Much like that bank commercial that says, “You’re richer than you think,” a new home may be more affordable than you originally

No one can debate the increasing popularity of highrise home options in Ontario over the last 10 years or so. Recent statistics from home
building associations in Southwestern Ontario, the GTA and elsewhere in the province illustrate to what degree condos are an increasingly favoured new home choice, due to price point, proximity to amenities and other reasons.
Hamilton, for example, is seeing a shift towards higher-density housing, while lowrise starts are seeing more concentration in surrounding communities. In his column on page 40, Hamilton-Halton Home Builders’
Association Executive Of� cer Mathieu Langelier cites some of the challenges facing his industry – chief among them a lack of available land and regulatory hurdles.
The net result for lowrise homes – in Hamilton and elsewhere in the province – is lower levels of supply and higher prices. Since such issues are not going to be resolved overnight, lowrise opportunities that do come available are usually snapped up by the market. For quali� ed buyers, this means continuing strong performance of this home type.

Continued investment in the auto seCtor
represents a bright spot for the Ontario economy, according to the latest Provincial Monitor report from BMO Economics. Real GDP is expected to grow at the national average of 1.7 per cent in 2013, with momentum picking up later in the year once U.S. growth begins to run at a three per cent-plus clip.
“While auto production has leveled off in recent months, output in the sector was still up 16 per cent year-over-year in 2012,” says Robert Kavcic, senior
economist, BMO Capital Markets. “Auto producers continue to invest in North America and, despite a strong currency and higher labour costs compared to the southern U.S. and Mexico, Ontario is no exception.
Toyota, for example, is expanding production at its Woodstock assembly plant – about 400 jobs. Still, Ontario’s manufacturing base is not immune to a strong loonie and relatively high labour costs.”
While interest rates, the loonie and the U.S. economy remain top issues for Ontario businesses, our commercial customers continue to show optimism about their business prospects,” says Janet Peddigrew, district vice-president, BMO Bank of Montreal. “The availability of credit and attractive investment opportunities contribute to this optimism, despite the potential challenges.”
The housing market faces some cooling in the province, and the stricter mortgage rules introduced last July are impacting sales activity. “Existing home sales in Toronto slid nearly 20 per cent year-over-year in December, and price growth has cooled notably,” says Kavcic. “In the condo segment, for example, average prices were slightly below year-ago levels in December; barring a snapback in demand during this spring’s selling season, they could face continued downward pressure as a wave of completions potentially hit the resale market in 2013.”
Job growth was a sluggish 0.8 per cent in 2012, though momentum picked up later in the year alongside gains in the service sector. “The jobless rate ended 2012 at 7.9 per cent, up 0.2 percentage points from the end of 2011, and is expected to fall only modestly in the year ahead before better momentum takes hold in 2014,” says Kavcic.
The Province of Ontario has lowered its fiscal 2012-13 deficit projection by $782 million since the budget, to $14.4 billion, thanks to higher revenues generated by better-than-expected economic performance in 2011 and early 2012, and the introduction of a high-income tax bracket. However, the shortfall remains hefty at about 2.2 per cent of GDP, the deepest gap among all provinces. Longer term, the timing for a balanced budget is unchanged at fiscal 2017-18.

Canadians (aged 18 to 54) are ConCerned that their ability to save for retirement will be impaired both by saving for their children’s education (48 per cent) and by taking care of their aging parents (36 per cent), according to the 23rd Annual RBC RRSP Poll.
Despite the potential strain of these family priorities on their retire-ment savings, more than half (57 per cent) of Canadians aged 18 to 54 say their parents’ retirement experience has shaped their expectations of retirement.
“While Canadians may see their parents’ retirement experience as a model for what to expect, the reality is that their retirement may not be the same, particularly if they are part of the sandwich generation with both aging parents and school age children,” says Amalia Costa, head, retirement strategies, RBC. “Canadians know that juggling competing financial priorities creates enormous strain on both time and money. A financial advisor can make it easier to develop a retirement plan to balance your financial commitments and family life.”
Retirement will likely look different for the next generation of retir-ees, as employer-sponsored pension plans become more rare. The RBC poll found that one-quarter (26 per cent) of Canadians (aged 18 to 54) expect a pension income from an employer to be their primary source of income in retirement and, similarly, fewer than one-in-five (18 per cent) of them have a defined benefit pension plan.
“The growing demands on time and money can make meeting retire-ment goals a challenge, but Canadians don’t have to do this on their own,” adds Costa. “Taking the time to meet with a financial advisor is one of the best investments you can make in your financial future. An advisor can help review your financial priorities; understand your income sources and your savings and investment options – all to help make your retirement goals a reality.”

