Basic Evacuation Procedures

When the fire alarm sounds, immediately exit the building using designated evacuation routes. Egress maps are located throughout the building in the hallways and classrooms.

When an evacuation notice is received via ALERTUS, listen or read carefully so you understand the message and be prepared to follow any instructions given.

DO NOT USE THE ELEVATORS DURING AN EMERGENCY EVACUATION!

Take your personal belongings (coat, purse, keys, backpack, medication), providing they are readily close at hand.

DO NOT GO BACK INTO THE BUILDING TO GET PERSONAL BELONGINGS.

Consider that you may not be allowed to re-enter the building for a period of time.

Regardless of where you exit a building, go to the designated mustering point depicted in the building egress maps. Report in with the Floor Officer. If you exited in a different location, the Floor Officer will report your location to your Floor Officer so you will be accounted for.

Wait for further instructions.

DO NOT RE-ENTER BUILDINGS UNTIL THE FLOOR OFFICER IS NOTIFIED BY THE MIT FACILITY MANAGER OR ON-SCENE EMERGENCY RESPONDERS.

Emergency Procedures – The Pas Campus

The safety of the public while at The Pas Campus is the responsibility of every staff member. Knowing

the proper procedures to follow in the event of a fire alarm will do much toward keeping people safe

from harm.

Please review this information periodically to ensure you know your responsibilities. Whenever a fire

alarm rings, carry out your duties promptly, it could be a real fire.

All Personnel

1 Remove any people from immediate danger.

2 Sound the alarm (pull station). This will notify The Pas Fire Department.

3 If you have been trained in the use of fire extinguishers get to the nearest fire extinguisher and attempt to put out the fire.

4 If the fire is too big to control, close off the area and wait for help.

Wait safely outside the building to advise the fire department crew of the exact location of the fire upon their arrival.

Avoid Panic and Confusion – Do Not Shout

1 Those with designated duties will report to their duties (Building Emergency Officers).

2 ALL occupants shall evacuate the premises immediately, using the nearest safe exit according to the posted evacuation signage.

3 Move away from doorways to allow progress of those following and to keep the area clear for Fire Department operations.

4 Fight the fire using portable fire extinguishers only if the fire is small and not between you and the exit, and if you have been trained in the use of fire extinguishers.

5 DO NOT use Elevators for evacuation purposes.

6 DO NOT ATTEMPT to remove any vehicles from parking areas

7 DO NOT ATTEMPT to re-enter buildings until clearance is given by the Fire Department.

Exits:

Throughout building there are signs denoting exits. Familiarize yourself with them. Watch for directional arrows.

Fire Alarm:

Fire alarm stations are colored Red and are located near exits on each floor. To transmit an alarm, pull the hand station. This

operates all bells in the building.

Portable Fire Extinguishers:

These are located in corridors on each floor and are for the use of trained personnel.

Fire Prevention Strategies:

1 Do Not Allow trash or greasy rags to pile up.

2 Store paints and other flammable liquids in their proper places and in Approved containers.

3 Turn off electrical appliances and unplug extension cords as soon as you have finished with them.

4 Report immediately any equipment that is not in good repair – e.g. heaters, electrical wiring, electric cords, etc.

5 Do Not empty ashtrays into garbage cans and Do Not Allow garbage cans to stand around full of garbage for long

periods of time.

6 Keep hallways and stairways unobstructed.

7 Always investigate any smell of smoke. 8 Know the location of fire, alarm, extinguishers, and exits.

9 Know how to use the fire extinguishers.

10 Know what your responsibilities are in case of fire and carry them out promptly without panic.

11 Always sound the alarm to notify the Fire Department regardless of how small the fire may seem.

Remember: All fires start small.

Emergency Procedures for UCN – Thompson Campus

The safety of the public while at the Thompson Campus is the responsibility of every staff member.

Knowing the proper procedures to follow in the event of a fire alarm or any other emergency will do

much toward keeping people safe from harm.

Please review this information periodically to ensure you know your responsibilities.

ALL PERSONNEL

If you Discover a Fire:

1 Remove any people from immediate danger.

2 Sound the alarm (pull station). This will notify the Thompson Fire Department.

3 If you have been trained in the use of fire extinguishers get to the nearest fire Extinguisher and attempt to put out the fire.

4 If the fire is too big to control, close off the area and wait for help.

5 WAIT SAFELY OUTSIDE THE BUILDING TO ADVISE THE FIRE DEPARTMENT CREW OF THE EXACT LOCATION OF THE FIRE UPON THEIR ARRIVAL.

*AVOID PANIC AND CONFUSION------DO NOT SHOUT*

Designated Rendezvous Areas.

If a dangerous situation occurs and safety is immediate, lock yourself in your office/classroom following the

lockdown procedures. In some cases, exit immediately according to the posted egress maps to the nearest

Designated Rendezvous area. Report to the person in charge of the area and state the area you are from

and who the designate is for that area. Wait for further instructions as to when you can safely leave the

designated rendezvous area.

If you see a suspicious person or persons in the building that do not seem to belong, please

Certain events may necessitate the initiation of the Shelter-in-Place Protocol.

