A. OBJECTIVES

SVEEP Action Plan-II - For Lok Sabha Elections 2014, Gujarat State 3

To remove gap in youth enrolment, particularly in the 18 to 19 and 20 to 29 age

cohorts, and to motivate youth to turnout

To remove gender gap in enrolment and educate/ motivate women voters for

turnout

To remove urban apathy in enrolment and turnout

Inclusion of excluded groups/communities in electoral registration and

motivating/ educating for turnout

Interventions for informed, ethical and inducement free voting.

To target an increase in voter turn-out in identified low turn-out Polling Stations

in each AC.

To target an overall increase in voter turn-out of upto 10 percent over and above

the voter turnout in last Parliamentary Elections in 2009 (i.e. from 48% in 2007

to 58% in 2014).

Facilitating unorganized and migratory labour for enrolment and motivating

and educating for voter turnout

Note: New Talukas have been created vide Government gazette notification dated 15-08-2013. Because of this some of the figures of newly created districts may require further inquiry.

As per the discussion during Video Conference held on 29th October 2013, if we reduce the census projected population of 18-19 age group by 50%, our Census EP ratio will be 63.39%. However, since there is no written direction to that effect, the following discussion continues on the basis of including these numbers.

As can be seen, 20 out of 33 districts have a gap ranging from 0.31 % to 13.88 % in

EP ratio. The highest gap is in Surat where Census EP ratio is 67.4%, whereas roll

EP ratio is 53.52%. Surat ranks fourth in a global study of fastest developing cities

conducted by The City Mayors Foundation, an international think tank on urban

affairs.As per Census urban growth rate of Surat is 6.52 yearly and 65.22 for last

ten years and it is known to have a large floating population due to large number of

diamond and textile based industrial units. Greater efforts need to be made in such

districts for which detailed plans have been prepared for implementation.

Against a 2011 Census Gender ratio of 918, the draft roll 2014 Gender ratio is 909.

Also the roll Gender ratio is on the adverse side particularly in the age cohorts of 18

–25. Therefore, the plans of the State and the districts are geared for SVEEP

interventions for young female voters.

d) PER AND EPIC COVERAGE In terms of numbers, 99850 voters do not have EPIC and photographs of 137426

voters are not there in the draft roll of 2014. Summary revision districts are

focusing on these individual voters by monitoring Polling Station level efforts to

make both EPIC and PER 100%.

It maybe noted that as per the discussion in the VC held on 29-10-13 the

projected figures for 18-19 age cohort in 2014 would be 11.62 lakhs. On

analysis, it was found that registration is the lowest among the newest electors, or

the 18-19 year olds and also 20-25 year olds, and the highest in the youth and

middle-aged bracket of 26-59 years. The trends in the age cohort of fresh electors,

i.e. the 18-19 year old age group, shows that though it has seen a steady rise over

the years, there is still a substantial gap in registration of this age group. This would

obviously affect the turnout rates too. Therefore, the fresh young elector population

have been included as a focus area in the missing voter groups for voter

registration.

Gujarat is considered to have one of the fastest growing urban populations. With

the addition of 106 towns since the last census in 2001, the number of towns in

Gujarat has risen from 242 to 348 as per the Census of 2011. Similarly, the number

of Municipal Corporations has risen from 6 to 8 from 2001 to the present. The

urban population that stood at 37.36% of the total population in 2001 became

42.58% in the 2011 census. The rate of decadal growth of population in Gujarat is

19.17% as per 2011 census. However, there is a vast difference in the decadal

growth rate between the rural (9.23%) and urban population (35.83%).

Three districts of Gujarat (Valsad, Surat and Sabarkantha) have perhaps recorded

amongst the highest urban decadal growth rates in the country. The district of

Valsad has an urban decadal growth rate of 66.35% while that in its rural areas

3.85%. Similarly, district of Surat has shown an urban decadal growth rate of

65.52%, while its rural decadal growth rate has become negative at -8.43%.