During the holiDay season, one of the hot topics around the dinner table was the fate of the housing market and the glooming housing price crash in Canada. So, here is a little more info to temper the doomsday sayers in your circles.
We have all heard that the Toronto housing market is cooling off, following the national trend that started in Va n c o u v e r . T h r o u g h December 2012, housing sales in Toronto dropped by 19.5 per cent compared to the same time last year. It began as sales started to soften over the summer, a trend that will likely persist through the early part of 2013. Resale volumes were down 11.9 per cent across Canada from October 2012 to November

2012. A myriad of numbers have been quoted by many experts, which can be quite confusing.
Fortunately, Hamilton has avoided this cooling of the housing market, so it’s still a great time to buy here.
While there will always be seasonal fluctuations, it is forecasted that prices in Hamilton will remain flat throughout 2013. Stable prices are indeed one of the best indicators for a healthy housing market. Although housing starts in Hamilton are predicted to decrease by 10 per cent in 2013, the main reason behind this is the lack of available land and not wavering consumer demand. In fact, total housing starts in Hamilton were up by 20 per cent in 2012 compared to 2011. This shows that people are still buying properties and we’re still building them, so prices will remain stable in 2013.
The main driver of housing demand in Hamilton continues to be affordability. Compared to Toronto, the average price of a home in Hamilton is $140,000 less. This continues to attract people to Hamilton. But the lack of available land and the high cost for the rare shovel-ready lots are starting to drive people away from the city. Affordability is indeed very fragile, and we need to keep a tight control over increasing costs.

Hamilton may be only less than an hour’s drive west along the Queen Elizabeth Way, but it has long lived in the shadows of its big city neighbour Toronto.
Long known as Steeltown, The Hammer and other less-than-complementary monikers, Hamilton has undergone a fundamental transformation that has the city poised for long-term prosperity.
For homebuyers considering purchasing in the area, there are good reasons to consider Hamilton. The city has been cited as among Canada’s most welcoming areas, particularly for first-time buyers.
The Real Estate Investment Network, for example, has named Hamilton as the top real estate investment town in all of Ontario through to 2018. Continuing diversification of the city’s economy, coupled with increased accessibility provided by the transportation improvements, provides a strong economic base, the group says. In a few short years, Hamilton’s economy will be unrecognizable compared to past decades.

