Governor, Omar greet people MUDASIR YAQOOB Srinagar, July 25: Shab-e-Qadr, also known as Laylat-ul-Qadr was observed all over Kashmir on Friday night with great reli- gious zeal and gaiety. People offered night long prayers and recited holy Quran in Masjids and shrines across Kashmir. Shab-e- Qadr, celebrated on the 27th night of Ramadan every year, is the anniver- r r sary of two important dates in Islam during Ramadhan. The first verses of the Holy Quran were revealed to Prophet Muhammad (SAW) during this night and it is also the anniver- r r sary of the night in which Holy Quran was revealed in its entirety. Thousands of people offered prayers at the historic Jamia Masjid in Old City and Hazratbal shrine. Similar congregations were held in different mosques across Kashmir. The night remained abuzz with Islam- m m ic ceremonies and prayers. Biggest congregations of nightlong prayers were also held at the shrines of Saeed Yaqoob Sahab (RA) Sonwar, Sayeed Mansoor Sahab (RA), Makhdoom Sahab (RA), Shrine of Gous-ul-Azam Dastgeer (RA) at Khanyar, Khwaja Naqashband Sahab (RA) and other shrines in the Valley. The devotees prayed for peace in the state and well being of people. The night is considered the most blessed of all the nights of the year. Meanwhile, Governor N N Vohra and Chief Minister Omar Abdullah greeted people on the occasion of Shab-e-Qadr Governor in his message hoped that this auspicious occasion would strengthen the bonds of communal harmony and brotherhood and be a harbinger of amity, peace, progress and prosperity in the State. GK LEGAL CORRESPONDENT Srinagar, July 25: The Jammu and Kashmir High Court has set aside an order whereby two doctors were appointed as Assistant Pro- fessors in the department of Physical Medicine and Rehabilitation (PMR) in SKIMS here. We have, therefore, no doubt that in holding that the appointment of private respon- n n dents, 8 (Dr Abdul Hamid Rather) and, 9 (Dr Sheikh Javed Ahmed) against the post of Assistant Professor in PMR department in SKIMS, is con- n n trary to rules as the respondents do not possess the requisite qualification as prescribed by the rules to hold such a post,” a division bench of Justice Has - nain Massodi and Justice D S Thakur ruled in its 13 page judg- g g ment. The bench passed the direction on a Public Inter- est litigation challeng- ing the appointment of Dr Rather and Dr Sheikh as Assistant Professors in the department of PMR in SKIMS on the ground that the duo did not possess the requisite qualification pre- scribed by MCI for the post. “We can ill afford to allow such appointments to contin- ue in prestigious institutes including the present one by a faculty who is not qualified. Any such effort to permit con- tinuance of such doctors could negate the efforts of specialized bodies like the Medical Council of India at achieving academic excellence in the medical fac- ulty besides jeopardizing the patient care in the hospitals,” the bench said. In the PIL it was stated that the official respondents issued an advertisement notice on Decem- ber 31, 2004 for filling up the posts of Assistant Professor in depart - t t ment of PMR in SKIMS. The two doctors also applied but were not found eligible. The petitioner submit- ted that the Apical Selection Committee (APC) in its meet- ing held in August 2005 rec- ommended the appointment of the two doctors as Senior Residents subject to the con- dition that they shall obtain diploma in PMR to become eligible. It was decided till the doctors obtain the diploma after they would be sponsored to undergo the two years train- ing, the two posts of Assistant Professor would be reserved for them. Now, therefore, by virtue of this FINAL NOTICE, above mentioned selectees who after their selection made by the Service Selection Board have not produced the required documents / certificates which would enable this Office to issue the appointment orders in their favour and instead have submitted undertakings on stamped paper duly attested by the Judicial Magistrates 1st Class confirming therein their un-willingness to join or the two candidates who after their appointment have not joined in the Office of Conservator of Forests, Kashmir South Circle are hereby provided the final opportunity to respond within fifteen days from the date of issuance of this Notice, failing which they shall cease the right of getting appointed or joining the Department and the process of operating upon the waiting lists shall be finalized by the competent authority.DIPK- 4350 Sd/- Chief Conservator of Forests, Kashmir