Similarly, the district of Sabarkantha has shown urban decadal growth rate of

61.25% while rural decadal growth rate is 11.14%. Two other districts of Gujarat

have recorded negative rural decadal growth rates, that is, Gandhinagar District at -

6.92% and Ahmedabad district at -0.31%.

Therefore, it can be seen that the gap between urban and rural growth rates is

increasingly tilting towards urban growth. This analysis is important from the

voter registration and voter turnout point of view. It is generally noticed that there

is urban apathy towards both, voter registration and voter turnout. With this

background, it becomes necessary to have SVEEP interventions, which can reach

and be found attractive enough by an increasingly urban voter population.

Between the periods from 01/01/2014 to 31/05/2014, there are 170 Festival

celebrations/ Fairs/ Haats to be held in the districts. These occasions will be used

to disseminate message of SVEEP through festival celebration venues or by keeping

educational material at these venues.

There are more than 1000 folk performing troupes available in the State. They will

be systematically trained and will be requested to disseminate the message of

SVEEP in all their public and private performances across the State.

b) LITERACY RATE

As per census of India 2011, the literacy rate of India is 74.04% with a vast gap

between male and female literacy rates and between rural and urban literacy

rates as well. In rural India, the literacy rate is 68.91% and in urban India, it is

84.98%. Literacy rate in Gujarat is somewhat better than the Indian average

with overall literacy rate of 79.31%.

However, the rural-urban gap and the male-female gap exist in Gujarat also.

Gujarat has a literacy rate of 73% in rural areas and 87.58% in urban areas.

Similarly, rural and urban males (83.01 and 92.41 respectively) have higher

literacy rates as compared to rural and urban females (62.04 and 82.08

respectively). Therefore, the total literacy rate of Gujarat State reflects the male-

female divide very clearly. 87.23% of males are literate in Gujarat as against

70.73% females.

The literacy rate certainly has an impact on the democratic participation

process. Therefore, an assessment of literacy rate is necessary to understand

what kinds of interventions for voter education are required in Districts with

comparatively low literacy rates. SVEEP activities in such districts have to be

designed in a manner that they are understood by voters who are illiterate or

semi-literate.

The distrcits wise gap in EP ratio is shown in table above. It ranges from 0.31% to

13.88 %. This gap is a gap of elector regsistration. A house to house verification was

conducted in Jume-August 2013 to locate the missing voters and concerted efforts

are being made in the present revision to bridge the gaps. This SVEEP Plan contains

interventions for continuous updation also. 4515 Polling Stations have been

identified that require special focus for electoral registration during the continuous

updating period before the parliamentary elections in 2014 as shown in the Table

below.

The Gender Gap ranges from +40 to -46 among the 33 districts. The overall gap for

Gujarat state is minus 9. It has been analysed that the gender gap is most prominent

in the 18-25 age group. The focus of district plans therefore is to have multiple

interventions for females in this age group.

enrolment gap

State Gender Ratio Census 2011 is 918 while State Gender

Ratio in Draft Rolls of 2014 is 909. In current rivision

programme total 895625 form - 6 of female have been

received in the state. The main reason for under registration

is that young females are generally not registered before

marriage in parent’s house. After marriage they find it

difficult to produce age proof in new place of stay/village.

the age cohort of 18-19. The main reasons for gap appear to

be lack of awareness, of accessibility, of facilitation , and of

motivation to register early

4 age cohort 20-29 –

enrolment gap

Projected census population in age-cohort of 20-29 in state

is 11618360 which is 18.20% of total population. A total

elector as per Draft Roll, 2014 in age-cohort of 20-29 is

9609958 which is 15.05% of total population. The

percentage of registered voters’ v/s eligible voters in age-

cohort of 20-29 is 82.71%. In current roll revision

programme we have collected total 686075 form-6. So

proposed registration in age-cohort 20-29 will go up to

88.62%.