offsetting a historical reliance on steel manufacturing. Indeed, Hamilton’s economy today is much more diversified than the Hammer of old.
Economic growth in Hamilton is stellar. The Conference Board of Canada, in its Metropolitan Outlook – Autumn 2012, cited Hamilton-Burlington economy as the fastest growing in Ontario for 2012.
Hamilton’s gross domestic product (GDP) was to grow by 2.5 per cent in 2012, thanks to renewed demand for steel and growth in several other manufacturing industries. Even better, growth will be at least that over the next four years, the Board says.
The city, in fact, ranks fifth in all of Canada in projected 2012 economic growth among 13 cities tracked in the report. The top four cities are Edmonton, Calgary, Regina and Vancouver, with Toronto coming in sixth.
Hamilton’s manufacturing sector was forecast to grow 4.5 per cent in 2012, following increases of 8.6 per cent in 2010 and 3.7 per cent in 2011. The board predicts 3.4 per cent growth through 2013-14.
Housing demand in Hamilton is to remain stable through 2013, as improving economic conditions and higher net migration will support housing demand in the area, according to Abdul Kargbo, senior market analyst at Canada Mortgage and Housing Corp. (CMHC).
“A gradual improvement in job and income growth during the latter part of (2013), combined with modest price increases, should support Hamilton resale activity by the second half of 2013.”
Net migration into Hamilton doubled in 2011 from the reces-sion levels of 2008, and totalled more than 19,500 over the last four years, as people were attracted to the improving job market.
The Hamilton census metropolitan area (CMA) is seeing some-thing of a shift towards higher-density housing, while lowrise starts are seeing more concentration in surrounding communities.
In the Hamilton CMA, the average new home price will be driven by compositional factors, CMHC says. In 2010, buyers were looking to purchase homes at the upper end of the price scale prior to the implementation of the HST. The surge in demand resulted in prices of new single-detached homes averaging more than $450,000. Through 2011, while the average price continued to be pulled upwards by some of the luxury homes in neighbouring Burlington, the median price of a single-detached home in the Hamilton CMA

remained $400,000. Both the median and average new home price were expected to rise modestly through 2012, CMHC says.
Average home prices are also on the rise, to $360,059 in De-cember 2012 from $333,498 in December 2011, according to the Canadian Real Estate Association.
Non-residential projects underway in the region include major expansions in the health care sector, and millions of dollars spent on infrastructure improvements. A new rapid transit system is also being studied, which is expected to further benefi t already improving inter-city travel. .
The city is working with Metrolinx, the provincial body respon-sible for expanding transit in the GTA and Hamilton area, and is awaiting a fi nal recommendation for the project.
Other recent signifi cant industrial news includes Canada Bread’s new $100-million, 375,000-sq.-ft. bakery in the city’s industrial park in Glanbrook, replacing three smaller operations in Toronto. The project was to create 300 permanent jobs, as well as 120 construction and 31 seasonal positions.
Columbian Chemical also recently announced a major expan-sion of carbon black production at its plant in Hamilton.
Beyond these industrial expansions, Hamilton is also seeing a marked increase in other types of businesses moving into the downtown area. Much of the employment growth, in fact, is taking place in creative services, education, professional-scien-tifi c and health care.
CMHC says job prospects are expected to continue to improve, and Hamilton will likely fare better than other Ontario markets due to its increasingly diverse base of industries, which keep the labour market more balanced.
Thanks to billions of dollars in infrastructure improvements around and within the city, as well as expanded GO Train ser-vices, the “new” Hamilton is becoming more accessible as well as desirable. Buyers can acquire more affordable property here and commute to Toronto, or other neighbouring communities such as Burlington, Oakville or Mississauga. An emerging con-dominium market provides buyers with an even more affordable entry into Hamilton.

