This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in December, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. PUBLIC MEETING – Wednesday, October 24, 2018 at 8:00 p.m.

There will be a Public Meeting of the Mayor and Council of the Borough of Glen Rock

on Wednesday, October 24, 2018 at 8:00 p.m. in the Council Chambers of the Municipal Building.

Agenda: (May be subject to change)

1. CALL TO ORDER /ROLL CALL

This meeting is called pursuant to the provisions of the Open Public Meeting Law.

This Meeting was included in a list of meeting notices sent to the Bergen Record and

advertised in said newspaper in December, posted on the bulletin board in the

Municipal Building, and has remained continuously posted as the required notices

In accordance with the New Jersey State Fire & Safety Code I call your attention to

2. FLAG SALUTE/ANNOUNCEMENTS

Council member Leonard led the audience and Council in the flag salute.

Mayor Packer announced it is Library Week and attended the Buckles Friends Breakfast along with

the Director Ellen O’Keefe and President of Friends Group Georgene Betterbed. The Stigma Free

Mental Health Awareness Seminar will be held here tomorrow at 7:30pm it will also be on Glen Rock

Council member Huisking – Announced that Special Officer Oliva was married a few weeks ago and

Department, traffic control and parking enforcement are being addressed. To compare, last year’s

Council member Kreibich – Thanked and congratulated Glen Rock Environmental Commission on

their achievement. Also congratulated the Mayor on the Leadership Award. Attended the NJEC

Annual Conference and received an Achievement Award on behalf of GREC and Green Team, this

is a separate award from the Silver Certification. The installation of EV charges is almost complete.

The Ambulance Corps. calls were summarized responded to 55 calls with a total of 172 volunteer

hours and encouraged new members. The Flu Clinic will be held here October 30th from 10am-12pm.

The Rabies Clinic will be held Tuesday January 8th from 5pm-7pm. Invited everyone to the Stigma

Free event on mental health. A composting workshop will be held October 28th at 2pm and is free

please sign up on the website. Straw-Less Saturday is October 27th sponsored by the Green Team

interns who will be discouraging the use of plastic straws.

Council member Leonard – Fall sports season has gotten a great start and the Winter season sport

tryouts have begun. Travel basketball tryouts have started and early registration for Rec. basketball

will end November 10th after that the fee will increase. Saturday November 24th will be Small

Business Saturday which is a great way to support local businesses and they will be having special

promotions.

Mayor Packer announced changes to meeting schedule due to conference and Thanksgiving, the

November 19th work session will be postponed to November 28th at 6:30pm then meeting to follow at

8:00pm. A second work session will be added on Monday November 5th all updates will be posted on

the website.

4. CONSENT AGENDA

All items listed are considered to be routine and non-controversial by the

Borough Council and will be approved by one motion. There will be no separate

discussion on these items unless a Council member(s) so request it, in which case the

item(s) will be removed from the Consent Agenda and considered in its normal

sequence on the agenda. The one motion signifies adoption of all resolutions, received

and filed letters, correspondence, reports and approval of applications and minutes.

3. Resolution Authorizing Refund of Redemption Monies to Outside Lienholder

RESOLUTION AUTHORIZING REFUND OF REDEMPTION MONIES TO OUTSIDE

LIENHOLDER

WHEREAS, at the Municipal Tax Sale held on December 5, 2017, a lien was sold on Block 23

Lot 16, also known as 287 Ackerman Ave. in Glen Rock, NJ for delinquent 2016 taxes in the

amount of $2,342.89; and,

WHEREAS, this lien, known as Certificate #2017-001 was sold to John Finan Builders for a 0%

redemption fee and a $16,000.00 Premium; and,

WHEREAS, Wells Fargo Real Estate Tax Services, the mortgage lien holder for the property,

has affected redemption of Certificate # 2017-001 on behalf of homeowners, Bruce Steven Haase

and Alfred Haase, in the amount of $19,891.50.

NOW, THEREFORE, BE IT RESOLVED, that the CFO is authorized to issue a check in the

amount of $19,891.50 payable to John Finan, 55 MacArthur Ave., Closter, NJ 07624 for the

redemption of Certificate #2017-001.

