The undersigned has the honour to report that:

1 Section 22.1 of The Provincial Lands Act, provides, in part,as follows:

22.1(1) The Lieutenant Governor in Council may makeorders:

(a) prescribing matters or things that are, in theopinion of the Lieutenant Governor in Council, necessaryto meet the purposes and intent of this Act, to carry outthe agreement of transfer or to meet cases that mayarise and for which no provision is made in this Act;

(2) Subject to the other provisions of this Act, an ordermade pursuant to this section comes into force:

(a) only after it has been published in the Gazette; or

(b) after a date named in the order;

whichever is the later.

2 Under section 6.02 of the Saskatchewan Treaty LandEntitlement Framework Agreement, dated September 22, 1992,Saskatchewan agreed to give favourable consideration to offersfrom an Entitlement Band to purchase the land forming the bedand shore of a water body adjacent to Entitlement Land.

3 Clause 80(b) of The Saskatchewan Watershed Authority Actpermits Saskatchewan to transfer to Her Majesty the Queen inright of Canada the land forming the bed and shore of a waterbody that is adjacent to an Indian Reserve that has been setapart pursuant to the terms of the Framework Agreement.

4 The land described in Schedule “A” is provincial landconsisting of the bed and shore of a water body adjacent toEntitlement Land, which Entitlement Land has been purchasedby the Thunderchild First Nation pursuant to the terms of theFramework Agreement.

5 The Thunderchild First Nation has offered to purchase theland described in Schedule “A” for $1.00, and Saskatchewan isprepared to transfer the land to Her Majesty the Queen in rightof Canada pursuant to clause 80(b) of The SaskatchewanWatershed Authority Act and section 22.1 of The ProvincialLands Act.

6 The Thunderchild First Nation is an Entitlement Bandwithin the meaning of the Framework Agreement.

7 It is desirable and in the public interest to make an ordertransferring the administration and control of the land describedin the attached Schedule “A” to Her Majesty the Queen in rightof Canada for the purpose of the setting apart of a Reserve for theuse and benefit of the Thunderchild First Nation under theterms of the Framework Agreement.

The undersigned has the honour, therefore, to recommend thatYour Honour’s Order do issue, pursuant to section 22.1 of TheProvincial Lands Act, transferring the administration and controlof the land described in the attached Schedule “A” to Her Majestythe Queen in right of Canada, for the sum of one dollar ($1.00),such transfer to be effective on the day that the said land is setapart as a Reserve for the use and benefit of the ThunderchildFirst Nation.

MRO 346/05 PO 14. Pursuant to section 17 of The Oil and GasConservation Act, the following provisions shall apply to the drillingof, and the production of oil and gas from, vertical oil wells in the“Viewfield North Bakken Sand Pool”, effective May 1, 2005:

1 The drainage unit shall be comprised of two legalsubdivisions in a Section grouped as follows:

Legal subdivisions 1 and 2; 3 and 4; 5 and 6; 7 and 8; 9and 10; 11 and 12; 13 and 14; 15 and 16;

except for the area described in clause 2(a) where the drainageunit shall be comprised of one legal subdivision.

2 Within a drainage unit, the sides of the target area shall belocated 100 m from and parallel to the corresponding sides of theodd-numbered legal subdivision with the exception of thefollowing:

(a) For lands West of the Second Meridian:

in Township 8, Range 8: legal subdivisions 7 and 8 ofSection 6;

the target area shall be located 100 m from and parallel tothe corresponding sides of the drainage unit.

3 Any well previously interpreted by the minister as havingbeen completed within a target area prior to the effective date ofthis order, shall be considered to be on-target.

EXTRACTS FROM THE RULES AND PROCEDURESOF THE LEGISLATIVE ASSEMBLY OF

SASKATCHEWAN RELATING TO PRIVATE BILLS________

PETITIONS

14(1) A petition to the Assembly may be presented by a Memberat any time during the sitting of the Assembly by filing the same withthe Clerk of the Assembly.

14(6) Petitions may be either written or printed; provided alwaysthat when there are 3 or more petitioners, the signatures of atleast 3 petitioners shall be subscribed on the sheet containing theprayer of the petition.

14(9) No petition can be received which prays for any expenditure,grant or charge on the public revenue, whether payable out of theConsolidated Fund or out of moneys to be provided by the Assembly.

NOTE: A form of Petition can be obtained on application to theClerk of the Legislative Assembly.

PRIVATE BILLS75(1) All petitions for Private Bills shall be in duplicate and shall

be filed with the Clerk of the Assembly not later than the twentiethsitting day of the Session.

75(2) No petition for any Private Bill shall be received by theAssembly if presented after the first twenty-five sitting days of theSession.

75(3) No Private Bill may be introduced in the Assembly after thefirst thirty sitting days of the Session.

76(1) Every applicant for a Private Bill shall deposit with theClerk of the Assembly, along with the petition for same, 2 copies ofthe bill, with marginal notes inserted, and an accepted chequepayable to the Minister of Finance for the sum of two hundred andfifty dollars, if the said bill does not exceed ten pages, and fifteendollars additional for each page over that number; four hundred andfifty words shall be held to constitute a page.

76(2) In the case of a bill incorporating a company, a receipt fromthe Registrar of Joint Stock Companies for any statutory feesrequired shall also be deposited with the Clerk of the Assembly.

77 No remittance of a deposit on account of a Private Bill or anyportion thereof shall be ordered by the Assembly unless the same hasbeen recommended by the committee charged with its consideration,or unless the bill has been withdrawn, rejected or not reported upon,in which cases the actual expenses incurred shall be deducted fromthe deposit received before making such remittance.