ties, Multi-Area Developments, New Horizon Homes, Spallacci Homes and Country Green Homes, with many aimed at first-time buyers and priced accordingly.
Hamilton also has plenty going for it in terms of culture and entertainment. It is home to the Royal Botanical Gardens, a major tourist attraction and significant local and regional horticultural, education, conservation and scientific resource.
The city is also home to the Art Gallery of Hamilton, Ontario’s third largest public gallery.
For sports enthusiasts, there’s the Hamilton Tiger Cats of the Canadian Football League. More recently, in 1996, the Hamilton Bulldogs of the American Hockey League came to town and play out of Copps Coliseum. Copps, located downtown, which also serves as a venue for concerts and other events.
If living in the city is not exactly your favour, development is also leading to growth in adjacent areas such as Ancaster, Dundas, Flam-borough, Glanbrook and Stoney Creek. EvErything around you has an impact on you whether you realize it or not. When you create and develop your décor, you are trying to set the tone of the room – give it a certain look and feel. You take time to include pieces you like and enjoy, whether they are part of the design or part of the function of the room. But other pieces make their way into your space, even though they may not belong there or may be there for the wrong reasons. By organizing, de-cluttering and streamlining, you can make sure your environment has the right effect!
Is clutter getting you down? Surrounding ourselves with items that mean something to us brings pleasure. And then there’s all the other stuff. Often, when we feel down but can’t figure out why, it could be the clutter. Even if it’s stuffed in the back of the closet, the basement or the garage, you know it’s there.
Every item holds a vibrational energy; if you’ve buried sad reminders of disappointments from your past, know that as long as you keep these emotionally toxic things in your space, they are still haunting you. Break free from the past and make space for new opportunities to come into your life. If it’s in storage and bringing you sorrow, now is a great time to let it go. Out with the old, in with the new!
Eliminate your clutter hot spots We all have certain spots in our homes that have become magnets for clut-ter, usually because they provide a convenient, empty, flat surface to pile things on. Walk around your home to determine where the clutter hot spots are, then remove the clutter (toss it in a box or laundry basket for now) and put something beautiful in its place, like a vase or a sculpture. If it’s the dining room table, set it as if you were having a dinner party. This will deter you from using it as a drop zone. Walk around your home with the box you tossed everything into and deposit these items where they belong, either in the garbage or recycle box or stored elsewhere in your house. If they don’t have a proper home, create one.
Detaching from sentimental attachment Things that have a story attached to them are often difficult to let go of because of the sentimental attachment. Keep in mind that the item is not the memory; it simply triggers the memory. It may be beneficial to take a picture of the item and put it in a scrapbook or photo album with a short note telling its story. That way, the memory is preserved without taking up as much space. Another option is to pass along the items to a family member who could put them to good use.
Daily de-clutter habit You brush your teeth every day. You shower every day. Why not de-clutter every day too? Make it a habit, just like the examples I gave, and it will become second-nature. Throughout the day, when you pull something out, take a moment to put it back when you are finished with it. At the end of the day, take a couple of minutes to do a “clean sweep” of your home and put away anything that is out of place. Keep a sticky note somewhere on your way to your bedroom to remind you for the first little while. After doing it for a month, you can take the note down because it will have become a habit – one that will serve you beautifully for the rest of your life. This simple practice can help you cut down on clutter without taking a lot of time and effort.

A NEW YEAR HAS BEGUN AND YOU’RE ANALYZING YOUR FINANCES, planning for the future and wondering where you can get the best return on your money. As we approach another tax season, you’ll be inundated with multiple mutual fund companies promoting the tax advantages of parking your RSP money with them. You’ll wonder about the stock market and the ongoing global issues. You’ll start to look at hard assets such as gold or precious medals. And, of course, you’ll look at real estate. The hard question is, which vehicle will produce the best results? My answer to this question will always be the same: the action is dictated by the goal.
First and foremost, it is important to understand that all of the above options are simply vehicles designed to accomplish an end result. The � rst step is to determine what that desired end result is, and then ask yourself, which vehicle will move me closer to that goal? You may have a variety of arguments or reasons to choose one vehicle over another, but here are four reasons why you may want to consider real estate as your investment vehicle of choice, along with one caution:
1 The power of leverageLeverage is a tool that can work for you or against you, but there is no denying the fact that it is a very powerful tool. Let’s take the example of two inves-tors sitting on $100,000 cash. ›› One investor chooses to put their capital into either the stock market or
precious metals. If they spend $100,000 – they receive in return $100,000 in either stock or a precious metal asset. If their investment were to in-crease (perform) at a rate of 20 per cent over the course of a year (although I don’t presently know of any funds offering that return) their investment of $100,000 would produce a $20,000 return.
›› The other investor chooses to use her $100,000 cash as a 20-per-cent down payment and purchase a $500,000 property in an area that has good economic fundamentals and pro-duces a positive cash � ow every month. Let’s assume that this property increases by only � ve per cent over the course of the year. On the surface, the � rst investor had an investment that outperformed our real estate investor by four times, but actually made less money due to the fact that it wasn’t leveraged.
That’s the power of leverage. The key is to understand that it can also go the other way – and that is the impor-tance of having a long-term strategy and investing in areas with strong fun-damentals and good cash � ow.
2 Interest ratesTwo keys to being able to develop a successful real estate portfolio are affordability and cash � ow, and an underlying fundamental to both of those is the rate you pay for borrow-ing money.
The good news for Canadian inves-tors in 2013 is that we still have low interest rates.
Due to the ongoing global credit issues, the Bank of Canada (BoC) has indicated its intent to keep rates low through to 2013. But it is impor-tant to note that the BoC can only in� uence the prime lending rate – which is used to determine your vari-able rate mortgage.
It is important for consumers to remember that the � xed rates are governed by the bond market and that although the BoC has indicated it does not intend to increase the prime lending rate, that does not guarantee