The reasons for gap in enrolment appear to be similar as

that given in serial number 3 above.

5 Excluded

in which female voter turnout was 40.06 % and in 2009

Loksabha Election total voter turnout was 47.89 % in

awareness, motivation and accessibility of facilities. Also

empowerment issues are there.

9 Male voter turnout In 2004 Loksabha Election total voter turnout was 45.16 %

in which male voter turnout was 49.97 % and in 2009

Loksabha Election total voter turnout was 47.89 % in

which male voter turnout was 52.12 %. Migration for work,

lack of awareness and motivation in tribal and rural pockets

and largely apathy in urban pockets.

B.3.2 SURVEY FINDINGS REGARDING THE REASON FOR NON-PARTICIPATION

• Endline survey was conducted in February-March 2013.

• The voter turnout data of all the 182 constituencies collected and received from

the Election Commission pertaining to December 2012 assembly elections held

in the State were used for sampling process.

• In all 6,414 electors representing on an average little more than 60 electors from

each of 104 polling booths of 26 Assembly Constituencies, one each from 26

districts, in the State of Gujarat were contacted personally by 52 field

investigators for collection of primary data during 13th to 19th February, 2013.

• The selection of 26 State Assembly Constituencies out of a total of 182 State

Assembly Constituencies (Table on next slide) was done considering various

factors including elector turn out ratio during ‘Vidhan Sabha’ election of 2012 in

Gujarat, SC / ST reserved constituencies, number of districts in the state, and

rural, semi urban and urban constituencies.

C1. COMMON STRATEGY (OVERALL VOTER EDUCATION AND AWARENESS)

Voter Education requires more lead time for implementation than voter

information and will have to be undertaken on an on-going basis. Therefore, it has

been started much before the announcement of elections.

PLANNING in advance and forging multiple partnerships are the basic

overarching strategies for our SVEEP Plan. Now with a clear idea of what is

SVEEP, when it will be implemented, who will implement it, for whom we are

implementing it, how we will do it, etc, each District of Gujarat State first came out

with an implementable SVEEP plan focusing on voter registration in May, 2013.

Subsequently, once the Claims and Objections period for Summary Revision, 2014

got over on 5th October, 2013, each district was directed to come out with an

overall SVEEP Plan for Phase II encompassing both voter registration and voter

turnout IMF activities.

We propose to have an eight-pronged approach while developing our Voter

Education strategy:

1. Identifying target categories of voters who need to be focused upon – we have

specially identified youth in the age cohorts of 18-19 and 20-29, women, urban

voters, excluded communities and migrant labourers

2. Identifying Polling Stations that need to be targeted for SVEEP activities

3. Engagement with Media – particularly Radio FM channels, AIR, Doordarshan

4. Identifying Partners/Collaborators/Sponsors at district and State level in a

systematic fashion

5. Following a planned calendar of activities wherein the state and districts, both

shall have monthly calendars in place

6. Creating Basket of Content, both at State and district levels

7. Each district to have its own locally initiated Innovative activities/plan

8. Strategizing the Timing of Information

The timeline for SVEEP motivational activities will broadly be divided into two:

SVEEP prior to the announcement of elections

SVEEP from the time of announcement of elections

SVEEP motivation in the period prior to the announcement of elections:

a) In this period we will mostly concentrate on educating voters about voter

registration processes, and will also build up awareness about the reasons to vote

and why every vote counts. Making sure that people understand the voters' list

(electoral rolls, process of registration), decide to register, are able to register and

can register correctly are the challenges of SVEEP.

b) CEO office has been preparing standardized content for group education. We are

also planning that further detailed information if any, shall be disseminated from

not only our website, but also at Matdar Sahayata Kendras, through Media, through

Designated Officers, Sector officers, BLOs, etc.