79(1) All petitions to the Legislature for Private Bills of anynature whatsoever, shall require a notice, clearly and distinctlyspecifying the nature and object of the application, and where thesame refers to any proposed work, indicating generally the locationof the work, and signed by and on behalf of the petitioners, with theaddress of the party signing the same; and when the petition is for anact of incorporation, the name of the proposed company shall bestated in the notice.

79(2) Such notice shall be published prior to the filing ofthe petition with the Clerk of the Assembly as required in Rule 75(1)in 2 consecutive issues of The Saskatchewan Gazette and 4 consecutiveissues of a newspaper, published in English and having circulationin the locality affected.

79(3) A copy of the notice with a statutory declaration of theseveral publications of advertisement shall be filed with the Clerk ofthe Assembly along with the petition and bill.

80(2) Every bill for an act of incorporation, where a form of modelbill has been adopted, shall be drawn in accordance with such modelbill, copies of which may be obtained from the Clerk of the Assembly.Any provisions contained in any such bill which are not in accordwith the model bill shall be inserted between brackets and shall beso printed.

83 When any bill for confirming any agreement is filed with theClerk of the Assembly, a true copy of such agreement must beattached to it.

COMMITTEE RULINGIn cases where the proposed bill provides that the property to be

used or occupied by the petitioner be exempt from taxation, either inwhole or in part, the petitioner must file with the Clerk of theAssembly, along with the petition, a written statement from the localmunicipal authority in which the said property is situated approvingthe intent of the provisions of the proposed bill which provide for theexemption from taxation.

The name of the Member who is to present the petition and PrivateBill must be furnished to the Clerk of the Assembly at the time offiling the petition. Such Member should not, of course, be a Memberof the Cabinet.

loi d’intérêt privé sont déposés auprès du greffier de l’Assembléedans les vingt jours de séance de l’ouverture de la session.

75(2) Seules sont recevables par l’Assemblée les pétitionsintroductives de projet de loi d’intérêt privé qui sont présentées dansles vingt-cinq jours de séance de l’ouverture de la session.

75(3) Les projets de loi d’intérêt privé ne peuvent être déposés àl’Assemblée que dans de les trente jours de séance de l’ouverture dela session.

76(1) Les personnes qui demandent un projet de loi d’intérêtprivé déposent auprès du greffier de l’Assemblée, outre la pétitionconnexe, 2 exemplaires du projet de loi qui portent les notes marginalesainsi qu’un chèque visé payable au ministre des Finances, au montantde deux cent cinquante dollars si le projet de loi est composé d’au plusdix pages; ce montant est majoré de quinze dollars par pagesupplémentaire. Une page est réputée renfermer quatre centcinquante mots.

76(2) Si le projet de loi prévoit la constitution d’une société, lerécépissé des droits réglementaires donné par le registraire dessociétés par actions est également déposé auprès du greffier del’Assemblée.

77 L’Assemblée ne peut ordonner la remise totale ou partielle desdépôts relatifs aux projets de loi d’intérêt privé, sauf recommandationdu comité chargé d’étudier le projet en question ou si celui-ci estretiré ou rejeté ou encore n’est pas rapporté. Les dépenses réellessont déduites du dépôt avant de le remettre.

79(1) Toutes les pétitions introductives de projets de loi d’intérêtprivé à l’adresse de la Législature nécessitent un avis qui exposeclairement la nature et l’objet de la demande et qui est signé par lesrequérants et en leur nom, avec mention de l’adresse des signataires.Les avis qui visent des travaux proposes font état de leur emplacement;ceux qui visent une loi de constitution en société font état du nom dela société.

80(2) Si une formule-type de projet de loi a été adoptée, les projetsde loi portent constitution des sociétés sont rédigés selon cetteformule, dont les exemplaires peuvent être obtenus chez le greffierde l’Assemblée. Les dispositions de ces projets de loi qui ne seconforment pas à la formule-type sont indiquées et imprimées entrecrochets.

83 Une copie conforme de l’accord est annexée aux projets de loiportent ratification d’un accord, qui sont déposés auprès du greffierde l’Assemblée.

DÉCISION EN COMITÉDans les cas où la proposition de projet de loi prévoit que les

biens devant être utilisés ou occupés par le requérant soientexempts d’impôts, que ce soit dans leur ensemble ou partiellement,le requérant devra déposer au bureau du greffier de l’Assembléeen plus de sa pétition, une déclaration par écrit des autoritésmunicipales locales où se trouvent les biens en questionapprouvant l’objet des dispositions de la proposition de projet deloi qui prévoit l’exemption d’impôts.

DESIGNATION OF CERTAIN AREA AS GAME PRESERVE

O.C. 1192/39. July 27, 1939. Approved and Ordered. Lieutenant Governor.

The executive Council has had under consideration a report from the Minister of Natural Resources, bearing even dateherewith, stating that it has been ascertained that there are several colonies of beavers on sections 29 and 32 in township53, range 25, West of the 2nd Meridian, and that it is deemed advisable and in the public interest to protect the same bydesignating the said sections as a game preserve.

Upon consideration of the foregoing report and on the recommendation of the Minister of Narual Resources, theExecutive Council advises, under the authority of Section 53 of The Game Act, 1938, that the approval of His Honour theLieutenant Governor in Council do issue establishing the said lands as a game preserve to be known as “Garden RiverGame Preserve”.