that long-term rates will not rise in the meantime. A return of money to the markets will cause a drop in bond pricing followed by an increase in the bond yield, which will result in an increase in long-term rates even if the BoC leaves prime unchanged.
A further threat to low interest rates is that even though we will not likely see a rise in prime, we have already seen the disappearance of the discount on variable-rate mortgages. Due to a lack of liquidity in the global markets, the cost of borrowing has increased for lenders. As such, variable-rate mort-gages are less pro� table and they have cut back on the discounts they offer. The net result for borrowers is that the amount you pay on a variable mortgage is not as attractive as it was a year ago.
Having said that, we need to be very clear that even without a discount, a prime lending rate at or about three per cent is ridiculously cheap and allows for great investment opportunities. There are multiple opportunities within the Canadian marketplace that can create positive cash � ow as long as the interest rates are below four per cent and you can easily get a � ve-year term today well below four per cent, so the ability to get a cash-� owing property and lock that in for � ve years will be as good in 2012 as it’s ever been.
3 Seeking safe harboursAs the global � nancial markets con-tinue going through more drama than a daytime television show, the fallout is consumer angst resulting in low consumer con� dence.
When consumers lack con� -dence, they tend not to make big-ticket purchases. Real estate is obvi-ously one of those items and this alone could result in a slight drop in market values. However, it is the exact same angst and fear that drive consumers to seek out safe harbours in a storm, placing their money in areas perceived as protected from the roller-coaster that the stock market has become. This is the reason we have seen records in the price of gold. Investors are speaking with their pocketbooks and saying loud and clear that they are losing con� dence in the market and want a tangible asset that they can own and hold. What could be more tangible than real estate and if you were looking for a safe harbour in real estate, which country would you invest in?
Canada has been seen globally as one of the few countries to have survived the last global recession relatively unscathed. In fact, our banking system and domestic economy have become the envy of the world.
4 Sound economic fundamentalsRegardless of where you buy real estate, you should make your purchase based on sound economic fundamentals. There is no such thing as a Canadian real estate market – it is regional. You can have solid fundamentals in one town, while another within 100 kilometres could have an economy based solely on exports to the U.S.
I expect the U.S. to be hit harder by the fallout in Europe, but that will impact only regional Canadian economies that depend on trade with the U.S.

Although we are still largely an export-dependent country, there are a lot of regional pockets that have a strong domestic economy and are ex-pected to grow in spite of global issues. Look for strong GDP growth, followed by strong employment numbers which in turn brings a strong tenant base. A strong tenant base combined with low interest rates creates the opportunity for positive cash-� owing properties. And if the property � ows cash in good times and in bad, you need not worry about potential for values to fall or bubbles to burst.
The value of your property the day after you buy it is irrelevant until the day you go to sell it. If you are purchasing investment real estate with a long-term buy-and-hold phi-losophy, and you have purchased in an area that gives you positive cash � ow, then you don’t need to worry about the hype in the headlines re-garding property values. Just focus on letting your tenants pay off the mortgage over time and enjoy the cash � ow when you have a free and clear asset.
So, as you look at your � nancial options for the year, ask yourself � rst and foremost: What results do I need from my investments, Then analyze your options in the context of your goals. If you choose real estate, simply stick to the fundamentals, take action while others worry over headlines, take advantage of low rates and use leverage wisely. Invest and don’t spec-ulate, and both you and your children will be glad you did in the years to come. Happy investing!