Such information will not be limited to a legal notice of Summary Revision or

quoting of laws, rather we will ensure that the information is in an attractive

format, understood by the target audience in their language and is timely.

c) Thus, a massive programme of group education for motivation of CSOs,

educational institutions, RWAs, etc will be taken up with the objective of educating

them about the following:

the benefits of registration

Times and Dates of Voter Registration : The dates for summary revision, the

fact of continuous revision will have to be clearly communicated.

information about online and physical locations or places where registration is

d) For engaging Youth the "Young Voters festival 2013" was recently concluded

with participation of 1951 schools and Colleges from across the state. Our Election

Emissary of 2012 Shri Dhvanit Thaker, RJ of Radio Mirchi is proposed to be

continued and we also propose to add 2-3 more talented RJs as our Emissaries.

e) In addition to the above, representatives of political parties will also be educated,

particularly about:

ways in which the voters list protects them against electoral abuse – how we de-

duplicate, etc

where will the proposed deletion and addition lists be exhibited and how to

challenge the lists

where the list will be displayed for voters to check their names

how the lists will be used on election day

how to read and interpret the lists

f) These voter education activities, as mentioned earlier, shall go hand in hand with

the Information and Communication Bombardment, which will be a continuous

activity.

SVEEP Motivation from the date of announcement of elections:

There will be several physical events and activities to motivate the voters to

turnout. The district wise details of such events and activities are attached at the

last part of this Plan. Some of the major motivational activities are as follows:

Ekrar Patra:

This was an exercise similar to the "Sankalpa Patra" exercise, wherein school

children got their parents to accept their responsibility to register as electors.

This was carried out between 6th Sept and 15th Sept, 2013.

Sankalpa Patra

This will be done on the lines of the same activity undertaken in 2012 general

elections

The Sankalpa Patra will have two pledges as follows:

o Pledge to turnout to vote

o Pledge to vote ethically and not vote for bribe/cash/liquor etc.

Other activities:

Various programmes will be held viz. Street Plays, different competitions

amongst the students for inter personal contact with youth.

Listing and detailing of all Resident Welfare Associations in all urban local bodies

falling in Assembly Constituency for tapping their resources to facilitate voters

staying in these societies.

Urban BLOs held meeting with RWAs for identifying those born before 1.1.1995

and for updating telephone data and meeting with Ward Officers to assess Birth

Register and Death Register in respect of Electoral Rolls.

This can appear as a standard piece of information in all published material and

will include the hours of voting and the dates on which voting takes place. We can

think of dramatizing it too, such as – ten days left, nine days left, as Uttar Pradesh

had done.

Polling Station rationalization work was undertaken in April-June, 2013. Several

voters will need to be informed about their new PS locations. Such information is

not so easy to communicate, because it is different for different set of voters.

Further, this will need to be known to the voters from an early stage. A variety of

methods will be used, such as:

for urban voters mailing letters to RWA that give the polling site venue

putting up Posters and Banners in urban neighborhoods

Making posters out of GIS Maps as Anand district had done

giving the information to political parties

using radio, cable TV scrolls, cinema slides to disseminate website address

publishing the information about how to find your PS in local newspapers,

either directly or through the use of inserts

setting up district information centers and wide publicity of 1950 Helpline,

where the details can be made available in person and over the telephone

publicity of website

Informing about Special Voting Services

Special services include:

postal ballots/EDC for service voters (proxy voting also for service voters),

polling personnel, security personnel on duty on poll day;

facility for child in arms; priority for senior citizens;

These need to be communicated early. The voters in this case will need to be

informed about the existence of these specific voting services, how to identify which

voters are eligible to use these services, and the timetable and means by which such

services can be requested. Therefore through Information /Education and through

local activities voters will be motivated to avail of these services

Informing about Documents Required

Particular emphasis on communicating this to the first-time and young voters, and

other marginal groups such as Nomads, homeless persons, residents of old age

homes, women, etc will be done to motivate them to turnout.