BE IT FURTHER RESOLVED, that the CFO is authorized to issue a check in the amount of

$16,000.00 (Premium) to the afore mentioned lien holder.

4. Resolution Appointing Library Architect

WHEREAS, there is a need in the Borough of Glen Rock for architectural services for

improvements to the Glen Rock Public Library; and

WHEREAS, the Borough of Glen Rock has previously published a Request for Qualifications for the position of architect for said work; and

WHEREAS, the present contract for Special Projects Engineer is being awarded to, and

is being awarded to Settembrino Architects under a fair and open procedure, and in accordance

with the laws of awarding a fair and open professional services contract, the proper procedures

have been followed and the professional has not engaged in any activity which would void the

ability of the Borough to award a fair and open contract to the professional;

WHEREAS, the Borough now wishes to enter into a professional services agreement

with the architect as required by law;

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of

Glen Rock as follows:

1. The Mayor and the Borough Clerk be and hereby are authorized and directed to

execute Professional Services Agreements with Settembrino Architects as required by law.

2. This contract is being awarded for the following reasons: There is a need for a

architectural services for the Glen Rock Public Library within the Borough of Glen Rock; the

service to be rendered constitutes a professional service as defined by New Jersey law; the

Borough did publish a request for qualifications for said position, thus, the contract is being

awarded on a fair and open basis..

3. Compensation for this position shall be as set forth in the fee schedules for said

professional which is on file in the Borough Clerk’s Office, and will be attached to the

professional services agreements which are to be executed by the Mayor and the respective

professional.

4. The within contract has been awarded pursuant to a “fair and open process”

pursuant to the provisions of N.J.S.A. 19:44A-20.4, et. seq.

5. A notice of this action shall be printed in The Record.

6. The award of this contract is subject to the certification of availability of funds by

the Borough’s Financial Officer.

7. A copy of this Resolution and a copy of the respective contracts shall be made

available for public inspection as required by law.

or municipality when such item shall have been made available by law and the amount was

not determined at the time of the adoption of the budget; and

WHEREAS, the Director may also approve the insertion of an item of appropriation for

equal amount,

NOW, THEREFORE BE IT RESOLVED, that the Mayor and Council of the Borough of

Glen Rock in the County of Bergen, New Jersey, hereby requests the Director of the Division

of Local Government Services to approve the insertion of an item of revenue in the budget

of the year 2018 in the amount of $20,029.92, which is now available from the State of New

Jersey Solid Waste Administration in the amount of $20,029.92.

BE IT FURTHER RESOLVED that the like sum of $20,029.92 is hereby appropriated under

the caption of Clean Communities Grant; and

BE IT FURTHER RESOLVED that the above is the result of funds from the State of New

Jersey Solid Waste Administration in the amount of $20,029.92.

A RESOLUTION AWARDING BID TO CFM CONSTRUCTION, INC.

FOR THE IMPROVEMENT TO CORNWALL PUMP STATION PHASE 1

WHEREAS, the Borough of Glen Rock authorized the advertising for the solicitation of bids for

the improvements to Cornwall Pump Station Phase 1; and

WHEREAS, a notice to bidders was duly advertised and two (2) bids were received, to wit,

CFM Construction, Inc., and Fred Devens Construction; and

WHEREAS, the Project Engineer and the Borough Attorney, have recommended that the low

bidder, CFM Construction, Inc., 5 Bay Street, Stirling, NJ 07980, be awarded the contract in the

amount of $256,300, as the bid submission substantially conforms to the specifications of the

Borough of Glen Rock; and

WHEREAS, the Chief Financial Officer has provided the Governing Body with Certification of

the availability of funds requirements.

NOW, THEREFORE, BE IT RESOLVED, that the bid of the lowest responsible bidder, CFM

Construction, Inc., in the amount of $256,300 for the Improvements to Cornwall Pump Station

be accepted by the Borough of Glen Rock, subject to the execution of a form of contract to be

approved by the Borough Attorney; and

BE IT FURTHER RESOLVED, that the Borough Clerk is hereby authorized and directed to

return the bid bond to the following unsuccessful bidder – Fred Devens Construction, upon

execution of the contract with CFM Construction, Inc.

