use of Aadhaar or the Farmer Id generated at the

time of one-time registration at the Portal, the online

farms should not ask for the other details like

Amendment: Aadhar is not mandatory as per Supreme Court

Guidelines and then the only dataset that will be captured will

be with the name of the farmer. There is a potential for large

scale data duplication or unclean data. Recommendation is to

use biometrics(iris / fingerprint) at one time registration and

the cross verification of the same every time to ensure

accuracy. Add the need to incorporate a master data

management system which prevents de-duplication at

creation time amd can operate as the system of truth for all

farmer data.

People Hub unique id will be used to

manage all farmers data. More details

21 25 3.4 SI needs to integrate existing Legacy applications with

Primary Sector packaged applications. SI should

validate list of all the applications which shall be

integrated with PS mentioned in RFP.

SI needs to Conduct ‘due diligence’ on the identified

applications as to whether each of them can be

integrated with the PS Packaged Applications, with or

without appropriate modifications/ customization.

The following factors are needed to be considered in

this regard:

The application should have been developed on a

web-based architecture, using SOA, with centralized

databases

The application is certified from security and

functionality perspective

The development environment used by the

application is compatible with the target environment

of e-Pragati

Considering the tight timelines, will existing vendors provide

required SOA interface for the applications that needs to be

22 23 3.3 Criterias for the selection of Public Cloud

Infrastructure should include in depth the security

and privacy offering, standard certifications and

attentations which are being followed in advanced

regions who already have matured and critical

applications deployed on cloud

Considering the criticality of the application, a kind

submission to the department to that they consider

appropriate certifications and attestations such as ISO 27001,

EU-US Safe Harbor framework SOC 1 and 2, PCI-DSS and

HIPAA for choosing the Public Cloud Infrastructure.

deployed on public cloud. Thesehave to be integrated

with existing legacy applications which were

deployed in SDC. The Cloud system will communicate

with SDC through an aggregation layer.Eventually

over a period of time,after existing server and storage

applications shall be migrated to cloud.

The vision of e-Pragati for PS Package applications is to

eventually move the entire applications to Public cloud

Infrastructure, however a hybrid solution should co-exist

between the legacy application and Green Field PS Package

applications. This will be a very critical architectural design

criteria which should ensure seamless movement of data and

business process between SDC and Public Cloud . This

become vital for the Department should consider the Public

Cloud Infrastructure to be truly Hybrid in Architecuture and

offers s Infrastructure as a Service & Platform as a Service and

is Hybrid-ready w.r.t to Hybrid Deployment, Hybrid

Integration, Hybrid Storage .

SI has to select the appropriate model or

3.5.4. Project period: All the 6 components shall be

usable software to conduct closed bidding for produce

bought into the market yards. What would be the revenue

model for other software to be implemented in order to meet

the objectives of the complete marketing department that

includes a responsive portal for discovery and online sale

(SCM) of inputs, farm-machinery, services rendered by post

harveting service units/logistics, post harvesting techniques

dessimation to farmers, direct farmer to retailer and

consumer transactions enablement,farmer to farmer

transactions enablement, inputting and dessimation/display

of current and future pricing trends to farmers,

administration module for complete marketing department

etc. Also all the existing modules needs to be integrated into

E-Pagathi modules and data bases. Most of them are

envisioned in the functional requirements of the RFP,

however a revenue model is not suggested. Should the

Vendor come up with a pricing model for this ?

The result of BPR already done for 15 common

processes is provided in Annexure 4. In addition to

the same, the SI may, during the course of the

designing SRS, identify all other areas needing BPR,

especially the customer-facing processes, and reform

the same, in consultation with the departments.

Annexure 4 : Based on the BPR framework, improved

To-Be processes have been designed for these

rationalized services. A few To-Be processes are

discussed next for indicative scope covering process

description, responsibility matrix, service levels and

change requirements. These To-Be processes are the

core mechanism for processing the service requests

and detail out the optimum way by which the service

request will be processed and finally delivered to the

applicant.

Please confirm our assumption that GoAP has put a

consultant in place for process re-engineering work and GoAP

shall make available of AS-IS and To Be process for the

Primary sector RFP that are already approved by GoAP to the

SI selected for this opportunity. SI need to implement

software for those processes. Only in case of any new

process to be covered, SI shall do BPR for the same that may

get approved by GoAP within shortest time to ensure tight

timelines are met. Kindly elaborate the approval process for a

sample BPR.

Process re-engineering and forms re-

engineering is the responsibility of the

selected SI. As mentioned in the scope of

work and deliverables, the selected SI

needs to undertake these activities as

part of the Systems Study phase and

submit the updated FRS and get the

same approved by PMU.

37 33 4.4 It shall be the responsibility of the SI to prepare a

Reverse Traceability Matrix (RTM)covering all the

requirements defined in the SRS document, signed

off by the GoAP.

Timelines for Signing off from GoAP may not be under the

control of SI. Kindly elaborate the sign-off process and SLA

from GoAP.

communication between the integrated appplications.Also it

is diffcult to complete a project in expected timelines with

invovlement of multiple/differnet solutions. Hence we

recommends to procure Document/File Management

application from a single vendor in order to have seamless

and document intensive in nature which would require lt

many changes to be done.

The e-Pragati Primary Sector Solution should provide

217 General Principle #6: Data is Shared

Data is shared across enterprise functions and

organizations. It is less costly to maintain timely,

accurate data in a single application, and then share

it, than it is to maintain duplicative data in multiple

applications. Shared data will result in faster and

improved decisions.

Please elaborate if GIS data (Map and layer data) will be

available in distributed environment or at central location

218 General The SI will have to develop the e-Pragati Objects as

Web Services discoverable by the e-Pragati Object

Standards, such that they can be consumed by the

other applications of e-Pragati, or by external

applications and Apps as required.

We assume that platform also needs to provision for spatial

data services for other applications to consume. Please

estimation, storage and logistics planning etc.

Please confirm if implementation to be done just of

visualization purpose or statistical models are expected to be