Polling process and how to cast vote on EVM

The provisions for tendered vote, challenged vote and NOTA will also have to be

disseminated to motivate people to exercise their choice unhindered.

Polling and Poll day Security Measures

This would be a confidence building cum motivation exercise in Voter Education

and would include giving information about Observers, Model code of conduct

violation reporting helpline, i.e. 1950, micro-observers, videographers, general

security measures, contact numbers of election control room, police stations,

security measures for the EVM such as the use of special paper seals, etc. This acts

as a means of encouraging people to turn out to vote.

Candidates

On the last day of withdrawal the election offices have to communicate the list of

those candidates who are legitimately nominated to run for election. This list may

only be posted on a notice board outside the office of the returning officer. It is also

given publicity more widely through the press. We also scan put up each

candidate’s affidavits on our website immediately after finalization of candidates.

The ADR issues briefs that give basic information about contesting parties and this

information is considered reliable by voters and media.

Codes of Conduct

Widespread circulation of codes of conduct will assist in reducing conflict and

motivating people to turnout with the understanding that there is a level playing

field.

C1.2. FACILITATION

Facilitation shall also be linked to Information and Motivation and shall include

For Hassle free registration-

Matdar Sahayta Kendra (MSK) to continue at all 26 District Headquarters.

Matdar Sahayta Kendra (MSK) set up at all Taluka Headquarters from the 1st week

of September, 2013. Therefore, including MSK at District HQs, now there are total

251 MSKs in the state.

Services of 12,939 e-gram centres across the state made available to facilitate

voter registration at the door step. Service agreement with e-gram society and CSC

e-governance India Ltd was done w.e.f 10th September, 2013 in the entire State.

Distribution of Photo Voters Slip through BLO with all details of electors along-

with the name and contact number of their BLO was done in June-July 2013, to

enable voters to check their registration and apply for necessary changes.

BLOs camps are being arranged at respective Polling Stations on the 1st Sunday of

every month from 10.00 a.m. to 1.00 p.m from the month of July 2013 onwards.

Mass publicity for awareness in registration through Hoardings, Posters, Media

(Government - Private), and electronic media.

Informing/educating political parties

Meeting of CEO/DEO with Political Parties was held for informing them regarding

Photo Voter Slip distribution in urban and rural areas and making presentation of

Constituency was completed in May 2013.

Appointment of a Designated Officer (DO) for each higher educational institution

for awareness and educating the students to participate in the democratic

electoral process was also completed in May 2013 and has been active since.

DOs are responsible for facilitating the students of the educational institute to

fill-up Form No.6,7,8 and 8-A to register their name and to correct their entry in

the electoral roll.

A list of Designated Officers and Campus Ambassador is put on CEO's web-site in

'Youth Corner'.

Meeting with Higher Educational Institutions to ensure that all eligible young

voters are enrolled at the time of admission or during studies on or before

revision of roll for 2014 has been held in all districts.

Now follow up is being done to obtain certificates from heads of institutions that

all eligible students are registered.

Campus Ambassador

Appointment of Campus Ambassador for awareness and educating students

about electoral process in the educational institutions will be completed by 30-

12-13.

Appointment of Campus Ambassador is being made on the recommendation of

NSS Organisation, Gujarat Circle in Colleges where NSS is active. In others

Campus Ambassadors are being appointed on the recommendation of the

College Head and the District Education Officer.

Care is being taken to ensure that Campus Ambassador appointed is apolitical

and not affiliated with any students union; or their family members are not

active member of any political party.

We have also received permission of ECI to appoint School Ambassadors. This

process will be completed by 15-1-13 and activated thereafter.