The term, Shelter-in-Place, means to seek immediate shelter and remain there during an emergency rather than

evacuate the area. Shelter-in-Place should only be used when an evacuation is not safe. Once the decision has been

made, you will be instructed to Shelter-in-Place by various means. This notification will be made using all means of

communication available. Examples of instances when the Shelter-in-Place protocol may be used are: Hazardous

incident: In the event of a critical incident where hazardous (including chemical, biological or radiological) materials

may have been released into the atmosphere either accidentally or intentionally, a decision to Shelter-in-Place may be

the preferred method of safely waiting out the release. The following recommendations should be considered:

• Move to rooms with no windows that can open or are open

• Rooms that have little or no ventilation are preferred

• Close any open windows and doors if you cannot move

• Only come out when you are told that it is safe by authorized personnel

A severe weather event such as a tornado or wind event during normal operating hours may necessitate you

“Shelter-in-Place” until the threat of bad weather has passed. You may need to relocate from your normal work area

to a space that has no windows or to a lower floor may decrease your chances of injury.

It is recommended that you:

• Move to the basement of the building-they usually provide the best protection.

• Move to an interior room with no windows, or a hallway on the lowest floor possible.

• Move to an interior stairwell if all rooms have windows.

• Stay in the center of the room away from doors and windows.

• Stay in place until the danger has passed.

Please note: The Heating and Ventilation system may be shut down or changed to recirculate air to prevent drawing

in outside air.

In the event of the presence of a person or persons deemed to be a threat to the campus, a decision to

Shelter-in-Place would be made by a Vice President or their alternate in consultation with the President, if available.

This is the preferred method of keeping people out of harm’s way, controlling pedestrian traffic on campus, and

controlling access to and in the buildings.

Upon receiving notification to Shelter-in-Place for a violent person on the campus:

• Stay in your rooms/ offices/ classrooms.

• Notify those around you, and encourage others to remain in your room/ office rather than to try to leave the building.

• Lock the doors, cover the door window, pull down the blinds, turn off the lights and stay calm.

• Stay away from the windows.

• Turn your ringer off on your phones and have everyone else around you do the same

• Report any suspicious activity, sounds or smells to Security.

• Only come out when you recognize the authority directing you to do so.

People on campus will be notified by the public address system, staff emails, by telephone and/or personal

contact when a full or partial lockdown is ordered.

Thompson: code 910 is partial lockdown; code 911 is full lockdown.

The Pas: A message will be sent indicating danger and required action.

Stay clear of exterior doors. Do not let unauthorized persons into the building.

During a full lockdown barricade your room. If in a public area, get to a room that can be locked or barricaded.

Stay away from doors and windows. Remain quiet and turn off cell phone ringers or turn the phone off

completely.

Do not enter the hallways unless advised to do so by the RCMP, 911 Operator, Emergency Services personnel

or Security Services.

If the fire alarm sounds stay where you are unless you smell smoke or are advised to leave by the RCMP, 911

Operator, Emergency Services or Security Services.

-One person should contact Security (204) 620-1795 (during the day) or

(204) 620-3266 (during the evening) and the UCN Facility Manager (204) 620-2672. If Security cannot

respond, call the .

Remember to advise them of your location and the number of people in the room.

Un-securing an area should only be done by or with the direction of the RCMP. Consider risks before un-securing rooms. Remember, the security issue will not stop until it is engaged by an outside force.

Attempts to rescue people should only be attempted if it can be accomplished without further endangering the

persons inside a secured area.

Consider the safety of masses -vs-the safety of a few.

If doubt exists for the safety of the individuals inside a room, the area should remain secured.

A lockdown is used when there is an immediate threat of violence in or around the University College of the North campuses at either location in The Pas or Thompson. A lockdown minimizes access and visibility and shelters students, faculty, staff and visitors in secure locations. Faculty/Staff members are responsible for students and ensuring that no one leaves the safe area.

Lockdown procedures would only be invoked in situations which constitute life-threatening events, and where a facility evacuation could be fatal. A lockdown will be called by the President or their designate, the RCMP or other emergency responders. Security and Facilities Services will secure building entrances, ensuring that no unauthorized individuals can enter the building.

A partial lockdown is the securing of all exterior doors of all facilities of The University College of the North. The majority of the exterior doors of the main campus in The Pas and Thompson are controlled access and should be maintained as locked at all times. The main entrances to the facilities in both locations are manually locked and must be controlled. In facilities that cannot be secured remotely, a representative from these buildings will be contacted and requested to secure the exterior doors manually. A partial lockdown can also be used to secure a particular area of the University College of the North where an incident has occurred that could affect the safety of the students, faculty and staff.

During a partial lockdown, all are able to leave buildings when an evacuation is required or ordered.

A full lockdown is the securing of all exterior doors and the locking or barricading of classrooms, offices and conference rooms. Students, faculty and staff must remain in these rooms until advised that it safe to leave. Students, faculty and staff who are in public areas when a full lockdown is declared must proceed to a room that can be locked or barricaded and remain there until advised that it is safe to leave. A full lockdown is only used when a violent incident has or may occur that could impact the safety of students, faculty and staff.