02Divide by three. This figure is the monthly payment you can afford
to make on your home.
03Take the total price of the home and subtract the amount of
money you expect to make as a down payment. This is the money you will have to borrow.
04Refer to the chart on the opposite page. Look down the
left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)
05Multiply this figure by the amount you need to borrow.
Divide by 1,000.
06Add to this your estimated monthly heating costs and
monthly property taxes.
07If this figure is equal to or less than one-third of your gross

“BUY LAND, THEY’RE NOT MAKING IT ANYMORE.” NO DOUBTyou’ve heard this adage, originally a quote from Mark Twain, but what you may not realize is just how prophetic the sentiment has become, particularly when it comes to the home building industry.
A review of 2012 sales from the BILD Industry and Land Develop-ment Association (BILD) and RealNet Canada Inc. provides some excel-lent insight into how policy issues are affecting the market. Speci� cally, it underlines how challenging land availability is becoming for develop-ers – and, though they may not realize it yet – for consumers.
A recent conversation with a prospective new-home buyer illustrates the point from the latter’s perspective. John Brown (not his real name) was discussing his plans to buy a new lowrise home and, after reading reports that “the housing market is slowing,” he said he decided to wait, until, in his words, “prices come down some more.”
Well, John, prices may indeed dip in some areas of Southwestern Ontario and the GTA, and in some housing categories, but your gen-eralization that new lowrise home prices are going to come down across the board is not entirely accurate.
Perpetuating a common misconception, John fails to differentiate the new home market from resale. Generally, the two are very different, and the factors that in� uence each are distinct.
Now is still a good time to buy a new home – and here’s why.In the Toronto example, the issue affecting new home sales is not
the “slowing market,” rather land supply and other challenges speci� c to the home building industry.
The results speak for themselves. Lowrise new home sales in the GTA are way down, as is lowrise supply. Prices in the same period, meanwhile, are way up – great for people who’ve already bought new homes, but less so for prospective buyers on the new-home hunt now.
WHAT’S AFFECTING SUPPLY TO SUCH AN EXTENT?BILD president and CEO Bryan Tuckey explains that “The decline in lowrise sales is a direct result of provincial public policy that has en-couraged intensi� cation in existing communities and constrained land supply in the regions surrounding the city of Toronto.”
Adds BILD First Vice-Chair Steve Deveaux: “Governments must acknowledge that the constraints being placed on the market, particu-larly in the lowrise sector, are having dire results. Land constraints, regulatory requirements and a complex approval process fraught with delays are seriously challenging the vitality of the lowrise sector, as well as housing choice for the new-home buyer.”
The issue is not exclusive to the GTA. Tuckey and Deveaux’s counterparts in Hamilton, Ottawa and elsewhere in the province are citing similar challenges.
In our last issue, for example, Hamil-ton-Halton Home Builders’ Association Executive Officer Mathieu Langelier wrote about how one city council decision was directly adding at least $3,000 to the cost of new homes in Hamilton.
A builder recently recounted a story about how one municipality instituted at 125-per-cent increase in development charges – yes, 125 per cent – as the city in question (and others across the prov-ince) tries to improve on decades-old infrastructure. The company saw talking the municipality down to only a 100-per-cent increase as a victory. The net effect of this action is that each homesite in the proposed development beginsat $65,000 – before a shovel even hits the ground.
What effects new home prices more than market conditions is hard costs – land, materials, trades and development fees – and none of those is going down.
If you’re lucky, you may � nd a builder selling off remaining lots in a community by offering incentives such as upgrades to standard features, credits in décor centres or design services – or slight dis-counts off inventory. But developers are more likely to delay a project launch, rather than lower prices.
So, John and other prospective new-home buyers – there’s no need to wait. If you’re � nancially prepared (and the Bank of Canada just, once again, announced it was holding interest rates), now is a good time to buy.