D3. BUILDING PARTNERSHIPS FOR IMPLEMENTATION

One of the biggest factors of success of the SVEEP campaign in Gujarat can be

attributed to the network of partners and sponsors who helped and supported its

implementation. In continuation of its 2012 strategy , the office of CEO, Gujarat and

its election machinery at the district level, will either partner or collaborate with a

variety of organizations, governmental and non-governmental, to implement

SVEEP activities across the state. The range includes government

departments/organizations such as Doordarshan (DD), All India Radio (AIR),

Information Department, Higher Education Department etc., to non-government

organizations and Civil Society Organizations such as Mahatma Gandhi

On the basis of the Govt. Resolution dated 29.4.2010, it has been made mandatory for every College to have Designated Officer for the purpose of getting students to fill up their from and also to collect them and send it to the concerned officials for voter registration. The heads of all such institutions to give certificates of completion.

The database of students is avilable with the Department, therefore the target group is identifiable. In this regard close follow up to be done with the Principals of the Collegs to ensure maximum registration of eligible young voters.

To give instuctions to all the 8 Muncipal Corporations of the state to put up one Moving Message Display Board of minimum 2 ft by 7-8 ft in a prominent place of their offices to relay SVEEP messages uptill May,2014.

Just before poll day we have a system of placing posters in every society giving details of their polling station address. For this purpose the Department was requested to give instruction to ensure that this is facilitated by Resident Welfare Associations (RWAs).

mandatory to fill up form for voter registeration for

females.

To exhibit our Helpline number prominently on all Urba

Transport including BRTS.

To exhibit out Helpline and sear facilities prominently in

all recreations places maintained by Corporation,

Municipality such as Gardens, Polls, Gym etc.

Agriculture & Cooperation Department

There are 1.5 crore members in all the cooperative societies and most of the members of the Milk Marketing Federation are Females. To identify those members who are unregistered, motivate them to register and to ensure their registeration with the help of BLO of concerned area.

To print and display our publicity materials at all locations of the cooperatives where there are heavy footfalls.

The Department has issued instructuions making it mandatory to associate admissions with voter regisration process in all Agricultral Colleges.

To appointing Designated Officers in Agricultural Colleges and to ensure registeration eligible young voters.

Provide details of the all Agricultural Colleges, their loctaion and details of Designated Officers to enable us to put on CEO’s website.

To provide Search facilities at all Agricultral Colleges. To provide facilities for regisration at all farmer training

centers for its members/trainees. To print the Voters' education publicity material given

by this office and display them at the dealer outlets and Primary Agricultral Cooperatives (PACs).

Sports, Youth & Cultural Activities Department

To make available 'Search Facility' for checking name in voters list in all libraries in the State.

Department has professional cultural troupes, who can contribute through street plays, Bhavai, Dayro,Tamasha and other folk medium for voter awareness programmes. Department is requested to facilitate to use this media on large scale for this prupose.

NYKS functions through youth clubs, block level youth conventions and district level youth conventions can play valuable role for voter awareness and voters education.

To ensure full support of NYKS District Coordinators for

aiding the District Administration in its efforts for

voter's awareness.

Labour & Employment Department

Large banners giving details of Designated Officers and the work to be done by them to be put up in all ITIs.

Search facilities in all ITIs Department runs Govt. ITIs and Grain-in-aid ITIs.

Students join these at the age of about 16 and many of them become eligible to registered as voters as they complete their course. To ensure that all students who leave ITIs will be facilitated to register as voters if they have become eligible.

Approximately 3 lac persons are registred in Employment Exchange every year. To ensure that every person who gets registered at the employment Exchange will be mandatorily checked, whether he/she is registered as voter, and if not, will be facilitated to register as a voter.

To instruct the Commissioner of Labour to ensure complete registeration of unorganised labourers engaged in different industial units. For this arrange a meeting with Labour Officer and instruct them to motivate and educate labour to register. Print and display of publicity materials in maximum industrial units acorss the state.

Women & Child Development Department

Grassroot level workers i.e. Anganwadi workers of the ICDS, Mahila Samkhya Society should be trained to facilitate registration of young female voters' for increasing their electoral participation.

