Introduction

As a measure to provide a common platform for sharing of all material related to

SVEEP activities, a SVEEP Portal – SVEEP Digital Library has been created. It is a

web based application which shall be accessible to the Chief Electoral Officers and

all other stakeholders. It is a repository of information and best practices by the

Commission. The Digital Library will accumulate videos, posters, pictures, slogans,

audios and other relevant creative’s prepared for voter awareness. CEOs need to

upload only Videos (promos, NVD, training material and other relevant videos)

through the officers Login in the following url sveepdigitallibrary.nic.in as a pilot

project.

CEO’s are required to add all the relevant and latest videos on voter

awareness, training films, short videos on any mass mobilisation that you may like

people to see. To upload a video in the SVEEP Digital Library, it is imperative for

States to create their own YouTube Channels. The user is required to visit YouTube

to upload the Videos he/she wants and then link of the same shall be provided in the

Digital Library.

A. Digital Library Home Page

SVEEP Digital Library home page displays the collection of latest images/photos of various

important events related to Election Commission of India, Slogans given by creative people,

Videos Linked, Posters, Audio and other recognizable items.

On the home page, there are certain menu buttons which shows the list of items with in it.

These are as follows:

1. Videos

The screen displayed below shows the latest videos linked by ECI or State offices with

regard to events held at ECI or at their place. These videos are linked by the officers

through YouTube channels created by them.

2. Photos

This screen shows various photos related to elections or election events at ECI or at

States.

User can also have the enlarged view of the image by simply clicking on it. This will look

3. Posters

This page displays the creative posters added by officers for motivational and informative

purposes.

4. Slogans

The screen displays various slogs in the form of images which are given by creative

people in order to motivate people for voting.

5. Audio

The list of audios, added by officers at SVEEP Digital Library, is displayed on this page. The

user can click on any audio and listen to it.

6. Others

The other important information is displayed on this page. For example, the winning

uploads of Voters’ Fest are displayed on this page.

B. Search on Home Page The user is provided with search option on the Home page. There are various search

parameters given in the left panel that can be applied to get the desired results.

The search filers are as follows:

1. States

The user can select any one of the states listed in the checkbox list. All the 36

states and UTs are given under the State header.

2. Languages

The checkbox list of different languages is given under head Languages in which

multiple languages can be selected for search. The list of languages is as follows:

C. Search Results The user can apply multiple search filters on digital content and view the results in the

following way:

The above screen displays the search results from videos on the basis of following search

filters:

It displays the videos linked as per the themes of the uploads.

D. Creation of YouTube Channel

Videos can be uploaded through YouTube channel. There are certain steps to link

through YouTube Channel, these are as follows:

Step 1: Visiting YouTube

The user is required to visit YouTube to upload the Videos he/she wants to link in the

Digital Content Library. To visit YouTube:

Type the following url in address bar of your browser: www.youtube .com

Step 2: Sign in to Gmail account

After visiting YouTube, user needs to login in his/her Gmail account (if any). In case he

doesn’t have Gmail Account, it is required to create afresh by clicking on Signup Gmail.

Step 3: Uploading Video

In order to upload the video, click Upload button on right side at the top. After clicking that

the an option will be given to browse the video to be uploaded in YouTube.

Step 4: File selection

Select files from the options to upload and open it. The progress bar given on the main page

will show the progress percentage of Upload.

Step 5: Adding Details

User is required to add a brief description and tags to uploaded video. The listing to the

video is also to be given. It can be one of these:

Public

Unlisted

Private

Select from the given options of the listings. A message can also be added to the video and

it can be shared on twitter or Google+.

Step 6: Publish Video

After adding all the details, click on Publish button to Publish the video. A progress bar will

show the publishing progress.

E. Content Uploading

Content uploading is the task that is to be performed by the ECI or State officers.

Therefore a login facility has been provided to the said officers to login and upload the

particular content in the library for general benefit.

The link to visit login is as follows:

By clicking on the Officer’s Login link button user will be redirected to the Login Page.

The ECI and State officers are provided with their login credentials, using which they can

login in the Content Uploading Module to upload the content.

The types of content which are to be uploaded are given in the menu bar under header

Add Content.

The content type is as follows:

1. Audio

3. Text/Publications

4. Still Photographs

5. Posters

6. Other Content (Bar Charts/Graphs etc.)

The content uploading modules for all the above types is different as per the content.

Therefore, module wise explanation is as follows:

1. Add Video

After logging in, user lands on the Digital Content Library’s Add Video page.

On this page, User can add videos as per his/ her interest. The uploaded videos will be displayed on

the home page. There are various parameters which are required to be chosen before upload.

These are:

Video URL

Format of the Content

State/District

Languages

Themes

Steps to Add Video are as follows:

Step 1: Selection of State and District. The format is default set as video.

State is automatically set for CEO’s.

Step 2: The URL of the video is to be given in the textbox named as Link Video. The URL

should be embedded URL.

(a) How to get embed code: Right click on video to get embed code. Copy embed Code.

(b) Paste the Url of the video in the textbox named as Link Video.

(c) Click on “Get URL Code” to get URL of video.

(d) Now click Preview Video to check preview of video.

Step 3: Select the language of the video from language dropdown list.

2. Add Still Photograph

In this module, user can upload photos and make Photo gallery as well.

a) Photo Gallery

The screen displayed below shows the procedure to make gallery and upload

photos within it:

The user can make a new photo gallery by clicking on Add New Photo Gallery and then

giving following information:

Thumbnail Image

User is required to give all the above information and then uploading the thumbnail image

to the gallery. By clicking on preview button, user can also see the image in thumbnail view.

More images can also be added to the named gallery.

b) Single Photo

If the user wants to upload a single photograph in the library, then click on Add

photographs and user will be redirected to the following screen. In this screen he

needs to give various information:

The user can view the uploaded photographs in detailed form in the following

screen:

d) Show Galleries

By Clicking on Show Galleries Images, user will see the list of galleries with their

thumbnails and by clicking on the them, the images contained in it will be

displayed.

F. Logout The users can logout by clicking on the Logout button. This will redirect him to the Digital

Library Login Page.