Mayor and Council read a Proclamation to acknowledge National Friends of the Library Week.

Thanked Council member Morieko along with workers and friends of Library for all their work.

Borough of Glen Rock

National Friends of Libraries Week

Proclamation

Whereas, the Friends of the Glen Rock Library (“Friends”) began 36 years ago and today

remains a vital and robust 501c(3) organization whose mission is dedicated to supporting and

stimulating awareness of the Library as an informational, educational and cultural center for all

people of all ages in the community; and

Whereas, the Friends raise money that enables our library to move from good to great – to

excellent - - as the underwriter of special programs for children teens and adults, enhancing the

circulating collections, providing updated technology, and a museum pass program to

metropolitan area institutions; and

Whereas, the Friends organizes the Great Book Sale, All Star Read-a-thon, a Membership

Incentive and the Courtyard Paver and Tribute Gift Programs, plus several fundraising activities

each year to sustain and enhance our Borough Library; and

Whereas, the work of the Friends highlights on an on-going basis the fact that our library is the

cornerstone of the Glen Rock community providing opportunities for all to engage in the joy of

life-long learning and connect with the thoughts and ideas of others from ages past to the present;

Whereas, the Friends understand the critical importance of well funded libraries and advocates

to ensure that our library gets the resources it needs to provide a wide variety of services to all

ages including access to print and electronic materials, and children’s services;

Whereas, the Friends’ gift of their time and commitment to the library sets the gold standard

example for how volunteerism leads to positive civic engagement and the betterment of our Glen

Rock community;

Now, therefore, be it resolved that the Mayor and Council of the Borough of Glen Rock

proclaims October 21-27th, 2018, as “National Friends of Libraries week” in Glen Rock and

encourages all Borough residents to thank the Friends for all they do to make our library and

community so much better.

Mayor Packer commented that we are very thankful all they do, and the Library would not be

what it is without the Friends.

Donna Dykstra, President of Library Board – Thanked the Council and Mayor for recognition on

behalf trustee Bella Fellig and Board. Thanked Friends for all their efforts and hard work.

Council member Kreibich thanked the Library and Friends on behalf herself and Council member

Morieko.

5. ORDINANCES

Ord. # 1795 – First Reading - AN ORDINANCE ADDING A NEW CHAPTER TO THE

BOROUGH CODE OF THE BOROUGH OF GLEN ROCK ENTITLED “SMOKING”

– Tabled

Motion to table Ordinance #1795 was made by Council Member Kreibich

Seconded by Council Member Leonard

All were in favor.

6. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each

person must state their name and address. 3-minute limit)

Alan Bronner, 522 Doremus Avenue – Thanked all that wished him well. Proposed a committee to

reduce taxes. Major reason seniors move out of Glen Rock is because they have no children in school

and cannot afford school tax. Committee would be to come up with ideas to reduce or eliminate

school taxes for seniors. Mayor Packer stated municipalities are bound by State tax law, all property

owners are to be taxed equally.

Michael Jennings, 154 Hamilton - Commented that DPW use to cut and split trees and would leave

at curb. Wondering since there is a log splitter at the Recycling Center could the wood be used by

the residents instead of having to pay for it to be hauled out. Mayor requested Mr. Jennings send

him an email with the questions and he will address the issue.

Gabriel Bullaro, Doremus Avenue – Stated with the recent lawsuits regarding Prospect Street,

Facebook, and Ridgewood Water litigation residents make a lot of comments. Suggested Council

should have monthly legal update of pending lawsuits to be more open to residents. Once a case is

filed with a court it is a public document and it can be discussed. Mr. Bullaro requested monthly

summaries regarding initial complaint, court decisions and cost. The Ridgewood Water lawsuit cost

is approximately $450,000 and what did we get from it. The public makes comments without knowing

all the details.