Department has the channel of Anganwadi workers who have been a very large contributory factor in motivating the female voters to register. Specific activities to attract female voters to register, and informing them how married women can register.

The use of satelite communication through BISAG to reach out to Aganwadi workers and also the

beneficiaries of Anganwadis.

Health & Family Welfare Department

Grassroot level workers i.e. ASHA workers, ANM should be trained to facilitate registration of young female voters' and increasing their electoral participation.

Department is requested to make necessary arrangement to send voter eduction message to its beneficiaries through the e-mamta system.

ASHA workers have been very actively involved in voter registration in the last Summary Revision and their services should be utilized for outreach purposes.

Display of Voters awareness publicity material on PHCs and Sub Centers which create a good impact on female voters

It should made mandatory for every Medical Colleges, Nursing Colleges, Ayurved, Homepathy and Natioropathy Colleges to have Designated Officer for the purpose of getting students to fill up their form and also to collect them and send it to the concerned officials for voter registration.

Panchayats, Rural Housing and Rural Development Department.

There are 2.4 lacs self help groups (SHGs) in the state

with 28 lac female members. To ensure that all the 28

lacs female members and their eligible family members

registe in the voter list.

It is possible to address all the 28 lacs members

simulataneously through SATCOM programme at BISAG

as a part of the training programmes which are often

given to these SHG members. Training on Voters'

Awareness should be a part of this training programme.

Birth & death register are maintained by the Gram

Panchayats Office in rural areas. It should be made

mandatory to fill up form for cancellation of the name

from voters' list in case of death at the time of death

registration.

Similarly, at the time of marriage registeration, it

should be made mandatory to fill up form for voter

registeration for married women.

N.C.C. There are 36 battalions of 550 students each in Gujarat

State. You are requested to ensure all its young eligible members and their eligible family members register in voters' list.

NCC has been participating for voters awarness programme, NVD, etc. Similarly, their services should be

utilized for voter awareness campaign for the forthcoming General Election to Lok Sabha, 2014.

NCC Cadet will take the responsibillity of at least ten house holds to check if all eligible members are registered, and if not, motivate them to register.

Water Supplies Department

This organization is active in 8000 villages and works through very well structured and effectively trained “Pani Samitis”. They can help identify those members who are unregistered, motivate them to register and to ensure them register with the help of BLO of concerned area.

Voter Education for every voter is near impossible; however, we will consider all

Districts are given the freedom to develop local content at their level according

to the issues and gaps identified in their respective regions. The content developed by

them will be sent to the CEO, Gujarat office for approval. The Additional CEO for SVEEP

will chair the SVEEP Content approval Team and consult the CEO for vetting the

content developed by the district machinery to ensure:

i. Accuracy of the message: if the message of the content is concurrent with the

objectives and vision of SVEEP that was disseminated from the state level.

ii. Political neutrality: To ensure that all content developed and the mode

through which it is envisaged to be disseminated are politically neutral and

don't appear to support any particular political party contesting elections.

This is very important as the work of ECI and its machinery must remain

neutral to all political discourse and work solely with focus on increasing

electoral participation during SVEEP.

iii. Effectiveness of the message: Short and effective messages incorporating the

local cultural sensitivities, or messages that were attractive for a particular

category of voters, etc. were encouraged.

In case it is found that the ideas/innovations of a district are particularly

exceptional, then we will attempt to replicate and scale up across the state.

the facility of Toll Free Helpline No. and it will be given wide publicity

through local media. Round the clock officers will be deputed to monitor

the complaints and their timely remedy.

E. MONITORING MECHANISM

The monitoring of the above mentioned large-scale activities across the state requires

regular follow up from the state level to check the progress of implementation of

planned activities in the districts. At the state level, the Additional CEO appointed for

SVEEP will oversee the SVEEP activities across the state and hence carry out the

periodic review along with the 3-member review team from the core election

machinery in the CEO office. .

