When was the last time you cycled in a velodrome? Or swam lengths in an Olympic-sized pool? Or watched your kids bomb around an

Buying a brand-new home o§ ers an opportunity to get what you really want. It can be a dream come true and an investment for the future, but don’t forget, it’s also

a legal transaction. © e term “get it in writing” has never been more important, since it outlines everything your new home will have in it, on it and around it.

Otherwise known as the Agreement of Purchase and Sale, the contract spells out the terms between you and your builder. Without it, if there is a misunderstanding or disagreement, it’s impossible to prove what was originally promised.

Since buying a new home is much more complicated than a resale transaction, there is no set Agreement of Purchase and Sale or standard contract. In some provinces, builders may have standard contracts prepared by the local home builders’ association or their new-home warranty program. Builders often prepare their own agreements, so these can vary from one company to another and from province to province.

Before you sign a contract, review it carefully with the builder representative, and ask questions to make sure you fully understand what’s in it. Your next step is to then take it to a real estate lawyer and have it reviewed. Once it is signed, it becomes a legal document, so seeking the services of an experienced lawyer is an important step toward ensuring that your dream home becomes a reality.

What will the Bank of Canada’s rate cut MEAN FOR THE ECONOMY, HOUSING AND YOU?

On July 15, the Bank of Canada (BoC) announced it would cut the target for the overnight lending rate to 0.50 per cent from 0.75 per cent. This was just the second such rate cut since 2010, with the BoC most recently reducing the rate from one per cent to 0.75 per cent margin in January.

January’s rate cut came as a surprise to many, but this most recent move had been anticipated in the weeks leading up to the announcement. Lower oil prices have led the Canadian economy into a slump, prompting debates over whether we are in a recession. That argument has mostly come down to the definition of the word – a recession is technically defined as two consecutive quarters of negative GDP growth. The BoC was careful not to use the R word in its announcement, but acknowledged the economy is underperforming and an interest rate cut was necessary to “help return the economy to full capacity and inflation sustainably to target.”

The rate cut has mixed effects, however. Last month, BoC Governor Stephen Poloz compared January’s rate cut to “life-saving surgery,” noting that the positive benefits outweighed any side effects such as increased levels of consumer debt. Since mortgage rates are closely tied to the BoC’s overnight rate, the housing market will also be affected. In Toronto and Vancouver where prices have been skyrocketing, rate cuts are only making the situation worse, putting ownership further out of reach for first-time homebuyers.

Prior to the announcement, it was unclear whether a rate cut would, in fact,

be another cup of coffee for an already overstimulated housing market. But in the hours following the announcement, it became clear that homebuyers were eager to take advantage of lower mortgage rates. Traffic to ratehub.ca surged 300 per cent as Canadians searched for better mortgage deals in the hours following the announcement. Mortgage brokerage Butler Mortgage lowered its five-year variable mortgage rate by 0.10 per cent almost immediately, to 1.88 from 1.99 per cent. The drop translates to $1,320 savings in mortgage payments over a five-year term.

TD was the first of the major banks to lower their prime rate, cutting it by 0.10 per cent the day as the BoC announce-ment. Within a day, many banks had lowered their prime rate by 0.15 to 2.70 per cent.

Some remain unconvinced the cut will do enough for the average Canadian to save any money, or stimulate the economy. Others worry the impact on the Toronto and Vancouver housing markets would increase disparity between those hot markets and the rest of the country, where real estate has been relatively stable.

So what does BoC’s latest announcement mean for you? If you have a variable rate mortgage, you can expect to save a few dollars a month when your interest rate drops. Interest rates on other variable rate loans (such as lines of credit) are also likely to drop, freeing up some cash. If you’re shopping for a house, your overall affordability will likely increase due to lower mortgage rates, but you may find that higher house prices quickly negate any advantage you might have had.

We’ll have the summer to find out what effect the cut has on the housing market and the economy as a whole. The next rate announcement is Sept. 9.

As of the second quarter of 2015, the aver-age detached new home price in some of Southwestern Ontario’s key markets ranged

from $352,898 (30- to 39-ft. lot) in Niagara Falls to more than $1.1 million (60- to 69-ft. lot) in Hamilton. New condo prices had an average low of $205,295 in Centre Wellington and an average

high of $426,738 in Hamilton. New townhomes are a popular offering at an attractive price, with an average of about $279,900 in Grimbsy to $458,276 in Waterloo. Currently, there is about a six month supply of townhomes across all of Southwestern Ontario’s key markets.

Indeed, many Ontario mid-sized metropolitan economies are expected to benefit from a weaker Canadian dollar and an improving U.S. economy – which is supporting strong manufacturing activity.

SWO economies among the strongest in the province this year

Usually, the pendulum swings back the other way. Not too long ago, manufacturing and process industries in Ontario were hardly the strength of the economy. Cities and towns entrenched in their past and unable to diversify their local economies often fell victim to the vagaries of their industries.

� ankfully, most knew they had to diversify into new businesses, while their successful, historical industries remained the foundation of the local economy.

Good news, then, that the economies of these smaller cities and towns in Southwestern Ontario are expected to be among the leaders in the province this year.

And that, in turn, is good news for their housing markets.

Indeed, many Ontario mid-sized metropolitan economies are expected to bene� t from a weaker Canadian dollar and an improving U.S. economy – which is supporting strong manufacturing activity.

� is, according to � e Conference Board of Canada’s Metropolitan Outlook: Summer 2015.

KITCHENER-CAMBRIDGE-WATERLOO:

� e area boasts the strongest economic outlook among the 15 cities covered in the report this year, with real GDP forecast to increase by 3.4 per cent, the Conference Board says. Light-rail transit system expansion will boost construction activity this year and next, while ongoing strength in the local manufacturing industry and a track record of innovation is helping to weather plant closures and company downsizings. Job conditions remain decent, with employment up 1.5 per cent in 2014 and expected to increase 2.4 per cent this year.

LONDON: � e economy here shook o� several years of lethargy in 2014, growing by 1.8 per cent. � is year, real GDP is forecast to advance by 2.1 per cent, its fastest increase since 2005, thanks to stronger manufacturing and construction output. � e value of London building permits rose strongly over the winter, particularly for non-residential construction. � e Conference Board expects construction output to rise by 2.9 per cent in 2015. With the improving economy, employment is expected to increase by 2.1 per cent in 2015, adding close to 5,000 jobs to the area.

ST. CATHARINES-NIAGARA: An improving services sector will help lift the economy by 1.8 per cent this year. In particular, a weaker Canadian dollar should result in more cross-border trips by Americans, boosting the region’s key tourism industry. Combined with solid employment and income gains, this is expected to jump retail sales by 2.9 per cent this year, and in turn will lift wholesale and retail trade output by 2.7 per cent.
