1 WELCOME AND INTRODUCTION HB
1.1 All present were welcomed and the agenda confirmed.
2. PURPOSE OF THE MEETING

HB presented an overview of the purpose of the public meeting and what was hoped to be achieved. She stated that the meeting was an opportunity to:
provide Interested and Affected Parties (I&APs) and Key Stakeholders with information regarding the proposed Tinley Manor Southbank’s Development Initiative;
provide an overview of the Environmental Impact Assessment (EIA) & Public Participation Process (PPP) being followed for the proposed project;
provide an opportunity for key stakeholders and I&APs to seek clarity and provide input into the project; and
record comments raised and include them in the Final Scoping Report.
3. CONDUCT OF THE MEETING

3.1
HB explained the conduct of the meeting going forward and requested that all cell phones be switched to silent mode and that discussions be reserved for the end of the presentation and discussions go through the facilitator. She requested participants to identify themselves prior to making comments for minute taking purposes.
3.2 HB then explained that an EIA is the process of identifying, predicting, evaluating & mitigating the biophysical, social, economic and other relevant effects of a proposed development prior to the development taking place.
3.3
HB explained the scope of the project, situated in Mount Edgecombe. She illustrated that the overall Cornubia Development Framework was approved by KZN DAEA in 2011 and that the Cornubia Retail Park falls within this framework. She outlined the phasing of the EIA processes for the overall development and emphasised that the Retail Park EIA is a separate project to the Phase 2 EIA for which there will be separate meetings.
4. PLANNING OVERVIEW & CONTEXT NI
4.1
Nathan presented the overall Cornubia Development Planning Framework as well as the preferred and alternative layout plans for the Retail Park Development. He provided some background into the Cornubia Retail Park precinct and the key elements of the project as well as the planned services and socio economic potential of the development as per the slides attached.
5. ENVIRONMENTAL & PUBLIC PARTICIPATION PROCESS HB
5.1 The EIA process was outlined with the use of a flow diagram and it was explained that we were currently in the Scoping Phase. The primary aims of the scoping phase were outlined following a brief description of the process going forward.
5.2 HB explained that public participation is a communication tool to inform I&APs of a proposed project. She stated that it is a tool to receive and integrate the comments of

the I&APs into the relevant phases of a proposed project. She noted that public participation is not a public relations or marketing exercise and that it is not a means to satisfy grievances but rather an opportunity to record comments.
5.3 HB then elaborated on the stages in the public participation process with the use of a flow diagram.
5.4
HB outlined the different specialist studies which were envisaged for this project. These were:
Planning Context;
Traffic Impact Assessment;
Infrastructural Assessment;
Electrical/Services Assessment;
Heritage Assessment;
Ecological Assessment;
Vegetation Assessment.
5.5 In addition to the EIA process being followed, HB explained that a waste management license and WULA will also be applied for.
6. DISCUSSION SESSION All
6.1 HB opened the floor for discussion. The following questions/comments/issues were raised:

retailers are that will be in this retail complex?

There are no names available at this stage as it is only in the
planning stage and no contracts have been signed as yet.
Is the Retail Park only for larger retailers or are there
opportunities for smaller retailers as well?

It is quite difficult to determine this at this stage. It is a major retail
development but opportunities for smaller retailers could become
available via the preferred listed property fund.
Krissen Pillay You have explained how the EIA process works and there is
still work to be done. Will the reports that are to be compiled
released to the public or are they confidential? Will we be
notified and is this a transparent process?

Public participation is an ongoing process throughout the EIA
process and all I&APs will be notified of where and when they will
be available to review reports. The draft Environmental Scoping
Report will be available for review from 5 September 2012 to 5
November 2012 at Mount Edgecombe Country Club; THD offices
or on the RHDHV website. I&APs will be notified electronically of
further opportunities to get involved during the EIA phase public
meetings as well.
Will this be a major development with major landlords and
developers? Can you provide detail as to who the landlords
will be?

This cannot be confirmed until later in this process, however most
of the larger retailers will be there. No contracts/agreements have
been signed as yet.
You have presented diagrams and maps but it is all a little
confusing to me. You have not indicated where the housing
will be?

This EIA is for the Retail Park only. It is only retail and commercial
and there will be no housing within this component of the
development.

7 WAY FORWARD HB
7.1
HB elaborated on the way forward for the project after the meeting. She stated that the following would take place:
Compilation and distribution of meeting minutes
Public & Authority Review of Draft Scoping Report
Inclusion of Authority & I&AP comments into Final Scoping Report
Submission of Final Scoping report to KZN DAEARD
KZN DAEA Decision on PoS for EIA
Commence EIA Phase

HB stated that the draft Scoping report will be available for a 60 day public review and comment from the 5 September – 5 November 2012 at the following places:

8.2 HB thanked everyone for attending and encouraged liaison with between the parties. He encouraged comments to be forwarded to the environmental consultants (details of which were provided on the screen). HB closed the meeting at 18h05.