At the District level, SVEEP Nodal Officers are being appointed and they shall monitor

the implenetation of the SVEEP Plan and also intervene for mid-course

corrections/modifications/additions if any.

Gujarat has developed a detailed reporting format based on google drive which district

level officials are required to fill up and submit on a 15 day interval. Regular review

meetings are held with the DEOs on SVEEP implementation through VC.

During the review meetings/discussions, based on the plan and implementation

activities can also be modified mid-course according to requirement found from

review. Thus, the plan remains flexible and dynamic throughout the implementation

period, allowing the activities to be relevant and effective as required.

The review of SVEEP shall also involve:

Vetting of district level content that is being continuously developed. Vetting in

turn involvs:

o Checking to see if the content is politically neutral and not leaning

towards any particular candidate/political party.

o Checking to see if the content developed is in tandem with the objectives

and vision of SVEEP at the state level.

o Checking to see if it catered to the gaps identified in the district in the

plan and is effective in its messaging.

Evaluating progress of implementation of planned activities. Thus a planned

versus actual review will be conducted, along with review of immediate results

such as registration figures, as mentioned earlier.

F. EVALUATION & DOCUMENTATION

For post election assessment of the targeted interventions, PS that are being

monitored shall have a separate ERMS entry and Report format to ensure that

quick assessments are possible.

With the last NVD, that is 25.1.13, we have introduced a system of honouring the

best election functionaries at the State, district, AC, Sector, and BLO levels. Letter

sent to all districts in this regard is attached at ANNEXURE 1. This kind of system of

selection itself will ensure rich documentation of activities that can later be

compiled as a state document.

Further, as per the ECI's directive if any more sample syrveys are required to be

done later, thaty will be undertaken.

Sub: Inviting nominations for the best DEO, Dy.DEO, ERO, and AERO to be felicitated on State level NVD function.

Respected sir, As you are aware that we celebrate National Voters’ Day on 25th January every

year as a festival of democracy. On this occasion it would be appropriate to

recognize the efforts put in by all the election functionaries at various levels who

have worked towards motivation and facilitation and for ensuring "inclusive"

electoral registration during the period 01/01/2013 to 31/12/2013. In this

context, it has been decided to felicitate 3 DEOs, 3 Dydeos , 3 EROs and 3 AEROs at

state level. It has also been decided that 1 ERO and 1 AERO each shall be felicitated

at district level; while 1 Sector Officer and 3 BLOS each shall be felicitated at AC

level. This will take place during the state and district level function of NVD on 25th

January, 2014.

I am directed to inform you that for the purpose of scrutinizing nominations

the DEOs and Dydeos are requested to send a creative report only in ENGLISH IN

WORD DOCUMENT INTERSPERSED WITH RELEVANT PHOTOGRSPHs and GRAPHS

DEO should send her/his own creative report to CEO along with nominations of

his/ her Dy.DEO and 1 best ERO and 1 best AERO nomination with his/her own

observations/ remarks up on the nominations submitted by the Dy.

DEO/ERO/AERO. DEO should also send the name of Dy. DEO and the best ERO of

the district and best AERO of the district along with their reports on work done on

the same criteria as mentioned above. For this purpose you are requested to call for

a similar report and peruse the nominations of these officers of your district and

after due consideration and careful scrutiny the proposal should be submitted

along with the original nominations of the concern officers.

Further, I am directed to state that on the same manner and broad outlines of the

criteria, the districts shall also give recognition to the best BLOs and Sector Officers

of each AC appropriately. Nominations of BLOs and Sector Officer should not send

be sent to this office. For this purpose you are requested to select 3 best BLOs and

1 Sector Officer from each AC. They should be felicitated in the NVD function of

your district.

Nominations for State level competition among districts should reach CEO office latest by 10/01/2014 along with remarks.
