchewan that provides a minimum coverageof two million dollars for each occurrence”.

ASSEMBLY OF SASKATCHEWANRELATING TO PRIVATE BILLS

PETITIONS12(1) A petition to the Assembly may be presented by a Member

at any time during the sitting of the Assembly by filing the same withthe Clerk of the Assembly.

(6) Petitions may be either written or printed, provided alwaysthat when there are three or more petitioners, the signatures of atleast three petitioners shall be subscribed on the sheet containingthe prayer of the petition.

(9) No petition can be received which prays for any expenditure,grant or charge on the public revenue, whether payable out of theConsolidated Fund or out of moneys to be provided by the Assembly.

NOTE: A form of Petition can be obtained on application to theClerk of the Legislative Assembly.

PRIVATE BILLS64(1) All petitions for Private Bills shall be in duplicate and shall

be filed with the Clerk of the Assembly not later than the twentiethsitting day of the Session.

(2) No petition for any Private Bill shall be received by theAssembly if presented after the first twenty-five sitting days of theSession.

(3) No Private Bill may be introduced in the Assembly after thefirst thirty sitting days of the Session.

65(1) Every applicant for a Private Bill shall deposit with theClerk of the Assembly along with the petition for same, two copies ofthe bill, with marginal notes inserted, and an accepted chequepayable to the Minister of Finance for the sum of two hundred andfifty dollars, if the said bill does not exceed ten pages, and fifteendollars additional for each page over that number, four hundred andfifty words shall be held to constitute a page.

(2) In the case of a bill incorporating a company, a receipt from theRegistrar of Joint Stock Companies for any statutory fees requiredshall also be deposited with the Clerk of the Assembly.

66 No remittance of a deposit on account of a Private Bill or anyportion thereof shall be ordered by the Assembly unless the same hasbeen recommended by the committee charged with its consideration,or unless the bill has been withdrawn, rejected or not reported upon,in which cases the actual expenses incurred shall be deducted fromthe deposit received before making such remittance.

68(1) All petitions to the Legislature for Private Bills of anynature whatsoever, shall require a notice, clearly and distinctlyspecifying the nature and object of the application and where thesame refers to any proposed work, indicating generally the locationof the work, and signed by and on behalf of the petitioners, with theaddress of the party signing the same; and when the petition is for anact of incorporation the name of the proposed company shall bestated in the notice.

(2) Such notice shall be published prior to the filing of the petitionwith the Clerk of the Assembly as required in Rule 64(1) in twoconsecutive issues of The Saskatchewan Gazette and four consecutiveissues of a newspaper, published in English and having circulationin the locality affected.

(3) A copy of the notice with a statutory declaration of the severalpublications of advertisement shall be filed with the Clerk of theAssembly along with the petition and bill.

69(2) Every bill for an act of incorporation, where a form of modelbill has been adopted, shall be drawn in accordance with such modelbill, copies of which may be obtained from the Clerk of the Assembly.Any provisions contained in any such bill which are not in accordwith the model bill shall be inserted between brackets and shall beso printed.

72 When any bill for confirming any agreement is filed with theClerk of the Assembly a true copy of such agreement must beattached to it.

COMMITTEE RULINGIn cases where the proposed bill provides that the property to be

used or occupied by the petitioner be exempt from taxation, either inwhole or in part, the petitioner must file with the Clerk of theAssembly, along with the petition, a written statement from the localmunicipal authority in which the said property is situated approvingthe intent of the provisions of the proposed bill which provide for theexemption from taxation.

The name of the Member who is to present the petition and PrivateBill must be furnished to the Clerk of the Assembly at the time offiling the petition. Such Member should not, of course, be a Memberof the Cabinet.

Les dépenses réellessont déduites du dépôt avant de le remettre.
